THERE are about sixty bodies which chemists call elements ; the simplest forms of matter which they have been able to extract from the rocky crust of our earth, its waters, and its atmosphere. These substances are distributed in very unequal quantities, and in very different manners. As regards the frequency of these elements in nature, neglecting for the present those which constitute air and water, and confining ourselves to the solid matters of the earth's crust, there are a few which are exceedingly abundant, making up nine-tenths, if not ninety-five hundredths, of the rocks so far as known to us. The elements of which silica, alumina, lime, magnesia, potash, and soda are oxides, are very common, and occur almost everywhere. There are others which are much rarer, being found in comparatively small quantities. Many of these rarer elements are, however, of great importance in the economy of nature. Such are the common metals and other substances used in the arts, which occur in nature in quantities relatively very minute, but which have been collected by various agencies, and thus made available for the wants of man. It is chiefly of the well-known metals, iron, copper, silver, and gold, that I propose to speak to-night ; but there are two other elements not classed among the metals, which I shall notice for the reason that their history is extremely important, and will, moreover, enable , us to comprehend more clearly some points in that of the metals themselves. Spots Goblenski fluffed up his pork chop sideburns, checked the angle of his wide brim Stetson and ambled off the airplane. The pert Braniff hostess stood smartly at the door. "Goodbye now, take care," she said in the special airline stewardess voice superimposed on a Texas drawl. Spots smirked, "You betcha, Peaches, you too." It was a crystal clear, sunny day which New York can have at any season of the year (but rarely gets credit for) and being in high spirits Spots did not mind being captured by a cab driver. That is the cab driver brushed aside all other conversation to give a continuous colorful commentary on New York politics, revealing in the process that only the very wealthy and cab drivers share the same political views in that city. After installing himself in the fading opulence of the Hotel Roosevelt, he finished the day with a steak dinner with baked potato under sour cream and hearts of lettuce salad with Roquefort dressing at the Black Angus restaurant. The next morning he had an appointment with Hemphill, Frye and Louderdock. The offices of this prestigious firm of management consultants are high in the Pan Am Building. He was courteously received by a lacquered receptionist and was soon escorted into the presence of Mr. John Smith. "Ah, Mr. Goblenski; Spots, isn't it? Hope you had a good flight. Lovely weather we are having. Just make yourself comfortable over there, Spots." Smith seemed cordial and Spots slipped comfortably into the interview. He had always thought that management consultants were evolved from the "efficiency experts" made famous by the radio team, Amos and Andy. He associated the modern version with computers, PERT and other systems approaches. He was surprised that one of these firms was apparently acting as an employment agency. "Of course" continued Smith, "in evaluation of basic criteria of performance moduli, the human element enters, Spots, and that brings us to you." Spots sat up and focused his attention.

The purpose of this paper is to illustrate the forecast capability of the econometric model of the cobalt industry1/ as utilized by the Federal Preparedness Agency. Forecasts from this model are illustrated from the premise that the leading producer continues production of cobalt. An alternate forecast is presented where the model structure is altered to reflect the condition where the leading producer leaves the market. All estimations and forecasts presented here are shown for illustrative purposes. The cobalt industry is highly concentrated; one company, owned by the Zaire government, accounts for approximately three-fifths of world production. The cobalt supply outside of Zaire is determined by the level of activity of copper or nickel markets, as cobalt is mined as a by-product of copper or nickel. The demand for cobalt reflects a diversified usage pattern; cobalt is used mainly in heat and corrosion-resistant materials, high- strength materials and permanent magnets. According to 1974 U.S. consumption data superalloys accounted for 22%, magnetic alloys 18%, cutting and wear-resistant materials 13%, and catalyst 7%. Foreign consumption is probably similar in terms of usage categories, but the relative order of the categories is in variance.2/ The Cobalt Model The cobalt model's object is to explain consumption, supply and price movements by utilizing statistically estimated equations. Central to the econometric model is the role of Zaire as the profit-maximizing "dominant firm". Zaire sets the price that is most profitable for itself. INCREASING realization of the importance of dust control, and the recommendations of various agencies, have led the mining industry to become actively concerned with this problem. The background and necessity for adequate dust-suppression measures have been discussed in a number of publications, including those of the U. S. Bureau of Mines, and the use of spray water to reduce dust at the face and on roadways has been recommended. The problem resolves itself into obtaining adequate dust reduction at a reasonable cost. Inasmuch as the term "adequate dust suppression" has never been clearly defined, nor have permissible limits of dustiness (in terms of dust count) been established, it is apparent that any method selected may be required to meet additional demands. Until the industry has been given some indication of permissible limits of dustiness, no permanent solution is possible. Progress will be somewhat handicapped until such information is available. In addition, dust reduction must be obtained without the addition of any excessive moisture to the coal, since consideration must often be given to: I. Quality standards, particularly reduction in heat value. 