A brief study of the effects of material and processing variations upon the tensile properties of steel formed from mixtures of iron and carbon was made in order to provide information regarding the properties obtainable in iron-carbon compacts as influenced by forming pressure, sintering temperature, and graphite particle size. Sintered steels formed from mixtures of iron and graphite have been studied by Stern,' who investigated the effect of various percentages of graphite on compacts formed from electrolytic iron that were repressed and heat-treated after sintering. A further study, by Stern and Greenberg,l is concerned with the heat-treatment of steels formed by the car-burization of iron compacts, and Margolies3 has reported work on the simultaneous sintering and carburization of iron-powder parts. Glauch4 investigated the effect of various types of graphite on the properties of iron-carbon powder alloys but did not determine the effect of different particle sizes of the same graphite alloyed with different types of powder. In the investigation reported in this paper, powders typical of those produced by electrolytic deposition and the decar-burization of shotted steel scrap were used. The powders were mixed by tumbling in a jar mill with graphite powder ground to an average particle diameter of 2, 4, 6, and 16 microns (as determined by microscopic measurement). The properties of the iron and graphite powders are presented in tabular form as Table I. In order to obtain the maximum information from a minimum number of test specimens, the study was divided into two sections with one set of specimens treated identically in each section as a basis for comparison. In the first section, iron powder produced by the shotting and subsequent decarburization of scrap steel was mixed with 2-micron graphite powder, pressed at 50,000, 100,-000, and 200,000 psi, and sintered in hydrogen at 1200°C for the periods of time ranging from 15 to 120 minutes. In the second section of the investigation, electrolytic iron powder was mixed with graphite of an average particle diameter of 2, 4, 6, and 16 microns, pressed at 100,000 psi, and sintered at temperatures ranging from 1000° to r200°C'. for periods of time of 30 to 180 minutes. By following this procedure an indication of the effect of the following variables upon the density and tensile properties of iron-carbon powder compacts was obtained: (I) forming pressure, (2) sintering time, (3) particle size of graphite powder, (4) sintering temperature, (4) type of iron powder.

In view of various papers and discussion.;, at recent meetings of the Institute, upon testing, methods of testing, inspectors, inspection and specifications, it has occurred to me that my experience of some fifteen years, in the making and enforcement of specifications, in connection with the Motive Power Department of the Pennsylvania Railroad, might give some value to the few suggestions offered in this paper. There is friction, not to say antagonism, between the producers and the consumers of structural materials. On the one hand, the producers complain of the severity of inspection, or the lack of knowledge and want of good judgment on the part of inspectors, and, indeed, have gone so far as to suggest the abolition of the whole scheme of inspecting and testing materials. On the other hand, the consumers are, apparently, more and more relying on specifications

J. S. Unger,* Pittsburgh, Pa. (written discussion?).-I heartily agree with the author's suggestion, near the close of the paper, that greater uniformity in the making and use of brick is desirable. The effect of the manner of laying the brick, the mortar or cement used, the necessity of standardizing the shapes, the elimination of irregular or poorly designed brick, and the necessity for uniform operating conditions were pointed out by me some years ago. Many factors influence the quality of firebricks. The following figures obtained from bricks during their making or after completion show the need for greater uniformity in their quality. These results were obtained from regular commercial bricks, shipped to the consumer. In many cases the samples were from the same car load.

Man has always felt more comfortable breaking his life into categories or classifications. An otherwise bewildering life somehow becomes easier to bear when divided into neat measurable sections, each of which is fitted into its proper niche. It seems likely that the world's first economic geologist, when faced with the world's first two ore bodies, started his career by classifying them. Early on, he divided his ore bodies into those born of water, of fire, and of air. In retrospect this threefold classification was probably about as useful as the more complex ones that followed. This division of ore bodies probably did not help him in his search for new deposits, but it made him feel more secure in dealing with those already known.

THE Federated American Engineering Societies through its Executive Board has endorsed House Bill 5230, introduced April 26, 1921, which provides for- the completion of the topographical survey of the United States. Before this bill can be reported out it will be necessary for the House Committee on -interstate and foreign commerce to hold hearings. This will not be done unless the engineers of the country show interest -and demand action which should be taken immediately after the recess ends and Congress reconvenes this fall. Surveys and maps have been made in this country ever since Captain John Smith mapped Chesapeake Bay about. 300 years ago, but it is only in comparatively recent years that the need for accurate maps has been keenly felt by those engaged in the industrial' and commercial development of the country.

