This report presents nearly all structural data available from explosion tests of 20-psi mine ventilation seals and concrete-block ventilation stoppings that were conducted by the National Institute for Occupational Safety and Health during 1997?2008. Although the seals tested were designed to meet the former federal 20-psi pressure design standard, the structural information contained herein on these seal tests will facilitate the analysis and design of coal mine seals that meet the new explosion pressure design criteria of 50 and 120 psi as set forth in the Mine Safety and Health Administration (MSHA)?s final rule on ?Sealing of Abandoned Areas.? The seal testing data are organized into six broad categories of seal structures based on the materials used and the construction method for those 20-psi seals: 1. Concretelike materials with steel reinforcement and reinforcement bar anchorage to rock 2. Pumpable cementitious materials of varying compressive strengths with no steel reinforcement and no hitching 3. Articulated structures such as solid-concrete-block seals and ventilation stoppings made of solid and hollow-core concrete blocks 4. Polymer and aggregate materials without hitching 5. Wood-crib-block seals with or without hitching 6. Articulated structures such as lightweight blocks with or without hitching This summary contains data on 52 different structures in the above categories?44 seals and 8 ventilation stoppings. The structural data sets include the applied loading on the tested seal represented by a pressure-time curve and, when available, the measured seal response represented by a displacement-time curve. The structural data sets enable the calibration and verification of numerical models of seal behavior at the 20-psi level, which may then facilitate future structural analyses of seal designs for the new 50- and 120-psi explosion pressure design criteria.

As part of its program to provide technology for reducing undesirable environmental impacts of mineral processing operations, the Bureau of Mines developed the citrate process for desulfurizing industrial stack gases that contain from 0.1 to 2 vol pet S02. In this regenerable flue gas desulfurization (FGD) process, S02 is absorbed from cleaned and cooled industrial flue gas with a citric acid-sodium citrate solution. The absorbed S02 is subsequently reacted with H2S to precipitate marketable elemental sulfur and regenerate the solution for recycle. Laboratory investigations of process parameters provided information for designing larger scale continuous operations. Information gathered from operation of two pilot plants, one at a copper smelter and one at a lead smelter, confirmed the laboratory results. Data were obtained for design and construction of a commercial-sized demonstration plant at the George F. Weaton Power Station, Monaca, PA. A preliminary operation of the plant was demonstrated, under a cost-sharing Bureau-industry contract. This bulletin describes the citrate process and gives results of the laboratory, pilot plant, and demonstration plant studies, as well as corrosion investigations.

"Environmental risk is becoming more important in debt and equity financing decisions in the mining industry worldwide. Demonstration of good environmental management practices and management systems has a direct impact on the ability of mine developers, operators and investors to raise financing. Based on experience in providing due diligence services, there are a number of factors that are important in assessing financial risks related to environmental issues in either new projects or existing facilities. A frame-work for understanding the importance and priorities of each element of environmental management is presented.IntroductionIn the context of lending money to a corporation, environmental issues represent another aspect of credit risk (Henry, 1989). These issues, because of their nature, represent the potential for large unforeseen expenditures if they are not known or acknowledged and are not being proactively managed. Lenders, other investors and their advisors, are becoming increasingly aware of the potential financial impact of environmental issues. Consequently, they are increasing their requirements for environmental audits to review the environmental issues, management practices and systems when they are considering financing mining and/or metallurgical processing operations worldwide.Many banks have signed the United Nations Environment Program (UNEP) Statement by Banks on Environment and Sustainable Development. Banks in this category include National Westminster Bank, the Union Bank of Switzerland, Deutsche Bank, and the Royal Bank of Canada."

