Probability theory is a broad field of study in itself, and can only be touched on here in order to provide the necessary back- ground for a more complete understanding of statistical analysis. Probability is concerned with the outcome of random events. It had its beginnings in the theory of games of chance which were of great interest to European mathematicians during the last half of the 17th century. The conservation of mineral resources as a public policy question has received a great deal of attention in the area of petroleum and practically no attention in other mineral areas, except, of course, soil and water. Some insights into mineral conservation problems and how these problems can be approached in the social decision-making process are significant. THE MEANINGS OF CONSERVATION Conservation means many things to many people .2, 11 Too often it is a label attached to a proposed program or policy to add respectability and to gain public acceptance. It is a term applied to specific resources in some contexts and to resources generally in other contexts. The oft-quoted comment of President William Howard Taft that conservation is something everybody is for, no matter what it means, succinctly illustrates the confusion over both the meaning of the concept and the policies required to implement a conservation program. This confusion goes quite deep and is more than a matter of semantics or emphasis. For example, the efficient exploitation of a mineral deposit which might be applauded as good conservation in terms of that mineral, might well result in destruction of or harm to the environment which might be viewed as bad conservation. Economics provides some tools to help solve this sort of problem, but there may be fundamental differences in value systems among groups in this society, so that ultimately society must collectively make a subjective political choice as to what is good or bad conservation policy.a An Economic Definition of Conservation The economic concepts of conservation have more relevance and are more easily applied to minerals than to many other natural resources. This does not mean that economics goes all the way in understanding mineral conservation, but at least it provides a framework for analysis which later can be altered to include noneconomic variables. Perhaps the greatest confusion in discussing mineral conservation arises in attempting to relate purely physical concepts with economic concepts. An economist is interested in maximizing or conserving values; he is not interested in maximum physical recovery or utilization. He wants to know the costs and benefits of using, or not using, resources. The economic theory of mineral-resource conservation can be labeled variously as the theory of exhaustion, the theory of resource exploitation, the theory of resource utilization, or simply as a special case of the broad theory of capital.4,28 Consideration of these labels illuminates the concerns of the econo-

FRom time to time metal-mine engineers have inquired why anthracitc mines and their preparators are rarely operated on the two or three-shift basis. The subject may be approached as affecting: labor, development, the underground workers, the preparator, the outside workers, capital, the supply account, power consumption, the storage of coal over various shifts, railroad car supply, and the market. Labor From the start, the adoption of a plan of three full-shift operations in a day would cause difficulty with the colliery employees, for they have never worked on that plan and would show their resentment by suspending work. Even if they could be induced to work according to this schedule they would not be as efficient, for they would be working more or less unwillingly at hours at which they are accustomed to rest. Operation on a three-shift basis would necessitate triple manning of each working place, and dissensions would arise between the men, for each shift would claim that the preceding shift had taken undue advantage and had not left as favorable conditions as it had found. To obviate these disputes it might be [necessary to let out the work to a contractor, who would hire his helpers to mine out the chamber, or breast. The state mining law requires that a miner be put in charge of each working place. To conform with this provision he would have to hire three helpers and two miners to mine the breast. The labor unions have been trying to abolish the subcontractor in mine work and any method of working that would cause his return, however innocent in purpose, would result in labor disturbances. It might be possible to form partnerships of three miners working a place together, but these men would be quite likely to have frequent dissensions as to the proportion of work performed by each shift. The eleven mines of the United States Coal and Coke Co. in the Pocahontas coal field are situated in McDowell County, W. Va., which is a mountainous region. The valleys rarely exceed 200 ft. (60 m.) in width, the hillsides slope from 25°to 33°, and the tops, from 600 to 900 ft. above the valleys, carry practically no level land. At least 80 per cent. of the area is covered with timber. All the workings are drift mines; and while the average grades of the seams worked are ample for drainage, local dips and swamps necessitate the use of a large number of local pumps or of numerous drainage ditches to keep the mines free from water during heavy rains. The water handled in any mine is not great, compared with the coal output, and usually causes little trouble except during extremely wet periods. In new workings, the water encountered, except in rare cases, is trifling; it is only after rib drawing has started and the surface has been broken that water troubles begin. The strata overlying the coal are sandstone, shales, and slates; as the soil is thin and sandy, it does not tend to puddle and stop the cracks, which remain open for a long time. As mining progresses and the robbed area increases, the broken area becomes larger, increasing the openings into the mined territory. The cover over the robbed portions of the mines varies from 30 to 750 ft. (9 to 228 m.). When the ground is saturated, considerable water finds its way into the mines the day after a heavy rainfall and for three or four days it tends to fill the low places, wash the tracks, etc. and unless from three to four times as many pumps are installed as are normally needed, considerable output is lost. In most cases the water will flow from the mines, and the obvious solution is to provide drainage ditches of ample size to carry the maximum flow expected, so that the inflow will have no opportunity to flood the working places. Laying out the drainage headings on the proper average grades was an easy matter but where blasting was necessary to provide uniform grades, as was frequently the case, it was important that the maximum flow to be expected and the size of ditches to be provided should be known so that only rock work necessary to provide proper drainage

