The: mysterious Lake Erie price for iron ore, established each spring, determines the maximum price that will be paid during the following season for ore of Mesabi Non-Bessemer base grade. This price is important to the ore producers, hut since most of the ore in the Lake Superior district is owned or controlled by consuming interests, the really important question to them is not the price of ore but how much it will cost them to mine and transport their season's requirements to their furnace plants. However, a few million tons are actually sold each year, and considerable quantities are traded for mixing purposes, and the negotiations lor these sales and trades usually begin with some reference to the Lake Erie price. There is no difficulty with the Lake Erie price itself or with the manner in which it is established, but the system prescribed for determining the values of ores that are not exactly base grade is incomplete. The Lake Erie price takes into consideration only the iron and phosphorus contained in the ore, but when the ore producer is negotiating a sale or trade, he is confronted by the fact that his ore must he studied and the price adjusted, not only on the basis of the iron and phosphorus analyses, as specified by the Lake Erie price, but also on the basis of silica! alumina, manganese, structure, etc. The vague and unsatisfactory methods used in making these adjustments bear some relation to the manner in which the ore is supposed to act in the blast furnace. The ore producer may not understand all of the idiosyncrasies of the blast furnace, but if the smelting-plant operators have a system more accurate than the Lake Erie price method for determining the relative values of different ores, why not pass this information on to the ore producers, so that they can make use of it and perhaps modify their practice in such a manner as to benefit both themselves and their customers? There is a lack of understanding and appreciation between these two groups that may, to some extent, be unavoidable, but in the interests of efficiency and conservation rules that are more accurate and complete than the Lake Erie price method in use at the present time should be established for the guidance of the ore producers. Recently a paper was read before the Eastern States Blast Furnace and Coke Oven Association, by Mr. G. W. Hewitt, Manager Production, Blast Furnace and Coke Oven Department, Wheeling Steel Corporation, in which he explained how his company determines the relative values of different grades of Non-Bessemer ore. This is a very important paper, perhaps not so much on account of the actual calculation methods described as because of the fact that premiums and penalties are shown on Non-Bessemer ores for silica, alumina, phosphorus, and manganese. Analytical expressions for the breakage rate as functions of mill charge, mill speed, particle size, ball diameter, and ball load are derived, using idealized models for probability of breakage (Gaudin and Meloy), energy distribution (Mempel), and arithmetic mean of effective ball energy (Langemanns). Computational results using the theoretical equations are compared to experiments. The equations enable simulation of ball mill grinding at different grinding conditions.

Geological storage of spent-fuel assemblies from an operating nuclear reactor has been underway since the Spring of 1980 at the U.S. Department of Energy's Nevada Test Site. The primary objective of this generic test is to evaluate granite as a medium for deep geological storage of high level reactor waste and to provide data on thermal and thermomechanical behavior of granite from imposed heat loads.(l) The underground installation in the Climax stock granite was sited at about 420 m below the surface and 145 m above the existing water table. As shown in Figure 1, three parallel drifts were excavated spaced on approximately 10 m centers. Seventeen storage holes were drilled at the central drift on 3 m centers in which eleven spent fuel canisters and six thermally identical electrical simulators were emplaced. Electrical resistance heaters were emplaced in vertical holes in the floor of the side drifts on 6 m centers. The thermal output of these heaters is being periodically adjusted to simulate the thermal response of a large storage array. Rock and ventilation air temperatures are being measured continuously in the drifts and throughout the rock surrounding the excavations. Measurements of drift deformation have been made routinely since the emplacement of the spent fuel. Both vertical and horizontal measurements are being taken at five locations along the heater drifts and at six locations along the central canister drift (Fig. 1). Two types of instrumentaton are being used: convergence wire extensometers which are monitored automatically, and a manually operated tape extensometer with which measurements are taken periodically. The tape extensometer measurements were initiated about 6 weeks following fuel emplacement. The lack of a temperature correcting capability for the convergence wire extensometers make that data unavailable for analysis at this time.