This paper explores recent industry training programs and lessons for supervisors. The Belbin Team Role model was used to increase participants’ awareness of behaviour and its application. The application of the Belbin model to underground, open cut mine and quarry supervisors is discussed.The key to team success may rest with the expertise and experience of its members, but increasingly effectiveness depends on how team members understand, acknowledge and support each other’s behavioural strengths. Discovering strengths is a challenge, both for their measurement and for the encouragement of team members to use the knowledge of themselves and others in the team. Using behavioural models provides a constructive approach and a language for supervisors as they build personal motivation and engagement.Prima facie, the mineral industry’s work may be too vigorous for teams and their managers could be more prone to use ‘solo’ or traditional management styles. Managers and supervisors must know when work allocated to a team is appropriate or where individual effort should be applauded and rewarded. For practical people with well-developed technical skills, improving the soft skills necessary for a supervisor requires some reflection and effort. The Belbin behavioural model can be an effective tool for recognising characteristics that can assist teams to be more productive.Experiencing the Belbin Team Role model as part of an industry qualification is important for supervisors studying to refine their team leadership skills. Data are available for participants to assess the nature of their teams and to confront the appropriateness of the behavioural mix for the work of the team and its individual members.So what are the next steps? All team development must have a place in the strategic thinking and plans of the enterprise. This paper deals with change strategies on brownfield and greenfield sites in extractive industries. It draws upon contemporary experiences across Australian, Indonesia and Papua New Guinea (PNG). Change strategies can be used when owners of an extractive industry operation want to optimise their resource. This paper draws upon many tried and proven theories and practices, including the findings of the Tavistock Institute (Trist, Emmery, Bamford, Jaques), as well as the concepts of Adult Learning espoused by Malcolm Knowles and is supported by learnings of Australian based management consultants. This paper reviews a range of approaches that have succeeded in the integration of systems, machines and people, with the key corporate objectives of: increasing productivity; decreasing cost; improving on-time delivery performance and achieving long-term survival. Such integration needs to be measured to show the outcomes from the change strategies and the authors have worked within many measurement regimes and metrics but for the most part, found that JaquesÆ set of metrics being æquality, quantity, resources and timeÆ has gained currency across many Australian operations. This paper contends that investing money in machines alone without a commensurate investment into the people side is counter-productive. Further, if there is not an understanding of processes, ie stable and capable, core and support processes, then all that new technologies will do, is to make what is done badly, only quicker. Recent interventions for the most part, have been cognisant of this balanced approach towards change management. The change strategies described are across extractive industry implementations, using a number of tools and techniques drawn from Continuous Improvement and Six SigmaÖ (registered trade and service mark of Motorola Corporation, USA).

The use of stemming plugs in surface blasting is gaining popularity because of the environmental, technical, and economic advantages. Although previous studies have established the operational effectiveness of different types of stemming plugs, evaluations of the economic and ergonomic impacts are lacking, thereby hindering their application in many mining operations. Consequently, a significant proportion of mining operations end up performing less efficient blasts. We evaluated the effectiveness of three types of stemming plugs by conducting multiple full-scale production blasts. The results show that stemming plugs reduce the need for secondary blasting and increase blast performance. An economicanalysis showed that the incorporation of stemming plugs can reduce blasting costs significantly.

"The development of mining safety and health management as a recognized profession has been long in coming. Over the last 150 years, the mining industry has evolved from having individuals randomly involved in safety related work with no specific responsibilities or qualifications, on to the designation of individuals responsible for safety, regardless of knowledge, qualifications and experience and finally to today’s expectation that virtually every mine and mining company has designated individuals operating as safety and health professionals. Further, with the complexity, risk potential and moral expectations surrounding safety, people who address mine safety and health management are justifiably expected to function in a professional capacity including:1. Rendering a specialized service based on advanced knowledge and skill.2. Maintaining a high degree of obligation to those most affected by mine safety outcomes.3. Bound by an ethical code in working with the public, employers and miners.4. Maintaining confidentiality with an employer or client. This historical change parallels thedevelopment of other professions, e.g., attorneys, engineers, physicians, etc., with the exception that those professions require a license granted by a governmental agency, which is justified on the basis of public protection, in order to practice. Likewise, decisions made by today’s mine safety and health professionals, both directly and in association with other managers, clearly have a significant impact on the life and welfare of miners throughout the world.CertificationIn light of this, there is growing need to improve standards of competency and professionalism for those who work in mine safety and health management. An effective mechanism to accomplish this, other than licensure, is the use of accredited professional certification programs. There are many professional certification programs for safety and health throughout the world (Hale & Harvey, 2012). However, there is only one certification specific to mining —the Certified Mine Safety Professional (CMSP). The International Academy of Mine Safety and Health (ISMSH-SME) was formed with the purpose of developing and managing mining safety and health certification programs for the Society for Mining, Metallurgy and Exploration (SME). In 2016, following the discontinuation of the International Society of Mine Safety Professionals (ISMSP), which developed the Certified Mine Safety Professional (CMSP) credential in the 1990s, the IAMSH-SME began the process of updating and relaunching the CMSP program. Among other work required to gain third-party accreditation both domestically and internationally, the IAMSH-SME has developed a new Body of Knowledge associated with mine safety and health management (Table 1)."

