Medusa Cement Company, a division of Medusa Corporation, is a medium-sized cement manufacturer serving the midwest, east, and southeast. Medusa's eight plants are located in Georgia, Pennsylvania, Ohio, Illinois, Michigan, Wisconsin, and Canada. Of these, six have active limestone, shale, clay, and sand quarries now in operation. This paper deals with the various individual state laws regulating mining and reclamation at the Georgia, Illinois, and Pennsylvania quarries. Several recommendations for future state mining laws are discussed also.

Minerações Brasileiras Reunidas S.A. - MBR is a brazilian iron ore mining company geared for the export market. It is controlled by Companhia Auxiliar de Empresas de Minerações - CAEMI through its subsidiary Empreendimentos Brasi leiros de Minerações - EBM which holds 51% in MBR and is formed by CAEMI, the six major japanese steelmills and five japanese trading companies, Universe Tankships, Inc., and Indústria e Comércio de Minérios S.A. - ICOMI. The remaining 49% of MBR's capital are held by St. John del Rey Mining Company, a subsidiary of The Hanna Mining Company. MBR iron ore reserves exceed 1.5 billion tons of high grade ore distributed in 36 deposits located in the so-called IRON QUADRANGLE in the State of Minas Gerais. The Aguas Claras Mine is the largest presently known and highest grade deposit owned by MBR. Other mines such as Pico, Mutuca and Jangada are in operation at a combined rate of production of about 2 to 2. 5 million tons per year. The project consists of mine, railroad and marine terminal (slide). The Aguas Claras deposit, which is located about six kilometers southeast of Belo Horizonte the Capital of Minas Gerais, was selected for initial development. The Sistema Regional Centro of the Rede Ferroviária Federal, through its 6th Division known as the "Central " is responsible for the transportation of MBR ore, and provided the necessary railway construction to connect Mine and Terminal. The Terminal is located on Guaiba Island near the entrance to Sepetiba Bay, at about 120 kilometers west of Rio de Janeiro.

12.1-BASIC AND PARAMETRIC CRITERIA IN THE SELECTION, DESIGN AND DEVELOPMENT OF UNDERGROUND MINING SYSTEMS STEFAN H. BOSHKOV AND FRED D. WRIGHT The criteria governing the selection of an underground mining system relate to several factors the importance of which varies with geographic location, the state of development of the industrial technology, the economic climate in the Nation and, perhaps, in the world-all these as functions of time. Thus, the best choice of a mining method depends upon sets of definable and undefinable values for numerous factors that may be considered fixed at the precise point in time. Subsequent changes in economic and/or technological developments may necessitate modification or complete revision of the existing mining system. A classification of criteria for selecting a mining system must be based on the broadest definitions. Specific cases may present simple solutions or pose very intricate questions, the answers to which are frequently based on judgment rather than explicit logically reasoned and derived results. Specific criteria may be of negligible consequence in some instances and of overriding importance in other cases. It would be foolhardy to attempt to point out, in the limited space available, all possible variations and interplay of factors, as well as to define the setting in which this interplay can take place. The reader is, therefore, referred to the case histories described in the subsequent parts of this section where actual practice will point out the variability of the problems encountered in the selection of a mining method. A popular thesis suggests that the proper approach to selecting the method of mining should be rooted in the inverse solution, whereby the limitations of the various methods in use serve as criteria to eliminate most of these methods from consideration in the specific case. This narrows the ultimate selection to one or perhaps two most appropriate methods. At this stage, a critical comparison analysis will lead to the ultimate choice. Although such a negative approach un¬questionably is valid in discarding obviously inapplicable mining systems from consideration, it falls short in defining the best system, which in practice quite often turns out to be a variation of a textbook standard, or a combination of two or more such standards. Because the deployment of capital and manpower over a long-term commitment closely follows the selection of the mining system, the decision-maker can well afford to spend a great deal of time and effort in evolving the optimum solution for the peculiarities of his specific case. Within the basic engineering tenets of economy and safety to which the design of a mining system must adhere lie numerous factors of constraint which may be grouped, somewhat arbitrarily but for ease of discussion, into several categories. The criteria that enter into the choice of a mining method derive from the following groups of factors: 1. The shape, size and spatial position of the ore deposit.

