THE FRAMEWORK Consider where you, the reader, would place the emphasis m your answer to the following questions on mineral supply. Do you think of the mineral resources of developing countries in terms of the contribution which they can make to world mineral supply or in terms of the contribution they can make to development of the country? Do you look upon developing countries as a source of minerals for world industry or as a potential enormous market for minerals? If you are from a developed country it would be surprising I£ you did not emphasize the first alternative in each case, but it is also possible that simply raising the questions will call for some mental adjustments, because usually we do not think in these terms. If you are among the two-thirds of the world's population which comes from developing countries, you might well emphasize the second alternative. And to a growing extent during the reaming decades of the 20th century this is where emphasis must be placed. Increasing amounts of the world's mineral production come from countries which are in the early stages of development. Mineral consumers of the world look to these regions for continuing supplies of material to help meet their ever-growing needs; the producing countries look to mineral exports as one means of stimulating and financing their economic development-this seems a happy and fortuitous relationship. But due to the complexities of world mineral supply, it is a relationship which is fraught with potential confusion and misunderstanding. That this is so is not surprising when one considers that many of the producing countries are new countries which are urgently trying to find the path along which they can move towards development; that the direction of the path is by no means clear because various theories of economic development, as a planned and deliberate process, are relatively recent in origin and none are well understood; and that the very concept of the less developed countries (LDC's) is a relatively new one. To further complicate the situation there has never been a clear under- standing of the full role which minerals play in economic development, either in the case of those countries which are already classed as developed, or in the case of countries which are in the process of development. Before embarking on an investigation of some aspects of the relationship between minerals and developing countries, it seems wise to establish broad terms of reference, which may not be totally valid but which will at least give an initial direction for a journey with no clearly definable goal. Miike Colliery of Mitsui Coal Mining Company, the biggest and oldest coal mine in Japan, is producing a quarter of the national coal production, about 5.2 million tons of clean coal annually and almost a half of which is now being mined under the "slicing Mining System". The slicing system is a mining method to mine a thick coal seam dividing it into two faces, upper and lower. Its history started nearly 20 years ago. However, the all-around modernization of this system has made little progress up to recent years, while mining methods for single longwall faces has made a remarkable progress together with the improvements in mining machineries, self advancing supports and so on. The reason was that the tremendous difference in adaptabilities of mechanized face equipments existing between the upper and lower faces has made it very difficult to increase the total production capacity of slicing system. After our persistent study for seventeen years, we have recently realized successfully the quite satisfactory slicing system, applying the combination of shield type self advancing supports and double ranging drum cutter at both faces. We are now fully convinced of that the high efficient, quite safe and improved slicing system has been basically established for the present. This paper intends to brief the transition on the combination of self advancing supports and mining machines, its results and further to detail the development of shield type self advancing support for upper face and artificial roof material which shall be the key point to be successful in full mechanization of slicing faces.

In situ extraction for copper, gold and uranium, generally involves several common alternative processes and techniques. These include dump leaching, heap leaching, leaching of fractured ore in-place or bore hole mining and unit operations such as cementation, solvent extraction, ion-exchange or carbon-in-pulp. Since the metallurgical effectiveness and economics of such processes and unit operations are well established, it would be possible to select the optimum alternative for extracting either copper, gold or uranium from their ores using in situ extraction technology. In this paper, efforts have been made to provide metallurgical evaluation as well as capital and operating costs for the various processes and unit operations. Attempts have also been made to utilize the above costs in preparing feasibility studies for in situ extraction of these metals.

