No greater opportunity for public service has ever been presented to the engineers of the United States, as a class, than the campaign to make thrift a permanent American habit, conducted through the Savings Division off the Treasury Department. The engineer owes a duty to his community, to his country, by reason of the very fact that he is an engineer. By reason of his position and influence, his education and experience, he owes to his country the duty of public service. The public understands that the opportunities of the engineer have allowed him to equip himself to handle logically and properly questions affecting the public. He has been trained to maintain a constructive viewpoint. His work is constructive and he builds for the future. The qualities that the public deems necessary for public service have been bred in him. The time has gone by when the professional man can perform his whole duty to himself and his community by shrouding himself and his calling in mystery and locking himself away from the public in office or laboratory. The duty of public service is calling for every man whose training has fitted him to perform that service. The engineers of the country have demonstrated their capacity and their willingness for public service. Throughout the war period they, have been found in every branch of governmental and. civilian activity which could contribute to national success, doing their share to promote national efficiency. Their duties are not over.

The apparatus is composed of sections of small diameter, seamless steel tubing welded into a continuous flexible tube. At the bottom end a 1/4-in. pipe nipple with a 10 to 15-lb. weight is attached, together with a registering thermometer and a pair of ball check valves. The entire length of tubing is coiled in a single layer upon a drum 4 ft. in diameter which can be attached to the platform of a truck and provided with devices for winding and unwinding the tubing. Connections are made with the upper end of the tubing through a stuffing box, thence to a gas manifold to which a pressure gage is connected. Hydrogen gas is carried in standard 2-ft. cylinders and readings are taken by admitting gas into the tubing from one (or both) of the hydrogen cylinders until the pressure has been built up above that to be measured. At this time the gas supply is cut off. Excess gas escapes through the open end of the tubing and when equilibrium is reached, the pressure is read at the surface gage. Corrections are made for the weight of the column of gas. The advantages claimed for the apparatus include accuracy and the ability to measure the pressures at any number of points without removing the gage. Among the disadvantages of the apparatus are the somewhat bulky size of the equipment and its relatively high initial cost.

Elements of Ore Dressing. By Arthur F. Taggart. John Wiley & Sons, Inc., New York, 1950. $10.- A modern and practical introduction to the subject by the noted author of the Handbook of Mineral Dressing. The philosophy that a mill and all its parts comprise a single treatment process is a continuing theme in the book. Professor Taggart covers hand picking, screening, filtration, and electrical concentration. After introducing sedimentation, he takes up acceleration in free-settling, hindered-settling, sink-float, jigging, film and trough concentrators and shaking concentrators. A discussion of organic chemicals in flotation is followed by a detailed treatment of flotation. Final chapters deal with primary crushing, secondary crushing, grinding, transport, and controls and flowsheets.

IN giving my opinion of the importance of Colombia as a field for investment for those interested in mining for the precious metals, I must begin by quoting Sir Clement Markham, who, in one of his presidential addresses to the Royal Geographical Society of Great Britain, called the attention of its members to the fact that " although Colombia is the least known and least developed of the South American republics, it is far and away the richest mineral country of then all." This to American investors is extremely interesting, as the country is the most accessible of all the South American republics from the United States. Almost all of the gold shipped by the Spaniards from Madre de Dios, now Colon, came from Colombia, and statistics from the Mint at Medellin, the capital of the Department of Antioquia, go to show that the total production of the precious metals of Colombia, dating from the Spanish conquest in 'the fifteenth century to the present time, aggregates the enormous total of $700,000,000. Of this amount, nearly 70 per cent. represents gold obtained from the placers of the Republic, more than one-half of which came from the Department of Antioquia, the balance being divided between the placers of the Choco and the rest of the Republic. The remaining 30 per cent. of the $700,000,000 represents the silver and gold obtained from the quartz mines, the silver greatly predominating.