It was first pointed out in 1934 by Gaudin (1) that the "oily" oxidation product of the alkyl xanthate ion-dialkyl dixanthogen, might be the "active flotation agent" on sulphide minerals and there have been a number of studies supporting this hypothesis (2,3,4). However, all of these studies have relied largely on electrochemical evidence. Galena, being a semiconductor, may be used as an electrode in aqueous solution and it was shown that ethyl xanthate ion does not adsorb with charge transfer in the absence of oxygen unless the potential of the galena surface is above -100 mv versus the hydrogen electrode (H2 E). At this potential the galena surface is slightly hydrophobic but does not become strongly hydrophobic unless the potential is raised to 210 mv (versus H2 E). It is suggested that, at potentials of 210 mv or above, ethyl xanthate ions are oxidised to diethyl dixanthogen and that chemisorption of oxygen raises the galena surface to this potential. On the other hand, examination of xanthated galena surfaces by chemical or physical methods (5,6,7) has failed to detect dixanthogen and it has been shown that dixanthogen may be reduced to lead xanthate at a lead sulphide surface. (5,8)*. It was suggested by Leja and Poling (5) that, as dixanthogen is a neutral molecule it would not be repelled by the negatively charged galena surface so that the adsorption was envisaged as taking place through homogeneous oxidation of the xanthate ion to dixanthogen, adsorption and reduction of the dixanthogen to a chemisorbed lead xanthate species. In paper I of this series (11) it was shown that the thiosulphate ion, which forms on galena surfaces in slurries at the pH normally used for flotation, will reduce dixanthogen. There is, therefore, the impasse that the electrochemical evidence requires that xanthate ion be oxidised to dixanthogen at the galena surface while the chemical evidence shows that the reverse reaction takes place.

SHELDON P. WIMPFEN The measure of the success of any mining operation is the size of the difference between sales realization and cost of product, including operating, sales, administra¬tive, capital and others. Evaluation of a mining project necessitates projecting costs and sales realization as accurately as possible. Possible variations in specific cost elements and sales prices must be considered. To accomplish this, project studies should include giving effect to possible fluctuations to determine the break¬even points with varying costs and prices. Development of cost data is never an easy task. Mining is characterized by a great variety of conditions which result in still more variables. Achieving realistic figures as of any specific time involves consideration of changes, which may be frequent, in labor-contract terms and equipment used, variations in working condi¬tions and mining practices, and changes in mineralization and metallurgy. The purchasing power of the dollar, which has been declining persistently, also affects the situation at any given time. The only thing that can be said of costs, with certainty, is that they will change. With this in mind, the "guideline" data in this section are offered for the use of the mining engineer. It was provided for the most part by representative companies, whose contributions are gratefully acknowledged. In reviewing the tabu¬lations and other material it is of course necessary to remember that the data presented are valid only for the time periods specified, and will change with changing economic conditions in any other. 31.1-CAPITAL COST OF PLANTS Plant capital costs are set forth in Tables 31-6 and 31-7 by year of construction. To estimate capital cost of plants built in future years, various cost bases and indexes are utilized. Design should provide for the addition of milling units when these may become justified in relation to investment markets and life of the deposit.

