At the meeting of the Institute in Philadelphia, in June, 1876, it was my pleasure to read a paper on the "Manufacture and Endurance of Iron Rails." I then spoke of some trial rails which had been placed in the down track of the Philadelphia and Reading Railroad, over which passed, in addition to merchandise and passengers, most of the heavy coal traffic of that company. One of these rails, made at the Philadelphia and Reading Rolling Mill in 1870, and then placed in the track, was removed in 1876, after having carried about 55,000,000 gross tons, and was on exhibition at the Centennial Exhibition. A piece of this worn rail, twisted cold, was also shown there. One of the same series of rails was allowed to remain in the track until 1878, and short sections of this rail, as well as one not worn, to show its original shape, are presented for your inspection. A comparison of the two will show that the top of the head or tread has morn down 3/16ths of an inch during its nine years of service. It carried in that time 67,000,000 gross tons of freight, passengers, cars, and engines. This rail was made in the usual way of manufacturing iron rails at the Philadelphia and Reading Rolling Mill. The head was made from puddled iron bars, piled, heated, and rolled into bars, 41/2 and 3 inches wide by 1 inch thick, these bars, breaking joints, were made into a pile in section 9 inches square, heated and rolled into slabs 9 inches wide and 2 inches thick; the balance of the rail-pile was made of 41/2 and 3-inch bars, rolled from two-thirds old rails and one-third puddled iron, the

THE RELATION OF THE ENGINEER TO RECONSTRUCTION FIFTY-THIRD MEETING OF BOSTON SECTION The fifty-third meeting of the. Boston Section was held April 28. The speaker of the evening was the new president of the Institute, Mr. Howard V. Winchell, who spoke on "The Relation of the Engineer to Reconstruction." He told of the part engineers had played in the war and paid tribute to Herbert E. Hoover as an example of what engineers can do. He said that engineers are not taking enough interest in politics, although it is badly needed as shown by the evidences of Bolshevism even in America. Conditions have suddenly changed; whereas we formerly borrowed money we are now loaning widely to foreign countries and our investments, abroad have to be protected. A committee is badly needed to investigate and determine the actual conditions. The Government has already been invited to cooperate with the Institute along professional lines and this should lead to closer contact between our Society and the Government. Mr. Winchell then went on to describe some of the mining conditions in Russia. He brought out the point that the rich platinum deposits are exhausted and only the poorer sands remain. The largest copper properties average less than 2 per cent. copper and there are some 4,000,000 tons available in .the Caucasus region near Batum. There are approximately 100,000,000 tons of high-grade manganese ore scattered in small deposits in the eastern Ukraine. There are some copper mines in the East, butt they are almost exhausted. The Baku oil field is the second largest in the world and there is probably oil in Persia. There are also manganese in Siberia and coal veins of enormous thickness.

THE information given in the accompanying table is submitted as evidence confirming the application of the anticlinal theory and the value of geology in the Kansas and Oklahoma oil fields. The term anticline has been used to define a particular type of arched fold. The anticlinal theory of oil accumulation should, however, be broadened to include any structural fold of an arched type even if not a distinct anticline. A terrace may very properly come under the heading of the anticlinal theory of accumulation, as the folding is closely related to that of the anticline; in fact, in many cases is an arrested anticline, though not completely closed in all directions. Stratigraphic forms due to lensing or irregular cementation of the sands certainly cannot be considered to fall within the anticlinal theory, though the laws of accumulation may be similar. A dome is similar to an anticline and belongs to the same class. A dome is broader in proportion to its length than an anticline. Many anticlines undulate along their axes to form domes. The anticlinal theory in this discussion will then be applied to anticlines, domes and terraces. In the following list, the writer has tabulated the main oil fields of Oklahoma, and a few recently discovered fields in Kansas. The fields discovered within the past 4 years are listed with the date of their discovery. Under "How found," the writer puts "Wildcat" where a geologist has not been employed, "Geology" where it has been used, and "?" where there is doubt. In some places the geologists have claimed pools that may rightly belong to them, but their claims have been questioned, so that they belong in an unsettled category.

