This paper is a brief review of the recent history, and the present status of, of the program designed to develop practical new processes for producing pipeline quality gas from coal. Clean synthetic pipeline-quality gas from coal became a major objective during 1971. Agreement was reached with the American Gas Association, Inc., to cosponsor a $120 million, 4-year program to be funded $80 million by Government and $40 million by American Gas Association. The program was first announced by President Nixon in his Energy Message on June 4, 1971, and a portion of the additional funds needed for the program was approved by the Congress in the December 1971 supplemental budget action. A natural gas shortage has developed in the United States and every indication is that it will worsen. Many transmission and distribution companies have already been forced to curtail sales because of the shortage. Large sums are being committed to systems needed to bring liquefied natural gas from abroad and to plants to manufacture synthetic natural gas from petroleum--also largely imported. On the other hand, there is sufficient domestic coal to supply all of the needed gas through the next century. This accelerated program is designed to provide processes for making gas from coal at costs, including security costs, below the imported alternates. As outlined in the President's Energy Message, OCR and A.G.A. have accelerated the coal gasification program to make it possible to construct and operate a "demonstration plant" (semicommercial size) after 1975. Several processes, in various stages of development as will be described later, are being supported. Concurrently, the overall program will be constantly monitored and evaluated with the assistance of an independent, unbiased contractor. C F Braun of Alhambra, California, was selected for this task and has been actively engaged in it for the last several months. TVA's involvement in air quality programs is perhaps a bit unique. The Tennessee Valley Authority was established in 1933 as a regional resource development agency and therefore must view clean air and clean water as essential resources for the overall development of the Tennessee Valley region. TVA operates certain resource development and production facilities, including power-generating facilities, which are potential air pollution sources. The remarks in this paper will be restricted to air pollution control technology at power-generating stations. Perspectives of Air Pollution Control The art of pollution control must be viewed from several perspectives: 1. It must be viewed in a time perspective--what is available now for air pollution control, what might be available in the near future, what are the likely technologies for the more distant future, and what the future trends in availability of resources might be. 2. Each air pollution abatement scheme must be viewed in the perspective of its total environmental consequences--not just its ability to clean up the air. The generation of electricity from coal produces waste gases, waste particulates, and waste heat. These wastes must be disposed of either in water, in air, or on land. If the polluting wastes are removed from the gas streams going into the air, then they must be disposed of either on land or in water or, hopefully, converted into a product which has some beneficial use. As an example, removal of S02 from stack gases could be more readily accomplished if one could dump waste sulfur products in water. He would solve an air pollution problem by creating a water pollution problem. 3. Techniques for air pollution control must be viewed in the perspective of regional, national, and world resources with their national security and economic implications. The power industry might reduce air pollution by switching generating plants to burning desulfurized fuel oil or natural gas.

Tremendous strides have been made in front end loaders in the last fifteen years. Fifteen years ago a 2; cubic yard front end loader was the largest standard machine you could purchase. Today there are two commercially available 15 yard front end loaders and many 10 yard front end loaders. The estimated total worldwide market for all front end loaders over one cubic yard has increased to over 30,000 units yearly. The trend for front end loaders, in general, and for the mining market, in particular, is to larger and larger loaders. Today there are 18 cubic yard and a 24 cubic yard front end loader in prototype form. It is not inconceivable that within another fifteen years that there will be front end loaders in the 50 cubic yard class with design features quite different from today's. These larger loaders are being designed at the demand of the mining industry and the design criteria are being directed at this market area. The costs of these larger loaders will be greater per unit of capacity, and it is the intent of the various manufacturers that they will be more reliable, be easier to service, give greater availability, live longer, and cost less to maintain, than previous loaders. It is also the intent of the manufacturers to compete directly with the large mining shovel as the front end loaders become appropriately larger and more reliable. There has been some trend in this direction in the past with smaller shovels and loaders. In Figure No. 1 are data for U.S. production of front end loaders (5-6 cubic yard class and 10 cubic yard class) and U.S. production of cable operation, crawler mounted power shovels, draglines and cranes (1; to 5 cubic yard class) for the years 1965 and 1970. As we are all well aware, the demand for coal is increasing very rapidly. This makes the coal industry one of great opportunity for both the miner and the-supplier. Up until the middle 1960's, the price of coal had been one of the most stable of all commodities for the proceeding fifty years. In somewhat oversimplified terms this was because the inflationary tendencies had been offset by improved mine techniques and more efficient, more productive, and more reliable equipment; but, in the last seven years the price of coal has doubled. It is not the intent of this paper to discuss the many reasons for this price increase, but to show how the cost of hauling coal can be sharply decreased with a new truck concept. Not long ago a mining executive stated that all haulage trucks now available are basically the same. They look the same; they cost about the same; they have the same engine, power train, and tires; and, they have about the same operating cost. Truck size has increased which has reduced the number of drivers, but the purchase price and maintenance and repair costs have increased proportionally. Pits must be widened and loading shovels enlarged, out, all this has not reduced the cost of moving coal. Another executive said that he saw no advantage in buying new trucks because his people now know how to maintain and operate the ones they presently have. They have all the right spare parts along with a good maintenance program. Most replaceable parts of the trucks now in operation have been replaced and improved at least once and the trucks are now running better than when they were new. Besides, the trucks are no pretty well written off.

