THE presence of soluble base metals in precious-metal ores usually precludes cyanidation as the best method of treatment. The laboratory experiments described in this paper show the possibility of cyanidation of gold-silver ores containing less than 0.5 per cent, of cyanide-soluble copper and the effect of zinc in the cyanide solution. PART I.-COPPER IN CYANIDATION The proposed process of cyanidation of precious-metal ores containing copper is based on the regeneration of about 80 per cent., of the cyanide used in the dissolution of the copper. The method of regeneration involves a combination of the sulfide and the acid precipitation of the copper and silver. The resultant solution is made alkaline with lime, and the gold is precipitated with zinc dust. Solubility of Copper Minerals in Cyanide Solution In order to determine the solubility of copper minerals, including metallic copper, under the usual conditions for cyanidation, experiments were conducted with synthetic ores. Each ore sample was prepared by mixing the particular pure copper mineral with barren sea sand. Both the mineral and sand were ground to pass 100 mesh before they were thoroughly mixed. The percentage of copper in each head sample was determined by direct assay, excepting the metallic copper sample, which was computed on weights before mixing. Table 1 gives the results.

The object of the experiments reported in this paper is to determine the eutectic composition of copper and tin and to determine the location of the part of the liquidus line immediately above the eutectic composition in copper. Three methods were used in the investigation: (1) the method of dissolving copper in a bath of molten tin at constant temperature, with the idea that when the bath was saturated with copper its copper content, by analysis, together with the temperature at which the saturation took place would locate a point on the liquidus line; (2) the method of the differential cooling curves, and (3) the method of microscopic examination. This paper is principally concerned with the results of the last two methods mentioned. The results of the first method, that of dissolving copper in molten tin, did not agree with the results of Miller,' by the same method, nor with the results of other investigators by other methods, nor yet with the results of the cooling-curve experiments and microscopic examination reported here. Solution of Copper in Molten Tin To determine the amount of copper that would be dissolved by molten tin at a given constant temperature the apparatus shown in Fig. 1 was used. It consists of a cast-iron pot a, 6 in. deep and 8 in. dia., well cleaned inside and dressed with graphite. This pot, which holds 15 lb. of tin, g, rests on a hot plate b with resistance winding c. The thermocouple d leads to a Wilson-Maeulen temperature regulator for maintaining the temperahre at the heating coils at a fixed temperature to within ±5°C. There is a shallow bath of solder e on the top of the hot plate to improve the thermal contact between the plate and the pot. An insulating jacket f of asbestos prevents the irregular radiation of heat from the apparatus. The copper stirrer h slowly rotates in, and is dissolved by the bath of molten tin g. This bath is protected from excessive oxidation by a layer of charcoal j. I wish to call the attention of the Institute to a peculiar variety of anthracite which occurs in the Buck Mountain vein at our collieries at Drifton, and in the same and other veins in different localities in the anthracite coal-fields. It is known among the workmen as iron-gray or cast-iron. It has a dull, greasy appearance, as if a piece of ordinary anthracite had been rubbed with a dirty and greasy rag and allowed to dry. It was formerly considered a very impure coal containing a high percentage of ash, and was picked out of the coal and thrown away. But the following analysis of it and of its ash, made by Mr. J. Blodget Britton, of Philadelphia, shows that such is not the case, the percentage of ash not being much higher than that of the ordinary anthracites as they are prepared for market. ANALYSIS OF COAL. We found that it burned with intense heat, and apparently as freely as our other coal does. Mr. Britton is probably right in his view, that the difference in appearance is not due to impurities in the coal, but to the fact that the carbon is in a more or less graphitic form, as many of the standard coals are no purer. I bring this before the Institute as I know that a large quantity of this valuable fuel is thrown away every year, on account of its supposed impurities.

