SOME time ago, in a conference considering the mechanizing of a group of mines, I was asked if I knew of any data showing the relative frequency of accidents due to the use of 275 or 550-volt current inside mines and having a recollection of seeing some in print, the answer was made that I would find what was available. Subsequent search failed to find any pub-lished records of any kind giving such figures and none of the compensation agencies of whom inquiry was made were able to supply any, excepting the Pennsyl-vania Compensation Rating and Inspection Bureau, which had some data covering a few months for some companies in that State. The inquiry was confined to the three largest producing States, Pennsylvania, West Virginia, and Illinois. The inspection departments of neither of the first two had any such records, and in Illinois, only 275 volts has been allowed inside the mines for many years. A laborious inquiry has resulted in the data, shown in Table 1, which on this account was confined to the years 1921 and 1925, the latter being the latest figures available. In each State, to find the mines using 275 and 550-volt current respectively, it was necessary to list the mines from the Coal Catalog, and then to complete the list by inquiries from the companies directly, from Operators' Associations and from Inspection Depart-ments. For the technological age in which we live, with the constant goal of further improvement in the efficiency of mechanized systems, the need for a replacement of the antiquated drill and blast method of shaft construction has been recognized. For over a decade now; the trend in shaft construction has been toward large diameter bored shafts using either raise boring methods or more flexible, rodless "down the hole" boring machine. The limits of conventional shaft sinking have been reached, the mining regulations are more stringent, and the environmental agencies more aggressive, all contributing to the growing need for development of the rodless shaft boring machine. In the last three years in the United States, world shaft construction records have been achieved using a V-Mole machine, designed by Mirth GmbH of West Germany, using American electrics and hydraulics. Shafts of 7.0 meters (23 feet) diameter, totaling 2,255 meters (7,400 feet) in depth have been constructed at high advance rates, yet with unusually low accident rates. Bearing in mind the high cost of today's mining labor and the inherent danger associated with conventional shaft sinking, this alternative method of shaft construction achieves a fast, competitive, low manpower requirement, whilst enhancing a safer environment for the labor force. Recent results have proven that program time savings of 50 percent over conventional shaft sinking can be achieved which can be directly translated into improved client cash flow projections and more accurate project budgeting.

"Nestling in a little valley, right under the shadow of the rugged peaks of the Rocky Mountains and just over the great Continental Divide on the Pacific Slope, are Columbia Gardens, Butte's one rare beauty spot. Here purling brooks, fed from springs of snow-water course through the grounds to lend their aid later in making the great Columbia River. It is a question which has done more to make this oasis the charming place it is, nature or man, for both appear to have put forth their best efforts. The inspiring scenery surrounding the gardens is found in close association with the consummate art of the trained landscape gardener. The most delicate flowers, nurtured in large greenhouses, in the pleasant months of early spring and summer are transplanted into outdoor beds and in many instances woven, as it were, into beautiful designs. Green trees and grass on every side rest the tired eyes.Butte owes this delightful breathing spot to former Senator W. A. Clark, who owns and maintains it. A decade ago there were five large smelters belching forth their obnoxious fumes upon the city, making it impossible for vegetation to flourish within the confines of the town, a condition which fortunately no longer prevails. Primarily with a view of furnishing the children with a healthy playground, other than the muddy or dusty streets, Mr. Clark bought and developed the land upon which these grounds are situated. Upon numerous days in each month during the summer season, when school no longer demands attendance, his street railway carries the little folks to and from this ideal spot, free of all charge. ""Children's Day"" at the gardens presents a scene of life and happiness which once seen can never be forgot."

