THE 650-ton underground mill of The Empire Zinc Company of Colorado (a subsidiary of The New Jersey Zinc Co.) serves the Eagle mine at Gilman in the Battle Mountain mining district of Colorado, The topography is rough, the mine and mill being under Battle Mountain and the adit entrance in the north wall of the canyon of the Eagle River, which is here a steep gorge. The town of Gilman stands on a shoulder of the mountain at altitude 8975 ft., above sea level, along the Pike's Peak ocean to ocean highway and contains the company office and the usual facilities of a modern mining town. The railway contact is at Belden, altitude 8370 ft., at the bottom of the gorge directly below Gilman, where the westbound track of the Denver and Rio Grande Western Railroad is cut along the north bank and the eastbound track along the south bank of the river. A general description of the mine, mill and service facilities, with an account of the geology, character of the ore and methods of mining and milling having previously been published in a series of articles1, this paper will discuss with as little repetition as practicable the reasons for building the mill underground rather than as a conventional structure, the methods of construction employed and the experiences gained in what is apparently the pioneer plant of this type and extent. There is a large historical background for underground plant construction. From the dim past caves have been used for dwellings, stables, storage and shops. It was natural that where caves were available their many advantages led to their enlargement to suit convenience and where they were not available but the ground conditions, topography and drainage were favorable, to the construction of artificial caves. In the vicinity of Epernay, France, extensive underground chambers protect the manufacture and storage of champagne-an intricate and ingenious application of chemical engineering-and in recent years these plants have been mechanized by the installation of conveyor systems. Petroleum engineers generally are of the opinion that the flow conditions and, therefore, the formulas that apply to the flow of oil and gas in long pipe lines differ in many ways from flow conditions in oil wells. One of the reasons why the formulas in common use for pipe-line flow do not correctly apply to oil wells is that the flow lines are vertical and not horizontal. Another factor to be considered is that the fluid is a mixture of oil and gas and that the physical characteristics of these two components are affected differently by changing conditions of pressure and temperature during upward flour. Realizing the need for accurate data on flow in vertical pipes under conditions caused both by natural flow and the gas-lift, the U. S: Bureau of Mines has installed equipment at the Petroleum Experiment Station, Bartlesville, Okla., for the purpose of studying this problem. In additon a study will be made of the comparative effects of different natural-flow and gas-lift methods of producing oil on ultimate production from reservoir sands. Experimental Equipment The experimental equipment consists of a regular oil-field steel derrick, a large pressure tank installed in a concrete pit beneath the derrick floor, compressors and pumps, gas separators and absorbers, metering and control devices, and the necessary pipe connections. The crown-block level represents the derrick floor at an oil well, and the "producing sand" is the pressure tank below the derrick floor. The difference in elevation between the crown-block level and the tank is 90 ft. Figs. 1, 2 and 3 show the construction and exterior arrangement of the equipment. The success of the experiment will of course depend largely upon the accuracy of the oil and gas measurements and the temperature and pressure determinations. He began his travels at an early stage in life and after attending the University of Southern California for two years he spent two additional years at Stanford University and was graduated in 1927. After a few months as an analytical chemist for the Portland Cement Co. he became research engineer in the natural gasoline department of the Richfield Oil Co. where he remained for approximately two years before taking a position with the Carter Oil Co. in Oklahoma. Fox most of their practical applications metals are required to with-stand stresses of appreciable magnitude: indeed, it is because they possess the quality of resisting stress without becoming permanently deformed that they find such extensive use in the service of man. Metals and alloys must, in service, usually behave as elastic substances-or nearly so. It is not difficult to satisfy this condition at ordinary temperatures. Iron and its alloys, especially the steels, are at normal temperatures excellent elastic bodies, capable of satisfying most of the mechanical requirements of the engineer: where electrical, chemical or other properties are impor-tant, which cannot be met by steels, it is usually possible to find a non-ferrous alloy such as nickel, copper or aluminum, which will prove satisfactory. When the metals or alloys are not inherently sufficiently elastic, cold-working or heat-treatment may develop elastic properties to a sufficient extent for practical needs. By means of relatively simple, rapid tests we can measure such properties as elastic modulus, limit of proportionality and proof stress, upon which design can be based with confidence. The case of the soft metals, such as lead and tin, is well known to be exceptional. They possess no definite limit of elasticity, and the value of proof stress or tensile strength depends to a great extent on the speed with which the test is carried out. Design here must be based on other considerations than a well-established theory of the proportionality of stress and strain. It is now generally recognized that steels and non-ferrous alloys possess at temperatures not greatly exceeding that of the atmosphere, characteristics quite different from those existing at ordinary temperatures, and that they assume qualities similar to those of the soft metals. Not only have they no limit of elasticity, but the proof stress and the ultimate stress depend on the time of application of the load. Flow under load may persist for long periods of time, possibly indefinitely, and the determination of a true maximum stress becomes a matter of great difficulty.

