The Smelter Control Research Association, Inc. (SCRA) was established in 1971 by domestic primary copper producers to investigate processes for removal of sulfur oxides and particulates from copper reverberatory furnace stack gases. The Association maintains a continuing review of developments related to sulfur oxide and particulate control technology, and conducts pilot-plant-investigations of scrubbing processes with feed streams of copper reverberatory furnace off-gases. In its first year of operation, SCRA reviewed over 100 processes proposed for sulfur dioxide removal. As could be anticipated, the frequency of receipt of proposals relating to improvements in sulfur, dioxide control technology has now declined. However, the number of such proposals still being received indicates continuing research on both wet and dry scrubbing systems, and indicates a widespread awareness, of shortcomings of proposed control. Despite the fact that an almost unbelievable number of processes has been proposed for sulfur dioxide control, few have progressed beyond the conceptual stage, and only a limited few have been subjected to thorough pilot-scale evaluation. The most extensive pilot-scale and demonstration-scale investigations have been. devoted to the so-called throwaway processes employing limestone or lime slurry scrubbing. This work has, in turn, for the most part been on utility plant stack gases, containing from 500 to 3,000 ppm sulfur dioxide.

The two calcium sulfate minerals-gypsum and anhydrite-occur in many parts of the world, and gypsum has long been of economic importance in the family of industrial minerals. Gypsum, the dihydrate form of calcium sulfate (CaS042H20) and anhydrite, the anhydrous form (CaSO4) are frequently found in close association, and it is seldom that a calcium sulfate deposit will consist exclusively of one mineral or the other. Although known gypsum deposits are extensive, anhydrite makes up the largest part of total calcium sulfate reserves. However, it has very minor economic use, and most of the following discussion will be devoted to gypsum. Calcium sulfate is one of the principal con- stituents of evaporite deposits, and when pure, has the following composition: [ ] Deposits of pure gypsum or of pure anhydrite which are large enough to be considered commercial have never been found because of both the metastable relationship between the two minerals, and the presence of impurities such as calcium or magnesium carbonates, chlorides, other sulfate minerals, clay minerals, or silica. As a result most mine production of gypsum will range between 85 and 95% pure. Often it is used as mined, although in certain cases, one or more forms of mineral beneficiation are employed to upgrade the product.

IN 1903, T. M. and E. H. Alvord, of Marblemount, Wash., built a soapstone-grinding mill in the Skagit River Valley and are reported to have produced "ground talc" during 1904 and 1905, shipping to the paper mills in Wisconsin. Between 1916 and 1920, the Western Talc Co. built and operated a talc-grinding mill north of Mondovi, on the banks of the Spokane River, in eastern Washington, and sold powdered talc to the Inland Empire Paper Co. of Spokane. ? The most active develop-ment in recent years has been by two companies in the Skagit Valley-the Skagit Talc Company, Inc., which has been sawing soapstone block for the soda-recovery furnaces of the pulp and paper companies, and the Asbestos-Talc Products of Washington, Inc., at Burlington, which has been mining and dry-grinding a soft serpentine for the structural filler and insulation trade. Many prospects have been opened in the northern part of the state on both sides of the Cascade Mountains, and these activities undoubtedly are the forerunner of an industry that promises to attain considerable magnitude in the North Pacific States. At the present time, talc is imported from California for use as paper filler, and soapstone block from Virginia for use in the soda-recovery furnaces. A small market has been created locally for tailor and foundry:, pencils, stove grills, and block soapstone for art objects. The results of the present study, as yet incomplete, indicate that the use as a refractory and as a ceramic filler and flux can be expanded.

