The Chapin Mine, on the Menominee range, Lake Superior, was first opened in 1880 and has since then produced 1 1/2 million tons of soft blue hematite, containing about 63 per cent. of iron and 0.07 per cent. of phosphorus. Up to the present time, the ore has been mined from three separate lenticular deposits, which conform with the Huronian strata of the district, striking N. 75' W., dipping from 70' to 80' N., and pitching about 30' W. The largest of these ore-bodies has a horizontal length of 2500 feet, and a maximum width of 130 feet in the middle, from which it gradually narrows to the pointed ends. Its dimensions have not changed materially as greater depth has been attained. Figs. 1 and 2 show the geology and the mine-workings on the main deposit.. As this main deposit pitches away from the eastern part of the property, it is replaced by another lens, containing ore of the same quality. When first opened on the 1st level, this lens was 150 feet long and up to 50 feet wide, while now on the 6th level it shows a length of 550 feet, and a maximum width of 100 feet. It is separated from the extreme east end of the main deposit by about 30 feet of clay-slates It pinches out gradually between the slates to the west, and stops abruptly against the jasper to the east. Farther east in this belt of jasper occurs the third ore-lens which has a pretty regular length of 100 feet and averages, from the 1st to the 5th level, 20 feet in width. A cross-section of the ore-formation shows, on the north or hanging side of the ore, about 200 feet of clay-slates, and farther north a heavy belt of magnesian limestone. The slates and the dolomite are generally separated near the surface by a conglomerate of broken dolomite and soft slates. The foot-wall rock is also a clay-slate, containing a higher percentage of iron and less magnesia than the hanging-slate. Farther south occur alternate beds of slates and lean ore or jasper.

He who enters a mining claim within an Indian reservation of the United States of America acquires no rights thereby, because of the fact that the lands within such Indian reservation are not a part of the public domain, and cannot be located or acquired as mineral land. However, where such an entry is authorized as to a particular reservation by an Act of Congress, such claims as may be ontered under such authorization are thereby segregated from the reservation, and the Indian title is oxtinguished. Under the Choctaw Constitution, any citizen of that nation, in other words any Choctaw Indian, who discovered a coal mine, acquired an exclusive right to all coal within a radius of 1 mile. The laws of the Chickasaw nation provided for the formation of corporations to develop coal and other mines, with authority to contract with others to develop and work the mines. Under these laws, leases were made; but Congress subsequently abrogated all existing leases, prohibited all persons from receiving royaltics from such mines, and provided that all coal within the nation should remain the common property of the tribes. , Such leases are now expressly prohibited by an Act of Congress (32 United States Statutes at Large, 655). All leases of mineral lands upon Indian reservations must now be made under regulations promulgated by the Secretary of the Interior, and the royalties must' be paid into the United States Treasury for the benefit of the tribes. In Canada the Indians have no rights to the royal mines and minerals, and the government can make no stipulation with the Indians which would affect the rights of the Province in which the lands are situated. Therefore, while it is true that under our present law no rights can be acquired to a mining claim within an Indian reservation, it seems to be fully within the authority of Congress to make laws, giving such rights to mineral locators as it may deem necessary or expedient. There is a demand for a general law that will permit mining upon Indian reservations, and I am informed that most of the members of both houses of Congress from the Western States are in favor of Congress pass-

