With the dawning of a new century came the beginning of a new era in the coal industry. Instead of the traditional practice of only buying and selling produced coal in the United States, a coal futures market was established. The New York Mercantile Exchange began trading coal futures in July 2001. But, even in this new era, many of the old is-sues that have beset the coal industry still remain, as was evident in2001. Coal production increased to are cord level during 2001, according to preliminary data from the US Energy Information Administration(EIA). Production in 2001 rose by4% to 1.01 Gt (1.12 billion st), compared with 2000 (Table 1). This barely surpassed the previous record level of 1 Gt (1.11 billion st)set in 1998. Coal consumption remained unchanged. The additional production was used to replenish the depleted stockpiles that had resulted after two years of declining coal production and increasing coal consumption.

"Schaft Creek is a calc-alkaline porphyry Cu-Mo-(Au) deposit located in northwestern British Columbia. The deposit formed in a volcanic arc setting, likely on a back-arc rifted continental fragment. It is hosted by Late Triassic basaltic to andesitic volcanic rocks of the Stuhini Group (Stikine Terrane), and is associated with porphyritic granodiorite dikes emanating from the nearby Hickman batholith. The age of the Hickman batholith is approximately constrained here by a composite U-Pb zircon date of 222.1 ± 9.6 Ma, which is in broad agreement with a well-constrained age for mineralization at Schaft Creek of 222.0 ± 0.8 Ma (Re-Os molybdenite). The deposit is in most respects typical of calc-alkaline porphyry systems, but displays silica-poor sericite-chlorite alteration in mafic country rocks in place of classic phyllic altera¬tion. The deposit comprises three distinct, but related, zones: the northern Paramount zone, the Main zone, and the West Breccia zone. Two phases of mineralization are observed. The first phase occurs as hydro-thermal veins and breccias, and minor disseminations. It consists of bornite, chalcopyrite, molybdenite, and pyrite with potassic and sericite-chlorite alteration. The second phase is minor and consists of veins of molybdenite ± specularite, as well as Cu-Pb-Zn sulfide veins without any significant corresponding alteration. Extensive structural modification has affected the deposit both during and after its formation.Schaft Creek est un gîte porphyrique de Cu-Mo-(Au) calco-alkalin situé dans le nord-ouest de la Colombie Britannique. "The Underground Research Laboratory (URL) is located in southeastern Manitoba, in the Lac du Bonnet granite batholith of the Canadian Shield. It was constructed by Atomic Energy of Canada Limited (AECL) to conduct geotechnical research for the Canadian Nuclear Fuel Waste Management Program, assessing the concept of permanent disposal of nuclear fuel waste deep in plutonic rock.One of the primary objectives of the research program at the URL is to develop a nondestructive rock mass characterization method that can be used during siting, design and construction of a used fu el waste disposal vault. An experimental program was established to assess radar reflection profiling as a technique for fracture characterization in granite. The highly resistive, homogeneous nature of the Lac du Bonnet granite is ideal for the propagation of electromagnetic energy at the radar range of frequencies and water-filled fracture zones act as excellent reflectors because of their contrasting electrical properties.Radar reflection profiling was undertaken to characterize a major fracture zone located between 5 m and 10 m below Room 211 on the 240 m level of the URL. The profiling was done at a frequency of 120 MHz, on a 1m grid laid out on the bare rock floor of the room. Reflectors identified in the analog data were correlated between the profile lines, digitized, and a three-dimensional surf ace for each recognizable reflector was constructed. These surf aces were then compared with data obtained from the examination of numerous cores from adjacent boreholes intersecting the fracture zone. A very good correlation was found between the major radar reflectors and the most intensely fractured regions of the zone. Modelling studies also showed that a series of prominent shallow radar reflectors were caused by a borehole drilled close to Room 211."