AT A MEETING of the Shareholders of the Russo-Asiatic Cons. Ltd., in London, Oct. 23, 1922, LESLIE URQUHART, chairman of the com- pany made the following statement:* I come now to our recent negotiations with the Soviet Government and to the agreement which has resulted from them. You will remember that the conference at The Hague broke up without having achieved anything very definite. It was not, however, a failure. It elicited from M. Litvinoff an offer which will, I think, come to be regarded as a milestone in the progress of Russia from a ruinous and unpracticable Communism towards a modified form of capitalism. The offer made by M. Litvinoff at The Hague amounted in effect to this: that in return for political recognition on our part the Soviet Government would first acknowl-edge its liability for Russia's national foreign debts, and, secondly, would give the original foreign owners of property in Russia effective compensation. A very great advance that. It showed-and there have been many other signs to confirm it-how real and persistent has been the internal evolution of Russia during the past year from Marxism to the economics of the Western world. I will not now detain you with the reasons why M. Litvinoff's highly promising and significant offer came to nothing. The fact that it had been made and the further fact that The Hague Conference had separated indefinitely were the important things. The first fact seemed to indicate that the Soviet rulers, after all, proved to be people with whom one could do business. The second fact rather emphatically showed that the way to do business with them was not by unwieldy poly-glot conferences of ministers, officials and experts representing a few dozen different governments and a few dozen different sets of national interests. That method had been tried at Genoa. It was tried again at The Hague. Each time it failed, and having failed it left the road clear for a simpler and more direct approach.

A multistage mixer-settler extractor described in earlier hydrodynamic studies was simulated on a computer. A mass transfer mechanism was derived based on a pseudo distribution constant and a pseudo first-order rate constant. The constants were adjusted to give the proper output concentrations and proper form of the stage-wise concentrations. The results obtained by computer simulation of start-up conditions show very good agreement with experimental data. A second simulation was constructed which demonstrated that the model can be greatly simplified and still yield good results.

Current theories of fracture maintain that brittle materials contain flaws or regions of weakness at which fracture originates. Whether a particular flaw grows depends upon the stress distribution in its vicinity and upon the presence of other stress relieving mechanisms capable of absorbing the applied energy. The situation in the United States, at the present time, regarding the supply of manganese ores and alloys of manganese is one of great seriousness and is likely to become increasingly so while the European war continues. The two principal iron-manganese alloys, ferromanganese and splegel-eisen, are indispensable in steel manufacture, being used extensively in the Bessemer and open-hearth processes. Spiegeleisen, the lower alloy, contains between 15 and 25 per cent., and ferromanganese, the higher alloy, between 60 and 80 per cent., of manganese. Besides manganese the alloys contain iron and carbon. On the market ferromanganese is usually quoted on the basis of 80 per cent. manganese, and spiegeleisen on the basis of 20 per cent. manganese. The consumption of ferromanganese has been increasing during recent years at the expense of spiegeleisen, because larger quantities of the latter must be used to accomplish the same purpose with the result that the amount of carbon introduced with it into the molten metal is frequently injuriously great. Manganese ore proper, in the form of manganese dioxide, is used extensively in many chemical industries, especially for oxidizing purposes. It is also used for the manufacture of both wet and dry electric cells and in the manufacture of paints and dyes. The manganese ore used in this country has been derived hitherto from three principal sources: Southern Russia, Southern British India and East Central Brazil. The following tables show the quantity of manganese ore imported from these countries, and (for comparison) the domestic production, during 1912, 1913 and 1914. The imported manganese ore has been used largely in the manufacture of iron-manganese alloys and in addition large quantities of the alloys themselves have been imported, chiefly from Great Britain, Germany and other European countries.

