The evolution of planning processes in the United States from the early 1900's is briefly examined. From one year operating budgets, planning processes have evolved into sophisticated analyses of alternative long-term future strategies and the management issues and practices which relate to their implementation. Increasing complexity within the business environment has led to numerous planning methodologies and extensive use of computers to analyze operating and financial information. All of these developments, however, have not supplanted the real need for decision-makers to continue to give important weight to the intuitive or soft data inputs into the planning process.

Considerable discussion on the effect of iron and steel scrap in blastfurnace burdens was presented in the January, 1927, issue of Mining and Metallurgy. Therein the question is asked as to what causes the difference in physical properties of pig irons where the chemical analyses are practically the same. This point no doubt has been noticed by a number of furnace operators, but several years ago very little thought was given to it. The foundries purchased pig iron, had it analyzed and found it to be within their specification. The castings made from this iron at times would be satisfactory and at other times hardness and shrinkage would occur. Since the iron was chemically correct the foundries generally were at a loss as to what to do. They changed their method of melting in the cupola and in some cases this corrected the trouble. In some instances the foundry would continue eliminating a brand of iron until the castings produced were satisfactory. Through this process of elimination they would finally arrive at the conclusion that a certain brand of iron was causing the trouble. During the course of this elimination minor changes might have been made in the melting and in the end satisfactory castings were secured without discovering any definite reason for the trouble. Frequently the foundries blamed the manufacturer of the pig iron although the seat of the trouble was in their own method of melting. I have in mind one foundry in particular that was using three brands of pig iron for producing their castings and their losses were rather high. Three entirely new brands of iron were substituted in the charge and still the losses continued. Even after using six brands of pig iron the management felt that the pig iron was the cause. The difficulties encountered in the melting of iron in the cupola, over the past several years, reflect in a great many cases on the operation of the cupola. At different times certain brands of iron were unsuitable for producing a certain class of castings, but at the same time one could see no reason why the iron should be considered abnormal. The refining of native copper in the reverberatory furnace, as practiced in the Lake Superior district of Michigan, is very similar to the reverberatory melting and refining of cathodes, but the presence of arsenic in some of the copper concentrates renders the operation somewhat more difficult. Though the copper occurs as the native metal, which is often excep tionally pure—purer, in fact, than after it has undergone refining—its intimate association with the gangue minerals necessitates the cumbersome reverberatory treatment. The gangue consists chiefly of complex silicates of calcium, magnesium, iron, aluminum and sodium, but in certain ore deposits other minerals are often found, among them the native copper arsenides—mohawkite, whitneyite, algodonite and the like. These latter minerals, when present, because of their relatively high specific gravity (7.5 to 8.5), find their way into the concentrates through the gravity concentration processes employed in the recovery of the copper. When such concentrates are melted, the silicates are removed as slag, but, because of the great affinity of molten copper for arsenic, the arsenides dissolve more or less completely in the copper bath. Because of the stability of the resulting melt, the arsenic is tenaciously held in solution. The influence of arsenic on the properties of copper, especially on its electrical conductivity, is generally recognized. For certain uses it is beneficial, and in many instances its presence in limited amounts is not objectionable, but if the metal is to be used for electrical purposes, the almost complete removal of the arsenic is of prime importance. Considerable research has been done on the subject of the influence of arsenic on the electrical conductivity of copperll but the conclusions presented in the literature dealing with the problem show some disagreement. THERE has been so much misinformation sent out through the newspapers, and I find so few people who are really acquainted with the true facts in regard to the coal strike, that I feel it would be advan-tageous to present the facts as I have been able to gather them. One of the great points that the miners are now mak-ing is the fact that the operators of the central competi-tive field, consisting of the states of Illinois, Indiana, Ohio and Pennsylvania, have refused to meet them in a joint conference such as has been customary in previous years. There are two reasons why the operators de-clined to hold such a meeting. In the first place, the last time they held a meeting of this kind they were all indicted under the Sherman Act for making an agree-ment in restraint of trade. In the second place, the miners at their convention did not authorize their dele-gates to negotiate a new contract, but instructed them that nothing less than a scale based on the present wage, with the addition that there should be a six-hour day, a five-clay week, time j and a half for over time, and double time for Sundays, would be accepted. These additions would very much increase the cost of coal over the present wage scale. The operators could not consider renewing a contract on the present scale, as it would mean ruin for them, and as the miners were not authorized to negotiate a new scale on a fair basis that would enable the operators to mine coal in competi¬tion, with the open-shop mines the operators did not feel that there was any use in meeting the delegates. Thirty per cent. of the output of bituminous coal comes from the open-shop mines of West Virginia, Alabama and Pennsylvania. During the strike, in 1919, this 30 per cent. was increased to 50 per cent. and it has affected the operations of the union mines to such an extent this year that they have been able to run only 15 to 30 per cent. of their time, while the open shop mines have run from 60 to 80 per cent. as the wages in these mines had been reduced to the 1917 scale.