Limited experimental data and a critical review of the literature are given to indicate that the true equilibrium distribution of manganese between carbon-saturated iron and blast-furnace type slags has not yet been satisfactorily established as a function of the composition, temperature, and pressure of the system. THE distribution of manganese between carbon-saturated iron and blast-furnace type slags has been studied by a number of investigators.1-7 Generalization of the results of these works indicates that the weight percent distribution ratio, (%Mno)/[%Mn], decreases with increasing temperature and slag basicity, in accord with thermodynamic data and practical observation. However, where comparisons among these studies can be made for similar slag compositions and temperatures, the reported values of the manganese distribution ratio are discordant. The variations are attributed to failure of the experimenters to bring their systems completely to equilibrium with graphite and CO at 1 atm, as judged by departures from silicon equilibrium. Even in the most recent work,5-7 this problem was recognized but the authors made the questionable assumption that equilibrium could prevail for manganese distribution even though other reactions were still in progress. Manganese equilibrium values for three particular slag compositions were required incidental to a kinetic study8 and were determined experimentally. Special pains were taken to approach concurrent equilibrium with respect to silicon. Although the results were not completely definitive, they indicate that the true manganese equilibrium distribution ratios are lower than have heretofore been reported. The data are presented together with a brief commentary on the literature to suggest the need for further work in this area. EXPERIMENTAL METHOD Equilibrium runs were carried out in a stationary, induction-heated graphite crucible closed by a graphite lid and flushed continuously by a slow flow of carbon monoxide at 1 atm pressure. Temperature was controlled manually within ±3 deg C with the aid of immersed thermocouples in mullite tubes protected against slag attack by graphite sleeves. The desired temperature was established by a calibrated Pt vs Pt-10 pct Rh thermocouple and control was then maintained using a more stable W-Mo couple. Runs were made at 1500º and 1575ºC for durations of 7.5 to 10.5 hr. The charges were calculated to yield 400 g of metal and 100 g of slag. The resistivity, temperature coefficient of resistance, stability at 200°C, and structure of annealed Si-Cr films have been studied as a function of film cowposition. Colorimetric analyses of the films indicated 20 to 60 wt pct Cr over the resistivity range of 1 to 10-4 ohm-cm. Resistors were delinealed by photolithographic etching, contacted with aluminum, and mounted in TO-5 packages. The average temperature coefjicient of resistance, a, between 50" and 150°C is related empirically to the film resistivity, p, by a (ppm per °C) = -2900 - 1140 log p (ohm-cm). Near a resistivity of 3.5 x 10-3 ohm-ctn (30 at. pct Cr) , the temperature coefficient changes from positive to negative. The temperature at which the resistance maximum occurs increases with decreasing resistivity. The conduction mechanism between —196" and +360 C appears to have two components—an activated conduction dominating a1 lord chromium content and higher temperatures and a linearly temperature-dependent conduction dominating at high chromium content and low temperatures. Electron diffraction patterns showed the films to consist of Cr3Si and amorphous silicon. Resistors thicker than 150A typically drifted less than 0.6 pct after 5000 hr stor-age at 200°C. Resistors as thin as approxinzately 80°A that had a silicon overlayer showed similar stability. Such films had sheet resistivities of 10 kilohm per square and temperature coefficients near —600 ppm per "c. THIN-FILM resistors having sheet resistivities greater than 1 kilohm per square are required in many integrated circuit applications. A process for producing such resistors should be compatible with present circuit fabrication and packaging, including exposure to maximum temperatures of 300° to 570°C during contact alloying, die-attach, and ceramic package sealing. In addition, the resistors should have a low temperature coefficient of resistance and change less than 1 pct during storage at temperatures up to 200°C for 1000 hr or longer. Reports of work beginning in 1949 at Battelle Memorial Institute indicated that, among other materials, the silicides of chromium, Cr-Co, molybdenum, tantalum, and tungsten were worthy of further study as high-stability resistive films. Later work on Si-Cr films vacuum-deposited by flash evaporation from a tungsten boat1 led to the conclusion that Si-Cr had "excellent properties for development into high- stability ... resistive elements". More recently, Si-Cr films have been vacuum-deposited from a tantalum boat,2 from a BeO-coated tantalum boat,3 by flash evaporation from an electron-beam-heated tungsten Source,4 and by triode sputtering.5 This paper describes a study of Si-Cr films vacuum-deposited by electron-beam heating of Si-Cr