CONTACT metamorphism of coals is any physical or chemical change in the character of a coal directly attributable to heat of surface or intrusive igneous rocks. Coal beds so affected are found in the United States, England, Alaska, Mexico, New Zealand, Greenland, and other countries. Particularly in the United States, there is a wide occurrence of contact altered coals; conspicuous examples are found in Colorado, Utah, New Mexico, Illinois, and North Carolina. During a recent examination of coal beds on Yampa River, in north-western Colorado, the author had an opportunity to make some detailed observations on the contact metamorphism of coals. In this field, coals over an area of 20 sq. mi. have been affected by dikes, sheets, and sills;1 samples of the coals were systematically collected and analyzed,2 with the view of obtaining more specific data on the character of these alterations. The investigation was threefold in purpose: to secure information on the lateral effects of a dike cutting a coal bed, on the range in vertical effects on coal beds overlying sheets or sills, and on the range in the vertical effects on coal beds underlying sheets and sills. Favorable field conditions, such as fresh outcrops and newly dug prospects, made possible many of the field observations and collections. The coals studied in this field belong chiefly to the Mesaverde and Laramie formations. The Mesaverde coals, on the average, are blocky low-rank bituminous coals; the "Laramie coals," which are considerably younger, are of subbituminous rank. The coals of both formations, in the northeastern part of the Yampa field, have been greatly affected by basalt intrusives, yielding all variations of carbonized coal from natural coke to the unaffected material.

At present it is impossible to estimate closely the amount of oil obtainable from a given area of land. However, after the completion of a few properly distributed prospect wells, one can calculate the approximate yield of the sands penetrated, with a probable error of say 50 per cent. Even rough predictions of this kind are of value in large operations. Without wells upon it, one can never be absolutely certain that an area will produce any oil whatever, and one can only indulge in wild guesses of the probable productive area, before the geological structure has been carefully contoured and the top of the basal water plotted on a map. This requires wells. At times it is desirable to form an idea of the possible yield of oil in advance of drilling, as in cases where the price asked for undeveloped land seems too high, but where the probability of finding oil is furnished by neighboring development, supported by the geology. In such cases the most one can do is to make an estimate of possible maximum yield, which may of course far exceed results, and which is of use mainly in the prevention of excessive initial investment. The method is very significant in a general way, as in regions like the Bighorn Basin, Wyoming, where the productive sands in the Cretaceous shale are so few and so thin and fine that they cannot develop very great production, although the high quality of the oil probably will counterbalance this defect sufficiently to give local profit in favorable areas. Reservoir Capacity of Sands.—The porosity of a stratum is the measure of its maximum reservoir capacity for liquids and gases. The porosity may be determined experimentally and must be used in connection with the total volume of the sand.

