The production of both over- and undersized coal fragments is a constant problem to open pit operators in the Powder River Basin. Operators strive to achieve production blasts that economically minimize the weight percentage of over- and undersize coal. However, natural fractures influence blast fragmentation, and can impose limits on the final fragment size distribution. ARCO&apos;s Anaconda Minerals Company studied the limits placed by natural fracturing as part of a wider geotechnical study of the Wyodak Coal in the eastern Powder River Basin, Campbell County, Wyoming. Measurements of fracture orientation, size and spacing were made at ARCO&apos;s Black Thunder Mine. These data were used to form statistical distributions for natural fracture size, spacing and orientation. An algorithm was created to select fracture properties at random from these distributions and to form hypothetical blocks. The blocks were then numerically "sieved" to derive pos- sible particle size distribution curves. These curves are compared to fragmentation results from samples taken from three test blasts. All test blasts yield very similar lognormal fragment size distributions. The median particle size varies from 1.25 to 2.0 in.(3.2 to 5.1 cm), the mean from 4.0 to 8.5 in. (10.2 to 21.6 cm). The standard deviation was about 1.6 in. (4.2 cm). Coal fines (fragments < 0.25 in. or 0.64 cm) are about 15%. Calculated fragment distributions for the natural fractures predict the median size well but underestimate the variance. Algorithm modifications to account for processes known to occur in the comminution zone near the blast hole significantly improve the match in the fine coal size range. The match suggests that spacing of fractures, rather than fracture length, controls the formation of fine- and medium-sized fragments. On the other hand, the oversize coal is controlled by the fracture lengths, rather than the spacing. Data from subsequent test blasts support this idea. By increasing delay times from 8 msec to 17 msec, engineers were able to reduce fines to 7% - 10% but could achieve no further improvement, despite changes in shot pattern geometry, decking and hole size. The hypothetical fragment distributions show that, even without blast enhancement, about 5% of the natural coal blocks are fine-sized.

Existen dos formas de prevenir dichas explosiones: la primera, es a través de la prevención de acumulación de gas por medio de la ventilación y la segunda, es por medio de la eliminación de las posibles causas de la ignición. Asimismo, se sugiere una serie de recomendaciones de prevención de explosión, como se describe los reglamentos del Código de Minería.

The two volumes published for the Seeley W. Mudd Memorial Fund are also represented by many items in the index. The necrology, which has appeared in the YEAR BOOK for two years past, will be pub¬lished in the. DIRECTORY, in the spring of 1936. Four volumes, 114 through 117, of the TRANSACTIONS are 1935 publications,-the subjects being, in the order named, Petroleum Development and Technology, Mining Geology, Iron and Steel, Founding and Metallography of Nonferrous Metals (Institute of Metals Division). The Mine Plant volume, which was authorized for publication by the Rocky Mountain Fund, and which was offered as an alternative to a TRANSACTIONS volume, was unavoidably delayed. It will, however, be published as a 1935 volume, and will be distributed as early as possible in 1936. The sixth volume in the A.I.M.E. Series, published under the auspices of the Seeley W. Mudd Memorial Fund, is Coal through the Ages, by. Howard N. Eavenson; the seventh, Modern Uses of Nonferrous Metals,. which has twenty-two authors and was edited by Dr. C. H. Mathewson. Also, it was necessary in 1935 to have a second printing of the first Rocky Mountain Fund volumes, published in 1933-The Porphyry Coppers, and .Ore Deposits of the Western States (Lindgren Volume). The papers for the Iron and Steel and Institute of Metals Divisions have been issued as TECHNICAL PUBLICATIONS distributed under the binding Of METALS TECHNOLOGY in the months of January, February, April, June, August, September, October, December. This plan of distribution will be continued in 1936 for these two groups.