alloys. Resistivity, temperature coefficient of resistance, stability at 200°C, and structure were studied as a function of film composition. EXPERIMENTAL PROCEDURE Film Deposition. Si-Cr sources were prepared by vacuum-melting pressed pellets of mixtures of powdered chromium (99.9 pct, -100 mesh, Lunex Co., Pleasant Valley, Iowa) and silicon (99.99 pct, -325 mesh, United Mineral and Chemical Co., New York). A permanent-magnet focused electron-beam gun having a water-cooled copper crucible was used to heat the pellet until complete melting occurred. The mixture was then kept molten for an additional 5 min. The alloy thus formed was used as the source material for Si-Cr film depositions using the same electron-beam gun. Pieces of semiconductor-grade silicon ingots were used as sources for silicon depositions. The films were deposited within a standard vacuum evaporator having an 18-in.-diam Pyrex bell jar, a liquid-nitrogen-cooled trap, and a Consolidated Vacuum Corp. 6-in. diffusion pump containing Dow Corning DC-705 pump fluid. The substrates were thermally oxidized* silicon wafers 2 to 2.5 cm in diam. The

AT THE beginning of February the British Government announced acceptance of the American terms for funding the war debt, the main features-being as follows: Interest rate of 3 per cent. for the first 10 years and then 3 ½ per cent. up to the final extinguishment of the debt at the end of 62 years. The interest from the time since the loans were made to the actual beginning of the funding arrangement to be recomputed at 4 1/4 per cent. instead of the 5 per cent. rate now in effect. Congress ratified the contract respecting the British debt. The ship subsidy bill was relegated to the rear, which is indeed an end to the project. The natural consequence of this will be a liquidation of the Govern-ment's shipping business. The joint committee on the reorganization of Govern-ment departments made its report to the President. In general this seems to offer a well-considered plan for the coordination of Government service. The pro-posals respecting the bureaus that are particularly associated with the mining industry may be subject to criticism. According to the committee's plan, the Geological Survey remains in the Department of the Interior, but the Bureau of Mines and the compilation of the statistics of mineral production are transferred to the Department of Commerce. The Lausanne conference among the European powers came to an end early in February, without any treaty having been signed, owing to the refusal of the Turks to accept the ultimatum of the Allies. Theoreti-cally this left conditions in a state-of war between the Allies and Turkey. However, no actual movements have resulted. The French and Belgians continued to hold the Ruhr district of Westphalia, extending their lines and administration of the region. The Germans adhered to the policy of passive resistance. In the Parliament of Great Britain the French and Belgian policy was plainly declared to be unwise and dangerous. French and Belgian industries, moreover, were troubled by strikes among their own coal miners for higher wages. The Poles and Lithuanians engaged in border war-fare;. the civil war in Ireland continued. The rest of the world was quiet insofar as military operations are concerned.

THE magnetic powder method, long used for roughly mapping magnetic fields, has recently been refined 1,2 for investigating the microscopic variations in the surface magnetization of ferromagnetic crystals. Bitter' first discovered regular powder patterns connected with the crystal structure of such specimens. Several other investigators3 have used Bitter's original technique, with slight modifications, to study the variation of the patterns with variations in the magnetizing field applied parallel to the surface, and their dependence upon the state of strain, of polish and of crystal cut. All of the explanations of these patterns on metallic ferromagnetics have been couched in general terms. In a preliminary report we have described an improvement in the powder technique which led us to the discovery of a new effect throwing considerable light on the magnetic secondary structure of alpha iron4 and of nickel' single crystals. We now report additional evidence confirming the existence and stability of a magnetic block secondary structure. SPECIMENS The following list describes the specimens used in the present investigation. DESIGNATION DESCRIPTION A1 Silicon ferrite furnished to us by Dr. W. E. Hofman and Demond, particularly as we observe from their experiments that these gentlemen recognize the usefulness of the Seger cones, and that this method of determining temperatures in the furnaces of the ceramic industry and in the tests of refractory clays is valued, not only in all parts of Germany, but also in other countries. Permit us to say, with reference to the crucibles employed in tests for refractoriness, that we have used of late, besides the magnesia crucibles, also those made of Zettlitz kaolin, with the addition of alumina, previously calcined, with regard to which we beg to refer to our article in the Thonindustrie-Zeitung of December 9, 1893.

