THE mineral graphite has been known for hundreds of years and was first used commercially as a coloring agent. Its true identity, however, was not recognized until the end of the eighteenth century and its commercial development did not become extensive until near the close of the nineteenth century. The common names for this mineral are graphite, plumbago, and black lead; others less frequently used are potelot, crayon noir, carbo mineralis, and kish. Graphite was named by Johann Gottlieb Werner in 1789 from the Greek word graphein, to write, and this name was applied primarily to the large crystalline, flake variety. Plumbago is a trade term used primarily for massive graphite as found in Ceylon. Black lead is also a trade term and, like plumbago, is based upon the idea that prevailed throughout the Middle Ages that graphite was a form of lead, or at least contained that metal. Graphite is a soft, black, unctuous form of carbon that crystallizes in the hexagonal system with rhombohedra1 symmetry. It occurs occasionally in six-sided tabular crystals but usually is found in foliated masses, minute disseminated scales, or earthy lumps. It has perfect basal cleavage, is gray to black, has a metallic luster and a gray streak. The specific gravity is 2.1 and hardness is 1 to 2. It is opaque even in finest particles; extremely resistant to the action of acid or heat; and a good conductor of both heat and electricity. Graphite may be separated into three classes: ( ) natural, (2) manufactured (which is sometime called artificial), and (3) colloidal. Natural graphite is divided into two classes, "crystalline" and "amorphous." Crystalline graphite may occur as flake, lump, chip or dust. Amorphous graphite is a commercial term only, as all graphite is crystalline, but grades in which the individual grains cannot be distinguished are classified by the trade as amorphous. Natural mixtures of crystalline and amorphous occur in all proportions. The term "artificial graphite" is a misnomer; "manufactured graphite" is a better term, because it actually is pure crystalline graphite,

It has been estimated that rock exposures in most mining districts aggregate less than 1 per cent. of the total surface area.1 Conclusions concerning the hidden 99 per cent. necessarily have been based on knowledge of only a small fraction of the surface, and from this limited information the geologist has been obliged to deduce the approximate and general nature of the underlying formations. In the search for ore it is necessary to supplement this general picture with greater detail. Fairly accurate knowledge of relatively small zones is required. This knowledge is carefully sought in many different ways—detailed interpretations of geological history, the tracing of float, the use of test pits, of trenching, of drilling, and of other methods. Practical ingenuity, scientific brilliance, great perseverance and patience, and the expenditure of large sums of money have all been a part of this search. The problem of exploring beneath cover with economy, and of obtaining essential information which this cover hides, is obviously a difficult one. It is also a very important one, for geologist's inform us that already the story of the 1 per cent. exposed outcrops has been largely read.V here remains the nearly virgin field comprised in the hidden 99 per cent.: and the importance of this zone is bound to increase continually. In recent years, the problems connected with the exploration of this "99 per cent. zone" have attracted a constantly enlarging group of investigators and at present greater efforts than ever before are being made to resolve them. This work, in it's various special aspects, has enlisted, beside geologists, the cooperative efforts of chemists, physicists, and mathematicians. The progress made in this development should be kept before those directing explorations in order that due advantage may be taken of a changing situation. My subject concerns certain aspects of one of the older physical methods of exploration, the magnetic method. This plant is situated in the borough of Pottstown, on the banks of the Schuylkill river, between the Philadelphia and Reading Railroad and the Schuylkill Division of the Pennsylvania Railroad, on a plot of about 125 acres, most of which is reserved for future extensions. About 45 acres are to be used for houses, 40 of which have already been built. The accompanying plan will give a clear idea of the general arrangement of the works. Beginning at the lower or eastern end, the first building is the basic-cinder grinding-plant. At present, it consists of a 2000 mm. Jenisch ball-mill (Kugelfallmühle) similar to those used so extensively for grinding basic cinder in Europe. It was built by Herman LÖhnert, of Bromberg. The mill is very simple in design, and efficient in execution. About 13 horse-power is required to run it, and the average output is 20,000 pounds in 10 hours. The best work we have done is 29,000 pounds in 10 hours, with perfectly dry cinder. From 95 to 98 per cent. of the product will pass through a sieve with 100 meshes to the inch, while from 70 to 75 per cent. will pass through a 150-mesh sieve. The mill has been in service since last March, part of the time on double-turn, and the renewals and repairs have been very slight. The product of the plant is sold as a fertilizer. It runs from 18 to 24 per cent. in phosphoric acid, about 14 of which is reverted. The merits of this fertilizer were explained by Mr. W. H. Morris, at the Baltimore meeting of February, 1892 (Trans., xxi., 232), and by Mr. W. B. Phillips, at the Birmingham meeting of 1888 (Trans., xvii., 84). The results obtained by its use in Europe, where over 600,000 tons were used last year, are well known. Near the cinder-grinding plant will be situated the new machineshop, which is now being erected. The next buildings contain the brick-making plant and ovens.

