INTRODUCTION The degree of success of any new project will ultimately depend on two factors: (i) the underlying economic strength of the project; and (ii) how successfully the parties involved can coordinate their interests to establish a financing structure which indeed capitalizes on the project's inherent economic attractiveness. A project's underlying economic attractiveness is determined by its inherent comparative advantage in accessing the factors of production, combining these factors of production to create a product and marketing this product. Initially, the decision regarding whether to go ahead with the project - the go/no go decision - has to be based on its total ability to generate cash flow returns to project participants to compensate them for resources committed and risks undertaken. The extent to which project sponsors will actually benefit from the project's inherent economic attractiveness is fundamentally dependent on their ability to establish the long-term financing arrangement which best meets the objectives and constraints of each project participant and sources the most advantageous funding. The decision regarding the financing of the project, the "how-to-go" decision, is then an attempt to find the capital structure, consistent with market terms and conditions and sound financial management policies which will best: (i) match planned outflows with cash inflows; and (ii) maximize the return for project sponsors. This article makes use of a case study to illustrate the analytical process involved in dealing with the go/no go and the how-to-go decisions on a project. Though most commonly applied to project finance situations, the guideline described herein is equally applicable to other financing situations, such as leveraged buyouts and debt restructurings, where timely repayment of debt depends largely on the future cash flows to be generated by the entity being financed. Our case study is of a hypothetical expansion of an existing copper mining operation in Latin America. The company, Latin American Copper (LAC) currently has 147 million metric tons of proven sulphide ore reserves. The existing mine complex consists of an open pit mining operation and a conventional flotation plant with a processing capacity of 20,000 metric tons of ore per day. LAC sells copper concentrates primarily to Japanese custom smelters. The mine has been in operation for 5 years, fine copper production last year was 108,240 metric tons, and LAC currently has assets of $175 million and net worth of $135 million. Due to a recent increase in proven reserves, LAC is considering doubling the treatment capacity of its flotation plant to 40,000 tons per day, and expanding its mining capacity to meet the additional concentrator capacity (the "Project"). Project capital expenditures and incremental working capital have been estimated at approximately $210 million. The construction period is expected to cover one year, including a three-month start-up phase. The Project is to be funded by a combination of equity, senior debt, including both supplier credits and/or commercial bank term loans, and subordinated debt. LAC's shareholders are willing to commit a maximum of $50 million to the Project. A government development agency, which is also a minority shareholder, might be willing to lend approximately $40 million to LAC in the form of subordinated notes, depending on the ability of the Project to generate foreign exchange reserves. Commercial banks cannot be expected to offer loans with maturities longer than ten years. The Project is expected to increase the value of the firm because: (i) It will solidify the Company's position as a low-cost copper producer by taking advantage of economies of scale. As a result of the expansion, cash production costs are expected to decrease 7.0[c]/lb. and all-in costs 11.0[c]/lb; (ii) The potential earnings stream from the sulphide ore reserves will be realized

The Pittsburgh coal-region, if we regard the greatness of its extent, the picturesque beauty of its scenery, the salubrity of its climate, its relative situation on the Continent, the fertility of its soil, its unrivalled mineral wealth, and its magnificent system of natural transportation, is, perhaps, the most valuable spot on the surface of the planet. Unlike the mythical Paradise inhabited by one man and one woman, it swarms with an abounding population, not living on the free gifts of nature without care and without toil, hut expending its energies in unremitting labor, reinforced by the most elaborate machinery, in the production of everything which mankinds needs or desires; and unlilte the Paradise of story from which flowed the four great rivers of the world in opposite directions, its own four rivers How from the surrounding world into it, to constitute by their union the great highway water-course which divides the Northern from the Southern States. These rivers are the Monongahela, coming from the south, the Yonghiogheny from the southeast, the Kiskiminetas from the east, and the Allegheny from the north. Uniting at the great city of pittsburgh, they constitnte the Ohio, which flows northwest and west, and then south and southwest, toward the Mississippi. The Monongahela has been made navigable by a system of dams and pools the Allegheny was navigable in its natural condition; the KisKiminetas was made navigable by a State canal which has been vacated ; and the Youghiogheny remains unnavigable. Railroads supplement the deficiencies of the rivers, follow their hanks, and share in the transportation for which the waters are not sufficient. Railroads and rivers concentrate at Pittsburgh; other railroads cross the highlands to the east and west; and branch roads ascend the side-valleys and ravines to the mines on the uplands. The whole region is a scene of life; towns and villages dot its surface in all directions ; hundreds of gangways open upon the sides of all the valleys, and deliver coal to trains of cars which move beneath them at water-level; furnaces and rolling-mills abound; hundreds of oil-wells furnish a flood of liquid fuel to pipe-lines