The sample under investigation contained approximately 16% BaSO, and was 80% -325 mesh. Established methods for floating barite did not produce concentrates of satisfactory grade or barite recovery because of low barite content and the presence of 6% calcite in the feed. By using a new long-chain sulfosuccinamate collector in combination with relatively high concentrations of sodium silicate, a barite concentrate was produced that would be acceptable as an oil-drilling mud using a simple rougher-cleaner circuit. No desliming of the fine-ground feed was necessary. Barite recovery was over 80% and the concentrate produced had a specific gravity higher than 4.3. During the course of the investigation, a procedure was developed to obtain semiquantitative determinations of barite, calcite, quartz, and feldspar in test samples using an infrared spectrophotometer. Samples were also analyzed in a thermobalance for determination of the calcite content. The use of these instruments made it possible to obtain quick mineralogical assays and proved to be of invaluable assistance in guiding the flotation testing.

In recent years society has become increasingly concerned with maintaining and improving the quality of environment. Thus, public interest and concern with pollution problems is now high. This is reflected in recent federal and state efforts to formulate new legislation to prevent pollution and strengthen existing pollution laws. In reviewing literature pertaining to pollution problems, it is possible to distinguish many common elements. The most outstanding of these is the failure of the market to guarantee that private firms responding to price signals generated in the marketplace will make decisions leading to optimal resource use. Cases of market failure in allocating natural resources according to the wants of society frequently are due to the presence of technical externalities, or side-use effects.59 These roughly and generally can be defined as interdependencies among production and consumption units, the impacts of which are exerted other than through the market. They are, in other words, extra-market relationships. The economic unit generating external effects does not take them into account in decision-making. Thus, the tendency is for the unit to produce either more than society desires or not enough. In such cases society often has intervened in the decision-making process. This intervention frequently has taken the form of legislation to regulate production and consumption activities. Thus, a body of institutions, which acts as a constraint in decision-making processes, has materialized. These institutions are often far more influential in their effect upon resource use than are the forces of supply and demand acting in the marketplace. The problem of environmental pollution is essentially the problem of handling residuals which are the byproduct of all production and consumption activities which take place in the economy.2 These residuals are emitted into the air and water and disposed of on the land. They are interrelated, in that efforts to control emissions into the air or water can result in the production of solid wastes, which then present disposal problems. It is convenient to separate residuals by the type of pollution they cause-air, water, and land while remembering that these problems are related and that solutions may require coordinated effort.1 Residuals may be produced in both production processes and consumption. Residuals produced in production by the mineral industry, or firms utilizing its products, range from emission of sulfur dioxide by steam generating plants to radioactive mill tailings produced in the course of mining uranium.. Residuals associated with consumption are generated mainly through transportation of members of the household, space heating, and in the disposal of solid wastes, including refuse and junk autos. Residuals associated with both production and consumption receive attention in ensuing sections of this chapter.

The conservation of mineral resources as a public policy question has received a great deal of attention in the area of petroleum and practically no attention in other mineral areas, except, of course, soil and water. Some insights into mineral conservation problems and how these problems can be approached in the social decision-making process are significant. THE MEANINGS OF CONSERVATION Conservation means many things to many people .2, 11 Too often it is a label attached to a proposed program or policy to add respectability and to gain public acceptance. It is a term applied to specific resources in some contexts and to resources generally in other contexts. The oft-quoted comment of President William Howard Taft that conservation is something everybody is for, no matter what it means, succinctly illustrates the confusion over both the meaning of the concept and the policies required to implement a conservation program. This confusion goes quite deep and is more than a matter of semantics or emphasis. For example, the efficient exploitation of a mineral deposit which might be applauded as good conservation in terms of that mineral, might well result in destruction of or harm to the environment which might be viewed as bad conservation. Economics provides some tools to help solve this sort of problem, but there may be fundamental differences in value systems among groups in this society, so that ultimately society must collectively make a subjective political choice as to what is good or bad conservation policy.a An Economic Definition of Conservation The economic concepts of conservation have more relevance and are more easily applied to minerals than to many other natural resources. This does not mean that economics goes all the way in understanding mineral conservation, but at least it provides a framework for analysis which later can be altered to include noneconomic variables. Perhaps the greatest confusion in discussing mineral conservation arises in attempting to relate purely physical concepts with economic concepts. An economist is interested in maximizing or conserving values; he is not interested in maximum physical recovery or utilization. He wants to know the costs and benefits of using, or not using, resources. The economic theory of mineral-resource conservation can be labeled variously as the theory of exhaustion, the theory of resource exploitation, the theory of resource utilization, or simply as a special case of the broad theory of capital.4,28 Consideration of these labels illuminates the concerns of the econo-