ROUGHLY one-half the value of mineral products at mines or quarries must be spent for wages. In view of the steady increase in hourly wages that continued for several decades prior to the onslaught of the recent depression, it is perhaps surprising to discover that labor's share of the gross proceeds of the mining and quarrying industries of the United States declined to 46.8 per cent in 1929, compared with 52.2 per cent in 1919 and 53.2 per cent in 1909. The actual percentages vary in different branches of the industry and in different localities but the downward trend is unmistakable. JOHNSTON9] Foreword PROSPECTING methods used in Tennessee have gradually improved with the years, as required by depletion of the easily accessible and shallow deposits and the universal trend toward mechanization, and as necessitated by exploring deeper beds, often occurring under limestone and flinty overburden. In the early days it was a very simple matter to dig pits by hand, using a plentiful supply of local farm labor to expose relatively shallow deposits of "brown rock" under shallow clayey overburden that would stand up without timbering. Visual inspection of the exposed phosphate and expert judgment of the"grade" analysis, aided by a "biting" test to reveal presence of unwanted silica, furnished most of the information required. All this might be helped by a few samples sent to the local chemist[t] who supplemented his income by judicious trading or tanning a few bear skins. The extra curricula activities did not affect the accuracy of the analysis which hold up even under present day standards. Some shot and core drilling was done in Hickman County, mostly for the limestone-like blue Phosphate deposits. The next step was the use of a 4-in. posthole auger, hand operated as described by Guenther, followed by- a completely mechanized rig, as described by Pickard. Both these methods are practically adapted to the prospecting of the relatively soft brown rock deposits at moderate depths of clay overburden. For prospecting in areas of deeper overburden, such as are often found in Hickman County, up to 150 or even 200-ft depths, a modified core-drilling method is described by Guenther. Johnston describes a special diamond-drilling technique, developed by TVA, to penetrate flint horizons, which was adopted by the International Minerals and Chemical Corporation to prospect in Hickman County where deposits had previously been prospected at considerable expense and with difficulty, by Small, temporary, hand-dug shafts.

In February of this year at the Washington, D.C., hearings of the Interior Department on the Alaska pipeline, the author was amazed to hear speaker after speaker oppose not only pipline construction but any development whatsoever in the State of Alaska. In one case, a man objected to development in Alaska because his neighbor in Maryland had cut down some shade trees. Another man recited at length from the poems of Robert W. Service. While it seemed inconceivable that such thoughtless opposition should have any effect, a check with the offices of some congressmen showed that mail was largely against any development of Alaska. In the barrage of words and redundant phrases directed against Alaska, it is difficult to find a thought worthy of study. Fortunately, there is a statutory guide towards resolution of the problem of development versus non- development. This law, the Environ- mental Protection Act of 1969, has indeed given much of industry the jitters; copper smelters see no way to comply with the new sulfur- emission standards, the Alaska Department of Highways estimates that the Act has nearly doubled the cost of planning and engineering for highway construction. In spite of these and many other troubles and costs, the Act provides a sound legal basis for defeating nihilistic emotions and, since Alaska is relatively undeveloped, adoption of environmental safeguards will be simpler than correcting longstanding abuses.