REASONS FOR THIS CHAPTER Up to this point in the book the material presented has addressed the fundamental parameters associated with the evaluation of mining ventures and other investment alternatives. The procedures and techniques illustrated represent the basic approach to project evaluation, particularly when considering the normal engineering economic analysis of investment proposals. The evaluation procedure is complicated, however, when dealing specifically with mining-related investment proposals. These complicating factors are invariably directly related to the many special characteristics of the mining industry. Many of these special features such as tax policies, revenue and cost estimation, and ore reserves have been addressed in previous chapters. In addition to the many special features of mining which directly impact, in a quantitative manner, the various line items in the pro forma income statements of a cash flow analysis, other features of mining affect evaluation procedures in a more general manner. The main purpose of this chapter, then, is to provide an exposition of some of these more qualitative factors. We hope this will enable the reader to recognize these factors in mine evaluation practice and to make suitable adjustments in his or her analysis.

FACTORS entering into the market value of coal are its grade, and the cost of labor, material, and capital. Reduction in these costs cannot be expected in the future, and it therefore follows that greater economy in their use must be accomplished if it is desired to hold the present markets; more tons of product per unit must be obtained in a given time from both men and material, and means devised for increasing the percentage of lump and domestic sizes. This paper is presented for the purpose of inviting discussion and stimulating thought in regard to the influence of methods of procedure and plans of mining, upon the quality of coal, the economical use of labor, material, and capital, and the cost of production. Even the better methods of the. present day leave much to be desired, and a review of the reasons and necessities for their use may be of value in pointing the way to more economical mining. The writer does not attempt to discuss untried methods of mining, but rather to state clearly and concisely a summary of the results obtained under the several methods of procedure that have been adopted. In some instances a high degree of concentration has been effected, and comparisons of the results obtained with the results of lesser degrees of concentration form an interesting study. It is believed that much may be accomplished in improving the quality, and in the more economical use of labor, material, and capital, by concentration, and it is to concentration in particular that your study is invited. The writer, who .has occasion to visit many mines, most of which ire under different management, has been inclined to the opinion that improvement has been retarded in many ways and that mining has not as yet been entirely freed from the early-day practices which were forced upon it.

Previous study of simple impact systems indicated that energy required for fracture and size reduction of brittle materials is greatly dependent on the type of loading that is employed. In this regard it was postulated that fracture and size reduction of a brittle specimen might be accomplished by a high velocity impact at an energy level at which a low velocity impact would leave the specimen relatively undamaged. The finite time required to propagate energy away from the point of loading of an impacted object to other parts of the object and to its supports may permit a concentration of energy at the point of impact if the rate of loading is high. Localizing of energy at the point of impact could quickly initiate fractures that would propagate through the impacted material along with the traveling stress waves. As the cracks form, the initially absorbed strain energy would be released and portions of it travel ahead of the crack tips as stress waves. These secondary stress waves, combined with the initial stress waves derived from the impact, would produce high localized strain conditions in front of the fracture zone. The fracture zone would propagate and the specimen shatter. High rates of loading are brought about by short impact times, in turn obtained by employing high velocity projectiles that are of small mass compared to the impacted object.

