(New Haven Meeting, February, 1909.) This paper deals specifically with heading-driving as distinguished from the broader term tunnel-driving. A heading is a pilot or path-finder for the main tunnel. Some headings are complete tunnels in themselves; that is, conditions at times warrant driving a heading the full diameter of the proposed tunnel. A tunnel 10 ft. in diameter might be driven to advantage through a single heading, provided the nature of the material admits, but it usually pays to drive rock tunnels of large diameter through the heading-and-bench system. Much de-pends upon the material, as in soft ground tunnels of much larger diameter are driven in a single heading. In mines, the tunnels, drifts, cross-cuts, adits, etc., are usually of small diameter, hence the driving of headings applies to completed tunnels in minim-work, except, of course, in cases like drainage-tunnels and main entries leading into coal-mines, where conditions call for tunnels of large diameter, approximating those driven for railway-service. In building aqueducts the tunnels are driven from 6 to 8 ft. in diameter up to 15 or 20 ft., while in railway-service the dimensions vary from 18 to 30 ft. in diameter. There is no department of rock-excavation so difficult as that of heading-driving. This work. also belongs to the most expensive class in rock-excavation. A heading is driven .directly in the solid. There are no lines of lesser resistance towards which to direct the energy of the blast, but. the material must be blown out by main force. The completion of the heading simplifies all the rest of the work of excavation. It is easy, for instance, to enlarge a heading either from above, below or oil the sides, by breaking towards the open face through holes approximately at right angles to the axis of the heading; or the enlargement sometimes takes place by holes driven outside

INTRODUCTION The accurate sampling of coal, as with most minerals, is a difficult task. Coal is a heterogeneous material made up of different types of coal and varying amounts of mineral matter. The product as mined may contain all the layers of coal and impurities found in the seam as well as portions of the stratas above and below the coal seam. The preparation plant is the device to size, crush, and/or remove impurities so the coal may be shipped as a salable product. Sampling may be needed at many stages in the preparation process. Although this chapter is primarily concerned with sampling in connection with preparation processes, the principles apply to all coal sampling. The main reasons for sampling in connection with coal preparation are: 1) To determine the washability characteristics of the raw coal by means of float and sink tests. These may be used for the design of a preparation plant, prediction of results to be obtained, or monitoring raw coal delivered to the plant. 2) To check the performance of various operating units in the plant, either by float. and sink tests or chemical analyses. 3) To determine the analytical characteristics of the products produced, such as moisture, ash, Btu, sulfur, etc. HISTORY The earliest accepted methods of sampling coal in the United States were given in US Bureau of Mines (USBM) publications by J. A. Holmes,l G. S. Pope,2 and A. C. Fieldner.3 The American Society for Testing and Materials (ASTM) more or less adopted the methods proposed by USBM in their Standard D-21-1916 and it remained a standard for many years. Briefly, this standard called for a 500 lb (227 kg) sample for coals less than 94 in. (19 mm) in size and a 1000 lb (454 kg) sample for all coals over 94 in. (19 mm) in size. Introduction MARKED differences of opinion have been expressed by engineers interested in cleaning iron blast-furnace gases for use in hot-blast stoves and under boilers, in reference to the advantages of a hot-dry method over a cold-wet method. One point at issue involves the sensible heat energy in the moisture contained in the gas. Some advocates of the cold-wet methods claim that the condensation and resultant removal of the greater portion of this contained moisture by wet scrubbing, spraying or similar methods, results in a saving of some of this sensible heat energy, by reason of the fact that water vapor has a high capacity for sensible heat energy and may carry from the exit of a hot-blast stove, for example, more heat units than are sacrificed or lost when the gas is cleaned by this cold-wet method. Other advantages claimed for the latter method are: That gas burns more readily when it is free from moisture in any form; that because gas is made denser by cooling and removing the moisture it has a higher calorific value than hot gas carrying moisture; and that higher flame temperatures are obtained when the gas is cleaned by the cold-wet method. A search through the available literature fails to disclose any extensive calculations or records of conditions obtained in practice, bearing upon these phases of gas cleaning. This paper deals with these problems from the standpoint of the economy of using a gas of higher flame temperatures, of improved stove design, and of economy in the gas-cleaning department. Calculations have been made which show that by cleaning the gases by a cold-wet method the sensible heat energy of the blast-furnace gases is greatly reduced; and, in general, this loss of heat energy is far greater than that lost from the stoves or boilers due to the sensible heat capacity of the water vapor if carried away by the exit gases. UNDER the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been,. that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first. thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. THROUGHOUT the Colonial era, Philadelphia was easily , the leading city of North America, and it still held that position at the end of the period, with a population of about 25,000, though closely pressed by Boston, which had slightly over 20,000, and New York, which had nearly as many. It was the center of a region in which mineral industry was important. Thomas Rutter's bloomery, built in the Schuylkill valley in 1716, was quickly followed by many others, and during the Colonial period at least 20 blast furnaces, 45 forges, and iron- works of other types were built in eastern Pennsylvania, which easily led all the other colonies in iron manufacture. During the Revolutionary period others were erected as far west as Fort Loudon, in the Cumberland c alley.