Efforts to evaluate washery performance are nearly as old as the art of coal cleaning, and in former years there was no uniformity in either the methods used or the basic terminology employed. This situation, and the con- fusion it bred, prevailed until about the time of the First International Coal Preparation Conference in 1950, Largely because of the interest of the French coal research organization Cerchar, the subject of evaluating performance was given prime importance at this conference. As a result, there is now a much greater degree of uniformity in terminology and methods of expressing cleaning results. The International Standards Organization currently is working toward international standards of terminology and methods that should improve the situation even more. The various criteria that are used to evaluate the performance of coal- cleaning equipment fall into three categories, depending upon the extent to which they are dependent on the density composition of the raw coal; some are directly dependent, others are only indirectly dependent, and still others are substantially indenpendent.

Asbestos crystallizes within rock formations undergoing intense deformation characterized by folding, faulting, shearing, and dilation. Some of these conditions have prevailed during formation of the taconite iron ore deposits in the eastern Mesabi Iron Range of Minnesota. This range includes the Peter Mitchell Taconite Mine at Babbitt, Minnesota. The mine pit is over 8 miles long, up to 1 mile wide. Fifty three samples were collected from 30 sites within areas of the pit where faulting, shearing and folding occur and where fibrous minerals might occur. Eight samples from seven collecting sites contain significant amounts of ferroactinolite amphibole that is partially to completely altered to fibrous ferroactinolite. Two samples from two other sites contain ferroactinolite degraded to ropy masses of fibers consisting mostly of ferrian sepiolite as defined by X-ray diffraction and TEM and SEM X-ray spectral analysis. Samples from five other sites contain unaltered amphiboles, however some of these samples also contain a very small number of fiber bundles composed of mixtures of grunerite, ferroactinolite, and ferrian sepiolite. It is proposed that the alteration of the amphiboles was caused by reaction with water-rich acidic fluids that moved through the mine faults and shear zones. The fibrous amphiboles and ferrian sepiolite collected at the Peter Mitchell Mine composes a tiny fraction of one percent of the total rock mass of this taconite deposit; an even a smaller amount of these mineral fragments enter the ambient air during mining and milling. These fibrous minerals thus do not present a significant health hazard to the miners nor to those non-occupationally exposed. No asbestos of any type was found in the mine pit. © 2007 Elsevier Inc. Compressed air energy storage (CAES) uses low cost off-peak energy to compress air and pump it into pressurised underground storage. Expanding the air through a modified form of gas turbine generates electrical energy when required. While generating power, a CAES station consumes approximately one-third of the gas required for the equivalent installed capacity of a conventional gas turbine. Air can be stored in underground rock caverns, caverns in salt domes, or in aquifers. Existing CAES power stations use caverns mined out of salt domes. Aquifer storage for CAES has been proposed, but not yet implemented. The groundwater in the aquifer would be displaced during air injection and when required the air would be extracted using the natural hydro-static pressure. Victoria has no salt domes, but has aquifers onshore in the Gippsland Basin with geological dome structures of suitable depth, discovery pressure, porosity, permeability and caprock for CAES development. Field tests costing several million dollars would be required to prove the suitability. The most suitable aquifer is near Seaspray, where several dome structures exist. The aquifer, comprising of coarse sands capped by coal and mudstone, is some 600 metres deep with a hydrostatic pressure of 6.3 MPa. Computer simulation of injection and extraction of air from the aquifer under various combinations of horizontal and vertical wells, permeability and tubing head pressures indicated the largest aquifer structure had the capacity to sustain a 300 MW station. A well field comprising of 24 directionally driven wells with a horizontal exposure to the aquifer would achieve the air flow rates required. Using plant similar to that recently installed at McIntosh Alabama USA, would mean high capital costs compared to standard gas turbine plant. However, a review of modem gas turbines indicated that they could be easily and economically adaptated to CAES duty. Adapting a 120 MW gas turbine would give 344 MW output. A separate air compression plant would be used. Economic evaluations indicate that, for gas prices above $1.95 per GJ, a 344 MW CAES plant is more economic for intermediate/reserve load duty than simple cycle gas turbines.