2. Handling characteristics, particularly in regard to unloading from railroad cars and bins. 3. Application of dry methods of coal cleaning. 4. Necessity for fine screening within specified limits of oversize and undersize. Little detailed information is available as to the advantages and disadvantages of the several methods of water distribution, the location and protection of sprays, operating data on pressure, quantity of water, and so forth, and results obtained. In 1940 an investigation was undertaken to determine and evaluate the principal factors involved. This paper constitutes a progress report on this work and cannot in any way be regarded as complete on any one of the several phases. CLASSIFICATION OF DUST SOURCES The various sources of underground dust may be classified as primary or secondary. A primary source is one associated with appreciable degradation of size, that is, where the greater part of the actual fines capable of becoming air-borne dust are produced. A secondary source may be considered as one in which the greater part of the fines have been produced at some previous operation and are in such condition that they can be dispersed as air-borne dust. These conceptions appear to be of practical significance, as experience indicates that when dust is controlled at the primary sources the importance of secondary sources is minimized. For these reasons, investigations to date have been concerned principally with the primary sources of dust, and this paper is concerned particularly with one of these-namely, undercutting. The water-supply of a country may be considered from three points of view: (1) its abundance and availability for agricultural purposes; (2) its chemical properties in their relation to manufacturing purposes; and (3) its quality and quantity as affecting domestic consumption. This paper concerns only those characteristics which may affect manufacturing and domestic uses. The so-called sanitary analyses deal not only with the common mineral elements found in water, but with organic matter and with those substances which, by their presence, indicate changes taking place through the agency of living organisms. Since these living organisms are frequently accompanied by others, capable, as are believe, of causing disease, the products of their action are looked upon with suspicion even when, as in the case of nitrates, that action may have taken place at a time long past. Therefore, upon the quality of the water-supply depends much of the history of a country, when rightly read, as well as much of its promise for the future. Thus, the hardness," or content of calcium and magnesium salts, gives a means of distinguishing at once between the waters traversing only igneous or other siliceous rocks and those coming from calcareous deposits. The presence of decomposing organic matter and intermediate products betrays a use of the water as the public carrier of refuse, which renders doubtful its fitness for domestic supply. In certain regions, one of the most valuable historical records is made by the relative amount of chlorine in the different waters. In the absence of rock-deposits carrying salt,, the chlorine present in rain and snow, and hence in mountainstreams and springs, appears to be derived from the air-borne, finely divided salt spray resulting from the beating of the ocean waves on the coast. THE data in this paper were collected to show both the volume and speed with which bituminous mines have indefinitely suspended operation while economic advantage in the industry has so gravely declined. The study was limited to the bituminous coal-mining states east of the Mississippi River, wherein conditions affecting production and demand are more common respectively to all of the mining districts included and represent about 95 per cent of the nation's coal mining. Data for the compilation of these statistics and for the construction of these graphs have been obtained in all cases from state mine depart-ment reports, except from those of Ohio and Virginia. In Virginia essential individual mine data were secured from an authentic source, but no individual Ohio mine information is obtainable, because all Ohio fact-gathering agencies are prohibited by law from revealing such data. In other states the facts were tabulated and later checked with the cooperation of Chief Mine Inspectors. In all, excluding Ohio, over 17,000 individual annual mine returns were examined. Special infor-mation was secured from each state mine department about suspensions in 1932. Accurate information was not available from all states about mine abandonment due to exhaustion of coal reserves, and while these were completed for several states, it has not been shown because it was not perfected for all states. However, the total observed sample was comprehensive enough to show that exhaustion accounts for a very limited part of the suspended production. Wherever mention is made of "suspended production" the largest annual output of the mine in the five years prior to suspension has been taken as the measure of its probable production had it continued to operate. A mine is not regarded in this category, as having suspended, when it merely ceases to produce. The word "suspension" is used only where there is a complete abandonment of activity for an indefinite period, as evidenced by the fact that both ventilation and pumping are discontinued.