ACCORDING to Hanemann1 the hardness of retained austenite in a 1.7 pct C steel is increased by subsequent tempering. He reported that the hardness of this constituent increases only slightly on tempering to 300°F, rises more rapidly above this temperature, and attains the same value as the tempered martensite present in steel at approximately 480°F. The variation of hardness of both retained austenite and martensite with tempering temperature as obtained by Hanemann1 is shown in Fig. 1. Hanemann attributes the increase in hardness of the retained austenite essentially to continued formation of fine needles of martensite on tempering. Although he did not explain the actual mechanism involved, work hardening of retained austenite by the plastic deformation associated with such martensite formation appeared to be a possibility. Recently Lement, Averbach, and Cohen2 reported the existence of subgrains, about l000Å in diameter, in retained austenite and suggested that they may be delineated by a subboundary carbide. This raised the possibility that carbide precipitation might be responsible for the hardening reported by Hanemann. In view of these conflicting possibilities, an investigation" was carried out on a high purity, Fe-C alloy containing 1.7 pct C in order to clarify the nature of the phenomenon involved in the reported hardening of retained austenite. This investigation involved correlation of changes in microhardness and microstructure of the austenite as a result of tempering. Microhardness tests were made with a Tukon tester using a 25 gram load and a Vickers diamond. It was found that two groups of austenite hardness values were obtained after tempering at a series of temperatures up to 450°F, which was the highest temperature at which retained austenite regions could be identified microscopically. In a previous paper1 the results of cutting tests on free-cutting brass rod were reported. Investigation was made of the effects of variation in lead content, microstructure and cold drawing. The author's reply to the discussion of that paper includes a study of the directional cutting properties of drawn and annealed rod. The present paper records the results of tests made on series of samples in which the tin, iron and copper contents have been varied. The apparatus used and method of testing are described in detail in the previous paper. The machine is of the pendulum-operated milling type used and described by Airey and Oxford.2 Angular readings of the height to which the pendulum rises after falling from a fixed position, both when a cut is made and when the pendulum swings freely, give the basis for calculation of the energy consumed in making a cut. Careful weighing of the sample before and after cutting gives a measure of the amount of metal removed. The results are expressed in footpoiinds per cubic inch of metal removed, and have been called "unit cutting energy." In the course of the discussion of the author's earlier paper, W. B. Price reported large-scale tests involving some 50,000 lb. of material. These tests indicated that the addition of as much as 0.6 per cent of iron and 0.25 per cent of tin had apparently no adverse effect on the highspeed cutting characteristics of the rod. The rod also contained a small amount of nickel. The test results reported here tend to confirm his observations. Effect of Variation in Tin Content The castings for this series were made 2 by 1 by 9 in. and were processed as follows: 1. Castings were annealed at 500" C. for 7 hr. 2. Cold-rolled to 0.700 in.

The little stamp-mill in the mining laboratory of the Massachusetts Institute of Technology and the work done by it have been well described by Prof. R. H. Richards and E. E. Bugbee in a paper read at the Albany meeting of the American Institute of Mining Engineers, February, 1903.' As run for student class-work the mill contains a feeder, stamps, plate, and vanner. Results in the past indicate that the work of these machines is just as efficient as that of a regular mill handling the same class of ore. It has been the custom to obtain ore principally from Nova Scotia, mainly because it is the nearest source of supply, and also because there is a considerable saving in freight-cost as compared with other districts. The gold in Nova Scotia ores is notoriously coarse, and for this reason it is almost impossible to obtain satisfactory results by sampling and fire-assay, unless an extremely large lot of ore is crushed and all of the contained gold pellets are saved. A very interesting and most extraordinary example of this fact has been presented by a recent run in the Technology stamp-mill. Since the capacity of the mill is about 60 kg. per hr., and since in about 5-hr. run the students in any one section have an opportunity to make the necessary study of machines, it usually happens that several runs are made from one lot of ore. When the shipment is received it is first dried and weighed, put through the Blake breaker, set at 1 or 1.5 in., and the crushed product is piled in a cone on the sampling-floor. THE study of earthquakes long ago developed the fact that by studying the travel times of the various groups of waves from the same earthquake, as received on seismographs at varying distances, major discon-tinuities in the earth's crust could be reasonably well defined. Using this original discovery, and adapting the mathematical methods originally devised in seis-mology for determining the depth below the surface at which such discontinuities occur, other investigators were able to develop a new branch of seismology which promises to be extremely useful in extending the boun-daries of our information oil local conditions below the earth's surface. As an outstanding example of the applications of this work, we have the so-called "seismo-graph" exploration of the Gulf Coastal region, which has resulted in the discovery of a large number of salt domes, from many of which oil fields may be developed. The original seismological investigations, from which different major discontinuities in the earth's crust were deduced, as well as these later successful experiments in finding salt-dome structures, involve relatively simple problems. In each case we are dealing with surface materials in which elastic waves will be propagated with a fairly definite velocity. Under this material we have something very different, in which the elastic waves will be propagated with a much higher velocity. The transition from one medium to another is like-wise relatively abrupt. For example, in. the Gulf Coastal region the sedimentary formations have a velocity of 6000 or 7000 ft. per sec., while the velocity of elastic waves in the cap rock of a salt dome" may exceed 15,000 ft. per sec. Under such conditions, de-lineation of the formation is a relatively simple matter, and, furthermore, there is very little opportunity for ambiguous results.

