In the course of time, an increasing number of investigations on jet cutting all kinds of material, such as rocks1, 2, 3, metals4, 5, and wood6 have been reported to serve various applications. This paper deals with one particular application of jets, viz deep-well drilling for hydrocarbon exploration and production. A number of papers have been published on this subject 7, 8, 9, some of which refer to jets purposely containing abrasives, termed 'jetted particle drilling'7. Since such abrasives complicate fluid handling considerably and do not appear to be absolutely necessary for making hole we have restricted ourselves to conventional drilling fluids. A large part of our investigation has been performed with the aid of three laboratory-type drilling machines, which permit tests on both micro-bits (12 in) and full-scale bits (62 - 9 5/8 in). In view of the application of jets in deep wells, care has been taken to simulate hydrostatic pressures as they exist in the field on the hole bottom. These have been found to have a major effect on the bit-penetration rate for various drilling fluids. Following experiments with single nozzles, laboratory bits have been designed, improved further and developed for field use. Field runs on 9 5/8 in bits, using conventional equipment and pumps, served to verify the feasibility of the jet drilling concept. Further efforts are evidently needed to evaluate the jet drilling method. It is encouraging that one of these10, a field test programme, is supported by a number of oil companies jointly. Such a combined effort is of paramount importance to evaluate and develop this new method of drilling to its full potential in a reasonable period of time. This paper aims to contribute to that ultimate goal.

Perhaps this is the first time that an analysis of the industrial minerals panorama has been made in Mexico for that type of commodities. Because the non-metallic minerals lack the glamour of the metallic minerals and are usually of less unit value than metallics, a comparative study of these commodities has seldom been attempted. Sulphur, fluorite, barite and few others are an exception. Consequently, the statistics on the lowest per unit value industrial minerals, such as limestone, dolomite, gravels, sands, etc., are usually scarce and not always accurate. The following, then, will be an attempt to show a general status of the industrial minerals in Mexico with due reservations regarding volumes and values. According to Kruger (1971), this group of minerals surprisingly very little known, and called non-metallics because the lack of metallic luster, is the largest group of the mineral kingdom. It constitutes perhaps 75% of all the mineral varieties. For the most part, these minerals are compounds of common acids, sulphides, hydroxides and two elements carbon and sulphur. The list of non-metallic minerals is therefore very long. It includes the borates, carbonates, chlorides, fluorides, nitrates, phosphates, silicates, sulphates and less commonly arsenates, chromates, molybdates, sulphides, tungstates and vanadates. The latter group and many of the oxides are sought usually for their metal content.

SUMMARY The Witwatersrand quartzites in which South African gold mining operations are moat exclusively conducted, are notoriously difficult and costly to drill. Despite this situation, however, with the high cost of developing new mines and extending existing mines, together with the rising cost of labour and mining problems resulting from the ever-increasing depths of workings, the demand for raise-boring in these formations is increasing rapidly. Not only is the demand for raises and shafts increasing, but also the length and size of these excavations. Raise-boring studies carried out in South African gold mines have indicated that increased penetration rates and possibly reduced costs could be obtained if higher thrusts were available at the reaming head. Until fairly recently there has been no raise-boring machine suitable for underground use that possessed the thrust and torque characteristics necessary to achieve high penetration rates in hard abrasive quartzite formations and the cutters available were not really developed for high loading. In response to these requirements a raise-borer, the Robbins 83R was designed and built in Seattle, U.S.A. for the Anglo American Corporation. This machine is operating in South African gold mines and is currently being used at a depth of 12 000 ft below surface in one of the. Group's mines. The initial raises bored have substantiated that increased penetration is attainable at high thrust and it is now apparent that the machine is sufficiently versatile to drill raises of up to 12 ft in diameter in quartzite formation over a length of 2 000 ft.

INTRODUCTION To be effective and useful, monitoring of tunnel construction must be carefully planned throughout all steps. A vital and frequently overlooked step is a clear definition of the specific purposes of the instrumentation. Most tunnel construction monitoring has in the past been of benefit to research, the advancement of tunneling practice, wittingly or not. The development of monitoring instrumentation for the benefit of the project from which the data are recovered has very significant potential for risk and cost reduction of soft ground tunneling. A systematic approach to tunnel construction monitoring, from conception to full implementation, includes at least the following nine tasks or steps: Definition of benefits and purposes; design and project specification to draw full benefits; selection of monitoring parameters; selection of instruments and writing of specifications for procurement and installation; procurement and installation; reading and maintenance; data storage and retrieval; interpretation; implementation. Some of these steps are fairly easy and resolved through the use of established theories and technologies. The difficult ones are those that require the bending of minds, those that involve changes in the ways engineers design soft ground tunnels, the way owners pay for tunnels, and the construction is managed, inspected and controlled. Geologic profiles constructed from exploratory drill holes gave basic geologic information for bidding on 4913 ft. of twin rock tunnels under the Potomac River. To provide additional geologic information for construction, tunnel faces and shafts were mapped throughout excavation. This information was plotted in plan and section so that geologic structure could be projected ahead and prediction of conditions could be made. In structurally complex areas, 3-D models were made and used to show the geologic structure. Core from exploratory drill holes was relogged and structure oriented with that found in the tunnels to make the ultimate use of the core and refine the geologic picture. As excavation proceeded, geologic mapping showed that the projection-prediction approach was useful and essentially correct.