When it was decided to erect these furnaces the company also decided to use the Cowper type of stoves. It was, however, desirable to improve upon the plan of the stoves then in operation, to avoid, if possible, some defects which had shown themselves in them. The stoves now in use at Furnaces " A," " B," and " C " are of the well-known type of Cowper stove, having a circular combustionchamber placed at one side of the stove, and a regencrator with crescent-shaped section, resting at the bottom oil cast-iron glatings, which are supported in turn by cast-iron girders, the products of combustion passing up the chamber, down through the flues of the regenerator, and thence to the chimney. The objection to this shape of stove, that the gases would not pass down the parts of regenerator lying beside and behind the combustion-chamber—the horns of the crescent, as it were,—did not apply to the newer form of stoves, with combustion-chamber having a straight wall next to the regenerator; but. there were other defects, the principal ones bring the small size of the openings through the regenerator and the material used for supporting it. The small passages (4" X 4") soon choked up, and when a part of them became entirely closed, not only was the effective heating surface greatly diminished, but as the remaining opening were not sufficient to absorb the heat

This Wilmot Engineering Co. unit has a separatory vessel providing unidirectional medium flow and as the only moving part uses a standard drag-line conveyor for lifting sink out of the bath. Circle No. 3 Portable pH Meter A low priced battery-operated portable pH meter of utmost simplicity announced by the Photovolt Corp. uses only 3 ordinary radio batteries which give over 2000 hours of service. Accuracy of 0.03 pH is claimed by the manufacturer for the model 125, and AC power line supply is available. Circle No. 4

Last October a committee was appointed by The War Service Association of Manufacturers of Solder and Bearing Metals, Inc. to consider the report of the U. S. Bureau of Standards to the Conservation Division of the War Industries Board, a letter of the War Industries Board, and the discussions of this letter as reported at the meetings of association and to summarize the information thus obtained. The report of this committee has just been printed. The committee agrees with the Bureau of Standards that 99 per cent. tin can be used. It also finds that a very small amount of lead might increase the tendency of the bearing to crack and that lead has a hardening effect on babbitts up to a possible limit of 10 per cent. of lead. Still in the so-called genuine babbitts, in the presence of lead a certain proportion of low melting point eutectic is introduced which admits of the bearing being poured into thinner sections and is decidedly advantageous in the die-casting process in producing a much smoother casting. But the committee recommends that the Bureau of Standards thoroughly investigate this point. Lead-base babbitts, to give satisfactory service, must be carefully made of the proper raw materials. The bronze hearing that has been thoroughly tinned and containing the thinnest possible babbitt lining is now becoming recognized as the ideal bearing. Achter (U.S. Naval Research Laboratory)—In a study of the surface structures developed in the fatigue of nickel at low strains as a function of temperature, we have obtained similar results.3 As our apparatus permits fatigue tests to be conducted in vacuo, there was no masking of the surface at high temperatures by oxidation so that the structures there could be observed directly. The relatively few broad slip bands observed at room temperature gave way at 300°C to a large number of uniformly distributed and narrower slip bands. At 550°C deformation began to concentrate around the grain boundaries and progressively increased up to 800°C. In addition fatigue strength was observed initially to increase with increasing temperature up to about 600°C due to the effectively increased ductility caused by the dispersal of fatigue damage. The fatigue strength then decreased at higher temperatures as grain boundary cracking dominates. Maria Ronay, W. H. Reimann, and W. A. Wood (authors' reply)— The authors are pleased to note that R. L. Stegman and M. R. Achter reach similar conclusions from their study of surface slip on nickel. However, they would emphasize that their own conclusions are based on what is shown by study of specimens that have been sectioned and that this study also shows that surface slip is not necessarily representative of what happens below the surface.

Professor Somasundaran has given an excellent presentation of the numerous problems which remain to be solved before the selective aggregation of fine particulates is likely to see broad commercial application in the beneficiation of mineral fines. However it is useful, I think, to reiterate some of the major problem areas. The over-riding factor which has limited the development of selective aggregation techniques is that processes such as coagulation and flocculation tend to be inherently non-selective. Conditions which favor the aggregation of one kind of fine particles usually favor the aggregation of all kinds of particles. As Professor Somasundaran has pointed out, the state of aggregation of a fine-particle dispersion is primarily determined by the forces of interaction between the individual particles. In most systems, the dominant forces are: 1. van der Waals - London Dispersion forces between the particles themselves 2. electrical double layer forces 3. steric forces between adsorbed layers on the surfaces of the particles. The London Dispersion forces between like particles are always attractive, but for dissimilar particles dispersed in a fluid medium can, in some cases, lead to a net repulsion. Electrical double layer forces always lead to repulsion between like particles but can, again, cause either attraction or repulsion for dissimilar materials. The steric forces, which are by far the least understood of the three types, can also lead to attraction or repulsion depending on condi-