The subject of reservoir energy and its efficient utilization has been well explored in many papers. The present effort, therefore, is limited to a summary of existing information combined with an emphasis of the probability that the relative importance of controlling factors will change with advancing knowledge. Consequently the necessity for flexibility in laws and regulations, inherent in the problem, is emphasized. Definitions Many terms have been widely used in the literature without having been specifically defined. For example, confusion exists in the use of ((reservoir energy" and "gas energy." The latter is much more limited in meaning than the former. Other terms have been variously used. Consequently, I shall preface my remarks with definitions of a few of the more pertinent terms. Reservoir energy is that force or forces, active or potential, that is native to the reservoir and has the power to move oil through the reservoir rock. The energy may result from expanding gas, from hydrostatic head, from the weight of overburden, or from any other source. Gas energy is the expansive power of gas when pressure is reduced. It is one type of reservoir energy. An oil reservoir is that part of a geologic formation or formations in which oil occurs in commercial quantities wholly surrounded by nonproductive rock. The essence of this definition is effective separation rather than remoteness and under it oil reservoirs may be superimposed in the same oil pool. Conservation of reservoir energy means primarily its maximum use in the production of oil. Unit operation is a plan of development and production, which embraces an entire oil reservoir under a unity of engineering control. It is distinct from unitization, which has to do with arrangements of organization and equities to make unit operation possible in areas of divided ownership.

Lattice parameter measurements of the hcp phase in the system Ag-A1 near the stoichiometric composition Ag2Al were carried out for specimens quenched from 825°K, annealed for 10 days at 453°K, and annealed for 100 days at 413°K. The three heat treatments resulted in the same lattice parameters at room temperature. None of the specimens showed any superlattice lines. The lattice parameters of this alloy were also measured at temperature from 77° to 750°K. An anomaly in the temperature variation of the lattice paramete.rs occurs in the region near 400°k, which may be associated with local ordering. FROM measurements of the diffuse scattering of X-rays, it is known that the [ phase in the system Ag-A1 near the stoichiometric composition Ag2A1 ex- hibits a considerable degree of short-range order at room temperature.' Moreover, based on the position of the short-range order peaks a superlattice model had been proposed in the same study and it was suggested that lowering the annealing temperature to 420°K might result in long-range order. In the present study, the diffraction patterns and the lattice parameters of three differently heat-treated specimens, i.e., quenched from 825°K, annealed for 10 days at 453°K, and annealed for 100 days at 413°K, were determined from 77" to 750°K. The purpose of these measurements was to investigate 1) whether long-range order could be established by prolonged annealing and 2) whether the lattice parameters at room temperature depended on the heat treatment, since it had been proposed earlier2 that the lattice parameters in this phase are related to the atomic arrangement. 1) EXPERIMENTAL TECHNIQUES Silver and aluminum, both 99.99 pct purity, were melted in a zirconium oxide crucible under helium in

PRORATION in the petroleum industry has come to mean a method for curtailing the production of crude petroleum by artificial effort, and it is in this sense that the term is employed throughout this paper. Although a contrived curb on supply has been invoked at various times in the past in particular fields and to meet specific situations, it is not until the past few years that this procedure has become general and assumed a dominant role in the oil business. In the sense that we now understand it, proration had its inception in the Seminole area of Okla-homa in 1927, from which time and place the practice spread to include practically all the flush oil fields of the country, especially those of California, Kansas, Oklahoma and Texas. At present there is perhaps no phase of the oil business that commands more attention than proration, nor one that engages more time and effort on the part of executives in the business. The practice of proration, indeed, has not only become an integral part of the policy of most companies and operators, but it has also taken on the aspects of a "movement" involving two schools of thought with considerable feeling, and at times some bitterness, on both sides. In this atmosphere it is difficult to find calm, dispassionate consideration of proration, for most discussions are either vigorous exhortations by its proponents, or else sharp condemnations by its opponents; although it appears that the majority of the industry is clearly "in favor of" proration. It is hoped that this analysis will be taken as an attempt to appraise the movement as an economic force, without bias and without regard to the incidence of the conclusions upon any preconceptions that the industry may entertain.