Early in the month of Angust, 1877, a miner in Gold Hill, Nevada, made the unlucky remark that, according to his observation, that month was usually quite free from accidents in the mines. Never was presage wider from the truth. When the month closed twelve mishaps had occurred, killing six and wounding nine persons, and for the rest of that year the Comstock mining communities were kept in a ferment by the frequent occurrence of appalling disasters. There was a real tidal wave of calamity sweeping over the mines, which has not been repeated since, and according to cornmoll report was never known before on the Comstock. I was much interested in studying the character of these misfortunes, which also aroused concerted action on the part of the miners, and I have collected a list of the accidents which took place from July, 1877, to May, 1879. Single crystals of aluminurn were reduced 90 pct in diameter by extrusion at 296" and 77°K. The resultant double fiber texture had a strong (111) component with a weak (001) component. The relative anzounts of these components varied with starting orientation. Decreasing the Lemperatuve of defovtnation increased the amount of (001) texture component in crystals with inilia1 orientations near (111). The starting orientation and temperature of deformation strongly affected the morphology of the (001) component. The effects of orientation and Lemperatuve upon the distribution of the (001 ) texture component in extruded aluminum single crystals were rationalized on the basis of deformation band formation and interaction. MANY papers since the early 1920s have discussed the occurrence of the double fiber texture (111) + (001) in wires and rods of deformed fcc metals. Aside from the reporting of experimental results for the various metals under a variety of fabrication conditions, emphasis has been placed on two related problems. One problem deals with the prediction of ideal end orientations based on the glide systems and flow directions. The other problem seeks the reason why different amounts of each component may be produced by the same fabrication schedule for metals apparently having the same deformation systems. Some of the difficulties in developing a satisfactory explanation have their origin in the experiments themselves. One mistake has often been the assumption of an initially randomly oriented specimen or complete ignorance of effects of starting orientation. Recent studies by Grewen and Wassermann,1 Cullity and co-workers,2' and McHargue4 have shown that the initial orientation may be the most important factor in determining the final orientation. Hence only limited comparisons of data from different studies can be made unless all conditions of the initial material are specified. Another question has been the nature of the (001) component. Hibbards suggested that any (001) present was the result of re crystallization during fabrication. Although Fleischer6 found no (001) texture in aluminum swaged at room temperature, and Dayal 7 found that component to disappear at very high reductions, a double fiber texture has usually been reported for aluminum. Vandermeer and McHargue showed that, while some (001) in aluminum may be the result of recrystallization, much of this component has its origin in the deformation process. Ahlborn and Wassermanng found the (001) component in silver deformed at low temperature not to be the product of recrystallization.

THE present note, which was given in the form of a Research in Progress item,' traces the origin of secondary recrystallization grains produced on annealing a cold rolled bicrystal specimen. The investigation began with the realization that a recently acquired conception for the origin of secondary grains produced on annealing cold rolled single-crystal specimens might require modifications for the case of polycrystalline materials. The stated conception2,3 begins with several conditions to be met by primary recrystallization: 1—a primary re-crystallization structure to consist of many small primaries and relatively few large primaries (diam- eters two or three times the average); 2—a primary recrystallization texture to consist of one strong preferred orientation or component and one or more weak components; and 3—a primary recrystalliza-tion structure-texture combination with some of the large primaries belonging to the weak components of the texture. A review of the published literature on the mechanism of depression of sulfide minerals shows that a unified theory is not yet available. Various mechanisms that have been postulated include competition between depressants and collectors to adsorb at the surface sites, creation of thermodynamic conditions nonconducive for formation of a metal collector salt, or formation of a hydrophilic coating on the surface. The hydrophilic coating may or may not effect the adsorption of collectors. In another mechanism, the depressant may participate directly in oxidation/reduction reactions between collectors and sulfide minerals. Examples from the literature highlight oxidation/reduction effects in the depression of sulfide minerals.