^ After 1800 the rapid development of the anthracite mining industry profoundly affected Philadelphia's, development, since transportation of the coal was then necessarily by water, and the streams of the anthracite . regions mostly flowed into either the Schuylkill or the Delaware Rivers. With an abundant near-by supply of coal and iron, with the seat of government, which had been there since 1774, and with a National Bank established there in 1791, one would have seemed safe in prophesying, at the beginning of the nineteenth century, that Philadelphia would permanently remain the leading city of the United States. Education in Philadelphia was at first wholly in the hands of the Quakers, who had established a "Public School" there in 1689, but in November 1739 George Whitefield, who had created a sensation in England by his preaching, though only 24 years old, passed through Philadelphia on his way to Georgia to found an orphan school there. WITHIN a period considerably less than two decades, the engineering view of alloy steels has greatly changed-both as to their composition, and applications. Inasmuch as the elements used in manufacturing alloy steels are substantially the same as those which have been used for the past two or three generations, a statement like the foregoing may reasonably call for some explanation. The first commercial use of alloy steels in this country dates back to the sixties of the last century, when one of the earliest alloy steel patents, covering the use of chromium, was taken out by Bauer. About ten years later, German and French toolmakers began to introduce tungsten into tool steels. Developments along this line were more or less static for 25 years or more, the tool steel, compositions progressing along lines worked out by Mushet and one or two others in Europe. The next step in advance, made by Taylor and White inn the late nineties, consisted of heat-treating the alloy steels to enable much higher cutting speeds, thus introducing what soon became known as "rapid" or "high-speed" steels. All these developments being aimed toward the improvement of cutting tools, the compositions made were essentially of a hard, brittle nature. Following a different line of development started in the seventies, naval ordnance material began to embrace the nickel steels. These were rapidly popularized, became, and still are, with the addition of one or more elements, as chromium, molybdenum, vanadium, standard for heat-treated armor plate. During that period, however, no notable uses were made of alloy steels for engine parts or other high-stress parts where they are now considered indispensable; moreover, the present-day use of metals in the chemical industries was probably not even imagined. After the turn of the century, the necessity for making heavy-duty. machine parts, and especially the develop¬ment of the automobile, caused alloy steels to rapidly supplant plain carbon steels for engineering purposes.

IRON ore and bituminous coal are the two basic raw materials for the whole iron and steel industry. The ore furnishes the iron and is absolutely necessary-all iron and steel products come directly or in- directly from the iron ores. The bituminous coal furnishes the carbon needed for the smelting of the ores and for the fuel used in all the processes of iron and steel manufacture. The necessary carbon could be furnished in some other form besides bituminous coal. In fact, it is only since the Civil War that bituminous coal has been the chief source of the carbon for metallurgical fuel. For many years only charcoal made from the forests furnished the carbon for smelting iron ores. About 90 years ago, anthracite coal was first used as blast-furnace fuel and for many years continued to be the chief blast furnace and steel making source for carbon. Even in my own blast-furnace experience, I have used charcoal in Canada and anthracite in Pennsylvania for smelting ores in an iron blast furnace. Bituminous coal, now almost exclusively the source for the carbon used in smelting iron ores, also furnishes most of the heat used in the steel-making processes. It is seldom used in blast furnaces in its natural condition, hut is first coked in beehive, or in by-product coke ovens; such bituminous coal is called "coking coal." Bituminous coal that is suitable for making the producer gas used in the open-hearth steel process is called gas coal. Any bituminous coals suitable for making blast-furnace coke or foundry coke, or that can be satisfactorily used for making producer gas, are classed as metallurgical coals and as such are to be considered in my proposed plan for the evaluation of metallurgical coals. According to Bureau of Mines Bulletin No. 449 these coals comprised 22 per cent of the bituminous coals mined in this country in 1923.