RECENTLY, we were asked to name the greatest contribution to progress in mining technology during the past 25 years. Immediately, the introduction of the pneumatic hammer for making blastholes came to mind because it can be credited with speeding the excavation of rock and the elimination of hand drilling. Possibly this answer was so spontaneous because we were working on this "drilling issue" Of MINING ENGINEERING. Present drilling tools have devel¬oped so rapidly, that a great deal of engineering is. required in the selection of bits, steel, and machines for the drilling conditions at each mine. Formerly a modicum of engineering was utilized in selection of equipment for it was purchased from manufacturer preference. With the development of alloy drill steels, tungsten-carbide bits, throwaway bits, and the jackleg drill, mining companies began doing more experimental work before making selections. It is unfortunately true, that each operator must begin at the beginning by doing his own test work before choosing his drilling method, and tools. Some of this work has been done very well-under controlled conditions and obtaining proper data on the variables. Such data should be accumulated from the various mines, tabulated, and published. Such a volume would be of tremendous help to the small operator in selecting equipment and would permit the research departments of the larger companies to formulate some measure of rock drillability and to undertake more specialized research on the different phases of drilling.

H. McD. Lorain says in regard to his son, Captain S. H. Lorain; "It might be of interest to you to know that, although but 23 years of age, my son is captain of Co. C 107th U. S. Engineers, Thirty-second Division. He landed in France about the middle of February, 1918, and was commissioned a captain on Sept. 5, 1918. He started for the front the latter part of June and was there continuously until the armi-stice was signed, on Nov. 11, being on the front lines in the Argonne at that time. He is, at present, in Coblenz, Germany, with the Army of Occupation. Although much of his work was clone under artillery and machine-blur fire, as well as airplane bombs and fire, he escaped without a scratch. Once, he was the only one of a group who escaped without a scratch from an exploding shell." Lieut. Bernard H. Lasky, on a post card received a short time ago, gave the following brief record of his military career. "I have been serving with the 316th Engineers in France and in Flanders and had the satisfaction of being in the last big drive in Belgium which sent the enemy beyond Avaenarde and did much to increase their gait on their way to Brussels. On Oct. 1, I received a commission as second lieutenant and was assigned to Co. C of the 316th Engineers."

The American Society of Mechanical Engineers extends an invitation to members of the Institute to participate in an exceedingly interesting excursion on Saturday, November 11. Permission has been secured for a visit to the plant of the Electric Boat Co. at New London, Conn. There will be run a special-test on a high-power 8-cylinder, 4-cycle Diesel engine. A large number of submarine and other engines in various stages of construction will be seen, also the boring of torpedo tubes, cylinders and other equipment for submarines. The drafting rooms and foundry mill also be open for inspection. The party will have an opportunity to see at close range the submerging of several submarines, and an attack on a vessel on the surface, an exhibit which is being arranged by courtesy of Rear Admiral A. W. Grant, who is in command of the submarine forces of the United States. The Boston members will leave South Station on train No. 7 at 8.30 A. M. Those from Providence will board this train at 9.36 A. M. The Worcester members will leave on train No. 745 at 8.36 A. M. The New York contingent will leave the Grand Central Terminal at 8.31 A. M. on train No. 8. This train will leave New Haven at 10.30 A. M. Upon arrival at New London, each group will go directly to the Mohican Hotel, where a "get-acquainted" luncheon will be served

