FOREWORD-In an interview published in the May 1975 issue of MINING ENGINEERING, one of the world's most respected scientists, nuclear physicist Hans Bethe discussed the reliability of nuclear power plants and their unmatched safety record. The Nobel laureate also refuted the anti-nuclear lobby's claims that nuclear plants emit harmful radioactive effluents. When asked whether the US has sufficient uranium resources, Dr. Bethe replied that "it depends on the time of introduction of the commercial and advanced breeder reactors which, in effect, can generate more nuclear fuel than they consume." The United States has enough U3O8 to last until the breeders can take over in 1995, said Dr. Bethe. But lie warned that extensive environmental damage would be caused if "environmentalists" succeed in delaying the development of the breeder. Any such delays, he noted, would vastly increase the demand for U3O8 in conventional reactors; this, in turn, would impose an immense burden on the US uranium mining industry, which would then have no alternative but to mine the low-grade Chattanooga deposits.

INTRODUCTION WE have endeavored in the following "sheets" to give the unit construction costs derived from the building of the Arizona Copper Co.'s new smelter, Clifton, Ariz., starting in February, 1912, and completing February, 1914. 1 In Chapter I-Unit Costs-are to be found the most elementary total unit costs which the accounts provide for. They are usable in the Clifton district. Here too are found the percentages to be added to an estimate for Engineering and General Expense. In Chapter II-Comparative Costs-these elementary costs have been classified, averaged and reported as labor and material unit costs. In such form the labor unit costs, when properly applied to similar conditions as these under which they were derived, are usable anywhere. The material unit costs are better disregarded for more accurate estimates and replaced by a newly priced bill of material. In Chapter III Composite Costs are given. Report of President The important fact of the year 1916 is that on July 25 contracts were executed by which the American Society of Civil Engineers because an additional Founder Society and arranged to make its permanent home in our building. The contracts provide for the construction of three additional stories to the building, the American Society to pay the cost tip to $250,000, this being considered equivalent to what each other Founder Society had contributed, the American Society to participate in the original Carnegie gift and have an equal share in the property with each other Founder society. The construction of the addition to the building is under way, $62,525.04 having been expended thereon in 1916. It has been found that, clue to war conditions and the advanced price of materials, the cost of the addition will be $300,000. The founder societies have been requested to assume the extra $50,000, one quarter each. This work is in charge of a Building Committee consisting of H. H. Barnes, Jr., Chairman, E. G. Spilsbury, Charles Warren Hunt and Charles F. Rand. At the request of the Founder Societies, important alterations were made in the lecture halls on the fifth floor of the building to make the same suitable for social functions of the societies. The cost, $6,642.08, was advanced by the United Engineering Society but is to be paid eventually by the Founders. The Library of the civil Engineers is being merged with the Library of the United Engineering. Society and the other founder societies. At the present time the membership of the four founder societies is 29,000 and of associate societies 23,000, so that a total of 52,000 engineers now have their headquarters in our building. The value of the real estate now owned by this Society is $1,647,171.16. This sum will be increased at the end of 1917 by the amount of the cost of the addition to the building.

FuRnace-men of the present day agree very nearly as to the best cooling-devices for the protection of blast-furnace hearths and boshes, and the best location of the cooling-system in the brick-work for the maintenance of favorable furnacelines throughout the blast. The replaceable bronze and copper plates are practically faultless; and there seems to be no reason why a furnace-hearth and bosh should not be held in good condition, by intelligent management and the use of replaceable plates, for a period several times the length of the average blast of to-day. While furnace-men have taken these .precautions to protect the hearth and bosh beyond the life of the lining, the portion of the lining above the mantle has been partly protected by some and wholly neglected by others. Some would not construct a furnace without mantle-plates, and others would not construct a furnace with them. In most cases, furnace-men have either trusted to Providence or to the bosh-plates for the continuance of favorable working-conditions above the mantle, and the prolongation of the life of the lining; consequently furnaces are constantly blown out for repairs to the lining, or for relining, when the hearth and bosh are in good enough condition to last through another blast. Often an in situ leach is the only practical economic method for copper recovery from small low grade oxide deposits. The decision to develop a copper property by an in situ blast and leach is strongly dependent on ore grade, tonnage, hydrology, and the copper extraction and acid consumption rates. The inherent leachability of the ore will in part determine the desired amount of fracturing of the ore deposit by the blast in order to obtain a copper extraction rate that is economical. For the last several years Occidental Research Corp. (ORC), has undertaken a modest effort to address the question of how to best identify and determine the information necessary to predict and control the operation of an in situ leach for the economic recovery of copper.