16.1.1-VENTILATION'S ROLE Importance of Ventilation and Environmental Control-Mine ventilation is necessary for the preservation of human life and for the conduct of operations involved in the underground extraction of minerals. It clearly is the most essential of the functions attendant to mining, yet it is auxiliary to the primary objective in mineral extraction. Ventilation in mining thus poses a paradox: ideally, it should be carried out with minimum interference with and cost to production operations, yet it is absolutely vital in providing adequate environmental con¬ditions to support mining. Deterioration of the atmosphere, along with rising ground pressure, imposes the ultimate constraint with depth in underground mining. Ventilation requirements and costs rise rapidly with depth. To preserve atmospheric quality under intense heat conditions, ventilation at great depths must be supplemented by air condition¬ing. Likewise, when mining at any depth under severe or excessive conditions of gas, dust or humidity, supplementary control measures must be employed. In recent years, environmental standards in mines have been raised substantially. While limits are based on human tolerance, increasing concern is being expressed for standards of human comfort. The reasons are economic, as well as humanitarian. Worker performance and longevity correlates closely with environmental quality. Further, adverse accident and insurance compensation rates are a consequence of unsatisfactory environmental conditions. No mining company can afford to be lax in its environmental and ventilation practices. Functions and Processes-Ventilation is the control of air movement, its amount and its direction. As a means of quantity control, it is one of the constituent processes of total air conditioning, the simultaneous control within prescribed limits of the quality, quantity and temperature-humidity of the air. Ventilation is the most common and most. important conditioning process employed in mines for air environmental control. In mine ventilation, air is coursed through the mine workings and openings themselves and, for auxiliary purposes, through vent tubing and ducts. Thus, many interdependencies exist between the mining system and ventilation method. In fact, the two often have evolved ,jointly, as in room-and-pillar extraction of bedded or tabular mineral deposits, such as coal. Ventilation in mines today is provided almost exclusively by large fans, although air flow may result due to natural (thermodynamic) conditions. As mines increase in depth, size and complexity, demands on the ventilation system to maintain more stringent standards of environmental quality likewise rise. On the other hand, never have the technology and resources of the mining industry to cope with environmental problems been so well developed as they are today. In spite of rising costs, it is unlikely that further progress in mine ventila¬tion and air conditioning must await technological breakthroughs. 16.1.2-NATURE OF THE MINE ATMOSPHERE Air Mixtures-Air is a gaseous mixture comprising the natural atmosphere at the surface of the earth. Rio Algom Mines Ltd. owns eight uranium mines and mills in the Elliot Lake district of Ontario, seven of which were producing before 1960. At present only one mine is operating meeting current contract requirements. Under present economic conditions, it is not feasible to mine ore of less than 2.0 lbs./ton U308, although there are very large reserves below this grade. We are interested in preconcentration for three possible applications: to extend ore reserves by permitting use of lower grade ore, to reduce costs on processing of present grade ore, and to reduce capital investment in expanding production to meet future production goals.

Many processing techniques have existed for thousands of years. For example, Georgius Agricola, in De Re Metallica (1556), described equipment and techniques, such as picking tables, smelting furnaces and cupolas of various types, sieves, launders. various types of crushers and grinders and other equipment, all still in use in one form or another. In translating Agricola's work into English, the late Herbert C. and Lou Hoover provided the following summary indicating the early history of particular mineral- processing operations :

Selection of a plant site is becoming increasingly more difficult and important, mainly due to advances in technology, antipollution laws and changing economic, social and community conditions. Discussion falls naturally under three headings: economic considerations, terrain considerations and environmental considerations. Aside from acquisition of surface rights, problems having to do with terrain, or topography, usually can be dealt with by management alone. Economic considerations largely involve decision-making by management plus negotiations with government regulatory agencies acting under set rules. Environmental considerations, such as air and water pollution, townsites, housing, schools, noise abatement, appearance, surface rehabilitation and the like usually are under the control of federal, state or municipal bodies with a large degree of decision-making. Successful solution of environmental problems often requires lengthy negotiations, during which public relations by the mining company play an important part. Existing union regulations or customs may confine decision- making and the establishment of wage rates, working conditions and regulations. These usually require considerable planning and negotiation. Initial production often is delayed by formal negotiations involving environmental considerations. Surface facilities usually can be divided into two broad categories: those for concentrating ores--such as gold, silver, base metals, low-grade iron ore and potash-which should be close to the mine to reduce ore-transportation costs to a minimum, and those where the ore is shipped elsewhere for treatment, such as direct-shipping iron ores, complex high-value ores requiring specialized treatment and ores from which special products are derived for local markets. The long-term aspects of plant-site selection too often are given no or insufficient consideration because of immediate financial limitations. As a result, additional capital expenditures may be required later for relocation of townsites, roads, railroads and plants to provide additional room for extension of open-pit operations, tailings disposal, storage, or danger to foundations through underground subsidence or open-pit mining. In the past, hillside sites for concentrating plants were preferred to take advantage of gravity-feed methods The modern trend, however, is to place as much equipment as possible on approximately the same level. Some costs relating to plant sites are included in this section. They are ranges as of the year 1970, and are offered only as general guides. Such costs will vary widely with geographical location and, of course, are subject to escalation due to increases in wage rates and cost of materials. Items in the bibliography contain more detailed and comprehensive data on specific subjects. Most contain bibliographies of their own.