GEOPHYSICAL methods are playing an ever increasing part in various engineering fields. About ten years ago, geophysical exploration was first applied in civil engineering to the study of foundations and the location of construction materials and water. Its usefulness is now being extended into the field of structural engineering. Almost every structure has to be so designed that it will withstand any force to which it may be subjected. Such forces may result from its own weight, applied loads, pressures of various kinds, including those due to wind and water, ground subsidence and vibrations. The last two, problems involving the nature and dynamic behavior of surface and subsurface formations, are within the scope of geophysical investigations. In the design of any structure, the disposition and dimensions of its members as well as their materials must be so selected that they will withstand any or all of the forces enumerated above. In other words, its "resistance" to such forces must be sufficient, allowing for a definite margin of safety. Often a static treatment of the problem leads to satis-factory results, but the static method entails serious errors when vibra-tions are involved, as in resonance with an impressed vibration the displacements of a structure or parts thereof may dangerously exceed the allowable values. The principle of "dynamic design"? is, therefore, avoiding or reducing resonance by suitable selection of the natural frequency of a structure, or by the provision of damping.

The Concrete Research Division, U.S. Corps of Engineers, has developed a simple procedure for determining the coefficients of linear thermal expansion of rocks by means of resistance wire (SR-4) strain gauges. Gauges are cemented to the surfaces of specimens, which are then brought alternately to temperatures of 35OF and 1350F. Results are accurate to the seventh decimal place. IN the course of investigations of the thermal properties of various rocks proposed for use as aggregates in concrete structures, a relatively rapid method of determining coefficients of linear thermal expansion was required. A method which proved to be satisfactory for this purpose was developed in the petrographic laboratory of the Concrete Research Division, U.S. Corps of Engineers, at Clinton, Miss. The method is based on the fact that strain effects in a specimen can be determined by measuring variations in the resistance of an electrical conductor firmly cemented to the surface of the specimen. Equipment for the determination of strain, electrically, has been developed by the Baldwin-South-wark Division of the Baldwin Locomotive Works in Philadelphia. This equipment includes small strain gauges made of coils of resistance wire bonded between thin sheets of paper (SR-4 gauges), and a portable "Strain Indicator" which records variations in the length of the gauges in microinches per inch. Gauges of this type are now in general use for determinations of various mechanically-induced strains, but their use for the determination of coefficients of thermal expansion appears to be a new application. The advantages of the method are that the test specimens may be relatively small and require only a minor amount of preparation, that a large number of tests can be run at the same time, and that the installation and operation of the equipment is relatively simple. The method and equipment described are now in regular use for determining the coefficients of linear thermal expansion of rock samples submitted to this laboratory. Rocks which have been tested include granites, syenites, gabbros, and other igneous rocks, limestones and dolomitic limestones, sandstones, and quartzites. Specimen Preparation: To standardize the conditions of the tests, the rock specimens are sliced by diamond saw into slabs about 11/2x11/4 in. In the case of bedded or foliated rocks, three oriented slabs are cut from the same specimen, and represent, respectively, a direction in a plane of the bedding or foliation of the rock; a direction along the bedding or foliation and at a right angle to the first; and a direction across the planes of bedding or foliation. One of the large surfaces of each slab is lapped for a few minutes with No. 100 abrasive powder to remove saw scars and irregularities. The slabs are soaked in petroleum ether and then dried in an oven to remove all traces of oil picked up in the sawing