During the winter and spring of 1917, an unprecedented number of underground fires occurred in the Butte district. With one exception, these fires were caused by the failure of electrical equipment, and called attention to the increased fire hazard in underground mining operations occasioned by the extensive use of electricity. Five local conditions that contributed toward a heavy fire risk were: (1) The heavy continuous timbering necessary for mine supports; (2) the strong ventilating pressures in the shafts and main airways; (3) the subsidence and faulting movements in the country rock, which ruptured cables and displaced trolley and lighting wires; (4) the strongly acid mine waters, which quickly developed any weak points in the electrical insulation; (5) oxidation in old stopes containing large amounts of timber. In the summer of 1917, a comprehensive plan of fire prevention was begun by the Anaconda Copper Mining Co., which involved a thorough and intensive development of the preventive measures then in use. These were as follows: Fireproofing, remodeling and strengthening electrical insulations, extension of underground water system, control of ' ventilation, maintaining efficiency of fire-fighting crews, and reorganization of fire patrol. In considering the problems of fireproofing, it was immediately apparent that some method of applying a durable coat of fireproof material to the mine timbers was needed. The first experiments were made with a plaster composed of one part cement, one-half part fireclay, and three parts sand. This was applied by hand to a thickness of 1 in. (2.5 cm.) over a reenforcement of herringbone metal lath. It made a very satisfactory covering for fan stations, but was too soft and friable for traveling ways, where it was subject to abrasion. In the zeal for opening up new ore-bodies, or for extracting the ore from attractive bodies already opened up, we very often lose sight of the fact, that, after all, the operation of a mine is a business proposition, pure and simple, and, for the best working-results, should be treated upon a strict business basis. Of course, in every mine of consequence, a record is kept of expenditures and receipts, and such glittering generalities as " gross receipts," " net receipts," " mining expenses," and a per cent. profit," can be told to the cent; but does this record show economy of management, as compared either with the same record of other months, or with the record of other mines of the same class ? Moreover, if such a record shows that the cost of mining is high, does it in any way enable the manager to put his finger on the leakage ? Does it necessarily follow that a mine which makes a profit of, say, 40 per cent. on 25-dollar ore, is doing less economical mining than one which saves 60 per cent. on 80-dollar ore ? Of course the figures in the latter case look the more attractive; yet when it comes to the point of saving everything which can be saved, and of cutting down expenses to the lowest possible cost of operation, the former mine is doubtless on the firmer and more economical financial basis. But as to the relative merits of the system of mining in the two cases, nothing could be decided without a basis of detailed comparison ; if one system is more economical than the other, why is it so, and wherein does the advantage lie ? This can be shown only by keeping accurately the cost of each mining operation. And no matter how dissimilar two mines may be in character and operation, yet there are a few general heads common to all mining operations. In many of the important problems of the petroleum engineer, it is necessary to know accurately the laws governing the flow of gas and liquid mixtures in vertical pipes. Although much work has been done along these lines, no satisfactory solution to the problem has been found. A good theoretical discussion of the energy balance in a gas-lift has been published by Versluys.1 One of the most important factors affecting the efficiency of the flow of oil and gas mixtures is slippage, and in most of the experimental work that has been done no provision has been made for the measurement of this quantity. As Versluys pointed out, since there is no method now known to estimate it from the data usually taken, slippage must be determined empirically. This paper presents the results of some work carried on to measure slippage in short experimental gas-lifts. As shown herein, slippage can be easily calculated in a vertical pipe carrying a mixture of oil and gas if the fractions of the pipe occupied by liquid and gas respectively are known. In this work, the fraction of the pipe occupied by the liquid was measured under a wide variety of conditions and the relationship between this fraction and other quantities, which are easily measured in ordinary work, was determined. It was hoped that the quantitative relationship obtained from this work could be used for making accurate calculations in flowing or gas-lift wells, but unfortunately it did not check satisfactorily when applied to actual wells. Apparently flow in long flow pipes is more efficient than in the short ones used for the experimental work. Nevertheless, it is felt that the data themselves arc of interest; that the method of attack may be of value in future work and that the relationship derived between slip and the relative velocities is a contribution toward the solution of the gas-lift problem.

