The apparatus is composed of sections of small diameter, seamless steel tubing welded into a continuous flexible tube. At the bottom end a 1/4-in. pipe nipple with a 10 to 15-lb. weight is attached, together with a registering thermometer and a pair of ball check valves. The entire length of tubing is coiled in a single layer upon a drum 4 ft. in diameter which can be attached to the platform of a truck and provided with devices for winding and unwinding the tubing. Connections are made with the upper end of the tubing through a stuffing box, thence to a gas manifold to which a pressure gage is connected. Hydrogen gas is carried in standard 2-ft. cylinders and readings are taken by admitting gas into the tubing from one (or both) of the hydrogen cylinders until the pressure has been built up above that to be measured. At this time the gas supply is cut off. Excess gas escapes through the open end of the tubing and when equilibrium is reached, the pressure is read at the surface gage. Corrections are made for the weight of the column of gas. The advantages claimed for the apparatus include accuracy and the ability to measure the pressures at any number of points without removing the gage. Among the disadvantages of the apparatus are the somewhat bulky size of the equipment and its relatively high initial cost.

They cover logic and reasoning, terms, nontechnical problems, practical conditions controlling the engineering method, inescapable uncertainties and the method of coping with them. The author is emeritus professor of civil engineering at Stanford. The material presented here formed chapters 9, 10, and 11 of The Engineering Profession, by Hoover and Fish, second edition 1950. Elements of Ore Dressing. By Arthur F. Taggart. John Wiley & Sons, Inc., New York, 1950. $10.- A modern and practical introduction to the subject by the noted author of the Handbook of Mineral Dressing. The philosophy that a mill and all its parts comprise a single treatment process is a continuing theme in the book. Professor Taggart covers hand picking, screening, filtration, and electrical concentration. After introducing sedimentation, he takes up acceleration in free-settling, hindered-settling, sink-float, jigging, film and trough concentrators and shaking concentrators. A discussion of organic chemicals in flotation is followed by a detailed treatment of flotation. Final chapters deal with primary crushing, secondary crushing, grinding, transport, and controls and flowsheets.

(Butte Meeting, August, 1913.) IN giving my opinion of the importance of Colombia as a field for investment for those interested in mining for the precious metals, I must begin by quoting Sir Clement Markham, who, in one of his presidential addresses to the Royal Geographical Society of Great Britain, called the attention of its members to the fact that " although Colombia is the least known and least developed of the South American republics, it is far and away the richest mineral country of then all." This to American investors is extremely interesting, as the country is the most accessible of all the South American republics from the United States. Almost all of the gold shipped by the Spaniards from Madre de Dios, now Colon, came from Colombia, and statistics from the Mint at Medellin, the capital of the Department of Antioquia, go to show that the total production of the precious metals of Colombia, dating from the Spanish conquest in 'the fifteenth century to the present time, aggregates the enormous total of $700,000,000. Of this amount, nearly 70 per cent. represents gold obtained from the placers of the Republic, more than one-half of which came from the Department of Antioquia, the balance being divided between the placers of the Choco and the rest of the Republic. The remaining 30 per cent. of the $700,000,000 represents the silver and gold obtained from the quartz mines, the silver greatly predominating.

Last October a committee was appointed by The War Service Association of Manufacturers of Solder and Bearing Metals, Inc. to consider the report of the U. S. Bureau of Standards to the Conservation Division of the War Industries Board, a letter of the War Industries Board, and the discussions of this letter as reported at the meetings of association and to summarize the information thus obtained. The report of this committee has just been printed. The committee agrees with the Bureau of Standards that 99 per cent. tin can be used. It also finds that a very small amount of lead might increase the tendency of the bearing to crack and that lead has a hardening effect on babbitts up to a possible limit of 10 per cent. of lead. Still in the so-called genuine babbitts, in the presence of lead a certain proportion of low melting point eutectic is introduced which admits of the bearing being poured into thinner sections and is decidedly advantageous in the die-casting process in producing a much smoother casting. But the committee recommends that the Bureau of Standards thoroughly investigate this point. Lead-base babbitts, to give satisfactory service, must be carefully made of the proper raw materials. The bronze hearing that has been thoroughly tinned and containing the thinnest possible babbitt lining is now becoming recognized as the ideal bearing. R. L. Stegman and M. R. Achter (U.S. Naval Research Laboratory)—In a study of the surface structures developed in the fatigue of nickel at low strains as a function of temperature, we have obtained similar results.3 As our apparatus permits fatigue tests to be conducted in vacuo, there was no masking of the surface at high temperatures by oxidation so that the structures there could be observed directly. The relatively few broad slip bands observed at room temperature gave way at 300°C to a large number of uniformly distributed and narrower slip bands. At 550°C deformation began to concentrate around the grain boundaries and progressively increased up to 800°C. In addition fatigue strength was observed initially to increase with increasing temperature up to about 600°C due to the effectively increased ductility caused by the dispersal of fatigue damage. The fatigue strength then decreased at higher temperatures as grain boundary cracking dominates. Maria Ronay, W. H. Reimann, and W. A. Wood (authors' reply)— The authors are pleased to note that R. L. Stegman and M. R. Achter reach similar conclusions from their study of surface slip on nickel. However, they would emphasize that their own conclusions are based on what is shown by study of specimens that have been sectioned and that this study also shows that surface slip is not necessarily representative of what happens below the surface.