It may be seen from Maurer's survey (Maurer,l 1966) that most of the common methods used in rock drilling today depend upon mechanical loading of the rock. In order to predict the behavior of rock under an imposed system of stresses, it is necessary to have a valid criterion which delineates those combinations of stress which cause macroscopic rock failure from those which do not. Admittedly, the conditions under which brittle materials fracture depend very much upon statistically variable local effects such as inclusions, grain boundaries, minute imperfections, etc. However, it is extremely desirable to be able to predict fracture under complex states of stress by means of a stress-criterion of failure, where, for a given material, the effects of the other variables mentioned are incorporated into a small number of experimentally observable parameters. One of the most successful of these "macroscopic stress criteria" has been the Coulomb-Mohr theory 2,3 (also see Jaeger 4 and Terzaghi 5), modified by the addition of tension cutoffs (Paul 6). At first thought it might seem rather odd that a macroscopic theory is capable of predicting fractures which originate at highly localized random imperfections at an atomic level (or more likely at the level of individual mineral grains in rocks). However, Griffith7 showed that fractures originating near the tips of randomly oriented elliptical cracks lead to the macroscopic stress criterion of failure indicated in Fig. 1 (a). MICA is a mineral that once was a familiar sight as fireproof windows in stove and furnace doors and as lamp chimneys and shades. Since 1878, the beginning of the electrical age, the use of mica for such purposes has gradually declined and its use in electrical equipment and appliances has developed to such an extent that the known sources of supply are scarcely equal to the demand. With the increasing capacity of electric generating units, the size of mica sheets found in nature was inadequate. However, in 1894, a process was developed whereby thin films or splittings cemented with shellac or other binders could be pressed into large sheets. 18 The introduction of radio in the early 1920s created such a heavy demand for the smaller sizes of mica that on March 22, 1938, mica was included among 23 commodities on the list of strategic materials approved by the United States Army and Navy Munitions Board. To be included in this list, the material must be one whereof the domestic supply is not sufficient to meet the demand. COMPOSITION Mica is a complex mineral composed principally of the silicates of potassium, aluminum, and magnesium. Less prevalent species contain, as essential components, lithium, vanadium, and chromium. Iron usually is present either as an essential component or as an impurity. The mica group comprises some nine different species, five of which, muscovite, phlogopite, vermiculite, lepidolite, and biotite, are widely used in industry. Lepidolite and zinnwaldite (lithium micas) and roscoelite (vanadium mica) are sources of lithium and vanadium. Muscovite, "white mica," is potassium mica. Theoretical formulas H2KAl3(SiO4)3. There are two varieties, distinguished as to color, known in industry as ruby and green. In crystals or "books," the colors each range through varying shades of red and green. However, when split into thin films, all micas, except biotite and phlogopite, are colorless and transparent. Muscovite frequently is stained red or black by thin films of iron oxide between the laminae. The staining usually is derived from magnetite, which sometimes is found as unaltered crystals.

THE greatly enlarged demand for small sizes of seamless copper tube which has recently occurred, due particularly to the rapid growth of the electric household-refrigerator industry, has emphasized the superiority of phosphorized to tough pitch copper for the purpose of producing this commodity. In the manufacture of this material exceedingly heavy reductions by cold drawing are employed, customary practice involving as much as 90 per cent. reduction of cross-sectional area in four runs without intermediate annealing. Although this superiority has long been recognized by tube makers, no quantitative expression of it has heretofore been published. It is believed that the data herewith presented will serve this purpose. Recent investigators are not in agreement as to the relative mechanical properties of copper containing small amounts of oxygen as compared with copper containing sufficient oxygen to produce that condition known as tough pitch. Hanson, Marryat and Ford' found that "oxygen has a relatively small effect on the properties of copper." Johnson,2 on the contrary, states "it cannot be denied that it (tough pitch copper) is inferior, to deoxidized copper where severe mechanical manipulation is concerned." These authorities in the reports of their investigations, as might be expected from their conclusions, do not present data of a character requisite to a conclusive determination of the question.

