We would like to thank Mr. Mandolesi for his informative paper on rails from strand cast steel. The chemical and structural properties of the strand cast steel were of particular interest to us. We would like to supplement his excellent report with some of Inland's findings from our Caster with submerged nozzles and strands reduced in line from 7" x 7" to 5-5/8" square cross section. Inland has conducted extensive segregation studies on AISI 1049 steel - Fine Grain 0.50% carbon and 0.75% manganese. Based on approximately 80 heats, our normal segregation pattern results in analyses of .49% carbon in the center, and 0.50% carbon at the midway and edge position. The sulfur analysis averages .025% in the center, .027% midway, and .026% at the edge. Note the slight negative segregation between the center and midway position. This steel, being lower carbon and probably cast nearer the liquidus, resulted in less segregation than the 0.80% carbon rail steel.

Sound design of structures founded in or upon rock requires that the deformability of each rock member involved be characterized. This can be done by means of loading tests (plate bearing, flat jacks, borehole jacks, pressure chambers, etc.) or through convergence measurements (tunnel convergence, roof sag, etc.) in exploratory works. Analysis of data will be qualitative (degree of nonlinearity, creep behavior, scattering of results over a number of sites, etc.) and quantitative (modulus of elasticity or deformation). Some of these tests involve a very bulky apparatus and are expensive to perform. On the other hand, for the purpose of mapping and describing the various rock members which occur within a given site, many feet of diamond drill holes are frequently completed. Even with the optimum equipment and expert drillers, however, quantitative characterization of the rock units on the basis of tests on returned samples is apt to be misleading; the softer and weaker components of the rock tend to be lost and the fabric of the rock block- fracture system in situ is not sampled. Laboratory moduli of elasticity have proved to be consistently higher than in-situ values selected for engineering purposes. This led to the design of instruments which would operate in boreholes, combining the advantages of a reduced size and a deeper investigation, from the surface to several tens of feet. Sanitary land filling has become one of the most widely used methods of disposing of solid refuse. A principal concern of regulatory agencies and the public itself is that landfill operations do not degrade the physical environment, including water resources, and the ground-water reservoir in particular. Knowledge of ground-water and engineering geology can guide landfill operations into suitable terranes or develop measures to compensate for natural limitations at a particular site. Experience and research in Illinois suggest four activities relating to landfill disposal that warrant attention by geologists and engineers: (1) regional delineation of favorable and unfavorable hydrogeologic conditions to facilitate planning and preliminary screening of potential landfill sites; (2) site evaluations, with considerations of geologic materials, topography, water levels, flow systems, and local occurrence and use of water resources; (3) research on aspects of the hydrogeologic environment that control effects of, or are modified by, landfills; and (4) formulation of practices in the siting, construction, and operation of landfills that prevent, mitigate, or isolate deleterious effects. The first two activities are basically in the domain of earth science, requiring the application of fundamental concepts of geology and hydrology and conventional site-exploration methods. The third activity, research, requires contributions from geology as well as other disciplines, including soil physics, sanitary engineering, and chemistry. The fourth calls for policy decisions by regulatory agencies and elected officials, using the contributions of scientists and engineers. Throughout history, man has disposed of unwanted materials by dumping. As urbanization has increased, haphazard dumping practices have given way to disposal under more controlled conditions because of increasing congestion of population and production of waste and greater concern for public health and environmental amenities. Many states and communities have already outlawed open dumping and open burning of refuse. The only practical methods of disposal of large volumes of refuse, therefore, are contained, high-temperature incineration, or burial in a sanitary landfill. In Illinois, regulation of solid waste disposal has been delegated to the Environmental Protection Agency. Each session of the legislature since 1965 has passed increasingly strict laws regulating waste diposal. As a result, the work of evaluating sanitary landfill sites has increased significantly for both the Department of Public Health, now the Environmental Protection Agency, and the Illinois State Geological Survey, which advises the Agency on matters of ground-water geology and pollution. In fact, our ground-water staff spends as much time on studies relating to waste disposal, primarily sanitary landfills, as on ground-water resource studies. Many other geological agencies are experiencing similar demands for increased assistance in solving waste-disposal problems. This paper summarizes some of the salient features of the sanitary landfill concept, describes activities of the Illinois Geological Survey in ground-water and engineering geology relating to landfills, and suggests policies that need consideration. A sanitary landfill is located and operated in such a way that vermin and pests, nuisances, and degradation of air and water are kept at acceptable levels. Some of the physical requirements of a sanitary landfill are all-weather roads for year-round access, fences to retain blowing paper, a daily cover of at least six inches of suitable earth material, and a final cover of at least 2 ft of earth material. Dumping into or adjacent to standing water generally is not allowed. Two common operating techniques are used. In the first, trenches are dug, the refuse is placed in them, and the earth removed from the trenches is used to cover the waste. In the second method, area fill, refuse is placed in low ground and covered with earth from adjacent high areas. The hydrology of the site is a prime consideration in locating sanitary landfills. Putrescible refuse, if saturated above field capacity, produces a leachate that usually has a high concentration of dissolved solids.2 As the leachate also acts as an agent for transporting bacterial pollutants, it constitutes a potential pollution hazard. To reduce the production of leachates, the topography of the landfill area should be such that surface water will not flow into or through the fill. Operations that will result in refuse disposal below or near the highest known water-table elevation may be required to take corrective or preventive measures to protect the ground water. In practice, under humid conditions such as prevail in Illinois, locations where disposal can take place above the water table are relatively few because surficial materials are commonly fine-grained, which permits slow gravity drainage and results in high degrees of saturation (100% moisture content) near the surface. At some sites, although disposal has taken place above the water table, ground-water mounds have developed, resulting in permanent saturation of the refuse. Studies of the adsorption of dialkyldithiocarbamates at the surfaces of galena and sphalerite have shown that characteristic contact angles are obtained at galena surfaces in the 7-10 pH range, whereas lower angles are obtained at unactivated sphalerite surfaces even at pH 71 Further, the angles at sphalerite surfaces progressively decrease with increase in pH. However, when sphalerite is activated with cupric sulfate, characteristic contact angles are obtained at pH 7 and beyond. This shows that galena and sphalerite can be selectively floated with dithiocarbamate collectors at pH 7 and beyond. Experimental Materials Ore: The lead-zinc ore for the present study was obtained through the courtesy of the Geological Survey of India from Dariba, Udaipur, Rajasthan, India. The average ore analyzed 15.5% lead, 11.6% zinc, 6.7% iron, 15.6% sulfur and 36.6% acid insolubles. The ore was crushed in a Denver laboratory rod mill and sieved in a Denver automatic sieve shaker to obtain a -200- to +250-mesh (Tyler standard) fraction. This particular size was chosen because it was conducive to good liberation of sulfide minerals, both from one another and from gangue minerals. Collectors: Dimethyl, diethyl, diisopropyl and diisobutyl dithiocarbamates were prepared and purified by the methods described by Klopping and Van der Kerk.2 A freshly prepared 0.03% dithiocarbamate solution in distilled water was used for flotation studies. Frother: A 0.03% solution of pine oil in ethyl alcohol was employed. Activator: 7.3 g of cupric sulfate pentahydrate were dissolved in 1 1 of water and used for the activation of sphalerite. Depressant: 16.0 g of zinc sulfate heptahydrate were dissolved in 1 1 of water and used for the depression of sphalerite.

