FRIENDS of the late Charles F. Rand presented in 1930 a sum of money from which. the income is available to support various phases of the work of the Institute in which Mr. Rand was so deeply interested. At present the fund amounts to $10,000. The specific terms of the deed of gift are as follows: "The fund collected to establish a memorial to the late Charles F. Rand shall be placed in the custody of the Board of Directors of the American Institute of Mining and Metallurgical Engineers, to be set up as a trust to be known as the `Charles F. Rand Foundation', the income of which shall each year be applied to a distinct purpose to be decided upon in that year by vote of the Board of Directors. This purpose shall be such as to promote the general welfare of the Institute and to constitute a permanent memorial of the usefulness of Mr. Rand, who for many years gave unstintingly of his time and talents in its service.

(482" C.) has been instigated. The following is a report of preliminary tests made on two grades of 1/2-in. plate and includes a description of the apparatus used in the determination of the proportional limit. Detailed reference to- the many published investigations in connection with the properties of steel at various temperatures will be omitted from this report. Suffice to state that results obtained for variation in tensile strength, elongation, and reduction in area with temperature are in substantial agreement with the effects now generally considered to be correct. Comparison of proportional limit values with results obtained by other investigators will be found in the conclusions. Materials Used The steels tested were $1/2-in. STATISTICS just released by the American Society for Engineering Education and given in the table, show that the total current enrollment of 200,227 in the 220 engineering schools of the U. S. and Canada represents a gain of 9.8 pct over a year ago, while the mineral engineering enrollment in the U. S. of 9826 shows a gain of only 4 pct in that field. The spurt in the mineral group shown last year is thus slowed down to less than one half of that in the whole engineering student body. Last year, it was growing more rapidly than the whole engineering group.

WITHIN a period considerably less than two decades, the engineering view of alloy steels has greatly changed-both as to their composition, and applications. Inasmuch as the elements used in manufacturing alloy steels are substantially the same as those which have been used for the past two or three generations, a statement like the foregoing may reasonably call for some explanation. The first commercial use of alloy steels in this country dates back to the sixties of the last century, when one of the earliest alloy steel patents, covering the use of chromium, was taken out by Bauer. About ten years later, German and French toolmakers began to introduce tungsten into tool steels. Developments along this line were more or less static for 25 years or more, the tool steel, compositions progressing along lines worked out by Mushet and one or two others in Europe. The next step in advance, made by Taylor and White inn the late nineties, consisted of heat-treating the alloy steels to enable much higher cutting speeds, thus introducing what soon became known as "rapid" or "high-speed" steels. All these developments being aimed toward the improvement of cutting tools, the compositions made were essentially of a hard, brittle nature. Following a different line of development started in the seventies, naval ordnance material began to embrace the nickel steels. These were rapidly popularized, became, and still are, with the addition of one or more elements, as chromium, molybdenum, vanadium, standard for heat-treated armor plate. During that period, however, no notable uses were made of alloy steels for engine parts or other high-stress parts where they are now considered indispensable; moreover, the present-day use of metals in the chemical industries was probably not even imagined. After the turn of the century, the necessity for making heavy-duty. machine parts, and especially the develop¬ment of the automobile, caused alloy steels to rapidly supplant plain carbon steels for engineering purposes.

AN older man looks back, perhaps wistfully, on a long and rather active experience, and possibly a popular and brief glimpse of some contrast between past and present may hold your attention for a few brief moments and prove useful. In the late nineties an engineer was .called on to de- sign and build two copper ore concentrating mills of 400 tons average daily capacity. There were larger mills than this at Washoe and elsewhere, but a 400 ton' mill was a large one as mills went over thirty years ago, and one might say a large mill of those days could crush a ton of copper ore in 216 seconds. In the mills I refer to steel construction and the conveying belts were introduced into the copper industry and rein- forced concrete came shortly after. Since then we in the West have ever been faced with a constantly de- creasing tenor in the grade of our copper ores and a constantly increasing demand for our product, and we have therefore been obliged to call for far larger castings and finished machines than were formerly used. The mechanical engineer has also enabled us to accomplish notable economies in power generation and distribution. Ore handling and crushing have been simplified and through the introduction of reagents to induce physical or chemical reactions, or both, our older methods have been vastly improved or even supplanted by new and better ones and our recoveries greatly improved.