BROWN, Bodie, Cal.: Mr. Rickard's paper, with its valuable illustrations, brings into fresh clearness the game of hide-and-seek which the miner must play with his ore-deposit; but, more than this, it goes far towards classifying those perplexing idiosyncrasies which, while unclassified, constitute a labyrinth almost without clue. Probably every engineer can add to the list by the mention of at least one fresh detail from his own experience, and I for one would like to comment on two of Mr. Rickard's divisions. To what he has written about " walls within walls" and " walls without walls," the accompanying Figs. 1 and 2 may be appropriate, the more so as they represent conditions obtaining in a part of the Butte copper-belt more typical of the copper-veins as a whole than the Gagnon, which, in some respects the most interesting mine in the camp, stands almost alone in many particulars. (See nuns., xvi., 62.) Fig. 1 was sketched in January, 1895, in the stopes above the 700-foot level of the Colusa-Parrot mine, east of the Parrot and southwest. of the Anaconda. The stope, the commercial foot-wall of which is shown at A, was 30 feet wide at this section, the pay-ore being massive chalcocite, jumbled with bornite, pyrite, quartz and thoroughly broken-down granite. A and At are inch-thick seams of black talc; B, B' and B" are also talc, possibly 1/8-inch thick. In the plane of the section the "banded quartz " and " quartz and pyrite " were both of too low grade for extraction, but 5 feet back along the stope had been of fair value. The granite with quartz and bornite between Bt and A' was pay-ore, but that to the right of B" was not. In both cases the ferro-magnesian minerals had been removed, leaving, where not obscured by ore, faint, dark patches. Between A'

HE recent papers of Aust and Rutter112 have again brought to mind the importance of certain "special" orientation relationships between the lattices of two fcc crystals on the mobility of the grain boundary separating them. No theoretical treatment of this problem has been offered till now. The only principle published so far that has given an indication why certain orientation relationships should be "special" is the counting of "coincidence sites" according to the suggestions by Kronberg and Wilson.3 The "coincidence plots" published by these authors show, for instance, that two fcc lattices rotated by 38 deg around a common (111)-axis have 1/7 of their lattice sites in common. Such an orientation relationship is also characteristic for high boundary mobility. The accuracy of the orientation relationship needed for high mobility is not too rigid. Deviations up to 10 deg from the ideal orientation seem to be tolerable as can be gathered from the experimental data.'j4 The auestion arises, then. how the density of coincidence sites will be affected by a deviatioi from mathematical accuracy. This can be checked by a simple model. Two sieves are prepared, the arrangement of the holes corresponding to lattice sites on a (111)-plane in a fcc crystal. They are placed upon each other, Fig. 1. One is kept fixed, the other is rotated around an axis pushed through one hole in common to both. The light falling through holes of both sieves is then a measure for the density of coincidence sites. If the diameter of the holes is very small, light intensity is contributed only by holes the centers of which coincide "exactly." Discussion of the Paper by C. E. Corson, which was presented at the London Meeting, July, 1906. (See Bi-Monthly Bulletin, No. 11, September, pp. 725 to 742.) ALBERT SAUVEUR, Cambridge, Mass. (communication to the Secretary*) :-On close examination I think it will be found that the evidence by which Mr. Corson claims to have shown the inaccuracy of a statement I made a few years ago, is far from convincing. This statement is:- "Hot work, as such, has no influence upon the structure of the metal. Indirectly, however, by retarding crystallization until a lower temperature is reached, it may influence its structure most decidedly ; but the same results could be accomplished by heat-treatment alone, i.e., by reheating the unworked metal to the temperature from which the unworked piece was allowed to cool undisturbedly." The Metallographist, vol. ii., p. 267 (under the head of "Changes of Structure Brought About by Work"). Of the two pieces of steel tested by Mr. Corson, one was worked and finished at a " cherry red " and ' the other reheated to a cherry red, and the assumption was made that, in both cases the temperature was about 715° C., although no pyrometric device was used to record it. The possibility of considerable difference in temperature alone is so great as to invalidate Mr. Corson's inferences. The apparent temperature, moreover, is so close to the critical point of the steel as to render any conclusion very hazardous. -It is not at all evident that the annealed piece was reheated past its critical point, in which case reheating would have had practically no effect. Nor is it evident that the piece forged and finished at a cherry red was not actually below the critical point, which, by definition, I have called cold worked. Mr. Corson's explanation that " Under proper reheating, on the other hand, the steel becomes a solid solution from which crystals of approximate homogeneity and uniform size may separate" will not be readily understood.

