The Mantos Blancos copper-silver district is located in northern Chile about 45 kilometers northeast of Antofagasta, as shown in Figure 1. Disseminated and veinlet copper and copper-iron sulfides containing economically significant silver values are hosted by andesitic to rhyolitic volcanic rocks of probable Jurassic age (Chavez, 1983). Field, mineralogical, textural and lithochemical evidence show that three major alteration types may be recognized within the district: (1) district-wide sodium metasomatism, manifested as albitization of feldspars and development of albite veinlets and pore-fillings, (2) local to widespread, incipient to intense addition (chloritization) or removal (bleaching) of magnesium and iron and (3) local to widespread, moderate to intense hematitization, usually spatially associated with bornite-digenite-covellite (as specularite) or digenite-covellite-chalcocite (as red hematite staining with or without specularite) mineralization. Carbonatization, occurring as veins, veinlets, vesicle fillings and irregular patches of calcite, varies in magnitude of development but is widespread. Sericitization of feldspars and groundmass is only locally intense yet is generally present as incipient alteration throughout the district. The district-wide albitization of the Mantos Blancos volcanic sequence has altered what were originally more potassic and calcic, less sodic, rocks to what are now more properly referred to as keratophyres (Battey, 1955; Gilluly, 1935, Hughes, 1975). The petrographic and lithochemical characteristics of the three major alteration types noted above are summarized below.

The risk of allocation in construction contracts is a primary concern for all parties. For contracts involving subsurface construction the allocation of site condition risk is critical. In the past one hundred years technological advances fundamentally changed how that risk is allocated; yet another shift in this risk allocation may lie just over the horizon due to advances in geotechnical data management. Around the world initiatives are underway to make geotechnical datasets more open and accessible. In the United States some states like Kentucky have already made geotechnical data readily accessible. This proliferation of geotechnical data in the U.S. may impact the allocation of subsurface risk in construction contracts. Many construction contracts contain a differing site condition clause. That clause allows for a modification of the contract price or schedule if the ground conditions encountered by the contractor differ materially from either what was indicated in the contract documents or would be reasonably expected. A contractor, however, is typically not entitled to that modification if the contractor knew or should have known of the adverse conditions encountered. Courts have interpreted the “should have known” language as requiring contractors to make a reasonable site investigation prior to bidding the project. If geotechnical data is available and accessible and reveals the adverse condition the contractor encounters, courts could find that the contractor should have known of the condition and thus will not be entitled to a modification based on the differing site condition clause. Accordingly, the U.S. could be on the threshold of significant shifts in how the risk of differing site conditions is allocated in construction contracts.

It was Harold McMillan, Prime Minister of England 30 years ago, who used the phrase "The Wind of Change" to describe political events in Africa in his day. So well did this phrase capture the spirit of the time that it echoed around the world, and the echo has never stopped. Change is the constant factor in the society in which we live and everyone of us has had experience of the effect which it has had on our professional and personal lives. Change will not stop, it will continue at an increasing rate and the questions we must answer are how do we prepare ourselves to meet the challenge of future change and how do we take advantage of the opportunities which it will bring? It is these questions which I wish to discuss in this address.

This report is the result of information obtained from a review of related literature, personal inquiry and on-site examination of active surface coal mining operations. Four improved surface coal mine systems are described in detail and evaluated for feasibility, implementation requirements, environmental benefit and costs. Engineering feasibility emphasizes equipment availability, compliance to design requirements, practicality and industry rating. Implementation potential emphasizes immediacy, ease, acceptability and constraints. Special attention was given to environmental responsiveness, both with regard to the solutions to mined-land reclamation problems and to the concurrency of reclamation. Each system description includes a hypothetical model mine with a depreciation schedule, capital summary, estimated annual production costs, sales price computation, production and operating cost summary, and a sensitivity analysis of mine price to stripping ratio. A program plan and time schedule for demonstrating a selected mining system covers site selection criteria, mine data collection, criteria for controlling and budgeting costs and reporting findings. Ten additional mining methods and techniques are briefly described and evaluated. Common reclamation problems are listed and described. Sixteen state reclamation laws and regulations are abstracted. Sixty-nine references are listed in the bibliography.