The ore deposits investigated are composed primarily of hcmatite and can be grouped into three categories depending on the amount of leaching of silica and carbonate which has occurred from the original iron formation, and on the amount of recrystallization of the hematite. Minor constituents are magnetite. goethite, and quartz.Texturally. there are five different types of hematite, formed at different stages during the genesis of the ores.These are1. anhedral hematite grains formed by recrystallization of hematite already present in the original iron formation.2. hematite formed by martitization of euhedral magnetite, 3. massive aggregates of fine- to medium-grain hematite formed by recrystallization of (l) and (2).4. tabular or prismatic hematite grains occurring around the boundaries of the massive aggregates or martite euhedra. and in fractures and5. specular hematite. which is present in fractures in ore types (l) to (4).Minor and trace-element analyses, determined using an electron-probe microanalyser. indicated that only silica (less than 0&#183;01 per cent) and cobalt (less than 0&#183;002 per cent) were present in the magnetite and hematite from unaltered iron formation and in the hematite from the ores. Low concentrations of trace elements are typical of magnetite in ores formed as marine precipitates. On the basis of the analyses alone. it proved impossible to distinguish between the five hematite types. A determination of the variation in rare-earth trace element contents between iron oxides in the iron formation and iron oxides in the ores indicates that the rare earths were depleted during ore formation. A possible explanation is that they were removed in solution with silica as it was leached from the iron formation.

Introduction The Flin Flon mine of the Hudson Bay Mining and Smelting Company, Limited, is on the interprovincial boundary between Manitoba and Saskatchewan, about four hundred miles north of the Canada-United States boundary. The orebodies are gold, silver, zinc, and copper replacement deposits occurring as irregular lenses of massive sulphides, arranged en echelon, and irregular masses of disseminated copper sulphides in chlorite. The country rocks are of Precambrian age, dominantly lava flows. Development of the Mine The mine is opened by two vertical main shafts- the North Main and South Main shafts- 3,800 feet apart. The North Main shaft has a depth of 2,210 feet and the South Main shaft is completed for stoping operations to the 3,250-foot level (see Figure 1). These shafts are connected by main haulages driven, on the footwall side of the orebodies, at 520-foot intervals down to the 2,210-foot level. No. 3 (subsidiary) shaft is on the footwall side of the orebodies at a point between the North Main and South Main shafts, 2,400 feet south of the former. It has a depth of 3,250 feet and connects with all main haulage levels- with both Main shafts down to the 2,210-foot level and with the South Main shaft on the 2,750-, 3,000-, and 3,250-foot levels. IN September 1939, the Ohio Copper Co. inaugurated the treatment of its copper-bearing mill tailings at Lark, Utah. These tailings had been accumulated during the regular operation of the Ohio Copper mine and mill over the period 1907 to 1919. Gravity concentration had been employed except for a comparatively short period in 1919, when flotation was used. The ore milled during that period assayed about 1 per cent Cu. The chief copper mineral, chalcocite, was disseminated in a shattered quartzite, mainly along fracture or cleavage planes. The quartzite gangue was extremely hard and grinding to liberation resulted in excessive sliming of the "sooty" chalcocite, with consequent high tailings losses. Recovery on the seven million tons treated was probably less than 6o per cent of the total copper content. As early as 1918, attempts had been made to sample the dump. In 1928, a complete sampling program was undertaken. The sampling consisted of seventy-four 5-in. post auger holes drilled to the full depth of the dump at regular intervals of 250 ft. Each 10-ft. portion thereof comprised a sample for analysis. Each sample was screened, rolled, divided into three parts, dried and assayed. The reject was retained for testing purposes. From the depth of the auger holes a contour map of the dump was plotted, Fig.1, which gives percentages of tonnage and copper content. The tonnage within the limit of the drill holes was estimated at about five million tons with