THERE are a lot of good things about this great industry of ours. Let us stop commiserating and consider some of the things that are right in this business. Coal is number one in the basic material industries. Our civilization owes more to it than to any other basic commodity. We are literally immersed in the benefactions of coal. In cur man-made world it is indispensable and we are constantly surrounded by objects, materials, and services which owe their existence to coal. Practically all the important materials, such as iron, steel, brick, cement, lime, rubber, glass, cotton, and wood have felt its magic touch.

LAWRENCE ADDICKS, Douglas, Ariz.-It does not seem to me that the role played by carrying heat away from one surface to another has been brought out. A cellular construction prevents the motion of air currents. Also in the installation on the top of a reverberatory furnace, that Mr. Krieger mentions, where it stopped the cooling, there is besides the question of overheating. Another complex question, entirely apart from the necessity of not carrying a brick above a certain temperature, is that of not allowing acids and bases to come together at too high a temperature. J. W. BECKMAN.-What cements together the individual cells in the insulating material? Also, how does the material behave in the presence of acids and alkalies, both strong and weak? A. H. KRIEGER, New York, N. Y.-The material is formed or composed of myriads of lace-like skeleton remains of diatoms visible only -under a powerful microscope. The diatom lives in salt and fresh water. On the Pacific Coast there must have been an abundant life of the diatom, because the beds, still in existence in Southern California, are fully 1,000 ft. through, and are hard and strong, standing a pressure of more than 400 lb. per square inch. The beds must have been many ages in forming and the diatoms have become firmly packed together. The samples shown are typical of the entire deposit as it was formed at the bottom of the sea. IN order to get an idea as to the strength of steel rails, it will be well to review the tests to which iron rails have been subjected. In England, Mr. Ashcroft found that the best 80 pound rails broke under a 300 pound weight, falling 15 feet. In Germany the Society of Railway Managers determined on and have long applied a test of 1000 pounds falling 101 feet, as the standard which all first-class iron rails must reach. In this country no inspection nor test is applied, but tests made show that iron rails from our most reliable makers, break under a 6 foot fall of a 1500 pound drop as an extreme test, most of those tested breaking under a far less test; some breaking with less than a 3 foot fall of the same weight. Everywhere where steel has been used, engineers have come to the conclusion that some test is required to show the regularity and strength of the product. As compared with iron, the tests which steel will stand are wonderful. After numerous experiments partially based on the experience of the rail-mill at Graz, belonging to the Southern Railway of Austria, the Society of German Railway Managers fixed upon a test of 2000 pounds falling 13 1/2 feet. They found that this test represented the steel which suited their necessities, and also found that with steel of otherwise average purity, this test represented about one-half per cent. of carbon, and made it a rule to take no steel containing under three-tenths of a per cent, of carbon, because it was too soft. They expressed a hope that a harder steel could soon be made tough enough to stand the same test. In England, a test was adopted of 2240 pounds, falling 15 to 17 feet on the rail on heavy bearings. To the members of the A. I. M. E., who have given much and risked all to fight "Over There" with pick, or gun, or brain, and to the members who have chosen the sometimes more self-denying duty of remaining at home to help produce metals for fighters: Your experience in foreign lands has bred in you that spirit of internationalism which will soon be infused into every corner of our country by virile lads thrilling from a great experience in an old, yet new, land over the seas. To them the East will not seem as far from the West as it was, nor the North from the South. Sectional jealousies will seen despicable to one who has fought for a great ideal shoulder to shoulder with real men of other nations. And they who have willingly sacrificed much on the altar of service will have little patience with an egotist, be he laborer, tradesman, capitalist or engineer. The problems which peace brings to us are more difficult than those of war and their solution requires not only cool heads, tolerance, and wise judgment, but the "getting together" of sections and classes and individuals. The triumph of justice over individualism, represented by the draft law, must be repeated, for there are "slackers" in peace Is well as in war, and the spirit of self-denial expressed in response to Liberty Loans, Red Cross, and Welfare drives and Food Administration appeals must live. We have only just begun to learn how to serve. It is often claimed by our members that the engineer is not given, in the community at large, the recognition which his training should merit; that his reward is not as great nor his service as welcome as it should be. AS most of you probably know, Australia has had many strikes. The two places that had the worst reputation were the Broken Hill mines and Port Pirie, where the smelter was located. About four or five years ago, the smelter changed hands. The new proprietors - immediately endeavored to get on better terms with the men and made such progress in that respect that, the men came to them and said, "There is no use giving us any more money. You have just raised our pay one- bob a day, but the store-keeper and the boarding-house keeper have raised their prices. The boarding housekeeper raised our board three bob a week and the storekeeper took the rest of it and we are no better off." Learning that what the men needed most was firewood wood the company bought the wood on a tract of ground across Spencer's Gulf and- sent men over to cut it. The wood was brought to the works and given to a man to cut up. He thought he had an easy job and loafed, but when the committee representing the men discovered that his loafing added to the cost of 'the wood, it promptly disciplined him and made -him work as he had never worked before. The next question that arose was the distribution of the wood. The committee got bids from several cartmen whose prices varied from about two to five shillings. It gave the work to the next to the lowest bidder. The fact that if delivering the wood cost more, the user would have to pay for it, was an entirely new idea to the men.