EXPANSION initiated during and after the war has placed industrial plants in new areas and increased reduction and manufacturing facilities in communities already established. With added expansion interest has grown in possible area contamination from waste products. Evolved flue waste contains many chemical contaminants that may or may not cause concern; however, atmospheric pollution has always been a problem to industrial communities. For some time effects attributed to small quantities of compounds of fluorine in various waste gases have been studied by industrial, medical, agricultural, and associated interests.1'2 Aside from an article by Churchill, Rowley, and Martin in 1948," little has been published on the subject of fluorine in coal except by foreign investigators. The first indication of fluorine compounds in coal was noted in England in 1934 by R. Lessing,4,5 who found that the presence of fluorine in Midland and West County coals was definitely established by etching of glass and by severe corrosion of porcelain fillings in a gas works scrubber. Etching of glass in a direct contact annealing kiln initiated research, and in 1944 four papers were published by H. E. Crossley,6-9 giving results of investigations of fluorine in coal of England by the Fuel Research Board, Department of Scientific and Industrial Research. These investigations studied methods of determining fluorine, the quantities present in various coal deposits, the geographical distribution of fluorine in British coals, occurrence of fluorine in minerals associated with coal, amounts of fluorine compared to other constituents of coal, the nature of fluorine compounds, and industrial significance of fluorine in coal. It was shown that British coals contain from 5 to 200 ppm of fluorine, which is probably present as fluorapatite [Ca10F2(PO4)6], often written as [3Ca3P2O8.CaF2]. The fluorapatite is intimately associated with shale in some coals and can often be separated from these coals along with the shales. H. E. Crossley8 also reported no correlation between the amounts of chlorine, sulfur, or ash and the amount of fluorine in different coals. He found, however, a relationship between the content of fluorine and phosporus in many British coals. Thus it should be possible to anticipate likely fluorine-rich coals from existing data giving phosphorus content. General Aurelio Blanquet,* the best known of living Mexican soldiers, formerly the trusted friend of Porfirio Diaz and organizer of the old Federal Guard of Mexico City, who as a sergeant commanded the squad that executed sentence on Emperor Maximilian, and. more recently was Minister of War in the Cabinet of Victoriano Huerta, landed in Mexico early in April and joined the forces of Felix Diaz. His landing in the state of Vera Cruz, it was stated, was for the definite purpose of aiding the movement now under way to overthrow Venustiano Carranza and to place in power a government that will be "pro-Ally" in its sympathies and will promulgate and enforce laws that will guarantee the rights of life and property in Mexico. The New York Tinges says of the revolution editorially: "Whatever may be the success of General Aurelio Blanquet's attempt to overthrow the Carranza Government in Mexico, admiration cannot be withheld from the General's publicity manager. No enterprise awning at the overthrow of a Government ever had more favorable and widespread advertising. Felix Diaz, whom Blanquet is going to reinforce, supersede, or overthrow, as the case may be-Mexican precedent in these matters offers opportunity for considerable speculation-has been conducting his revolution, at the old stand for some time, but without much success. But, says General Blanquet's representative, the landing of Blanquet will send a thrill to the heart of every true republican.' Meanwhile a biographical booklet is published, adorned with photo¬graphs illustrating the General's record, including such varied matters as the General in favor, receiving a decoration from Victoriano Huerta, and the General in exile, feeding the birds in Central Park."