The push-pull test, which is a simple injection and pumping sequence of ground water spiked with solutes of interest, is presented as a method of determining the adsorption characteristics of a formation. Adsorption properties are necessary to predict restoration from both in situ coal gasification and in situ uranium extraction. The major problems in applying laboratory measurements to the field concern scaling the effect of particle size, and obtaining representative samples. Laboratory measurements are conducted on gram to kilogram scale samples, whereas the push-pull test evaluates a sample weighing approximately 130 to 1,000 metric tons, depending on volume injected and porosity. The problems in translating laboratory results to the field appear to be less severe for sedimentary uranium bodies than for coal. Laboratory measurements are useful in delineating possible ranges in adsorption properties, and in planning the field experiment. The adsorption properties of a formation are characterized by the cation exchange capacity (C) and the distribution coefficient measured at low concentration, (kd) 'Laboratory procedures for their measurement on coal and uranium ore are reported. Two field push-pull tests were conducted on uranium formations in Wyoming. Adsorption properties estimated from these tests on the basis of a simple cell model were compared to the laboratory values. In the first case, excellent agreement was observed between the values estimated from the field test and the values measured in the laboratory. In the second case, the value for kd determined in the laboratory was 5 times higher than the field value. It is recommended that push-pull tests be conducted on coal formations being considered for in situ gasification in view of the great uncertainty in extrapolating 1aboratory.adsorption properties to the field.

Mining practice and underground studies show that, besides mining stresses, lateral tectonic stress also influences roadway stability. Roadways perpendicular to the direction of major lateral stress experience the majority of roof falls, accelerated floor heave, and extrusion of coal ribs into openings. They have the most severe deformations and their maintenance is difficult. Roadways parallel to the major lateral stress exhibit roof sagging and bed separation, moderate though sometimes uneven floor heave, and slabbing of coal ribs into openings. Roadways oblique to lateral stress have, to a certain degree, self-supporting roofs, uniform floor heave, and limited sloughing of coal ribs into openings. The optimal orientation of roadways is, therefore, oblique to the lateral stress direction with fewer crosscuts between them.

INTRODUCTION THE Inspiration Consolidated Copper Co.'s plant at Miami, Ariz., was designed and built to make possible the profitable working of a low-grade, finely disseminated copper deposit containing 100,000,000 tons of ore averaging 1.64 per cent. in copper. From the-beginning it was evident that the-plant could not, be kept integral but that a break would have to be made somewhere in the flow-sheet, removing at least the concentrator to a site more suitable than any available near the mine. It was finally decided, after considering numerous arrangements, to do the coarse crushing at the mine, to store the crushed ore in a bin from which it could be loaded into railroad cars and to haul it to the concentrator, an excellent site for which was available about 1 ¾ miles from the mine. The original intention was to equip a plant to treat 7,500 tons of ore per clay, but through the acquisition and proving up of additional ore reserves, the introduction of the Ohio caving system, and the excellent results obtained in the test mill (which made it possible to treat a lower-grade ore than had been thought possible) it was evident that a plant of much greater capacity should be supplied. It was, therefore, decided to treat approximately 15,000 tons of ore per day, the duties of the four main divisions to be as follows:

The characteristics of surface ground strains due to longwall mining are reviewed with special reference to U.K. coal mining observations. The current empirical method of estimating ground strain is discussed. A method of determining surface ground strain above a longwall extraction is described whereby strain can be accurately represented along a line in any direction. The discussion is supported with examples of its application to common subsidence engineering problems.

PREFERRED orientation studies by Harris of rolled uranium rods indicated that hot rolling to a small reduction of area caused the (010) planes to become strongly oriented and the (110) planes weakly oriented perpendicular to the rolling direc- tion. The relative intensities of these two fiber texture components were reversed upon rolling to higher reductions of area. Cold rolling caused the (010) planes to become strongly aligned and the (130) planes weakly aligned perpendicularly to the rolling direction. The present investigation was undertaken to explore in more detail the effect on the rolling texture of variables, such as the penultimate condition, the final rolling temperature and reduction of area. In addition, the recrystallization texture of rolled uranium rods was also investigated.