What is the most practical method for storing a huge quantity of crude oil for a long period of time to assure availability if conditions curtail the source of supply? Underground storage is a logical answer. But can abandoned mines be used for this purpose? That is the proposal Fenix & Scisson International, Inc. submitted to the S.F.F. Association (acting in behalf of the Department of Industries of the Republic of South Africa), Johannesburg, South Africa, in October 1966. This engineering and contracting firm with headquarters in Tulsa, Oklahoma, specializes in underground storage; and based upon previous experiences their engineers were reasonably certain that a mine could be used for storing crude oil. The answer subsequently proved to be "yes." The result was con- version of a coal mine to provide storage for a quantity of crude oil which is the equivalent of a sizeable oil field. The total cost of purchasing, testing, and converting the mine was less than 15 percent of the cost of conventional steel tanks. Operating and maintenance costs are proving to be about 2 percent of those experienced at two large tank farms owned and operated by the Association.

5.1-PURPOSE, PROCEDURE, METHODS, MANAGEMENT Exploration can be technologically defined, with regard to the discovery of new mineral deposits, as all the activities and evaluations necessary before an intelligent decision can be made establishing size, initial flowsheet and annual output of new extractive operations. The purpose of mineral exploration is the discovery and acquisition of new mineral deposits amenable to economic extractive operations now or in the future. A prime objective of mineral exploration, however, is to find and acquire a maximum number of such mineral deposits at a minimum cost and within a minimum time. Immediately upon the heels of a successful ''exploration" discovery follow activities called, first, development, then operation. Under U.S. Internal Revenue Code regulations (Secs. 1.615.1 and 1.616.1) in effect at the time of this writing, which state that the "development stage" has been reached when "deposits of ore or other minerals are shown to exist in sufficient quantity and quality to reasonably justify commercial exploitation by the taxpayer," exploration in the technological sense may well continue after a mineral property has entered the "development stage" as defined for tax purposes. In many instances continued exploration, after reaching the tax defined "development stage," has disclosed additional reserves which justify a much larger, more efficient and more profitable operation than that which would constitute the minimum feasible. Even after a mine goes into production, continued ore search generally will increase the reserves, either justifying expansions in plant capacity or prolonging the life of the operation, but this work (actually "exploration") is normally considered, for bookkeeping and tax purposes, a part of mine development. Each exploration entity defines its own objectives in terms of acceptable mini- mum rate of return on investment for any deposit found and retained, and in terms of which commodities, and markets, are to be involved. For these reasons, exploration programs, and aims, will vary over a wide range, although all have the common objective of endeavouring to create new profit centers for the future. 5.1.2-EXPLORATION METHODS Exploration has evolved in the past several decades into a highly sophisticated and expensive endeavor in which large corporate entities, or subsidaries, normally are directed and staffed by highly trained exploration specialists. In some instances consultants, with expertise in a given field, are utilized to the benefit of such corporate groups. The "grasshopper" approach to exploration-searching only for outcropping minerals and/or investigating only mineral prospects offered by the discoverers of such outcrops has given us most of the past and present mines in the US., but this method is rapidly approaching the point of diminishing returns in areas that have been thoroughly prospected for currently marketable commodities. Research at the Albany Metallurgy Research Center has shown that high-purity rutile can be produced from relatively low-grade ilmenite obtained from a massive rock deposit. Ilmenite is first smelted in an electric-arc furnace to separate the iron and produce a slag enriched in titanium dioxide. Titania slag mixed with a phosphate flux is then oxidized to synthesize rutile and form a phosphate-glass matrix which contains the impurities. Attrition scrubbing the treated slag in dilute solutions of phosphoric or sulfuric acid liberates the rutile, which is concentrated by physical methods. Tests show that synthesized rutile containing 95 to 97 pct titania responds to chlorination at the same rate as natural rutile.