The term "secondary aluminum" frequently is used loosely and often is considered synonomous with "inferior quality." Under war conditions, when every pound of material must contribute its share to the job at hand, this type of thinking is most unfortunate. Actually, given a supply of segregated scrap, an experienced smelter can produce remelted ingot of good quality, comparing closely to the analysis of the original material, and of considerable value of the war effort. The alloys he can produce are, of course, somewhat controlled by the analysis of the available scrap and, by the very nature of things, some of his production is not suitable for indiscriminate use. However, remelted scrap ingot provided about 273,2 per cent of this country's domestically-produced 1942 aluminum supply and probably will comprise about 39 per cent of the 1943 supply. (Canadian production is excluded from these figures.) That this part of the supply remains important is indicated by a recent report that "requirements" for the second quarter of this year were about 14 per cent greater than the supply, even though that supply will be almost twice the prewar annual production. (And those requirements, incidentally, were prepared after many conservation measures had been taken into account.) Since W. Bonsack recently has published a paper2 on the effects of the various alloying elements and impurities on the properties of aluminum, and such con¬siderations really are the important ones in a discussion of the metallurgy of secondary aluminum, it is planned to restrict this discussion more to a consideration of the sources, general characteristics and possible uses of these materials. For the purpose of this discussion, mill (or run-around) scrap may be disregarded and only plant scrap and obsolete scrap considered. Plant scrap, of course, is that scrap which is generated during the production of some part or assembly from a fabricated form of aluminum, such as sheet, tubing, forgings, castings or the like, and it may consist of solids (including rejected parts or subassemblies) or of machinings. To the extent that the several alloys are effectively segregated and the material is properly identified, the composition after remelting can be rather closely controlled or predicted. Obsolete scrap, on the other hand, is the "junk" which accumulates because of the wearing out or breakage of some piece of equipment. Although it is almost always in the form of solids, the accumulation includes many different alloys (often in the same assembly) and may include a considerable amount of nonaluminum material. The "metallics" recovered from drosses also contribute a portion of this class of material. The composition after remelting, therefore, may vary over rather wide limits and can not be very accurately predicted in any specific instance. FOR the purpose in hand, pyrometry may be taken to include all temperature measurements from, say, 200° C. to the highest attainable, especially when considered from the technical or applied side. It will be convenient first to consider the entire content of a course of study grouped under the headings of the various methods of measurement, which are quite distinct in principle and involve different equipment. Brief suggestions will be given under each heading, and the summary will be followed by comments on the purpose of such a course and methods of conducting it. 1. Expansion and pressure methods: mercury thermometers (glass and quartz), liquid, gas, and vapor-pressure thermometers, especially recording instruments. Especial attention should be given to the limitations of these methods, which, particularly in high-temperature mercury thermometry, are often overlooked. Range approximately to 700° C. 2. Resistance thermometers: both bridge and potentiometer methods, of indicating and recording. Calibration; lead compensation; design of thermometers for special purposes. Range to 1200° C. 3. Thermoelectric pyrometers: potentiometer and deflection methods indicating and recording. Calibration, leakage errors, contamination errors, base and noble couples. Range to 1500° C. 4. Total radiation methods: thermoelectric, resistance, and expansion indicators, mirror and lens collectors, calibration, permanence of characteristics, absorption errors. Range, to highest attainable temperatures. Methods of producing perfect radiators-true, and virtual or "black body" temperatures. 5. Partial radiation methods: absorption and spectroscopic methods of getting partial radiation, various comparison sources, polarization, electric, sector, and absorption methods of controlling intensity (Morse, Lummer, and Wanner types). Calibration, permanence of calibration, absorption errors. Methods of producing perfect radiators -improvised methods; true, and virtual or black-body temperatures.

Mass production methods, although increasingly important for economic reasons, create new hazards, remove many hazards, and improve health and safety by reducing exposure and obtaining better supervision. Such methods must be efficient or be discarded. Skilled workmen are required who must be trained to utilize equipment that replaces picks, shovels, and explosives. The effects of working conditions on the health of workmen have long been evaluated in noncoal mines. Studies and action programs relating to environmental health hazards in the mineral industry have placed particular emphasis on dusts. The anthracite industry is conducting an action program on the problem of dust. Segments of the bituminous industry are now conducting similar investigations. An industrial hygiene survey of coal mining in the State of Washington has been conducted and the results published in 1949. (State of Washington, Department of Health, I. H. Bul letin 4.) Chest X rays were obtained from miners in the six major coal-producing counties. State Health Department mobile X-ray equipment was set up at most large mines. Participation was on a voluntary basis, and response was obtained from 70 percent. Important in successful mining safety programs are training programs for supervisors and workmen alike. These programs recognize that the employe is the focal point in injury prevention and are planned and function around him. During the war, industries had to compete with each other for workers and to obtain and hold good workers, working conditions had to be made attractive. The average age of the mine worker increased, and, contrary to what many expected, mining injury rates decreased rather than increased. To attract competent workers, risks to life and limb, as well as laborious tasks, have to be reduced, and an experienced worker is indispensable for safety. Young men are returning to modernized mines. Mass production methods and equipment are more to their liking; jobs are more remunerative, demand action, and require special training and skill that give them the mark of a craftsman. Such workmen can be taught safe methods.