This name is applied to the present mining law, as enacted in 1872 and since, to indicate its leading characteristic—in which it differs from all previous mining laws of this or any other country. The earlier act, passed in 1866, was practically the first attempt of Congress to deal with the question of mining titles upon the public domain. It was framed after nearly twenty years of acquiescence on the part of the Government in the self-constituted tribunals, officials, rules, and customs of the mining districts. In its recognition of these, and in several other particulars, the act of 1866 was open to serious criticisms. It is the purpose of this paper, not to trace the history of legislation on this subject, or show in detail what were the faults of the earlier law, but rather, by a discussion of certain aspects of the present law, to point out how great a revoluition it has effected in the rights of mining locators, and to indicate some of the difficulties attending its application. In the attempt to correct the vagueness of the act of 1866 an entirely new elernent was introduced into the law, bringing with it a new set of difficulties. Under the act of 1866 and the miners' customs which it followed, the lode was the thing claimed and subsequently acquired by patent. And the claim to a given number of feet on the longitudinal course of the lode was rooted in 'a discovery of any part of the lode in any part of the claim. ("Extensions" could in many districts—perhaps universally—be located and claimed on the strength of the discovery in the principal claim to which they referred; but this is a point not essential to the present discussion.) It was not necessary to find the outcrop or the upper edge of a lode in order to lay a valid location upon it. As the reservoir rises behind an arch dam, it presses the arch into the canyon walls and valley floor. To compute the stresses, deflections, and arch reactions, it is necessary to know how much the rock deforms under the combined loads of gravity, temperature, and water. Under sustained loading for a period of time, the rock continues to deform or "creep" slightly, causing changes in the stresses and shape of the arch. Under reduced loading, the elastic arch tends to resume its unstrained position and it is important to know that the rock will follow it and maintain tight contact along the abutment. It is, therefore, important to know the "set" characteristic of the rock. Past attempts to define load-deformation properties of rock, including creep and set, have largely l been limited to laboratory test of intact cores and in-situ jacking test utilizing bearing plates 2 to 3 ft in diam. In both cases, a uniaxial load has been applied to a volume of rock too small to fully reflect the influence of cracks, joint systems, foliation, and other inherent weaknesses within the rock mass. This chapter describes a large radial jacking test which more nearly duplicates the action of an arch dam by penetrating the load deep into the rock mass, bringing into play more of the factors which contribute to prototype deformation. Results obtained from the large radial test are compared with those from smaller uniaxial test. THE method of making oxide of zinc direct from the ore was invented and developed at the works of The New Jersey Zinc Co. at Newark in the middle of the last century. The process was invented by Burrows, who had not the ability, financial or technical, to work out the details necessary to make it of commercial value. This was done by Col. Wetherill, whose name is commonly attached to this process. The, grate bars used are also frequently called Wetherill grates, which is a misnomer because they were in common use for boiler firing at the time and he never claimed their invention. The invention of the process was due to the efforts of The New Jersey Zinc Co. to find a profitable means of working the ores from Franklin and Sterling Hill, N. J. These are a mixture of franklinite, willemite and zincite, containing about 20 per cent. of zinc. The first attempts were to make spelter, which were not successful, owing to the low grade of the ore and the fusibility of the residue. Failing in this, the next attempt was to make oxide in large muffles and reverberatory furnaces. This succeeded, although the cost of operation was high, the recovery low, and the quality of the product uncertain. In 1855, the new process was patented and has been in successful operation ever since. Essentially, the process is to spread a mixture of coal and ore on a body of burning coal on a perforated grate and blow an excess of air through the grate. The zinc is reduced in contact with the coal, volatilizes and burned by the excess of air in the upper part off the furnace and in the flues. It is then carried to the hag rooms by the excess air and products of combustion which are forced through the flues by fans. In its main features, the process is the same today as at the time of its invention, but the details have been so modified that it would hardly be recognized by its originators.