The suggestion of the use of measurements of trace amounts of mercury as a guide to the location of sulphide ore deposits was first made by the Russian, A. A. Saukov (1), in 1.946. Since Saukov's original work, many others have studied the abundance of mercury in nature, the association of mercury with sulphide ores and methods by which very minute quantities of mercury can be measured in air, soil, rocks, water and plants. The most abundant of the mercury bearing minerals is cinnabar (HgS). Native mercury is also found and sulpha-salts like tetrahedrite are known to have important mercury contents. Other sulphides of base metal deposits contain mercury in amounts ranging from parts per million to as much as one or two percent. (2) The mercury content of sulphide-free rocks is usually less than a few hundred parts per billion (1 ppb - 10-9), Soils usually contain less than 100 ppb and water less than 1 ppb of mercury. Normal atmospheric air contains about 1 nanogram (10-9 grams) of Hg per cubic metre although higher concentrations can be observed near mercury occurrences, sulphide deposits and volcanic exhalations.

One might ask why someone like myself, involved in the determination of taxes, should be speaking at a "cost engineering" session of a national engineering society. While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much, as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully yea will recognize that, within certain limits, taxes can be controlled to an economic advantage. That question may then lead to another question: What does the amount of taxes have to do with me? I'm an engineer or manager; not an accountant or a lawyer. If I may take a few minutes of your time, I might be able to present in a brief discussion some interesting facts that will provide the answers to those questions. My discussion will be directed mainly to Federal taxes. However, much of it will be applicable to state and local taxes, also.

The transportation of mine products incurs a cost which can have a significant bearing on the competitive position of the product. This statement not only holds true for the transportation of the finished product but certainly as much for the in- plant haulage of the raw materials. Extensive literature is available both in North America and Europe on all aspects 02 these questions and to cite only a few of them: Pipelining of slurries, oil and gas, shipping of minerals and oil from the Arctic by icebreaking tankers, airlifting of metals or concentrates, etc. This paper is concerned with movable crushing plants as opposed to stationary and their influence on the in-plant transportation, that is trucks vs. belts.

The function of the mine surveyor is to (a) provide a network of points of accurately known position, covering the entire mine property, (b) obtain the required data for the preparation of useful maps and sections! (c) provide position and directional control for the guidance of the operations, (d) measure the progress of the work, (e) measure the movement of rock masses, and (f) make miscellaneous surveys as needed. Mining properties range from the very small to the extremely large, and from those which involve only surface operations to those involving extensive underground workings. Active mines undergo constant change, necessitating continual updating of the surveys. The differences in the character of the deposits, the scale of mining and the mining methods result in large differences in the surveyor's activities and techniques, but many of the problems involved are common to most mines. The surface work of the mine surveyor is very similar to that, of the plane surveyor in that control points are established by triangulation, trilateration and traversing. Detail is taken by direct measurement, by stadia and by aerial photography. The equipment used, the techniques and the methods of processing the resulting data are likewise very similar. However, the underground work is quite different : A. The lines of sight frequently must be carried through constricted openings, often involving short lines of sight and awkward setups. B. The lighting often is poor, requiring illumination of the backsights and foresights, and the crosshairs. C. The ambient conditions often are difficult, involving falling water, high tem- peratures, poor visibi 'kv and heavy traffic through the area being suneyed. D. The surrounding rock map be unstable, resulting in movement or loss of the surveying stations, as well as hazard to the surveyors. E. The points to be measured often are difficult or impossible to reach. F. Steep vertical sights often are necessary, requiring the use of special equipment. G. Many working levels commonly are involved, requiring the transfer of position and orientation to each with a high level of precision. This section therefore will concentrate on surveying problems peculiar to the mine surveyor, chiefly underground work. 22.1-THE MINE COORDINATE SYSTEM A system of coordinates is essential for all permanent mining operations It is very desirable that all mining operations in a ,given area b~ tied into the same system, as this minimizes problems of boundaries and connections Whenever possible this system should be tied into and made part of the state or regional grid system. It is desirable to orient the coordinate grid on a true-north line and to position the origin of the coordinates so that all of the work will be in the "northeast" quadrant, making the north and east coordinates always positive. This can be done by subtracting suitable constant values from the north and east coordinates of the regional system The residual values are of more convenient magnitude and can be used as the local mine coordinates. If the long axis of the mineralization is not generally north-south or east-west.