Underground fires have been common in the mines of the United Verde Copper Co. for the past 22 years. The first fire started in the 300 Hampton stope in the fall of 1894, following a cave in that orebody. The soft and highly pyritic nature of the ores is responsible for most of these fires. Since ore characteristics, methods of mining and ventilation, have an important influence on mine fires, they will be described in this paper. Orebodies The ores are mostly chalcopyrite except on the upper levels where considerable chalcocite, black oxides and other secondary minerals occur. The orebodies are in the form of lenses and vary in size. Some are small, while others are several hundred feet in length by a hundred or more feet in width. These orebodies extend, in some cases, from the surface to the lowest levels of the mine and usually at a steep angle of inclination. There are three different classes of ores, classified in accordance with the gangue rock. The copper in all cases, except as above specified, is in the form of chalcopyrite. The largest and most important of these reserves are in a pyrite gangue. Next in order of importance are the schist ores and lastly the quartz porphyries. The pyrite, locally termed iron ores, average from 30 to 42 per cent. sulphur. The schist and quartz porphyries vary from 3 to 25 per cent. sulphur. Mining Methods All the orebodies were worked by the overhand square-set method of mining prior to 1908; since then the cut-and-fill, shrinkage and mill-hole systems have been largely employed. But 15 per cent. of the total tonnage now extracted is from timbered stopes. Most of this is from the upper levels where the ore is soft, heavy and more or less broken to the surface. Large reserves of these ores are being conserved for more efficient methods of mining.

The selective action of oils for lustrous minerals was first disclosed by Haynes in 1860. In 1885, Miss Carrie Everson elaborated this idea and also disclosed the fact that acid increased the so-called selective action. Her patent called for oils, either animal, vegetal or mineral, also for an acid or salt. The process was tried out on a practical scale in Baker City and Leadville, in 1889, and failed: first, because, as has since been shown, of the unsuitability of the ore to flotation; and second, because the invention was too far in advance of the times. Then followed the Elmore brothers, first with their bulk oil processes and later with their vacuum method. The basic principles of oil flotation were undoubtedly covered by the above inventors, the work done since their time being merely a building up on ground work laid by them. Different kinds of oil, different quantities of oil, and all the varying degrees of agitation, were all exemplified and practiced by them in one phase or another, and the developments that have since been made are but elaborations of the fundamental principles laid down by Haynes, Everson, and the Elmore brothers. In 1902, the Potter-Delprat process was developed in Australia. In this process no oil was used, the mineral being raised by the generation of gas, brought about by the introduction of acid into the pulp. The mineral particles appeared on the surface of the separatory vessel, in the form of a scum or froth, buoyed up by minute gas bubbles attached to them. This no doubt first gave the suggestion of gaseous flotation. In 1902, also, Froment, an Italian, was granted a patent in which he combined violent agitation with oil and gaseous flotation, the gas being generated within the pulp, in much the same way as in the Potter-Delprat process. FRom 1886 to 1889, approximately, Henry M. Howe was engaged most actively in preparing his Afetallugy of Sieei, which became the foundation for his leadership in the science of physical metallurgy of steel. During the same period, Hadfield was developing the first of the industrially-important alloy steels, and Riley was initiating the commercialization of nickel steel. Both of these alloys are treated briefly in Howe's book; indeed, he missed practically nothing of interest in all the steel literature preceding 1889. There had been many good books on steel before his, but none of the same character. His genius, like that of Aristotle and Francis Bacon, manifested itself in the painstaking collection of data, followed by their coordination and interpretation. Not only manganese and nickel steels were discussed, but several which most of us, with our tendency to overlook the past, are wont to regard as exclusively recent developments, such as: silicon, chrome, copper, tungsten, vanadium, titanium, chrome-tungsten and many other steels. But Howe never devoted much special attention, in his writings, to alloy steels; the science of the relations of iron and carbon offered field enough even for his capacity for constructive thought. And, today we find the science of alloy steels in much the same condition as was the metallurgy of steel before Howe wrote his first great book. Many, many important facts have been presented to the world, especially by Sir Robert Hadfield, James Riley, Henri le Chatelier, Kotaro Honda and his associates, Maunsel White, Harry Brearley, and a host of others. Several books have been devoted wholly or chiefly to alloy steels, such as those by Hibbard, Mars, Heyn