INTRODUCTION It has been the experience of the writer, during some. five years' work with electrolytic zinc, that the zinc cell is perhaps more- sensitive to impurities in the electrolyte than the analytical methods as yet developed for the chemical identification and determination of these impurities; but that, when proper purification methods have been applied to a given solution, the behavior of the cell is quite independent of the original sources from which the zinc sulphate has been derived. HOW the Engineers' Memorial clock and carillon at Louvain has impressed the people of that city is indicated by the following letter sent by the Secretary of the University of Louvain to the Secretary of the United Engineering Society. We are still full of the memories of that splendid July 4, when we came into such .delightful contact with our American friends and more specially with the representation of the engineering societies of the United States. It was a great joy for all the members of the University to see those, American friends who have given to us such a splendid memorial in honor of- the brave men who fell in the Great War.

IN THE careers of the men to whom I have referred we find typified the development of the chief prob-lems of engineering. The first is to shape and direct the forces of nature and thus to bring the world's resources to add to the comfort and welfare of man-kind. That, in a word, is the problem of production. Engineers have made a supreme contribution to the solution of that problem. But I feel that we have two somewhat newer branches of engineering which must command more and more of our attention. Those are what might be termed commercial and human engineering. Of what value is all our efficiency in pro-duction if we do not distribute efficiently, economically and effectively? And of what value is any of it unless we can add to the happiness and deeper satisfaction of those engaged in industry, as well as those who enjoy its -products? I predict that the outstanding advances in business over the next ten years will be in improved merchan-dising and distributing methods. Herein lies a wide field of opportunity for the engineer. We have briefly reviewed certain qualities of engi-neers who have become successful business executives. Is it possible for us to say that the material success of all these men was due to any one characteristic com-mon to each one of them? Indeed, I venture to assert that there is one quality which, in the last analysis, is determining as to whether any roan shall realize material success in this world of ours. That quality-so notable in the character of each one of the men I have named-is sound judgment. Moments arise in every life when it is necessary to say "yes" or to say "no" to a particular proposition or to a proposed line of action. It is the man who says "yes" at the proper time and "no" at the proper time who, in the final analysis, realizes business success. The ability to do this wisely is the mark of sound judg-ment, which is necessary in a business executive. I have known many business men seemingly slow in their mental processes, possessed apparently, of little imagination and of none of the flair which gives fasci-nation to so many characters, and yet who, when crises come-be they big or be they little-are able so to steer their business courses that they move in the right direction instead of into shallow waters or upon the rocks of trouble.

THE formation of scale in boilers and other industrial equipment, and the corrosion of such equipment, are closely related problems. Since in the petroleum industry these problems cover a very broad field, this paper has been confined to the effects of scale and corrosion on gas engines, compressors, pipes and fittings, used in plants extracting gasoline from natural gas, and the steps taken in arriving at a workable plan for combating these evils at the Midwest Refining Co.'s plants in the Salt Creek field, Wyoming. Eliminating, or at least minimizing, the many deleterious effects occasioned by the use of bad water in jackets and cooling systems of gas engines and compressors has been the subject of much study for many years but no generally accepted plan has been evolved. The problem was unusually difficult at Salt Creek, as the severe winters of Wyoming bring operating conditions quite different from those encountered in warmer states, and the water available was especially bad. While the conditioning of water to prevent scale and to lessen corrosion may not be a particularly difficult problem in plants in large industrial centers, it becomes much more difficult when attempted at plants remote from railroads and by men without previous experience to guide them. In fact this difficulty has been so great in the Wyoming oil fields that until comparatively recently it has been the practice to allow much equipment to be ruined rather than to attempt corrective measures. At the Midwest plants this problem was given attention first by the plant men and later by both plant men and laboratory staff. To the latter it was simply one of many problems which arise in connection with field and plant operations, which must be studied and, if possible, solved. Many mistakes were made during the course of this investigation, but since mistakes, properly interpreted, are of value in guiding one's steps aright, it is believed that a review of the different stages of development which have led up to the present method of handling this problem will prove of interest to the industry.

ENGINEERING education has been powerfully affected by the impact of war, just how powerfully can be better understood after considering the postwar problems regarding students, staff, and plant. In time of war no one will question the necessity of expediency of military training. With the cessation of hostilities, expediency gives way to the evolutionary process of strengthening engineering education as need is exemplified by experience. During the war, except for the Navy V-12 program, engineering education was at its lowest ebb of the century. Freshman enrollments were largely limited to those graduating from high school at the age of seventeen; and the upperclass, to those disqualified for active service. In most schools the experienced staff was either in service or government and industrial research. Many may never return to their former occupations. The most immediate problem is that of maintaining and building a staff to meet the enrollment of returning veterans. It is estimated that out of the eleven

Henry Carlisle: This is June, 1961, and my friend Arthur Bunker is on the other side of the tape recorder. I, Henry Carlisle, am pursuing the hobby of chronicling the interesting parts of the mining careers and the lives of well-known mining engineers. Now, Arthur, supposing we skip, for the time being, where you were born and brought up, and start right in with where you went to school. Arthur Bunker: I graduated from Taft School and then went to Yale, Sheffield Scientific School, and took a course in electrical engineering. I was quite fascinated by higher mathematics and physics, and this offered more in mathematics and physics than any other one of the engineering courses at that time. The school was only a three-year course, and so I graduated from there in 1916.

