This paper presents the results of experiments in the treatnient of the gold-bearing ores of the Pis Pis district, near the Atlantic coast of Nicaragua, C. A. Up to the present time, the methods in use in this section of the country for the extraction of the values from the ores have been of the crudest, and the waste has been criminal in its enormity. The transportation of heavy machinery being difficult and costly, recourse has been had to flimsy and inadequate installations, involving great wastes in operation. In some places $15 ore is considered the lowest workable grade. One mine that came under my observation had a 7-ft. vein of $23 ore when examined for purchase; it has been running for years and is now deeply in debt. The future metallurgy of these ores must depend upon chemical, mechanical, and economical considerations—the last being, of course, a resultant of the two former, discussed in the light of prevailing or realizable commercial and industrial conditions. I. Chemical. The ores consist principally of quartz, carrying galena, pyrite, marcasite, and chalcopyrite, and occasionally magnetite, hematite, pyromorphite, and sphalerite, in which minerals the gold lies. The quartz veins occur between malls of andesite, " porphyry," or dioritic rocks, occasionally limestone and dacite. Often the dacite itself is heavily ribbed and filled with auriferous quartz, and is mined as ore. INTRODUCTION Interest in multicommodity stabilization schemes has increased recently for several reasons, a most important one being the experienced wide swings in primary commodity prices. These prices rose sharply between mid - 1972 and end - 1974 giving commodity exporting countries an opportunity to gain sizeable increases in export earnings. But since then, prices have tumbled and these countries are searching for a means to stabilize if not to increase their earnings. While this problem is particularly serious for developing countries, the developed countries are concerned about the impending upward price swing, which would increase inflation before recovery from the world recession is assured. As a direct consequence of the emergency meeting of the U.N. General Assembly devoted to commodity problems in April of 1974, interest has been renewed in the Keynesian (4) plan for an international multicommodity buffer stock program. In particular, UNCTAD (8) is designing an integrated commodity scheme to be discussed within that body. In terms of approaches that have appeared in designing such a program, none exist which relate to the interpretation of the independence and interdependence of prices of the commodities of interest. Typical criteria for selecting commodities for the scheme have included their importance in world trade, their particular origin from developing countries, and their feasibility for storage. But the financial management of a multicommodity buffer stock requires a consideration of commodity prices, yields, and risks as does as any portfolio of assets. The coal industry was beset with work stoppages and strikes throughout the year, and there was some loss in markets to oil and gas. These conditions, along with the mild decline in industrial activity, the steel strike, and the reduction in exports, contributed to an unfavorable year for the industry. All coal mines are working three days a week at the time of writing, and in estimating production for the year, it will be assumed that the mines will continue to work on that basis through December. Total production of bituminous coal in 1949 is estimated at 420 million tons, which is 179,518,229 tons under the production in 1948. Anthracite production is expected to reach 39,400,000 tons as compared with 57,139,948 tolls in 1948, a loss of 17,739,948 tons. After surveying the beneficiation techniques in the Florida phosphate field, it is apparent that optimum beneficiation of this ore is a difficult task. Due to continually changing grade, size distribution and basic nature of the ore, there appears to be no universal technique nor a single reagent entirely satisfactory for achieving optimum metallurgy under these dynamic conditions. Although no major change in the basic flow sheet has been made in the last 20 years, there have been many refinements of the process in recent years which have helped increase production, improve recovery, lower unit cost of operation and make the beneficiation of lower grade deposits economically feasible. Among the significant changes is the use of larger plants and equipment which has helped to increase production significantly. The use of cyclones has facilitated and reduced the cost of slimes removal in these large plants. There have also been several new approaches to the flotation of coarse phosphate that are mentioned in the text of this paper. Lastly, significant improvements have also taken place in the area of flotation reagents.