The total crude oil production of these islands, which in 1928 amounted to nearly 5,000,000 metric tons—about 36,500,000 bb1.—has again increased in 1929. This production, as far as the Dutch Islands are concerned, is owned partly by the Bataafsche Petroleum Maatschappij, the producing subsidiary of the Royal Dutch Petroleum Concern, and partly by the Kolon-isle Petroleum Maatschappij (Standard Oil Co. of N. J.), while that of the British Protectorate Sarawak belongs to the Anglo-Saxon Petroleum Co., Ltd., of London. The increase in 1929 is due partly to more intensive drilling; the rotary system, which enables drilling to be done more quickly and to greater depths than was possible with the percussion system, has come into more general use. Further, considerable extensions have been made to some of the existing fields and several new pools have been discovered, which contributed in no small degree to the increase in production. Of particular interest is the fact that the ('Niam" (Nederlandsche Indische Aardolie Maatschappij), in which the Dutch Government has a large share and which company in 1928 was producing from only two fields in South Sumatra, has discovered a pool in North Sumatra and, moreover, has struck oil on the island of Poeloe Boenjoe near Tarakan (Eastern Borneo). The deepest well still drilling is in one of the fields of the "Niam" and has reached a depth of 2269 meters (7445 feet). Notwithstanding the tropical c1imate and the dense jungle in which most of the fields are situated, the most modern scientific methods are applied in exploration, in drilling, producing and refining.

The Iraq Petroleum Company, Ltd. continued its systematic exploration and exploitation of the Kirkuk field on a unitized basis. Pressures, gas-oil ratios, oil-water level and oil-gas level remained satisfactory. All wells were produced by flowing and more than two-thirds of the crude was stabilized. The only exports from Iraq during 1937 were from the Kirkuk field. Mosul Oilfields, Ltd., through its operating subsidiary, the British Oil Development Company, Ltd., inaugurated an exploratory program to find lighter oil than the heavy, black, sulphurous reserve proved in the Qaiyarah-Najmah-Jawan-Qasab field. Deeper drilling in this field found a small reserve of 17" to 19" A.P.I. black sulphurous oil in the Pilsner (Upper Cretaceous). Ten structures outside the proved field were tested or were under test at the end of the year. In spite of this intensive program no reserve of lighter oil was discovered. The reserve at Qaiyarah-Najmah-Jawan-Qasab averages 16" A.P.I. with 6+ per cent sulphur from the "continuous limestone" (Lower Miocene, Oligocene, Middle Eocene) and from the Pilsner (Upper Cretaceous). The Khanaqin Oil Company, Ltd., a subsidiary of the Anglo-Iranian Oil Company, Ltd., conducted the normal exploitation of its Naft Khaneh oil field and supplied the local Iraq market requirements. Slightly more than 31,600,000 bbl. of crude was produced in Iraq during 1937. The following table gives the total crude produced by the I.P.C. for export during the last four years. In rock- or ore-crushing tests all data, in order to be valuable for study and comparison, should be obtained and tabulated under conditions as uniform as possible. The results of many such tests have no value for comparison, because of incomplete data and the lack of uniform conditiops, screens and scale of sizing, etc. The purpose of this paper is to suggest a form of standard specifications which may be developed by the Milling Committee and approved by the A. I. M. E. for rock-crushing tests. It is not intended to discuss any theories of rock crushing. Reports of rock-crushing tests should include the following details: 1. Description of the machine employed (jaw or gyratory crushers, rolls, stamps,tube mills, Chilean mills, etc.), 2. Method and material (timber, concrete, etc.) of foundation. Much power is dissipated in the vibration of poor foundations. 3. Locality from which the rock or ore was obtaincd, and geological, mineralogical, and physical characters of the material. 4. The power consumption of the machine running with no load and with full load, the unit of power being 1 hp. per 24 hr, 5. The capacity of the machine in tons (of 2000 Ib.) per 24 hr. 6. The duty in tons per horsepower-day. 7. The screen analysis of feed and product by the proposed A. I. M. E. standard screen scale. On the foregoing statement, the following remarlrs are offered. Toughness of Rock Table P shows the relative crushing duty of the same machine on three different characters of rock, all other crushing conditions being the same. This table indicates that the specific resistance of the rock to crushing, may affect the crushing duty of a unit of power as much as 300 per cent. Perhaps this quality may be called toughness. IN ref. 1, on the basis of tension and torsion experiments with single crystals of a brass, the values given in Table I were obtained for elastic coefficients. It was pointed out by Zener that the values for the 71.2 pct Cu were not satisfactory, since they resulted