The effect of the condition of friction upon the ultimate unit compressive strength as determined between the compressed faces of precisely machined coal specimens and specially prepared testing platens has been examined. Reductions of 30 to 40% in the ultimate unit compressive strength of these model coal pillars have been verified when lubricants areused between the faces as compared to non-lubricated faces. Increase in unit compressive strength due to confinement at each of three levels of friction appears to follow generally the widely accepted "1/2 power law", i.e. S - C (L/T)1/2 where S is the unit ultimate strength, C is a constant dependent on the coal being tested and the coefficient of friction acting at the compression surfaces and L and T are the least width and thickness of the specimen, respectively. Results suggest that the surface condition of both the specimen and platens should be mentioned in detail in conjunction with compression testing, for although the term (L/T)1/2 is adequate for all practical purposes, the coefficient C is directly dependent on the condition of interfacial friction, all else remaining constant. One phase of the investigation of the confining effect of friction on the ultimate unit compressive strength of small coal specimens has recently been completed at the School of Mines of West Virginia University. The efficient control of ground is of fundamental importance to successful mining operations and the design of support pillars has always presented the mining engineer with a difficult and intriguing engineering problem. Since about the turn of the century, many investigators have performed extensive laboratory tests on small coal specimens in efforts to solve some of the perplexing problems of strata control and pillar action in coal mines. A detailed review of this work would serve no purpose here, but a brief mention of the more significant contributions is in order. Muller16 was perhaps the first to illustrate the effect of confining pressure on the strength of coal specimens in compression. His work has recently been more carefully expanded by the experiments of Murrell17 in Great Britain. Rice and Enzian l9 observed that as the size of cubical test specimens increased, the unit compressive strength decreased. These observations were later supplemented by Lawall and Holland, 13 by Greenwald4,5 et a1 at the U. S. Bureau of Mines, by Gaddy3 as well as by Steart,22 Millard15 et a1 and Evans2 et al. Gaddy3 seems to have been first to quantify this relationship with his equation: S = K/vd , where S - ultimate unit compressive strength (psi), K = a constant dependent on the coal, and D =edge dimension (in inches). Holland7 concluded that the strength of coal as affected by lateral dimensions and thickness could be expressed as where K = a coefficient dependent upon the coal, L = least width of pillar (in.) and T = thickness of pillar (in.). Data supplied by this formula have been compared to the estimated stresses in pillars that had been standing for long periods in coal mines and in the cases so far studied the results indicate that the formula predictions are sufficiently accurate for engineering purposes (Holland11 ). This equation therefore is believed to be the simplest and most accurate tool available at the present time for approximating the strength of a coal pillar (over a specified range of L/T) in situ. EVER since the Phoenicians roamed the known world in quest of metals to harden their helmets and precious metals and gems to adorn their ladies, many other nations have sought metals in the far corners of the earth. During the past 75 years American engineers have been among the foremost in seeking for and developing ore deposits. They have been responsible for many of the principal discoveries and for the application of modern methods to mines in the far comers of the earth. American mining engineers with a zest for travel and an insatiable appetite for metals have also introduced throughout the world many articles made of metal which we consider essential to everyday life. Production and consumption of these metals in many foreign countries has brought to these countries an increased standard of living and added tax revenue to their governments. But unfortunately engineers from this country are no longer given ready access to all the countries of the world. This is not only unfortunate for American engineers but also for the countries that have adopted the exclusion policies and especially so since time has proved that in countries where the American engineers have gradually been excluded there has been a significant decline in the progress of the mining industry. Removal of these barriers to professional men would aid immensely in the world-wide development of the mineral industries. New areas brought into production under the guidance of American engineers with their exceptional know-how would provide more jobs for nationals of the countries involved and a better standard of living for the nations as a whole.

Production of sound bronze castings is a matter of great practical interest to users and manufacturers of high-grade non-ferrous engineering specialties. Although there has been much excellent research in this field, there still remains some confusion regarding the fundamental principles underlying production of really sound bronze. The literature of the past 20 years on this subject indicates that the prevailing opinion of metallurgists and foundrymen has been that unsoundness in bronze is due generally to oxidation. The following references are typical. Review of Literature Carpenter and Edwards1 state that when gun metal is melted the alloy dissolves gas, the amount increasing with rise in temperature and duration of the melting. The solubility of the gas diminishes during the fall in temperature and it escapes through the liquid metal. At the moment of incipient solidification there is an evolution of gas. Sperry2 says that by using charcoal a reducing atmosphere is supplied whereby oxidation is prevented, and this also prevents gases from coming in contact with the metal. Logan3 says that many of the troubles that occur in non-ferrous castings are the direct result of one thing—oxidized material. He mentions how readily copper absorbs oxygen when molten, but does not mention the harmful effects of reducing conditions as observed in overpoled copper. Guillemin and Delachana14 investigated the gases occluded in bronze and found that the better bronzes contained mostly hydrogen while the poorer ones had a larger proportion of carbon monoxide and carbon dioxide.
