Russia's first "Petaletka'' has ended. Technically it did not succeed but practically it has been a great achievement in the petroleum industry. Out of the chaos of revolution and civil war Russia has developed her oil industry to second place in the world's production. For 1932 production of crude oil is estimated at 150,000,000 bbl. and refined products at 145,000,000 barrels. Russia has been able to give the petroleum industry every advantage that a government can extend to a fast growing industry. She has obtained all of her property by confiscation. Under government ownership, operation and control, her petroleum industry is not handicapped in any way by state rulings or by unnecessary competition in production, refining and marketing. There are no damage suits resulting from offsetting, flooding, repressuring, laying of pipe lines, building of docks or other necessary work. Russian oil fields2 have been easy to develop and operate. They lie advantageously to transportation for foreign markets. The chief disadvantages have been a lack of credit and technical cooperation, but the former is being overcome by the sacrifice of the people. They go without the comforts of life that all salable articles may be exported for the imports of modern machinery. Modern machinery is fast replacing the obsolete and worn-out equipment. Technical cooperation has been difficult because it has been necessary to train thousands of adults to do technical and mechanical work. Great quantities of pipe, tools and electrical equipment were necessary for the rapidly developing fields and refineries. The supplies have been inadequate and the quality poor. This lack of equipment, along with the untrained technical supervision, has been the cause of the proposed quota falling short. Fig. 1 shows the production for 1931 and 1932. During 1932 a large percentage of the oil was produced in the proven fields of the Caucasus.

Selection of delay times to optimize fragmentation has been a controversial topic among researchers and blasting practitioners. This paper reviews previous experimental information and presents the results of new tests conducted in small blocks constructed using a commercial grout. The effect of the delay on the average fragment size, coarse fragmentation and uniformity of fragmentation is discussed. Fragmentation was coarser at extremely short or extremely long delays, while a fairly constant average size was obtained at a variety of intermediate delays. Uniformity, defined as the slope of the fragmentation distribution through the average fragment size, was poor at short and very long delays and relatively constant at the intermediate delays. Some tests attempted to minimize the effect of gas penetration by lining the boreholes with copper tubes. When this was the case average fragmentation changed marginally, while uniformity was significantly affected by delay and was typically smaller than in the unlined tests.

AS this is the age of reform, a uniform mining law for North America is a moot subject for discussion at this meeting of the Institute. The question is one of peculiarly technical and, in many respects, local character. We all appreciate the value of the metal-producing industries and recognize the necessity and importance of a well-considered and evenly balanced mining law as a branch of our jurisprudence either for the Provinces or the Dominion as a whole. Mining has taken its place as a forempst industry and legislation that seeks to control and govern it is the concern of not only the active miner but the citizens of the state. A law that, through its charitable measures brings into being the prospector, the pathfinder and superstructure of all mining activity and industry! protects his interests, safeguards invested capital, and encourages and enforces development, possesses at least the salient requirements of a businesslike Act. The manner of doing so is, I think, one of local and internal concern. May I be permitted to say without presumption that of the five mining codes, or Acts, that we have in the Dominion of Canada born and bred within the Provinces of British Columbia, Ontario, Quebec, New Brunswick, and Nova Scotia, some of them could be materially improved. In many respects they do not measure up to the times; they were no -doubt creations of merit at the date of their .birth but they have not been clothed in seasonable raiment as the years passed by. It is a stern fundamental principle that all natural resources are the inalienable property of the crown. If it is mineral land, then it follows for the protection of the state and the direct advancement of the occupant that the land should be developed as such. The method or machincry by which this must be accomplished is a matter of detail, not of principle. If the right to possession as a licensee depends on discovery, it is not inconsistent with the duty the crown owes to the state that a grant in fee should pass to the discoverer if there is imposed, after patent issues, a requirement of continuous work or the alternative of an acreage tax sufficiently burdensome to make it unprofitable that the land should be held in an undeveloped state. If this requirement is recognized, the mental distinction between a grant and lease ceases to exist. A