MUCH has been said recently concerning the depletion of the Lake Superior iron ore re- serves. Estimates given indicate a total life of the present known reserves of twenty to thirty years. Some argue that there is no need to concern ourselves about the possible depletion of the Lake Superior iron ore supply because foreign ores can be brought in to this country at a lower price than rich agglomerated ore can be produced from the lean domestic ores. Some fear, as a result of this, a displacement of the steel business from present districts to the Atlantic seaboard. Others show that foreign ores will be brought to interior points via the projected Great Lakes-St. Lawrence waterway. Others believe that the South, given better freight rates, will extend its iron and steel market into northern territory.

INTRODUCTION The preceding chapters have brought us to a point in the mineral appraisal process where the composited sample values can now be used to estimate the grade and tonnage of the total mineral deposit. There are many techniques whereby drill hole composites and/or other sample data are used to assign grade and estimates to the surrounding rock. Matheron and his students have properly called such techniques extension functions. Before embarking upon a detailed discussion of extension functions, it is necessary that we take time to consider the concept of geostatistics as advocated by George Matheron who developed the "Theory of Regionalized Variables," which he published in 1962 (Matheron, 1971). The concept of regionalized variables has important application in the techniques of mineral appraisal. The position or location of a mineral sample within a deposit can be almost as important as its value. Geostatistics, when defined as "the application of the theory of regionalized variables* to the study of mineralized volumes of rock," takes into consideration the position as well as the magnitude of the value of the sample. The principles of geostatistics, as outlined by Matheron, represent a major step forward in the mineral evaluation process, because they provide a sound theoretical and practical basis for quantifying the geological concepts of (1) area of influence of a sample, (2) the continuity or lack of continuity of mineralization within the ore body, and (3) the lateral changes in mineralization according to the trend direction of an ore body and its orthogonal components; or in other words, a measure of the anisotropy of the deposit. Royle (1971) has defined the objects of geostatistic as being: "1. To estimate the most likely value of blocks of ore, or the values of the whole deposit; and 2. to estimate the errors of such estimates. This latter is important as, in addition to providing a check on unwarranted optimism, it shows where more valuation work may be needed." Because of the great importance of these concepts in mineral evaluation, an introduction into the theory of regionalized variables, and the study of a practical approach to its application is outlined here. REGIONALIZED VARIABLES VS. RANDOM VARIABLES Classical statistics, as discussed in earlier chapters, grew out of the study and application of probability theory. Probability is concerned with the outcome of random events and therefore classical statistics is built upon the theory of random variables, i.e., the probability of independent events. The validity of most statistical inferences depends upon sample randomness being assured for unbiased results. Where independent events cannot be assumed the results of statistical inference becomes suspect. On the other hand, geostatistics is concerned with variables that have position in space as well as magnitude, hence the term regionalized variables. Mineral deposits are not the only field to which the theory of regionalized variables is applicable. Many natural phenomena that demonstrate a relationship between change in magnitude and position in space are amenable to application of geostatistical techniques. Single crystals of copper and silicon-iron were cold rolled in orientations chosen to produce individually the major components of the poly crystalline deformation texture. The orientation dependence of the recrystallization kinetics was studied relative to the primary recrystallization textures of these specimens. It is not possible to rationalize the poly crystalline re crystallized textures on this basis. The results suggest an important role of the interaction of adjacent crystals during the deformation of aggregates. BRICK and Williamson1 first noted evidence that the recrystallization temperature was different for straight-rolled and cross-rolled copper given comparable reductions. Michalak and Hibbard2 investigated quantitatively the effect of rolling procedure on the kinetics of recrystallization of cold-rolled copper and found that material cold-rolled the same amount by straight-pass, cross-pass, and compression-pass techniques developed different deformation and recrystallization textures, different 1-hr recrystallization temperatures, and different recrystallization kinetics. However, the temperature dependence of the rate of recrystallization was essentially the same for all techniques. Similar results were obtained on iron. Dunn and Koh3 in studying the recrystallization textures of cold-rolled silicon-iron single crystals