The instrument for the rapid determination of carbon in steel, described in this paper, was developed originally to facilitate the operation of the pilot-sized open-hearth furnace in the Jones & Laughlin Research and Eevelopment Laboratory. In this small furnace, with its shallow bath, the drop in carbon is accelerated, and a rapid, reliable test for carbon content is indispensable. This problem becomes rather acute when it is desired to finish heats at a carbon content higher than can be estimated with any degree of accuracy by the fracture test. Several independent methods for determining carbon were investigated, therefore, and it was found that a relatively simple magnetic device could be made to give reproducible results. A laboratory instrument was designed and set up for the use of the furnace operators. It was tested exhaustively in the laboratory and was used with considerable success for following the carbon content in the furnace bath. As soon as sufficient data had been compiled to indicate that the instrument might have a wider application, a more rugged model was constructed and placed in the mill to be tested on commercial heats. Finally, about a year ago, instruments were furnished to the plant open-hearth shops, and these have been in use since that time. OF all the metals that have from time to time been called the "Wonder Metal," mercury, often called quicksilver, is probably the most deserving of this designation. A wonder metal it must have been to those workers of an earlier day who named it after that Latin god of commerce and gain, characterized as the fleet messenger of the gods and the conductor of souls to the lower world. The word mercury has been used to indicate a carrier of tidings, a bearer of news, a nimble or clever person, a hawker, and a skillful thief. All of these attributes, and more, are recognizable in this metal, the technical terminology of which is "Hydragyrum," meaning water-silver, and from which the chemical symbol "Hg" is derived. Fickle in its occurrence in nature, simple in its metallurgy, illusive in captivity, it serves man in life or death, in war or peace, in commerce, science and arts, in mining, agriculture, and forestry with a versatility found in no other element.