INTRODUCTION Sensitivity analysis is a means of gauging the impact of individual risks on a financing. Key risks can occur in three time periods: - Feasibility, engineering and construction phase; - Start up phase (usually through completion); - Operating phase (post completion). If a company has agreed to cover these risks prior to completion, then less attention will be paid to the sensitivity of the project in the first two time periods. Since the operating phase of the project generates cash for both operations and debt service and generally does not begin until two to six years after the loan is signed, it is wise to look at scenarios other than the projected "base-case" scenario in order to determine the project's capability to operate successfully under a broad range of probable future events. Lenders are compensated at a fixed spread over their borrowing base and generally are not compensated if the project is successful beyond expectation. They are also subject to the loss of principal plus funding costs if the project performs below expectation. Because of this, lenders establish sensitivities around the parameters of conservative projections developed in the project feasibility studies and the cash flows resulting from these projections. The initial cash flow projections should demonstrate the project's ability to meet cash costs, debt service requirements (principal and interest), and still have sufficient cushion to cover contingencies such as strikes, price fluctuations, force majeur situations, etc. (See Schreiber, Chapter 10). The selection of the level of sensitivity analysis to be performed is the result of both objective criteria, including probabilistic analysis applied to the technical parameters, and, of equal importance, subjective criteria applied by the analysts, especially with regard to the economic and financial parameters impacting the project cash flows. RISK SENSITIVITY Assumptions used in the cash flow projections should be realistic. Risks identified by the lenders should be identified and cash flows prepared to assess whether these project risks are acceptable. Typical project risks include the following (see also Chapter 9): - Sufficient reserves - quantity and quality - Product price - Production level - Operating costs - Availability of energy and supplies - Transportation and infrastructure requirements and costs - Interest rate - Completion risks - Tax level - Political risks - Cost over-run risks - Operator experience - Management - Technological risks - Environmental permits and risks - Foreign exchange risks - Insurance coverage - Equity of sponsors - Inflation rate - Capital expenditure during project life In order to see the effect on the cash flow projections, each risk should be analyzed for its impact on the cash flow generating capacity of the project. Sensitivities can be examined to see if the resultant cash flow projection will meet the lenders minimum credit standards. 1.Reserve Sensitivity In general, lenders will not assume the reserve risk. However, it should also be noted that lenders receive loan proposals in which reserves range anywhere from proven to possible. Sensitivities are not generally run for various reserve levels and reserve estimates are either considered acceptable or not acceptable by the lenders.

In the early fall of 1925, the writer was conducting, in the Ledoux and Co. laboratory, New York, experiments directed toward ascertaining the effect on its impurity content when cathode copper was subjected to a current of various gases at an elevated temperature below the melting point. The apparatus consisted of a vertical I-in. dia. silica tube about 12 in. long, heated on the outside. The cathodes were broken to pass 3/8-in. mesh, and a current of various different gases was passed up through a 4-in. long column of these loose cathode particles in the vertical tube furnace. Temperature was maintained to 1500º to 1600ºF. and the gas treatments lasted from 3 to 6 hr. The writer observed that whenever reducing gas (H2 or CO) was used, these cathode particles stuck together at points of contact with each other. The cohesion was so marked and tenacious that an examination was made of the fractured surfaces, when cathode particles were broken from the cluster. Crystal growth was always found to have taken place across the surfaces where separate particles were in contact, but only after all oxides, sulphates, etc., had been completely removed. The idea of a possible new process was then conceived and was disclosed to A. M. Smoot (V. P. Ledoux and Co.) with intent to obtain his views. The first conception as given Smoot was "to gas-clean broken cathodes, put them in an extrusion press, solidify and extrude them at around 1500ºF." Smoot's reaction, after a few moments considera- tion, was, "It looks perfectly all right to me.'' The writer and his assistants, W. H. Osborn and H. H. Stout, Jr., after conferring as to ways and means, decided to go ahead with preliminary laboratory experiments, which, it was thought, would move the new process from the possible to the probable. This program followed a course indicated by three basic considerations: 1. Since brittle cathodes were often unintentionally produced, it seemed probable that the laws controlling this type of deposition could be ascertained. 2. We had already proved the gas-cleaning feature. 3. There remained to prove: whether a sound, homogeneous metal billet could be produced with crystal growth established over the entire surface of each individual particle in the billet; and, if so, what would be the physical properties? Osborn arranged with Columbia University for conducting experiments in its research laboratory to prove or disprove the third item; Columbia assigned C. A. Phillipi, Jr. to assist in the project. A press with a cylinder 2 in. high and of I-in. dia. was used. It was surrouilded and heated by a resistance coil 01 Nichrome wire. Broken tough cathodes were used. Experimental Procedure The first run took place March 18, 1926. The resistance wire gave out when temperature of 1000ºF. was obtained. Pressure was immediately applied: perceptible ram movement stopped when 39,000 lb. per sq. in. on the copper was reached, with a maxi-