INTRODUCTION The Empress Nickel Mine is situated forty-eight kilometres west of Kadoma in the Zhombe Communal Land of Zimbabwe. The mine came into operation in late 1968 based on a proved and probable ore reserve of twenty million tonnes. The initial production rate was 55 000 tonnes per month from underground. This was boosted to 85 000 tonnes per month in mid 1970 when the opencast operation came into production. The mining method at Empress is sub-level open stoping with main haulages mined at ninety metre intervals and sub-levels at eighteen metres. The extremely wide ore body of up to one hundred metres in width has necessitated leaving extremely large rib pillars and sill pillars in position to maintain mine stability and to act as regional support of the hanging wall. In early 1976 the opencast operation had reached its final economic depth and it was then necessary to increase underground production to 85 000 tonnes per month. Since a large portion of the ore reserve remained in both rib and sill pillars, it was necessary to embark on a positive pillar recovery programme. For this reason it was decided to introduce a sandfilling programme for the mined-out stopes and a modified system of sub-level open stoping with post filling of the lower stopes. ORE BODY GEOLOGY AND GEOMETRY The Empress orebody outcrop has a strike length of nine hundred and fifty metres on a north west - south east axis. It is a steeply dipping (65' - 75') tabular orebody of gabbroic rock which has been extensively altered. Mining companies are unique in that they extract mineral resources and must therefore deal with ecological disturbances and other special problems. Like most enterprises, however, their primary motive must be to make money. The problem of mining investment starts with the question of what "make money" means. This article proposes an answer consistent with what economists call the theory of the firm and then applies it to two of the common, and perhaps unrecognized, problems connected with min¬ing investment. In essence, the concepts presented here call for thinking to terms of the income change associated with a given change it outlays or operating procedures To illustrate. ABC Distributing Co. has just discovered the power of advertising. It has raised its annual advertising budget from $25,000 to $50,000, and sales have, zoomed from 250.000 to 350,000 units. The company buy, for 50e per unit and sells at $l. This move has produced $50,000 of operating income for $25.000 in additional advertising expense. This looks great, so the next year the advertising budget goes up to $100,000. Sales go to 440,000 units. With 90,000 more units at 50[c] per unit, ABC sales are up by $45.000. Its advertising costs, however, went up $50,000.

Assaying, mineralogy, and geology appear in ancient records as early as mathematics, physics, and chemistry. Agricola was the first author to unify the earth sciences, the mineral extractive industries and the mineral processing industries. His text, De Re Metallica, published in Latin in 1556, is recognized as the first technical literature. In 1702 mining instruction was started at Freiberg, Germany. The purpose of this school was to train skilled workers, a program corresponding to present-day, on-job, vocational-technical, upgrading extension training. Formal instruction in mining engineering began at Schemnitz, Hungary, in 1763, at Freiberg, Germany, in 1766, and at St. Petersburg, Russia, in 1773. It is interesting to note that these three schools initiated instruction in mining engineering before formal instruction in civil engineering began at Paris, France, in 1775. Early mining engineering, 1763-1900, was expected to cover all eventualities in the mineral industries. Optional curricula were offered early in the 20th Century but did not reach into all branches until after World War I. Specialization crystallized during World War II under three organic units: (1) Earth Sciences; (2) Mineral Engineering; (3) Mineral Technology, the three together constituting the mineral arts and sciences of the modern world (Fig. 10).

THE Petroleum Division held a very successful meeting in Los Angeles, Oct. 4 and 5. The meeting was held on the eighth floor of the Chamber of Commerce building, the first day being devoted to technical sessions. Seventy-five members were registered before the opening of the first session. Glenn D. Robertson, vice-chairman of the local section, opened the meeting and introduced Edwin Higgins, managing director of the California Oil and Gas Association, who gave an interesting talk on the recently enacted gas conservation law in California. He explained that the law is an experiment which will be watched with a great deal of interest. On request of the Commissioner of Education, a small group of administrative professors of engineering and commerce from higher institutions near St. Louis met in conference with the Specialist in Commercial Education of the Bureau of Education on Feb. 22, for the purpose of discussing ways and means whereby the business of our country may be furthered through increased opportunity in our higher institutions for the preparation of engineers with business training. One or more representatives were present at this conference from the University of Minnesota, University of Illinois, Washington -University, University of Missouri, University of Iowa, Iowa State College, University of Kansas. It was recommended at this conference: First, That the Commissioner of Education appoint immediately a committee to consider commercial engineering in its various aspects and to prepare and approve one or more curricula in commercial and industrial engineering that can be recommended by the Bureau of Education for adoption in our colleges and universities. It was suggested that the committee consider the following curricula plans: First, That a minimum number of hours in business training be required in all engineering courses. Second, That a curriculum providing for a minimum of fifteen to thirty units in business economics be incorporated in all engineering courses and offered on an elective basis. Third, That a curriculum in commercial or industrial engineering, permitting full and proper emphasis upon engineering subjects, be offered in the School of Commerce with degree to be given in that school. Fourth, That a five-year combined engineering and commercial course he prepared.

A system of three new field instruments has been developed to measure, in situ, the three basic classes of geomechanical parameters: material properties, stress state, and creep deformation. The significance of this development is that it represents a successful adaptation of recent computer technology to underground rock mechanics work, opening up new possibilities in underground mining methods. The system was developed to meet the application requirements of the stress control method of mining, a method which is based on the actual geomechanical conditions of the underground, rather than upon conventional linear-elastic, idealizations of ground conditions. These instruments enable in situ measurement not only of elastic, but also post-elastic, yielding, and failure conditions of geological materials, establishing the stress control method on a truly scientific foundation. In order to evaluate the present status of this field instrumentation system, case examples of underground mine openings designed with the stress control method are reviewed and analyzed, in terms of the effectiveness of the three instruments for informing and guiding the site-specific application of stress control design.