and Wetzell, Grube, Burnham, Gillett and Mack, Billón, Brearley, Monypenny, Becker, Savoia, Sauveur, Guillet, Tammann, Guertler, Goerens, Guia, Wuest, Ledebur, Schenck, Aitchison, Osann, Guettier, Buchetti, Escard. FRom time to time metal-mine engineers have inquired why anthracitc mines and their preparators are rarely operated on the two or three-shift basis. The subject may be approached as affecting: labor, development, the underground workers, the preparator, the outside workers, capital, the supply account, power consumption, the storage of coal over various shifts, railroad car supply, and the market. Labor From the start, the adoption of a plan of three full-shift operations in a day would cause difficulty with the colliery employees, for they have never worked on that plan and would show their resentment by suspending work. Even if they could be induced to work according to this schedule they would not be as efficient, for they would be working more or less unwillingly at hours at which they are accustomed to rest. Operation on a three-shift basis would necessitate triple manning of each working place, and dissensions would arise between the men, for each shift would claim that the preceding shift had taken undue advantage and had not left as favorable conditions as it had found. To obviate these disputes it might be [necessary to let out the work to a contractor, who would hire his helpers to mine out the chamber, or breast. The state mining law requires that a miner be put in charge of each working place. To conform with this provision he would have to hire three helpers and two miners to mine the breast. The labor unions have been trying to abolish the subcontractor in mine work and any method of working that would cause his return, however innocent in purpose, would result in labor disturbances. It might be possible to form partnerships of three miners working a place together, but these men would be quite likely to have frequent dissensions as to the proportion of work performed by each shift. The present tribute to a great pioneer in the steel industry, with the accompanying remarks upon the town of Sheffield, which has remained to this day what his invention made it, an important center of that industry, originally formed a part of the paper on "Iron Alloys," prepared, at the invitation of the Council of the Institute, for the Chicago meeting of August, 1893. That paper, begun with the intention of dealing with many alloys of iron, became, of necessity, through the limitations of time on the part of the writer and of space in the Transactions of the Institute, mainly a discussion of the principal modern commercial alloy of iron, manganese-steel; and much introductory and general matter was consequently omitted. The Secretary suggested, however, that this particular portion would be interesting and appropriate as a separate contribution, and I therefore present it as such, offering the foregoing statement simply as an explanation of its incomplete character. If I had undertaken to write a paper upon this subject alone, I should have felt myself bound to bestow upon it more elaborate research and to treat it with more abundant details. It was in the immediate neighborhood of Sheffield that the first successful process for the fusion of steel on a commercial scale saw the light. The late Dr. Percy, a leading authority in general metallurgy, says: " Formerly, so far as I am aware, steel was never melted and cast after its production; and in only one instance, viz., that of wootz was it ever molten during its production.....Now, by the fusion and casting of steel after its production its heterogeneousness is remedied, and ingots of the metal may be procured of perfectly uniform composition throughout; and for the practical solution of this important problem we are indebted to Benjamin Huntsman, of Sheffield." As a recent American journal appropriately remarks: " Huntsman's patient efforts, at last rewarded with success, entitle him to an elevated niche among the heroes of industry. The application of wet cleaning processes for the beneficiation of bituminous coal has created in some localities a problem in the recovery and disposal of fine solids in the washery water. The maximum allowable concentration of these solids in the washery circuit that is consistent with satisfactory operation of the cleaning units remains a controversial point. It has, however, been generally recognized for a number of years that some degree of control should be exerted over the concentration of such material. Early methods of control involved intermittent or continuous discharge of a portion of the plant slurry into near-by streams or settling ponds, and this persisted even after the adoption of settling tanks or cones. The practice is not always economical, for two reasons: first, because of the waste of coal, and, second, because it is sometimes difficult and expensive to obtain an adequate supply of water. The latter condition often is aggravated by chemical treatment of the make-up water that is necessary to prevent excessive corrosion of plant equipment. The modern approach to this problem has been the adoption of continuous thickening devices. However, because such equipment occupies considerable plant space and is somewhat