Further details of the 97th meeting of the Institute, at Spokane, have been sent to members in the Special Circular of May 8, 1909, and for convenience a summary of the additional information is given later in this announcement. In spite of the present small number who have joined the party, final arrangements have been made to complete the itinerary given in the circular. It is greatly to be desired, both in behalf of the Institute and in recognition of the special courtesies to be extended on the trip, that the party be made larger. Exceptional facilities to visit the many mines and smelters have been freely provided; and members are requested to make all reasonable effort to attend the meeting at Spokane and participate in the excursions. . For those who cannot take the entire trip, it may be possible to provide special Pullman accommodations after leaving the Yellowstone Park. In order to make the necessary arrangements, however, the names of members and guests contemplating this partial trip should be sent at once to Mr. Theodore Dwight, .39 West 39th St., New York, N. Y. A special train of Pullman cars will leave Chicago September 16. This train will be side-tracked at all places visited, and the sleepers will be available for lodging and the dining-car for meals (luring the entire trip, except while taking the tour through the Yellowstone Park. The general cost of the trip per member will be $300, which includes transportation, berth, and meals for the entire trip from Chicago back to Chicago, almost 6,000 miles, and the tour through Yellowstone Park, occupying in all about 30 days. The ultimate test of a business strategy is whether it achieves the owner's objectives. Most shareholders are interested in growth and profits, and share values on stock exchanges are very often closely correlated with profit growth and profitability measured as return on equity (ROE). Strategic management, then, involves managing investments or resource allocations to optimize long-term growth and real return on equity, within reasonable limits of risk. Figure 1 shows a plot of the five year, weighted average ROE of a number of communications companies against their stock market valuations in 1983, measured as a ratio of market value to book value. The principal explanation of the differences in the relative valuations of the individual stocks is historical ROE, weighted toward the most recent years. Further analysis demonstrates the added importance of growth in explaining the differences in stock market to book ratios. [ ] Research conducted by Booz Allen and others in recent years suggests that the relationships between ROE and market to book multiples hold true in industry after industry. Furthermore, we have found that in assessing business strategies for companies in these industries, the analyses should focus on whether proposed strategies are likely to lead to consistent long-term growth in real ROE, without excessive leverage. Our research also reveals, however, that these approaches to strategy assessment are not consistently applicable in the natural resource extractive industries. Figure 2 shows a similar comparison of market to book values against five year average ROE for a group of nine mining companies in 1983. Market value of the shares shows little correlation with ROE. INTRODUCTION The Optimum Production Rate (OPR) is one of the most important parameters in the evaluation of a mineral deposit. The OPR can also be expressed as the Optimum Mine Life (OML) in years since the expected mine life is determined by dividing the OPR per year into the estimated ore reserves. Unfortunately, very little time and effort has been directed towards the determination of the OPR. Instead, "rules of thumb" are often applied to select a mine life without due consideration of the economic implications of such a selection. A "justification" for a particular production rate is often based on a pre-conceived arbitrary requirement for a mine life of 5, 10, or 15 years, for example. In this paper it is demonstrated that such arbitrary selections for high-grade/low-tonnage mines (such as many underground gold/silver deposits) often lead to sub-optimal results. In fact, an apparently uneconomic deposit at an arbitrary production rate may be economic at the OPR. Consequently, investment opportunities may be overlooked if one analyzes mine properties based on arbitrary production rates. This paper analyzes the interrelationships of variables such as production rates, capital and operating costs, cut-off grades, discount rates, metal prices, etc. The analysis shows that the OML for high-grade/low-tonnage deposits is often in the range of two to four years. Although such mine lives intuitively appear too short to many individuals, it should be noted that, in the past, much of the mining industry became familiar with the economics of large scale mining operations. The rules of thumb developed for such large scale operations should not be applied to high-grade/low-tonnage mines such as many of the underground gold deposits. DEFINITION OF OPTIMUM PRODUCTION RATE The OPR is selected on the basis of maximizing the net present value of the after-tax cash flows. However, as discussed later in this paper, the production rate selected for a particular mine may be somewhat higher or lower than the theoretical OPR as a result of other variables such as: 1) the probability or expectation of additional reserves being discovered 2) the likelihood of being able to custom mill nearby deposits owned by others 3) the configuration or attitude of the orebody, which may place upper limits on the production rate 4) the residual, or salvage values, of the mine/mill facilities COMPARISON BETWEEN DIFFERENT PRODUCTION RATES For an orebody with definite physical cutoffs*, or boundaries (such as faults or unconformities), the total ore reserves at different production rates may be identical. Consequently, for such an orebody, varying production rates result in differing mine lives. Although the metallurgical recoveries, the mine dilution, and other similar physical parameters may vary slightly at different production rates, the major differences are the capital costs and operating costs per ton. The ramifications of these differences are especially important at low production rates (up to approximately 1000 tons per day), but can also be significant at higher production rates.