In the Kennecott Converter Smelting process (KCS), copper concentrate pellets are smelted and converted to high-grade matte in a modified Peirce-Smith converter using oxygen-enriched air and fuel. A high-grade matte bath is produced and maintained in the converter. Periodically, the slag layer is skimmed, slowly cooled, and its copper content is recovered by milling. Ladles of matte are transferred and finished to blister copper in another converter. The gases from the Kennecott Converter contain the SO2 products of the smelting and converting processes and can be treated in an acid plant, eliminating the problem of low-concentration gases associated with the operation of the reverberatory furnace. Pilot tests at Utah Copper Division were followed by a full-scale prototype converter test at the Chino Mines Division of Kennecott Copper Corporation. The concepts of the process and the results of this campaign are presented.

While the light metals are recognized generally as a distinct group in technical literature, economic classifications and data usually still treat them as part of the nonferrous group of metals. However, the economic characteristics of the light metals also differ markedly from those of other nonferrous metals. The distinctiveness of the light metals, as, a group and individually, becomes evident when their growth, since World War II is compared with that of other metals, as in Table 14.3.1. The growth of light-metals production has been much sharper than that of other metals. A weighted average for the light metals shows an increase of 112% during the 1958 to 1968 period. This compares with a 62% increase in the "All Primary Metals" component of the Federal Reserve Board Index of Industrial Production. The contrast was even sharper during the next six years (1968-1974), with light metals production up another 50% as against a 21 % increase in the FRB Primary Metals production index. The most important reason, however, for considering light metals separately is the trend and pace of technological change and not their distinctive statistics. Technology both creates and demands increasingly sophisticated materials. As technology advances and as all the world makes more extensive use of advanced technology, the importance of the light metals is likely to accelerate rapidly. There may be a profound clue to the future in the fact that light metals were predominant among the materials used in the construction of the Apollo 11 spacecraft. In determining what materials to use for the spacecraft and its equipment, the National Aeronautics and Space Administration (NASA) has explained that it did not look to "some of the more exotic metals" and relied instead on "generally proven materials." Accordingly, it apparently used a wide variety of metals, including precious metals, rare earths, special steels, copper, and light metals. What seems particularly significant is that, in seeking performance, NASA relied as heavily as it did on the light metals. Materials breakdown estimates show that aluminum accounted for over 75% of the materials used, titanium for another 5%, and magnesium was also used. Thus, light metals accounted for over 80%' of the materials used for the Apollo 11 spacecraft. The light metals are also unique in their availability. They rank high in abundance among the elements in the earth's crust. Aluminum is the third most abundant element, after oxygen and silicon, with magnesium ranking eighth, and titanium ninth. Among the structural metals, aluminum is the most abundant in the earth's crust, iron is second, magnesium third, and titanium fourth. INTRODUCTION In May, 1966, the General Services Administration (GSA) announced a program to encourage additional domestic production of copper in the interest of national security. Upon learning of the copper production expansion program, Duval Corporation entered into negotiations with GSA for development of the Sierrita copper-molybdenum property under the program. Agreements between the GSA and Duval Sierrita Corporation, a wholly owned subsidiary of Duval Corporation, were concluded in 1967, with the Sierrita Concentrator beginning operation in 1970 at a designed capacity of 72,000 STPD. Subsequent additions and modifications have expanded capacity to 90,000 STPD. This property, located approximately 20 miles south of Tucson, Arizona, represents an investment including working capital of about $200 million. These funds were provided from an $83 million loan from GSA, repayable in copper valued at 38 cents per pound, $48.75 million of bank loans subject to U. S. Flotation plant simulation, a relatively recent methodology in mineral processing, is defined and corresponding uses are discussed. Typical simulation structures are compared. Current problem areas exist although these are not insurmountable. Following a brief state of the art discussion, the N. I. M. simulation program is reviewed. In general, digital plant simulation is expected to be of substantial benefit in the near future.