an average content of 0.42 per cent Cu, 31 per cent of which (0.13 per cent) was acid-soluble. A screen analysis of the composite dump sample is shown in Table I. Flotation tests by several companies and individuals were then made, the results of [ ] which ranged from 62 to 74 per cent recovery. On the basis of these, a Zoo-ton pilot plant employing straight flotation was built and operated for a few months. Operation of this plant was unsuccessful, as no provision had been made to handle the copper-bearing solutions resulting from the water-soluble copper, a point that was overlooked in the laboratory test work. Attempts to decant the copper-bearing solution for precipitation in the usual manner ahead of flotation were not satisfactory because of low water recovery (owing to poor settling characteristics of the pulp) and contamination of the copper precipitate with unsettled slime. In this study, coke oven tar additions over a range of 0?8 wt.% were evaluated as a possible substitute for imported coal fractions. The coke oven tar used was collected from tar decanters in the byproducts section of the coking plant. The moisture content in the tar varied depending on the residence time and water carryover from the coke oven tar separators to the storage tanks. Moisture contents of 1 wt.%, 3 wt.%, and 6 wt.% were investigated in order to evaluate the effect on coal blend, carbonization, and coke properties. At 6 wt.% moisture content with 6 wt.% coke oven tar, although the coke quality improved the yield showed a 4% decrease. On the other hand, 1 wt.% moisture content with coke oven tar of 6 wt.%, increased the yield by 1% and the coke quality improved. However, the latter process was characterized by an excessive increase in wall pressure and pushing energy, both of which are detrimental to the oven walls. The optimum moisture content in coke oven tar was found to be 3 wt.% with a coke oven tar addition of 6 wt.% in the coal blend. With these conditions, the coke properties improved and wall pressure and pushing energy were acceptable. However, a decrease in coke yield of up to 2% was observed. Despite this, coke oven tar addition is considered to be a viable option based upon economic factors of a reduction in the quantity and cost of imported coking coals that is required to achieve the same optimum final coke product. The efficiency of heap leaching is reduced by poor solution flow characteristics (i.e., channeling and ponding) that result from fines migration. Agglomeration of the ore can immobilize fines, but for agglomeration to be successful in copper leaching, an acid-resistant binder is needed to stabilize the agglomerates. Until now, there has not been a satisfactory method to evaluate whether a binder was effective, other than squeezing a handful to see if it ?feels right.? This paper reports on several procedures that have been developed to quantitatively determine whether a binder gives good performance in an acidic solution. These procedures have been used to identify binders that would be suitable for copper heap leaching.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Cu-Ag-Au mineralisation at Kluwih prospect in Eastern Java, Indonesia is related to a high-sulfidation hydrothermal system within a volcanic dome (2.35 × 1.7 km diameter). The mineralisation occurs mainly in steeply dipping, structurally-controlled quartz-enargite-pyrite veins (several centimetres to 2 m wide) and is hosted mainly in porphyritic dacite, volcaniclastic rocks and volcanic breccia of the dome and in an underlying andesite that yielded a zircon U-Pb age of 11.5 Ma.Short wave infrared spectrometer analyses were carried out for alteration mapping at Kluwih. There are two main stages of alteration produced by the hydrothermal activity. The alteration mineral assemblages indicate an advanced argillic alteration. The Cu mineralisation occurred in the form of enargite and subordinate chalcopyrite with an intergrown texture in the early stage. These mineralised veins are characterised by narrow pyrophyllite ± diaspore and dickite selvages (metres wide) and a peripheral K-muscovite envelope (sericitic alteration) up to 100 m wide. The K-muscovite envelope is zoned outward to Na-muscovite or Na-illite. Late-stage kaolinite and smectite alteration overprints the porphyritic dacite and may obscure the nature of early mica-clay alteration. The spatial distribution of different alteration assemblages suggests that the temperature of hydrothermal