expensive to construct, the practice of loading these thickeners beyond their rated capacity is widespread, therefore often the performance of such units is not altogether satisfactory. In recent years, European washeries have increased the rate of settling of the fine coal from the slurry by the addition of specially prepared starch solutions. These reagents cause flocculation of the solid particles and thereby increase the rate of sedimentation. The first important work on the flocculation and clarification of coal slurry was done by Henry, who developed the Henry process and used it successfully in Belgian preparation plants. The various objectives of dredging at sea require different methods and radically different equipment for their optimum fulfillment. In the majority of cases, sea dredging is done by means of dredging equipment connected to a pontoon or ship floating at the surface. As the supporting hull is subject to the influence of waves, swells, currents and wind, the connecting point of the dredging equipment to the hull will generally move relative to the sea bottom with 6° of freedom. The more important hull motions are surge, heave, pitch and roll. Depending on the actual sea and weather conditions and the size of the hull, some of these motions can be so large that dredging equipment of rigid construction (normal or inland dredges) cannot be used. In those cases where mechanical disintegration of the bottom is necessary and where accurate dredging is required, the designer must find a solution for this problem. For cases where the bottom consists of soils that can be handled by plain suction, highly sophisticated dredging equipment such as the trailing suction hopper dredge permit dredging under all but the most severe sea state conditions. This type of dredge picks up the soil from the sea bottom while slowly underway. The drag suction head is fitted on a suction pipe of such flexibility that the supporting ship can carry out all six movements in relation to the draghead (heave, pitch, roll, sway, yaw and surge), while the draghead remains in firm contact with the bottom. The suction pipe is fitted with flexible hoses, a universal hinge, a horizontal hinge, axial turning gland and sliding turning gland with horizontal axis and is suspended flexibly from the ship incorporating swell compensating buffer gear, keeping the wires taut and the draghead bottom contact pressure fairly constant while the dredge moves up and down. Due to the fact that the draghead has a low bottom contact pressure and has little tendency to sink into the bottom, this compensation is not difficult to realize.

011, and gas development has continued unabated on the Texas Gulf Coast during 1937. Although the number of important new discoveries has not been great, the extensions in older fields, owing to discovery of new sands and the lateral extension of known sands, has been extensive. Twenty-four new producing fields were added during the year, and many of these areas give promise of developing into important producing districts in the future. Alta Mesa, Amelia, Aransas, Clara Driscoll, Five Corners, Hamman, Heyser, Old Ocean, Premont, Seabreeae, Segno and West Columbia have all had major extensions during 1937. The 1937 production for the Texas Gulf Coast was 120,141,429 bbl., or 32f per cent increase over the 1936 production of 90,865,293 bb1. t The total number of producing wells has increased from 6727 to 8968. Well abandonments have becn few and indications are that they will continue to be so. Rigid proration has been and continues to be in effect, and, as a result, wells in the Gulf Coast will have prolonged life. New Fields Tables 1 and 2 contain general information on all fields in this district. The following named fields were discovered in 1937: Aransas County.—Barnsdall Oil Company's No. 1-A Edwards was the discovery well for the Lamar field. It was drilled to a total depth of 9785 ft., plugged back and completed at 7530 ft. in the Frio as a gas and distillate well. Present indications are not very promising for a major field. Bee County.—The McMurray (Strauch) field was discovered by Dirks Bros. No. 1 Strauch at a total depth of 4577 ft. This is a Yegua producer, and had an initial production of 230 bbl. on a 3/16-in. choke. Brazoria County.—The Sandy Point field was discovered by Henry DeArmanls No. 1 Fite, which was completed as a producer at 6501 ft. in the Marginulina-Frio series. Galveston County.—Although the Hitchcock field was discovered in 1936, the first commercial oil producer was completed in 1937 when