A prolonged grinding of sulphide ores in steel mills appears harmful to flotation recovery and selectivity whenever xanthates are used as collectors. Particles finer than about 10µm show a pronounced decrease in floatability. A supposition was made that the cause of the reduction in floatability of ground sulphides is the presence of metallic iron abraded during grinding and deposited on the ground particles. Electro- chemical measurements were made of mixed potentials developed by different sulphide-mineral electrodes (galena, chalcopyrite, pyrite, marmatite, pyrrhotite) in xanthate solutions, without a direct con- tact or in contact with a metallic iron electrode. These measurements showed that without a galvanic contact between the sulphide and the iron, the values of mixed potentials were in the vicinity of the xanthate/dixanthogen redox potential. When contact with iron was established, the mixed potentials shifted towards the more negative reducing or cathodic values. The shift was greater the higher was the ratio of the surface areas: iron electrode to sulphide electrode. Further, the shift in mixed potentials was greater the more reducing were the conditions on the sulphide electrode. Chemical analysis of reaction products produced on the surfaces of sulphides and in the bulk solution showed that less thiosulphate was formed in all of the sulphide-xanthate systems and that more elemental sulphur was detectable on the pyrite and marmatite surfaces. Adsorption of xanthate parallels the amount of thiosulphate formed with which xanthate is exchanged by metathesis. If the supply of oxygen is limited, the demand for oxygen by the abraded metallic iron competes with that by the valuable sulphide, resulting ultimately in poorer hydrophobicity. If excessive amounts of pyrite or pyrrhotite are present as well, the conditions are so reducing that there is little adsorption of xanthate ions on the valuable sulphides to make them hydrophobic and floatable. The presence of increased quantities of sulphur on pyrite or marmatite is responsible for a non-selective flotation. Flotation tests on synthetic mixtures with and without metallic iron powder in the feed confirmed the above conclusions from electrochemical and chemical measurements.

The C. E. Weed concentrator treats 51,000 tons per day of 0.5% to 0.7% copper ore received from the Berkeley Pit, the Continental East Pit and the Butte underground mines. Improved operating techniques and conversion from semi-autogenous secondary grinding to ball milling have increased tonnage from an original design of 42,000 tpd. Separate treatment of sands and slimes, with recovery of soluble copper from the slimes, has increased total copper recovery. Concentrator tailings are pumped 600 vertical feet and 20,000 horizontal feet for disposal.

