The brown-coal opencast mines in Germany's Rhineland have to cope with several problems. Predominant are densely populated areas with highly productive farmland, many railroads, highways, and rivers, as well as towns and farm settlements which have to be removed before or during the lifetime of a mine. Also the ground- water table has to be lowered to keep the deep opencast mines dry and stable. These problems urged a development towards deep opencast mines with powerful machines; the large material movement and the high coal production are the basis for the economic success in working the Rhenish brown-coal deposits. Up to now, bucket wheel excavators with a daily capacity of 100,000 m3 (130,000 cu yd) are in operation. Machines of twice this capacity are under construction. Corresponding to the excavators development, the stackers' capacity has to be increased too. The new stackers will reach a daily capacity of 240,000 m3 (310,000 cu yd). The haulage in the mine is performed by conveyor belt systems, which are arranged in such a manner that the belt lines meet at a belt switching point. Here the incoming lines may be connected to the outgoing ones so as to direct the material flow to the desired receiving stations. At the moment there are conveyor belts in operation with a width of 2.2 m (7.2 ft); the new belts will have a layout for 37,000 t/h (40,770 stph), the width of which amounts to 3.0 m (9.8 ft). All belts and driving stations on benches are shiftable.

A suspension electrolysis method has been developed which enabled a direct anodic extraction of zinc from zinc sulfide concentrate and simultaneously oxidized sulfide sulfur to elemental sulfur. The investigation was performed in a laboratory-scale electrolytic cell, where the zinc sulfide concentrate particles (chemical composition in weight percent: 61.1% Zn, 2.3% Fe, 30.6% S, 3.4% SiO2 were suspended with or without graphite powder in a dilute sulfuric acid electrolyte. The main parts of the cylindrical electrolytic cell are shown in [Fig. 1]. The cathode (1), a rod of aluminum, is set at the center of the cell. Investigations on the beneficiation of sedimentary Moroccan phosphate ores are reported in four separate parts. The first discusses electrochemical phenomena at the solid-aqueous solution interface for minerals of the apatite group. In the second part, the electrochemical properties of the calcareous gangue associated with the phosphate ore are investigated. The flotation of calcite and phosphate oölites, using both anionic and cationic collectors, is discussed in the third part. It is shown that selective recovery could be obtained for precise concentrations of collectors and pH ranges. Results of work aimed at optimizing depression of phosphate oölites during inverse flotation of the carbonate gangue with sodium oleate are reported in Part 4.

Flue gas desulfurization when burning western U.S. coals can be expected to be easier to achieve and less costly than when burning higher sulfur eastern and central coals. However, western coals cannot generally be burned in compliance with federal and state new source emission standards without some degree of control. Western coals and lignite represent about 20% of total U.S. recoverable reserves with 90% of that strip minable, and their production is predicted to increase from the 60 million tons mined in 1973 to 300 million tons in 1985. Most will be used for electric power generation, where low sulfur content is a paramount concern. Western coals are predominantly below 1% sulfur; low compared with typical values of 2 and 3% for eastern and central coals. Coal cleaning for removal of sulfur is not commercially practiced on Western coals, which typically contain half organic and half pyritic sulfur. The results of a preliminary investigation undertaken to explore the possibility of treating potential in sulfide mineral flotation systems as an external variable are reported in this note. Two different methods were used to assess floatability. One involved measurement of contact angles at a mineral electrode in reagent solutions, and the other involved direct measurement of flotation recoveries in a Hallimond tube flotation cell that had been modified such that mineral particles were in electrical contact with a gold electrode. Fairly good correlation between the contact angles and flotation recoveries has been obtained.