I NOW call your attention to two directions in which very important progress may be confidently hoped for—pyrometry and the heat-treatment of steel. We already find in the market more than one pyrometer which, in spite of serious defects, may lie used advantageously for determining and controlling the temperature of many of our metallurgical processes. It is to be hoped, and with much confidence, that by the rapid extension of the use of such instruments, the economy and efficiency of these processes may undergo an increase which, in the aggregate, will be of the greatest importance. In this connection, the lucid paper of Prof. Roberts-Austen," and the learned bulletin of Mr. Barus, are most welcome. But much remains to be done in the way of devising pyrometers suitable for manufacturing purposes. The following acts of the Directors are reported for the information of members At a meeting held June 20, 1907, Dr. Charles D. Walcott, Director of the U. S. Geological Survey, Washington, D. C., having been recommended by unanimous vote of the Council, was unanimously elected an Honorary Member of the American Institute of Mining Engineers, in recognition of his personal services to American geology, and of his generous co-operation with this Institute, to the Transactions of which he has not only himself made valuable contributions, but has also encouraged the preparation of such contributions by the members of the U. S. Geological Survey under his charge, his liberal policy in this respect having gone so far as to permit the preliminary publication by the Institute of important results reached by the geologists of that Survey, even before their final and full publication as public documents. This wise and generous course has not only brought the U. S. Geological Survey into intimate and sympathetic relations with the mining industry of the world, but has also enriched the Transactions of the Institute, especially in the department of the science of ore-deposits, with many valuable papers. At a meeting held Jan. 14, 1908, Mr. Charles Kirchhoff was unanimously re-elected a Trustee of the United Engineering Society, to serve for a second term of three years. At a meeting held Feb. 18, 1908, directly after the adjournment of the annual meeting of the Institute, the following officers were elected for the ensuing year: President, James Gayley: Vice-President, James Douglas; Secretary, R. W. Raymond; Treasurer, Frank Lyman.

WHEN Spain established colonies on the North American continent, some of her land grants, in what is now the United States, reserved to the Crown deposits of gold, silver, and mercury. Later mineral rights were reserved under some of the English Crown charters involving land in the eastern part of North America, with provisions for the payment of royalties thereon to the Crown. Reservation of mineral deposits to the United States Government was instituted by an ordinance of Congress on May 20, 1785, which applied to such deposits in the Northwest Territory, then north of the Ohio River and east of the Mississippi River, and provided that there should be reserved "one third of all gold, silver, lead, and copper mines, to be sold or otherwise disposed of as Congress shall hereafter direct." Little was known then of the mineral resources of the country; the Great Lakes copper region had just come into the possession of the United States by treaty and much of the western mineral land still belonged to France and Spain. The policy of leasing mineral deposits was enacted by Congress under the act of March 3, 1807, which provided that "the President of the United States shall be, and is hereby, authorized to lease any lead mine which has been or may hereafter be discovered in the Indiana Territory, for a term not exceeding five years," and in the same year the Government reserved 345,600 acres of land in northern Illinois, valuable for lead. In 1816 Congress provided that in all cases where a tract of public land containing a lead mine or salt spring was applied for by settlers on the public domain, no permission to work the mine or spring would be granted without the approbation of the President of the United States. By the act of March 1, 1847 (9 Stat. 146), the control of mineral lands was transferred, with all records, from the War Department to the Treasury Department, and by the act of March 3, 1849 (9 Stat. 395), supervisory powers over lead and other mines of the United States were transferred to the Secretary of the Interior. Following the discovery of gold in California in 1848, President Polk advocated the leasing of mineral lands acquired from Mexico under the treaty of 1848. However, owing to the lack of communication and transportation facilities and the consequent difficulty of checking on production and operations, leasing was found impracticable. Mining was permitted to be carried on in each district under rules made by the miners themselves and patterned after the Mexican mining system. To meet the situation, Congress enacted mining laws in 1866, 1870, and 1872, which provided for possession by location and for private ownership, after discovery, by patent of essentially all mineral deposits belonging to