Oil-impregnated rocks are known to occur in 22 of the 50 states. The largest known petroleum resources of this type are in Utah, with over 95% of the inventoried total, The Utah deposits are estimated to contain over 25 million bbl (42 gal per bbl) of oil in place.' All major Utah tar sand deposits crop out and can be mined partially by open pit methods, but in-situ techniques will have to be employed to recover oil from the deeper parts of the deposits. No significant development of Utah tar sands deposits for their petroleum content has occurred to date, although a mine and extraction plant are anticipated this year at Asphalt Ridge. The barriers to development have been mainly economic, but technological and legal problems will also have to be overcome.

The leach liquor is filtered to remove sulfur and gangue, then cooled in a crystallizer to precipitate lead chloride The slurry from the crystallizer is subjected to electrolysis to deposit lead chloride on the cathode plate. Some of the significant facts that will affect the supply and demand for metals during the next few decades are given in this presentation. This is important because the only hope for intelligent guidance of the national destiny depends upon presenting a consistent and accurate picture of basic problems. The metals problems now fomenting are only slightly less important than those precipitating the energy crisis. Admittedly, it is difficult to generate serious thinking on this subject when the world is enjoying easy access to all metals at modest prices. This is possible because of the current world capacity to overproduce, and United States credit standing, at least up to now, has permitted buying freely on world markets. Although both these vital conditions are subject to change, there is little doubt that if the U.S. financial house is kept in order, we can muddle along for a while on a generally expanding, metalbased economy. But should our credit standing be permitted to collapse, or should there be a tightening of world supplies of metals, the nation would immediately find itself in trouble. Unfortunately, clear signals indicate that both of these conditions are threatening.

The German silver industry of the United States amounts in value to upwards of $6,000,000 or $8,000,000 annually. Several thousands of people earn a livelihood pursuing it, and the beautiful goods and articles manufactured from this time-honored and valued alloy are everywhere visible. German silver enters largely into our street signs, harness and house hardware, and all manner of table-ware, solid or plated. There is scarcely an hour in the day that German or nickel-silver is not before our eyes. The composition of this alloy is a very uncertain thing, and depends largely on the honesty of the manufacturer and the price the purchaser is willing to pay. It is composed of copper, zinc and nickel in varying proportions. The best varieties contain from 18 to 25 per cent. of nickel, and from 20 to 30 per cent. of zinc, the remainder being copper. The more expensive nickel-silver contains from 25 to 33 per cent. of nickel, and from 75 to 66 per cent. of copper. The nickel is used as a whitening element; it also strengthens the alloy and renders it harder and more non-corrodible than the brass made without it, of copper and zinc. Moreover, it reduces the odor emanating from brass, which is so disagreeable if it occurs about the dining-table. Of all troublesome alloys to handle in the foundry or rollingmill, German silver is the worst. It is unmanageable and refractory at every step in its transition from the crude elements into rods, sheets or wire. As a white-headed furnace-man recently said to the writer, in one of our large mills, " you can put eight crucibles into the fire, each containing exactly the same mixture of German silver, and when you take them out and pour them into slabs for rolling, seven will be a mass of scum or slag, or the stuff will swell up like rising bread and overflow the moulds, and be so full of blow-holes that it will look like a sponge. The eighth crucible will contain perfectly good metal. On remelting the next day, the bad stuff will, in nine chances out of ten, come out just as good metal as the eighth pot the day before, and under apparently the same conditions." FRom time to time metal-mine engineers have inquired why anthracitc mines and their preparators are rarely operated on the two or three-shift basis. The subject may be approached as affecting: labor, development, the underground workers, the preparator, the outside workers, capital, the supply account, power consumption, the storage of coal over various shifts, railroad car supply, and the market. Labor From the start, the adoption of a plan of three full-shift operations in a day would cause difficulty with the colliery employees, for they have never worked on that plan and would show their resentment by suspending work. Even if they could be induced to work according to this schedule they would not be as efficient, for they would be working more or less unwillingly at hours at which they are accustomed to rest. Operation on a three-shift basis would necessitate triple manning of each working place, and dissensions would arise between the men, for each shift would claim that the preceding shift had taken undue advantage and had not left as favorable conditions as it had found. To obviate these disputes it might be [necessary to let out the work to a contractor, who would hire his helpers to mine out the chamber, or breast. The state mining law requires that a miner be put in charge of each working place. To conform with this provision he would have to hire three helpers and two miners to mine the breast. The labor unions have been trying to abolish the subcontractor in mine work and any method of working that would cause his return, however innocent in purpose, would result in labor disturbances. It might be possible to form partnerships of three miners working a place together, but these men would be quite likely to have frequent dissensions as to the proportion of work performed by each shift. AT A MEETING of the Shareholders of the Russo-Asiatic Cons. Ltd., in London, Oct. 23, 1922, LESLIE URQUHART, chairman of the com- pany made the following statement:* I come now to our recent negotiations with the Soviet Government and to the agreement which has resulted from them. You will remember that the conference at The Hague broke up without having achieved anything very definite. It was not, however, a failure. It elicited from M. Litvinoff an offer which will, I think, come to be regarded as a milestone in the progress of Russia from a ruinous and unpracticable Communism towards a modified form of capitalism. The offer made by M. Litvinoff at The Hague amounted in effect to this: that in return for political recognition on our part the Soviet Government would first acknowl-edge its liability for Russia's national foreign debts, and, secondly, would give the original foreign owners of property in Russia effective compensation. A very great advance that. It showed-and there have been many other signs to confirm it-how real and persistent has been the internal evolution of Russia during the past year from Marxism to the economics of the Western world. I will not now detain you with the reasons why M. Litvinoff's highly promising and significant offer came to nothing. The fact that it had been made and the further fact that The Hague Conference had separated indefinitely were the important things. The first fact seemed to indicate that the Soviet rulers, after all, proved to be people with whom one could do business. The second fact rather emphatically showed that the way to do business with them was not by unwieldy poly-glot conferences of ministers, officials and experts representing a few dozen different governments and a few dozen different sets of national interests. That method had been tried at Genoa. It was tried again at The Hague. Each time it failed, and having failed it left the road clear for a simpler and more direct approach.