Oxide and silicates respond to flotation with a large number of anionic collectors. These include carboxylates (fatty acids), sulfonates, alkyl sulfates, and certain chelating agents. In contrast to sulfide mineral flotation, relatively long-chained collectors (generally longer than 10 carbons) are required to effect flotation of this group of minerals. The structural formulas of these various anionic collectors are presented in Table 1. Formulas and solubilities of various fatty acids are presented in Table 2. These solubilities are those of the dissolved and undissociated species of the acid, e.g. oleic acid, HOl(aq). Of the compounds listed, oleic acid and abietic acid, which IS a major constituent of talloel, are used most commonly in commercial applications. The usage of these two collectors is related to cost and effectiveness. In addition to their high molecular weights, oleic acid contains a double bond in its hydrocarbon chain, while abietic acid is comprised of aromatic rings containing double bonds. The presence of double bonds increases solubility significantly over that of saturated homologues. Stability of metal-collectors assumes a most significant role in these systems, and the solubility products of various metal carboxylates and sulfonates are listed in Tables 3, 4 and 5. In addition to these properties, strength of the acids of these various anionic collectors is also important. The carboxylic and hydroxamic acids are weak acids whereas sulfonic and alkyl sulfuric acids are strong acids. All of the carboxylic acids fall in the range of pK = 4.7 ± 0.5 ([2]); the pK of hydroxamic acid is around 9 ([3]); and the pK of sulfonic acid is about 1.5 ([4]).

A radioisotope tracer method combined with a suitable back-calculation method is proposed and evaluated for the determination of model simulation parameters in open-circuit continuous ball mills. The method essentially consists of using impulse and/or step injections of short-lived radioisotopes of the naturally occurring trace elements manganese and sodium. It is evaluated here on the basis of the minimum standard deviations of the product weight-size distributions. These minimum standard deviations are taken as those predicted by a Poisson distribution of the number of particles present in size fractions of the samples taken for analysis. Previously developed tanks-in-series lumped parameter models are used in the evaluation. The results indicate that the method is very promising.

The effects of using surfactant solutions while diamond drilling in amygdaloidal basalt of the Upper Michigan copper mining district were investigated. Nonionic, anionic, and cationic surfactant solutions, all biodegradable, were tested with size AX surface-set bits mounted on a drill instrumented for continuous recording of thrust, rotational speed, and torque levels. Water flow and penetrations rates were also recorded. A drilling study was carried out, testing two rotational speed levels, two diamond bit grade levels, and four flushing agents (including water as a control). Comparison of all low-speed/high-thrust groups of tests shows that the non-ionic surfactant produced a 35% overall average increase in penetration rate over water, the anionic a 29% increase, and the cationic a 28% increase. These increases in, penetration rates resulted in a 22 to 26% reduction in cost over flushing with water alone. With the high-speed/low-thrust combination, the surfactants produced less benefits in penetration rate increases over water (14% increase for nonionic, 14% decrease for anionic, and 2% decrease for cationic type). Particle size analyses were run on drill cuttings produced by the three surfactant solutions and by water. All surfactant solutions showed a 20 to 50% increase in solids content over that of water alone. Since flushing rates were constant, these increases in solids content agree well with the penetration rate changes. The diamonds were recovered from each bit by matrix dissolution, and bit wear was measured in terms of total loss of weight. Flushing with surfactant solutions showed a savings in bit wear in most cases. The drill team noted also that surfactant flushing improved recovery of drill core by allowing easier removal of the core from the barrel.

The cause and the effect of disposing of tailings water from sulfide ore milling operation were examined. Dissolved metallic ions as well as dissolved sulfur-oxygen compounds (polythionates) can prove injurious to life in water streams. Polythionates originate in alkaline flotation circuits and may cause a severe drop in the pH of stream waters. It is proposed that a suitable "aging" period be allotted to tailings water to ensure complete conversion of polythionates to sulfate prior to neutralization and clarification treatment. Discharging alkaline solid-free tailings water without aging will cause downstream acidification. Artificial oxidation of tailings water can be economical only if the concentration of thiosulfate in solution is low. When the concentration is high, it is possible to reduce the concentration greatly by first acidifying the solution, because at a pH below 4 thiosulfate in water reacts to produce a precipitate of elemental sulfur and higher order polythionates. The residual polythionates can then be oxidized at great savings by natural aging or by chemicals such as ozone, chlorine, or peroxide. Chlorine may be an economical reagent for converting polythionates to sulfuric acid but the residual organo-chlorinated compounds can prove to be toxic to aquatic life. Ozone and hydrogen peroxide which do not leave a residue are preferred oxidizers.

