WE are living in a mineral and technological civilization. The Encyclopedia Britannica defines civilization as follows: "It is the final test of a progressive civilization that a given effort shall produce a larger modicum of average individual comfort, and the pursuit of this ideal has been from first to last the impelling force which drives civilization onward". This "individual comfort" demands labour-saving machines and devices such as motor cars, radios, and thousands of other inventions, most of which require minerals and metals in vast quantity for their manufacture. In fact, more minerals and fuels have been used in the last third of a century than in all previous world history. Since 1800, the world's production of metals has increased more than a hundred fold (1). Scientific discovery is now advancing on a wide front, thanks to the research work that is being carried on in progressive countries. The world's work is now being done with very much less human drudgery than in the past. We do not have to toil for our living as our ancestors did, even if we follow their occupations. The average man has had many years added to his life-span, but, apparently, little to his spiritual stature and less to his common sense.

A new strain-based criteria is being adopted for rock blasting in New York City (NYC). This criteria is based on several years of research involving vibration measurements of tall structures during blasting within several feet from buildings designated historic and Landmarked. This research has demonstrated that tall, heavy structures show little upper-structure vibratory response during hard-rock, urban blasting carried out in NYC. The Fire Department of New York City (FDNY) permits rock blasting and regulated limits for ground vibrations using the U.S. Bureau of Mines (USBM) safe blasting criteria. However, these regulations are often superseded by a 0.5 in/s (12.7 mm/s) limit imposed by the New York City Department of Buildings for historic and Landmarked buildings that are adjacent to the majority of blasting projects in the City. This onerous limit is often exceeded resulting in frequent stop work orders that increase the cost and time of rock excavation projects. The

A maximum acceptable level of 2 mg/m3 of respirable coal mine dust in active mine workings was established, effective January 1, 1973, under the Federal Coal Mine Health and Safety Act of 1969. It is generally agreed that, as a result, coal mines in the United States are significantly less dusty than they were a decade ago. For example, operators of underground mining machines were exposed to between 3.9 and 6.5 mg/m3 of respirable coal mine dust during 1968-69; now they are exposed to between 1.3 and 1.8 mg/m3. Also, the incidence of underground sections cited for exceeding acceptable levels of respirable coal mine dust decreased during 1976-78, and the vast majority of all working sections are now in compliance. This improvement is very substantial by world standards. It must be regarded as a creditable accomplishment by the coal mine operators, federal agencies, and mine workers involved. Most of the improvement has been brought about by the use of existing technology to control, suppress, and collect respirable coal mine dust. Research and development by the Bureau of Mines has contributed significantly to the accomplishment by improving the methods for sampling, control, suppression, and collection.

The paper discusses the experiences of a fast-track curriculum designed to provide the industry with engineers capable of working in minerals processing industry. The course has been done once before and the second course has been started. Students chosen have graduated from other fields of engineering. For the first course, twelve students were chosen from 152 applicants and for the second the twelve students were chosen from 96 applicants. The basic idea of the curriculum is to alternate between theoretical studies at the university and working experience periods at industrial sites. In addition, there are several one week assignment tasks at industrial sites. The theoretical periods are six to eight weeks long and there are three of them. During the first period, the teaching concentrates on unit processes and their chemical and physical background. The theme of the second period is mineral engineering systems; flowsheet development, process dynamics, control systems etc. The last theoretical period teaches environmental issues, leadership, project work and other similar topics. Each of the theoretical periods ends with an assignment week at industrial sites. The assignments are designed to wrap up the teachings of the period. For the industrial periods, the students are given learning goals, which have been discussed and designed with their industrial mentors. They are required to find relevant literature, make experimental designs, implement those designs, present the data, and make conclusions of their results. During these periods, a weekly meeting over the Internet is compulsory. The Bureau of Mines human factors research program is directed toward reducing accidents and improving the overall efficiency of the person-machine environment interface found in surface and underground mines. The focus of the hum factors program therefore, is to insure that sound knowledge is available concerning human capabilities and limitations, and that this knowledge is applied to the design, of mining equipment, work tasks, and management procedures. The papers presented in these proceedings summarize some of the recent Bureau research in hum factors. The papers focus on two broad areas, human resource issues and human engineering of equipment, tools, and work procedures found in mines.