THE aluminum oxide known as corundum has several varieties that have been used as gem materials since ancient times. These include the red variety called ruby, the blue variety sapphire, and the asteriated types of ruby and sapphire. Asteriated sapphire was known to the ancients under the name of astrios, and descriptions of this gem were given by Pliny and other early writers. The relation of these gem materials to each other as varieties of a single species, corundum, was first clearly established by Haüy in 1805 and J. M. Güthe' in 1809. Natural gem corundum is obtained principally in Ceylon, Siam, Burma, India, and Australia. Star sapphires and rubies always have been highly prized and in recent years have become particu- larly popular in the United States. Natural star rubies of large size and fine quality are extremely rare and rank with large and fine emeralds and diamonds as the most valuable of gem stones. Interest thus attaches to the recent success in commercially synthesizing star sapphires and rubies of a size and perfection unmatched by nature. Corundum was first synthesized as crystals in 1837 by A. Gaudin, who fused alum and aluminum oxide with potassium sulphate. Numerous other syntheses have been reported in more recent years. Summaries of this work are given in Doelter's Hand-buch der Mineralchemie, Mellor's Compreheizsive Treatise of Inorganic Chemistry, and other reference works. The methods employed include the reaction in the gaseous state at high temperatures of halogen compounds of aluminum with water vapor or boric oxide; the crystallization of aluminum oxide from fusion in potassium molybdate, potassium dichrom-ate or borax; and crystallization from highly aluminous silicate melts. Since the waste gases of the blast-furnace came to be generally utilized in heating the blast and raising steam, the gradual improvement in the economy of fuel, mainly through the nse of higher temperature in the blast, has impoverished the gases. The increased output per unit of measurement of the furnace, and the increased height of the furnace, have markedly increased the resistance to the blast, thus enormously increasing the duty required from the gases. In other words, a gas reduced in heating power by a further dilution of CO, is required to raise the temperature of the blast to 1800' Fahr., where formerly 600' was a good temperature, and at the same time to raise steam enough to drive the air into the furnace at a pressure of from four to eight pounds in coke practice, and from eight to twelve pounds in anthracite practice, and also pump at least double the water formerly used at furnaces. Hence the necessity for the employment of the best scheme for thoroughly consuming these gases with the least dilution of air, and the use of the best device for absorbing the heat prodnced for the purposes above mentioned. In a former paper before this Society the writer called attention to such improvements as had been made by his firm, by which it was claimed 1400' Fahr. could be maintained in the blast by a less consumption of gas than was required to maintain 900' when using pipe-ovens; and it would not be too much to say that 1600' Fahr. might now be written in place of the 1-400. IN THE early evening of October 15, 1954, a large specially designed truck, convoyed by a second smaller one, arrived at Silver Bell, Arizona, completing a ten-hour 110-mile journey from Phoenix. The big truck was driven through gaps left in a previously prepared concrete foundation, the load was jacked up, the large girders that constituted the bed of the truck were pulled away, and the load was then lowered into place on the foundation. A crew of two men, the two truck drivers, finished the job in a little more than an hour. When they were through, a complete and attractive three-bedroom house, prefabricated in Phoenix, was almost ready for occupancy. About all that remained to do was to connect the utilities-water, electricity, plumbing, and gas. The kitchen and bathroom equipment and appointments were superior in every respect, and there was a built-in car port for the automobile of the prospective residents. This family domicile was one of more than one hundred, each averaging about $8,000 in cost, that the American Smelting and Refining Company has provided for its employees engaged in mining and milling 7,500 tons per day of low-grade Porphyry copper ore. Aside from the fact that it is more economical-partly because of the variety of union craftsmen needed to build and equip a house-to do the work in a city 110 miles away, the significant point is the high quality of housing that is provided for what may be called in nostalgic vein the "mining camp" of 1955. THE short-time tensile-strength test, while it has not attained the practical importance of the creep test at elevated temperatures, has the advantage of being rapid and is satisfactory for determining relative strengths. For platinum and its alloys, which frequently are used at high temperatures under ill-defined conditions, the short-time test provides useful data that aid in the selection of the most promising alloy for each use. Measurements have been made upon 13 alloys, using wire 0.0031 in. in diameter, the choice of alloys and of wire size being determined by the requirements of a practical problem. Later the measurements were extended to higher temperatures by the use of heavier wire, 0.010 in, in diameter. APPARATUS The use of fine wire made the necessary equipment very simple, since no effort was made to measure the elongation. A small platinum-wound horizontal furnace was used, ½ in. in internal diameter by 1 ft. long, with the wire threaded through it. The wire, clamped at one end while the other ran over a ball-bearing pulley, of a total length of 29 in., was loaded directly by running sea sand into an attached basket, making the rate of loading and not of elongation constant. The sand flowed from a funnel, under a head of 3 in., into the basket. 3 in. below the orifice, at the rate of 170 grants per minute. Pulley friction and bending resist-ance of the wire as well as the force of impact of the sand could be neg-lected, being 3 grams and 0.5 grams, respectively. Furnace temperature .was uniform within ±5° C. over a length of 3 in., although a drift with time occurred, the largest amount being 20° C. No provision was necessary for a controlled atmosphere.