Design features and operating methods at the new Ajo smelter are described in detail. Successful operation of a novel method of handling and charging wet concentrates to a deep bath type reverberatory furnace contribute to the daily production of 200 tons of anodes with good results from the standpoint of both metallurgy and economy. THE New Cornelia Branch of the Phelps Dodge Corp. is located at Ajo, Ariz. Large scale mining operations were started at Ajo in 1917, when a 5000 ton leaching plant was put in service to treat the copper carbonate ore that overlaid the sulphide ore-body. In 1924 a 5000 ton flotation plant was built to treat the sulphide ore and the leaching operation was abandoned a few years later. Changes in practice and additions to plant facilities have resulted in a gradual increase in the milling rate which now approaches 30,000 tons daily. Prior to the erection of the Ajo smelter, flotation concentrate was shipped by rail to Douglas, Ariz, where it was treated in the Phelps Dodge smelter. Construction of a one reverberatory furnace smelter to produce an average of about 200 tons per day of copper anodes at Ajo was started early in 1949. Initial heating of the reverberatory furnace was begun on June 21, 1950. Charging the furnace was started on july 8, and the first anodes were cast on July 14. Neither the anode furnace nor the reverberatory furnace has cooled since the initial firing. Fig. 1 is a photograph of the new smelter. Built primarily to eliminate the '300 mile haul of concentrate to the Douglas plant, the new smelter was designed to treat the Ajo concentrate, with a minimum of capital investment. A novel, and relatively simple, method of concentrate handling and furnace charging made unnecessary the installation and operation of expensive storage facilities and reclaiming equipment, and obviated the necessity of holding in storage large quantities of copper-bearing materials. (Patents are pending in the United States and abroad on the Ajo process.) In the selection and arrangement of equipment, consideration was given to the full utilization of all smelting facilities, reducing the amount of idle equipment to a minimum. The layout of the smelter is shown in Fig. 2. The important problem of internal transportation was minimized by arranging the reverberatory furnace, converters, and anode furnace in a compact group and providing storage bins inside the smelter building, within reach of overhead cranes, for fluxing materials and other supplies needed in the daily operation. This can be seen in the sectional view of the smelter given in Fig. 3. Incorporated in the design were many innovations in smelting equipment intended to facilitate operations and effect economies in maintenance expense and manpower requirements. Table I gives operating data of the entire plant. Metallurgy The metallurgical practice at Ajo is based essentially upon the use of a single, deep bath reverberatory furnace for smelting wet concentrate, without concentrate storage facilities. Theoretical analysis of performance including these factors using a new direct nurnerical .solution of potential distribution in a network led to unanticapted indications that water would under-run the entire oil reservoir with low volumetric coverage if supplied through natural influx or peripheral water injecfion below the oil-water contact. An unusual pattern of water injection is to he adopted in this recently unitized pool to provide more uniform water flooding in that two-thirds of the oil reservoir not underlain by bottom wafer. INTRODUCTION The Fosterton field, Southwestern Saskatchewan, Canada, was discovered in Jan., 1952. It produces at a depth of 3,100 ft from a pinch-out of the Roseray sand at the Lower Cretaceous-Jurassic unconformity. The field, covering 2,500 acres, contains 54 wells on 40-acre spacing. Development was essentially complete in June, 1954, but significant production did not start until May, 1955, when a pipeline outlet became available. Within one year rapid in- creases in gas-oil ratio and early encroachment of water created operating problems in the down-structure eastern half of the field and raised serious questions about reservoir performance and ultimate recovery. THERE are 19 pct fewer undergraduate and graduate mineral engineering students enrolled in the ECPD accredited schools of the United States this year than there were a year ago. The figures are: 8727 this year and 10,674 last year. The entire engineering group in both countries numbers 171,070, as compared with 184,547 last year and 252,250 in 1947-48, the peak year. This is a decrease of 7.3 pct since last year, less than half as much as the decrease in the mineral engineering group. These figures on engineering enrollment for the current year, 195.1-52, in colleges of the United States and Canada were prepared jointly by the U. S. Office of Education and the American Society for Engineering Education. The seriousness of the situation is shown. by the reported demand for 60,000 to 90,000 engineers this year for civilian and defense industries and only 35,800 will graduate next June. (communication to the Secretary*):¬Formerly it was the general practice of engineers to designate coal that is free from moisture and