The efficiency of the Australian and New Zealand stock exchanges relies on a fully informed market: shareholders and investors are fully and transparently informed of all material information relating to the shares. These principles of transparency and materiality are similarly core to the Australasian Code for Reporting of Exploration Results, Mineral Resources and Ore Reserves (the JORC Code). The JORC (Joint Ore Reserves Committee) Code also includes a principle of competency to ensure that the person providing the material information for public disclosure is suitably qualified and experienced.Since its inclusion into the ASX (Australian Securities Exchange) Listing rules in 1989, the JORC Code has continually improved and evolved in attempts to meet the market’s need for competent, transparent and informed disclosure. The quality and effectiveness of Public Reporting in accordance with the JORC Code is under constant challenge: some practitioners argue there is insufficient regulation, while others argue the need for greater self-regulation.This paper contributes to that discourse by exploring how well the Reporting expectations are met, and, whether Public Reporting in accordance with the JORC Code has a material impact on share-price movement.CITATION:Sterk, R and Coombes, J, 2017. The ore mined at Black Mountain is of a complex nature, being composed of both magnetic and massive sulphides, which have greatly varying metal values. Because of this, there is need for a rapid method of assaying for the continuous monitoring and control of the process streams, and the Outokompu Courier onstream analysis system and the Proscon process-control computer systems have therefore been installed. Geostatistics In view of the continuing demand, the Department of Mining and Mineral Sciences in association with Special Courses Division, Department of Adult Education and Extramural Studies, both of the University of Leeds, will offer two further courses on A Practical Introduction to Geostatistics in 1981, each covering ten working days. These modifications to the Redlich-Kwong equations for pure hydrogen and neon were developed after an unsuccessful attempt to generalize a modification technique previously developed for helium. New coefficients of the B terms were developed by minimizing the residuals. No changes were made in the coefficients of the A terms. For normal hydrogen, B was changed to [0.08063Tc PcT] for temperatures from 980 to 423° K and pressures up to 1,050 atm. The average deviation in Z was 0.36 percent with maximum deviations less than 1 percent for all but a few low-temperature points. For neon, B was changed to [PCT 0.1025T], for temperatures from 120° to 973° K and pressures up to 1,500 atm. The average deviation in Z was 0.34 percent with maximum deviations less than 1 percent for all but a few high-pressure and low-temperature points. Efforts to attain a lower temperature range to comparable accuracy with this type of modification were unsuccessful. In the range of applicability, these equations should be used with caution when calculating derived thermodynamic functions, such as the isobaric specific heat.

THIS PAPER describes the re-grind section in the 2,000-ton per day, lead-zinc flotation mill of Canadian Exploration Limited, near Salmo, B.C. There are two re-grind units in operation, one in the lead circuit, and one in the zinc circuit. In each unit, the rougher concentrate is re-ground ahead of the cleaning circuit. These re-grind units have made valuable improvements in the concentrate grade, and with no loss in recovery by over-grinding galena or sphalerite. Since the initial installation of this re-grind section, the plant throughput has been increased gradually from 1,600 tons to 2,000 tons per twenty-four hours, and, as shown by the screen analysis of mill tailing, a coarser overall grind has been accepted, from 55 per cent to 45 per ?cent minus 200 mesh. There has been no increase in grinding capacity, but two mills have been taken from the main grinding circuit and used for the re-grind circuit.

"These studies address the relationship between mill media sizing and its grinding efficiency. Starting with the results from a review of the literature, the issues of initial media sizing for a new ball milling circuit, and then optimal media sizing for an existing milling operation, were studied. The Functional Performance parameters “Mill Grinding Efficiency” and cumulative “Mill Grinding Rates” from both plant and test-scale equipment were used, and provide valuable new insight into this topic. A plant media sizing diagnostic tool is presented, as are newly developed testing equipment and evaluation methods, and recent case studies.REVIEW OF MEDIA SIZING LITERATURE For a plant metallurgist to answer the question “How can I maximize plant profit by manipulating this grinding circuit variable?” she must know what effect the variable has on grinding circuit efficiency. Despite the significant cost of grinding media and its potential effect on production capacity, the ‘best’ media sizing remains ill-defined for any given ball mill circuit in the industry today. The underlying reasons for this will be discussed. But the importance of this issue drove Metcom and its industrial partners to take on the challenge of how to engineer the ball charge for an existing grinding circuit. In the absence of any proven method, the first step was a review of the literature. Sponsored by Cleveland-Cliffs, Inc., a broad review of the literature was undertaken, producing “The Effect of Media Sizing on Ball Milling Efficiency” (McIvor, 1997). Among hundreds of publications that were reviewed that discuss the topics of media sizing or wear, forty-five were studied in detail. These were grouped into: plant experiences; laboratory and pilot plant investigations; media wear studies; population balance modeling studies; and general papers on ball milling which included the topic of media sizing. The reader is encouraged to refer to that review. The findings remain unchanged, although some relevant papers have been written since (e.g. Staples et al, 1997; Banasi et al, 1999; Orford et al, 2006; LaMarsh, 2015). Mine drainage and mine reclamation are topics of major interest to the mining industry, federal and local governments, and the general public. This publication and its companion three volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volumes 1 and 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes the six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster session presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.

Volume II of this collection of research reports, entitled "Model Training Program," provides the framework and details for developing a tailored training program for a specific mine based upon documented human-performance deficiencies. To do this, several steps must be followed prior to program implementation: 1) background information must be gathered (database analysis), 2) direct observation of indicated problem areas should be conducted (safety sampling), and 3) separation of those deficiencies to be addressed through training from those which would be better addressed by workplace or equipment redesign (trainability assessment). Once training is determined to be the appropriate strategy for addressing the noted deficiencies, several approaches can be taken, depending upon whether the problem is related to repetitive work procedures in a predictable, a variable, or a dynamic workplace with a substantial amount of interaction between workers, equipment, and the environment. Although this volume and the subsequent seven volumes provide examples of how the training information was field tested using various strategies (for example, loss control, task training, etc.) and techniques (for example, microcomputer-based exercises, lectures, etc.), the ultimate selection of the delivery method is based on cost/benefit analysis. Therefore, the Model Training Program has incorporated a Training Cost Model as a desirable component.