L. D. GODSHALL, Everett, Washington: This very interesting paper cannot fail to command the attention of every one who has ever had experience in the amalgamation of gold-ores. I wish to call attention to three very important facts brought out very prominently by the paper, namely: 1. The extent of accumulation of amalgam on copper plates in the form of scale, not removable in the ordinary manner; 2. The change in the relative quantity of the two metals in the amalgam as we. recede from the battery-discharge; 3. The difference in fineness of the bullion obtained from the above-mentioned scale as compared with the bullion from the daily clean-ups. From Mr. Bayliss's figures we find that during the life of the plate in question 14,942 tons of ore were crushed, yielding amalgam of the value of $5.03 per ton, or a total value of $75,158.26. The amalgam accumulating on the plate during this time as scale, we find to have had a value of $8340.54, or $0.558 per ton of ore treated, representing 11.09 per cent. of the total amount of amalgam saved in the ordinary clean-up; or, taking the amalgam saved by daily clean-up plus the amalgam-scale as representing the total saved on this plate, or 100 per cent., we find that the daily clean-up saved 90.01 per cent., while the scale represented 9.99 per cent. The above figures do not include some additional amalgam still adhering to the plate after scale had been removed. We are told that this was not an exceptional case at the Drum Lummon, but that other plates have even yielded a third more than the one in question. The interesting query now comes up, whether this experience at the Drum Lummon is exceptional or universal at all mills; and another question arises, as to how long such an accumulation might continue,

THE Western phosphate deposits extend over a large area in the Rocky Mountain region, comprising portions of south central Montana, southeastern Idaho, northeastern Utah, and southwestern Wyoming. A limited acreage of these deposits passed into private ownership prior to Dec. 9, 1908, at which time 7000 sq. mi. of land in these phosphate fields was withdrawn from public entry by direction of the Secretary of the Interior. Under the Act of Feb. 25, 1920 (41 Stat. 437) title to all phosphate lands in the public domain was reserved to the United States with provisions for leasing portions to citizens, corporations, states, etc. The above act, in effect, created by law a Western phosphate reserve of approximately 2,269,055 acres.

HERBERT HOOVER had to sit through an hour and a half of eulogy of himself at Carnegie Hall last night, said the Sun and New York Herald of Feb. 19. When his turn to answer came he remarked that, although one of the speakers had referred to him as a modest man, he would never, in view of this experience, be able to prove it. The occasion was the presentation by the Civic Forum to Mr. Hoover of its medal of honor for distinguished service, the only recipients in past years having been General Goethals, Thomas A. Edison, and Alexander Graham Bell. Only by distortion of intent could there be said to be anything political in the affair, which was carefully described by the chairman, Charles E. Hughes, as non-partisan. Nevertheless, the praise bestowed on the former Food Administrator by the former Republican candidate for President, proved specially interesting to a much applauding audience which filled the hall to the uppermost gallery. A piece of real news was supplied by Horace V. Winchell, whom Mr. Hoover succeeded on Tuesday as President of the American Institute of Mining and Metallurgical Engineers. He said that Mr. Hoover, when in Europe after the . armistice, caused to be collected the literature of the war in all Europe.