More than 111,350 mining and construction industry professionals from throughout the world gathered in Las Vegas, NV, March 19-23 for ConExpo-Con/Agg 2002 and IFPE 2002. The triennial event is the Western Hemisphere’s largest equipment show for the quarrying, aggregates, construction and ready-mixed concrete industries. Despite the difficulties in the world economy, ConExpo-Con/Agg 2002 attracted more than 2,450 exhibitors from throughout the world. This was an increase from the 1,882 exhibitors that were on hand for the 1999show. And this year’s show occupied more than 180,225m2 (1.94 million sq ft) of exhibit space at the Las Vegas Convention Center. This was an increase from the160,900 m2 (1.73-million sq ft) occupied at the 1999event.

It is indeed a rarity for a non-engineer, let alone a lawyer, to even be considered for a mining-related award, especially where that award is for significant contributions to technical progress in the mining and exploration sectors. So, when I was notified that I had received this award, I struggled for a topic that would meld the legal world that I operate in with the engineering driven world of exploration and extraction. The most exciting part of my job has always been the opportunity to absorb the technical details of the cases I work on and, in effect, translate them for a lay audience. Too often, I have found, lawyers, judges, legislators and yes, even regulators who lack a technical background simply give up trying to understand the details of the very conditions or processes that they are trying to describe and simply repeat phrases told to them by their client or by a retained expert.

Today, mine backfilling has become an integral part of mining operations, both from a local and overall ground control point of view, and as regards mining techniques and environmental considerations. During the past decade, substantial research has been carried out to contribute to the better understanding of the mechanisms involved in mine backfill behaviour. This work involved analytical, experimental and numerical studies at different scales. Accordingly, this work has been aimed at developing backfill design guidelines for actual working conditions. Backfill design for deep mining conditions is complex and requires understanding of various elements. The most important of these elements are: backfill inherent strength parameters, backfill placement method, stope geometry and interaction between backfill and host rock. The mobilization of backfill strength parameters controls the backfill behaviour and thus, its failure mode. It is believed that the governing boundary conditions and backfill-rock interaction influence the backfill strength mobilization significantly. Accordingly, the interaction between backfill and host rock is an influential factor in overall backfill behaviour under applied loads. The focus of this research is to investigate the backfill-rock interaction, considering a nonlinear behaviour for both backfill and rock mass. Assuming typical stope geometry, the FLAC code was used to model the complex boundary condition associated with narrow vein mining conditions and to simulate the backfill behaviour. A comprehensive numerical study was conducted and the results obtained were compared against field observations. The analysis of findings provides qualitative results, which can be used for backfill design. Three cryogenic systems that utilized liquid nitrogen, dry ice, and methanol with dry ice were investigated in conjunction with crushing and classifying techniques. The systems were used to aid in separating and reclaiming the metallic components contained in insulated wires, shredded automobile nonferrous metal concentrates, small motors, generators, and rubber tires. Wire strands, 2 to 6 inches long and insulated with polyvinyl chloride and neoprene, were chilled at -60° and -195° C, then roll-crushed and processed by water elutriation; this procedure resulted in two products--a sink fraction that was 99 percent metallic and a float fraction that was 99 percent nonmetallic. Excellent separation of zinc die-casting alloys from copper and aluminum contained in shredded automobile nonferrous metal concentrates was attained by chilling at -72° C for 1 minute, crushing in a grateless hammer mill, and screening. From the screened products, 97.2 and 100 percent of the copper and aluminum, respectively, were recovered in the plus Pinch fraction, and 100 percent of the zinc was recovered in the minus 1-inch fraction of over 97 percent zinc die-cast purity. Laboratory experimental results comparing direct and indirect chilling indicated that a sufficiently low temperature could be attained by indirect chilling to permit use of a liquid C02-dry ice system on insulated wires and mixed nonferrous metallic concentrates.