Since our firm was established by Mr. Price in 1937, we have followed an investment philosophy which is based on the belief that investment in growth stocks is the most assured way of achieving superior, long term investment accomplishment. There are many criteria that we use to select growth companies but the most important is a combination of superior management operating in an industry with above average growth potential. This growth stock approach is the cornerstone of our investment strategy for two of the three mutual funds sponsored by the Price organization and for our private clients. However, during the past 5 years we have seen inflation accelerate due to a variety of factors including the inability of our government to meet seemingly unlimited needs with limited revenue sources. While there might be temporary periods of price stability, we believe that inflation will still continue to be the investor's greatest problem in future years. Our conviction that inflation would increase combined with the acceleration of inflation in the late 1960s stimulated an intensive investment research effort, on our part, to identify those companies with strong natural resource bases -- who own or control large, secure, and low cost tangible assets. Over the longer term and in an environment of a depreciating dollar some of these firms should be able to develop and sell these assets at higher prices. While we still believe that investing in growth companies is a sound investment strategy to offset inflation, we also believe that certain natural resource companies will show well above average investment performance. In the newest Price mutual fund, The Rowe Price New Era Fund, we have, as a matter of policy, placed a large portion of the portfolio in natural resource companies.

Perspective Man is a model maker. Throughout recorded history man has-used models both to provide insights into the workings of the processes which surround him and as a step towards the eventual control of those processes. These models have covered the field from extremely large systems (solar and celestial. models) to infinitesimally small systems (sub-atomic .and atomic models). Models have been developed for social systems, ecological systems, biological systems and economic systems: all fields of human endeavour contain the fruits of this restless model-making. The Role of Models Since the evidence of mans' industry in formulating models is so abundant, it is worthwhile stating some of the reasons. Based on the simple definition that "a model is a convenient and useful representation of some facet of the 'real' world", then a model provides a means for: 1. Understanding the thing being studied. 2. Communicating that understanding to others. 3. Manipulating the thing being modelled. The common denominator implicit in these reasons is that- improved control is the. objective off all modelling or simulation work. Improved control shows itself either directly by the development of devices which perform the control functions or indirectly by improvement in the decision making process itself. For example, in a process plant, a suitable model of part of the process could lead either to the use of automatic control devices such as set-point controllers or to the implementation of instructions (pre-defined decisions) which permit the operator to better control the process. Typical process control systems use both of these since fully automatic control is restricted to processes where the required information can be effectively measured.

Every year more and more mining companies are entering joint ventures to look for minerals. Large companies join large companies, small companies join small companies, and large companies join small companies. Mining companies join oil companies, chemical companies, machinery companies, and companies with no other connection to the minerals business. And well they might, for here is a way for both minerals-oriented companies and those that have no background or knowledge of the minerals business to get actively involved in an outwardly-attractive but high-risk enterprise with the chance to participate in a lucrative minerals find. Thus, for reasons beyond those normally associated with joint ventures in many other fields, corporations, companies, groups, and even individuals are looking to joint exploration ventures as the answer to all problems of getting into or staying in mining.