MATERIAL used throughout this investigation was high-purity aluminum (99.998 pct). The 1/2-in. cubes were cut out of a cold-rolled slab and annealed at 550°C for 1 hr before deformation. The single crystal specimen was 1 in. in diam x 0.33 in. thick, cut from a cylindrical crystal produced by cooling at about 55°C per hr in a furnace which had a convenient gradient of about 10°C in every 4.5 in. vertical crucible length. Specific data on the ten specimens studied are summarized in table I. Three types of deformation were employed: (I) compression in a hand-operated hydraulic press; (2) impact with a 7-lb sledge hammer; and (3) rolling, using a wedge-shaped specimen' to obtain a gradient of deformations varying from 0 to 50 pct along the length of the wedge. Specimens were either deformed at room temperature, or first cooled in a freezing mixture of dry ice and ether at a temperature of —72°C and then deformed between steel blocks cooled with dry ice. The specimens deformed at the low temperature were ground and polished through 000 emery paper and wheels impregnated with alundum and alumina No. 1. During this entire procedure the specimens were dipped frequently in the freezing mixture of dry ice and ether in order to maintain constantly a frosty surface as insurance against overheating. All specimens were given a final electrolytic polish, using two different electrolytes* to insure that the surface effects observed were not char- acteristic of the polishing technique. With both electrolytes, the annealed specimens gave even surfaces with good polish. Several standard etchants were tried without success. The best results were obtained with an immersion etchant, developed in this connection, containing: hydrofluoric acid, 4 parts; nitric acid, 1 part; glycerine, 3 parts. Discussion of Results Typical strain markings have been observed within deformation bands, as shown in figs. 1, 2, and 4. By stereographic plotting of metallographic measurements, the strain markings within a deformation band in a single crystal of aluminum deformed by compression were found to be traces of (111) planes within a maximum scatter of 6". The edges of the deformation band were found to be traces of the (100) planes also within the maximum scatter of 6" (in agreement with previous workers). At 30 pct deformation, this scatter was considered quite normal because of the fragmentation and rotation of the crystal. This solution, based on the traces on one plane of observation is not unique, but as the planes were observed to be those normally and logically to be expected, further work in this regard was not felt to be necessary. The study of strain markings in a wedge-shaped specimen, rolled to obtain a gradient of deformation from 0 to 50 pct, revealed prominent strain markings at 25 pct reduction in thickness (fig.5). Faint and weak strain markings were visually observable up to a minimum reduction in thickness of about 12 pct. Since strain markings have been observed in other face-centered cubic metals after much smaller deformations;1, 2 and since the rate of recovery in aluminum is high, it is believed that, at lower deformations, self-recovery removes the localized strains at the slip interfaces, thus removing the source of the etching effects that give rise to strain markings. At high magnifications, strain markings sometimes seem to appear as very thin, light-banded re-gions bounded by a pair of dark edges. This so-