HAULAGE in tunneling operations generally has been done with electric locomotives. As a rule, on short hauls the source of electricity is a storage battery mounted on the locomotive, which, of course, must be removed and recharged periodically. Where the distance from the recharging point to the tunnel face is very long, and where loads are heavy, trolley-driven locomotives are used. Diesel engines have been used in mining and tunneling operations in Europe for a number of years. The recent reports of studies in Belgium1 and by the Bureau of Mines in this country2-4 have indicated the potentialities of this form of power for haulage, mucking, bulldozing and many other underground operations. The hazards attending the use of Diesel engines in more or less closed spaces have long been known. The exhaust constituents that may create a harmful or objectionable environment are carbon monoxide, oxides of nitrogen and sulphur, carbon dioxide, aldehydes and smoke. Lack of precise information regarding the concentration of these gases and the ventilation requirements to reduce them to safe levels has to some extent suppressed their general acceptance in tunneling and mining work. Not until the work of the Bureau of Mines referred to above, and certain experience gained in the construction of the Delaware Aqueduct,‡ has there been available the requisite information regarding the conditions under which their use may be permitted. This paper concerns itself with the successful operation of Diesel engines underground in the construction of certain parts of the Delaware Aqueduct, and describes the conditions under which Diesel engines have been found to operate with a minimum production of noxious gases. The test data reported were obtained during the operation of Diesel engines over a period of two years.* STUDIES BY THE NEW YORK STATE DEPARTMENT OF LABOR Exhaustive tests were made by the Division of Industrial Hygiene, of the composition of the exhaust gases given off by a Diesel engine mounted on. a test block. The introduction oE computer control in the grinding circuit of the New Broken Hill Consolidated Limited concentrator in the early 1970's gave smoother operation at optimum performance. The ore feedrate and water additions to the grinding circuit were controlled to operate each of the ball mill/ rake classifier grinding units at the upper limit of the circulating load while classifier overflow density was maintained to give a product size and pulp density suitable for flotation. An incremental expansion of the concentrator in 1981-82 included the installation of hydrocyclones in closed circuit with three of the four ball mills. Without the rake classifiers in circuit the previous control strategy could not be used and the complex interaction of hydrocyclone performance characteristics when classifying coarse grained sulphide ore resulted in the over-grinding of the lead mineral galena. Testwork aimed at optimising grinding circuit performance recognised the enhanced tendency of higher specific gravity minerals to report to the cyclone underflow. The data has been evaluated on an individual mineral basis and then used to develop a model For grinding circuit control. The development of the model which uses inputs of ore feedrate, metal content of the Feed and slurry density of the cyclone overflow to predict the size of the minerals in the grinding circuit product is described and model predictions are compared with plant performance.

. RECENTLY two papers on the structure of eutectics were read before the British Institute of Metals, one by F. L. Brady1 and the other by A. Portevin.2 In the preparation of photomicrographs of laboratory specimens as illustrations for student work, and in connection with various researches; the writer has been working along the same line for some, time and, therefore, was much interested in the results given, especially those of Portevin. He has correlated the information on the subject and has outlined a broad scientific basis for future work along this line. It is largely with the idea-of adding something by way of illustration to the work already done that this paper is written. The eutectic is generally understood to mean the alloy having the lowest melting point of any alloy of the system, and in which the melt becomes supersaturated with reference to the two or more phases which, separate out simultaneously (or alternately). From the surface pattern, the eutectic means; a structure with no primary crystals. It is not always easy to get the exact eutectic composition in making any alloy; in fact, a slight range in composition may be expected and some of the coarser particles may be richer in either of the composing metals. Even when chemical analysis shows the right composition, differences in density of the pure metals may cause segregation, or. supercooling resulting from different crystallizing properties may give a surface pattern the appearance of being on one side of the eutectic point. However, the alloys on either side of the eutectic composition, showing primary crystals of one of the phases and the effect of the pro-eutectic form on the surface pattern of the eutectic make a very interesting study, which is slightly touched upon in this paper. The phases, or microconstituents, of a eutectic may be pure metals (Pb-Sb, Tl-Au), solid solutions (Cd-Zn), a pure metal and a solid solution; (Ag-Sn), or a pure metal or solid solution with an intermetallic compound (Sb-Mg, Sb-Cu, As-Cu, Bi-Te, etc.).