in a negative value for the bulk modulus, namely —4.17X1012 sq cm per dyne. In reevaluating the data of this investigation, it was determined that the reason for this negative bulk modulus lay in the extrapolation of the reciprocal Young's modulus to the zero value of the orientation function shown in Fig. 5 of ref. 1. This extrapolation was reevaluated by the method of least squares (50 pct probability) and a new value of the coefficient S,, was determined as 18.9220.42X 10M sq cm per dyne in lieu of the value originally reported of 18.82x10 sq cm per dyne. This new value of S, leads to a new value of S, of — 9.43 X101" sq cm per dyne. The values of the other coefficients are unchanged. results. This value compares with the value of 12.3X10 sq cm per dyne reported by Schmid and Boas? The new results are summarized in Table 11. These results follow similar qualitative trends, previously published,' relative to the effect of zinc content. However, the derived values of C11, C,, C,, and K are so sensitive to the uncertainty in the first decimal place of the S, values that they are probably not useful. This uncertainty must also apply to the previous results of Masima and Sachs," who obtained S, values from a similar extrapolation drawn wholly above their data points. Bill S.1431 for the creation of a Department of Natural Resources has received a propitious hearing before the Senate Committee on Government Operations. Interior Secretary Rogers C. B. Morton was one of the prominent witnesses who testified in favor. The department had been proposed, Morton said, with "the conviction that the development of all natural resources would be harmonized with the most practicable possible means to protect and preserve the environment, consistent with the social and economic needs of the Nation." Another opinion on the pro side came from Atomic Energy Commissioner Clarence E. Larson, who said that a "total picture" had become essential to the establishment of a policy for developing energy resources in the best public interest. Commissioner James T. Ramey, on the other hand, was one of the AEC dissenters. Ramey said he believed the reorganization of resource responsibilities would hinder efforts to deal with energy-environmental problems and prevent the use of AEC "expertise and facilities" to the greatest advantage. As Arnold Weber, associated director of the Office of Management and Budget, pointed out, however, retiring AEC Chairman Glenn T. Seaborg is in favor of the new department. Another supporter, and one who can cast a vote on the bill, is Sen. Frank E. Moss. Final Standards for emissions from new stationary sources will be published by the Environmental Protection Agency on October 27. The initial proposals, appearing in the Federal Register on August 17, called for limiting emissions per million Btu of heat input (maximum 2-hr average) to 0.2 lb of particulate matter, and, where solid fuel is burned, to 1.2 lb of sulfur dioxide and 0.7 lb of nitrogen dioxide. While the new rules are mainly for new plants, the EPA is also proposing them for "existing plants which are modified in such a way as to increase or alter. . . their emissions."

The specifications for cast-iron pipe that have been submitted at this meeting are practically the outgrowth of those which were originally adopted, about 1860, by Mr. Kirkwood of Brooklyn, N. Y. They have been changed but little since that time, the mode of testing pipe in the hydraulic press, as well as the method of coating, not having departed from the original practice. The chief addition to the specifications has been in the adoption of a test-bar 2 in. by 1 in. in crosa-section, broken between 24-in. supports by a transverse strain applied on the flat side. Test-bars were first introduced into pipe-specifications about 1870. At that time a satisfactory test-piece had to stand a tensile strain of 16,000 lb. per square inch. The present test-bar was adopted in order to give some idea of the deflection of the iron that was being used. These deflection-tests have been so satisfactory to both engineers and manufacturers, and have met the requirements of the pipe-trade so accurately, that it is considered best to hold to the . 2-in. by 1-in. bar instead of adopting the short " Arbitration Bar," which yields but little information from the stand-point of deflection. The new feature in these specifications is the effort to reach standards to which pipe shall be cast in the future, thus permitting the manufacturer to make up stock and the purchaser to find material on hand when he asks for deliveries. Heretofore there has never been ally standard weight for pipes? although in some sizes certain weights are more frequently asked for than others. A graphical method has been developed and tested for separating the effects of grain boundary and lattice diffusion in polycrystalline materials. The method is based on the assumptions that for unidirectional diffusion from a plane source of radioactive material, the penetration of activity far into the specimen from the source is due solely to grain-boundary