In connection with the work of Committee D5, Coal and Coke, of the American Society for Testing and Materials in developing new standards and improving old standards, series of tests were made to check the variance of sample preparation and analysis of American coals. Table I in the "Tentative Method of Preparing Coal Samples for Analysis - 02013-62T" is rather complicated, and the tests were designed to develop data for the simplification of this table. An allowance of 20% of the total variance of sampling and analysis for the sample preparation and analysis steps was used. Also, instead of coals being grouped into ash ranges, they were grouped as washed and raw (unwashed) coals. As a result of these tests, a simplified Table I for Tentative Standard 02013 has been proposed. A standard test for laboratories to check their variance of sample preparation and analysis has been developed. Committee D5 on Coal and Coke of the American Society for Testing and Materials has been making a study of all standards applying to coal for the purpose of improving and bringing them up to date and for breaking some of the existing standards covering a number of tests into single standards. As an illustration, sample preparation is now partly covered in ASTM Designation D492-48, Sampling Coals Classified According to Ash Content, and partly in ASTM Designation D271-58, Laboratory Sampling and Analysis of Coal and Coke. The latter contains, in addition to parts of sample preparation, methods for determining Moisture, Ash, Volatile Matter, etc. Although revision of sampling methods and sample preparation methods are now assigned separately, it is possible that they may end up as one standard. One of the first new Tentative Standards developed as the result of these studies was ASTM Designation D2013, Tentative Method of Preparing Coal Samples for Analysis. Although this method is quite an im- provement over that in the old standards and gives very specific instructions, Table I (attached) is quite complicated and rather hard to understand. In order to take advantage of reduced quantities or weights, it is necessary to know the ash content within rather narrow limits before sample preparation and no distinction is made as to whether the coal is cleaned or uncleaned. No limits of accuracy are assigned to the sample preparation and analysis. The total over-all accuracy of sampling, preparation and ash determination as given in D492-48 has been specified for commercial sampling procedure as follows: "This procedure is intended for an accuracy such that if a large number of samples were taken from a single lot of coal, the test results in 95 out of 100 cases would fall within ? 10 per cent of the average ash content of the sample." Although Appendix 11, Method for Determining the Over-All Variance of Reduction and Analysis in the Tentative Methods for Mechanical Sampling of Coal, ASTM Designation D2234-63T, does give a method for determing the over-all accuracy of preparation and analysis expressed as variance and also the F test, it does not permit the determination of the variance at the various stages of reduction or of the ash determination. It was decided in 1961 to ask a number of laboratories to run a series of tests for the purpose of determining the variance at various stages of reduction and analysis with the view of simplifying Table I of the Tentative Standard D2013-62-T. This paper is a record of this series of tests with recommendations which resulted from the tests. At the same time and preceding these tests the International Organization for Standardization under Committee TC/27 WG 7 was studying the same problem. Tomlinson1 of England and Dr. paul2 of West Germany had made studies giving quite a bit of information. Also Schwerd and coryel13 published some information which was the main basis for the Mechanical Division provision in ASTM Tentative Standard D2013-62T, Table I. In checking with the various laboratories which offered to cooperate in these tests, none was found which used mechanical division through the entire preparation procedure. This paper presents a review and analysis of a highly stratified Burbank sand waterflooding project in Osage County, Okla. Permeability values in this reservoir range from less than 0.1 md to nearly 3 darcys, and 90 percent of the permeability capacity is contained in approximately 26 percent of the reservoir volume. To date, the project has recovered 103 bbl/flood-acre-ft since waterflood initiation, which represents 50 percent of the total preflood cumulative and 12 percent of the original stock-tank oil in place (OSTOIP). The outstanding feature of this project has been the economical recovery of a sizable quantity of oil at water-oil ratios higher than those normally considered prohibitive. Nearly 70 percent of the recovery to date has been achieved at water-cut values greater than 95 percent. An ultimate waterflood recovery of 138 bbl/flood-acre-ft, or 67 percent of the preflood recovery and 16 percent of the OSTOIP, is predicted. The ultimate primary and secondary recovery will be 302 bbl/acre-ft and approximutely 40 percent of the OSTOIP. The actual performance is compared with the predicted performance by both the Stiles and the Dykstra-Parsons methods, and applicabiliry of these methods to this particular reservoir is evaluated. The performance of this project indicafes highly stratified reservoirs can be successfully and economically waterflooded when either reservoir or economic conditions preclude the use of mechanical and chemical means of mdbility control. Introduction The concept of the stratified reservoir has been used by reservoir engineers for many years to describe the vertical variations in permeability within a reservoir. Numerous techniques have been advanced to predict the expected waterflood performance of the stratified reservoir, and in most cases they prove reasonably accurate. The advisability of undertaking a prospective waterflooding project is determined, based on these predictions. This paper presents a review of a waterflood project in a highly stratified reservoir that normally would be considered a marginal prospect, at best, when evaluated with any prediction technique properly adjusted for reservoir conditions. This kind of project can be successful if the predictions are used to design a waterflooding system capable of economically recovering an oil cut of 1 to 2 percent. Experience gained in the early stages of the project's development was profitably applied in the later development of the entire reservoir and could prove beneficial to other projects with similar reservoir stratification or fracture characteristics. The East Burbank pool waterflooding operations have been developed in three separate stages, each of which has been a separate project: Mid-Burbank Unit, Flood A, and Stanley Waterflood. When referred to collectively, these projects will be called the Composite Project. The Skelly Oil Co.'s Barber lease — the only portion of the pool not included in the three projects — is operated as a separate facility with a cooperative injection-well agreement. Mt. Newman Mining Co. is now completing an expansion program, begun even before initial construction was complete, which will result in the ability to ship up to 35 million tpy of iron ore by early 1973. Located in the Pilbara region of Western Australia, the mine at Mt. Whaleback is about 700 road miles north of Perth and 265 railroad miles south of the port facilities at Port Hedland. Development of the tertiary crushing and screening facilities best illustrates the orderly, but rapid, sequence through which the capacity of the port loading terminal has been expanded. When the present program is completed, crushing and shiploading capability will reach - - 35 million tpy. Operations commenced in 1969 with 3 crusher lines in service; and despite the 5-million annual ton rating, 6.46 million tons of ore were shipped during the first full year of operation. With continuing increase in ore sales, expansion to an annual capacity of 12 million tons was authorized, and installation of two more crusher lines was begun. As a part of this program, provision for installation of a sixth crusher at some future date was included in the planning; but before construction was completed, new ore sales contracts demanded further expansion to an annual rate of 20 million tons, and the sixth crusher line was authorized. The distributing and collecting conveyors had been designed for extension in length and increase in capacity, therefore, conveyor service was provided for the additional crushers with additional belting and hardware only.