To extend the life of the Merchants Railroad Bridge crossing the Mississippi River in St. Louis, MO, the owner implemented a rehabilitation and reconstruction project. The Merchants Bridge provides a key link in the transcontinental railroad system. The bridge is of local importance to the Terminal Railroad Association ? providing a link between St Louis and a rail switching yard in Venice, IL. The intent of the bridge rehabilitation is to keep the Merchants Bridge in service, even though the bridge was originally constructed in the 1890?s. The project involved replacing the East and West approach deck truss spans with new deck girder spans. The rehabilitation program required construction of new concrete piers to support the new spans. In order to reduce the track down time to two, ten day single track shutdowns, the specifications required that all foundation and substructure work be completed while leaving the existing spans in place. The preliminary bridge design specified rock-socketed drilled shaft foundations. Drilled shafts proved to be challenging due to working from beneath the existing bridge, a high water table, utilities, a flood wall, and existing rail way lines. The micropile alternative was technically appropriate given the access limitations, shortened the foundation rehabilitation schedule by several weeks, and realized a significant cost savings to the Owner.

This paper describes some of the results of a project for the design and demonstration of subsidence monitoring systems for underground coal mines. The project was designed to test monitoring systems described in an earlier feasibility report (O'Rourke and others, 1979). General objectives of the project were to develop reliable cost- effective monitoring systems for use above caving- type mining operations, over supported mines, and in urban undermined areas. Topics selected for discussion in this paper include a description of the instrumentation systems, the site conditions, problems of installation, resulting recommendations and an over- view of subsidence performance data obtained. There were some particularly difficult problems of installation to overcome at this site. Some of these could be experienced at any surface or under- ground project, others are probably more directly related to Western coal fields. Static-Load systems are most commonly utilized in situations where noise or vibration would adversely affect the people, structures or equipment located near the site. Static-Load technology is most advantageous in situations where vibration, noise or access constraints make it difficult, risky or disruptive to utilize conventional piledriving systems.

Renovation, rehabilitation, restoration and expansion of existing residential, retail, commercial, hospital facilities and historic structures requires assessment and evaluation of foundation systems of various ages. The concept of demolition and reconstruction in urban areas is often more challenging, costly, and even prohibitive in some cases due to historic regulations. The authors have been involved with numerous projects related to existing foundation assessment and retrofit, including: hotel and hospital expansions, historic Art-Deco hotel renovations and expansions, garage structure expansions, additions to prominent auction houses, casinos, printing facilities; high-rise structure foundation retrofitting; forensic evaluations of existing building and highway structure foundation systems, and marine bulkhead sheeting systems. The use of non-destructive testing techniques, high-strain dynamic load testing, full scale pile cap load testing and 3-D laser scanning technology has proved to be vital in the assessment and evaluation process, as well as design of foundation retrofit alternatives. This paper presents various methods and techniques to facilitate a phased approach for optimization of existing foundations and subsequent re-use of foundation systems. These methods and techniques are illustrated through the author?s experience and selected case histories from projects with varied foundation and geologic conditions.

Blasting is the main method of production in many non-coal underground mining operations and produces multiple toxic gases as a result. The Mine Safety and Health Administration (MSHA) requires mine operators to measure the level of toxic gases in mines as frequently as necessary to ensure they are below regulatory safety limits. The current practice uses portable gas monitors to check the concentrations of toxic gases after a fixed post-blast time. This paper studies the application of a gas monitoring system in the return entry of a limestone mine to determine a safe re-entry time. The National Institute for Occupational Safety and Health (NIOSH) conducted such a monitoring program in a limestone mine from September 2016 through May 2018. NIOSH/PMRD (Pittsburgh Mining Research Division) is endeavoring to develop workplace solutions to improve detection of and reduce the risk of hazardous conditions. This study showed that the use of gas monitoring in the return air can be a useful tool at the mine operator’s disposal to detect and reduce the risk of hazardous conditions and also to reliably estimate the re-entry time.