reported large differences in the annealing temperatures and times required to recrystallize specimens of different orientations cold-rolled the same amount. Liu4 and Liu and Hibbard5 utilized the concept of different recrystallization temperatures for different orientations of cold-rolled crystals to rationalize the difference in recrystallization textures found in various face-centered-cubic metals. Their explanation predicted a significant difference in the recrystallization kinetics of deformed (110) [112] crystals as compared to (358) [352] crystals, and, in fact, Liu4 reported evidence that this difference existed at least qualitatively. Verbraak6 who rolled and recrystallized a series of copper single crystals found that the double (112) [111] rolled orientation is related to recrystallized cube texture formation. The effect of rolling intensity on the relative amount of cube component suggests an important role of recrystallization kinetics. Walter and Hibbard7 while trying to relate the behavior of rolled and recrystallized single crystals of silicon-iron to the behavior of polycrystal-line silicon-iron again noted that differences in recrystallization kinetics were necessary to rationalize their results. The purpose of the present investigation was to obtain quantitative kinetic data on the recrystallization of single crystals of both copper and silicon-iron rolled to initial isolated individual orientations corresponding to those found in the polycrystalline deformation textures. These data might indicate the importance of the deformation orientation, i.e. the range of available nuclei, the deformed matrix orientation into which these nuclei grow, and the orientation dependence of their growth rate during primary recrystallization on this texture. INTRODUCTION The time period from the detailed feasibility study to the post investment audity usually ranges from three to eight years depending upon the nature of the mining project considered. It is the only after the post investment audit that we know the adequacy of the assumptions made concerning operational risk assessment in the detailed feasibility or acquisition economics. The post investment audit results from numerous mining projects can best be described by a verse by John Greenleaf Whittier's Maaud Muller. It reads "For all sad words of tongue or pen the saddest are these 'It might have been!"' Dissecting the negative results of numerous mining projects we find faulty assumptions concerning markets, geology, capital investment and operational risk assessment. Although in hindsight many of these assumptions could have been considered impossible or impracticle to have forecast with any degree of certainty, we find that refined assumptions concerning operational risk assessment could have been made with only a modicum of additional "Due Diligence". Anyone who invests in a mining property should employ a much higher discount rate of future cash flow, (usually in the minimum range of 25%-30%), than he would expect from such safe investments as Treasury Bills or high grade Utility Bonds. The nature of this steep discount translates to a large uncertainty concerning the timing and actualization of assumptions contained in the detailed feasibility study. We must remember that when a project gets beyond 20 years, any contribution to the value of the project of cash flow is minimal due to the nature of the discounting process. Thus for each full or partial day lost in the development or early operation stage of a project, the financial impact will be greater than similar lost days later on in the project. Adequate operational risk assissment is particularly critical when bidding on competitive tenders for coal deposists in remote locations such as the Bowen Basin in Queensland, Australia. Because of the market attractiveness of these coal deposits for supplying end users in the Far East, Middle East and Europe, state governments require competitive tender biddings via the Authority to Prospect process. Front end bonuses and super royalty payments must be commited before the actual mining conditions are known. Time to submit firm offers from the actual request for proposal vary from 90 to 120 days. Thus any operational risk assessment must be detailed, realistic and reflective of the actual project. When one searches the literature, one finds limited qualitative data on operational risk assessment in valuation papers. Usually this facet of valuation takes a secondary role to such areas as reserves, markets, and environmental considerations. When one comes to the question of operational risk assessment more often than not one finds the use of "rules-of-thumb", such as tons per man shift, average production, average seam height, etc., are used to forecast results on which banks and other financial institutions are required to make investment decisions. Because of the extremely competitive environment of the 1970's and 1980's numerous financial institutions approved loans without adequate "Due Diligence", and are currently paying a steep price in terms of non performing loans and charge offs. The pressure distribution in a reservoir producing an incompressible fluid by radial flow in a horizontal structure is a simple logarithmic function' used daily by reservoir engineers. The assumption of an incompressible liquid is equivalent to assuming that pressure is maintained constant at the well radius and at some external "radius of drainage," or, in other words, that the entire flow into the well passes across the external radius. In most cases a well is surrounded by other wells draining adjoining areas so that the "radius of drainage" is not a line of constant pressure with flow equal to the flow into the well but rather a contour of zero pressure gradient across which no flow occurs, production being due to the expansion of the liquid within the area. The radial flow steady state pressure distribution for this case does not seem to be extensively used despite the fact that the mathematical analysis has been given in detail' and the results are simple and generally applicable. 