Crude kaolin exhibits a wide particle size range in which kaolinite is the predominant mineral. Bene-ficiation by wet processing produces high-brightness white pigments. The wet processing techniques peculiar to kaolin beneficiation are emphasized in this article in some detail. Included are discussions of long-distance pipeline transportation, centrifuga-tion, flotation, spray drying and shipment as 70% solids slurry. Georgia, a state seldom considered to be an important mineral producer, has one surprising feature — it is the nation's largest producer of kaolin. Kaolin is a highly important raw material in the paper, rubber, ceramic whiteware, paint and chemical industries. In 1965, more than 2.7 million tons of kaolin were produced in this state, a 150,000-ton increase over the preceding year, and production continues to climb. Strictly defined, the term "kaolin" applies to a group of hydrous aluminum silicates in which kaolinite is the predominant mineral. Kaolinite is inherently white, non-abrasive, chemically inert, and of a very fine particle size, ranging from sub-micron to 40-microns equivalent spherical diameter. An electron-micrograph of kaolinite is shown in Fig. 1. The particles finer than about 2 microns are thin, elongated plates, hexagonal in outline. The larger particles, coarser than 2 microns, are predominantly vermicular in outline with a foliated structure. Table I shows a typical chemical analysis of commercial, wet-processed kaolin compared to pure kaolinite. The sedimentary Cretaceous deposits of the Coastal Plain are the source of most of the kaolin produced in the Southeast. These deposits are of relatively high purity, and it is not uncommon to find the clays running greater than 90% kaolinite. Beneficiating plants using wet processing techniques are most numerous in an area within about 50 miles east of Macon, Ga., in a band approximately 15 miles wide. Kaolin may vary widely in quality from one deposit to another, or within the same deposit. The qualities critically examined are brightness index as measured by reflectance, viscosity of water suspensions, bleachability and particle size distribution. Crude kaolin always contains sand and mica in varying amounts, along with small amounts of many other minerals. These are classed collectively as "grit" because; they are generally coarser than 325

THE first practical treatment of wood to prevent decay was devised early in the 19th century. At that time the oaken navy of England, when . the nation was fighting for its very existence, seemed doomed to annihilation by the swift ravages of decay. The acute situation inspired a desperate search for preventive measures and resulted in the development of the Burnett, Bethel and Kyan processes for impregnating wood with zinc chloride, coal-tar creosote and mercuric chloride, respectively. In the century that has elapsed, their use has spread throughout the world and the three original preservatives are used today in enormous quantities. Meanwhile, improved processes have been developed, new preservatives discovered, and the practice of impregnating wood to make it last longer has attained a position of major importance in the field of structural materials. USE OF PRESERVATIVES BY- THE RAILROADS In the application of wood preservatives in the United States the railroads have been the leaders for the past 50 years or more.. Having found, that decay is the chief cause of the early destruction of wood and that preservative treatment is the remedy, they have treated their ties and timber in increasing amounts(1) ?-in 1925 about 220,000,000 cubic feet. By preservative treatment the Santa Fe Railroad saves annually 1,500,000 ties in its 18,000 miles of track, and many other railroads effect similar savings. (2) In like manner the life of wooden bridges and trestles,(3) poles, marine piling, water tanks and other wooden railroad structures has been greatly increased, reducing the amount of timber required annually to maintain them.(5),(7)