Professor Somasundaran has given an excellent presentation of the numerous problems which remain to be solved before the selective aggregation of fine particulates is likely to see broad commercial application in the beneficiation of mineral fines. However it is useful, I think, to reiterate some of the major problem areas. The over-riding factor which has limited the development of selective aggregation techniques is that processes such as coagulation and flocculation tend to be inherently non-selective. Conditions which favor the aggregation of one kind of fine particles usually favor the aggregation of all kinds of particles. As Professor Somasundaran has pointed out, the state of aggregation of a fine-particle dispersion is primarily determined by the forces of interaction between the individual particles. In most systems, the dominant forces are: 1. van der Waals - London Dispersion forces between the particles themselves 2. electrical double layer forces 3. steric forces between adsorbed layers on the surfaces of the particles. The London Dispersion forces between like particles are always attractive, but for dissimilar particles dispersed in a fluid medium can, in some cases, lead to a net repulsion. Electrical double layer forces always lead to repulsion between like particles but can, again, cause either attraction or repulsion for dissimilar materials. The steric forces, which are by far the least understood of the three types, can also lead to attraction or repulsion depending on condi-

THE wage rates and working conditions in the anthracite. region of Pennsylvania have been governed for nearly 20 years by the award of the Anthracite Coal Strike Commission, appointed Oct. 16, 1902, by President Roosevelt. The report of this com-mission, made in March, 1903, was accepted and, with eight modifications made at various dates, has had .almost the force of law, and has kept this great indus-trial region free from strikes for almost a generation. In 1920, President Wilson appointed an Anthracite Coal Commission, and its report, accepted Aug. 30, 1920, governed wage conditions to April 1, 1922. Actually, the agreements have been for terms of two to four years, and lately, in 1916 and 1920, the employ-ees have continued at work pending the negotiation of new agreements which were made retroactive, and which have all been modifications of the original 1903 award. With the expiration, April 1, 1922, of the 1920 award approaching, Mr. Lewis, president, of the United Mine Workers of America, addressed a letter, on Feb. 20, to the operators, suggesting a meeting on March 15; this date was accepted by the latter, with the notation that the time was short. At the meeting, the Mine Workers presented 19 demands, and advised that if a satisfactory agreement was not reached by April 1.a suspension of mining would occur, contrary to the practice since 1916 of continuing work with a retro-active adjustment.

NORMAN B. PILLING (author's reply to discussion *).-The discussion by Mr, Bassett raised one or two points that deserve further discussion. The printed figure for the lead content of the copper used was 0.015 per cent. and not 0.15 per cent., upon which his comment was based. A copper having the latter figure would, of course, be quite unusual. Mr. Bassett takes exception to the writer's statement regarding the distribution of cuprous oxide in wrought copper and states that "the FIG. 1.--ROLLED AND ANNEALED SHEET. ETCHED WITH AMMONIA AND HYDROGEN PEROXIDE. X 75. eutectic of copper with cuprous oxide is usually found between the crystals of pure copper, whether in the cast or the wrought form." While it is very well known that during the solidification of cast copper the cuprous oxide is segregated completely as an envelope of cuprous oxide-copper eutectic around the crystals of copper free from oxide, it is the writer's opinion that, as a result of repeated rolling, this eutectic structure is quite destroyed and the small particles of cuprous oxide become widely scattered, and in the recrystallization following, during annealing, the rearrangement of the grain boundaries takes place with much indifference to the actual distribution of these particles. In the accompanying micrograph, taken from a rolled and annealed sheet, the random distribution of the small cuprous-oxide particles with reference to the location of the grain boundaries may be seen.