'The object of this discussion is to develop this result from a physical rather than a mathematical viewpoint, thereby aiding intuition in judging circumstances to which it may be applicable. If the production rate at a well in an unsaturated reservoir is maintained constant while no flow occurs across the outer radius a steady state will soon be reached in which the flow rate or pressure gradient is constant with time at all points in the reservoir. To preserve such a condition it is necessary that the pressure decline at the same rate at all points in the reservoir, that is, the curves of pressure versus radial distance at successive times are all parallel. Then each unit volume of oil is expanding at the same rate and contributing an equal share to the production. The manufacturing and domestic consumers of anthracite are beginning to realize the fact more fully, that the coal purchased for any one year does not seem to burn so freely, does not fire with so little trouble, and does not last so long as that purchased during other years, or vice versa. Where coals of different sizes, or from different districts, are offered to the trade by the same or competing salesmen, the question suggests itself, which shall we buy ? Among housekeepers, who are the most numerous class of consumers, though on the smallest scale, distinction is seldom recognized among these anthracites. By other consumers the coals are grouped into those which, when burned, will produce either a white or a red ash, special qualities being arbitrarily attached to each. Others, again, know only of three varieties : (1) Those from the WYoming and LacKawanna fields, or the coals shipped from the northernmost basins over the railroads running through northeastern Pennsylvania direct to New York—notably, the Delaware. Lackawanna and Western, Delaware and Hudson, and Erie railways; (2) those shipped by the Lehigh Valley Railroad and the Lehigh and Susqaehanna division of the Philadelphia and Reading Railroad down the Lehigh Valley ; and (3) those shipped over the main line of the Philadelphia and Reading Railroad down the Schuylkill Valley. In special localities, where a favorite coal is largely used, the consumer will speak of one class, composed of his favorite coal, which possibly comes from two or three collieries, with a total aggregate annual production of less than a million tons; and of a second class, composed of the coals from all the other collieries in the anthracite

The Gaudin-Meloy probability for breakage for a single fall used by the authors in their paper is given by their [Eq. 6]. Another form of [Eq. 6] is given by Gaudin-Meloy in their paper as follows: [ ] From the definition of A given by Gaudin-Meloy it is obvious that A30 is greater than A., it therefore follows from the foregoing equation that according to the Gaudin-Meloy formula the probability of breakage for a single fall of all the balls in the 20-mm experiment was more than 2.25 times the probability of breakage in a single fall of all the 30-mm balls which is contradicted by the authors' experimental evidence in [Fig. 4] in which is shown that much more grinding took place with the 30-mm balls. In fact the authors present convincing evidence that the Gaudin-Meloy work is erroneous because their work is based only on a geometric configuration and on ambiguous and uncertain definition of A and disregards the fact that the distribution of fracture depends on other important and indispensable factors including the intensity of stress caused on the feed grain by the balls. That there is an immense and chaotic variation of stresses caused on the feed grains by the balls is shown by a formula, derived by this writer and published in 1955. The derivation of this formula is given in the Appendix of this discussion; it contains the variables in the operation of ball mills and is based on the science of mechanics-not on probabilities. [ ] where T is the unit stress in pounds per square inch produced by the moving load, h is the height in feet through which P has fallen, E is the modulus of elasticity of the rock, P is weight of one ball, and L is the size of the grain (assumed to be a cube of side L). It will be shown by this writer's formula that when a 30-mm ball strikes any size of feed grain it will cause 1.837 times higher stress than the 20-mm ball when striking the same size grain. It will be shown that when the 30-mm ball or the 20-mm ball strikes a feed grain of 0.1 mm it will cause 90 times more stress on the grain than when it strikes a 2-mm grain.