TWO magnesium sand-casting alloys are commonly favored in the United States. These are referred to as H and C alloys (Dow Chemical Co.) or 4Mz65 and AM260 alloys (American Magnesium Corporation). Both are of an aluminum-zinc-manganese type. H alloy contains 6 per cent aluminum and 3 per cent zinc and is characterized by relatively good toughness. C alloy contains 9 per cent aluminum and 2 per cent zinc and is employed where high yield strength and pressure tightness are required. Examination of magnesium castings poured in Europe and England,'J however, demonstrates that H and C alloys are replaced by .%8 and AZ~I, respectively. That is, A8 reprcsents a magnesiurn alloy having superior toughness while A291 is suitable for high yield strength and pressure-tight applications. The basic difference between the .Ameri-can and European alloys is that the foreign alloys employ a somewhat higher aluminum content and less zinc than is found in H and C alloys. The mechanical properties of the alloys, when divided into high and low-aluminum groups, are quite similar, as determined from separately cast foundry-control type test bars ,In this paper the decrease of mechanical properties caused by any given amount of microporosity is measured for H, C, A8, and AZ~I alloys. The relative susceptibility of each of the four alloys to microporosity is also determined. Typical mechanical properties and nominal chemical analyses are reported in Table I. The apparent similarities between the two alloys in each group have led to considerable discussion as to the relative merits of each of the compositions.2 Popular points for comparison between the alloys have been the relative susceptibility of each of the four alloys to microporosity6 and the effect of this microporosity on their mechanical properties. The deposits described in this paper occur over much of Wayne County and in the southeast portion of Hardin County, Tennessee, and in the northeast and northwest portions of Mississippi and Alabama respectively. The presence of tripoli in this region has been known for some time and descriptions of various occurrences in Tennessee have been made by Jewelll and Miser2, while Hilgard3, Lowe4 and Logan5 have treated the deposits that occur in the adjacent portions of Alabama and Mississippi, but there has not been a 'general survey of the entire field summarizing completely the geology of the deposits with respect to their origin and stratigraphic relationships. During 1934, while engaged in surveys of mineral resources through this region for the Tennessee Valley Authority, the writer collected data with this in mind, and has assembled them in this report. He is indebted to H. S. Rankin and N. A. Rose, of the Tennessee Valley Authority Geology Division, for field assistance. Location of Tripoli Deposits Fig. 1 shows the locations of deposits of tripoli in a long belt that extends from northeast Wayne County southwestward into northwest Alabama and thence passes into Mississippi, where the formations carrying it are finally covered by Cretaceous sand and gravel of the Mississippian Embayment. Occasional deposits occur also in the southeastern corner of Hardin County, Tennessee. While tripoli is found at nearly all points along this axis where the related formations are exposed, the largest deposits are grouped about three different centers. Waynesboro-Collinwood District.—In the area between Waynesboro and Collinwood, in Wayne County, Tennessee, tripoli of various grades outcrops in the valley of Green River and in tributary valleys on either side. This district is roughly 12 miles long in a northeast-southwest direction and has a maximum width of 5 miles at its northern end. About four years ago the writer proposed a revision of the correlation of the Huronian formations in Michigan, and noted the bearing of the question on the correlations of the Huronian rocks in Wisconsin and Minnesota.1 Dr. C. K. Leith opposed this revision and argued for the retention of the correlations of the United States Geological Survey, published in 1911,2 for which he and Dr. Van Hise were mainly responsible. As late as June, 1917, Harder and Johnson, following Leith, thought it "premature to change radically a correlation based on years of careful field work."3 The work of Wolff on the Mesabi and Cuyuna Ranges, of Hotchkiss on the Gogebic Range (unpublished), and of the writer and assistants on the Michigan ranges, together with data developed by exploratory and mining operations, has introduced so many new facts not recognized in the scheme of the U. S. Geological Survey that the correlations of 1911 must be considered, in some important respects, obsolete. Indeed, new data are accumulating so rapidly that any classification, which for the moment may seem best to explain the facts, is almost immediately modified or refined by further observations. The problem of Huronian correlations is difficult, but interesting and important. With the aid of fossils, stratigraphers of the post-Algonkian formations have been able to show that slight disconformities mag separate strata of vastly different ages, and that within physically conformable strata may be concealed a hiatus of great magnitude. In the non-fossiliferous Huronian group, minor physical breaks in the strata are only beginning to attract attention, and it is too early to discuss what bearing these will have in correlating the formations of one area with those of another, but it is safe to say that the "lost intervals" which are not disclosed by physical relationships will remain forever lost; therefore we may not hope to discover the ultimate truth concerning the