ash as " combustible,", not-withstanding that it contains oxygen and nitrogen. The origin of this practice was more particularly due to the requirements in connection with boiler-testing, which demanded a consideration of that portion of the fuel which took part in the combustion-process because results based on a unit of either moist or dry coal were not comparable, since both moisture and ash were recognized as variable quantities. Thus, a pound of " combustible " became a standard of value, and was treated as a constant before employing measurements of heating-power and calculating therefrom the percentage of efficiency. The recognition of this term ." combustible" was an advance to be credited to the engineer .rather than to the chemist, because the latter, not having to do with the interpretation of analysis in practice outside the laboratory, usually saw no reason for reporting results in terms other than those of the moist-coal composition. Some years ago I needed a table of fuel-composition in terms of moist, dry, moisture-free and ash-free coal, and of the combustible components. This table required the use of the word combustible in its proper sense, for the purpose of designating carbon, hydrogen, and sulphur, instead of including these three elements with oxygen and nitrogen, to which aggregate the term combustible was formerly applied. To make such a tabulation involved either the use of the inconvenient and cumbersome term, "ash and moisture-free coal," or of some other representative term, and for this purpose I adopted the expression " pure coal," which is short, simple, convenient, and technically correct. ONE of the interesting-though not unnatural-features of the whole Porphyry Copper development is the way in which the history of each property dovetails with that of one or more of the others. The same names keep cropping up as one digs into the accounts of events from 1900 to 1915. J. Parke Channing made examinations of Nevada, Ray, and Inspiration, as well as of Miami. Henry Krumb did important work in the early stages of the exploitation of Utah, Nevada, Ray, Braden, and Inspiration. Pope Yeatman was favorably impressed with the Braden property before he had ever visited it, when he saw a batch of Braden ore sent to the United States for testing. It reminded him immediately of Nevada Consolidated ore: indeed, he was unwilling at first to believe that it came from South America. And it was while working on the examination at Utah Copper that Philip Wiseman became enthused with the possibilities of the Ray mines. In 1905, Mr. Krumb, under the general direction of A. Chester Beatty, was strenuously engaged at Bingham, Utah, in arriving at an answer to this question: Should or should not the Guggenheim interests back Jackling to the tune of several million dollars to build the big concentrators at Gafield? Seeley W. Mudd was the Guggenheim engineer on the Pacific coast and in that capacity was indirectly responsible for the work at Bingham. At his suggestion Wiseman came up from Los Angeles as one of Krumb's assistants-at $5 per day, incidentally. A little later Mr. Mudd, in Utah on one of his visits, went down to Bingham. That evening in the old Hills Hotel in Markham Gulch he was going over reports with Mr. Krumb. Wiseman and some of the other engineers on Krumb's staff were present. IT is difficult to judge how much influence the success attained during its first year, 186465, by the School of Mines at Columbia had on developments in education for the mineral industry elsewhere in the immediately subsequent years. The facts are as follows: 1. The Massachusetts Institute of Technology began giving instruction in February 1865, with a mining course included in its curriculum. 2. Early in 1865 the faculty of the Department of Science, Literature and the Arts of the University of Michigan requested permission from the Regents to establish "a course of study to be called the School of Mines . . . Also that the degree of Mining Engineering be conferred on students who should complete the course of study prescribed in the same." A resolution authorizing this was adopted by the Regents on March 28, 1865. 3. Samuel Hooper endowed a Sturgis-Hooper professorship of geology at Harvard in 1865 with the intention of making it a nucleus of a new School of Practical Mining and Geology. 4. Yale appointed Alfred P. Rockwell professor of mining in 1865. 5. Lafayette College appointed Henry S. Osborn professor of mining and metallurgy in 1865. 6. Washington College (as Washington and Lee was then known), rising out of the ashes of Civil War destruction, made a fresh start in 1865, with General Lee as its president, and offered a mining course in the first catalogue thereafter published. 7. Lehigh University, founded in 1866, had a mining curriculum from its beginning. 