fluid increases with depth.Both the high-sulfidation mineralisation and advanced argillic alteration are suggested to be related to magmatic-hydrothermal fluids, which are likely to originate from an undiscovered deeper porphyry Cu-Au system below the porphyritic dacite. Based on alteration mapping results and comparisons to similar deposits, the porphyry intrusion could be up to 500 m below the volcanic dome. Low extractions (<80%) in cyanide leaching impose the application of physical and chemical pre-treatment methods (e.g., ultra-fine grinding, roasting, alkaline leaching) prior to cyanide leaching to achieve acceptable recoveries. The effectiveness of the selected pre-treatment method is linked intimately with inherent mineralogical properties of ore. In this study, a refractory silver ore assaying 145 g/t Ag was subjected to various pretreatment tests in an attempt to eliminate its refractoriness. Direct cyanidation of the ground ore (d80: 65 µm) produced a low silver extraction of only 29.5% over 24 h indicating its high refractoriness. Previous studies have shown that silver occurs mainly as Sb/As containing sulfide minerals such as pyrargyrite (Ag3SbS3), tetrahedrite (Cu12Sb4S13) and proustite (Ag3AsS3), which do not respond well to cyanide leaching. Also, silver-containing minerals are closely associated with and/or encapsulated in other mineral phases that can restrict the contact of cyanide with silver. Therefore, alkaline leaching (using 3 M of Na2S, NaOH or KOH solution) and ultra-fine grinding as pre-treatment methods were tested to improve the extraction of silver. All the alkaline leaching tests were carried out for 3 h at800C. Neither NaOH nor KOH leaching produced the desired effect on the extraction of silver (i.e., ~30%). Even, a sharp decrease in the extraction of silver (i.e., 10%) was observed in Na2S leaching. On the other hand, ultra-fine grinding (UFG) (d80: 3 µm) substantially improved the extraction of silver in cyanide leaching (95% Ag at 24 h after UFG). It can be inferred from these findings that the refractoriness of the ore is essentially physical in character (i.e. the encapsulation of silver presumably in non-sulphide minerals such as barite and quartz).

Introduction Maximization of profit consistent with environmental protection is the principal goal of new applications development for any conventional or in-situ mining technique. Efficient evaluation of all the parameters that contribute to mining costs and production hinges on proper design and evaluation of testing programs and data. The program discussed herein utilizes several field and laboratory procedures to estimate ore deposit characteristics and optimize lixiviant compositions. The ore characteristics and lixiviant compositions are then used in a long path leaching test (stream tube test). The stream tube test data are analyzed by mathematical models with computer assistance to predict such well-field rate parameters as target metal production, lixiviant consumption, and restoration. When these predicted rates are combined with market values for target metals, capital expenditures, prices of lixiviant chemicals, and other economic variables such as labor costs, power rates, licensing fees, and others, an assessment of the relative feasibility of various proposed mining plans is possible. The flowsheet in Figure 1 illustrates this process.

Recent publicity has focused attention on the hazard of lung cancer among uranium miners. Many mining people feel the danger has been exaggerated. Whether or not this is the case, the industry must thoroughly evaluate this potential hazard and take corrective measures to minimize the threat of radiation after-effects and to maintain the level of radiation in mines within the presently-accepted limit. The measurement and control of radon gas and its solid radioactive decay products, Po-218, Pb-214, Bi- 214, and Po-214, should be the one facet of most concern to uranium miners in any radiation control program. To illustrate the radioactivity involved with small quantities of radon gas, the activity from the decay products of five milliliters of radon gas (imagine a 5-ml vial) would be adequate to raise one cubic mile of air to seven times the recommended maximum working level of 300 [ ] (micro micro curies) per liter. This would be enough radioactivity to raise to the maximum working level a 6 x 8-ft drift which extended around the world 160 times. Obviously, a little radon gas goes a long way.