F. JOHNSON,* Birmingham, England (written discussion t).--. Mr. Skowronski's first melting experiments tend to show that ingots with a "level set" may be obtained without oxygen. Now it is characteristic of all metals which occupy a smaller volume when solid than they do when molten to "pipe." In vertical-cast ingots, this pipe resembles a horn-shaped cavity, with the wide mouth uppermost. In horizontal-cast ingots, the pipe is a longitudinal furrow along the center-line of the ingot surface. If copper be successfully deoxidized and degasified, this furrow will inevitably be produced. In the author's oxygen-free ingots, it is. clear that gases were occluded and these gases effectively opposed the formation of a pipe or furrow by shrinkage (fluid contraction). It is riot a special property of any particular gas which produces this effect. Hence it is not surprising that the author has succeeded in producing level and overpoled ingots through the agency of sulphur. dioxide gas. That he has counteracted the overpoling influence of sulphur by means of oxygen is somewhat difficult to explain, since the well known reaction between cuprous sulphide and cuprous oxide should result in the production of sulphur dioxide gas. Why the presence of excess cuprous oxide should neutralize the overpoling influence of this gas without eliminating sulphur is not at all clear. It is to be regretted that the oxygen was not determined in the bars given in Tables 3 and 4. It is by no means established that sulphur is responsible for the over, poling of ingots given in Table 4, since carbon was used for overpoling. If, however, the same kind of poling treatment was given as that applied in the case of ingots in Table 1, the responsibility of sulphur assumes more definite shape. The author rightly points out that Mr. Johnson's theory of the equilibrium between gases and cuprous oxide does not explain why a simple addition of cuprous oxide does not correct an overpoled charge. Such a charge must be re-worked to "set" copper. This re-working (rabbling) undoubtedly forcibly removes the excess gases, which are not removable by cuprous oxide.

SOMEONE has divided mankind into two groups: (1) those who have the willingness and imagination to weigh the future gain over against a present indulgence, and (2) those who cannot do so. The former have self-control, patience, foresight and a capacity for sustained effort. Those having these homely virtues become the, possessors of capital and hence employers of others. Those lacking these qualities and owning no capital must seek it from those of the first class, and therefore are employed by others. The human qualities, which divide men into two classes-employers and employed-are, however, capable of change by education, training, environment and by all agencies which tend to develop character. These words of the economist have stuck in my mind for many years and the more I see of men in my business contacts the more firmly I am convinced of their truth. The earth in some respects resembles its inhabitants. When we stroll over the fields and hills we are impressed by the unorganized masses of sand and rock which make up the ground beneath our feet. When by chance we come upon a bit of mineral matter in crystalline form we are impressed by its beauty and symmetry and probably have it polished and call it a gem. Gems constitute a minute portion of the earth's crust, and those intellectual gems, worthy of polish, who brilliantly reflect the incident rays of education and experience that have fallen upon them are few among the masses of mankind.