To successfully bid a tunneling contract by machine, a contractor must have a reliable estimate of expected penetration rates and cutter costs. Preferably, these predictions should be independent of those supplied by machine and cutter manufacturers. Therefore, a series of rock index tests have been developed and incorporated in routine Rock Mechanics testing for the purpose of predicting rock boreability. Index properties were evaluated empirically by using rock samples and pertinent construction records from recently machined tunnels. Samples were taken from the completed tunnel walls, tested parallel to machine penetration, and results were compared to localized rates of penetration. Indices are based on two measures of rebound hardness and two measures of abrasive properties. The Shore (C-2 type) Scleroscope and Schmidt (L-type) Hammer were utilized to measure rebound hardness and a Taber Abraser was modified to measure rock abrasiveness and abradeability. Results indicate that rock hardness index properties investigated in this study can be used successfully to predict TBM penetration rates.

Gentlemen, the title of my paper is Surface Mining An Interim Land Use. Surface mining has become one of the major controversies of our time. This has happened in spite of the fact that all surface mining to date has involved only 6 million acres out of a total of 2300 million or approximately one-fourth of one percent of the total land area in the United States. I'm not going to dwell on whether peoples' perspectives are out of focus in light of the area involved, the energy crisis, national security, or the international balance of payments problem. While these things are all critically important, it is not the function of this paper to relate to them. Maybe the amount of attention attracted to surface mining is out of proportion to a lot of other things, but I don't feel that we should use that as a basis for procrastination. However, let me categorically state that anything that affects the surface of the earth is a form of land use --- be it an interstate highway, a power plant site, a golf course, a corn field, a strip mine, or the plot of ground on which your house is located.

INTRODUCTION There has been considerable discussion in recent years of the strained relations between owners, engineers and contractors caused by the rapid increase in costly litigation in underground excavation due to construction claims. These time consuming claims are not to the best interests of the industry. It has been a conclusion of some of the concerned parties that there could be a substantial reduction in these claims if a mutual respect for each other's roles could be maintained along with a practical contractual arrangement for sharing the risks of the unforeseen costs inherent in the business. This paper will touch on the overall problem of these relationships, but confine the major discussion to the role of geology in claims and, in particular, changed conditions claims, since they form the base for the bulk of those involving geology. Geologists can make a major contribution to the reduction of these claims if their particular abilities are recognized and used properly. CLAIMS AND GEOLOGICAL RISKS The tunnel contractor is strictly bound by the contract he signs, and the risks he assumes thereby must be priced. The most important variable factor on which he must base his price is the geologic data provided and his interpretation of it. The technology for using limestone or lime to scrub SO2 from power-plant flue gas has significant implications to the limestone industry. A brief status report on these processes will be made, possible process requirements on the limestone properties will be reviewed, and projections on the buildup of demand with respect to time will be reviewed. Disposal problems inherent with the use of these throwaway processes will also be summarized. Given a viable technology, relations among (1) distance of power plants from low- and high-sulfur coal and limestone deposits, (2) modes of handling and transporting immense tonnages of bulk material-coal and/or limestone, and (3) regional air-quality standards are some of the factors which will ultimately determine the demand for limestone. A discussion of these factors will be presented, with the intent of identifying geographic regions where significant increases in production can reasonably be expected.

The purpose of this paper is to describe certain features of the uranium deposits of the South San Juan Basin, and to suggest a mode of origin for the deposits which is consistent with the data. A series of photographs is included at the end of the paper to illustrate the nature of the ore bodies. Since the general geology of the Grants Region is well described in the literature, it will be only briefly reviewed, and the time will be spent instead on the morphology, spatial relations, and geochemistry of the ore deposits. Part of this material is original, but data and ideas have been taken from a variety of sources, including the literature and the personnel of the USGS, the AEC, and many of the operating companies of the South San Juan Basin. I gratefully acknowledge these sources. The accuracy of the data and the conclusions presented here are my own responsibility, however.