The aging characteristics of an Fe-11 at. pct Mo alloy have been studied by means of light metallography together with density, Young&apos;s modulus, and hardness measurements. The results were consistent with the precipitation of a single intermetallic compound during aging; overaging was slow relative to that in other iron-based binary alloys. The solution treatment temperature had a small effect on the rate of hardening whereas deformation prior to aging had a marked effect on both the rate of hardening and the peak hardness. The density data indicate that the compound precipitated is Fe3MO2 and not the Laves phase Fe2Mo. Analysis of the modulus and density results gave values for the time exponent for precipitate growth of approximately 1.0 and 1.5 for the alloy aged with and without prior deformation, respectively. DETAILED studies of precipitation hardening in bcc matrices have been confined largely to the effects of carbides and nitrides. In view of this and the growing technological interest in intermetallic compound strengthening, e.g., in maraging steels, a study of precipitation in iron-based alloys with a low interstitial content has been undertaken. This paper is concerned with the aging behavior of an Fe-11 at. pct Mo alloy; the mechanical behavior of the alloy will be reported later. The early work of sykes on Fe-Mo alloys showed that precipitation of the intermetallic compound was accompanied by an increase in hardness and a decrease in volume of the material. More recent surveys of the strengthening associated with precipitation have been made3-5 and, in particular, Elsen and wassermann4 showed that deformation prior to aging increased the rate of hardening. These latter workers also followed the precipitation process by means of dilatometry, electrical resistivity, and lattice parameter measurements. Their results confirmed that there is a decrease in volume on aging. Except for the work of Hornbogen on an Fe-20 at. pct Mo alloy, neither clustering nor the precipitation of a nonequilibrium phase has been observed in Fe-Mo alloys. Studies of alloys of lower molybdenum content475 indicate that the equilibrium intermetallic compound is precipitated during aging. However, there is some doubt concerning the nature of the equilibrium precipitate phase. According to the phase diagram constructed by Hansen,8 the phase should be precipitated. This phase has a rhombohedra1 crystal structure which is characterized by the formula Fe706,&apos; although the composition of the molybdenum-rich boundary corresponds approximately to Fe3Mo2. The version of the diagram proposed by Sinha, Buckley, and Hume-Rother indicates that the A phase, a Laves phase Fe2Mo, should be precipitated. Their observation of a Laves phase supports the earlier findings of Bechtoldt and Vacher,13 although, in a recent study of the system by means of diffusion couples, Rawlings and Newey did not detect the phase. The work presented here describes the effect of solution-treatment temperature, aging temperature, and prior deformation on the aging characteristics of the alloy as revealed by light metallography together with hardness, density, and Young&apos;s modulus measurements. In addition the density data are used in an attempt to determine the compound precipitated during aging. EXPERIMENTAL PROCEDURE A 29-kg ingot of the alloy was cast at R.A.R.D.E., Fort Halstead, from deoxidized, Japanese electrolytic iron and sintered molybdenum. The ingot was homogenized for 6 hr at 1473°K and then worked, with intermediate anneals, into 6- and 16-mm-diam rods and 6-mm plate. Chemical analysis of the alloy gave, wt pct: Mo, 17.5 (11 at. pct); C, 0.003; Si, 0.002; S, 0.005; P, <0.002; and02, 0.0098. Solution treatments were carried out under a dynamic argon atmosphere in a vertical, "crusilite" element, furnace which had a facility for rapid quenching into iced water. Except for the study of the effect of solution treatment temperature, all specimens were solution-treated at 1573" * 2°K for 1 hr. Salt baths were used for the aging treatments. Specimens for hardness, density, and Young&apos;s modulus measurements were produced, after heat treatment, from the stock rod or bar using a precision silicon carbide slitting wheel. As described later, the quenching treatment produced local plastic strain in the stock material; consequently, care was taken to ensure that the specimens were not prepared from these regions. Those specimens used in the studies of the effects of prior deformation on the aging behavior were strained in compression in a Denison universal testing machine. Specimens for light metallographic observations were mechanically polished on successively finer grades of diamond paste down to and then etched in either alcoholic ferric chloride or in a 2 pct nital solution. Vickers diamond pyramid hardness data were obtained using a 30-kg load. At least five impressions were averaged for each determination. Density measurements were made using a displacement technique in which each specimen was weighed in air and in dibromoethane at 296°K. The specimens were cylindrical and weighed 3 