Events of the mid-1970s have materially affected US coal production and transportation by railroad. Coal, as a replacement or substitute for petroleum fuels, has been hauled in significantly increased tonnages. Concurrent with the new demand, the railroad regulatory environment has undergone major changes, especially in deregulation activity. Those two events have produced considerable litigation regarding coal rates. This paper discusses the factors involved with railroad rates and topics such as revenue adequacy, Ramsey Pricing, stand-alone cost, and differential pricing. In addition, an update on the western railroad merger situation and the implications for coal transportation are presented. The paper concludes with an evaluation of the current regulatory climate and future prospects.

The gravity concentrator of the Heela Mining Co. was originally constructed in 1888 by the Milwaukee Mining Co., which was operating the Gem of the Mountains mine. It was purchased by the Hecla Mining Co. in 1900, and placed in operation 2 years later. At that time the capacity was only about 200 tons a day, but many additions and changes in equipment have been made so that the present capacity is about 800 tons. One of the outstanding improvements made was the substitution of Callow flotation cells for vanners, which occurred in 1915. Approximately 33% of the silver in the Zn-Pb-Cu-Ag ore of Brunswick Mining and Smelting Corporation Limited is lost to the tailings and an additional 11% to the zinc concentrate for which no payment is received. 38% to 44% of this lost silver is carried by tetrahedrite, 28% by galena and 28% to 34% by a third silver carrier. The silver minerals acanthite and pyrargyrite have been identified in mill products and hence these are suggested as the principal third silver carrier(s) accounting for 13 to 20% of the silver in Brunswick ore. About 24% of this third silver carrier assemblage is lost to the zinc concentrate and 52% to concentrator tailings.

From time to time since the initial installation of an experimental flotation section in 1940, Permanente Cement Co. has made efforts to beneficiate the low-grade limestone fraction which occurs in its deposits at Permanente, Calif. The encouraging results outlined in this article are the result of Permanente's latest effort. THE PERMANENTE LIMESTONE AND THE REASON FOR ITS BENEFICIATION The Permanente deposit is a sheet of Calera limestone over 700 ft thick lying within the Franciscan sediments of the San Francisco peninsula. Limestone suitable for cement manufacture underlies, overlies, and is interbedded with low-grade limestone and chert. Andesite intrusions are found as a secondary gangue. The fluidized bed is an effective method for investigating retorting phenomena and possibly a commercial means of retorting oil shale. Both were examined by Sinclair Oil (now part of Atlantic Richfield Co.) in the period 1965-1698. The results of the work show that the presence of an oxidizing environment during retorting results in loss of oil yield which indicates that vapor phase oil burns in preference to combustion of coke on spent shale. Consideration of hardware indicates that there are several possibilities for commercial embodiment. As a companion to shaft-type retorts the fluidized bed could have good potential. Realistic assessment of costs suggests that further development may have to wait commercialization of another process.

AT MIDNIGHT of Sunday, Aug. 27, 1922, a fire was discovered in the main shaft of the Argonaut mine, Jackson, Cal. With the excep-tion of a shift boss and two skip tenders who escaped, the entire night shift of 47 men was trapped in the mine and entombed for 22 days, when the bodies were recovered. The entombed miners made a valiant but fruitless effort to save their lives. Rescue crews toiled strenu-ously day and night for 21 days to save the entombed men, only to find they had arrived too late. From the experiences of the entombed miners and of the rescue crews, valuable lessons may be learned to prevent future catastrophes.

The major copper loss at Mount Lyell is in the coarsest particles presented to flotation. An analysis of data collected from the five Primary and six secondary ball mill circuits showed that grinding was limited by low breakage rates in secondary mills, possibly due to oversize balk. For five months, the make-up ball size for one secondary mill was reduced from 50 to 30 mm (2 to 1.1 in.). Frequent steady-state tests indicated that overall average breakage rates could be increased by about 70% using smaller balk. A mathematical simulation of the whole circuit with increased breakage rates showed that the resultant finer grind was likely to improve copper recoveries by about 2%.

FLAKING or hair-line crack formation has been a major problem confronting the producer of large alloy steel forgings.' Today it is generally conceded that hydrogen in one or more forms in alloy steel sections is a requisite for flaking. Hence an obvious remedy is a thermal cycle that reduces the hydrogen content to some low level. In practice, this generally means holding the material at some subcritical temperature for a period of time depending on the size of the ingot or forging. This paper presents an investigation of the accuracy of population balance model predictions for ball mill scale-up. Experiments performed in 25.4 x 29.2 cm (10 x 11.5) batch mill are used to estimate linear grinding rate parameters that, in turn are scaled according to specific power draft to predict performance in 381 x 292 mm (15 x 11.5 in.) and 762 x 457 mm (30 x 18 in.) batch and continuous ball mills, respectively. Results are presented for wet and dry grinding of two homogeneous solids, limestone (soft) and quartz (hard), and one heterogeneous solid, a complex molybdenite ore. In all cases good agreement between predicted and experimental product size distributions was obtained.

In 1939 Illinois produced 94,302,000 bbl. of oil—almost three times the amount of oil produced at the peak in 1908, when development in the southeastern Illinois field was at its height (Fig. I). It represents nearly a fourfold increase over the 24,075,000 bbl. produced in 1938 (Table 6). This rapid increase in oil production in Illinois is largely due to development in the Salem and Louden fields (Table I). During 1939 daily production for the state increased from 135,000 to 332,572 bbl. A notable increase in production for 1940 is expected as a result of the drilling of the Devonian limestone in the Salem and Centralia fields,

The development and use of short-lived radioactive tracer methods for the onstream determination of residence time distributions in large-scale ball mills is described. Tests are reported on a pilot-plant ball mill with 0.43 m diameter and 0.86 m length and on an industrial mill with 1.83 m diameter and 2.74 m length. Tests with different tracer feed sizes indicate that the residence time distributions on both mills are independent of charge particle size. Similar tests are planned for a large ball mill of 4.57 m diameter and 9.30 m length. No safety problems were encountered in these tests and none are anticipated in tests of the larger mill.

lnfiltrability of a porous Tic compact, produced by powder metallurgy technique, depends on the capillarity of the compact and the surface condition and nature of the individual particles. Capillary forces raise the liquid metal infiltrant into the interconnected pores of the compact and the complete filling of these pores is a function of their geometry as well as the wettability of the Tic particles. Pebble milling has been practiced in the reduction works of South Africa gold mines for well over 50 years. Originally flint pebbles were imported from Denmark to grind stamp-mill amalgamation- process tailing, which contained a good deal of extractable gold, but local operators soon found that large pieces of ore could be used for the same purpose. The ore is a hard, tough conglomerate in which quartz pebbles are cemented together by a matrix of redeposited silica interspersed with pyrite crystals. The gold, rarely visible, occurs as fine particles mostly segregated at the interface of the pebble and matrix, although a small fraction occurs within the pyrite crystals. There is seldom any gold in the pebbles themselves.

THE increase in the number of coal-cleaning plants employing dense-medium processes occurring since 1946 is especially interesting when viewed historically. Both sand and magnetite were introduced as material for heavy mediums at about the same time, sand in the Chance process in 1921 and magnetite in the Conklin process in 1922, but from that point on their records diverge. The Chance process enjoyed a steady growth from its inception, whereas no additional magnetite plants were built in the United States for over 20 years. Then, following the close of the World War 11, magnetite was again introduced, this time with marked success. During the following years some 47 plants employing magnetite medium were built.