8. Rensselaer Polytechnic began offering a curriculum in mining and metallurgical engineering in 1867. UNDER the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been,. that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first. thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. SEVERAL statements have been made to the Institute, somewhat detached from each other, as to the cost of some parts of these works, but they have not included any extended description of the. buildings or machinery. The general plan of the work connected with the water supply differs, in some important details, from that which has been common either in the Pittsburgh district or elsewhere, and a somewhat extended description may be of interest to the Institute, in connection with a note of the cost of the work. The plan as a whole, and nearly all the important details, were developed by Mr. William P. Shinn, C.E., the general manager of the Company. The immediate and responsible charge of the work was in the hands of Mr. John C. Lewis, C.E., to whom had been committed all the work of this general description, including the laying-out of the whole of the foundations, the erection of the buildings, and the grading and laying down of the entire railroad system. The continuous operation of the machinery and other fixtures of these waterworks, for more than three years, has fully demonstrated the correctness and economy of the plan adopted. No casualties of any moment have befallen the apparatus, and no improvements have been suggested as important except that the gate at the river end of the conduit should have been made more completely water-tight, so that the whole length of the conduit could be pumped out dry without resort to any temporary dam in the conduit itself. In general terms the works of the Edgar Thomson Company are situated on a plateau, about 52 feet above the low-water level of the Monongahela River, and about 2000 feet from its bank. The site of the works is bordered on one side by Turtle Creek, a small stream which drains a considerable area of coal mining territory. This creek is about 100 feet from the group of buildings which have been erected, but it flows into the Monongahela River at a point, about 1200 feet further up than that selected for the entrance to the water-works conduit. It was ascertained by analysis that the water in the creek contains an important percentage of sulphate of lime, while the water of the river is of unusual purity, in respect of any salts

MORE or less contradictory findings as to the most satisfactory feed for concentration tables of the Wilfley type is shown by the diversity of opinion among experimenters. Prof. R. H. Richards,l as a result of his work, favors classification. On the other hand the work of Messrs. Cox, Gibbins, and Porter,' of McGill University, points in general to the desirability of screen-sized feed The ore used was obtained from the West mill of the Bunker Hill and Sullivan Mining and Concentrating Co., Kellogg, Idaho, and consisted of argentiferous galena in a gangue of quartzite and siderite. The natural feed was taken from the launder supplying the Fahrenwald classifier. Classified feed was collected from each of the ten spigots of this same classifier. From the natural feed the screen-sized feed was pre- pared in the laboratory. All three types of table feed were therefore derived from the actual mill circuit of a large plant.

Any annual review of engineering progress in petroleum refining must of necessity include many features mentioned in earlier reviews. Advances do not spring mushroom fashion to wide acceptance overnight, but rather resemble rolling snowballs, gathering size and velocity as they progress. The new ideas of one year develop through the course of scattered adoption and testing during following years, to be ultimately discarded or to become an integral part of refinery engineering and operation. Polymerization and Cracking As an illustration, the publicity given to the polymerization and cracking of petroleum gases during the year has given many the impression that this is a new art. But patent and technical literature have disclosed active work on the problem dating back a decade or more and a unit capable of making 100 bbl. a day of polymer gasoline was constructed as early as 1930. Important strides have been made during 1935 looking to the more general commercialization of available processes, and some four important groups are furthering this work. In addition to the production of liquid products for inclusion as a constituent of commercial motor fuel, polymerization has also been a factor leading to the installation of a plant at the Houston refinery of The Shell Petroleum Corporation for manufacturing isooctane for aviation use, by making available dibutylene for catalytic hydrogenation Polymerization is not confined to unsaturated hydrocarbon gases as a source of raw material, and has been extended to include a preliminary decomposition of normal saturated gases under suitable heat and pressure conditions into the unsaturated types, which can then be used as raw material for the polymerization process. Thus there is opened up the possibility of eventually using large quantities of natural gas in the manufacture of high-grade motor fuels, although the early commercial growth will be largely on cracking still gases for economic reasons. DEVELOPMENTS in engineering during the past decade, particularly as applied to marine construction, mining machinery and other purposes in which corrosion offers a serious problem, have created a large demand for a non-ferrous metal highly resistant to corrosion and at the same time useful