This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners' training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970's. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen's paper. 2. Mallett and Reinke's first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke's second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick's (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers' questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner's workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners' understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. During fiscal year 1966 the Bureau of Mines published 99 scientific and technical papers and engaged in 67 research projects on petroleum, natural gas, and oil shale. A basic appropriation of $3.4 million was supplemented by $1 million in cooperative funds from other Governmental agencies and industry groups. Petroleum conservation was advanced by development of scientific knowledge and improvement of technologic methods in both the extraction and utilization of petroleum, natural gas, and oil shale. Experimental work was carried out at research centers in Bartlesville, Okla., and Laramie, Wo., and in laboratories in Morgantown, W. Va., and San Francisco, Calif. ACHIEVEMENTS IN FISCAL YEAR 1966 Bureau of Mines--Petroleum Research in fiscal year 1966 (July 1, 1965- June 30, 1966) was involved in many public issues--air pollution, peaceful uses of nuclear explosives, utilization of oil-shale resources, computerization of recovery-stimulation techniques, and fuels for supersonic airplanes. Scientific contributions included compositional studies of petroleum and oil shale, determination of thermodynamic properties of petroleum compounds, development of analytical techniques, and correlations of petroleum properties with geologic occurrence. Technologic advances included rock-fracturing research, in situ combustion studies, waterflood techniques, use of radio-tracers to study stability of petroleum fuels, and hydrogenation as a tool to prepare shale-oil products.

"INTRODCJCTIONAlveolar macrophages are free lung cells located on the surface of small airways and alveoli. These phagocytes play an important role in the protection of the lung against airborne bacteria and particles.1 However, hyperactivation of pulmonary phagocytes can lead to excessive secretion of enzymes and reactive oxygen species which could result in lung injury, emphysema, or fibrosis.2,3 Analysis of bronchoalveolar lavage effluents for cell types and cellular activity has yielded information concerning the etiology of various pneumoconioses. For example, emphysema associated with inhalation of coal dust or cigarette smoke has been related to enhanced secretion of reactive oxygen species from alveolar macrophages.4-7 In contrast, hypoactivation of alveolar macrophages has been associated with inhalation of diesel particulates"" and has been related to increased susceptibility to pulmonary infection. s Inhalation of cotton dust has been associated with dramatic increases in lavagable polymorphonuclear leukocytes9 while pulmonary sarcoidosis and silicosis have been related with high numbers of lymphocytes in lavage effluentsl0,11The objective of the present study was to obtain lavage effluents from 8 control subjects, 8 healthy power plant workers exposed to fly ash, 1 healthy coal miner, and 1 rock driller with acute silicosis. These effluents were analyzed for total numbers of alveolar macrophages, lymphocytes and neutrophils and for secretory activity of alveolar macrophages. Data were then analyzed to determine what response patterns were characteristic for given dust exposures.METHODSSelection of SubjectsThe 8 control subjectS were all adult males from the area of Morgantown, WV. Two subjects among the controls had smoked cigarettes for approximately three pack-years and had stopped more than ten years ago. The 8 power plant :workers were all healthy adult male employees of a power facility in Hatfield, PA, approximately thirty miles from Morgantown. One of the power plant personnel was a comparable ex-smoker. The remaining subjects were all lifelong non-smokers. The coal miner was a healthy non-smoking male from Morgantown, WV. The rock driller was a patient under treatment with corticosteroids for acute silicosis. He had shown considerable clinical improvement with this treatment but still manifested significant radiologic and pulmonary functional abnonnalities at the time of lavage. The mean age of the 8 control subjects was 36 years (range: 31 to 49 years); the mean age of the remaining subjects studied was 38 years (range: 29 to 53 years)."

LIABILITY OF RAILROADS, ETC., FOR BURIAL EXPENSES.-When any railroad company, stage or any steamboat, propeller, or other vessel engaged in whole or in part in carrying passengers for hire, brings the dead body of any person into this State, or any person dies upon any railroad car or in such stage, steamboat, propeller or other vessel in this State, or any person is killed by cars, or machinery of any railroad company or by accident thereto or by accident to or upon any such stage, steamboat, propeller, or other vessel, or by accident to or in or about any mine, mill or manufactory,* the company or person owning or operating such cars, inachinery, stage, steamboat, propeller, or other vessel, mine, mill or manufactory shall be liable to pay the expenses of the coroner's inquest upon and burial of the deceased and the same may be recovered in the name of the County in any court of competent Jurisdiction. The combined value of production of natural abrasives, which include tripoli, special silica stone, garnet, staurolite, and emery, increased in 1993. The increase in the value of tripoli production was the result of an increase in total production. Special silica stone experienced an increase in unit value but decrease in the quantity produced. Garnet showed a 19 % decrease in quantity and an 8 % decrease in value. Staurolite increased about 51 % in the quantity produced and 136 % in value compared with those of 1992. Staurolite's significant increase in value of production resulted from a 56 % increase in the unit value. The fused aluminum oxide industry showed an 8 % decrease in the quantity produced and a 13 % decrease in the value of production. The silicon carbide industry saw an 11 % decrease in the quantity produced and an 8 % decrease in the value of production. Combined, the industries decreased 9 % in quantity and 11 % in value compared with those of 1992.