Mother Earth has had a long life extending over two billion years, during which time she has changed from a mass of incandescent gases to her present form, exhibiting a density stratification from the extremely tenuous gases of the stratosphere to the heavy central nickeliron core. Man is now mining all the principal divisions of Mother Earth except the centrosphere. Nitrogen, oxygen, neon, and other rarer gases are being recovered from the air; magnesium, bromium, potash, borates, and other salts from lakes and seas; brines, medicinal mineral waters, and great quantities of water for domestic and industrial uses from surface and subsurface reservoirs; and, from the rocky crust, many minerals and fuels for our present industrial civilization as well as plants and animals for food and shelter. Productivity of soil is influenced both positively and negatively by man. There is some cause to bewail what may be considered a wasteful influence of men on soil. The general situation is bad in spots but not hopeless. The passing of large areas of fertile land in some areas is merely to be noted and not to be mourned. These lands could not have been used without decrease in their fertility. The productivity factor is affected by human activities. Many soils in the eastern and southern states are far richer and more productive now than they were at any previous time. Arctic soils are not productive

Rolled sheet products are elastically anisotropic and a large number of measurements of Young's modulus and rigidity modulus are necessary to completely specify their elastic properties. This paper describes and uses a simple measurement technique to obtain the nine elements of the elastic modulus tensor from which all the elastic The elastic properties of a polycrystalline material are usually specified by giving the Young's modulus E and the rigidity modulus G. Unfortunately, these two moduli by themselves are insufficient to completely specify the elastic properties because the rolling process introduces a preferred orientation which makes the material properties can be deduced. In particular, the variation of Young's modulus and the rigidity modulus in the principal planes of a sheet of ausformed steel were deduced. Furthermore, the variation of Young's modulus in the rolling plane was compared with direct measurements. anisotropic. This anisotropy makes E and G functions of the orientation of the test specimen in the sheet so that a complete description of the elasticity requires many measurements on a large number of specimens. A more fundamental approach to the problem is to consider the sheet as a single crystal and measure the elements of its elastic modulus tensor. Although this appears formidable, there have been developed recently high-frequency ultrasonic techniques which yield these tensor elements directly. The host dolomite of the Pine Point lead-zinc ore is a prolific ground-water aquifer that occurs locally under watertable and artesian conditions. Mining schedules and severe climate require rapid and thorough dewatering of open pits. Pumping-test methods, common to ground-water supply studies, were applied to dewatering design for a model ore pit in 1968. Procedures for testing and design at other ore bodies were established and have been carried out successfully by mine personnel. At the inception of ground-water studies, parts of ore bodies were below prevailing ground-water levels by 35 to more than 150 ft. Movement of ground water through the coarsely recrystallized dolomite occurs largely through fractures and solution openings. Because the overburden deposits consist mainly of glacial till, it is estimated that the recharge to the aquifer is about 25% of the 13-in. annual precipitation. Natural groundwater flow is northeastward toward Great Slave Lake. Background data included extensive diamond drill hole logs and cores and static level data for a number of ore pits. An ore pit, known as N-42, that required 40 ft of dewatering was selected for the initial application of the pumping-test method. Production wells, cased with 14in. pipe, were drilled to a depth of 300 ft on the rim of the ore pit. INTRODUCTION Considerable research has been conducted on the use of steady and pulsed jets of water at high pressures to produce slots or holes in rock, and to fracture rock. The primary objectives of prior research have generally been to determine the feasibility of excavating or drilling rock or minerals and to determine the optimum jet parameters for this purpose. The present study was undertaken in order to identify the pertinent dimensionless parameters involving jet and rock properties which characterize the liquid jet penetration process and to develop empirical correlations of the existing test data which would permit engineering prediction by means of scaling relationships. The present paper is in the nature of a progress report, because not all the existing test data have been processed. Also effort has been concentrated on correlation of data on the specific energy (jet kinetic energy per unit volume of rock removed or broken), rather than correlation of jet penetration depth, hole diameter, kerf depth or kerf width. However, it is clear that this method of correlating data on specific energy in terms of dimensionless parameters shows great promise and provides insight into the nature of the physical processes of jet erosion and fracture. It therefore can help to avoid drawing incorrect conclusions from limited experimental data. When your committee approached me for a talk on "Mechanics of Secondary Metals Collection," I replied that this subject would probably not be very interesting to a group of engineers and requested permission to dwell on the Westinghouse Salvage Setup. I will attempt to avoid duplicating the points covered by Mr. Bliven. The Westinghouse Electric and Manufacturing Co. has main manufacturing Divisions in 25 cities and 9 different states, scattered throughout the country, as well as Naval Ordnance Plants in two midwest cities, and a Merchant Marine Turbine Plant, and two special War Production Plants in Eastern cities. You can, therefore, see that we must have a well rounded pro- gram with the entire respect and sponsorship of the various Division Managements. That was not so easy to get. Management has been a great deal like the general public in the past. I am sure most of you can remember the not very ancient day when each town had a ragman who had a horse and wagon and went through the streets of the town, from door to door, picking up what scrap he could accumulate. He was known as a junk man, and indeed, with the exception of the very last few years, the attitude of manufacturing management was: "We have a job to do. We have a product to manufacture. We don't have time to bother with the junk business."