Today, the future of the coal industry is extremely bright because coal can be produced at a cost which makes it competitive with other energy sources. However, the industry has been forewarned that further cost reductions must be made if it expects to remain a serious contender in the growing energy market. Surface as well as underground operations must be improved. The very same elements which affected production a few years ago still exist today and will continue to be present in the future. Improvements in production mining equipment, mining methods and auxiliary equipment have resulted in reduced costs over the past few years. Efforts must be continued toward further reducing costs in areas which have been previously improved and new areas should be investigated for possible improvements. Therefore, new techniques must be developed which will enable the industry to augment its current efforts in reducing the cost of mining. The logical place to begin evaluating the factors affecting production and cost is in the immediate face area where a substantial part of the total cost of mining is incurred. The coal industry stands to gain much through the development of new techniques for analyzing the numerous variables affecting production and by establishing methods for eliminating or minimizing the adverse effect of those variables which can be controlled. Intuition and trial-and-error methods have been the standard means used to resolve many of the factors which influence production. As a result, many elements are overlooked or ignored because their effects on production are not pronounced and cannot be readily resolved.

The National Mine Health and Safety Academy near Beckley, W. Va., is dedicated to reducing accidents and improving health conditions in the mining industry through education and training. Though this basic mission remains unchanged, the Academy now serves a much broader mining community than it did when established in the late 1960s. From its original emphasis on training federal coal, metal, and nonmetal mine safety inspectors, the Academy has expanded its programs to reach mining industry and labor representatives, state agency employees, and university students taking mining-related courses. The Academy's resident programs, short courses, seminars, and continuing education courses cover a wide range of subjects and various experience levels, but all have been developed with one idea in mind - to reduce accidents and health hazards through education and training of the widest possible audience.

THE CONNECTING link between Phelps Dodge and the copper mines at Bisbee and Morenci was a Canadian-born mining engineer and metallurgist named James Douglas. Judged by almost any standard, Douglas was an extraordinary man. Like John Muir of the California red- woods, he had in his blood "the heather and bog juices of Scotland," and the rugged virtues of a singularly great race. His father, for whom he was named, was a graduate of Edinburgh University, a member of the Royal College of Surgeons in London, and a man of rash and adventurous spirit. Extremely catholic in his intellectual interests and attainments, he was unusually skilled in his profession, certain-sometimes to the point of disastrous stubbornness--of his own judgments and decisions, careless of life or fortune where duty or moral issues were involved, and always deeply moved by the sufferings and misfortunes of his fellow men. The career of the senior Douglas included a curious medley of novel and adventurous experiences-prolonged hunger and cold while acting as surgeon on a Greenland

THE EL TIGRE MINE is a highgrade silver and gold producer located in the northern part of Sonora, Mexico. It has been worked continuously since 1903, producing 50,000.000 oz. of silver and returning handsome dividends. During 1930 and 1931 falling silver prices compelled the Tigre company to make representations before the Department of Labor in Mexico City showing the necessity for drastic reductions in wages and personnel. The delays in obtaining permission from the Federal Labor Board to make these readjustments caused the company to suffer considerable financial loss during those years. After the reduction in operations was finally effected, the Sonora state government headed by Señor Francisco Elias (former Governor, now Secretary of Agriculture) and Señor Rodolfo Elias Calles (present Governor and eldest son of Señor Plutarco Elias Calles, recently Secretary of War and former President of Mexico) have cooperated with the company to make continued operation possible by revising downward certain state taxes that would have been a factor in forcing the closing of this mine. Also, permission to change our workmen over to another system of mining was essential to continued operation.