Nearly all of the sulphur produced in the world today is converted to sulphuric acid and 49 % is used in the manufacture of fertilizers. In the last few years we have seen the beginning of another chapter in the volatile history of sulphur as the severe shortage of 1963:-67 has been transformed into present-day surplus. Prospects for further aggravation of this situation in the years ahead seem assured. In 1970, western world production showed a rate of increase of 4 -5%, which 1S somewhat less than that of 8% for the period 1963-1967. The rate of growth of consumption dropped considerably in 1968 when the demands of the fertilizer industry fell. During the same period of time, wide-spread demands have been set in motion for a clean environment which indicates that a fundamental change in sulphur supply, demand, and even sources, is likely to result from this upheaval. The sale of sulphur by Poland to the western world has increased and for 1970 was estimated at over one million metric tons. In the next few years, increase in Canadian sulphur supply will stern from two sources;

Laterization of syenite and other rocks in north Alabama produced material which was picked up and carried by streams to southeast Alabama. These streams deposited the aluminum rich material in the sinkholes of a karst topography developed on the Clayton Limestone. Measurement of the bearing of the long axis of each deposit in the Screamer area, along with plotting the location of these deposits on a map, indicate a depositional pattern controlled by local fractures or solution zones in the Clayton Limestone. The sinkholes and channels dictated the original structure of the deposits. Additional structure changes have resulted since compaction of the deposits by continued solution of the underlying limestone. The original material in these deposits was enriched by the removal of silica to form bausite and bauxitic kaolin during deposition and compaction. Subsequent ground water action has reintroduced silica into the deposit leaving a core of bauxite.

The areas of application, the limitations imposed by water chemistry as well as the advantages and disadvantages in the use of limestone for the treatment of coal mine drainage have recently been described by the authors (1),(2), (3). The process has been demonstrated in continuous, full-scale operation to yield a treated water meeting specifications established by the Pennsylvania Sanitary Water Board and containing excess alkalinity. Their final pH levels are usually less than seven, a condition which avoids consumption of excess neutralization reagents, but which occurs with lime-based processes and results from unwanted side reactions. Operating experience has been cited by Calhoun (4) using ferric waters while others (5), (6), (7), (8), (11), have reported on related research efforts. Despite the advantages including ?the relative simplicity, and minimal costs of the process, there have been very limited industrial applications of mine drainage neutralization with limestone. Although any treatment of these waters may be considered as a temporary control measure (9), the lack of feasible, immediate alternatives, the extensive magnitude. of the waters and the high cost of treatment requires that optimum processes should be utilized and that operating experience in their use be developed as is feasible. This paper will review treatment experience with a ferrous water of moderate pollution loading .

Rod mills were developed, as a logical substitute for the rolls crusher when larger tonnages had to be handled, on a continuous basis. Today, with even larger tonnages to process, the trend is to install larger equipment, automate the plant and develop the highest availability possible, in order to cut costs. The rod mills, because of design limitations in size and speed 1'2, are not able to meet these new requirements. The autogenous mill was a timely development and serves as an excellent alternative for ores that are suitable to this type of grinding. When ores are not amenable to autogenous grinding, selection of a flowsheet is dictated by liberation characteristics and unit operations to be used for mineral recovery.. The following alternatives are available: (a) Multiple rod mills, capable of drawing no more than 2000 HP each, followed by ball mills. (b) Gyradisc crusher followed by two stages of ball mill grinding.3 (c) Tertiary crushing followed by closed circuit single stage ball mills grinding to approximately -100 mesh, as in the copper industry. (d) Tertiary' crushing followed by two-stage, ball milling. Each stage will operate in closed circuit with either screens or cyclones. It is this last alternative, particularly as it

Liquid ion exchange is becoming more and more important in hydro-metallurgical processing and recovery of metals. The key to success for this process are reagents which have suitable operating characteristics. One of these important characteristics is a relatively fast phase separation rate in the extraction and stripping circuits, as this greatly affects the size of plant required. A test for measuring phase separation rate is needed to help evaluate liquid ion exchange reagents. Such "a test also would be useful for evaluating carrier solvents that are used for diluting the re-agents. In fact, one standard test method would be very desirable as it would provide a common basis for comparing reagents and sol-vents. The phase separation test described in this paper has been used successfully for several years with the copper reagent, LIX®64N. The test is set up for feed liquors containing low copper concentrations. For other types of systems, modifications in procedure probably would be necessary. However, this test and the associated apparatus could be the basis for a standard phase separation test.