Over the past two and one-half years, various emission control strategies for a coal-fired power plant have been jointly developed by the University of Arizona and the Homer City Owners. The objective of this work was to assist the Homer City management in their efforts to comply with SO2 emission regulations while continuing to use the relatively high sulfur coal from their captive mines as the primary source of plant fuel. One of the operational strategies studied was to have the captive mines minimize the sulfur variability of the run-of-mine coal on a short term basis. A mine production scheduling program called COMPF2 was developed to perform this task. This paper describes the application of this mine planning program at an underground coal mine. A comparison of the planning results with actual production figures showed the ability of this program to schedule production so as to minimize both the sulfur content and the sulfur variability of run-of-mine coal.

The experience of the Committee in connection with securing papers for the Butte meeting in August has shown that authors should begin early on papers contemplated for the New York meeting next February. So many papers come in at the last moment that it becomes exceedingly difficult to have them all read, indorsed, and delivered to the printer in time. Authors should remember that those serving on this Committee are doing so without pecuniary compensation, and it is hardly fair to expect them to devote so much of their time at the last moment from their private affairs. So many papers have to be sent back for corrections of one kind or another, that it is desirable that they be sent to the Committee at least three months previous to the date of the meeting. The Committee desires to be kept informed of contemplated papers on metallurgical subjects particularly. It is hoped that the Institute Transactions can be made an up-to-date record of metallurgical advance of all kinds. For the present, at least, the activities of the Committee include the refining and preparation of the non-metallic products such as phosphate rock, precious stones, cement, lime, gypsum, building stones, etc. Papers covering any of these subjects are desired. General papers covering geological, mining and metallurgical phases of an ore deposit can be sent either to this Committee or to one of the other Committees on Mining Geology or Mining Methods. C. W. 10.5-1. Introduction. In the not-too-distant past, maintenance and the facilities for maintenance were considered a necessary evil to be given only secondary consideration in the development and planning of a surface mine operation. With the increasing sophistication of mining equipment and machinery, this concept has been replaced; and today's mine managers recognize that planning for adequate maintenance facilities is as important to a successful operation as a sound mining plan. This chapter will present the basic maintenance facilities and the fundamental considerations necessary to meet the varied requirements of surface mining. 10.5-2. Determination of Shop Facilities. The size, shape, and extent of maintenance facilities are contingent on the general mining plan, the location relative to outside facilities, and to the available capital. The type of construction employed is dependent on climatic conditions and preference. HAULAGE SYSTEMS. The type of haulage equipment used will dictate the kind of shops needed. Truck haulage requires entirely different facilities than rail haulage. Some mines will employ both systems, and can include hoists, skips, or conveyor belts in combination with locomotives or trucks. The requirements of each type will be discussed. MAINTENANCE ORGANIZATION. The pre-planning decision as to centralized maintenance vs. area maintenance, or a combination of both, will greatly affect the maintenance facilities required. A single pit with relatively short travel from shops to pit will probably have a centralized maintenance system. The apparent high radiation resistance of two varieties of maraging steel is described and an indication is given of some phenomena that require further study. Two aspects were included in this work: a) effects of neutron irradiation on the room-ternperature tensile properties of 18 Ni (250) maraging steel; b) effects of neutron irradiation on the room-temperature tensile properties and on the impact resistance of 12 pct Ni-5pct Cr-3 pct Mo maraging steel. Subsize tensile and impact test specimens were used. The 18 pct Ni steel was irradiated to a neutron fluence of 3.3 x 10 n per sq cm (>1 mev). The 12-5-3 variety was irradiated to two neutron fluence levels: 1) 1.5 x 10 per sq CTTL (>I mev) 2) 3.1 x 10'9nper sq cm (>1 mev) In all respects both varieties showed unusually high resistance to change in strength and ductility after neutron irradiation. There was no noteuorthy over-aging in fully aged specimens. The aged 18 pct Ni variety showed a 4 pct drop in yield strength upon irradiation with little or no decrease in ductility. The aged 12-5-3 variety showed a 5 pct increase in yield strength on irradiation with a very slight decrease in ductility. The impact transition of the 12-5-3 variety only increased 35 to 45 Co upon irradiation, and the shear energy fracture value for the subsized specimens decreased only half as much as expected frorn experience with conventional steels. THE development of new reactor concepts and nuclear technology now depends to a large extent on the availability of new alloys capable of operating in stringent reactor environments. One of the most important new types of metallurgical material that has been developed in recent years is the maraging steels. This type of alloy is notable for its remarkable retention of toughness at high strength levels. In the course of a research program which incorporated ambient temperature radiation effects studies to determine the mechanisms of strengthening of 18 pct nickel maraging steel,' it became evident that the resistance of the alloy to neutron-induced changes in mechanical properties should be studied. This paper is to present evidence for the apparent high radiation resistance of maraging steel. The experimental program was in two parts: a) Effect of neutron irradiation on the room-temperature tensile properties of 18 Ni (250) maraging steel. b) Effect of neutron irradiation on the room-temperature tensile properties and on the impact resistance of 12 pct Ni-5 pct Cr-3 pct Mo maraging steel, a cobalt-free alloy. EXPERIMENTAL PROCEDURE 18 Ni (250) Maraging Steel. Tensile test specimens were machined to the dimensions shown in Fig. 1 from $-in.-diam hot-rolled bar of the composition shown in Table I. All specimens were austenitized for 1 hr at 1500°F (815°C) in argon and water-quenched. Half of the specimens were then mar aged for 3 hr at 900° F (482°C) in argon. The specimens were irradiated in a fast neutron transformer rod at approximately 120°F (50°C) to a neutron fluence of 3.3 x 10 10 n per sq cm (>1 mev). The irradiation was performed in the NRX reactor of Atomic Energy of Canada, Ltd., at Chalk River, Ontario, Canada. In all cases, the thermal neutron flux was three times as high as the reported (> 1 mev) fluxes. The room-temperature tensile tests were performed with an Instron tensile testing machine operating at a crosshead speed of 0.05 in. per min. News has just been received that Flight Commander William T. Hall, a Junior Member of-the Institute, was killed in action on Saturday, May 19, 1917. According to the' Toronto Star, Commander Hall was 24 years of age, a native of Toronto, and a grandson of the late William Kersteman. During the four years of his course in mining at the School of Practical Science, Toronto University, he passed every examination with honors. When war was first declared Commander Hall endeavored to join the artillery as an officer, and for that purpose secured a provisional lieu- tenancy with a Hamilton battery, but he did not receive an overseas appointment, and on being graduated as a mining engineer in 1915, he was offered a position in Chile, which he accepted. He left Toronto on May 27, 1915, and was engaged in Chile as a mining engineer for nearly a year. In the latter part of April, 1916, he decided to offer himself again for service at the front. He crossed the Andes and sailed for Liverpool, where he landed on May 13, 1916. On May 27, 1916, Capt. Hall was given a commission as lieutenant in the Royal Flying Corps. He went to the front on Sept. 1, 1916, and remained there continuously. On April 4, 1917, he was promoted from lieutenant to the rank of flight commander. No details of how Commander Hall came by his death have as yet been received.