Carrier flotation of anatase impurities from clay using oleate is compared in this study with conventional flotation. The role of relevant parameters such as carrier size, carrier amount, dissolved calcium and carbonate, conditioning speed, pH, time and temperature and collector concentration is investigated in order to elucidate the mechanisms involved in carrier flotation. Addition of coarse calcite particles is found to contribute towards the enhanced separation of anatase from clay mainly due to aggregation of anatase fines with calcite and the subsequent flotation of the aggregates.

The evaluation and selection of coals for producing metallurgical coke is indeed a complex process simply because coal is a complex and variable substance which is sensitive to how it is treated from the time it is mined until it is transformed into coke. A review of some of the more common evaluation tests made on coal and how the test results are applied in commercial practice should be of interest. Parameters used to select coking coal blends for wet and preheated charges should also be of interest.

My function here today is not to illuminate any particular subject but simply to welcome you to Penn State and to the College of Earth and Mineral Sciences. Our college is, of course, dedicated to the same thing to which most of you have dedicated your lives--the exploration of the earth, the extraction of materials from it, and the production of useful things from those materials. We have about 2,000 students engaged in studying in preparation for service in these activities at the present time. Like other colleges of our type, we've undergone a great expansion just at a time when university budgets are contracting. This creates an interesting situation as to how we can best use our resources. This, of course, is the thing a lot of you are going to be talking about here--how we can best use the world's resources. As you well know, the expectations of the people of the world are rising, and, with the numbers of people increasing and with finite resources, there never was a time in history when it was more important that we become "quantitative" in our discovery, estimation, extraction, and utilization of those resources. I think it is admirable and very timely that you are gathered together to discuss your various approaches to this particu¬lar problem of quantifying and making most efficient use of the resources of the world. Yours is sort of a hidden profession, not just because you actually go underground, but because the public in general is not aware of where the materials they use come from. If you are successful in your professions the public will continue to be unaware. Only if you fail will your essential function become patently obvious. I wish you success both in your professional pursuits and in this particular meeting.

M. Armstrong's paper is very interesting and can be regarded as a pioneering work of applying geostatistics on washed coal. The density levels used in her study are uniformly spaced, which facilitated curve fitting through a proper experimental design. Most of the existing coal washing plants in the US, however, gather washability data at non-uniform intervals which, in turn, affects the goodness of curve fitting. We would like to emphasize the importance of having a proper experimental design, if a similar geostatistical application is to be conducted on washed coal. We, at the University of Arizona, tried the variogram on recovery (Kim, Barua, and Baafi, 1982, SME preprint 82-143) which showed a similar pattern as Fig. 4 of Armstrong's paper. In both cases, the first experimental variogram value is invariably and inexplicably higher than the second variogram value. Although Armstrong ignores the first point because of "small number of sample points," we did not do so because there were 17 sample pairs. As a consequence, we concluded that the obtained experimental variogram was unsatisfactory and that further research is warranted. In other words, this disagreement in variogram interpretation between M. Armstrong and the University of Arizona begs the question whether the experimental variogram of Fig. 4 truly reflects the spatial correlation in washed coal, assuming there is such a correlation. Finally, we wish that Armstrong could have done a similar study on clean sulfur, which is a vital interest to the coal mines in the US. Her implied remark on sulfur in the concluding section of the paper may turn out to be incorrect because our experimental variograms on clean sulfur at different density levels were even less satisfactory than those on recovery. ?