INTRODUCTION Mount Isa Mines Limited operates a major mining complex at Mount Isa in northwest Queensland, Australia. The location is arid and remote, some 600 miles distant from the nearest port of Townsville on the eastern coast (Fig. I). Current mine production is 6 million long tons per annum comprising 3.8 million tons of copper ore and 2.2 million tons of silver-lead-zinc ore. Copper ore production is scheduled to increase to 5.8 million long tons per annum by 1973 and a new silver-lead-zinc mine is being developed at Hilton, 13 miles north of Mount Isa. The Mount Isa and Hilton orebodies occur in a single stratigraphic member, termed the Urquhart Shale. This shale is conformable with several other sedimentary formations striking north-south and dipping approximately 65º west. The silver-lead-zinc orebodies occur in bands conformable with the shale bedding and tend to be of tabular shape, varying in width from a few feet to nearly 200 ft. The copper orebodies occur in breccia bodies, locally known as "silica-dolomite", within the Urquhart Shale and tend to be more irregular and massive with widths up to several hundred feet. The detailed geology is described by Bennett (1 2). At present, production comes almost entirely from underground operations with only about 25,000 tons per year of carbonate ore from open pit operations. The mining method used in the copper orebodies is sublevel open stoping with pillar recovery by pillar blast before stope filling or by sublevel caving after stope filling. A large primary sublevel caving operation was also carried out until recently in one of the orebodies. The wider lead orebodies are mined by sublevel open stoping, with or without pillar recovery, while cut and fill stoping is used in the narrower orebodies. Details of the mining methods are given by Davies (3). The company's interest in open pit mining stems from a large open pit which was mined out in 1965 and a further large open pit planned for future production. In addition, the company is currently evaluating several large ore deposits in Australia and New Guinea. All of these orebodies would be mined by open pit methods and rock mechanics studies of slope stability are now a standard feature of all open pit evaluations.