FOUR years ago several mining operators shook their heads and predicted that Goldfield Consolidated Mines Co. would never be able to mine the zinc-lead ores from the 550 to 650 level areas of the Deep Creek mine. Their prediction was not without apparent justification, for everywhere one gazed, water was spurting or dripping; every hole that was drilled produced more and more water under pressures of 220 to 250 psi, all from apparently unrelated channels. When the volume of water from one level alone reached 2200 gpm with a possible flow of 5000 to 6000 gpm if the area were fully tapped, development work was brought to a halt and the few holes into the water area were grouted off under contract. As zinc prices had completely deteriorated, the workings were allowed to flood. Upon reopening the mine, in late 1950, it was discovered that the relatively few sacks of cement used in the previous grouting operation had done a tremendous amount of good. Consequently it was decided to systematically drill test holes with a longhole machine and diamond drill and to seal all holes with a cement grout solution. After 30,000 ft of drilling, and the pumping of over 20,000 sacks of cement, 15,000 of which were placed in the supposedly impossible 650 level, the company was successful in literally forcing the water out of the ore zones and opening up large tonnages for subsequent extraction.

THE wage rates and working conditions in the anthracite. region of Pennsylvania have been governed for nearly 20 years by the award of the Anthracite Coal Strike Commission, appointed Oct. 16, 1902, by President Roosevelt. The report of this com-mission, made in March, 1903, was accepted and, with eight modifications made at various dates, has had .almost the force of law, and has kept this great indus-trial region free from strikes for almost a generation. In 1920, President Wilson appointed an Anthracite Coal Commission, and its report, accepted Aug. 30, 1920, governed wage conditions to April 1, 1922. Actually, the agreements have been for terms of two to four years, and lately, in 1916 and 1920, the employ-ees have continued at work pending the negotiation of new agreements which were made retroactive, and which have all been modifications of the original 1903 award. With the expiration, April 1, 1922, of the 1920 award approaching, Mr. Lewis, president, of the United Mine Workers of America, addressed a letter, on Feb. 20, to the operators, suggesting a meeting on March 15; this date was accepted by the latter, with the notation that the time was short. At the meeting, the Mine Workers presented 19 demands, and advised that if a satisfactory agreement was not reached by April 1.a suspension of mining would occur, contrary to the practice since 1916 of continuing work with a retro-active adjustment.

NORMAN B. PILLING (author's reply to discussion *).-The discussion by Mr, Bassett raised one or two points that deserve further discussion. The printed figure for the lead content of the copper used was 0.015 per cent. and not 0.15 per cent., upon which his comment was based. A copper having the latter figure would, of course, be quite unusual. Mr. Bassett takes exception to the writer's statement regarding the distribution of cuprous oxide in wrought copper and states that "the FIG. 1.--ROLLED AND ANNEALED SHEET. ETCHED WITH AMMONIA AND HYDROGEN PEROXIDE. X 75. eutectic of copper with cuprous oxide is usually found between the crystals of pure copper, whether in the cast or the wrought form." While it is very well known that during the solidification of cast copper the cuprous oxide is segregated completely as an envelope of cuprous oxide-copper eutectic around the crystals of copper free from oxide, it is the writer's opinion that, as a result of repeated rolling, this eutectic structure is quite destroyed and the small particles of cuprous oxide become widely scattered, and in the recrystallization following, during annealing, the rearrangement of the grain boundaries takes place with much indifference to the actual distribution of these particles. In the accompanying micrograph, taken from a rolled and annealed sheet, the random distribution of the small cuprous-oxide particles with reference to the location of the grain boundaries may be seen.

Mother Earth has had a long life extending over two billion years, during which time she has changed from a mass of incandescent gases to her present form, exhibiting a density stratification from the extremely tenuous gases of the stratosphere to the heavy central nickeliron core. Man is now mining all the principal divisions of Mother Earth except the centrosphere. Nitrogen, oxygen, neon, and other rarer gases are being recovered from the air; magnesium, bromium, potash, borates, and other salts from lakes and seas; brines, medicinal mineral waters, and great quantities of water for domestic and industrial uses from surface and subsurface reservoirs; and, from the rocky crust, many minerals and fuels for our present industrial civilization as well as plants and animals for food and shelter. Productivity of soil is influenced both positively and negatively by man. There is some cause to bewail what may be considered a wasteful influence of men on soil. The general situation is bad in spots but not hopeless. The passing of large areas of fertile land in some areas is merely to be noted and not to be mourned. These lands could not have been used without decrease in their fertility. The productivity factor is affected by human activities. Many soils in the eastern and southern states are far richer and more productive now than they were at any previous time. Arctic soils are not productive