Cost and price inflation and financial gearing through loans are characteristic of modern resources projects. Conventional discounted cash flow and 1P.R analyses, in real terms, and without financing, have inadequacies which can yield misleading results. The degree of improvement in value for project equity owners is limited to the value of the additional tax benefit accorded through the financing instrument used. Debt financing may be low in price and value, but its priority means that the equity owners assume a higher risk, thereby increasing the cost, or price, of their capital. The cost of equity capital, or investment hurdle rate, is related to the Capital Asset Pricing Model. Distortions do occur, with inflation, due to depreciation effects, which can cause the adoption of misleading project rate of return or hurdle rate criteria. Secretary's Note.—Mr. Bramwell was born in 1846, at Liverpool, England, his father being English, and his mother American, of Scotch ancestry. Brought to the United States in early childhood, he was educated at the public schools and graduated from the College of the City of New York. He subsequently studied his profession as a mining engineer at the Royal School of Mines, Berlin, Prussia, and was for a short time in the service of the Prussian government at Konigs hutte. Returning to this country in 1871, he was employed during succeeding years as mining engineer, chemist, and manager at various fnrnaces and iron works in Pennsylvania and the Southern States until, in 1883, he became actively engaged in the development of the Flat-Top coal-field of southwestern Virginia, in which region the town of Bramwell was named after him, in recognition of his services as a pioneer of the great industry which he did so much to promote. After prolonged and fluctuating ill-health, he died, July 13, 1894, at Paris, France. At the opening session of the Bridgeport meeting, the Secretary announced his death, and Mr. Pechin, being called upon, made the remarks reported below.— R. W. R. Widely as Joseph Herbert Bramwell was known, I. think I knew him somewhat better than any one else. After finishing his studies abroad, he came to this country, a very young man, seeking an engagement. This was about the beginning of 1871, as I remem ber, and I was then trying to make iron at Dunbar, at the foot of the Allegheny mountains, in Fayette county, Pa. His engaging manner and charming personnel, combined with his letters of intro duction, made me more than satisfied in securing his services as my chemist. At the outset we lived a sort of pioneer life, and for many months he was practically a member of my family, and the affection then formed remained unbroken to his dying day. I vividly recall the circular of April, 1871, signed by Eckley B. Coxe, R. P. Rothwell and Martin Coryell suggesting a meeting at Wilkes-Barre, Pa., for the purpose of forming the American Institute of Mining Engineers. At the last moment, prevented from going, I sent Bramwell; and I am more than glad that his name appears among those whose sagacity established an Institute that has become illustrious by reason of its numbers, the character of its members, its invaluable papers and its enormous influence for good

Introduction THE winning of zinc and lead ores from the comparatively shallow deposits of the Joplin district, presents, few such problems for the mining engineer as are encountered in deep ore mining and in the handling of complex ores. However, for those who are interested in the origin and nature of ore deposits in general, there is much here to investigate, and upon studies in this direction will depend in no small measure the future of an industry that has produced during the year 1916, in southwest Missouri, lead and zinc ores to the value of $26,319,383; adding $46,022,164 to the metallic wealth of the nation. Including the adjacent mines in Ottawa County, Oklahoma, and Cherokee County, Kansas, which are, really continuations of the Joplin district, the total value of ores produced reached the sums of $34,089,503, and that of the metals, $58,927,941.1 The ores produced in the Joplin district are remarkable on account of their almost uniformly high" metal content in both lead and zinc. Their superiority in this regard is unparalleled, and is doubtless clue to certain geological conditions that are now possibly explicable, provided that the artesian circulation = ascension hypothesis of the origin of the ore deposits is proven beyond question to be the only tenable explanation of the facts. These, as well as other valuable zinc-ore deposits, are bound to he exhausted in time, for ordinary mining purposes, acid it concerns the mining engineer that the conditions under which ores of this character were actually deposited in the form in which they occur, may, if possible, be ascertained, in order that he may learn where to look for similar deposits in other regions, or even how to reproduce artificially such condi-

The curve of Fig. 3 for pyrite requires modification. There 11% a range of pH values from 6.2 to 7.8 for which no cyanide is required to prevent contact. From 7.8 to 11.3 a small amount of cyanide is required, with a sharp maximum of 20 mg. per liter at pH=9.6. The mistake arose from considering too few solution compositions (17 were considered) in constructing the curve. Subsequent work with other collectors indicates that the corrected curve is typical for such systems; it illustrates the further development of the dip in the pyrite curve of Fig. 5.

HOW often have those who make mining a career said that, "mining is different"? This kind of feeling often expresses itself in talking shop with men of other industries. And there is no doubt about it; mining is different. There are different marketing problems, different production problems, and we certainly have different personnel problems, to cite but a few. Mining people have recently been discovering though, that many of their problems are not unique to mining. They are beginning, in fact, to find that many of them are dead ringers for problems that other industries have had to face and solve years ahead of mining.

Selecting efficient machinery for an underground mining operation is a highly skilled art that still depends largely on human judgment and experience. In a coal mine, for example, there is no better way to predict the results of operating with a cutting machine or a continuous miner than to go underground with a sharp-pointed miner's pick. The trained eye can detect the depth of point penetration, cleavage planes, roof and floor strata, and many other conditions impossible to determine in a laboratory. Even so, however, an entirely new set of conditions may lie unexposed just a few feet behind the solid face. The candid truth of the matter is that practically nothing is known of the phenomenon of extracting a mineral from a solid. Consequently, the selection of mineral extraction machinery and systems must be based on results obtained elsewhere under apparently similar conditions. A recent study of the problem of equipment and system analysis was conducted in the coal mining regions of West Virginia. This state was chosen for study because it afforded representative sampling. The 172 coal mines investigated ecompassed seam heights ranging from less than 30 in. to over 84 in. and covered virtually all known coal mining conditions except two. The exceptions are the extreme pitch of coal seams in the western United States and British Columbia and the "bumps" encountered in the Rocky Mountains. Both of these extreme conditions are worthy of individual study.