This report presents the results of an investigation of hookworm infection in the deep gold mines of the Mother Lode, California. In this investigation 1,440 miners of the Mother Lode have been examined for hookworm infection; 444 miners were found to be infected; and 91 miners have taken the treatment and have gotten rid of the infection. ·Within a short time after this preliminary examination, an industrial strike started, which gradually scattered the miners and made it difficult to institute the treatment of many of those who had been found infected. ·With the completion, however, of the State survey all these will eventually be identified and treated. In 1906 Dr. F. F. Sprague, of Jackson, Cal., and formerly of the Philippine Islands, recognized the prevalence of hookworm infection in the gold mines of California. He treated many cases of the infection and brought the prevalence of the disease to the attention of his colleagues. Following closely this pioneer work of Dr. Sprague was that of Dr. E. E. Endicott, health officer of Amador County. In 1911 Dr. Endicott a related his experience in a paper before the American Medical Association. In 1909, Dr. Herbert Gunn, under the auspices of the California State Board of Health, made an investigation to determine the prevalence of the disease among miners. b He reported on the blood and stool examinations of groups of men from three large mines in Amador County. The high eosmophilia verified by stool examinations in many of the cases, and the demonstration of larvae in soil from the workings led Dr. Gunn to the following conclusions: 1. Hookworm disease is endemic in certain mines of California. 2. From 50 to 80 per cent of those working in these mines are infected. 3. The infection undoubtedly is present in practically all the gold mines of California and in those of Nevada just over the border. vYhen it was definitely determined by the California State Board of Health to make an investigation, in cooperation with the Industrial Accident Commission of the State of California and the Federal Bureau of Mines, as to the prevalence of hookworm infection among the miners of California, the following procedure was planned: (1) To encourage the superintendents of the various mines to cooperate in the campaign; (2) to diagnose fecal specimens from the miners and determine the percentage of infected miners; (3) to reach an agreement with the superintendents that all infected men must be treated; (4) to make reexaminations of all treated men; (5) to issue "hookworm certificates"; and (6) to eventually reexamine all California miners. A visit to several of the mines on the Mother Lode made it evident that the mine operators would cooperate most cordially in this campaign; in fact, several superintendents had already considered the advisability of such an undertaking.

Mine workers are continuously exposed to a host of nonfatal stressors and potentially fatal hazards: noise exposure, excessive vibration, poor air quality, toxicant exposure, ignition of combustible gases, equipment-related accidents, and thermal heat stress. Wearable or portable sensors and contextual analytics provide a platform to unobtrusively collect and fuse multimodal health and safety data in real time to compute both acute safety and longitudinal health insights. This paper presents preliminary trial results, conducted by Simtars, VigiLife, Inc., and Queensland Mines Rescue Service, of the application of wearable sensors to monitor heat stress and other vital biometrics for mines rescue personnel.