INTRODUCTION The composition of water used in the flotation process has always been of primary interest to the flotation metallurgist. It is by alteration of the chemistry of the water introduced to the process that flotation separation is effected. In only a few cases has it been necessary to treat available water prior to use in the process. In the past, flotation tailings were treated for the removal of solids via the tailings dam and water decanted from the dam was either recirculated to the process or discharged to the surface water system. The choice of recirculation or discharge was based upon water availability, effect of recycle water on the process, and economic considerations. The Federal Water Pollution Control Act Amendments of 1972 have charged the United States Environmental Protection Agency with establishing effluent limitations from point sources of discharge into the navigable water of the United States. A detailed study, sponsored by EPA, of the water of ore processing plants took place in 1974 and 1975 and guidelines for these plants will presumably have been published by the time this paper has been presented(1). The action of many of the individual states preceded the EPA in this attempt to regulate the quality of the water discharged from industrial point sources. Even with recycle of tailings water, some water is discharged from tailings dams into the substrata and at least one state is currently preparing guidelines for the quality of water discharged into the substrata.

The Pacific rim countries, comprising more than half the globe, represent a complex mix of developed and developing nations. The area comprises a large segment of the industrialized world. Within its boundaries are also found many of the world's greatest mineral resources largely concentrated in the less developed countries. The conflicting objectives of these developed and developing nations are giving rise to changes in the traditional patterns of world resource development. Powerful political and socio-economic factors affecting the world today are having a great bearing on natural resource developments in the Pacific basin. New forms of partnerships have been emerging in developing nations which have had a great impact on the mining com- munity, lending institutions, as well as political relations. The United States and Japan have been substantially responsible in the past for the development of natural resources in this area of the world. Their role, however, is undergoing significant metamorphosis. The rapidly changing economic and social environment in the developing countries is producing new tensions which affect future collaboration between producers and users of natural resources. To understand current problems, I believe, it is worthwhile to examine historical trends in this area which may help defining alternatives facing us in the future. In modern times the United States was the first country in the Pacific basin to start development of resources on a massive scale. It began with the major exploration of the mineral-rich west of the United States and extended significantly later into Latin America and Australia. In the early 1950's, Japan became a significant

INTRODUCTION The two prior Seeley W. Mudd books on mineral economics devoted their final chapters to themes having to do with the future. In 1932, the last chapter in Mineral Economics8 was "The Future Value of Mineral Property" by J. R. Finlay. Both the first edition (1959) of Economics of the Mineral Industries7 and the slightly revised second edition (1964) closed with "Minerals and Man's Future" by Zay Jeffries. We are not inclined in this third AIME volume on mineral economics to ignore the tradition of the prior volumes. Moreover, it always is fitting and proper to close a book about the mineral industries by examining in a rather general way the challenges and uncertainties that are perpetually strewn in our path as we pick our way into the future. Unlike its predecessor volumes, which were written to acquaint the nonspecialist with the economic characteristics of mineral resources and to provide data about the mineral industries, this edition was also designed with the mineral economics student and practicing specialist in mind. Thus it is anticipated that it will be both a reference as well as suitable for use as a textbook. Consequently, this closing examination of our changing perspectives about mineral resources devotes some space to the past events and current status of mineral economics as a field of study. The fears and forecasts of the past can be a perceptive and usually deflating way to begin an examination of the future. As we look up and down the track of time from the 1975 platform, we find that many of the past views of the future were transient in character, others were imperfect in their prognosis, while others were based on fears that now seemed unfounded. But down through the years some of the observations or expressions of concern have a persistency which perhaps reflects some elemental characteristics of mineral resources. On these "truths" rest our contemporary understanding of the economics of the mineral industries. The uncertainties and priorities for the next 25 or more years, not surprisingly, have a somewhat different mix than those that seemed most compelling to our predecessors in 1932 or 1959. So it is appropriate that we review how the perspective of the mineral economist has changed over the span of a half century. In light of the particular interest of AIME on the role technology must play, it is fitting that we close with some observations on that topic. During 1972-1973, U.S. Steel acquired an existing southern West Virginia high volatile coal mine property including a 150 tph heavy media feldspar jig preparation plant. Expansion of production from the property required an increase in plant capacity to 300 tph, replacement of the feldspar jig with a hydrocyclone circuit, and inclusion of a water clarification thickener system. The rugged and restrictive nature of the terrain adjacent to the plant facility indicated prohibitive construction costs and severe site congestion would be encountered if a conventional water clarification thickener were installed. A high-loading, small-volume thickener, developed initially for the sugar beet industry by the Enviro-Clear Co. of New York, was investigated by U.S. Steel Research for possible coal preparation application, utilizing bench scale and small scale pilot plant evaluation methods. Results of testing at existing U.S. Steel preparation plants indicated predictable successful application of the Enviro-Clear thickener, so a 35-ft-diam unit was installed. The two-phase thickener system, utilizing presettled bottom sludge as a filter-clarification media, has successfully performed since commissioning in April 1973, producing clarified water competitive with conventional thickener systems with freedom from usual thickener operational problems.