The rock mechanics approach to stability problems of steep rock slopes dealt with in this article has particular reference to the concept and methods of analysis developed by the Salzburg, Austria, school of rock mechanics. These theories are based on the principal postulate of the anistropy of the technological properties of in-situ rock masses. The present approach, which is more in line with geological engineering concepts, differs distinctively from the soil mechanics and engineering geological concepts commonly practiced in the United States. PRINCIPAL ENGINEERING APPROACH TO GEOTECHNICAL PROBLEMS AVAILABLE ENGINEERING CONCEPTS At the present time two different concepts are available for engineering analysis of underground structures and foundations in different earth material: soil mechanics and rock mechanics. Of these two branches, soil mechanics is, after 40 years of initially revolutionary and more recently evolutionary development, well established. Its principal concept of replacing in-situ soils or rock masses by perfectly homogeneous substitues has resulted in many practicable methods of analysis which, if applied with judgement, have resulted in successful applications throughout the world. Conversely, rock mechanics is still in the early stages of revolutionary development. Few, if any, standard concepts or methods of analysis have been established. Opinions vary widely. At present the professional background of an investigator very often determines the engineering concept to be applied to a particular problem, rather than its actual requirements if considered objectively. This paper stresses the rock mechanics or geological engineering point of view advocated by the Salzburg group. A review of the soil mechanics concepts is considered beyond the scope of this paper. Square Butte has no history of mineral development or production. Surface mapping, radiometric surveys and chemical analyses of rock samples reveal no mineral potential. The area has a speculative potential for petroleum and natural gas. INTRODUCTION The Square Butte Instant Wilderness Study Area, in Chouteau County, Montana, consists of 1,946 acres (788 ha) about 35 miles (56 km) southeast of Fort Benton and 50 miles (80 km) northwest of Lewistown (fig. 1). This study was performed under provisions of the Federal Land Policy and Management Act (Public Law 94-579, October 21, 1976), in conjunction with the U.S. Geological Survey, which is responsible for regional geological, geochemical, and geophysical investigations, and the U.S. Bureau of Mines, which determines the mineral potential of existing mines, prospects, or mineralized areas.

Apparatus for maintaining constant — but adjustable — pulp level and rate of froth removal are described. The results of preliminary experiments into the effect of scraping speed on the rate of solid and liquid recovery with a semi-batch system are presented. Glass spheres restricted to a narrow size range is the solid under investigation. Graphical methods for estimating the mass of recoverable material and the zero error are given. The semi-batch procedure1 is extensively used in laboratory flotation testing, though the method is subject to variability of moderate severity. Raffinot2 concluded from a statistical study of the difference between replicate tests, that the ptincipal source of errot was the test itself and not sampling or chemical analysis. These differences can be ascribed principally to changes in pulp volume and reagent concentration, and uncontrolled rate and depth of scraping. Semi-batch testing has been criticized1 on these grounds as a means of investigating flotation kinetics. This paper discusses and describes modifications to laboratory flotation equipment which reduce the number of manual operations and lead to improved control. Kinetic studies were the primary reason for developing the apparatus described. It should, however be a useful aid in normal flotation testing. Some preliminary results of experiments are presented.

The International Society of Explosives Engineers (ISEE) Standards Committee has recently updated both the Field Practice Guidelines for Blasting Seismographs and the Performance Specifications for Blasting Seismographs. The revisions are the result of public and industry input along with recommendations of the ISEE Blast Vibration and Seismograph Section. The committee is comprised of blasting seismograph manufacturers, users and general interest personnel. On an as needed basis, subject matter experts are enlisted to advise the committee. Three phases of activities are necessary for each revision cycle: request for comment on the existing standard, first draft revision of the standard based on public input, and final draft approval by the ISEE Board of Directors. The ISEE standards revision process will be explained and each standard will be discussed along with the significant revisions from the latest revision cycle.