Basic procedures in the mining industry have changed only slightly over the centuries since metals and fossil fuels became an essential part of man's economic and cultural life. Mining techniques of the 20th century bear a close resemblance to those of the ancients: exploration, ore breakage and removal, hoisting, and processing. The great advances, however, have been in equipment and machinery of greater size and speed which allow greater efficiency in each of these operations, with a corresponding reduction in manpower requirements. Yesteryear production was measured in pounds per man-day; today a giant and complex, but highly efficient, continuous mining machine can remove as much as eight tons of material a minute from the coal face. If our energy and metal demands of the future are to be met, and at this time it can be assumed that coal will continue to supply a significant part of the energy demand, other dramatic and spectacular technologic advances must be accomplished. Along with mechanization, however, public policy will require the industry to place greater emphasis on health and safety protection, as has been well demonstrated by recent actions of Congress. Together, fossil fuels and metals formed the basis for the industrial revolution-coal to develop power and metals to transform power into useful energy. Strangely enough, however, the mining industry the world over has lagged behind the continuous social changes brought on by the industrial revolution, such as preventive health and industrial hygiene services, and other programs directed to the well-being of the worker. In some countries this resistance, to change may have led in part to the nationalization of the coal industry. Whether this disinclination to social change in the industry of the United States reflects managerial attitudes, inept labor leadership, government neglect, or economic relationship would be the subject of an interesting study. Doubtless the mores of miners and their resistance to change, as well as their geographic isolation from other industrial groups, may have had a strong influence on these factors. In every major coal mining country the accident rate in the coal industry is substantially higher than other industrial groups, and the cost of pneumoconiosis compensation in some countries is greater than the combined costs for all other occupational diseases from all other industries. The high social cost of occupational accidents and diseases may have been a factor in the closing of the industry in at least two countries. Despite diminishing manpower needs, the industry is faced with critical manpower shortages. Miners once reared their sons to be miners; now it appears that the opposite is true. The zinc-lead blast furnace process has been installed by two smelters in Japan. In 1966 a unit was commissioned at Harima in Hyogo prefecture by Sumitomo Metal Mining Co. Ltd. and in 1969 a consortium of other Japanese zinc and lead smelters completed their unit at Hachinohe in Aomori prefecture, managed by Mitsui Mining & Smelting Go. Ltd. , the major shareholders. The special characteristics of these two plants are described with particular emphasis on their location and operation. Reference is also made to the processing of a wide range of raw materials, including residues from other processes. Both plants pay scrupulous attention to plant and environmental hygiene to meet the high standards set by the local prefectural governments; the ways in which this has been achieved are discussed. General performance data on each furnace is included, showing that this pyrometallurgical process is supplying 16% of Japan's zinc and refined lead consumption. Owing to the traffic jam in collection, and transportation of wastes, the air- and water- pollution in incineration plants, and the sanitary trouble in reclaimed land, it seems that the defective existing system of the solid waste treatment in Japan can not follow the change in quality and the increase in quantity of solid wastes. Under these situations, the objective of the municipal solid waste treatment must be to actualize the pollution-free system for environmental protection and the resources recovery system for resource- and energy- saving. From this point of view, AIST of Japan is now engaged in the research and development of the resources recovery system from municipal solid wastes. This paper reports on the outline of the development of resources recovery technology in Japan, including the AIST's project on this matter.

Porphyry copper deposits in the southwestern Pacific region differ in some points of geologic features from those of the United States. The deposits distribute along old or active island arcs and are generally younger in age (1-16 m.y. B.P.). In Japan, however, no typical porphyry copper deposits are yet reported, though the geological situation of Japanese islands is similar to that of the southwestern Pacific. Fluid inclusions in some porphyry copper deposits In the southwestern Pacific region and those in igneous rocks genetically related to the ore deposits In Japan have been studied, and the genesis of ore-forming fluids from igneous rocks are discussed. From the results, the possibility of finding porphyry copper-type mineralization in Japan are considered.

The Smelter Control Research Association, Inc. (SCRA) was established in 1971 by domestic primary copper producers to investigate processes for removal of sulfur oxides and particulates from copper reverberatory furnace stack gases. The Association maintains a continuing review of developments related to sulfur oxide and particulate control technology, and conducts pilot-plant-investigations of scrubbing processes with feed streams of copper reverberatory furnace off-gases. In its first year of operation, SCRA reviewed over 100 processes proposed for sulfur dioxide removal. As could be anticipated, the frequency of receipt of proposals relating to improvements in sulfur, dioxide control technology has now declined. However, the number of such proposals still being received indicates continuing research on both wet and dry scrubbing systems, and indicates a widespread awareness, of shortcomings of proposed control. Despite the fact that an almost unbelievable number of processes has been proposed for sulfur dioxide control, few have progressed beyond the conceptual stage, and only a limited few have been subjected to thorough pilot-scale evaluation. The most extensive pilot-scale and demonstration-scale investigations have been. devoted to the so-called throwaway processes employing limestone or lime slurry scrubbing. This work has, in turn, for the most part been on utility plant stack gases, containing from 500 to 3,000 ppm sulfur dioxide.