INTRODUCTION The financial structure of the mining industry has changed strikingly over the last thirty years. The changes that have taken place in the last ten years include both the acceleration of adverse trends in familiar balance sheet numbers and ratios, and the subtle but extensive increase in the complexity and diversity of funding sources, both on and off the balance sheet. The objectives of this paper are: 1. to briefly trace the evolution of trends in the mining industry's financial structure; 2. to focus in more detail on changes in the last decade; and 3. to analyze those trends both within the framework of capital structure theory, and in the context of changes in business and economic conditions. This survey focuses primarily on the mining companies listed on the major U.S. stock exchanges, since financial data for these firms are readily available. The producers of minerals are a diverse lot, however, and the quantitative data on "the mineral industry" as characterized in this survey fails to encompass the financial arrangements for the bulk of production worldwide, whether owned by governments or private-sector enterprises. Even large portions of the U.S. minerals industry - subsidiaries of still larger firms, medium-sized privately-held companies, and the small miners - were not included in the quantitative part of the analysis. THE EVOLUTION OF THE INDUSTRY'S FINANCIAL STRUCTURE In the aftermath of the business failures of the Great Depression, most borrowers and lenders considered minimal debt on the balance sheet the soundest policy. By the 1950's, however, a body of literature was developing which demonstrated that the use of leverage could improve the value of the firm, given a corporate tax structure which allows interest, but not dividends, to be deducted from income. Optimal Capital Structure The objective of undertaking a new project is to improve the wealth of the current owners of the firm. If internally-generated funds are insufficient to allow growth at the desired rate, the company can raise funds either by issuing new equity, or by incurring debt. The most attractive source is the one which will provide the funds for the lowest cost. Both stockholders and lenders expect to receive compensation for use of their funds at a rate which reflects two things: (1) the return they could earn in alternative investments, and (2) the riskiness of the projected return. Factors which increase business risk include the variability of demand, sales prices and input prices, and "operating leverage", or the proportion of fixed to variable costs. In addition, from the investors' point of view, the use of financial leverage concentrates risk onto the shareholders, because lenders enjoy a prior claim in the event of bankruptcy. So although financial leverage can increase a project's expected rate of return, and therefore, presumably, earnings per share, too much debt will be perceived as uncomfortably risky by equity investors, and have a negative effect on stock prices. In theory, then, there should be an optimal level of debt which the firm's managers should seek to obtain in its financial structure. The desirable proportion of debt should in general be lower for a firm with a higher inherent business risk. In addition to their own judgement, financial managers are sensitive to the attitudes of lenders, rating agencies, and investment bankers in setting financial targets (Scott and Johnson). In practice, financial structure will also depend upon the company's growth rate and level of profitability, and conditions in the capital markets at a given time.

2.2-1. Need for Acquisition Operating Plan. In planning a trip by automobile, a road map is procured and studied. Travel by plane suggests detailed examination of route maps, weather charts, and navigation charts. Planning for construction of a factory, office building, shopping center, or housing subdivision envisages working out a complete development plan. Household needs arc generally jotted clown on a shopping list, with each item checked off as it is purchased. In turn, forwarding of any surface mining project should be undertaken only after an acquisition operating plan has been set out, by checklist, under three general headings: 1. Public relations-a check list setting out applicable Federal, State, and local laws and regulations, and the office, board, commission, and individuals having responsibility for licensing, administration, and enforcement of each such law or regulation. 2. Land requirements-a complete check list encompassing all aspects of land acquisition, ownership, management, control, and disposition, with applicable laws. 3. Water requirements-a full check list embracing all aspects of water development and control, acquisition of rights to use, manner of use, and manner of disposition, with applicable laws and regulations. 2.2-2. Public Relations Aspects of Operating Plan. NEED TO DETERMINE APPLICABLE LAWS. The laws and regulations governing acquisition of land and mineral rights, water and water rights, and the use and control of those rights, vary so much from state to state that one cardinal rule must govern all preplanning: determine applicable Federal, State, and local law at the outset. Changing conditions in the past century have resulted in a multiplication at all levels of governmental agencies interested in, and having responsibility for, acquisition, use, control, and disposition of minerals and mineral lands. The same is true of waters and water rights found in, brought to, or discharged from, the operating site.