The work is motivated by the automotive customer requirements for a roughness with high peak density (RPc > 75 peaks/cm) on steel sheet surfaces to maintain a good strip surface finish after painting. For that purpose, a new approach is utilized to compute roughness transfer and predict final roughness on uncoated steel sheets (average roughness, skewness, peak density) as a function of temper rolling conditions. The approach is based on the Monte Carlo method combined with the Abott curves and an auto-correlation function to numerically generate roughness profiles for roll and strip respectively. To compute the roughness transfer due to the interaction between roll and strip surfaces during rolling, a composite Abott curve that combines roll and strip Abott curves is used with an asperity crushing model integrated with a rolling model. This enables simulating two roughness transfer mechanisms in the roll bite: the strip asperity crushing mechanism by roll roughness and the strip asperity ploughing mechanism due to roll-strip interfacial sliding speed. The model shows the importance of considering the two mechanisms to predict roughness transfer correctly when strip elongation is high, typically a few percent, and roll bite friction is low. In these conditions, the forward slip at the exit of the roll bite tends to erode strip roughness significantly and decrease considerably the peak density on the strip. For lower elongation levels (~1%) and high roll bite friction, the ploughing mechanism becomes negligible and roughness transfer is controlled by the crushing mechanism only. With these two mechanisms, the model reasonably predicts the evolution of average roughness and peak density over a wide range of temper rolling conditions (new/worn work rolls, hard/soft grades, various elongations), but skewness is more difficult to predict for some trials.

Fine coal is substantially more costly to process than coarse coal because of technical difficulties associated with separating fine particles and removing process water from both clean coal and refuse. Therefore, companies are often forced to discard coal fines to waste impoundments. According to a recent report published by National Research Council, the U.S. coal industry is discarding 70-90 million tons of coal fines annually to 713 active impoundments, most of which are located in Central Appalachia. On October 11, 2000, a 72-acre impoundment near Inez, Kentucky, accidentally released 250 million gallons of coal slurry into nearby underground mines, creeks, rivers, and schoolyards, thereby creating serious environ-mental concerns. Fortunately, recent advances in separation technologies make it possible to recover fine coal more efficiently from existing coal preparation plants and from waste streams previously discarded to impoundments. The availability of these new technologies allows companies to increase profitability and minimize environmental risks, which are conducive for achieving sustainable mining.

"Neill and Gunter Limited (NGL) has prepared a preliminary design and a cost estimate for a ferric chloride leach plant to recover copper, lead, zinc, and silver from a typical complex sulphide ore. This plant design is specifically intended to treat unconcentrated ground ore (flotation feed), but can be readily adapted to treat bulk concentrates. Samples of ground ore and bulk concentrate were obtained from Heath Steele Mines, Miramichi, New Brunswick, laboratory testing, and preliminary process flow sheet preparation was carried out by the Research and Productivity Council in Fredericton, New Brunswick. Approximately thirty drawings have been produced, including process and equipment flowsheets, process piping and instrumentation drawings, and preliminary general arrangements. Preliminary capital and operating cost estimates were prepared for a plant that would treat 1000 t/d of crushed and ground ore to produce about 30 000 tpy of zinc. Capital and operating cost estimates were also projected for plants up to 4000 t/d of processed ore. Recoveries of 99% for zinc, 98% for lead, and 96% for copper were achieved in laboratory tests on unconcentrated ore. These recoveries were higher than the overall recoveries obtained from bulk concentrate, yielding approximately 10% more revenue.A 1000 tonne per day plant was determined to have a low return on investment, however, depending on the size and type of mining operations employed and the FCL plant throughput. DCF-ROI projections of 20% to over 30% were calculated for 100% equity financed “green field” mine, mill and FCL plant operations of 2000 t/d and higher"

In our previous work, a population balance model describing the simultaneous processes of size reduction and mineral liberation has been developed. The experimental verification of this model, however, has been limited to a binary mineral system containing only one composite particle class. When considering multiple classes of composite particles, the estimation of model parameters becomes much more difficult. In the present work, a procedure for estimating model parameters for a multiple composite class model has been developed. Emphasis is placed on the direct experimental determination of these parameters. The physical significance of the breakage rate function and the liberation function in characterizing the liberation process is also discussed.