Rock bolts are commonly used to support and stabilize the rock around excavated openings. The assumption is made that the less competent rock near the surface can be supported by bolting it to more competent rock away from the surface. Naturally, a rock bolt can be no more effective than its anchoring mechanism which induces a stress field into the surrounding rock. Details of various types of bolts have been described e1sewhere.l The purpose of the present investigation is to study the stress distribution around an expansion-type rock bolt anchor, using the theory of elasticity. The elastic stress distribution provides some insight into the behavior of rock bolt anchors which may eventually lead to improved designs. Very little information is available on the induced stress field which is rather complex; consequently, photoelastic techniques have been used to obtain a qualitative picture of the stress ditribution.2 The present work provides quantitative information on the stress field induced by an idealized distribution of surface tractions, provided that the assumptions of the linear theory of elasticity are approximately satisfied. FORMULATION OF THE PROBLEM Consider an elastic region which extends to infinity and contains a circular cylindrical hole as shown in Fig. 1. The Kalengwa mine, situated in a remote area of Zambia in Central Africa, has presented some unique problems to the planners engaged in developing the deposit. This small, high grade copper deposit contains some 1,688,000 tons of ore at a grade of 9.3% contained copper. Of this 362,000 tons is classified as high grade ore at 27.2% Cu, the coarse fraction of which can be fed directly to converters; 733,000 is classed as intermediate grade ore averaging 6.3% Cu, and 593,000 tons classed as low grade ore containing 2.1% Cu. The geology of the deposit and the establishment of the mining operation is fully described. A concentrator is being built at Kalengwa to treat the high grade fine product, intermediate, and low grade ore, whilst the coarse high grade ore will be trucked to the Copperbelt smelters for direct smelting. Details of metallurgical processing are given. The decision to truck the coarse high grade ore to the smelters on the Copperbelt necessitated the construction of a new 200-mile road, the setting up of a fleet of heavy ore transport trucks and associated equipment. The remoteness of the area from established communication facilities on the Copperbelt necessitated the provision of radio communications between Kalengwa and the head office at Kalulushi, and the establishment of a regular mine air service. The paper also describes the training of an unsophisticated local population in the operation of heavy plant and machinery, the establishment of the township, and the provision of health services.

In recent years, with the advent of new steelmaking procedures, the emphasis has turned away from conventional teeming and has been directed toward continuous casting. This paper points out the fact that there are still new methods being considered to decrease the problems and costs associated with conventional teeming. Although Inland has had no experience with the repair of mold lugs, we do find some problem with damaged ears associated with mechanically capped steel. When pouring bottle tops, any crane movement or leak from the pouring nozzle may result in steel over the top of the mold which, in turn, may result in the shearing of the mold lugs during stripping. Recent back pouring practices increase the chances of this occurring. At Inland's steelmaking shops, we have tried to combat this problem by various methods such as burning the steel from around the top of the mold at the pouring stand with oxy-gas torches. Last year, No. 4 BOF began a conversion from round to elliptically shaped bottle top caps. This change has greatly reduced the chance of splashing due to crane swing by increasing the dimension in the direction on normal swing. The answer to this particular problem is, however, tighter control of pouring performance. We are presently engaged in a process of re-education of personnel and experimentation with different materials and designs of nozzles, heads, and sleeves to help us achieve our goal.

The importance of understanding the phenomena associated with rock fracture has long been fully appreciated in rock mechanics. This is clearly apparent from the special attention paid to rock fracture in the comprehensive papers published within the past four years. These papers present a picture of how the knowledge of brittle fracture of rock was gradually enriched and also show that what was often taken for granted three or four years ago is no longer considered as valid today.