MEANING OF TERM, The term "minerals" when used in grants or in reservations or instruments of conveyance is not limited to metals or metalliferous deposits, whether contained in veins that have well-defined walls or in beds or deposits that are irregular and are found at or near the surface or otherwise. The term "mineral" in its commercial sense has been defined as any organic substance found in nature having sufficient value sepa- rate from its situs as part of the earth to be mined, quarried, or dug for its own sake or its own specific use. A PROPER consideration of this subject is not confined to the technical channels of production and metallurgy. It concerns an industry, and should cover economic aspects which are of material importance in any program of development. The discussion may logically be treated under three subdivisions, as follows: (1) manufacture, (2) characteristics related to quality of material; (3) adaptability and exploitation of product. MANUFACTURE OF WROUGHT IRON The manufacture of wrought iron is the most ancient art of the ferrous metal industry. The eighty years or less of existence of processes identi-fied with our modern "Age of Steel" is a relatively brief interval com-pared with the several thousand years associated with the production of wrought iron by man. From the primitive early methods of production, manufacture for many centuries followed the line of direct reduction. There were developments as experience was gained through the years; but man's needs for a strong, ductile, forgeable product were met by reducing the ore to metallic iron in a single-stage operation. Following the development several centuries ago of what has become our modern blast-furnace operation, manufacture of wrought iron was gradually transformed into a two-stage method of first producing cast iron and then refining this to the desired degree of forgeability; the fore-runner in principle of today's scheme of manufacture of steel. The product retained the essential characteristics of highly refined base metal with iron-silicate slag incorporation, which were associated with the material resulting from direct reduction methods. Cort's invention of the puddling process in 1784 is a landmark in wrought-iron manufacture. Diatomite, also known as diatomaceous earth, diatomaceous silica, kieselguhr, and moler, has been used extensively for many years, but only during the past two decades has it become an important industrial mineral. United States sales for 1.936-38 totaled almost 280,010 tons,7 but relatively little (with the exception of that sold by an Oregon company affiliated with a larger California company) was sold by Pacific Northwest producers. In attempting to develop some of the many Pacific Northwest diatomite deposits, these producers have been handicapped by lack of published technical information regarding processing methods and the suitability of different deposits for specific uses. To determine some of the physical and chemical properties of known Pacific Northwest diatomites, the present investigation was started in 1938 by the Bureau of Mines in cooperation with the College of Mines, University of Washington. Figure 1 shows the location of deposits sampled. Because most relatively pure diatomites can be used as concrete admixtures or as inert fillers in rubber, paints, and plastics, this investigation concentrated upon determining some filter-aid characteristics and their relationship to other physical properties. A filter-aid is a powdered material that, when added to solutions to be filtered, improves flow rate, filtrate clarity, or both. Some chemical analyses also were made.

"1.1. WHAT ARE AGREEMENTS AND HOW ARE THEY FORMED?In order to have an agreement, at common law, there must be an offer, acceptance of that offer, and consideration passing between the parties. In addition, the material terms (i.e. the basics or substance) of the agreement must be discernible, preferably by means of documentation. Although these concepts may appear simple and straightforward, the law relating to them is voluminous and complex. Some brief comments are worthwhile.• Offer/acceptance: Both offer and acceptance should be in writing, but they need not be. The actions, conversations, and/or correspondence of the parties may constitute either or both of them. Notwithstanding, the local law or practice of a jurisdiction will impose some specific requirements for certain types of agreements. If these requirements are not met, the agreement may be unenforceable. For example, Ontario’s Mining Act requires transfers of unpatented mining claims to be evidenced in writing and recorded.1• Consideration: Consideration is usually thought of as being money, but it can be virtually anything, even “the premises” (i.e. the mutual covenants or promises contained in the agreement itself). In addition, if one party, relying upon the offer of another, does something to his detriment, then the doing of the act can be considered to be an acceptance of the offer and, under the legal concept of “detrimental reliance”, can also be consideration. Whether or not detrimental reliance exists will depend upon the circumstances of each case.2• Material terms: The requirement that the material terms of an agreement must be discernible does not mean that all of the terms of an agreement must be documented or even have been considered, just the basic or material ones. In addition, it will be up to a judge to decide what is material – not necessarily the parties. In order to establish the material terms, a Court may look at all relevant documentation and may hear oral evidence. It will resist “writing the agreement”"