effects, and 2) pure grain-boundary penetration is described by a linear plot of log activity vs the perpendicular distance x from the source. The former is based on the fact that at any temperature the grain-boundary diffusion coefficient is always very large relative to the lattice diffusion coefficient; and the latter is based on the derivation of Fisher.1 Using these criteria along with appropriate penetration data (in this case, data for the diffusion of Cb95 in pressed and sintered UO2) one first plots the data as log activity vs x2 and as log activity vs x, as shown by curves 1 and 2, respectively, in Fig. 1. A tangent line to curve 2 for large x (curve 3) is then transferred to the x2 plot as curve 4. The subtraction of curve 4 from curve 1 yields curve 5 which represents only lattice diffusion and may therefore be related to the diffusion coefficient by using the appropriate solution to Fick's second law. It should be noted that the method has inherent inaccuracies for small and large values of x2 and only the subtraction at intermediate values can be used. For the illustrated specimen the calculated diffusion coefficient is 3.4 X 10-11 sq cm per sec at1445°C while data using a single crystal of UO2 at the same temperature yielded a value of 2.9 x 10-11 sq cm per sec.2 The same method of subtracting grain-boundary diffusion effects to obtain lattice diffusion coefficients has been successfully used to determine self-diffusion coefficients of Th230 in polycrystalline thoria.

During 1938 the Russian oil industry, while able to increase its production 4.69 per cent above the preceding year, was not successful in correcting some of its basic difficulties, and the industry's position as it entered 1939 was unsatisfactory. The internal political difficulties of 1937 and 1938 took a toll in the oil industry as they did elsewhere in the U. S. S. R., further complicating the solution of the problems facing it, most important of which still remain: lack of experienced and responsible leadership, able to make quick decisions; undisciplined and migratory labor; and insufficient and often unsatisfactory quality of the various equipment needed by the industry and its ineffective distribution. Recent developments in the U. S. S. R. suggest that during 1939 the management will be granted more latitude and hence somewhat better results may be anticipated from the executive branch, provided, however, the "purges" do not recur. The labor should be better disciplined and should not shift as easily, owing to the introduction, at the close of 1938, of individual labor passports to all workers in the country, the principal purpose of which is to correct those two deficiencies. It is not anticipated, however, that the service of supply will show any appreciable improvement in 1939, partly because of inherent difficulties and partly because the manufacturers of heavy machinery are working primarily and necessarily for munitions. Production Production of crude oil during 1938 is estimated at 224,714,000 bbl., as compared with 212,742,000 bbl. in 1937, an increase of 4.69 per cent but 12.76 per cent below the planned output. While there were no major readjustments in the source of supply of crude oil, both the older districts, Baku and Grozny, were barely able to maintain their 1937 levels of production, the increased output being supplied primarily by the fields of Maikop and Ural Permian Basin districts. The Palo Pinto limestone pools of Jones and Shackelford Counties were defined and almost fully developed during the year. A new Palo Pinto limestone pool was apparently discovered when the K. B. Nowels NO. 1 Pardue, S.F.I. and W. survey, south central Haskell County, was completed for a small well in Palo Pinto limestonc at 3395 to 3421 feet. In Haskell County, Amerada Petroleum Corporation's C. J. Kleiner, J. M. Cass survey, drilled to the Ellenburger with a total depth of 5607 ft., where it was abandoned. A Bluff Creek sand field of undetermined size was discovered by the Fain-McGaha No. 1 Dawson-Conway, P. G. Holcomb survey, which was chompleted for 37 bbl. at 1496 feet. The Cook field was extended by the Roeser-Pendleton B-113 Cook in sec. 113, E.T.R.R. Co. survey, the well being completed for 510 bbl. from Cook sand encountered at 1545 to 1568 feet. Several shallow pools of minor importancc mere also discovered in Shackelford County during the year. In Jones County the Lewis and the Steffens fields, in block 15, T. and P.R.R. Co. survey, were further developed during the year but the limits of the Steffens field were not definitely defined. The most, important discovery in Jones County was the Guitar field, where most of the wells that had been producing from the Cook sand were deepened to the Hope limestone, a new producing horizon. In Taylor County, the Bowles field, see. 28, B.A.L. survey, was defined arid proved to he of minor importance. The Goldsboro and Novice area, ill northwest Coleman County, continued to hold considerable interest because of the developments near the town of Novice, where new Ieases continued to be opened for production.