in general construction work as a substitute for steel without materially decreasing the factor of safety or increasing the weight of the various parts over that ordinarily used in the case of mild steel. To obtain the combination of desired properties many compositions have been proposed and used with excellent success, but at the present time probably the most popular and most widely used combination is the non-ferrous alloy commonly called manganese bronze. This is nothing more than a high brass to which have been added, by the proper method of alloying, comparatively small percentages of aluminum, iron, or manganese with the definite purpose in view of strengthening the alloy and rendering it more dense and close-grained than the average yellow-brass casting. In the manufacture of manganese bronze a great deal has been said about the importance of using only the highest grades of raw material and the beneficial or detrimental effects, as the case may be, of various impurities, as well as the importance of adding the ingredients according to various formulas proposed; but in most of these cases the literature on the subject has dealt principally with the manufacture of this alloy from virgin metals And raw materials of the highest purity. It is the purpose of this paper to deal particularly with the possibilities that lie in the proper development of methods for manufacturing such an alloy by more economical methods than those which have usually been discussed in other literature on the subject. The submission of carefully prepared estimates of the oil reserves of the United States calls for no apology or explanation. In this country, petroleum is a rapidly wasting asset and an occasional appraisal of the amount remaining in the ground is a simple business procedure to safeguard the general welfare and the prosperity of the republic. The rumored danger of failure, in the near future, of the foreign supply on which we depend in constantly increasing amounts makes the immcdiatc review of our available reserves the more imperative. The Director of the U. S. Geological Survey, in March, 1921, requested the American Association of Petroleum Geologists to cooperate in the preparation of new estimates of the oil remaining in the graund. With the members of this cooperative committee, state geologists, regional geologists, oonsulting specialists, and geologists and engineers attached to many companies worked both independently and through subcommittees. The reports for districts, counties, fields, etc., after review by local or state committees, were discussed by the joint cooperative committee in conferences that, in some instances, were attended by the original compilers of estimates for the states or smaller areas. Finally the data were reviewed and the figures revised by the joint cooperative committee, so that the totals given in Table 1 represent the opinion of the committee, which was composed of F. W. DeWolf, W. E. Wrather, Roswell H. Johnsont Wallace A. Pratt, Alexander W. McCoy, Carl H. Beal, C. T. Lupton, G. C. Matson, K. C. Heald, W. T. Thom, Jr., A. E. Fath, Kirtley F. Mather, R. C. Moore, and David White, chairman. Oil geologists and engineers understand well the speculative nature and the chances of error that must attend estimates of the petroleum in the ground when they cover not merely prospective territory, but possible territory. The submission of carefully prepared estimates of the oil reserves of the United States calls for no apology or explanation. In this country, petroleum is a rapidly wasting asset and an occasional appraisal of the amount remaining in the ground is a simple business procedure to safeguard the general welfare and the prosperity of the republic. The rumored danger of failure, in the near future, of the foreign supply on which we depend in constantly increasing amounts makes the immcdiatc review of our available reserves the more imperative. The Director of the U. S. Geological Survey, in March, 1921, requested the American Association of Petroleum Geologists to cooperate in the preparation of new estimates of the oil remaining in the graund. With the members of this cooperative committee, state geologists, regional geologists, oonsulting specialists, and geologists and engineers attached to many companies worked both independently and through subcommittees. The reports for districts, counties, fields, etc., after review by local or state committees, were discussed by the joint cooperative committee in conferences that, in some instances, were attended by the original compilers of estimates for the states or smaller areas. Finally the data were reviewed and the figures revised by the joint cooperative committee, so that the totals given in Table 1 represent the opinion of the committee, which was composed of F. W. DeWolf, W. E. Wrather, Roswell H. Johnsont Wallace A. Pratt, Alexander W. McCoy, Carl H. Beal, C. T. Lupton, G. C. Matson, K. C. Heald, W. T. Thom, Jr., A. E. Fath, Kirtley F. Mather, R. C. Moore, and David White, chairman. Oil geologists and engineers understand well the speculative nature and the chances of error that must attend estimates of the petroleum in the ground when they cover not merely prospective territory, but possible territory.