INTRODUCTION The design of rock support for underground nuclear waste repositories requires consideration of special construction and operation requirements, and of the adverse environmental conditions in which some of the support is placed. While repository layouts resemble mines, design, construction and operation are subject to quality assurance and public scrutiny similar to what is experienced for nuclear power plants. Exploration, design, construction and operation go through phases of review and licensing by government agencies as repositories evolve. This paper discusses (1) the various stages of repository development; (2) the environment that supports must be de signed for; (3) the environmental effects on support materials; and (4) alternative types of repository rock support. Much of the information presented in this paper was derived from work conducted for Basalt Waste Isolation Project. Most of the information, however, would apply to other hard rock repositories. REPOSITORY DEVELOPMENT AND THE NEED FOR ROCK SUPPORT Repository development can be characterized by five general stages: exploration and design, excavation, waste emplacement, re trievability period, and backfilling. It is helpful to understand these phases of development to see where and when rock supports are required and how the design is verified. The description that follows is simplified. Details have been omitted, and future plans may not conform to this scenario.

In the mining and metallurgical industries, numerous problems arise requiring determinations of solid and of liquid particles suspended in air. Frequently, these problems are of local interest and involve purely economic or operating difficulties; on the other hand, toxic effects from the inhalation or the ingestion of substances suspended in air may be a matter of concern. For checking up process improvements or for determining ventilation efficiencies in problems of this general nature, various methods have been proposed. .Although simpler methods are often satisfactory, precipitation combines several desirable features that other methods lack. This paper is, therefore, devoted to a discussion of portable alternating-current precipitators applicable to the quantitat,ive determination and microscopy of dusts, fumes, and smokes in air. Small particles suspended in gases, such as air, are referred to in the literature as aerosols or suspensoids. Of these terms, suspensoids appears to be preferable as being more nearly in keeping with words in everyday use. In problems involving air pollution by small particles—by suspensoids—it is convenient to distinguish three broad classes based on the size, the degree of dispersion, and the method by which the particles become suspended in the air. Dusts.—Particles or aggregates of particles, 150 to 1 micron in diameter, that are thrown into the air by mechanical agencies are termed dusts. Examples are silica; talc; cement; organic dusts such as hard rubber, starch, and cocoa; flocculated fume, and smoke products. Fumes.—Particles, 0.2 to 1 micron in diameter, formed from chemical or physicochemical reactions are known as fumes. Examples are ammonium chloride, lead and mercury, zinc and magnesium oxides, fogs, and acid mists. Smokes.—Particles, less than 0.3 micron in diameter, formed by incomplete combustion of carbonaceous and other substances are called smokes. Examples are the particles formed from burning tobacco, oil, tar, and gas.

ALTHOUGH zone melting has found favor in recent years because of its convenience and its faster rate of production of single crystals, the older technique of strain annealing still has a number of advantages. It has been reported1 that the lattice of a crystal prepared in this manner has fewer defects than one grown from the melt and, of course, the control of the external geometry is easier. Also, the diameter of the crystal which can be grown by zone melting has a theoretical limit determined by the surface tension, thermal conductivity, and specific gravity of the material, while the size of that which can be grown in the solid state is limited only by practical considerations. In a program for the study of the structure-sensitive properties of niobium and its alloys it was desirable, for ease of handling, to have available single crystals of large diameter. This requirement dictated the choice of the strain-anneal technique. Induction heating was chosen in the present work in preference to other methods because of its deep penetration of large-diameter sections. A five-turn coil, powered by a motor generator operating at 10,000 cps, is contained in a vacuum chamber. The work is lowered through the coil for both the recrystallization and the crystal-growth steps. Starting with electron-beam melted material, the bars are cold-swaged, recrystallized, strained in a tensile machine, and then subjected to the growth step. Single crystals have been grown under the following conditions: Reduction in area during swaging— 79 to 99 pct, recrystallization temperature—1500o to 1667°C at the rate of 1.25 in. per hr, strain—1.0 to 2.5 pct, growth temperature—1600o to 2400°C at rates from 0.15 to 1.25 in. per hr. Starting grain sizes achieved after the recrystallization step varied from 0.6 to 1.55 mm. The starting grain size was found to be critical; if it is