For hardening, the steel should be heated just above the critical temperature, as a properly forged steel quenched from this heat has some toughness, with maximum hardness and density. The quenching bath should be kept at approximately a constant temperature. In drawing or tempering, longer time periods at lower temperatures are better than the shorter periods at higher temperatures. A recent questionnaire brought out the following facts: The double-arc, double-taper bit and cross bit give the best service; resharpening of the drill steels most frequently was caused by wear of gage; chipping of bit was, with one exception, the second cause; breakage of shank was with one exception, the third cause; upsetting of bit, upsetting of shank, and breakage of body were the fourth cause. The direct cause of the necessity of resharpening given was poor heat treatment first, and faulty steel and severe rock conditions second. Rock-drill Steel By N. B. Hoffman Much of the drill steel produced in America is manufactured into hollow rods. After all forging has been finished the entire bar should be thoroughly annealed and heat trcated before the point is hardened and tempered, at least where the drill has heavy duty, such as working in deep holes and hard rock. A large number of tools of like character and doing work requiring similar properties are now being made of alloy steels; for instance a steel with a carbon content of 0.75 to 0.85 per cent., manganese 0.25 to 0.35, phosphorus under 0.020, sulfur under 0.030 and vanadium 0.18 to 0.23 has proved very satisfactory for chisels. A steel of this type properly manufactured will be far superior to the ordinary carbon steels, while at the same time is one whose price range should not prove prohibitive. Much of the cutting efficiency of a drill depends on proper heat treatment. This vanadium steel has a far greater safe hardening and forging range than ordinary carbon steels, making it more nearly foolproof. It will harden nicely at 1400" I?. but will also harden well and satisfactorily at 1550" F. retaining its quality of hardness and toughness in either case. Drill Steel from Hollow Ingots BY P. A. E. This paper considers the requirements for a reserve based loan and the calculations that a bank would perform to arrive at a loan amount. Polluted air and water, despoiled land and excessive noise are the unwelcome results of the population growth and a rising standard of living. The consumption of goods and services, including metal products and minerals, by all people is increasing so rapidly that civilization is in danger of destroying the environment in which it lives. This is true because every human activity affects the environment, whether it is air, water or land. While E. F. Osborn, director, U.S. Bureau of Mines, says . . . "some members of the mineral industry are reluctant to recognize environmental demands" . . . William T. Pecora Under Secretary of the U.S. Department of the Interior.. . says that, "to maintain levels of resource development and environmental quality needed to satisfy our affluence, we must trade off values rather than turn off troublesome operations." What it seems to boil down to is how much control of its operations is the mineral industry willing to accept-internal policing or strict government control? The answer lies in how well the mineral industry maintains a balance between mineral development and environmental quality.

FROM the time of its establishment in 1933, the Tennessee Valley Authority has been active in the field of phosphates. Under the T.V.A. Act it has a broad Congressional mandate to guide a unified development of the resources of the region for the long-range benefit of the people. As one phase of this function, it is directed to co-operate with farmers in the experimental large-scale use of improved fertilizers and development of better fertilizer practices. Following careful study, it was concluded that the objectives of this phase could best be attained by soil rebuilding through the use of phosphatic fertilizer and lime in an improved farm management sys- tem. This activity was launched through a program of test and demonstration on farms and simultaneous technical investigations to develop new and improved phosphatic fertilizers. Phosphorus has since become a keystone of the Authority's resource development and conservation program. Human effort is being conserved by phosphate utilization on the farm, and mineral conservation has been promoted by technical developments in phosphate mining and manufacturing operations.

Processes for the removal of phosphorus from iron or steel are steadily assuming greater importance in view of the abundance of high-phosphorus iron-ore and the diminishing supply of pure ore. In the present methods of removing phosphorus by the basic open-hearth or basic Bessemer process, or even by electric processes, complete control over the metallurgical conditions is either impossible or has not yet been realized. The removal of phosphorus has so long been accomplished along certain well-defined lines, that when the electric furnace made its appearance metallurgists adhered to the same old reactions used in the older processes and failed to appreciate and take advantage of the new forces at their disposal. One object of the present paper is to set forth more clearly the metallurgical reactions by which phosphorus can be removed from iron, and to show the necessity of controlling the conditions, and particularly the temperature, by means other than combustion in the furnace-chamber. Invariably, the commercial removal of phosphorus has been accomplished by oxidation. The reactions involved in oxidation of phosphorus in general consist, first, of the formation of P2O5 and second, the combination of this oxide with lime, forming calcium phosphate, which latter is held in a slag high in iron oxide. In the present-used processes, the phosphorus is never removed without the assistance or presence of considerable quantities of iron oxide. ALL history testifies that the mineral resources of a region have furnished both the impulse for its first development by man, and the foundation for its subsequent occupation by civilized and prosperous communities. In the pre-historic ages, the hunters, fishers, shepherds and gardeners of the world may have wandered or tarried without regard to the attractions of the mineral deposits which they could not utilize, and therefore did not value. But with the rise of civilization, as expressed in manufactures and commerce, the national value of such deposits began to be realized. Barbarous and remote tribes, possessing the sources of such supplies, won recognition in trade long before they could attain it through any other means. Thus, the North American Indians of Lake Superior exchanged their native copper for the mica of North Carolina; the ships of Tyre sailed all the way to Spain for lead and to Britain for tin; and the fleets of Solomon brought gold from Tarshish. In more modern times it has been chiefly the precious metals that have stimulated exploration and conquest. The inherent qualities and the traditional value of gold and silver sufficiently explain this historic fact, the continued existence and potency of which is evidenced, even in our own times, by the occasional rush of eager adventurers to new districts where gold and silver have been discovered. The history of North and South America has been peculiarly influenced by this factor. It was the prospect of obtaining gold and silver that led the Spanish adventurers to the shores of America, and the conquests of Mexico by Cortez and of Peru by Pizarro were inspired by the stories of the wealth of the Aztecs and the