The increasing magnitude of our nation's pollution problems seems to stem from two main factors: urbanization and technical advance. In 1920, less than half the country's 106 million people lived in cities. Forty years later, the urban population accounted for 70 percent of the nation's 179 million. It is predicted that by the end of the century, 95 percent of the U. S. population, estimated at 280 million, will live in urban areas. As these people live increasingly in city concentrations, their residues also concentrate. With technological advances to support the increasing population, the variety and quantity of goods that we use also increases. New materials and processes result in increases in pollutants, some of them new. The harmfulness of these pollutants is sometimes known, but sometimes only suspected. One pollutant of concern at the present time is sulfur dioxide, the product of combustion of sulfur-containing fuels. Research on processes to remove sulfur oxides from flue gas has been in progress for many years. Pioneers in this field were the British who, in the early 1930's, installed a full-scale flue gas scrubbing unit on a 120 MW boiler using alkaline water from a Thames estuary plus chalk. Since that time, various methods have been studied by many investigators. Federal laws covering air pollution started with the 1955 Air Pollution Control Act. With the advent of the Air Quality Act of 1967, and subsequent publishing of criteria and available technology for control of sulfur oxides in January 1969, the clamor for information on commercially available control techniques to remove sulfur from fossil fuels has rapidly increased. Although many state-of-the-art papers have deluged the literature during the past several years, the research going on in the area of sulfur oxides control is of such importance that periodic reviews are justified. It is the purpose of this paper, therefore, to again review the state-of-the-art, but this time from the stand-point of what is immediately commercially available

The behavior of non-sulphide gangue in chaloopyrite flotation circuits has been investigated. Plant and laboratory tests were carried out on five different ores, and linear relationships were found to exist between the rates of recovery of water and free nonsulphide gangue in the concentrates although there was evidence from pilot plant tests that these were linear approximations to parabolic curves over the limited regions which were observed. There was evidence that the free non-sulphide gangue enters the concentrate by hydraulic classification and a classification function has been proposed to define this behavior. This function is suitable for inclusion in a mathematical model of the process.

Vertical magnetic surveys have been made over about 3, 150 miles of the crystalline area of east-central Alabama. A contour map (100-gamma interval) showing regional magnetic anomalies has been prepared (scale 1:250,000) from data points located at quarter-mile intervals on all public roads. Small one- and two-station anomalies were eliminated, leaving only areally extensive anomaly features associated with regional geology. The regional gradient was "filtered" from the basic data and the resulting magnetic configuration compared to the regional geology. Regional lines of vertical magnetic intensity trend northeast and follow the structural framework of the area. Correlations can be made between a large number of geologic and magnetic features. The strongest regional anomalies are associated with the Goat Rock, Bartletts Ferry, Towaliga, and Brevard fault structures. The Inner Piedmont area is characterized by a broad regional high. The magnetic values of the northern Alabama Piedmont grades gently northwestward, disrupted occasionally by elongate highs and lows associated with amphibolites or granites. Scattered throughout the Piedmont are anomalous areas of high magnetic intensity; some are related to magnetic-bearing rocks, and some Indicate possible mineralization. The Florida phosphate industry is a leader in environmental control, both in terms of dollars spent and significant achievements. For instance, since 1960 the phosphate industry has spent over $71 million for air pollution and control devices, including installation, research and development and maintenance. Water pollution control expenditures also total in the millions, with over $69 million spent in the same 10 year period. The industry also is a leader in water conservation measures, having spent nearly $ 18 million since 1966 for conservation devices. Since phosphate is mined by strip mining, land reclamation plays an important part in the environmental control picture. Here again, the phosphate industry has met the challenge with a voluntary program of reclamation which accounts for over 20,000 acres of land useable after mining has taken place. In terms of progress in environmental control, the industry has been able over the years to solve within the limits of technology the fluoride emission problems it once had, and is currently at work solving sulfur dioxide and particulate problems. In just the past year the industry also has been extremely successful in limiting phosphorus and nitrogen discharges into area streams. The industry continues to cooperate with state and local pollution control officials on matters of environmental control, and future plans include even closer cooperation and assistance, as well as increased expenditures.