Unit Rig & Equipment Co., manufacturer of Lectra Haul trucks, is continually studying methods of reducing the operating costs of large haulage trucks. Reduction of haulage system operating costs is an important goal that equipment operators and equipment manufacturers constantly try to improve on. One of the most variable and important factors affecting operating costs is actual truck operating practices. An examination was centered on methods to optimize truck utilization. It was found that a very effective method of accomplishing this goal would be an automatic truck control (ATC) system to automatically control a fleet of haulage trucks in a predetermined pattern. Economic studies were conducted which showed a very favorable reduction in mine operating costs by use of an ATC system. In 1970, Unit Rig & Equipment Co., in conjunction with SAAB-SCANIA began preliminary development of adapting, for truck use, a proven automated control system, previously used for train systems, small trucks, and military target vehicles. In 1974, the first prototype system was installed on a Lectra Haul M-100 and tested extensively at Unit Rig's test track in Tulsa, OK. This truck and system were then displayed publicly at the 1974 convention in Las Vegas. In 1976, the system was redesigned for production to maximize reliability, ease maintenance, and to accommodate future control and-status reporting developments proposed for haulage trucks. The new design equipment was manufactured, and a full system test will be conducted in an actual open-pit mine for an extended period to evaluate reliability, compile economic data, and obtain application information to evaluate complete mine haulage system conversions to ATC. System Description The ATC system is designed to provide automatic control of all the vehicle functions normally accomplished by the vehicle operator. The basic system consists of the on-board control equipment and the wayside control equipment. The on-board equipment receives commands from the wayside equipment and controls all the truck functions. In addition, on-board sensors monitor all critical truck functions and provide instructions to the truck and system to assure safe operation. The wayside equipment consists of a buried guidewire, block control units and a central controller which provides predetermined signals to the on-board equipment for speed control, steering, and for auxiliary functions (dumping, horn, etc.) through the guidewire located in the truck's path. The wayside equipment also controls vehicle separation, system status, and provides truck location to a central display panel. The central control panel can vary the speed level signals over any segment and can also command an emergency stop to halt all the units. [Fig. 1] illustrates a typical ATC installation. If ATC is used in operations which require flexibility and mobility at the end of the ATC guidance network, the trucks can then be operated by either radio remote control or manually to complete their assigned functions.

ARC welding can be defined as a process whereby two A pieces of metal are brought together, heated to a molten state by the heat of an electric arc, and fused into one piece. There are several kinds of arc welding: the metallic arc, the carbon arc, the atomic hydrogen arc and the shielded arc methods. A short description of each, together with its major applications, will serve to distinguish between them. Metallic arc welding involves an arc drawn between a metal electrode and the material to be welded, called the work or the "parent metal." It may be further subdivided into hand and automatic welding, depending on whether the electrode is fed to the arc by hand or by motor drive. This form of arc welding can be applied to most welding operations. Exceptions to its use consist of applications where very thin metals are to be welded; where it is desired to join the work with- out adding metal; or where extreme ductility may be required:

