The motives behind the organization of the Bureau of Safety were twofold. First, there was the policy of the company toward its employees, which was one of fairness and consideration for their welfare and which entails the prevention of injuries; second, in order to prevent injuries, a study of their causes was essential, and this study could be made only by a thorough systematic classification of accidents, which required a special department to form and carry out the plans. The Bureau of Safety was organized to begin operation Jan. 1, 1914, hut practically all of the first year was spent in collecting data, making plans, etc. This department is semi-independent of others and reports directly to the president and general manager. It consists of the president of the company and the managers of the following departments: Mines, Washoe Reduction Works, Great Falls Reduction Works, Coal department, lumber department, B. A. & P. railway; and the chairman of the Bureau of Safety. Working under this group is the General Safety Committee consisting of the manager of mines, as chairman, the general superintendent, two assistant general superintendents, and the heads of the following departments: mechanical, geological, purchasing, sampling works, and framing plant; and also the safety engineer. Operating under the General Safety Committee are the group safety committees, consisting of the Anaconda group of mines, Boston & Montana group of mines, zinc group of mines, Washoe reduction works at Anaconda, B. & M. reduction works at Great Falls, coal department, lumber department and the R. A. & P. railway. Each of these group safety committces was in charge of the superintendent or manager of the group represented and the committee consisted of the foremen of the mine's or works that the committee served, as well as the safety engineer. An extensive swamp covers a large part of the town-site of Norway and adjacent laud. Through this swamp run two parallel oreformations. In the north one is the Aragon mine. The south one passes into the swamp on the Harrison property. On the edge of the swamp, about 1000 feet from the Aragon mine, a diamond drill, in the fall of 1889, located the ore-bearing formation and a probable ore-body. To explore further and develop this ore, the Penn Iron Mining Company proposed, in the spring of 1890, to sink a shaft. The drill had shown the depth of the glacial drift to be more than 60 feet. A test-pit near the location of the proposed shaft had struck, at a depth of 20 feet, an amount of water which a 200gallon pump was unable to lower. At the Aragon, a few years before, a shaft had been sunk to hard pan with great difficulty and many delays by the usual method of driving laths. IN A STATEMENT summarizing general conditions in the Federated American Engineering Societies, the executive secretary, L. W. Wallace, expresses the belief that the Federation has made substantial progress. At the annual meeting of the American Engineering Council, to be held in Washington Jan. 5 and 6, this progress will be shown by reports covering activities in many fields. "Unquestionably," says Mr. Wallace, "the Federa¬tion has made favorable and permanent contacts in Washington. Through the, activities of Congress and of the new Federal administration. we have had the opportunity to render some really constructive service. We feel, however, that the great body of engineers are not adequately informed of the organization of the Federation, of its aims and purposes and of its activities.

H ORACE VAUGHN WINCHELL was born at Galesburg, Michigan, Nov. 1, 1865, and died at Los Angeles, California, on July 28th of this year, at the age of fifty-seven. Mr. Winchell was one of the conspicuous geologists of his time. It may fairly be said that he was a geologist born and reared. His father, N. H. Winchell, was professor of geology at the University of Minnesota; his uncle, Alexander Winchell, was professor of geology at the University of Michigan. Under both of them Horace studied, graduat-ing at the University of Michigan in 1889. Mr. Winchell at once began that active life in the field which he followed for 34 years and until his death. The first years of his professional life were largely spent in the study of the iron ranges of Min-nesota. In 1898, he re-moved to Butte and became geologist in charge of the geological depart-ment of the Anaconda Copper Mining Co. and allied companies. There he remained for eight years. This period covered the trying days of the mining controversies be-tween the Anaconda and associated companies and the Heinze interests, and it fell to Mr. Winchell to direct the geological studies and development in connec-tion with that litigation. Recognizing the importance of careful geological study in the practical operation of mines, he organized and developed the splendid geological department of the Anaconda Copper Mining Co. This was one of his greatest contributions to the mining industry. Probably no mining company has attached the impor-tance to geological study and continuity of geological mapping in connection with mining operations that the Anaconda company has. It has given broad authority to its geological department and the development of its mines is under the direction of its geologists. The broad vision of Mr. Winchell was responsible for the adoption of this policy, one which is being profitably employed by many other organizations.