The region of metallic ore deposits in northern Chile, southern Peru, western Bolivia, and northwestern Argentina occurs in arid zones at altitudes as high as 6 km (19,700 ft). Because surface water supplies are meager, new mines require unexploited sources of water. Prolific ground water aquifers occur in salar basins in this region of the Andean Highlands. Exploration water wells have been constructed and aquifer characteristics have been tested in eight salar basins. Results indicate ground water quality is good. Aquifer transmissivity and storage computed from results of pumping tests indicate maximum capacities of more than 170 L/sec (2700 gpm) for individual production water wells. Results of investigations conducted by the authors demonstrate that ground water reservoirs in the Andean Highlands comprise a source of large quantities of water for the mineral industry.

U.S. environmentalists have tended to oppose all new energy developments. Their efforts may be counterproductive because opposition to, say, offshore oil directly leads to the continued use of other energy sources that may have a higher social cost. Rather than attempting to eliminate all pollution from energy production, which would be prohibitively expensive, one should minimize the social cost of energy production for the given demand. Linear programming is used to rank various oils (California State and O.C.S., Gulf of Alaska, Prudhoe Bay, Athabasca tar sands, oil shale and certain foreign crudes) in terms of their social desirability. The objective is to minimize the cost of supplying the California market, subject to resource, sulphur and oil spill constraints. Social desirability is indicated by the inclusion of the oil in the optimal solution and the size of the associated shadow price. the larger the shadow price, the greater the benefits of increased production. The more negative, the greater the cost associated with forcing consumption of that fuel. The environmental shadow prices indicate the size of the trade-off between a particular environmental standard and minimum cost. The trade-offs can be surprisingly large. any reasonable spill standard can be achieved by changing the development pattern. Generally, the further offshore, the smaller is the environmental degradation, but the more expensive is the oil. Foreign oils can be economically and environmentally inferior to domestic oils. Crude from the California O.C.S., San Joaquin Valley end Prudhoe Bay appears a valuable resource, while the Gulf of Alaska, synthetic and foreign crudes appear marginal to submarginal.

THE man who forgot to mail the letters his wife gave him was for once justified at Tulsa, for envelopes, scratch paper and tablecloths were all in demand and through the two days of the meeting of the Petroleum Division, pencils were busy everywhere sketching out diagrams, drawing curves, figuring, or just taking notes. Those attending took the serious papers seriously, and discussion was wide-ranging but pointed. Despite the highly technical character of the papers presented, the chairmen had never to call for discussion; it was only necessary to say the paper was open for it. Both days the meetings lasted until after five in the afternoon, and it was enthusiastically voted to advance the meeting hour on Friday, in order to give more time. In all, ten papers, abstracts of which appeared in MINING AND METALLURGY for October, and copies of all but two of which were available in print, were presented in the two days, and no more could have been handled to advantage in that time. All but one of these dealt with problems of production engineering. That, the opening paper, was a general review of demand, supply and price in 1928, by Campbell Osborn, in which he argued for the price control of production and showed how the economic conditions determined development. J. Elmer Thomas presented a carefully prepared review of the same data, but came to somewhat different conclusions as to trend, and J. E. Pogue pointed out that in recent years it has been the manufacturing rather than the producing industries that have been notably profitable. These and other discussions were too long to be reported here, but will be printed in full later.