THE producers of this liquid metal call it quicksilver, while the consumer generally refers to it as mercury. It is one of he seven metals that were known to the ancients. These seven were gold, silver, iron, copper, quicksilver, lead, and tin. Other metals were sometimes accidentally alloyed with some of these, but it was not until 1490 that antimony, for example, was discovered and identified as a separate metal. It is not surprising that quicksilver should have been known in ancient or even in prehistoric times, as globules of the native metal often occur in the outcrops of the ore. Furthermore, the first man to build a fire on an outcropping of quicksilver ore would probably have found globules of quicksilver in the cold ashes of his fire after it burned out. The inability to pick up the globules with the fingers would excite interest and an attempt to gather it in shells or gourds to be exhibited and traded. The ore of quicksilver is the red sulfide, cinnabar, which has been mined and used as the pigment vermilion since before the beginning of written history. In recorded history, quicksilver is first mentioned in documents by Aristotle, 384-322 B.C. Theophrastus, in 315 B.C., credited the Athenian, Callias, with the invention of methods to beneficiate cinnabar in 415 B.C. In China also there are records antedating Christ which mention both vermilion paint and the fluid metal. From these early records, it seems certain that not only was cinnabar used as a pigment in those days but also that the metal was reduced from the ore and was used for amalgamation, for gilding, and for medicinal purposes. INTRODUCTION In 1970 the percentage of underground coal extraction by longwall mining methods in the U.S. was 2.1 percent. This figure rose to 4.4 percent in 1976 and is expected to rise to 12 percent by the year 1985. This figure represents 46.0 million tons (51.0 million st) of annual production (Kuti, 1978). In addition, OSM regulations are placing emphasis on subsidence prediction. Section 784.20 of the Office of Surface Mining regulations for underground mining permit applications requires the sutauission of a subsidence control plan which may include monitoring. Because of its nature, longwall mining does not have flexibility in leaving pillars under structures as does room and pillar. Mining in some areas, particularly in the Eastern Coal Field, is approaching more developed areas; therefore, a greater number of structures are expected to be undermined in the near future. Subsidence engineering is becoming an important aspect of mine planning, and should be directed at predicting potential structural damage. The question operators are increasingly faced with is "what will be the subsidence effects for a specific structure at a specific location in respect to a longwall panel?" The most significant variable in assessing the subsidence effect on structures is not vertical subsidence. The variables of strain and tilt are responsible for more structural damage than is the vertical movement. Table I presents threshold values of strain for various structures (Geddes 6 Cooper, 1962). Based on National Coal Board experience, horizontal strain is approximately inversely proportional to the radius of curvature of a circular portion of a subsidence profile; therefore, the radius may be useful in estimating the magnitude of strain caused by subsidence (Hoebs, 1982).