Every mineral project or mine is based on a geologic entity-an ore (mineral) deposit. A well-defined mineral deposit and its associated geologic characteristics are the only aspects of a project that cannot be altered. Mine plans can be modified to exploit the deposit using alternative approaches and yielding similar results. A variety of processing methods also are often available producing generally comparable results. Major modifications can be made to other aspects of the project without substantially changing project economics. However, all engineering and metallurgical aspects of a mine must be accommodated to the spe¬cific location and geologic characteristics of the deposit. Geologic data and interpretations form the foundation for both mine evaluation and mine production by providing esti¬mates of reserves and essential information for mine planning and process design or control. Proper geologic work requires a keen awareness of and an ability to anticipate the technical requirements of geotechnical engineers, hydrologists, mining engineers, metallurgists, and other specialists. Historically, extracting dissolved solids from formation water was economically motivated. Today, main drivers are environmental benefits and regulations, as large volumes of water needed for hydraulic fracturing require treatment before reuse or disposal. The concentration of dissolved solids in flowback water increases with each use and may require treatment prior to disposal. Element recovery from produced water is not profitable unless market conditions are favourable, recoverable elements are abundant, and economical recovery methods are established. Sale of recovered materials could offset recycling and disposal costs. This paper describes markets for Cl, Na, Ca, K, Sr, Mg, Br, Ba, I, B, and Li, and their concentrations in produced water from oil and gas wells in British Columbia. It recommends revising sampling protocol for produced water.

The U.S. Bureau of Mines conducted an experimental and theoretical study of coupled chemical kinetic and mass transport processes during leaching of pyrite from coal in a counterflow, "trickle-bed" column reactor. Spatial and temporal data on reactant and product concentrations were used as solutions to appropriate continuity equations, which in turn define chemical kinetic reaction rates. Data from four 180-by 30-cm column leaching experiments using coal, coal waste, and air-water and air-FeC13 lixiviants have been analyzed. The rate of leaching was found to be diffusion limited (probably by Fe3+) and not controlled by bacterial action. Rates of pyrite oxidation were found to vary with elapsed time (80 to 225 days) and followed a bell-shaped curve, sometimes with a delay before start of reaction. Maximum rates of reaction ranged from 3 to 10 (mmol/d)/L (column) for coal waste and 0.4 (mmol/d)/L (column) for coal. Reaction was 30 to SO pct complete, probably due to precipitation of product salts (e.g., jarosites), which impede transport of oxidant through the coal. An absorption-desorption model of solids leaching, which considers the role of heterogeneous porosity in solids leaching, was used to describe time-dependent leaching rates.

A risk assessment was undertaken of the aquatic ecosystem and bioaccumulation of metals and metalloids in fish at the Leichhardt River, Mount Isa, Queensland. Residual contamination of metals and metalloids in Leichhardt River sediment was assessed and arose from mine practices using river discharge in the 1940s. The ecological risk assessment of sediments involved comparison of the concentrations of heavy metals and arsenic with those of the ANZECC/ARMCANZ (2000) Interim Sediment Quality Guidelines (ISQG). Results indicated that all sites including the background site exceeded one or both the ISQG-high and ISQG-low trigger values based on total concentrations. A lesser number of sites exceeded the ISQG-low trigger values following the 1 M hydrochloric acid extract step, which was used as an indication of bioavailability. An additional risk from particulate matter in river sediment is that acute human toxicity from the consumption of fish contaminated with metals and metalloids is unlikely. The potential risk was assessed by comparing with the maximum levels set by FSANZ (2010) for fish consumption by children and adults. In general, the liver of the fish have higher heavy metal and metalloid concentrations compared to the muscle. Frequent or regular consumption of fish from the Leichhardt River that exceed maximum levels (ML) of heavy metals and metalloids is not recommended. The U.S. Bureau of Mines contracted a study to review the air and water monitoring requirements of five Federal environmental acts (the Federal Water Pollution Control Act, the Safe Drinking Water Act, the Clean Air Act, the Surface Mining Control and Reclamation Act, and the Resource Conservation and Recovery Act) and to compile information on the currently available monitoring instruments. A literature review of the acts and their associated regulations was conducted to determine applicability to the mining industry as well as any air and water monitoring requirements. In addition, an industry search and literature review was performed to assess the instrumentation available to comply with the monitoring regulations. Based on this research, the instruments are classified by general applicability to air, surface water, or ground water monitoring, then catalogued by monitoring parameters. A discussion is provided on recommended and innovative monitoring techniques.