Densities of SAE 1020 (I) and ingot iron (II) decreased with cold rolling to minima at 60 pct reduction, whereas high-purity iron (III) was unaffected. I recovered promptly with annealing; II, sluggishly and incompletely. Hydrogen occlusion of III or II was barely affected by 60 pct cold reduction, but that of I was increased a hundredfold. IT has been reported of iron that its density is decreased and its occlusive capacity for hydrogen is increased by cold work. One of the most interesting aspects of each of these properties is that the changes brought about by cold work are not necessarily eliminated by annealing and recrystallization. Yet recrystallization is generally accepted as restoring to their original condition the properties or characteristics altered by cold work. A number of investigators have reported a decrease in density with cold reduction. Two1, 2 have shown that annealing after cold reduction may not return the density to its original value. It has been suggested' that cracks or flaws in inclusions produced during cold drawing contribute to the lowering of the bulk density of the metal. Extremely high-purity copper has been reported as not exhibiting a density decrease with cold reduction. On the other hand, calculations' indicated that grain distortion by itself can produce expansion of the order of magnitude of the changes observable. Maier" showed that both the density of iron and that of copper passed through a minimum with increasing cold reduction. Although much information is available on the subject of hydrogen in steel0, 7 and it is well known that plastic deformation of a metal may increase its occlusive capacity,8-12 most of the reports pertain to charging the metal with hydrogen by cathodic deposition or with acid. Darken and Smith,'" who employed acid charging, emphasized the great influence of cold work on the occlusive capacity of iron for hydrogen and showed the inability of a prolonged high-temperature annealing treatment to restore the occlusive capacity of cold-worked steel to the value exhibited in the hot-rolled condition. At the close of the Bethlehem Meeting, the writer was experimenting with large fuel-charges, 4000 Ibs. basis, as compared with 2000 Ibs., hot had not made sufficient progress to draw any safe conclusions. Previously me had always used 2000 Ibs. fuel, the ore-burden being proportioned to this as a basis. I could never persuade myself that there was any advantage to be derived from following the more popular method of larger fuel-charges. Our men were accustomed to the old way of filling ; and we did not care to run the risk of the errors likely to follow any alteration in routine work, particulary as I could not, by my course of reasoning, discover ally compensating gain. Nevertheless, after reading Mr. Gordon's discussion of Mr. Birkinbine's paper, '' Operations of Warwick Furnace from August 27th, 1880, to September 1st, 1885" (Transactions, xiv., 833), I determined to test by actual experiment the value of large fuel-charges : the change was made in the week commencing March 28th, 1886, and continued until July 25th, about four months. The fuel and ores remained during the trial the same as had been used before, and have been used since. For the first two weeks, the furnace worked with great regularity, giving excellent results, exceeding those of the two weeks immediately preceding. But for my remembrance that the furnace had on former occasions worked with equal uniformity for longer periods without any apparent reason, I should doubtless have concluded that this improvement was due to the different method of filling and congratulated myself that a means had at last been found to prevent inconvenient "dirt" accumulations. Before abjuring my previous skepticism, however, I resolved to pursue the trial further. The fourth meek developed the peculiar conditions that had prevailed previous to the change; and these continued with more or less frequency during May, June and July. At last, finding no improvement over the smaller charges—no change in fact for better or for worse—I commenced filling the 2000 lbs. fuel-charge in the latter part of July, and have continued it up to present writing, September 4th.

The concepts of nucleation and of growth have adequately described the isothermal phase transformations to which they have been applied.ls2 However, these concepts have not yet been used successfully to describe the kinetics of a number of transformations that are not observed to take place isothermally. A typical reaction of this type is the austenite to martensite transformation in steels, for which the new phase appears only during cooling of the parent phase. If the cooling is interrupted, transformation ceases; yet had the cooling continued, transformation would also have continued. Nuclei of a new phase do not leap into existence all at once by the simultaneous cooperation of a large number of atoms or molecules of the parent phase; rather they are formed at finite rates by gaining or losing atoms one at a time from the surrounding materiaL3,4 Further thermo-dynamic considerations require a finite concentration of small transitory nuclei of all unstable phases to exist at equilibrium in a stable phase.= For steel in particular, nuclei of ferrite (a iron) exist at equilibrium in austenite (y iron) at temperatures where austenite is the stable phase. If a high-temperature phase a be cooled sufficiently rapidly from temperature TI above the a-ß equilibrium temperature To, to temperature T-1 below To where ß is the stable phase, the equilibrium distribution of ß nuclei corresponding to the high temperature will be retained. There are two limiting possibilities of particular interest: I. The steady state rate of nucleation of ß may be appreciable at T_1, and may require a concentration of sub-critical nuclei exceeding that retained from the high temperature. Time will be required then for the concentration of nuclei to build up to the steady state value, and an induction period will be observed during which the rate of nucleation will increase to the steady state value. 2. The steady state rate of nucleation of ß may be negligible at T-l, while the critical size for continuous growth of ß nuclei, which decreases with increased subcooling of the a phase, may reach a value so small that some. of the retained high-temperature nu-