INTRODUCTION MacMillan Tungsten is located in northwestern Canada on the border of Yukon and Northwest Territories at a latitude of 63º17' and altitude of 1800 m above sea level. The deposit lies within the Selwyn Mountains 10 km from the Canol Road. It is 660 km by road from Whitehorse, Yukon, and 1325 km by air from Vancouver, British Columbia. MacMil lan Tungsten is a contact metasomatic deposit in gently dipping Lower Paleozoic limestone and limestone breccia adjacent to a Cretaceous quartz monzonite stock. Four tabular tungsten skarn horizons contain total geological reserves of 30 million tons grading 0.9% WO3. DISCOVERY AND HISTORY J.F. Allan, a former AMAX geologist, located mineral claims in September, 1962, to cover the source of scheelite-bearing skarn float found in the headwaters of Cirque Lake Valley. Exploration work on the property conducted mainly between 1968 and 1973, includes geological mapping, 10,500 m of diamond drilling in 73 holes, and 735 m of underground exploration. Mil 1 tests were carried out on a 300 ton bulk sample obtained underground. Preliminary feasibility studies, collection of weather data and a variety of environment studies have been carried out since 1973. Although no production date has been set MacMillan Tungsten will undoubtedly be a major tungsten producer.

A generalized mathematical structure is proposed whereby internal species mass flows within a flotation network are defined uniquely by a matrix of enhancement factors. An element of the enhancement factor matrix is defined as the ratio of the mass flow of that species leaving a given cell in the concentrate to the species mass flow leaving the same cell in the tailings. To predict the enhancement factors, knowledge of flotation kinetics effects is required. Recently experimental data has become available relating to the performance of industrial flotation circuits which indicate that the discrete or discrete-distributed kinetic schemes are capable of reasonably effective simulations. These simulations show the importance of including froth effects. The prediction of performance of networks from small-scale batch tests on flotation streams shows that the model for the froth phase used in the simulations does not scale-up well and that aeration effects are also difficult to predict. The network analysis should be useful in differential flotation of complex ores and it is disappointing-in this context that little information on the kinetics of activation and depression is available.

The Federal Bureau of Mines has developed a leach= electrolysis method for recovering lead from galena (PbS). Flotation concentrate is leached with ferric chloride (FeCl3) solution to obtain lead chloride (PbC12) and elemental sulfur, PbS + 2FeC13 -+ PbC12 + 2FeC12 + Sº. Over 99% of the P~S in the condentrate is converted to PbC12. The leach solution, composed of brine (NaC1) and FeC13, dissolves the PbC12 as it is formed, leaving a residue of elemental sulfur plus gangue. Very pure PbC12 (>99.9%).is crystallized from the leach filtrate on cool- ing and is subsequently electrolyzed in a fused-salt bath to obtain molten lead metal (>99.9% Pb). Spent leach solution (FeC12) is regenerated for further use by reaction with the chlorine obtained in the electrolysis of lead chloride, and other values, such as Ag, Cu, Zn, and Sº, are recovered by additional treatments of the leach solution and leach residue. This paper discusses results and conditions of the leaching and electrolysis operations.