In any discussion of steel pouring too often refractories quality assumes a high level of importance. Unfortunately when one considers the many and varied conditions to which pouring refractories are exposed, it is difficult to isolate the true role of refractories quality alone. Some of the more important, yet often overlooked, variable conditions bearing on pouring performance are heat size, tap time and temperature, steel chemistry, ladle additions, ladle height and preheat, mechanical conditions of the pouring mechanism, hot top or non hot topped ingots and, ingot size, which determine total number of shutoffs, direct or tundish pouring, ingot filling rates, metallurgical demands, etc, etc. These considerations apply for either conventional or slide gate pouring of ingots and, to a large extent, even strand casting. In any event probably the most significant factor on pouring performance in any individual shop is what is considered an "OK" pour. We find considerable variance in this qualification, not only between Republic Steel meltshops, but throughout the industry. Therefore, it is a worthless exercise to draw comparisons attributable to refractories quality alone, except for similar conditions in a single shop.

The design of a tailings dam is a geotechnical engineering project of considerable scope. For the design, it is necessary to establish the engineering properties of the soil or rock strata which will support the dam and the tailings or other fill which will be used to construct the dam. The various field and laboratory investigations which are necessary to obtain the required design parameters are discussed in the paper and the use of these parameters to compute stability, settlement, and seepage are considered. The designer of a tailings dam can never assume an absolute knowledge of the properties of the foundation strata. Further, initial design assumptions are often approximate, particularly with regard to the distribution of pore pressures through and beneath the dam. Thus, the installation of performance monitoring instruments is recommended, since data obtained from such instrumentation can be used to check the stability of the structure both during construction and after its completion.

Gary Works No. 1 BOP Shop is a three furnace shop which went into operation December, 1965. The heat size is over 200 tons, with a substantial percentage of the production used to feed a Continuous Slab Caster. Vessels are driven by a shaft mounted bull gear and main housing utilizing eight 35 HP flange mounted motors and primary gear reducers. Torque absorption is controlled by two spring actuated torque arms. At 1:00 p.m. on Thursday, August 6, 1970, as "E" furnace was being turned down for a preliminary test, the drive side trunnion bearing failed. The furnace dropped slightly and shifted several inches north in the direction of the drive unit. The decision was made to tap the heat which was done without incident and the vessel uprighted. No attempt was made to completely drain the slag from the vessel, so as to avoid any further damage to the trunnion shaft bearing surface. The bearing failure occurred approximately four years and eight months after start up of the shop. Unfortunately ?M? furnace had gone down for a normal reline two days prior to the bearing failure, leaving the shop with only one operating furnace.

Airborne geochemistry became a reality with the advent of a high-sensitivity air¬borne gamma ray spectrometer with large volume NAI(Tl) crystal detectors. The high-sensitivity spectrometer measures small variations in the concentration of potassium (as Ks°), thorium (as Tl308) and uranium (as Bi.214) along the flight lines in the area surveyed. Hydrothermal dispersion patterns are indicated by anomalous measured values of the concentrations of potassium, thorium, uranium, or their ratios. In two recent Australian survey areas, copper mineralization was located along favorable structures within hydrothermal dispersion patterns delineated by airborne geochemical surveys. In metamorphic terrane where there had been po¬tassium metasomatism, the hydrothermal dispersion patterns were indicated by high potassium/uranium ratios (K40/Bi). In a sedimentary environment that had been intruded by a stock, the path of hydrothermal fluids was indicated by uranium (Bi214), thorium (TV'), and uranium/ thorium (Bi214/Tl208) ratios.

Our shop started up in April of 1969, and during its 8th month of operation produced over 300,000 tons. Production continued to increase, and by January of 1970 tonnage rates significantly above 300,000 tons per month were being realized. Ours is a three vessel shop, producing 200 ton heats, with a normal grade breakdown indicating more than one half semi-killed carbon steel, with the balance distributed over rimmed and capped steel, alloy steel, killed carbon, and special killed drawing quality steel. The recent christening of a continuous billet caster has dictated that close to a quarter of our liquid steel be delivered to the caster.