Bosqui, has completely revised the book. Its comprehensive picture of ore dressing and hydrometallurgical methods are of importance to mining engineers and operators throughout the entire field. Operating data and methods, flowsheets, testing procedures, and many miscellaneous methods of extracting bullion are given. The book is divided into two sections, the first discussing principal unit processes involved in gold and silver recovery, and the second describing with flow diagrams a number of typical treatment plants selected from the more important gold and silver mining areas in various parts of the world. International Conference on Coal Preparation in Paris. English Language edition of transactions.-The transactions of the recent conference in Paris will be presented in the form of 6 issues of the revue de l'Industrie Minerale, and may be purchased for 3000 francs per set. About 60 papers were presented at the meeting, covering a wide range of interesting subjects. Report of Secretary TO THE BOARD OF DIRECTORS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen -I herewith present a report of some of the more important activities of the Institute for the year of 1922. The outstanding feature of the year is the optimism felt by our members despite the continued depression in the mining industry. January 1, 1921, found many of our members out of employment or drifting into other industries to tide them over the depression; but almost universally the feeling has been that this was but a temporary condition and that sooner or later the necessary production of raw materials would enable these members to return to their former activities and renew their participation in Institute affairs As the year passed conditions improved and, before it ended, many had found employment in their previous occupations. Bearing in mind that this depression has been very real, we have reason to be well satisfied with the work that the Institute has been able to do The loss of members through inability to pay dues has been large, and income has been correspondingly reduced, but it proved to be materially in excess of that anticipated early in the year, so that a substantial and unanticipated balance was carried forward toward the activities of 1923.

Meeting of April 24, 1914.-President Thayer announced the appointment of the Committee on Safety and Sanitation. The Committee on Nominations for officers for 1915 was appointed, as follows: William J. Cox, Chairman; H. Poster Bain, Joseph Daniels, Charles E. Mills, R. V. Norris, E. Gybbon Spilsbury, and Herbert A. Wheeler. The request of twenty residents of Salt Lake City and vicinity for permission to establish the Utah-Nevada Local Section was granted and R. C. Gemmell was appointed Chairman of the Committee on Organization. The following resolution was adopted: Resolved: That under authority of Article V, Section 7, of the Constitution, a special Committee be and hereby is appointed, to consist of the President and six other members of the Institute, to be named by him, Who shall be authorized to appear before the proper authorities at Washington and urge that Mining Engineers be appointed upon the proposed Commission for revision of the Federal Mining Laws. Further Resolved: That the activities of this special Committee be restricted to the authority given in this resolution.

In response to Dr. Ledoux's paper, a large number of metallurgical establishments and individual assayers expressed their willingness to co-operate in the plan he proposed. The necessary samples were prepared as follows : Matte.—A car-load of matte was put through a Blake crusher, then automatically subdivided into tenths by a Taylor and Brunton sampler, and one-tenth passed through Cornish rolls and through a 12-mesh screen. This was again subdivided by an automatic sampler into tenths, and a final tenth, representing 1 per cent. of the original lot, was finished by hand-sampling on an iron floor until 100 pounds remained. This was pulverized to pass a 40-mesh screen and then thoroughly mixed and divided in the presence of my assistant for distribution to the parties co-operating. Copper Borings.—These were taken from a lot of anodes, the dip-samples from several batches having been united, remelted and cast into a plate, which was proved by assay to be of uniform quality in its different parts. Borings from this plate were intimately mixed and divided in the presence of my assistant. Samples were sent out November 1,1894, with the following letter: New York City, November 1, 1894. Samples of matte and copper (about I pound each) carefully prepared in the presence of my assistant and sealed with his seal as below, are sent you by express for assay and report according to the plan of Dr. Ledoux. It is difficult to understand why they did it. It was a demonstration of total commitment which sent chills of mixed admiration and fear up and down your spine. The scene was the bodega in Section A, 2660 Level on the 12 to 8 shift. The jefe was patiently waiting for the tea leaves to settle in a large metal cup. His attention was distracted by the appearance of a miner who had a problem. The long and short of it was that the miner believed the branch raise he was driving was unsafe and he wanted the jefe to come and see it. After lunch the jefe went around. First cautiously shining his light to peer up the raise from outside the chute, he then scrambled inside and swiftly climbed the cribs to the face. No question, it was hairy; about 4 crib sets were needed to catch up to the face. The unsupported raise was slabbing. It didn't take the jefe more than a few seconds to ascertain this situation and to slide back down. As he came out of the chute, a small avalanche arrived on his heels and provided a sort of exclamation point to his order; "cerrado!" In other words, shut 'er down.