IN the early days of mining in the Anthracite field, only the thicker and better seams of coal were mined, because of the limited mining and coal-cleaning facilities, therefore many of the thinner and less productive seams were permitted to remain unmined. With improvements in mining methods, the introduction of modem preparation plants, and the increased market demand for small-size coal, the thinner and more laminated seams have now become assets. In many instances these seams overlie the mined-out beds of the thicker and better seams, from which all recoverable coal was removed by the conventional breast-and-pillar method of mining. Some collieries in certain sections of the Anthracite field are now relying on these thinner and laminated seams. For the purpose of illustration, a large area in the Hickory Swamp-Ridge Basin of the western middle coal field has been selected, where as early as 1898 the No. 4, or Little Buck Mountain, seam was mined and pillars removed. The No. 5, or Buck Mountain, seam lying on a comparatively light pitch and with intervening strata of but 55 ft. of rock was not mined until 1935. Farther east, in the same basin the Nos. 8 and 9 seams, which are two splits of the Mammoth seam, have been mined and robbed and the workings have been abandoned since 1896. The overlying No. 9 ¾ seam, or the upper split of the Mammoth, and the No. 9 ¾ or 4-ft. seam remained virgin, with only an interval of 50 ft. of rock separating them, and with 40 to 50 ft. of rock strata separating the No. 9 ½ seam from the completely mined area of the Nos. 8 and 9 seams. These seams lie on a pitch of 45° on the south side of the basin and on 75° on the north side of the basin. Mining has been carried on in the 9 ½ and 9 ¾ seams for 3 years on both dips of the basin, for a distance of 3500 ft. In some sections the overlying strata of the thicker seams previously mined have settled without any apparent breaks in the upper strata, as indications have shown in the top split of the Mammoth; while in other areas the roof and bottom of this top split of the Mammoth have settled unevenly, thereby causing the bottom and roof to break into blocks. In attempting to mine over a large area of the No. 5 or Buck Mountain seam, a similar settlement has been encountered; the roof of the seam has been broken and a considerable amount of timbering has been necessary in order to make the mining of the seam possible. The conventional breast-and-pillar method, using shaker conveyors, has been used in the No. 5 seam, and a slant-breast method in the mining of Nos. 9 ½ and 9 ¾ seams. At the close of the Bethlehem Meeting, the writer was experimenting with large fuel-charges, 4000 Ibs. basis, as compared with 2000 Ibs., hot had not made sufficient progress to draw any safe conclusions. Previously me had always used 2000 Ibs. fuel, the ore-burden being proportioned to this as a basis. I could never persuade myself that there was any advantage to be derived from following the more popular method of larger fuel-charges. Our men were accustomed to the old way of filling ; and we did not care to run the risk of the errors likely to follow any alteration in routine work, particulary as I could not, by my course of reasoning, discover ally compensating gain. Nevertheless, after reading Mr. Gordon's discussion of Mr. Birkinbine's paper, '' Operations of Warwick Furnace from August 27th, 1880, to September 1st, 1885" (Transactions, xiv., 833), I determined to test by actual experiment the value of large fuel-charges : the change was made in the week commencing March 28th, 1886, and continued until July 25th, about four months. The fuel and ores remained during the trial the same as had been used before, and have been used since. For the first two weeks, the furnace worked with great regularity, giving excellent results, exceeding those of the two weeks immediately preceding. But for my remembrance that the furnace had on former occasions worked with equal uniformity for longer periods without any apparent reason, I should doubtless have concluded that this improvement was due to the different method of filling and congratulated myself that a means had at last been found to prevent inconvenient "dirt" accumulations. Before abjuring my previous skepticism, however, I resolved to pursue the trial further. The fourth meek developed the peculiar conditions that had prevailed previous to the change; and these continued with more or less frequency during May, June and July. At last, finding no improvement over the smaller charges—no change in fact for better or for worse—I commenced filling the 2000 lbs. fuel-charge in the latter part of July, and have continued it up to present writing, September 4th.

, The solution of the housing and sanitation problem in mining communities, keeping in view both economic and humanitarian aspects, demands the best thought of the management of such enterprises. Upon the solution depend the health and comfort of the employee and his family, and as a consequence his contentment and efficiency. The following description covcrs briefly the methods installed for Witherbee, Sherman & Co. The operation of the system has been for about two years under the direct supervision of T. A. Hammond, Land Agent, and I am indebted to him for a compilation of the results. Sanitation The sanitary service covers 238 tenements. The installation cost was about $22 per tenement, as follows: Privy, $15; privy box, $3; proportion of incinerator cost, $2; garbage can, $2. The operating cost is $1 per month for each tenement. In considering the installation of an ordinary village system of water supply and sewerage two difficulties were encountered: First, lack of a sufficient quantity of water; there is no stream large enough, as Mineville is situated very close to the divide between the Lake Champlain and Hudson River watersheds. A storage reservoir was tried, but the only location available, among glacial hills, would not hold water. Second, the expense of digging ditches for the distribution of water and sewer pipes is so great as to be prohibitive; Mineville is built chiefly in a valley covered in the bottom with drift, in this case a combination of boulders and hard pan. Digging in this material costs 80c. to $1 per cubic yard, and pipes must be placed 41/2 ft. down to be below frost. The houses are scattered along 4 miles of streets, the oldest having been built in the original forest 65 years ago.