Through close cooperation with geophysical and geological test work by Texas Gulf Sulphur Co. in Beaufort County, the Asheville Minerals Research Laboratory assisted in the evaluation of North Carolina's most valuable mineral resource, the Pungo River phosphate deposit. After a core evaluation study, the flotation process for the concentration of North Carolina phosphate was demonstrated in a 500-lb per hr pilot plant in Asheville. Tonnage samples of phosphate concentrate were produced for customer evaluation in the United States, Europe, and the Far East. Plans for a larger pilot plant to be erected at the plant site at Lee Creek were prepared for TGS. The larger pilot plant was operated by TGS in conjunction with a test dredging operation which led to the adoption of a dragline dry mining method to move 90,000 tpd of material for the production of 10,000 tpd of phosphate concentrate in the all-flotation phosphate concentrator. Calcining, dry grinding, and byproduct studies complimented the construction of one of the world's largest and most modern fertilizer raw-feed complexes on the eastern North Carolina seaboard.

Though resistance to flow offered by mine airways supported with timber sets has been an object of study over the last half century, no accurate relation has yet been established from which prediction of the resistance coefficient of a projected timbered airway can be made. Zenofontowa et al. developed an empirical relation, but this relation has not been found to satisfactorily correlate experimental data obtained by Sales and Hinsley. This led the author to develop a set of simple theoretical relations between the resistance coefficient of timbered airways and the various parameters affecting it, such as the type and spacing of sets as well as the shape and size of members forming the set. Experiments were designed with the help of a laboratory model airway to verify the validity of the relations developed. With the experiments conducted so far with 4, 3 and 1-piece sets of 3.4 x 3.4, 2..5 x 2.5, and 4.5 X 4.5-cm square-section timbers in a 45.8 x 38-cm model airway, the theoretical relations have been shown to hold.

The influence of reduction roasting and thermal shock on the grindability of a refractory low-grade Michigan iron ore was examined in bench-scale tests. The quantitative effects of the various treatments were evaluated at three sieve levels, 48, 100, and 400 mesh, with ball-mill-grindability and work-index parameters as response indicators. Data from the testing program were statistically analyzed to isolate the effects of cooling rate, roasting temperature, mesh level, and ore chemical condition. All four variables were found to have an important influence on the grindability of the treated ore. Ore chemical condition and roasting temperature had the most pronounced effects.

Drawing largely on desulfurizing practices which have been developing abroad in the last several years, this paper will cover the main ways in which producing steels with low sulfur provides appreciable benefits -- beginning with improvements in ingot processing and carrying over into improved product properties, in particular cleanliness, formability, notch toughness and weldahility. Because the raw materials and fuels used in steelmaking are sources of sulfur and the removal of this element is difficult, sulfur has tended to be accepted as an unavoidable incidental contaminant of steel. Although it was early recognized that sulfur significantly affects several mechanical properties, the main concern was with its effect on hot shortness. Concentrating on countering this effect, operators have traditionally added manganese in sufficient multiples of the sulfur content to form manganese sulfide and thus avoid iron sulfide formation, the assumption being that the steel would then be acceptable in terms of both processing and mechanical properties.

Distribution of hypogene iron oxides may be useful in prospecting the Montezuma district, central Colorado, for certain metals, some of which have not been mined or sought in the district. The depletion of accessory magnetite in fresh rocks of the Montezuma stock identifies sources of ore minerals for the pneumatolytic metals, locates probable areas of possible contact-pneumatolytic deposits, and, in the altered rocks of the stock, identifies rock through which hydrothermal ore fluids have passed. Specularite veins are located in structures through which pneumatolytic ore fluids have passed and thus indicate optimal areas for prospecting. The presence of unusual amounts of vicarious metals such as bismuth, mercury, tin, and tungsten serves to identify magnetite and specularite that were involved in the pnematolytic ore process.

During the past few years the combination of continuous billet casting with in-line reduction has been studied and several machines have been built with this capability included in the design parameters. (1,2,3,4,5) In-line reduction and continuous casting in combination are obvious and attractive. As pinch rolls are already in place for the continuous casting operation, it can be readily seen that a redesign of the mechanical and electrical equipment of the pinch rolls is all that is necessary to have in-line rolling. There have been numerous in-line reduction experiments conducted by simply increasing the pinch roll pressure on existing machines. (6,7,8,9) These generally failed to produce quality billets and often resulted in internal metallurgical defects (Figure 1).