to 4 g; all weighings were made on a balance reading to 1 x 10"5 g. For each specimen the mean value of five weighings was used to calculate the density. The density of the dibromoethane was determined using the displacement procedure and a standard nickel specimen. The error in an absolute density value was estimated to be HI.01 pct. To many who for years have scrutinized the US mineral supply picture, recent, often strident debate on present-day security of many critical mineral supplies echoes sentiments repeatedly expressed in the past decade by the minerals industry. At no time since the last world war has such a flurry of public concern been expressed for the economy&apos;s mineral sector. Where once mineral availability problems were relegated to the newspaper&apos;s business section or not reported at all, today comprehensive analyses of our international mineral posture are discussed in detail by some of the nation&apos;s most respected and widely read periodicals. In past years, disinterest was also experienced whenever the mining industry attempted to carry its message to Congress, the public, and the government&apos;s executive branch. Among minerals professionals, the past decade was a time of particular frustration clue to serious erosion ill US ability to competitively produce the vast array of raw materials vital to the economy acid national defense. Fervent calls for immediate attention were simply not answered. These professionals have understood that mining and agriculture are the primary sources of wealth, fulfilling virtually all needs and creating and sustaining jobs. Why then has it been so difficult to raise the consciousness of the American public, and even more surprisingly, of the government and national leadership? The answer to this question is perhaps endemic to how government functions, but pore important, it begs that mining professionals capitalize on the opportunity and the attention now at hand. Carefully conceived and implemented actions by both private and public sectors are needed more than ever before in the past 35 years. To this end, it is vitally important to seek out and resolve the root causes of supply problems and not dwell on superficial solutions. The following discussion attempts to establish a simple framework to view this process. It does not presume to be an exposition of cause and effect, but hopefully identifies some needed steps. Americans would begin asking whether the US was as vulnerable to cutoffs of minerals as it was to oil cutoffs. Then, when serious trade security questions surfaced in sonic mineral-rich nations in Africa and the Persian Gulf, the ominous term &apos;&apos;resource war" began to be heard. Countries such as South Africa, Zaire, Zambia, and Zimbabwe have suddenly become key areas for testing our national security resolve. As the US witnesses the influx of Marxist influence in many sub-Saharan exporting nations and the rising threat to free world access to critical materials and energy, the assurance of adequate supplies is becoming a national issue at last. The US is now learning that self-sufficiency for many vitally important mineral commodities has vanished. Of course, it did not vanish overnight; it had been leaking away for years, and the trend was noted by industry and a few in government. Within the minerals community, suspected weaknesses in America&apos;s resource posture were sought and found. As a result, the country&apos;s heavy reliance on foreign sources fur more than a score of minerals, many extremely vital to security, has been forcefully documented and the case for drastically altering the supply unbalance hits been proposed. The renewed concern for national defense is central to almost all proposals for minimizing US foreign mineral dependence. It is not surprising that many of the voices heard today on the dependency issue are active members or alumni of the militate establishment. Unfortunately, their almost total focus on the security aspects of dependency has tended to obscure important underlying issues which are not directly defense-related. Some of the proposals advanced might mitigate the deeps-dency problems, but they still fall short of curing the underlying problems that have led to a steady loss in mineral self-sufficiency. In almost all instances these problems call be traced to increasing government influence on the free market minerals economy. Some national security proponents seek to attain total self-sufficiency in minerals. Such arguments must he tempered by existing realities. It is easy to demonstrate that the US obtains substantial quantities of sonic essential minerals from potentially insecure sources abroad. That the US will continue to do so in the foreseeable future is not in doubt Uncertainty begins, however, when we try to interpret the significance of these facts. It is important to understand that mineral dependency does not irrevocably lead to vulnerability. Unlike oil, no mineral commodity combines the same degree of universal indispensibility and centralized foreign control of supplies. Moreover, although many US-required minerals