It has been generally accepted as a fact that cast-iron, under the influence of repeated shocks, becomes brittle, and will finally break under a blow which otherwise it would have withstood. It will probably surprise metallurgists, therefore, to learn that experiment disproves the supposed fact, and establishes exactly its opposite. The result of about a thousand tests of bars of cast-iron of all grades, from the softest foundry-mixtures to the strongest car-wheel metal, enables me to assert with confidence that, within limits, cast-iron is materially strengthened by subjection to repeated shocks or blows. It is very well known that the usual process of annealing castings—such, for example, as car-wheels—increases their strength by relieving cooling-strains. But it is not well known (if known at all prior to this announcement) that the molecules of cast-iron are capable of movement—for they do not touch each other*—without the necessity of heating the casting, and that they can thus rearrange themselves in comfortable relation to their neighbors, and relieve the overcrowding near the surface of the casting. In more technical words, a molecular annealing may be accomplished at ordinary temperatures which will release the strains in the castings, precisely as does annealing by slow cooling in heated pits or ovens. THE mine and milling plant of Demonstration Gold Mines, Ltd., is near the city limits of Baguio, Mt. Province, P. I. The mine road connects with the main highway to Manila. The nearest railway point is near sea level, approximately 40 miles distant. The Baguio district is very mountainous and has one of the heaviest rainfalls in the world. It is therefore difficult to maintain roads or to impound tailings and mine dumps. All supplies are trucked into the district direct from Manila or the nearest railway point, which means uncertain deliveries and high freight rates. Installation of equipment is difficult and costly. The average elevation at the mine is 4000 ft. and the climatic condi-tions.are ideal except for a three months rainy season. The company generates its own power for mining and milling opera-tions with three 400-hp. Ruston Diesel engines direct connected to 250-kw. General Electric alternating current generators. Labor conditions have been excellent, although at present social security laws are causing some unrest. Labor receives a higher average wage rate in this district than other labor in the Islands. The com-pany also furnishes free living quarters, hospitalization and work-men's compensation. Taxation has been reasonable up to the present time, but some of the new mining legislation may make it difficult to operate and pay dividends. The future depends largely upon the continuation of $35 gold and the political outcome in the Islands.

Rolled sheet products are elastically anisotropic and a large number of measurements of Young's modulus and rigidity modulus are necessary to completely specify their elastic properties. This paper describes and uses a simple measurement technique to obtain the nine elements of the elastic modulus tensor from which all the elastic The elastic properties of a polycrystalline material are usually specified by giving the Young's modulus E and the rigidity modulus G. Unfortunately, these two moduli by themselves are insufficient to completely specify the elastic properties because the rolling process introduces a preferred orientation which makes the material properties can be deduced. In particular, the variation of Young's modulus and the rigidity modulus in the principal planes of a sheet of ausformed steel were deduced. Furthermore, the variation of Young's modulus in the rolling plane was compared with direct measurements. anisotropic. This anisotropy makes E and G functions of the orientation of the test specimen in the sheet so that a complete description of the elasticity requires many measurements on a large number of specimens. A more fundamental approach to the problem is to consider the sheet as a single crystal and measure the elements of its elastic modulus tensor. Although this appears formidable, there have been developed recently high-frequency ultrasonic techniques which yield these tensor elements directly. The host dolomite of the Pine Point lead-zinc ore is a prolific ground-water aquifer that occurs locally under watertable and artesian conditions. Mining schedules and severe climate require rapid and thorough dewatering of open pits. Pumping-test methods, common to ground-water supply studies, were applied to dewatering design for a model ore pit in 1968. Procedures for testing and design at other ore bodies were established and have been carried out successfully by mine personnel. At the inception of ground-water studies, parts of ore bodies were below prevailing ground-water levels by 35 to more than 150 ft. Movement of ground water through the coarsely recrystallized dolomite occurs largely through fractures and solution openings. Because the overburden deposits consist mainly of glacial till, it is estimated that the recharge to the aquifer is about 25% of the 13-in. annual precipitation. Natural groundwater flow is northeastward toward Great Slave Lake. Background data included extensive diamond drill hole logs and cores and static level data for a number of ore pits. An ore pit, known as N-42, that required 40 ft of dewatering was selected for the initial application of the pumping-test method. Production wells, cased with 14in. pipe, were drilled to a depth of 300 ft on the rim of the ore pit.