In August 1973, Fluor Utah, Inc. was awarded a contract by the Office of Coal Research (now part of the Energy Research and Development Administration), Department of the Interior, for the examination of the unique problems of large-scale surface coal mining to supply coal conversion complexes. The project consists of two phases: (I) data base development and organization and the formulation of a mathematical computer modeling system for surface mining; and (II) computer manipulation of the data base in accordance with the model to formulate several typical preliminary mine and preparation plant designs. Phase I is scheduled for completion by the end of July 1975 and Phase II is scheduled to be complete by the end of January 1977. This paper briefly discusses the effort for only one aspect of this project-the foundation for geologic modeling developed in Phase I. The Phase I task of geologic modeling can be broken down into two subtasks: (1) identify areas containing sufficient resources of surface-minable coal to support at least one large-scale mining complex, and (2) characterize the coal deposits in these areas for computer storage and retrieval. Identification of Resource Regions The basic production design criteria for large-scale surface mining, as stated in the contract, is the production of 75,000 tpd, or more, of bituminous coal. Based on a constant total Btu delivered to the preparation plant, daily production requirements for the different coals are as follows: Bituminous Coal 75,000 tons Subbituminous Coal 99,500 tons Lignite 143,500 tons Although surface mining on this scale is presently non-existent, it is deemed that future operations, in order to meet the increased energy demands, will have to look forward to much larger scale mining complexes. These tonnage requirements are meant to be used only for the delineation of general areas suitable for large-scale surface mining, termed "Strippable Coal Resource Regions." They were determined largely from the latest complete detailed coal resource estimates of the U.S. Bureau of Mines. Nine strippable coal resource regions, containing over 100 billion tons of strippable coal resources, were identified [(see Fig. 1)]. The delineation of these regions was based entirely upon estimates of surface-minable coal resources and the production design criteria for large-scale surface mining. If surface-mined coal was combined with underground production, or if smaller production rates were specified, then other areas which were omitted here would be included in the regions. Changing the outline of the regions, however, would not add any new mining situations to be studied in Phase II. Chapters 5a, 5b, and 6 discuss the long- run supply of minerals and the characteristics of reserve search and production peculiar to extractive industries. It is now necessary to complete the picture by examining supply and demand in commodity markets to show how mineral prices are determined and how both price and production trends might be predicted over long periods of time. These practical interests can be served best by reviewing first some of the characteristics of the short-run static market models familiar to all readers of elementary economic texts, and then extending the theory to models of a more dynamic nature. It is important at the outset to note that economic theory provides a wide variety of economic models based on varying assumptions concerning the behavior of economic agents, the properties of the goods, the time period considered, and so on. Each variety of model offers certain analytical advantages and suffers certain shortcomings. The art of the applied economist or practioner lies in knowing enough both about the technology and practice of his problem and about theory to select the appropriate models for his analysis. In our approach it will be useful first to consider the role of markets for minerals and mineral products in relation to the efficient determination of what and how goods are produced in the whole economy, i.e., a general system of markets, before getting down to the task of analyzing supply and demand conditions in specific markets. The former study is called general equilibrium analysis, while the latter is called partial. By equilibrium is meant a state of the sys- tem under study in which supply equals demand in each market, and the prices which equilibrate the quantities offered and asked are called equilibrium prices. The tendency of prices to return toward equilibrium values if temporarily displaced, or to converge to new equilibrium values if important new conditions for supply or for demand are placed, defines "stable" equilibrium systems. The short-run describes a period in which adjustments to fixed capital are not made, although variable factors such as labor or materials can be adjusted. The long-run envisions a period in which fixed capital and other such constraints can be adjusted. Thus, it may take a sharp increase in price to bring out additional supply of a factor in the short-run with existing plant, while new capacity might permit additional quantities in the long-run without an increase in supply price.

Recently the U.S. Bureau of Mines has undertaken a research project to develop the mechanical roof pulling technique as a method for evaluating the effectiveness and the comparative advantages and disadvantages of various roof bolting systems for underground coal mines, based on the characteristic responses of bolted mine roofs to a prescribed external loading system. Two preliminary experiments of the test method were conducted in the Bureau's Safety Research Coal Mine (SRCM) at Bruceton, Pa., and further trials are underway. The fundamental concept of the test method, the design of test rigs, and the experimental results are summarized in this progress report.