As a result of the publication, several years ago, of some articles on determining the constants of empirical formulas, the determining the constants of types of curves used for estimating the production decline of oil wells was brought to the writer for study. Methods requiring the minimum of time and labor and the maximum of rigor were sought, as it appeared that the nature of the data from which such curves are computed and the relative uncertainty of occurrence of the events predicted from them did not justify close adherence to the theory on which the solution of such problems is ordinarily based. The technical deficiencies of the solutions presented in this paper, from the standpoint of the method of least squares, are readily apparent to those familiar with that method, but their presentation in detail here is irrelevant to the subject matter. However, it is the author's conviction, after a rather exhaustive study of the problem, that the value of the solutions lose little by the approximate application of the conventional theory. It must be understood by those who use these formulas that the solutions herein given, and the formulas based on them, are merely facilities to aid the valuation engineer in forecasting future events. It is assumed, also, that before application is made of them, prescient judgment based on the circumstances in each case, shows that the forecast has some probability of realization. On this basis only will these formulas be found useful.

"The earth is the Lord's and the fullness thereof." Science knows no national boundaries, knows no country. These views might be taken as premises for a discussion of the development of the mineral resources of the world. Yet how far man is removed from such broadminded ideals! In this day of jealousy and dread, of political machinations and statesmen's maneuverings, of rantings and crass ravings against fellow-beings, man's attitudes towards God's gifts are but the measure of the smallness of man. That the exploitation of mineral wealth should be for the common good, none will deny, but what is meant by "common"? Is it for the common good of The Pennsylvania State College, Pennsylvania, the United States of America, or the world? If man is big enough and honest enough to state categorically that by "common," as used in the context above, is meant that the utilization of the mineral wealth should be for the mutual benefit of all mankind, and that all concerned strive to see that such a viewpoint is executed, then there is brighter hope for the future. It is to be hoped that the world may have at least a few years or possibly a generation of peace. What can be done in these years to work towards the ultimate goal of human improvement? INTRODUCTION Most works on flotation of ions and precipitates from solutions have been summarized recently (1-3). Flotation is more desirable than thickening or centrifuging because of higher recovery, productivity, simplicity of apparatus and better economics in general. Electrolytic flotation that utilizes gases is more favorable than other flotation processes because of the following: higher dispersity of gas bubbles, low coalescence of the bubbles, possibility of gradual regulation of the dispersity and other parameters of flotation (4-5). Flotation from solutions is mostly based on the use of alkaline reagents as precipitants (5). Flotation from acid solutions is less common. We used multicomponent solutions with more than 2-3 components, unlike previous research methods. Acidic flotation allows recirculation of solutions to previous operations such as leaching, etc. REAGENTS FOR PRECIPITATION Electroflotation was studied over a wide range of pH with the addition of ferrocyanide, oxyquinoline, hydroxide and carbonate precipitants. In recent works (1,2,6,7) on flotation of Ni, Cu, Zn from alkaline solutions, mostly ferrocyanides were applied. Our choice was oxyquinoline because of the following: 8-oxyquinoline is a nonspecific reagent for many metals, it is readily soluble in acids and alkalis, oxyquinolates of the studied metals are in soluble compounds, the reagent works over a wide range of pH, it is widely available, oxyquinolate precipitates are stable when exposed to air, are readily floatable, and are easily converted to oxides of the metals by sintering.