The key to the successful use of any tool, more than anything else, depends upon proper application assignment. To achieve this, the individual having such machine responsibility must maintain fresh knowledge of technical improvements that broaden machine uses. 8.3-1. Tractor Shovel. This type machine is available in a wide range of sizes mounted either on crawler tracks or rubber-tired wheels, with both two-wheel and four-wheel drive. The original concept in both crawler and rubber mounting was that of an attachment to be added to a tractor already in existence. This served as an important expedient for the introduction of the tool, but the basic tractor proved to be inadequately designed for the additional loads. In spite of these structural inadequencies, customer acceptance generated sufficient revenue that further development could be financed for product improvement. The evolution of the product is continuing in many ways-including engines, drive line components, tires, hydraulic pumps, hydraulic valves, structural steel, etc. With each improvement, the operating capability of the machine is extended. This is resulting in the rubber-tired, four-wheel-drive concept making an invasion of the job applications that were formerly considered suitable only for crawler-track mounted machines. Both rubber- and crawler-mounted tractor shovels have invaded the market of small excavator shovels. Larger tractor shovels are challenging the larger size excavators. It is important that each job application be carefully considered so that the proper machine is put in operation. The performance varies widely in operating cost, production efficiency, and job flexibility. Factors to be considered in equipment selection are: 1. Nature of material to be moved 3. Distance material must be moved 2. Surface over which material must be moved 4. Quantity to be moved 5. Secondary or alternate use capability

Auburn Dam will be a thin, double-curvature concrete arch dam about 685 ft high. With a crest length of about 4000 ft, it will be the world's longest single-arch dam. The site is located on the North Fork of the American River about 40 miles northeast of Sacramento, Calif. Construction is scheduled to get under way in 1970. In planning for the design and construction of Auburn Dam (see artist's conception), the foundation material, with its various discontinuities, is being investigated and the structural characteristics of the rock mass evaluated. The investigation and testing programs will aid in defining the pertinent geologic features and their individual and cumulative influence on the foundation. The work includes geologic surface mapping, surface trenching, core drilling, geophysics, tunneling, excavating shafts and raises, performing in-situ tests, and conducting laboratory tests on core and block samples. Competent amphibolite is the predominant material in the foundation, but significant bodies of chloritic, talcose, and metasedimentary rocks, a strongly developed jointing pattern, faults, and shear zones also affect the deformability of the rock mass. A comprehensive rock mechanics program, closely coordinated with geologic investigations as well as the engineering studies, therefore is required The rock mechanics work is a combination of many analytical studies and experimental investigations. The experimental work includes laboratory tests on core samples from holes drilled for geological studies of the entire foundation and in-situ tests performed in selected areas. The laboratory testing program evaluates the general properties of all important rock types and aids in correlating many of the key structural features encountered within the foundation. The situation in the United States, at the present time, regarding the supply of manganese ores and alloys of manganese is one of great seriousness and is likely to become increasingly so while the European war continues. The two principal iron-manganese alloys, ferromanganese and splegel-eisen, are indispensable in steel manufacture, being used extensively in the Bessemer and open-hearth processes. Spiegeleisen, the lower alloy, contains between 15 and 25 per cent., and ferromanganese, the higher alloy, between 60 and 80 per cent., of manganese. Besides manganese the alloys contain iron and carbon. On the market ferromanganese is usually quoted on the basis of 80 per cent. manganese, and spiegeleisen on the basis of 20 per cent. manganese. The consumption of ferromanganese has been increasing during recent years at the expense of spiegeleisen, because larger quantities of the latter must be used to accomplish the same purpose with the result that the amount of carbon introduced with it into the molten metal is frequently injuriously great. Manganese ore proper, in the form of manganese dioxide, is used extensively in many chemical industries, especially for oxidizing purposes. It is also used for the manufacture of both wet and dry electric cells and in the manufacture of paints and dyes. The manganese ore used in this country has been derived hitherto from three principal sources: Southern Russia, Southern British India and East Central Brazil. The following tables show the quantity of manganese ore imported from these countries, and (for comparison) the domestic production, during 1912, 1913 and 1914. The imported manganese ore has been used largely in the manufacture of iron-manganese alloys and in addition large quantities of the alloys themselves have been imported, chiefly from Great Britain, Germany and other European countries.