A low grade iron ore is mined underground at Grace Mine using the panel caving method. Most of the development work is located in footwall. The runways for LHD equipments are heavily supported with steel sets on five foot centers. The sets are embedded in two to three feet of concrete. The initial cost of support is one of the largest single costs of production. During the process of ore-win¬ning, supports frequently fail, necessitating expensive repair. There is no systematic pattern to the failure of supports. A rock mechanics program was launched to isolate causes and their relative contributions to the failure of supports. The preliminary results are presented. A typical portion of a runway is instrumented to monitor rock mass movements around the runway and the corresponding response of supports as various mining activities are carried out in the neighborhood. We believe that such a program is a prerequisite to any remedial measure to alleviate pressure problem at Grace Mine.

Thank you Mr. Chairman. For more than 15 years a debate has been taking place among students of massive sulphide deposits as to the origin of these deposits. Prior that time it was widely accepted that the deposits were of hydrothermal, epigenetic and even replacement origin (Wilson, 14). Kinkel, Knight, Stanton and others advanced hypotheses which would explain the, formation of the deposits by different, largely syngenetic, volcanogeric processes. I was fortunate in having become involved in exploration for these deposits at about the time the debate was beginning and thus had an opportunity to apply with some success, some of the new and old ideas for formation of massive sulphide deposits. The deposits which I will discuss today are all located n northwestern Quebec, in the Abitibi orogenic belt. Mattagami Lake Mines is about 100 miles due south and Noranda's Horne Mine about 200 miles south of James Bay. In 1959 I prepared a talk which was presented to the 1960 CIM Convention calling attention to the spatial and possible genetic relationship between the ore sulphides of the Mattagami Area, Quebec and the tuffite, as well as the structures which controlled the ore. In this present paper I would like to cover the following points: (1) The general criteria used by the epigeneticists to support their contention that the deposits were formed after the enclosing rocks.

In recent years public concern over the environment has grown enormously. A very aware populace has exerted pressure on its legislators to enact enforcement laws dealing with pollution. Among the different types of pollution, sulfur dioxide in the air is a large and readily identifiable constituent. Air pollution, according to the EPA, costs the U, S. billions annually with SO2 a major portion of this cost. Fossil fuel and oil fired power plants release better than 50% of the SO2 in the country. Thus great attention is being focused on the methods power plants are utilizing to control emissions. With a time schedule of compliance by early 1975, decisions are being made and systems chosen that will have to perform - and perform - and perform. Therefore, a large majority of the power plants are presently considering lime in the planning and operational phases of their stack gas desulfurization programs. The reasons for this are: Lime scrubbing has more development and pilot work completed than most other methods; the removal potentials are relatively high; the stoichiometric ratios are not excessive and, the process has relatively low capital and operating costs. Many pilot plant studies have been completed recently using lime and the first operational full scale lime scrubbing unit is now in the start-up phase at this time at Duquesne Light Company's Phillips Station here in Pittsburgh. Also, because of completed development work, the problem of solid waste disposal will also be tackled at this power station at the same time. There are various methods for the use of lime in scrubbing for S02, but for our purposes I would like to describe the cyclic wet lime process. This method called "Scrubber Addition of Lime" involves contacting the flue gas with a slurry of milk of lime.

Utah International's Shirley Basin Mine is located in the Southeastern High Plains of Wyoming at an elevation of about 7,100 feet. The Shirley Basin area is a gently rolling semi-arid land. The uranium ore zone occurs at depths ranging from 270 to 350 feet below the surface. Overburden consists of poorly consolidated sandstones, siltstones, and clays. Underground mining was begun in 1960. Conditions were made difficult by high rates of water inflow and ground support problems. The development of a solution mining I or in-situ leaching technique allowed underground operation to be abandoned in 1964. Solution mining provided limited production from 1963 to July 1970. In January, 1969, large scale development of open-pit mining was begun. A 1,200 ton per day mill went "on stream" in March, 1971.