EVERAL carbide-cobalt compositions were pre-^-5 pared for the purpose of determining the transverse rupture strength of various carbide-binder systems. The binder content was held at 10 and 37 volume pct Co, so as to be representative of low and high bjnder compositions. The carbides used, WC, Tic, TaC, CbC, VC and ZrC, were selected on the basis of availability, knowledge of their properties, and small solid solubilities in the binder metal at room temperature. The methods of preparation and carbon analysis of the carbides are summarized in Table I. The carbides with cobalt added were ball milled, pressed, and sintered. vacuum sintering was used throughout, except for the WC-Cs alloys, which were sintered in hydrogen. The sintering temperatures ranged from 2500" to 2750°F for the low binder alloys and from 2300" to 2550°F for the high binder alloys. Compositions and properties of the sintered com- pacts are presented in Table 11. For the transverse rupture strength, the average and range of the five best samples of each alloy are listed. Discrepancies between the actual and theoretical densities are attributed to carbon deficiencies in some samples. The theoretical densities were calculated by assuming mixtures of carbides of stoichiometric compositions and cobalt. Representative microstructures are shown in Figs. 1 to 6. AT THE end of the year 1914, the main North Star incline shaft had reached the 6300-ft. level, and encountered a vein dipping Southwest, or, exactly opposite to the North Star. Subsequent development failed to find the North Star vein continuing beyond this intersection, so the 6300-ft. level proved to be the bottom level of the North. Star vein, and very little ore was found below the 5300-ft. level. The new vein was called No. 1 vein. Development work carried on for the next 10 years discovered a third vein, called No. 2, branching off about 1200-ft. to the east, with a North-south strike and a west dip. No. 1 vein had about 900 ft. of backs above the 6300-ft. level before reaching the boundary line of the property, and No. 2 vein died out about 800 ft. above. During these 10 years, the money spent on development was increased from $54,000 in 1914 to $184,000 in 1924; the ore reserves steadily diminished until it was evident that the mine must close down unless by some means a large tonnage of ore could be developed quickly.