The Kwinana Industrial Area (KIA) is by far the largest and most diverse industrial processing region (with supporting industries) in Western Australia. As with elsewhere in Australia (and globally), the KIA is facing sustainability challenges on various fronts, such as increasing water and energy scarcity, climate change, an aging workforce, and growing community expectations. Through the Kwinana Industries Council (KIC) the industries within Kwinana are working closely on common issues in the KIA, including the sustainable development of the region. Over the past decade, significant progress has been made by the industries towards the improvement of the sustainability performance at the company and regional level. Given the ever increasing sustainability pressures, there is strong desire to address sustainability challenges in the KIA, through a pro-active and collaborative industry approach. A sustainability roadmap is being developed to assist the KIC and its industry members with strategic decision making on the long-term sustainability of there. At the heart of the roadmap is a set of key performance indicators for each of seven priority themes or focus areas (water use, by-products produced, greenhouse gas emissions and energy use, economic performance, environment, community impacts and sustainable workforce). Aspirational targets and subsequent strategies are being developed for those activities where the KIC has an influence and can make a positive impact. The indicators and their targets enable constructive stakeholder discussions (eg with government and community) on emerging local issues and possible future directions for the KIA. The paper will report on the development process and the preliminary results of the sustainability roadmap for the KIA, including a historical perspective on milestones achieved so far and future aspirations.

Safety and health professionals from all sectors of industry recognize that training is a critical element of an effective safety and health program. A major concern in the mining industry is how to train both an aging workforce and the expected influx of new miners and mine managers as older workers retire. Thus, a review of some of the basic principles of adult learning may be helpful to mine trainers. This paper discusses the principles of adult learning based on research in education and psychology. It stresses the importance of taking a systems approach to training, focusing on the relationship between the environment and technology, and understanding how workers interact with both. The authors argue that the principles of adult learning and a systems approach are fundamental to the delivery of effective training in the mining industry. Examples of training programs developed by the Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health are presented within two broad performance domains: routine and nonroutine skills. Basics of curriculum development are also briefly presented to provide the mine trainer with a template for program development.

With the goal of reducing injuries and fatalities related to haul truck accidents, this research investigates technologies and intervention strategies for improving worker training using a virtual environment (VE). Funded by the National Institute for Occupational Safety and Health (NIOSH), this research specifically focuses on training workers in preshift inspections of haul trucks to avoid preventable defects from causing worker injuries and expensive equipment damage. Improved training in these inspections is expected to increase uptime. The VE developed to train workers for preshift inspections consists of three phases: the virtual tour, the virtual inspection and the shift simulation. The virtual tour introduces information necessary to conduct a preshift inspection by guiding the worker around a haul truck, identifying parts to be inspected and explaining defects to look for. The virtual inspection assesses retention as the worker navigates around a haul truck and identifies defects. During the shift simulation, the worker is shown a simulation of the work shift, which animates severe consequences of any overlooked defects to emphasise the importance of preshift inspections. To provide multiple training platforms, desktop and CAVEÖ versions of the training VE were created. Flux Studio was used to model the environment and to produce Virtual Reality Modelling Language (VRML) files for the desktop version. DIVERSE, an application programming interface, was then used to implement a more realistic version of the VE in a CAVEÖ, a room-sized visualisation system. Initial feedback from mining colleagues indicates that the training VE may replace normal classroom training for preshift inspections in the future. As opposed to PowerPoint presentations and instructional videos, the training VE provides better spatial understanding of the location of parts and incorporates interactive features to actively engage drivers in the learning process, which may result in better retention. Initial feedback also indicates that minor improvements can be made to the virtual tour and virtual inspection phases.

"IntroductionSafety and training in the mineral industry will always be issues that are hotly debated and discussed.The nature of the mining industry, where people and equipment work in close quarters deep below the earth's surface, attracts a great deal of public attention and concern, especially in the areas of safety and related training activities. This concern has been carried over into the mineral processingsector which is, of course, a vital part of the mining industry.It is therefore imperative that mining people closely examine the policies, procedures and programs presently in place to determine if they meet the needs of the industry and its employees. Everyone stands to benefit: the companies, employees and the mineral industry as an important segment of the Canadian economy.Phrases such as ""Safety First"", ""Safety is Number One"", have a role to play in industrial safety programs but in reality are a shallow approach to the magnitude of the challenge. An industry must produce its products in a cost-effective way, with good employee relations. None of these objectives can be successfully achieved unless accompanied by good safety performance. Accidents both on and off the job result in very poor efficiency, high costs and poor employee relations.This chapter, Safety and Training, outlines those major areas that the author believes are necessary components for an industrial safety, health and training program, but are not all inclusive. More will surely be added as additional problem areas requiring attention are identified. The major sections discussed are: Development and Implementation of a Safety Program; Occupational Health; Training; and Audit Procedures.The author has drawn on his experience as both a mill superintendent, mine manager and superintendent of safety, health and training. The approach developed at loco Metals Manitoba Division is frequently used in this paper with examples and excerpts to better illustrate the subject, but does not represent the full scope of programs in place in the Division."