Auburn Dam will be a thin, double-curvature concrete arch dam about 685 ft high. With a crest length of about 4000 ft, it will be the world's longest single-arch dam. The site is located on the North Fork of the American River about 40 miles northeast of Sacramento, Calif. Construction is scheduled to get under way in 1970. In planning for the design and construction of Auburn Dam (see artist's conception), the foundation material, with its various discontinuities, is being investigated and the structural characteristics of the rock mass evaluated. The investigation and testing programs will aid in defining the pertinent geologic features and their individual and cumulative influence on the foundation. The work includes geologic surface mapping, surface trenching, core drilling, geophysics, tunneling, excavating shafts and raises, performing in-situ tests, and conducting laboratory tests on core and block samples. Competent amphibolite is the predominant material in the foundation, but significant bodies of chloritic, talcose, and metasedimentary rocks, a strongly developed jointing pattern, faults, and shear zones also affect the deformability of the rock mass. A comprehensive rock mechanics program, closely coordinated with geologic investigations as well as the engineering studies, therefore is required The rock mechanics work is a combination of many analytical studies and experimental investigations. The experimental work includes laboratory tests on core samples from holes drilled for geological studies of the entire foundation and in-situ tests performed in selected areas. The laboratory testing program evaluates the general properties of all important rock types and aids in correlating many of the key structural features encountered within the foundation. GEOLOGY is of service to man in two general ways according to Heinrich Ries in The Scientific Month-ly. The first of these is in exploring and evaluating the mineral resources on which industry and civiliza-tion are built, and the second is the application of geo-logic principles to various lines of human activity, such as engineering, agriculture, chemistry, etc. Both of these are phases of economic or applied geology, but neither could be developed before geology as a pure science was more or less firmly established, and in this process it freely acknowledges its indebted-ness to some of its older sister sciences such as chem-istry, physics, botany and zoology. Chemistry and geology are mutually helpful. Various chemical industries consume large quantities of raw mineral products, but since these vary in their purity and composition, it is important for the chemist to be familiar with the irregularities of composition which the different types may show, because he is often called upon to pass judgment on new sources of supply. Here geology helps the chemist. On the other hand, the laws of physical chemistry which the chemist has worked. out are of great assistance to the geologist in explaining many geologic processes.

The response of beryl to sulfonate flotation was examined. The dependence of flotation recovery on sulfonate concentration, pH, and the absence or presence of various ions is also demonstrated. The response of quartz and feldspar to sulfonate flotation at various values of pH is given to. show the conditions necessary for selective separation. Finally, beryl was successfully concentrated from a natural ore using a technique devised from experimental observations on systems of pure minerals. With the possible exception of quartz, the flotation characteristics of silicate minerals are rather poorly understood. This is due in part to the com- plexity of the mineral systems themselves and in part to an insufficient amount of flotation data. The complexity of the systems arises from the wide range of chemical composition that the silicate minerals can assume. This is reflected in the variability of such physical properties as hardness and cleavage. Although the chemical composition of silicate minerals can vary considerably, a general grouping can be accomplished conveniently on the basis of the assemblage of SiO4 tetrahedra in all the silicates. That is, it has been shown that six basic groups can be obtained, depending on the arrangement of oxygen sharing between adjacent silicon atoms (or substituted aluminum). When all four oxygen atoms are shared, a framework structure such as quartz or feldspar is obtained. When three oxygens are shared, infinite sheets are obtained as in the micas and clays. The key to the successful use of any tool, more than anything else, depends upon proper application assignment. To achieve this, the individual having such machine responsibility must maintain fresh knowledge of technical improvements that broaden machine uses. 8.3-1. Tractor Shovel. This type machine is available in a wide range of sizes mounted either on crawler tracks or rubber-tired wheels, with both two-wheel and four-wheel drive. The original concept in both crawler and rubber mounting was that of an attachment to be added to a tractor already in existence. This served as an important expedient for the introduction of the tool, but the basic tractor proved to be inadequately designed for the additional loads. In spite of these structural inadequencies, customer acceptance generated sufficient revenue that further development could be financed for product improvement. The evolution of the product is continuing in many ways-including engines, drive line components, tires, hydraulic pumps, hydraulic valves, structural steel, etc. With each improvement, the operating capability of the machine is extended. This is resulting in the rubber-tired, four-wheel-drive concept making an invasion of the job applications that were formerly considered suitable only for crawler-track mounted machines. Both rubber- and crawler-mounted tractor shovels have invaded the market of small excavator shovels. Larger tractor shovels are challenging the larger size excavators. It is important that each job application be carefully considered so that the proper machine is put in operation. The performance varies widely in operating cost, production efficiency, and job flexibility. Factors to be considered in equipment selection are: 1. Nature of material to be moved 3.