Froth flotation is an industrial process commonly used for the separation of mineral particles. Bubbles sparged in a pulp collect and carry hydrophobic particles to the top layer of a flotation cell, the froth zone. There is a strong correlation between the stability of the froth phase and the flux of solids. However, flotation units placed in series operate, as a whole, in a non-steady state regime with the concentration of particle decreasing from one cell to the next resulting in a decrease in froth stability, which can compromise the recovery of valuables. Organic chemical reagents, frothers, are generally added to prevent fine bubbles from coalescing and to increase the stability of the froth phase. Frothers represent the second largest group of mining chemicals. It is crucial to understand the resulting properties of the frother on the froth phase in order to select the most suitable reagent for a particular operation. The bubble coalescence dynamic of three different surfactants, 1-pentanol, poly (propylene glycol), and tri (propylene glycol) methyl ether, were investigated in this study. In the first stage, the stabilisation mechanism of bubbles in a solution of surfactant was investigated using a specifically designed experimental setup. The coalescence behaviour of bubble pairs was recorded using high-speed video imaging in which information such as the coalescence time and the deformation of the resultant bubble upon coalescence could be extracted. The results were then compared between the different surfactants for several concentrations. It is shown in a study that the coalescence time increases with surfactant concentration until the Gibbs-Marangoni effect is suppressed by bulk diffusion. Conversely, the oscillation of the resultant bubble was found to be affected only at concentrations at which the film is saturated. The implications of the effects of surfactant type and concentration on the coalescence time and bubble oscillation in froth flotation are discussed. A REVIEW of the steps which have been made to increase knowledge in the field of ferrous physical metallurgy during the closing period of World War II brings both pleasure and disappointment. Contributions of great value have been made, to be sure. However, due partly to the stress of the times, researchers in this field have been in the main directing their attention toward the short-range problems involved in the development and production of materiel for war. Furthermore, publication of the results of a great number of studies has had to be delayed. Much of the German work may, indeed, be lost entirely, owing to the efficiency of our bombers, which managed to account for most of the famous Kaiser Wilhelm Institut of Dusseldorf, not to mention the other large laboratories and manufacturing plants throughout that country. It would seem safe to assume, however, that fundamental research in Germany had been forced to give way to the shallow, but more pressing, engineering problems of a country trying to avoid defeat. In Russia the picture has been clouded by the limitations imposed upon comunication; but this much does seem clear: Russia alone among the great nations of the world has maintained her long-range view and has continued to foster research of the most fundamental type. English workers; on the other hand, appear to have been able only to meet the demands of the pressing problems of war, and their studies have been of the short-range variety. That metallurgical research of any sort should have continued in France during this chaotic period in her history would seem impossible, but, amazingly, a small handful of scientists did manage to carry on their work, and it is to be hoped that more will be heard from them in the future.

A series of controlled experiments was conducted at four surface coal mines to study the effects of certain blast parameters upon the ground and air vibration. Preliminary scale-model blasts were conducted at a quarry to provide basic data. It was found that the amplitudes of the ground and air vibration were controlled by the maximum explosive weight per delay. Either cube root or square root scaling could be used for the seismic amplitudes, and cube root scaling could be used for the overpressure amplitudes. Both amplitudes were not significantly affected by the total charge weight per blast, the attitude of the boreholes, or the charge length or diameter. The overpressure amplitudes were affected by the charge depth, the use of cover over surface detonating cord, and the use of adequate stemming. The length of the delay intervals and the spacing of holes were important in determining the potential for reinforcement of the amplitudes in certain directions from the blasts. In downwind directions from the blast, the attenuation of the overpressure with distance decreases. Surface terrain did not significantly affect the overpressure amplitudes within the range investigated. The type of overburden affects the generation of both amplitudes and the propagation of the seismic amplitudes. Spectral analysis of the ground and air vibration is reported. A scaled distance of 300 ft/lb1/3 should produce a peak particle velocity of less than 1 ips and an overpressure of less than 128 dB linear peak. For square root scaling, a scaled distance of 75 ft/ lbl/2 should limit the ground vibration to less than 1 ips.