The leaching of heaps or sub-marginal waste ore dumps as it is practiced throughout the Southwest as well as other parts of the world, is the major method of secondary recovery of copper. In 1970, twenty percent of all domestic copper was produced by dump leaching operations (l). In recent years, this method has been successfully extended on a limited scale, for the recovery of uranium from low-grade ores (2). It is inevitable that this technique will be increasingly employed in metal production to satisfy the insatiable demand of our mineral based society. Although dump and heap leaching has been used effectively for some time (3) , its application has been more of an art than a science. Therefore, it is essential that we learn about the important factors and parameters affecting this versatile process so that we may make increasing use of this technique in the future. The dump or heap leaching process encompasses the preparation of ore for-subsequent inplace leaching, the flow of solutions and ionic species through porous rock masses, the leaching of minerals with inexpensive and, if possible, regenerable lixiviants under prevailing conditions of the inplace environment, and the recovery of metals from the pregnant liquors. It is evident that this comprehensive scope of dump or heap leaching falls under the realm of interdisciplinary science and engineering requiring the application of the principles of physics, mineral engineering, hydrology, computer modeling, operations research, economics, and allied disciplines. A significant news item appearing in a coal mining journal in November 1969 stated simply that a Caterpillar D-333-CNA engine had received Bureau of Mines Schedule 31 approval. This item occurring at the time a new mining property in Martin County of East Kentucky was being prospected and prepared for mining, resulted in the manage-ment of Martin County Coal Corporation asking the question, "Why not use diesel equipment in our new operation?" Martin County Coal Corporation is part of the A. T. Massey Coal Company, Incorporated organization. The property being developed is on a 17,500 acre leasehold obtained from Pocahontas Land Corporation and lies in the Wolf Creek area of Martin County. The Norfolk and Western Railway Company built a 24-mile railroad into this undeveloped section of Kentucky to tap a huge reserve of steam coal. Duke Power Company is the customer who will take all of the production from Martin County Coal Corporation mines which ultimately is projected to be 2,000,000 tons annually. Four coal seams, all above drainage, are included in the lease. The Middle Coalburg and Stockton are being deep mined now and it is in those mines that the diesel haulage equipment was introduced. This paper will endeavor to trace the steps loading to the introduction of the first diesel-powered Wagner Mining Equipment Company ScoopTram in a coal mine in America. It will further elaborate on the features which make this unit a very versatile and useful utility unit as well as the safety features which are incorporated in the machine. In recent years there has been a considerable amount of research work done relative to the effect of pretreatment and aging in water on the surface properties of both simple metal oxides and more complex oxides such as the silicate minerals 1-6. Of particular interest is the work of Somasundaran6 who states that after preparing minerals by size reduction and washing with dilute acids "... it is essential to treat it (the mineral) with water in order to remove any effects of leaching itself." Somasundaran also states, "... it is advisable to use a solution close to the point of zero charge for conditioning purposes." Parksl notes that, "Dehydration, dehydroxylation, and increased crystallinity can be expected to decrease the PZC. The presence of anionic impurities or of pH-independent potential determining ions will decrease the PZC. Cationic species will increase the PZC." Healy and Jellett4 believe that in the Zn0-water system "the surface charge of Zn0 in water and each pH is determined by the concentration and adsorption of each hydrolyzed (charged and uncharged) Zn(II) species." Finally, according to Parks 2, "The PZC of an unaltered com¬plex oxide in a system devoid of specific electrolytes is approximately the average of the PZC's of its component oxides... Equilibration with water results in loss of mono and divalent cations by exchange with H+, thus a loss of influence on the PZC by those cations, i.e., a shift in the PZC with time in the direction of that remaining oxide. The present paper investigates the change of point of zero charge (PZC) of a number of simple oxides and several complex oxides as a function of aging time in water. In some cases acid pretreatment of minerals was performed. However, in most cases the minerals were not acid pretreated. In several systems pH change as a function of aging time in water was monitored.

Distribution of temperature within the lithosphere can be significantly affected by the movement of ground water. Stallman (1960) presented the basic equation for the simultaneous transfer of heat and fluid in a porous medium and first used earth temperatures to determine aquifer permeability. Subsequently, studies of rock and soil temperatures were used to determine the flow of water through clay layers separating aquifers (Bredehoeft and Papadopulos, 1965; and Sorey, 1971), and to locate shallow aquifers (Cartwright, 1968; Birman, 1969). Cartwright (1968) showed that shallow aquifers maintain a nearly constant temperature throughout the year and that heat is exchanged between the aquifer and land surface. These temperature data also suggest that shallow aquifers hydrologically connected to surface-water systems have significantly greater effect on temperature distribution than aquifers in the deep artesian basins. Water wells developed in the shallow glacial and dolomite aquifers to depths of over 122 meters (400 feet) in northern and central Illinois produce water at temperatures very close to the mean annual air temperature. An analysis of the character of the rocks and soils suggests that the tem¬perature gradient should, and does, vary according to changes in thermal conductivity due to changes in lithology. This is because, under conditions of steady and uniform flow of heat from the earth's interior to the surface, a greater temperature gradient is required in poorly conductive rocks than in highly conductive rocks to transmit the same quantity of heat.