DORSEY HAGER, Tulsa, Okla.-I have been asked why the Dexter region is dry. I would like to know myself. I drilled two dry wells on that same anticline which has production to, the east and west and south and north. That same anticline has seven domes that have been drilled and only three have proven productive out of the seven. In other words, you have one well-defined anticline with seven domes along its length, all mappable, all checked carefully, and only three of those seven have produced. Now why the others did not produce, I do not know. L. L. HUTCHISON, Tulsa, Okla.-There is no appreciable difference in the character or structure of the sands? DORSEY HAGER.-NO, I have never .been able to see any appreciable difference in the sands where we got production and Where we did not get it. I will say that the deepest wells we drilled, in the vicinity of Dexter, had no sands at the point where they got the production farther north. I. N. -KNAPP, Ardmore, Pa.-I first went to the Kansas-Oklahoma field in 1895 and occasionally thereafter until 1899, when I began drilling; for oil. I started close to wells that were producing gas and which, when drilling, lead made good oil showings in a sand above the gas. I thought these showings were good enough evidence of an oil pool for me without looking for any anticline and I made a paying development in what' I was afterward told by geologists was probably a synclinal trough. If I remember correctly Dr. Orton's report on the lola gas pool (about 1898) he distinctly said that he found no evidence of anticlinal structure and concluded from the records of a large number of wells that there, was a terraced structure of the productive gas sands, of which there were no surface indications.

IN making comparisons of steel industries, one country with another, the convenient common denominator is annual capacity to make raw steel in the form of ingots. It is always necessary, however, to remember that there are different methods of figuring such capacity. For most countries no official figures on capacity are available, and the only authentic data on production are now six or eight years old. But in spite of those limitations on the accuracy of statistical comparisons, any flaws in the figures are probably not serious enough to alter materially the larger conclusions which may be drawn from them.

The depression of dithiophosphate by phosphate was investigated by correlating radiotagging measurements of competition in sorption with measurements of flotation. Competition in sorption was as complex as the sorption of the individual ions, thus strengthening the conclusion that more than one process was involved in the interaction of the ions with galena. The depression of flotation was chiefly a result of reducing the amount of dithiophosphate sorbed.

If you live in the East, or the Middle West and your interest has been in coal rather than metal mining, the chances are that your young hopeful will be urged to do almost anything else rather than follow in father's footsteps.

THE absence of paraffin and other oil hydrocarbons in the soil, although they are concentrated in extensive deposits in some localities, the common distribution of plant remains through many formations that .are not productive for oil, and many other factors, seem to indicate the existence of an intermediate organic compound between the complex plant compounds and the petroleum hydrocarbons; and much evidence points to the humus acids or associated organic compounds, which are probably collected by surface waters and concentrated in certain areas by means of precipitation by electrolytes, which would be contained in sea water or possibly in various inland seas or lakes. PRESENT-DAY EVIDENCE There are many present-day evidences of the association of petroleum with humus acids. Binney, in 1912, made observations without explanations on the peat mosses of Down Holland, England, where he found petroleum being formed by decomposition, in the presence of an infiltration of sea water. The analysis of a typical peat will show its relationship to the humus acids under consideration. SAMPLE 'No. 1, SAMPLE NO. 2, PER CENT. PER CENT. Haseman and others have noted the association of asphalt and hydrocarbons with the swampy, boggy areas, particularly adjacent to the sea.

The University of Illinois, by Prof. H. H. Stock, professor of mining engineering, sent out to its mining students a long letter urging them to attend a Chicago meeting of the Institute. It stated that the University Council authorized the remission of the registration fee for sophomore, junior and senior mining engineers who would attend the meetings and present a written account of the sessions and excursions attended. Young engineers are rarely flushed at the beginning of their careers but if they ever expect to amount to anything at the end of 10-years-they are going to regret that they have not long been a member of the Insti-tute. So that the slogan "Do it now" is snore than particularly appli-cable in their cases and nothing will better indicate to them the scope of the Institute's work and the advantages which they are to get from mem-bership than attendance at one of the big meetings of the Institute and the preparation of a written report on the sessions and excursions attended to be returned to the University.

The Institute has prepared a list of Societies' publications, magazines, . etc., which were duplicates and were discarded at the time of the consolidation of the libraries of the three Founder Societies. These books will be disposed of about March 1, 1916 by the Board of Directors of the Institute through the Library Committee. If, meanwhile, members who have incomplete sets of these books, or for any other reason desire to secure some of them, they are asked to communicate immediately with the Secretary, as this is in unusual opportunity to secure books at a very low price.