THE relative importance of mineral production in British South Africa is about as follows: Gold, $200,000,000; diamonds, $40,000,000; coal, $18,-000,000; asbestos; $3,000,000; chrome ore, $2,000,000. In 1926 the gold mines paid $42,000,000 in dividends, the diamond mines $13,000,000, coal nearly $3,000,000, others less than $500,000. The recorded history of South Africa starts with the visits of the Dutch and the English in the sixteenth century, followed by the settlement of Cape Colony by the Dutch East India Company in 1651: The English acquired Capetown in 1806 and conflicts between English and Boers were a part of the history, from that, time on. Transvaal was settled in 1835, following the Great Boer Trek. The mining of diamonds became im-portant in 1870; the production of gold from the Rand in 1890;' the export of chrome ore in 1910; and the dis-covery of platinum in 1925. South Africa has a race problem, resulting not alone from the disparity of numbers between whites and natives, more than seven blacks to each white, twenty to one in Southern Rhodesia, and three. hundred to one in Northern Rhodesia; but because of the division of the white race between English and Cape Dutch or Afrikaans. The natives are also of many tribes.

NO matter what position we hold, workman, foreman, superintendent, manager, president, or what not, let us fail to give or to make good products, then see how quickly we'll be called to account for- our work by the buying public. The waves of progress taught us that millions were wasted in unnecessary strikes-we also learned that many losses were due to neglect on the part of manufacturers to give the same consideration and attention to the human element of their factory as they gave to their machinery. The employees learned also that the employer was their agent who found purchasers for the product of their labor. So between the two we learned that many years of labor were needed in order for a worker to recover his wasted savings, or for the manu¬facturer to replenish his loss. Treat 'em rough, and tell 'em nothing, was not very far from the true relationship between management and employees in manufacturing plants in the early days. Today just exactly the opposite views are held by executives whose function is the handling of employees. Men today want to know what it is all about. They are intelligent enough to comprehend the facts, and to use them constructively, and it is good business to give them the information.

IN applied mechanics and in metallurgy the transition from elastic to inelastic action is a matter of considerable interest and importance. Often the first inelastic deformation is apparently quite homogeneous; that is, uniformly distributed throughout the specimen. Sometimes this deformation is heterogeneous; that is, localized; inelastic deformation proceeds to some definite amount in restricted regions before adjacent regions of the specimen are inelastically deformed. In such cases the deformation does not become homogeneous until the whole specimen has been deformed the amount corresponding to that for each localized deformation. If the test is stopped before uniform extension sets in, the heterogeneous character of the deformation is apparent on the surface of the specimen through characteristic markings, which have been called "Lüders"' lines, "Hartmann's" lines, the "Piobert effect," or simply "flow figures." These markings are the source of considerable trouble in fabricating operations, particularly in the deep drawing of steel sheet. In many cases where the transition is of this nature, the stress developed at the upper limit of the elastic range is greater than the stress during the period of heterogeneous deformation, giving rise to the familiar "drop of the beam" effect in testing. The amount of the yield-point elongation, as well as the value of the stress at the lower yield point (the value to which the stress drops when yielding begins), are functions of the temperature and the testing speed. Lower temperatures and faster rates of testing increase both the yield-point elongation and the yield-point stress. These matters have been ably discussed in a recent paper by Winlock and Leiter1 though, as brought out by the discussion of that paper, the phenomena are but little understood. The purpose of the present paper is to clarify the problem through the application of a simple principle, and to show that, through the application of this principle, a number of phenomena in the plastic deformation of metals become more readily understood.
