Ocean engineers and technologists will assemble in Houston, Texas, during May 3-6, 1976, for the Eighth Offshore Technology Conference (OTC) . More than 50,000 members of industry, government, and academia from 94 nations will participate in what is generally acknowledged as the offshore industry's show-of-shows. A well-diversified 280-paper technical program has been divided into 42 general sessions that range from seafloor surveying and offshore mining to navigation systems and environmental issues. In addition, the largest technical- educational exhibition in the conference's eight-year history will augment the OTC '76 program.

Inflation, fuel shortages, environmental restrictions, and a worldwide recession that sharply curtailed the demand for goods and services, were the main causes for the poor performance & virtually all industrial minerals in 1975. This poor showing was not a surprise. As Felix Shay correctly predicted in his introductory remarks to last year's industrial Minerals Review (ME, Feb. 1975, p. 70), ". . . the minerals industry will soon be facing falling demand as a consequence of sharp declines in auto production, housing, appliances, and other consumer goods. Moreover, when sales weaken. the high-volume, low-priced industrial minerals will incur sharply.

The Anglovaal Group has released details concerning its new processes for recovering platinum group metals, stating that the Group's system, which involves batch processing and precipitation methods for these metals (PGM's), leads to faster recovery times, increased recoveries, and higher purities than the conventional process. Insofar as South Africa's Merensky Reef is concerned, the Anglovaal method of recovering palladium first (as opposed to platinum in the conventional process) enables it to use a much simpler process in the subsequent recovery of platinum and other metals. Because the processes give cleaner separations, the volume of material to be recirculated -and therefore the total volume of material in the recovery circuits- is reduced substantially.

Considering the industry's generally lackluster 1975 profit record, and in view of the slowdown in inflation, there's some hope that 1976 might be a better year in spite of the increasing risks and uncertainties that plague the mining industry.

We've all heard and voiced that complaint at SME-AIME meetings; and if we were physicians, lawyers, pretzel retailers, or what-have-you, we'd hear and voice the same complaint at meetings of the American Medical Association, the Bar Association, the American Pretzel Institute, etc. Somehow we are all convinced or at least hope that if we could only, "get our message across to the public" (an extremely difficult and astronomically expensive proposition), everything would suddenly turn for the better. INTRODUCTION Most of the copper concentrates treated by the flash smelting furnace at Kosaka smelter come from "black ore" that is produced in the local mines nearby. The copper concentrates contain various impurities such as lead and zinc as shown below. [ ] These impurities are mainly concentrated into the flue dusts in the copper smelting system. The dust production rates of flash smelting furnace and converter at Kosaka smelter are, therefore, fairly high compared with other copper smelters. However, by recovering these valuable metals in the dusts systematically, profit-increase of the by-products must be expected. This also leads to the solution of environmental pollution problems and enables us to establish the technical completion of complex sulfide ore treatment by flash smelting process. Many problems associated with potential hazards in a proposed mining area may not be adequately appraised because of the complexity of trying to evaluate them in terms of production requirements. Frequently, encountered hazards have to be dealt with by day-to-day operational schemes that require the miner to either force a way through them or avoid them by blocking off the area in which the hazards are known to exist. These considerations, after the mine is in full production, can be costly to the mine operator and can increase the danger to the miners. A hazard-evasion computer program for mine planning that will appraise proposed mine layouts on the basis of existing or potential hazards has therefore been developed. The program is intended for use during the planning phase of a mine, where it should assist the mining engineer in making decisions in mine design, With the output from this program, the mining engineer should be able either to corroborate his judgments made on the basis of mining experience or to find unanticipated solutions to design problems. The program tests hundreds of possible solutions to a mining layout, and by sorting out the 10 best (based on a criteria of minimum-abandoned-coal) limits the number of choices that need to be considered and appraised for applicability to a given mine scheme.

The performance of the most common type of low-intensity dry magnetic separator is analyzed on the basis of fundamental physical principles. Expressions are developed for estimating the optimal choice of design and operating parameters for beneficiation of magnetite ores. By proper choice of these parameters either a high-grade concentrate or a low-grade tailing can be produced from an incompletely liberated feed.

The new Track Etch technique for uranium exploration has been utilized in several survey programs conducted during the last few years. The results from these programs have been very encouraging, and new uranium ore bodies have been discovered by using this new technique. The method is being used in several exploration programs in various locations around the world. This exploration technique utilizes small pieces of special radiation-sensitive plastic film to detect the presence of radon gas which is released by uranium ore bodies. Because of the selectivity and sensitivity of the technique, ore bodies not normally detected with other surface or airborne monitoring methods are found. Since no large equipment or special training of personnel is needed, the technique is easily used in field operations. The basis for the Track Etch method, its application in field exploration programs, and the results obtained to date in locating uranium ore bodies are discussed.