too fine and has any residual cold work, as shown by the presence of a fiberlike texture, a single crystal cannot be grown. Using this technique niobium single crystals have been grown from 0.250 in. diameter and 12 in. long to 1.00 in. diameter and 5 in. long as shown in Fig. 1. The 1-in. crystal is the largest to be reported for a refractory metal as compared to 0.500 in. for molybdenum grown by zone melting.2 As with zone melting, control of orientation is possible by the use of special procedures. Other investigators, see for example Williamson and Smallman,3 have reported that orientation control may be achieved by a bending technique. In the present work the strained rod is partially lowered through the coil to start the growth of the crystal. Then it is removed and bent at a point ahead of the interface between the single and polycrystalline portions. Finally, it is returned to the chamber and growth is continued "around the corner". The amount of bending which can be imparted to the rod is limited by coil geometry which up to now has been 10 deg. However, by repeating the bending and growing operations it should be possible to attain any desired orientation. The perfection of these single-crystal specimens as a function of process variables is being measured by X-ray and metallographic techniques and the results will be reported in a forthcoming paper. The practice of dentistry, particularly the construction of artificial dentures and "bridges," involves a unique and difficult application of the precious-metal alloys. Appliances used in the mouth are continuously exposed to corrosive agencies which can hardly be described as mild, and must remain free from tarnish and be substantially immune to corrosion. Limitations with respect to space and weight demand high physical properties, while complexity of form requires ease of working. The high corrosion resistance required necessitates the use of alloys of high precious metal content. The usual expedient of resorting to mechanical working to produce the requisite strength and stiffness cannot be utilized because of the frequency of annealing and soldering operations. To meet these difficult conditions manufacturers of dental goods were early led, unknowingly perhaps, to the production of precipitation-hardening or temperable alloys. The excellent properties of iridium-platinum may have suggested the addition of platinum metals to the conventional gold-silver-copper alloys to produce greater strength and hardness. It was found that such quarternary alloys retained their high physical properties after passing through the usual soldering process; i. e., heating to 750° to 800" C. and cooling naturally in the air. Later it was discovered that they could be softened and rendered more ductile by heating to the same temperature and quenching in water. These early examples of precipitation hardening, for years the common knowledge of dental practitioners and laboratory technicians, escaped the attention of the scientific world and discovery of the transformation which was responsible for this hardening was disclosed by the Russian investigators of the system Au-Cu, Kurnakow, Schemtschushny and Zasedatelev~,(~)$ although the optimum conditions for securing good properties in aged alloys were not given attention.

INTRODUCTION In recent years there has been increased social awareness and government attention directed toward the mining industry. The growing influence of the Occupational Safety and Health Administration (OSHA), the Mine Safety and Health Administration (MSHA), and the Environmental Protection Agency (EPA) has resulted in volumes of regulations governing a multitude of health and safety aspects of mining and milling. These regulations naturally have had an impact on new plant design and in some cases have necessitated retrofitting of existing plants. This paper will not examine the regulations governing the industry, since they are a matter of public record, but rather will address two specific health considerations, dust and noise, and their influence on the design of crushing and screening plants. DUST AND NOISE CONCEPTS Dust is generally defined as finely divided solids which may become airborne without any physical or chemical change except fracture. Since the purpose of comminution circuits is to reduce the size of solids by fracture, a percentage of the material is normally reduced in size to a point where it can easily become airborne. The major cause of dust becoming airborne is the air induced by falling material. When granular material falls through a distance, the induced (or entrapped) air rushes out available openings, carrying with it the fine particles that have become suspended. For this reason, the major points of dust generation are the points where the material is falling: chutes, transfer points, screens and equipment feed and discharge points. The expected dust concentration in an area is a function of the degree of size reduction (i.e., finer particles are more readily carried by air currents than heavier particles) and the volume of air that is induced. Butte Meeting. It is expected that the technical program of the Butte meeting will be a sufficient attraction to draw to that point every member who can possibly get away long enough to attend. Attention is particularly called to