are produced by fewer countries than export oil, those minerals cannot approach petroleum in economic or industrial importance. Finally, most foreign supplies come front friendly, secure nations such as Canada, &apos;Mexico, and Brazil. This, aid more, constitutes a vital element in US economic health as a world trading nation. In December 2004 Phu Bia Mining Ltd commissioned Ausenco International Limited to conduct a feasibility study for its Phu Kham copper-gold project located in Laos. The feasibility study for a mining and processing operation treating 12 Mtpa of ore averaging 0.56 per cent copper and 0.25 g/t gold to produce an anticipated annual average 200 000 t of concentrate containing 25 per cent copper was completed in early 2006. The plant design incorporates a single processing line and includes a gyratory crusher, overland conveyor, coarse ore stockpile, SAG and ball mill grinding circuit, flotation circuit including regrind and three stages of cleaning, concentrate dewatering and concentrate load-out facilities. The Phu Kham copper-gold mineralisation comprises two principal styles: stockwork-disseminated and banded-massive sulfide within skarn limits. Primary copper in both mineralisation styles occurs as chalcopyrite and secondary copper sulfide minerals. Skarn includes the copper and gold mineralisation contained in pyrite, silicate, magnetite and haematite skarns, and in quartz-pyrite altered sediments. Both the stockwork-disseminated and banded-massive sulfide ores contain relatively high proportions of pyrite relative to the copper and gold mineralisation. Thus, the flotation metallurgy of the Phu Kham orebody is characterised by the need to reject a high proportion of the pyrite during differential flotation to yield a concentrate grade of approximately 25 per cent copper. The rejection of pyrite is accompanied by the rejection of some copper and gold and can result in modest metallurgical recovery. Consequently, the greater the pyrite content, the lower the expected copper and gold recoveries. The relative pyrite content is expressed on the basis of sulfur:copper ratio. For Phu Kham ores, the sulfur:copper ratios are in the range eight to 14 on a blended annual basis, but can be greater than 20 in the skarn components. Higher grades of copper and gold are also present in the skarn mineralisation. The design concepts for the concentrator were influenced by the need to provide a low capital cost approach for the project due to the relatively low grade of the ore and the modest metallurgical recovery. The concepts used to minimise capital cost whilst retaining operating and maintenance flexibility are discussed, together with the metallurgical challenges imposed by the high pyrite mineralisation.

In recent years, the value to Australia of the introduction of a system of resource rent taxation on the mining industry has been frequently debated. The forms that this rate of return based tax could take, and the impli- cations on government revenue and mining com- pany profitability have been discussed at some length. Further, the selective application of this taxation scheme to certain mining industry sectors has received considerable attention. This study takes the form of a survey of the taxation history of one significant Australian mining venture, the Mount Lyell Mining and Railway Company. The conditions faced by this company during its history are used as a base for the imposition of rent taxation schemes. Comparisons are drawn between the historical taxation liability of the company and that which would have been incurred if a resource rent form of taxation had been in existence. From the results of the study, it can be concluded that while the company can be con- sidered to have been a successful enterprise during most of its history, it has not achieved a level of profitability which would warrant the collection of any form of excess profits Tax.

THE legislatures of New York and New Jersey, determined in 1919 that a vehicular tunnel should be built under the Hudson River. On July 1, 1919, an engineering staff was organized with the late Clifford M. Holland as chief engineer, and this staff was given a number of problems to solve, such as location, size, type of tunnel, method of construction, method of ventilation and cost. After a period of preliminary investigations and studies it was decided to build the tunnel at Canal St., New York, connecting 12th St., Jersey City. This is the center of the heaviest traffic across the Hudson River. It was also decided to build two tunnels-one for west-bound traffic and one for east-bound traffic-the tunnels to be of cast iron, built up of segments and bolted together, each tunnel to have a roadway 20 ft. wide and a clear heat room of 13 ft., 6 in. This is to provide for two lines of vehicles in each direction. The tunnels have an exterior diameter of 29 ft., 6 in. The interior lining is of concrete, the sidewalls tiled with a vitreous white tile and the roadways paved with granite block. The entrances and exits at both ends are separated by two blocks so as to reduce traffic congestion.