Peru has produced petroleum since the early seventies, the first work being in the Zorritos field, in the Province of Tumbes, adjoining Ecuador. In the early nineties, the Negritos field, in the Department of Piura, came into prominence, and by 1905 had attained an annual production of 335,160 bbl. The early development of the field was under the general direction of the London & Pacific Petroleum Co., but it is now handled by the International Petroleum Co. In 1900 and 1901, the Lobitos field became the scene of marked activity. In 1905, its total production amounted to 75,000 bbl.; it has continued to increase as has Negritos. From 1897 to 1902, there was prospecting in the region of La Brieta (or Fernandez), on the Mancora River, about 25 to 30 km. from the coast. Small production of a heavy oil was obtained from three different sands. So far as the author knows, no work has been done in that locality since 1902. There are thus four distinct fields in the north endof the Peruvian coastal plain. The, remaining productive locality of Peru is the Pirin or Pusi field, at the northwest end of Lake Titicaca, Department of Puno, in southern Peru. The first prospecting near Pusi was done by Brown Brothers, of Los Angeles, Calif., who obtained modest production about 1906; according to reports, activities ceased about 1914 or 1915. The maximum annual production was obtained about 1908, estimated at 76,000 barrels. Peru possesses two distinct geographic provinces in which we may look for the development of a larger oil industry; namely, the coastal plain province, and the inter-Andean plains.

SIZE of grinding media is one of the principal factors affecting efficiency and capacity of tumbling-type grinding mills. It is best determined for any particular installation by lengthy plant tests with carefully kept records. However, a method of calculating the proper sizes, based on correct theoretical principles and tested by experience, can be very helpful, both for new installations and for guiding existing operations. As a general principle, the proper size of the make-up grinding balls added to an operating mill is the size that will just break the largest feed particles. If the balls are too large the number of breaking contacts will be reduced and grinding capacity will suffer. Moreover, the amount of extreme fines produced by each contact will be increased, and size distribution of the ground product may be adversely affected.

Potash, the generic term for a variety of potassium-bearing minerals, ores, and refined products (Table 1), owes its importance as an industrial mineral to the potassium requirement of growing plants. The term potash originally referred to potassium carbonate produced by the leaching of wood ashes. This process, for which the first US patent was issued in 1790, was the basis for the largest United States chemical industry in the early nineteenth century. The agricultural use of potash soon eclipsed the chemical applications following the German discovery in 1840 that potassium is essential to plant growth. The initial discoveries of large deposits of soluble potassium minerals, essential for agriculture applications, were made in 1857 in Germany and in 1914 in the United States. More than 90% of the 27.5 Mt K20 produced in the world in 1980 (Searls, 1981) was derived from marine evaporite deposits and approximately 90% was used in fertilizers. The potassium content of an ore, mineral, or product is customarily expressed as % K20, a unit of measure which is neither a natural nor synthetic compound of potassium (1.0% K is equivalent to 1.2046% K2O). Geology Potassium, the seventh most abundant element in the earth's crust, is present in silicate minerals in igneous, sedimentary and metamorphic rocks. Potassium is also a major constituent of many surface and subsurface brines (Table 2). Economic potash deposits are essentially restricted, however, to widespread, thick accumulations of marine chloride evaporite deposits. These deposits yield high grade, large tonnage ore bodies, many of which are amenable to low cost mining and beneficiation. The products from these deposits are, moreover, ideal for use in fertilizer because of the high relative solubility of the potassium chloride and sulfate evaporite minerals. World potash production and reserves for such deposits so vastly overshadow other sources of potassium that the following discussion will be limited largely to potash deposits in marine evaporites with brief reference to certain potash-rich brines. Approximately 85% of current domestic production is from bedded salt deposits and much of the balance is from brines. Marine evaporite deposits are accumulations of salt minerals deposited in structural sedimentary basins through the evaporation of seawater or mixtures of seawater and other brines. The salt minerals are precipitated in assemblages and sequences of assemblages as determined by the compositions of the brines and the solubility relations in the salt systems (D'Ans, 1933). The evaporation of seawater normally yields carbonate minerals as the first precipitates (Table 3). Further evaporation and concentration of the brine leads to the precipitation, in succession, of sulfate, chloride, and supersaline mineral assemblages including the salts of potassium and magnesium. The common minerals, ores, and products of potassium deposits are listed in Table 1. Many potash deposits contain accessory evaporite minerals together with a variety of detrital and authigenic silicates (Braitsch, 1971). The structural basins within which marine evaporites occur are of two main types: (a) cratonic basins formed by broad epirogenic movements (for example, the Michigan Basin of the midwestern United States and the Permian Zechstein Basin of eastern Europe), and (b) grabens, commonly related to continental