In the design of plants to separate helium from natural gas, it is necessary to estimate the enthalpies of the various streams at various positions in the process. This Bureau of Mines report surveys the various methods that have been used to determine enthalpies and gives information on the organizations with such capabilities. The minimum information required for developing an enthalpy diagram is presented, and the relative merits of the various methods are discussed. It is concluded that methods that require no mass flow rate or energy measurements are to be preferred.

The technique of remote sensing, used for many years by earth scientists, is being applied to the detection and monitoring of air pollution. Instrumentation being developed is of a very diverse nature and is effective, Fn varying degrees, at ranges from 1,000 meters to the altitude of a space satellite. This paper describes a number of the recent developments in this new field. Instruments based on spectroscopic, laser, and photographic systems are discussed. Sensors are being developed which utilize correlation spectrometry, interferometry, Raman scattering, Mie scattering, laser line absorption, and simple photographic detection.

Organized efforts toward the prevention of injuries and occupational diseases have been of comparatively recent origin in the mining industry, dating generally from the beginning of this century. Mining-and particularly underground mining- is more hazardous in many respects than most other major industries, and continual and increasing attention has been given to its health and safety aspects. The importance of the physical well-being of those engaged in mining was recognized by Agricola, who, after describing the hazards encountered in 16th century mining operations, stated that "Some of these evils, as well as certain other things, are the reason why pits are occasionally abandoned." In the past 50 yr particularly, mine managements and labor organizations, separately or collectively, have mounted productive efforts toward the prevention of accidents and industry-associated diseases and illnesses. A statistical study of this period indicates that increasing awareness coupled with the endeavors of all concerned agencies has resulted in decreasing frequency of occurrences of injuries and illnesses. In recent years particularly the mining industry has used the services of safety engineers, industrial hygienists, inspectors, ventilation engineers and other specializing in locating and correcting deficiencies affecting the welfare of employees. Concurrently, the labor movement has incorporated into its organization individuals working in the fields of health and safety, many devoting full time to these responsibilities. Others serve in behalf of their fellow workmen as on-the-job safety representatives. Most authorities agree that accidents are caused by (1) unsafe acts, (2) unsafe conditions and, exceptionally, (3) Acts of God. The "unsafe act" often is cited as the prime cause. but many accidents, and attendant injuries, are the result of a blend of "unsafe acts" and "unsafe conditions," with each chargeable in varying proportions. It therefore is necessary to consider both the physical elements of the mine plant and the training, mental attributes and actions of all personnel involved. Analysis of an accident, if based on hasty reconnaissance and unduly hurried questioning, seldom will disclose more than surface causes and consequently will result in inadequate measures to prevent repetition. Mining involves unavoidable and calculated risks, as in all facets of life. It is most important then that men employed in mining be schooled in the hazards and develop fully the ability to evaluate and minimize risks. The environment, of underground mining often is harsh and strange compared to the more natural surface conditions man has learned to cope with as a part of established life patterns. Bord and pillar is the most predominant method of wining of coal in Indian underground coal mines. Development heading in coal mines often encounters roof stability problem and results in roof overbreak. Research on this reveals that the blast-induced ground vibration may have significant contribution in roof overbreak, especially, when solid blasting is carried out in the bord and pillar method. Solid blasting, in general, is associated with higher charge confinement due to lack of free face and generates higher ground vibration, which in turn results in excess overbreak.