the papers already sent in by the Committee on Precious and Base Metals, and the papers which they are undertaking to secure for the meeting, as published on pp. ix and x. In addition to these papers, and in addition to those published in this Bulletin, the office of the Institute already has in hand several papers, which will be published at an early date, and presented in abstract and discussed at the meeting. Of the discussion of these papers a special feature is being made. Therefore, let every member come to Butte who can do so. A meeting of the Board of Directors of the Institute will also be held at Butte. In the May Bulletin, we stated for the information of members the railway excursion rates for two suggested tours in connection with the meeting, which included Glacier Park before the meeting and Yellowstone after it. The itineraries there given and rates quoted were planned and offered by the railway agent bureaus in New York. Circulars have been sent to the members of the Institute by A. E. Vaughan & Co., a tourist trip agency of New York City, containing details of tours nearly identical with those outlined in the Bulletin, and quoting rates covering, the expenses of the whole trip. Members can easily compare these rates with the rates offered by the railroads, and published in the last Bulletin. In order that no misapprehension may exist, the statement is here made that the Institute and its officers have no connection whatever with Vaughan & Co.'s proposals and that any such tours will be strictly personal matters between said company and the members of the Institute who take them. Nevertheless, the Board of Directors calls to the attention of members the circumstance that tours such as these will afford an opportunity for members to travel together to the meeting.

Interest in the reserves of phosphate rock in the United States and their proper conservation has recently been aroused by hearings held in different parts of the country by the "Joint Committee to investigate the adequacy and use of phosphate resources of the United States." This committee was appointed within a few days after a Presidential message to Congress on the same subject, dated May 20, 1938, and began to function almost immediately. Hearings were held in Washington, D. C., Pocatello, Ida., Wilson Dam, Ala., Knoxville, Tenn., and Lakeland, Fla. The resulting testimony, when published, comprised a volume of 1182 pages.l At the earlier hearings held in Washington and Idaho the seeming disparity between the great reserves of the West and the smaller reserves in the East led to some suggestions as to the desirability of curtailing or even prohibiting the exportation of phosphate rock so that eastern producers, becoming alarmed, cooperated in making available for the use of the committee information hitherto closely guarded. This information has provided an opportunity for new studies by official agencies, for a restatement of the reserves of Florida and Tennessee, and for some modification of figures for the Western States. The writer, representing the Federal Geological Survey, was given free access to the Florida material and has prepared for publication a report,² some features of which are summarized in this paper. The Tennessee material was studied by Dr. G. I. Whitlatch,³ of the Tennessee Division of Geology. Prof. J. Stewart Williams,* of the Utah State Agricultural College at Logan, has published a recent study of the phosphate resources of Utah and the writer has given some further study to reserves of western phosphate from the viewpoint of including material of lower grade than that hitherto considered. Based on theoretical and experimental evidence a discussion follows of the behavior of phosphorus -bearing iron ores in the R-N Direct Reduction Process and suggestions are made of methods of reducing the amount of phosphorus in the metallic end product. In ferrous metallurgy a direct reduction process is one in which iron ores are reduced to metallic iron with gaseous or solid reductants without the appearance of a liquid phase. A number of attractive features have induced several companies and government agencies to invest in the development of direct reduction processes. A summary of all direct reduction processes up to 1954 has been given by Barrett,' and Wiberg,2 and Willems3 have reviewed the most recent developments in this rapidly expanding field. Many difficulties have been encountered in direct reduction processes and the nature of these difficulties has varied from process to process. One problem common to almost all of them is the removal of phosphorus which is one of the reasons for the rather pessimistic outlook given by some government publications4'5 to direct reduction processes. In this paper an attempt is made to give a theoretical explanation of the variations in phosphorus removal observed in the R-NY Direct Reduction Process. However, many conclusions are general enough to be applicable to other processes. Most iron ores treated by the R-N process yield products lower in phosphorus than the original ore. A qualitative account of the factors has been given by Stewart, Reed, and Herasymenkoe but the erratic removal of phosphorus from some ores and the general importance of this problem make a more careful analysis of the theoretical aspects desirable.