INTRODUCTION The plate loading test is a simple, useful tool in rock mechanics. The test consists of applying load to a rock surface and noting the resulting deflections. Plate loading tests are typically used to obtain modulus of deformation and related material properties, but can also provide information on blast damage and in situ stresses (1). Properties obtained are of course dependent on test procedure and test environment . In order to eliminate extraneous results it is essential that the interrelationship between the physical test environment and various rock properties obtained be thoroughly understood. Test interpretation is based upon elasticity methods, and the general assumptions made during analysis which include the following: 1. The rock is homogeneous, isotropic, elastic and continuous. 2. The stress is induced in a semi-infinite solid. 3. The plate is perfectly rigid or completely flexible. 4. Rock properties are independent of in situ stresses. 5. The plate and rock surface are smooth and parallel.

This paper has been written as one of a group of papers dealing with the subject "Cost Elements in Mining". What are cost elements in mining? The mine operator thinks of direct mining costs in terms of labor, materials, supplies and power, and we might define cost more generally as the price paid to acquire or produce something. Economic theory also has its concepts of cost. From one point of view, that of the consumer, the cost of mineral commodities might be viewed as the total price industry pays for mine output. Similarly, the mining company engaged in the on-going business of finding, developing and operating new mines is concerned very much today with the distribution of all the revenue paid for mine output and not just with its direct or controllable cash costs. In other words, what will the labor force, the supplier of energy, explosives, and reagents, and the supplier of government services, management, capital and the ore reserves receive for their contribution to production.

An exchange of coal mine specialists was made with the USSR under an "Agreement on Exchanges and Cooperation in Scientific, Technical, Cultural, and other Fields for 1972-73," which was signed by President Nixon and Chairman Breshnev on April 11, 1972.* This exchange, in the field of coal mine safety and scientific research in hazard control technologies, was one of 16 technical exchanges covered under the above agreement. A six-man USA delegation visited the Soviet Union from September 9 to September 21, 1973. The delegation visited four deep mines, three in the Donets Basin and one in the Moscow Basin, a State Safety Research Institute, a Mine Research Station and associated Research and Design Institute, two Research and Design mining equipment institutes, and a Trade Union-sponsored health sanitarium. In Moscow, the delegation received a briefing on the Soviet coal industry from First Deputy Minister Vladimir Fedanov. A similar briefing was given to us on the Donets coal basin by the Deputy Minister S. Saratikyanz of the Ukrainian Coal Ministry. Lengthy technical discussions were held with the mines staff and research personnel at the institutes we visited. In addition, we had detailed discussions with key staff members of two combinats "Donetskugol" and "Tulaugol." In all these meetings, principal topics were matters of safety related to hazards associated with face mechanization, coal transport, methane gas control measures, gas outbursts, coal and rock outbursts, fire fighting add control, explosion suppression and control measures and other related hazard factors. There was also much discussion on miner training, miner's attitudes toward safety and accident prevention practices, and preparation and enforcement of safety rules and regulations. The delegation was very warmly received and constant attention was given to our needs. Our numerous questions were answered with candor although quite often in not as much detail as we would have liked.

In 1973 the percentage of total coal production mined by surface methods in the United States again increased, reflecting a long term trend. Barely three decades ago less than 10 percent of the U.S. coal was produced in this manner. Last year surface coal mines produced 299 million tons, 50.7 percent of our nation's coal. At present there are about 2450 strip mines producing coal in 23 states. While accident rates for surface coal mines are less than underground coal mining rates, surface coal mining is certainly one of the more hazardous occupations. Figure 1 shows the injury rates (fatal and non-fatal accidents) of major U.S. industries. Note that surface coal mining is more hazardous than all other industries except contract construction. Accident rates are about the same as the contract construction industry which uses similar equipment. A limited amount of detailed data was available on elements of surface coal mining jobs and this lack of compiled information made it difficult to assess the significance of the conditions contributing to accidents and to make recommendations that would reduce accident frequency. Therefore as part of the Bureau of Mines continuing research efforts related to the health and safety of the coal miner, a contract was awarded to Theodore Barry and Associates of Los Angeles to conduct an "Industrial Engineering Study of Hazards Associated with Surface Coal Mines."

Geometric programming is a mathematical optimization technique, first formulated by Zener [1], for dealing with certain types of functions which typically arise in engineering design problems. The theory provides algorithms for finding the optimal solution, existence theorems by which one can show that a particular design is possible or not; and characterization theorems that especially make possible to obtain the relationships among the optimal design parameters at optimum. It has been demonstrated [2] that this technique can be applied to several design problems in chemical, electrical and mechanical engineering. Design problems in mining, metallurgical and mineral engineering have many aspects similar to that of other engineering problems. Thus it is only natural to consider geometric programming as a potential tool for solving certain optimization problems in mineral industries.