A self-sealing brattice intended for use during coal mine rescue and recovery operations has been designed and tested by the Bureau of Mines. The major design difference between self-sealing and conventional brattice is that the fabric is cut and sewn BS a hemisphere instead of as a flat sheet. This new type of brattice offers reduced weight, leakage, and installation time. Preliminary testing indicates that the concept is worthwhile, but that further developmental research is required.

Metal mining at great depths presents a number of serious challenges for mine operators. Among them is the high demand for fresh air required to cool down mine openings, evacuate noxious gases and contaminants and provide sufficient amounts of oxygen for miners. At the same time, modern mechanized mines extensively use diesel-powered load-haul-dump (LHD) machines, trucks and other mobile equipment. These vehicles not only emit exhaust gases and diesel particulate matter (DPM), but constitute an additional source of heat. As mine regulations get steadily more stringent with regard to air quality, the use of diesel engines has an additional adverse impact on ventilation costs. In this context, the present paper examines possible alternatives for diesel power trains, both those commercially available and those in development. They are reviewed with regard to their principles, required infrastructure, stage of technology development and progress. The questions of their flexibility, practicality and economic viability are also addressed. Finally, their possible benefits and potential for implementation in the conditions of deep metal mines are discussed. The paper concludes with short- to medium-term predictions concerning promising drive alternatives for vehicles destined to operate in deep metal mines.

"IntroductionRecognition of Coal Workers' Pneumoconiosis (CWP) as a major occupational disease has affected various aspects of the coal mining industry in the United States as well as in almost all major coal producing countries, Regulations related to the control of coal mine dust forced mine operators to modify their mining and ventilation practices. As the coal production record of the last 15 years shows, this had both direct and indirect impacts on the productivity and production costs.To identify the causes of CWP, many research efforts have been made throughout the world. Most of these studies were epidemiological in nature, attempting to pinpoint exposure and seam variables that affected the incidence of the disease. Other studies have been oriented toward the elemental and mineralogical composition of the coal dust in the mine atmosphere and in the miners' lungs. These studies indicate that there may exist some relationships between the characteristics of the coal mine dust and the prevalence of the disease. Some of the variables that are thought to affect the occurrence of CWP are the mass of the dust in the working place, the rank of the coal, the existence of certain trace elements, the free silica content of the coal, and the existence of other minerals in the respirable dust. A more complete description of these previous research studies has appeared elsewhere (Mutmansky and Lee, 1984).The behavior of particles in the human lung is known to be governed by their aerodynamic diameter, which is defined as the diameter of a hypothetical spherical particle with unit density that exhibits the same settling velocity as the given particle. Because of this fact, the aerodynamic size distribution of coal mine dust is one of the parameters to be determined along with the other physical, elemental, and mineralogical characteristics. The objective of this paper is to establish a strategy for providing coal mine respirable dust samples for characterization purposes using instruments that classify according to the aerodynamic diameter. In addition, several findings concerning characterization methods will be presented"

Thiol collector mixtures are commonly used in the flotation of base metal sulfides and platinum-bearing ores. There are synergistic benefits claimed for these collector mixtures, with mixtures lowering total dosage requirements, improving coarse particle recovery and the rate of flotation. Some of the secondary collectors are known to have frothing effects. Therefore, a previous study aimed to decouple froth and pulp effects and considered only the bubble-particle attachments in the pulp. This was achieved through microflotation experiments, where various ratios of the ethyl and isobutyl chain lengths of xanthates, dithiocarbamates and dithiophosphates were used as collectors. Results from these experiments showed a marked increase in galena recovery using mixtures of xanthate with either dithiophosphate or dithiocarbamate. In the current study, the froth phase was introduced in the form of batch flotation studies to determine whether benefits noted during microflotation experiments would be carried through to a more realistic froth flotation scenario. The findings show that there was no significant difference in the flotation recovery between the best single collectors and mixtures of these collectors. In addition, single collectors that behaved poorly in microflotation experiments showed good flotation performance in the batch flotation experiments. The differences between the microflotation results and the batch flotation results are attributed to differences in particle froth stabilizing properties and/or differences in energy input between the microflotation and batch flotation cells. The Hampton Roads Bridge-Tunnel (HRBT) Expansion project in coastal Virginia, USA will add two 1.5-mile (2.4 km) TBM bored tunnels alongside two existing immersed-tube tunnels between artificial islands. The site’s unusual constraints and the requirements of a large-diameter variable-density TBM shaped the design-builder’s decisions for handling TBM inputs and outputs, siting the TBM plant and supporting equipment, and sequencing tunnel-construction operations. This paper addresses the logistics necessary to enable key functions of the 46-ft (14-m) TBM and its ancillary equipment, including transport of most materials by barge, U-turn of the TBM on an artificial island, and delivery of materials for the second tunnel through the first one while interior structures are under construction.

Rules of thumb are ubiquitous in blasting. Typically presented as ratios, they assist with the initial assumptions of blast design and provide guidance for best practice. Examples include the blast hole diameter as a function of bench height, and stemming length as a function of hole diameter. The most common rules of thumb were developed in mid-20th century and it is important for a blaster to know if the rules of thumb are still reliable.