Control of artesian ground water has played an important role in the development of Texas Gulf Sulphur's phosphate mining venture in eastern North Carolina. To facilitate dry mining methods, 60 million gpd of fresh water is pumped through wells from a limestone aquifer underlying the uniform flat-lying ore section. Hydrologic information revealed from pumping tests has been used in successfully developing a depressurizing system. Computer assistance is used to plan well patterns. High volume pumping has lowered water levels in water wells over a large area in the Coastal Plain without detrimental effects on water quality in the aquifer. Cooperative effort between mining firms will be required to control the ground water as new mines are developed in the district. An intricate observation -well system is monitored regularly over the wide area of pumping effect to ensure that gradient reversals have not caused salt water encroachment.

It has been the custom of the Railroad Commission of Texas to hold hearings each month with respect to existence and imminence of waste of oil and gas in Texas and its prevention, and to issue orders restricting the production of oil to the reasonable market demands and allocating production to the various fields in Texas. The practice of designating the actual days during the month on which wells are to be shut down was discontinued in the order for November 1942, and orders issued thereafter contain only the number of shut-in and producing days for the month. Orders issued by the Railroad Commission are divided into two main subdivisions, the first a general shutdown order of all oil wells in the various fields in Texas, and second, the exception of certain fields to this general order. Table I shows the producing days for all of the fields in Texas for 1944 under the first of these classifications : The fields that have producing schedules varying from the general order may be divided roughly into three subdivisions, as follows: Table 2 shows the producing days for certain fields that were prorated as a group throughout 1944. Other fields which were occasionally included with this group were also prorated under the general order and by special orders. The producing days for these irregular fields are shown in Table 4. In Table 3 are listed fields that were exempted from any shutdown days during December 1944, the majority retaining this exception throughout 1944. Certain fields included in the general order were added to this group on the first day of the month shown.

As 1972 slipped through our grasp, coal industry adjustments to health and safety laws, environmental restrictions, rising costs and higher production targets left many mine operators groping for a new grip. The industry adopted a defensive attitude in 1972 as it faced the onslaught of inspectors. With rigid demands for improving safety and instituting environmental programs, the industry worked hard and watched production figures stagger upward while operating costs zoomed. In an effort to determine how to meet the goals that were established for fewer ignitions, fewer accidents, less respirable dust, lower noise levels, fewer law violations, better reclamation, less pollution, lower costs and higher production, industry representatives attended numerous technical meetings.

Demand fob Motor Fuel, 1936 During the year just closed the domestic demand for gasoline exceeded 481 million barrels. This compares with 434,810,000 bbl. consumed during 1935 and indicates an increase of 10.46 per cent. Export shipments amounted to 27,831,000 bbl. while in 1935 they totaled 30,613,000 bbl. Total demand, therefore, was 509,422,000 bbl., or 9.16 per cent above the 465,423,000 bbl. of 1935. Following are the figures for several years: Already we are supplying gasoline domestically and as foreign shipments at a rate almost 25 per cent greater than our low level of 1933. Before giving figures for 1937, I should like to spend a moment or two in discussion of gasoline inventories, from the point of view of minimum working stocks and other requirements and of probable actual levels. THE SECRETARY The year 1917 has been a notable one in Institute affairs. The usual activities, including meetings, publications, local section interests, library service, and so-forth, have been continued on at least the same scale as previously, and in addition the resources of the Institute have been placed without stint at the service of the Nation, not only for the active prosecution of the military side of the war, but even more especially in the industrial operations which form the very basis of modern warfare. The officers and directors of the Institute have labored both officially and individually, while the Institute as a body, through committees of, prominent members, and through many individual members, has given freely. Finally, Institute funds have been appropriated to an amount exceeding $5000 to accomplish the cooperation with Government bureaus, and provide committee expenses necessary for performing the services that have been given. The President of the Institute had a very large personal share in many of these activities, which will be described in the following pages, as well as in the President's own report. Many of the Institute's members are giving their whole time for. $1 a year, or less, and especial mention should be made of Herbert C. Hoover, Food Administrator, W. L. Honnold, Head of the Commission for Relief in Belgium, Mark L. Requa, Petroleum Administrator, Edgar Rickard and Charles W. Merrill of the Food Administration, S. A. Taylor of the Fuel Administration, W. L. Saunders, B. B. Thayer and Joseph W. Richards who .are giving a. large share of their time to the Naval Consulting Board, W. Y. Westervelt, W.0. Hotchkiss and Harvey S. Mud of the War Minerals Committee, David W. Brunton of the War Committee of Technical Societies, and hundreds of others whose names are mentioned in the Honor Roll of Members. It has also been a notable year in cooperation with sister-societies. The most important event under this head was the accession of the American Society of Civil Engineers into the fraternity of Founder Societies.