Seventy-one delegates, representing 74 organizations with a membership in excess of 105,000, attended a conference of technical societies, in Chicago, Apr. 23-25. It was called by Engineering Council, and unanimously adopted a resolution urging Congress to establish a Department of Public Works. This would include the services and bureaus having to do chiefly, with matters of engineering and architecture. Among the bureaus, services, and activities, which logically belong to a Department of Public Works, are the following: Bureau of Public Roads; the United States Reclamation Service; the Alaskan Engineering Commission; the Construction Division of U. S. Army; a Bureau of River, Harbor and Canal work, including such functions as are now exercised by the Mississippi River Commission and the California Debris Commission; a Bureau of Architecture; a Bureau of Surveys, including the Coast and Geodetic Survey; a Bureau of Mines; the Geological Survey; the Forest Service, at least until the same is divorced from the supervision of water powers and road building; and the Bureau of Standards. Later, the following resolutions were unanimously adopted: RESOLVED, That this conference be known as the Engineers, Architects, and Constructors Conference on National Public Works; that it continue in existence until dissolved by its own action and that its officers and committees be empowered to further the organization and development of a National Department of Public Works. RESOLVED, That for the purpose of furthering the passage of a bill for the creation of a National Department of Public Works there be set tip by this Conference an Executive Committee, a Committee on Text of Bill, and a Campaign Committee. The Executive Committee shall have the power to create a Finance Committee and other committees and to add to its own membership or to that of its committees.

THIS year the Petroleum Division holds its fall meeting at Houston, Texas, Oct. 2 and 3, with head- quarters at the Lamar Hotel. Technical sessions will be held in the morning and afternoon of both days. A smoker on Friday afternoon will afford an opportunity to get together socially. Saturday evening is left free for private parties to the beach at Galveston, where a wide variety of entertainment is available. On Oct. 4 there will be an excursion to Sugarland oil field, with luncheon at Boling and a visit to Boling sulfur mine and plant in the afternoon. There are nine technical papers on the program for Friday. Saturday morning will be devoted to oil production control and it is planned to make the discussion more

ONE of the perplexing problems that face the translator of an old technical treatise is the question of terms for units of weight and measure. We have used an English word only when it is linguistically equivalent to the Italian one and is a unit of approximately the same size. Libbra and oncia thus become pound and ounce, for the actual weights were within 10 per cent of the modem Troy weights. On, the other hand, the length measures braccio, palmo, and dito, which could be rendered literally as arm, palm, and finger or digit, respectively, have no good English metrological equivalents and it has seemed best to retain the Italian words. The exact transfer of Biringuccio's weights and measures into modern terms is impossible because of the uncertainty as to his standards. Even as late as 1803, when the metric system was first introduced into Italy, practically every city had its own standards. There were, for example, at least eight different palmi, varying from 22.3 to 29.2 centimeters. Messrs. Thomas & Cross, having leased from the Akron Cement Company from twelve to fifteen acres of abandoned cement-tunnels and chambers, for the purpose of propagating mushrooms for the market, commenced operations about a year ago, and are now beginning to furnish mushrooms in quantities to the local markets of Buffalo and Rochester. The quarries, or, more properly, the mines, of the Cement Company are located at Akron, Erie County, PIT. Y. The cement-rock occurs in a stratum about 71/2 to 8 feet in thickness, which is overlain by from 1.5 to 25 feet of limestone and flint-rock. There is a gentle rise from the opening of the tunnel inwards, giving a natural drainage and leaving the chambers comparatively dry. The roof is good and is supported by pillars and heavy timbers. The mushroom-beds are located about 300 feet from the opening of the tunnel, and are made in the form of mounds about 3 feet by 12 feet, at the base, and 24 feet high, giving to the chambers the appearance of a subterranean graveyard. THE importance of topography to geology is so commonly underrated as to deserve to be pointed out again and again. The relation of topography to the different branches of geology may be seen best by a glance at them all. Geology is well understood to consist of the observation of facts about rocks as materials of the earth (geognosy ), and the explanation of those facts (geogeny). The facts to observe are: I. GEOMETRICAL, as (1) structure, including the dip and strike at different points, the size, shape, and position of basins and saddles; (2) vertical section, that is, the thickness of rock groups and of their parts ; (3) horizontal or geographical position. II. PHYSICAL, such as texture, whether sedimentary or crystalline ; and, if crystalline, whether granitic, porphyritic, amygdaloidal, globular, or concretionary; whether compact or granular; coarse or fine; pervious or impervious; hard or soft; firm or tender; with cleavage or without; massive or thin; the microscopic structure; also whether magnetic or not; soluble or insoluble; fusible or infusible; and the constituent minerals.