On Jan. 1, the office of the. National Service Committee was established at 502 McLachlen Building, Washington, D. C. The first work was to review current legislative information; which is being continued and good results are accomplished. Whenever matters of importance appear in the Congressional Record, notice thereof with such documents as are germane are forwarded to the members of the committee for their information and advice. The first formal report of the chairman was on the so-called Smith-Howard bill to secure Federal endowment for the establishment of engineering research. The chairman of the Committee, at the request of the Executive Committee of the Engineering Council, appeared before the Senate Committee on Education and Labor for the purpose of opposing those features of the so-called Kenyon bill which would create a practically permanent commission dominated by the Engineering Corps of the Army over all Federal engineering projects as well as state and municipal projects receiving Federal aid. The greater part of the time has been expended in correspondence and consultation on the matter of the establishment of a Department of Public Works. The results of this work lead to the belief that there is much promise of the establishing of such a department by the 66th Congress Hall members of engineering societies, as well as the societies themselves, will unanimously agree on and support a measure, and in order to secure such unanimous support, it will be advisable to call a conference of engineering societies. .

FOR the purpose of the following discussion the word "research" is interpreted as including all phases of development work on methods of manufacture, metallurgical characteristics, and uses of iron and steel. Research in the iron and steel industry then includes both plant re- search and laboratory research. Since iron and steel came into being, the steel consumer's plant and the steel producer's plant have been important factors in the development of the steel industry. Good minds have always been associated with both consumer and producer plants, so marked progress was made in the industry even when these were the only types of research and development groups in action.

Capital, as represented by mineral resources, is being exhausted rapidly without possibility of identical replacement. The public must be discouraged from thinking-why worry about the bank balance so long as there are plenty of blank checks? Instead of each man, woman, and child being owners of a mineral capital of $89,000 as former Secretary Ickes once stated, they are really the guardians of a mineral reserve which, when harvested, cannot be reproduced. The proper use of this material is the basis of modern civilization and military power. The best American institutions cannot be maintained or transmitted to our children unless this trust is guarded. It is unfortunate that more attention has not been focused on the fact that this country is headed for a have-not status in the family of great nations if some- thing is not done to preserve its mineral heritage. It is the privilege of the United States now to champion and implement democracy because it is industrialized and can get at its raw materials. A high price is being paid every day in mineral depletion for the privilege. No one can eat his cake and have it too. The United States still must face world-wide economic competition and, perhaps, World War III. In the final analysis all wealth comes from the ground, whether plant, animal, or mineral. Value is in-

IN JUNE 1921, the Sullivan &lining Co., owned jointly by the Bunker Hill and Sullivan Mining & Concentrating Co. and the Hecla Mining Co, started work on the development of the Star Mine. The development work contemplated called for a crosscut from the Hecla workings on the 2000 level to the Star ledge. The length of crosscut necessary to encounter the Star ledge was approximately 8900 ft. from the Hecla shaft. By using workings formerly made by the Hecla Mining Co., only about 8100 ft. of actual crosscutting was necessary. This crosscut has a direction of S 20° W and would have a tendency to crosscut any ledges in the intervening ground.