"The level of scientific knowledge about the effects of contaminants is increasing and changes in environmental monitoring are likely to allow for the assessment of environment effects particularly to the aquatic environment. This paper provides an overview of recent developments in this area which include the environmental effects monitoring program for pulp and paper operations, the assessment of the Aquatic Effects of Mining (AQUAMIN) program, the Aquatic Effects Technology Evaluation (AETE) program, and the review of the federal Metal Mining Liquid Effluent Regulations (MMLER). The paper also provides a look forward at the direction of environmental monitoring of mine projects in Canada. IntroductionEnvironmental monitoring programs provide a wide range of data to environmental management systems, regulatory authorities, and stakeholders. The data obtained are used to demonstrate that operations are in compliance with regulatory environmental protection requirements, and provide the scientific basis for assessing the effectiveness of environmental protection measures. Environmental monitoring requirements for mine projects are established based on the type of operation, site specific issues and concerns, and the requirements of regulators and mine proponents.The level of scientific knowledge regarding the potential effects of contaminants on the receiving environment is increasing, and in particular with regards to the receiving aquatic environment. Regulatory controls regarding the protection of fish, fish habitat, and fishery resources are being reviewed with regards to their adequacy, and the environmental effects monitoring program on the pulp and paper industry is expected to provide useful data relevant to those types of operations. These developments are of interest to mine proponents as it is presently expected that an environment effects monitoring program will be developed specifically for the metal mining industry under a regulated environmental effects monitoring program as part of the Fisheries Act. This paper reviews recent developments in this area, and provides a look forward on the future directions of environmental monitoring programs."

This summary of State laws on explosives wag compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not Include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

Mineral resource development activities impact the health and well-being of many people, from workers, to families and surrounding communities. In the decade up to 2010, mining revenues increased from 6% to 14% of Australian GDP, and minerals contributed 55% of total exports, with a growth in mining employment from 1% to 1.7% of the national workforce (Connolly and Orsmund, 2011). The growth in Australia?s minerals operations is mostly located in remote areas, or in rural communities with a limited population. As a result, operations have increasingly implemented long distance commuting (LDC) programs, often called ?fly-in, fly-out? (FIFO) and ?drive-in, drive-out? (DIDO), as a staffing strategy to meet rapid industry growth in locations with limited local populations. The rapid expansion of the minerals industry has resulted in considerable public debate about the benefits and costs to all sectors of Australian society. In response to the concerns of constituencies from many parts of Australia, the Minister for Regional Australia, Regional Development and Local Government, The Hon Simon Crean MP, asked the House Standing Committee on Regional Australia on Tuesday 23 August 2011 to inquire into and report on the use of ?fly-in, fly-out? (FIFO) and ?drive-in, drive-out? (DIDO) workforce practices in Regional Australia. The recently published report highlights the national interest and the diverse opinions about this practice in Australia. Resource extraction companies have developed several options to meet the accommodation requirements of their long distance commuting workforce. In this paper, initial results are reported from an ongoing survey of FIFO (and other non-residential) resource industry workers (n = 286) in the Australian resource extraction industries. The purpose of this study was to better understand how accommodation arrangements may impact on the health, wellbeing and job satisfaction of non-resident workers; and to attempt to find a relationship between different accommodation variables and workforce wellbeing and retention. In doing this it investigates evidence for the linkage between accommodation factors, hours of work, health, well-being, job satisfaction and job retention in the LDC work force.