the United States, except coal. Many other acts were passed by Congress applying to specific regions and states, reserving salt, lead, or other minerals, some of which provided for the leasing of such deposits. However, very few if any leases were issued thereunder. Not until 1901 (31 Stat. 745) were the mining laws extended to include salt, and in 1910 they were revised to specify salines and associated products. At the turn of the century, it became more and more evident that the mining laws developed for metallic minerals were not practical for the development and conservation of oil and gas, coal, potash, phosphate, or oil shale. Following withdrawals by the Secretary of the Interior as authorized by the act of June 25, 1910, the Department of the Interior recommended leasing legislation; however, it was not until February 25, 1920, that the Mineral Leasing Act was passed by Congress. This act authorized leasing all public lands potentially valuable for oil, gas, coal, phosphate, sodium, or oil shale. The Organic Act, creating the Geological Survey in 1879, imposed upon its director the duty of classifying the public lands.' The early years of the Survey were devoted largely to the accumulation of fundamental data and, with only minor exceptions, land classification was not seriously undertaken until 1906. Since that year, it has been actively pursued with respect particularly to leasable minerals and water power values. On March 3, 1873 (17 Stat. 607) Congress authorized the sale of coal lands of limited acreage to individuals at $10 to $20 an acre, depending on the distance from a railroad, and in 1907 a new scale of prices was adopted by the Secretary of the Interior, based, more logically, on the quality and thickness of the coal deposits, their depth below the earth's surface, and their accessibility. At that time it was much cheaper and easier to obtain incidental title to coal rights under the homestead laws at $1.25 an acre. On March 3, 1909, the first separation act (35 Stat. 844) became a law. It authorized patents, with a reservation of the coal and mining rights involved to the United States, to persons who in good faith had entered public lands under the non-mineral land laws prior to withdrawal, classification, claim, or report that such lands were valuable for coal. It solved the problem only partially, and the practice thereupon adopted by the department of making coal withdrawals "from all forms of entry" instead of "from coal entry" expedited the more complete solution effected by later acts. By the act of June 22, 1910 (36.Stat. 583) withdrawn and classified coal lands were declared subject to entry under the homestead, desert land, and Carey acts, provided a waiver of the coal rights accompanied the application, and by the act of April 30, 1912 (37 Stat. 105) the same privilege was extended to State selections and isolated tracts. The act of August 24, 1912 (37 Stat. 496) extended the separation policy to lands withdrawn for oil and gas in Utah, and finally the act of July 17, 1914 (38 Stat. 509) extended it to all nonmineral filings on public lands theretofore or thereafter

In continuation of the geological work begun in Sonora, Mexico, a partial account of which has already been given in the Transactions of the Institute,* a similar reconnaissance was made of Cochise county, Arizona, and a part of the Whetstone mountains. The investigation resulted in the identification of beds of similar age and character to those of the Sonora region, and in the discovery of interesting deposits, which, so far as I call ascertain from the literature at my command, have not been described heretofore. Route.—Starting from Nogales, we followed the railroad to Crittenden, and then drove to the southeastern slope of the Whetstones. After a brief examination of some reported coalbeds we continued our route, following the wagon-road between the Whetstones and the Mustang mountains to Huachuca, and eastward to Tombstone. Crossing the Dragoon mountains at South Pass, we traveled south and west by way of Turquoise and Antelope Spring into the road from Tombstone to Bisbee. Our route over the Mule mountains lay through Mule Pass and Bisbee, where we stopped a day or two. Thence, crossing Sulphur Spring valley, we drove around the southern end of the Swisshelms, and N. through the valley between these mountains and the Chiricahuas, to White river. From that point our way led through Rucker canon into the San Simon valley, then northward along the eastern face of the Chiricahuas, and by way of Fort Bowie to Willcox, Arizona, from which place we returned to Nogales. Until comparatively recently various methods of settling with and without chemicals have been used with indifferent success. Since wells have been acidized, emulsified crudes have been produced, which add considerably to the need for improved methods of treatment. The presence of large quantities of salts in the oils from acidized wells has presented several new problems to the industry. The use of hydrochloric acid in well treatments has caused the formation of sodium, magnesium, and calcium chlorides by interaction with the dolomitic limestones. These salts dissolve