AT A MEETING of the Shareholders of the Russo-Asiatic Cons. Ltd., in London, Oct. 23, 1922, LESLIE URQUHART, chairman of the com- pany made the following statement:* I come now to our recent negotiations with the Soviet Government and to the agreement which has resulted from them. You will remember that the conference at The Hague broke up without having achieved anything very definite. It was not, however, a failure. It elicited from M. Litvinoff an offer which will, I think, come to be regarded as a milestone in the progress of Russia from a ruinous and unpracticable Communism towards a modified form of capitalism. The offer made by M. Litvinoff at The Hague amounted in effect to this: that in return for political recognition on our part the Soviet Government would first acknowl-edge its liability for Russia's national foreign debts, and, secondly, would give the original foreign owners of property in Russia effective compensation. A very great advance that. It showed-and there have been many other signs to confirm it-how real and persistent has been the internal evolution of Russia during the past year from Marxism to the economics of the Western world. I will not now detain you with the reasons why M. Litvinoff's highly promising and significant offer came to nothing. The fact that it had been made and the further fact that The Hague Conference had separated indefinitely were the important things. The first fact seemed to indicate that the Soviet rulers, after all, proved to be people with whom one could do business. The second fact rather emphatically showed that the way to do business with them was not by unwieldy poly-glot conferences of ministers, officials and experts representing a few dozen different governments and a few dozen different sets of national interests. That method had been tried at Genoa. It was tried again at The Hague. Each time it failed, and having failed it left the road clear for a simpler and more direct approach.

Of the methods that have been used for studying the chemical composition of coal, attack by reagents has not, in general, yielded much information. Most of the reagents used have been strong oxidants such as nitric acid or Schulze's solution. The use of a milder oxidizing agent, such as air at low temperatures, enables progressive changes in the character af the coal substance to be studied and thus helps toward an understanding of its constitution. British bituminous coals frequently have a banded structure. These bands (of four types) can be separated one from another and have been found to possess markedly different chemical characteristics, even when taken from contiguous portions of the same lump coal. It has been found convenient to give each of the ingredients of banded coal a distinctive name, more or less descriptive of its appearance, and the study of the chemistry of bituminous "coal" in England has resolved itself into a study of each ingredient separately. The coal chosen for this work was taken from the Top Hard seam at East Kirkby colliery, Nottinghamshire, a detailed chemical analysis of which has been recorded by Baranov and Francis.' The banded structure was well marked and the bands could readily be separated. The research was confined to the brilliant vitreous bands (vitrain), the dull hard bands (durain) and the "sooty partings" main); for previous work had shown that the fourth type, to which the name clarain has been given, is intermediate in character, chemically, between vitrain and durain. The method of experiment was, briefly, to draw a slow current of moist air through weighed samples (50 gm.) of the three ingredients, vitrain, durain, and fusain, in the form of powder (through a 60-mesh and on a 90-mesh sieve) contained in glass tubes which could be maintained at a constant temperature during prolonged periods. Statistical methods are becoming increasingly important for interpreting routine reports, or for analyzing special test data in industrial plants, such as steel plants. They have already become practically a necessity to the plant metallurgist. A paper by Chancellor, 1 written in 1933, gives many examples of the benefits the plant metallurgist can derive from the use of these methods. The present paper discusses applications of importance to many others who must analyze reports in the steel plant, as well as other examples of interest to metallurgists. Statistical Methods Logically Suited to Plant Problems.—Statistical methods are not new as a branch of mathematics. Until comparatively recently, however, practical applications were confined mainly to actuarial science, biology, and economics; fields in which an observed result is obviously influenced (and often determined) by a complicated set of variables more or less constantly tending to affect it. As pointed out by Daeves,2 a decade or more ago, problems in industry are basically similar to those in these other fields in that a given result is at least partly due to that chance combination of causes happening to be present at the time. When trying to do the same thing repeatedly, constant results are never attained; they vary about the desired result with more or less well defined mathematical regularity. Such a condition arises out of the great number of factors tending to affect the final result. If statistical methods are so valuable to the biologist or economist, why then should they not also be of great value to plant managers and engineers, and to all who must interpret reports from various sources in the industrial plant? Within the last few years, industry has become conscious of this situation, and the use of these methods has been rapidly expanding in such p1ants.