The Mufulira Copper Mine, Ltd., is in Northern Rhodesia, ten miles from the Belgian Congo border, and is one of the group of four operating mines comprising the Northern Rhodesian Copperbelt. The ore deposits at Mufulira are on the limb of a large syncline striking NW.-SE. and dipping NE. at about 45 deg towards the Congo border. The host rocks are well-consolidated, highly-silicified, felspathic quarzites of the lower part of the pre-Cambrian Séries des Mines of the Katanga. The ore rocks are underlain, unconformably, by the older "Muva Series," in this case hard, green, metamorphosed quarzites. There are three superimposed orebodies, the first, or upper, orebody averaging 40-ft true thickness with a strike length of about 5000 ft, the second, or middle, orebody of about 50-ft true thickness with a strike length of about 6000 ft, and the third or lower orebody of around 60-ft true thickness with a strike length of 8000 ft. The orebodies are separated by varying widths of waste, or very low-grade ore, from a few feet up to 50 ft. The middle and lower orebodies are so close together for a strike length of 3000 ft that they are mined as one orebody. In all, the mineralized zone is about 200 ft in true thickness.

To clarify interpretations of grain structures and to assist in calculations of spatial grain size distributions, plane distribution curves have been determined for random sections through four regular polyhedrons approximating the shapes of metal grains. The characteristics of the distribution curve for the average metal grain are predicted. IT was realized early in the history of metallurgy that metals are polycrystalline aggregates and that the size and shape of crystals affects the properties of the material. Reaumur1 in 1722 employed the microscope to examine the fractured surfaces of steel and of white and gray cast iron and suggested a polyhedral arrangement of the crystals. The first extensive investigation of the form of crystal grains was carried out by Desch.2 He examined the disintegrated grains from a ß brass sample and noted that the number of faces per grain ranged from eleven to twenty and that the number of edges per face varied from three to eight and the maximum occurred at five. While it has been found practical to examine isolated grains only in exceptional cases, it is always possible to make a plane section through the metal and examine the shape of the grain sections on the plane of polish. Desch2 tried to determine the relation between the form of a polyhedron and that of its plane sections for comparison with distribution curves of numbers of sides per grain section of actual metal samples. The polyhedrons investigated were the rhombic and pentagonal dodecahedrons and the orthic tetrakaidecahedron. However, the frequency distributions of the number of sides of plane intersections were not sufficiently characteristic to decide which polyhedron most closely approximated the average grain in a metal. Determination of Statistical Shape of Grain in Space Scheil3 was interested in the problem of calculating the distribution of grain sizes in space from the easily measured distribution of grain section sizes on the plane of polish. Assuming that the grains were spheres and using the plane distribution curve for a sphere shown in Fig. 1, he employed a successive subtraction method to calculate the spatial distribution. In order to evaluate the accuracy of these calculations, Scheil and Wurst4 determined the actual distribution of grain sizes in space in their sample of ingot iron by polishing off successive layers and following every individual grain in a series of micrographs. From curves of mean radius of intersection of a given grain vs thickness of metal removed in polishing, Scheil and Wurst attempted to derive the statistical shape of a grain in space. Their calculated plane distribution curve for this shape is compared with the distribution curve for a sphere in Fig. 1. A table of values based on this curve was prepared for calculating spatial distributions of grains. The calculated and measured spatial distributions of their sample then agreed much better than when a spherical shape had been assumed. In the present paper, an attempt has been made to learn something about the average metal grain by studying in detail the effect of the shape of regular polyhedrons on the plane distribution of areas and shapes of areas produced by random sections through them. From the data presented below, it can be concluded that the plane distribution curve for the average metal grain differs in three fundamental respects from the curve derived by Scheil and Wurst. Polyhedrons Selected for Study The polyhedrons selected for the statistical study are illustrated in Fig. 2 and consisted of a cube, a figure formed by cutting off the corners of a cube at the midpoints of the original edges, a tetrakaidecahedron, and a pentagonal dodecahedron. The length of edge on any one figure is a constant. For the above models the edge lengths were 3.50, 4.00, 2.00, and 2.08 in., respectively. Neither. can the reader expect absolute accuracy in all statements, since this is impossible at the present time. The writer has, of course, attempted to be correct in all cases, but in a review involving so many countries and extending over so many, phases of the subject, it is to be expected that some errors will have crept in.