ECONOMIC STRUCTURE OF MODERN INDUSTRIAL ECONOMIES The role of minerals in modern industrial economies may be examined in several ways. There are relationships with the various sectors of the economy: the primary, secondary, and tertiary industrial groupings and activities. Mineral supply and demand activities can be measured in terms of national accounts criteria. The economic policy objectives of the modem industrial economy are based to a considerable extent on the needs of the nation for economic supplies of miner- al materials. There is an important role for minerals relative to national security in peace and in wartime and many national policies are directed toward ensuring adequate sup- plies of minerals. Environmental control in the modem industrial economy is increasingly concerned with matters related directly to the production and use of minerals and these matters, in turn, bear importantly on conservation in mineral supply and demand. Mineral polices include specific provision for research and development activities concerned with the production and the use of minerals. In all, national policy objectives will be shaped in considerable part by the circum- stances of mineral supply and demand: the relative degree of availability from domestic and foreign sources, the state of the mineral-processing industries, and the degree of development of the mineral-using industries, and per capita and total changes in requirements. Goods made from mineral raw materials are the basis of all advanced societies and although this is taken for granted, every country is continually dealing with problems of mineral supply and demand. Considering that in the first 50 years of this century the consumption of mineral materials in a highly Industrialized country such as the United States increased by six times while the population was doubling, it becomes apparent that if a country is to enjoy rapid economic growth it must have access to huge and ever-growing supplies of mineral materials at lowest possible cost. Adequate supplies of mineral materials and wise usage of mineral resources have always been among the most important determents of a nation's survival The importance of access to adequate mineral supplies is increasing every year and this has significant international, as well as national, implications because of the unique locational characteristics of mineral resources. It is generally acknowledged that no particular type of natural resource is essential to a high level of national income or to economic progress. A country's endowment of natural resources need not exercise a determining influence on the course of its national income over time, provided it is able to trade. INTRODUCTION In treatment of mine drainage, it is well known that the neutralization by calcium carbonate is far better than by slaked lime because of cheaper cost and better precipitability of its deposit. However, in case of iron ion contained in the mine drainage consists of ferrous salt, the ferrous salt must be oxidized to ferric salt before neutralization, because the ferrous salt does not react with calcium carbonate. At Yanahara Mine, during the period of 1950 through 1956, ferrous ion in the mine drainage had been oxidized to ferric ion, simultaneously neutralized by adding calcium carbonate into the aerated drainage. During the period of 1961 through 1974, after passing through many kinds of treating methods, the neutralization had been carried out by addition of calcium carbonate into the drainage after oxidized its ferrous ion to ferric by using nitrous gas as an oxidizing catalyzer. Meanwhile we had made an experiment on the oxidation of ferrous ion by utilizing iron bacteria, and developed a method which oxidized ferrous ion in large quantities briefly by cultivating and concentrating iron-oxidizing bacteria. Since 1974, we have been operating successfully for treating the drainage at Yanahara Mine by means of utilizing these bacteria.

A procedure whereby the completeness of search is calculated by using the area of influence of exploratory drill holes or samples is extended to allow for errors of recognition. The size, shape, and orientation of potential targets are mapped in a probabilistic sense on the array of drill holes or samples. The method can be used either to determine how well explored are the subregions within a previously drilled or sampled area, or to test proposed alternative search strategies. Examples of the use of the method demonstrate the complexity of sequential search when the areas of influence of drill holes or samples overlap.

The US Bureau of Mines and Great Salt Lake Minerals and Chemical Corp. have developed a froth flotation process for concentrating potassium salts from Great Salt Lake solar evaporites containing about 6% K2O. The crude evaporites, which were predominately halite (NaCl) with smaller amounts of kainite (KCl.MgS0, 2.7Hp0) and schoenite KeS0,MgS04.6H,0), were conditioned in a saturated brine solution., thus converting nonfloatable kainite to the floatable mineral schoenite. Schoenite was then selectively floated with a medium-molecular-weight fatty acid. Continuous small-scale pilot-plant testing indicated that 80% of the potassium could be recovered from the crude evaporites in flotation concentrates assaying about 13% K2O.

The results of a recent study on the influence of continuous and conventional mining techniques on the size consist and washability characteristics of coal are presented. Eight samples, four each from continuous and conventional mining sections, were collected. Each sample was screened in seven size fractions, and each size fraction was totally fractionated at five gravities. The data thus collected were statistically examined for the influence significance of mining techniques, size, and gravity on the quality of the mined product. The paper presents the sample collection method, data gathering and analysis procedures, and major conclusions. The study revealed that there are pronounced differences in the products from the two mining systems and that conventional mining yielded a better product in terms of size consist, yield, ash, and sulfur in both the raw and washed products. The results of the study are significant in regard to consideration of resource utilization and conservation, and environmental impacts.