readily in the water normally present in the oil, and they are therefore incorporated in the emulsified oil. The crystalline salts have also been found in the oil, prevented from settling by protective films such as asphalt, resins and petrolatum. In some instances, free hydrochloric acid has been found. The salts may be present in crude oil in amounts ranging from a few pounds to over 1000 lb. per 1000 bbl. of oil. The transportation of these crude oils through pipe lines has led to erosive and corrosive effects, which are a tremendous cost to the petroleum industry. During 1937, more than 1,200,000,000 bbl. of crude oil was transported through pipe lines. Of this quantity approximately 10,000,-000 bbl. was water, and considerably more than 50,000,000 lb. was salts. If the crude oils were treated at the producing wells to remove the salts and water, an appreciable saving would be possible. The treatment would not be difficult, since it has been found that these oils are more easily treated at the time they are produced than after the aging and more stable emulsification that occur before they reach the refinery. Since great costs are involved in the use of these salty crudes at the refinery, treated oils essentially free of salts would naturally command a premium. The real added costs lie in refining salt-containing crude oils. Severe corrosion of refinery equipment in both topping and cracking installations has appeared in many refineries. The system Cb-Re was examined in detail utilizing pure metals, careful melting techniques, and heat treatments. Metallographic and X-my methods were utilized for phase identification. In addition to soli-dus determinations, the composition limits and mode of formation of the intermetallic compounds 0 and X were determined. The binary constitution diagram Cb-Re has been the subject of a number of investigations.'-7 Two intermetallic phases have been described and tentative diagrams have been proposed. It was the aim of this investigation to obtain a complete and more accurate diagram through the use of purer alloys and improved techniques. The diagram worked out by Knapton7 was published after our experiments were concluded. EXPERIMENTAL METHODS The starting materials were Re powder of 99.95 pct purity, supplied by the Chase Brass and Copper Co., and Cb rondelles of 99.6 pct purity, supplied by the Electro Metallurgical Co. Typical analyses are given in Table I. The alloys were prepared from compacted Re powder and Cb rondelles; for critical compositions master alloys were used. The melts varied from 5 to 50 g and were melted nonconsumably in an Heraeus arc furnace, under ti-tanium-gettered laboratory grade argon. It was necessary to invert the buttons and remelt, followed by crushing and further remeltings, the number of which depended on the nature of the fracture of the alloy. The weight of each alloy was carefully checked after each melting operation. It was found that significant weight losses occurred only when loose Re powder was used. These losses amounted to a maximum of 3 wt pct in such instances, but did not occur after the charge was once molten, regardless of the composition. Typical loss of weight after 4 remelts, including crushing, amounted to 0.2 wt pct. Oxygen pickup during successive melting cycles did not appear to be significant, since the weight gain values never exceeded 0.01 wt pct. Control of the composition of the alloys was not too difficult; however, the problem of homogenization was a far greater one. Optimum alloying conditions were finally achieved by a combination of master alloy production and repeated crushing and remelting cycles. The compositions of the alloys utilized to determine the constitution diagram are listed in Table 11. The weight balance method was used ultimately as the sole analytical method, since repeated checks indicated that it was accurate to 0.2 pct, if the weight losses were small. The results were double-checked by a metallographic study of the homogeneity of the samples, since this was presumed to be the more serious factor. Heat treatments at 1200°C or lower were accomplished by sealing the specimens in Vycor tubes, heating in a Globar furnace, followed by air cooling. This was considered to be an adequate quench because of the very low temperatures involved. For temperatures of 1200" to 1900°, alloys were homogenized and heat treated in a tungsten-filament resistance vacuum furnace. From 1900" to 2750" a tantalum-tube resistance furnace was utilized, operating under a vacuum of 105 mm Hg. The temperature measurements up to 1200" were made by means of platinum-platinum 10 pct Rh thermocouples, with an accuracy of 5°C. Late last fall Bolivia took over the tin mines of four foreign operators and handed them a bill for a fabulous amount claimed for damages. In the same breath, the price Bolivia offered to pay for the mines appeared to many to be slightly ridiculous. Many engineers felt that the country would not be able to run the mines successfully. Even if they could, some thought that the Bolivian Government would gut the orebodies in an attempt to get at rich deposits for high profits, leaving the lean ores in unmineable condition.