The basic transportation planning process consists of: 1. Inventories and analyses of existing conditions. 2. Estimates of future growth. 3. Determination of future travel demand. 4. Testing alternative systems to satisfy future travel demand. The many modeling techniques used in the transportation planning process are well known, commonly accepted, and thoroughly described in readily available literature. This paper will concentrate on the fourth step of the planning process, specifically the development of alternative systems for testing, and will discuss some of the factors which should be considered during the development of alternative systems. There are many factors which require consideration and which have a bearing on the configuration of alternative test systems. These comments will be limited to the influence of geographic, demographic, geologic, and economic factors. Although addressed separately, the four are to a great extent related and have a significant effect on each other. The objective of examining these factors during the early phases of system planning is to assure that more detailed corridor studies will not be stymied by considerations which could have been anticipated and accommodated at an earlier time. Advancements in tunneling technology and underground construction, plus rapidly rising costs of land, and a higher priority being placed on urban esthetics, make tunnels a more attractive option for certain portions of the highway construction program. Recent emphasis placed on fuel conservation reinforces the need for tunnels as a means of shortcutting circuitous routings designed to avoid potentially undesirable environmental impacts on any given area. Larger and more complex tunnels which have been constructed in recent years attest to this greater interest. More than 100 major highway tunnels are in operation in the United States. Highway tunnels commonly have much higher initial cost compared to surface routes. Where extensive cut and cover is involved, temporary disruption of the surface area may prove costly. In exchange for these costs, certain environmental advantages result. The purpose of this paper is to discuss some of the environmental advantages of highway tunnels and some of the unsolved problems related to obtaining maximum use of highway tunnels and research underway to help solve these problems.

A high-energy economy based on fossil fuels is in fundamental conflict with an ideal of clean air, clean water, undisturbed scenery, and maintenance of fragile ecosystems. There is an inevitable trade-off between the material standard of living of a modern society and the conservation of its environment. During the past four years, some of the costs of environmental protection have been internalized in the energy-flow system of the United States. The cost of bituminous coal and fuel oil usable under new air-quality standards has doubled or more. The cost of mining coal underground has risen because of a 20-30 percent reduction in productivity resulting from new environmental health and safety legislation; the economic impact of proposed surface-mine regulation may be equally severe. The cost of producing electric power has been rising at a 12 percent annual rate because of environmental costs, and would be climbing still more steeply were it not for the continued forced subsidy of natural-gas consumers by natural-gas producers. The efficiency of the automobile, already a monument to the triumph of self- indulgence over economy, is being further decreased by addition of anti-pollution devices. Part of the recent sharp rise in agricultural costs stems from the fact that five energy units of fossil fuel go into U.S. agriculture for every energy unit of raw food that leaves the farm; further large injections of fossil-fuel energy occur in the transport, processing, and refrigeration of farm products.

Large mining companies use a number of sophisticated analytical techniques for introducing the element of risk into the valuation of mineral reserve sites. These methods include, but are not limited to, sensitivity analysis, computer simulation, conditional probability, and portfolio theory. Such techniques enable the managements of these large companies to have an awareness of the many possible ramifications of their investment decisions. On the other hand, small mining companies and individuals in the mining business, due to limited financial and technical resources, still rely primarily on single point estimates of the value of mineral reserves. These small miners introduce the aspect of risk only through the application of an appropriate "speculative" discount rate. This paper illustrates the application of a technique for the introduction of risk into investment analysis. The method appears to be most suitable for use by small mining companies and individuals contemplating a large investment in a new mineral reserve site.

The general term "tar sand" has been used to describe sand containing varying amounts of dense, viscous petroleum. Deposits of tar sands have been found throughout the world, often in the same geographical area as conventional petroleum. The largest one by far is known as the Athabasca Tar Sands, and is located in the province of Alberta, Canada. Actually a group of three deposits, these particular sands underlie an aggregate area of more than 12,000 square miles. Current estimates place the contained raw petroleum at about 700 billion barrels, from which as much as 300 billion barrels of synthetic oil may be recoverable under presently developed technology. For comparison, this latter quantity is roughly equivalent to five times the combined total of U.S. and Canadian crude oil reserves. With the ever-widening gap between energy supply and demand, attention is being directed to all possible energy sources - both developed and underdeveloped - and certainly the Athabasca Tar Sand deposit is one of the more important ones to merit such attention. This paper will review some of the more significant developments and attempt to place in perspective the role that this source of energy could possibly be expected to play in the foreseeable future.