That the American Institute of Mining Engineers is an unincor¬porated association organized and existing with the object of promoting the arts and sciences connected with the economic production of the useful minerals-and metals and the welfare of those employed in these industries by means of meetings for social intercourse and the reading and discussion of professional papers, and to circulate by means of publi¬cations among its members and associates the information thus obtained. II. That the persons duly appointed or designated to manage the affairs of said association are designated by the rules thereof Members of its Council; that the undersigned are all members of said Council as the same was constituted on the 29th day of December, 1904. This paper is the result of a study, in 1919, to determine how much surplus power could be produced through the proper utilization of the entire gas flow from the two furnace stacks at the Federal Furnace Plant, South Chicago, 111. Obviously, the problem was to measure the flow of gas through the main beyond the point where the amount necessary for stove operation mas rermoved. In all probability, blast-furnace gas is the most difficult gas to measure, because of the high moisture and dust content, and the widely fluctuating flow from the furnaces. This wide fluctuation of flow forbids the acceptance of any one group of flow road-ings as indicative of normal operating conditions. A study of the conditions showed that a recording device on gas flow was necessary. As the gas at the point of measurement had passed through met washers, and accordingly was saturated with water and contained considerable dust carried past the scrubbers in the form of sludge, no form of Pitot tube could be used, for this sludge would quickly plug the dynamic. and static holes, spoiling the gage readings. An even more serious objection to the use of Pitot tubes was the impossibility of accurately measuring the cross-sectional area of the gas main on the plane of Pitot-tube installation. Given an absolutely clean gas and a perfectly circular pipe, it would be safe to assume, through measurements of the pipe diameter, that the gas main was of a certain cross-sectional area. But the continual depositing of sludge and the fact that the main mas fabricated from riveted sheets led us to discard the idea of using Pitot tubes for. this service. The Venturi tube mas then considered, and had there been a sufficiently long straight run of gas main to accommodate a tube of the required size (72 by 28 in.) such an installation would very likely have been made. A plate with a sharp-edged orifice was eventually accepted as it possesses all the characteristics of a Venturi tube, requires less space, and

Every constructing engineer and designer knows how often it is desirable to provide a speed-adjustment between parts of a machine performing different functions, or between a prime mover and the devices to which it furnishes power, and how bulky and unsatisfactory are most of the methods by which the result is usually accomplished. Of course the step-pulley is the most simple and generally used. It requires, (1) parallelism of shafts; (2) a considerable distance between centers; and (3) a cessation of power during the change from one speed to another. Add to this the necessity for careful design in order to obtain equal belt-tension for all positions; the weight and hulk required for a wide range; and the operative's positive conviction that better results could be obtained at a speed intermediate between those furnished by two successive steps, and we begin to realize the mechanical shortcomings of this old and familiar friend. The hundred and one other devices, patented and otherwise, for accomplishing similar results, present other objections of varying importance, which need not be discussed here. Without pretending to overcome these entirely, and indeed without claiming absolute novelty, a recent invention of Mr. E. F. Gordon, of Dover, N. H., has seemed to the writer to offer such advantages in flexibility and range of application as to merit a more extended study and use than can be given in his own work, to which it is being applied as rapidly as opportunity permits. It is placed before the members of the Institute, not only to bring out an expression of opinion as to its limitations, but also with the hope that it will thus find opportunities for applications hitherto untried and outside the scope of operation of those at present interested in its development. Simply stated, the device consists of a narrow pulley with a deep V-groove, split by a plane passing through the bottom of the groove, one of the two symmetrical parts so formed being fixed to the shafts, and the second being capable of adjustment so as to bring the

WHEN I leave this life, as an employer of labor there is no one thing that I want so much to be engraven upon my monument as the fact that I have been one of the men who have worked, whether with my brains or my hands, for the advance-ment of industry in the United States, and to be regarded, as I should like to be regarded by labor with love and kindly remembrance for our years of association. In my relationship with my employees, I have always contended that every man should be paid for what he does. I will not employ or be associated with any kind of labor of which the organization insists that a man shall receive a fixed sum of money for his day's wages, however poor or good his day's labor may be. What applies to the common laborer applies equally well to the management, the brains of an industrial establishment. I have always thought of industry as a three-legged stool, with capital, management and labor as the legs. All three legs of that stool must be there before that stool can stand up. If you take any one of those legs away, it is going to topple over. The. three must stand together for successful business accomplishment. I believe that a man who has his labor to sell, to put it plainly, has just as good a right to bargain for the best price for that labor as those who employ him. It is a perfect right for him to do so. If the government of our United States is right, our method of handling labor in our Bethlehem plants is right because it is representative and democratic. We have our labor elect delegates; elect representa-tives from their own ranks, who shall meet frequently. That constitutes, as. it were, the House of our great Congress in Washington, the industrial house. We have our management, who represent the Senate, who meet independently. Working men have learned to express their views freely as to whether they are treated fairly and whether conditions are right or wrong.

MILLER, Canada. The nomination for President has attracted the attention of a large number of members, as is evidenced by the receipt of many hundreds of letters and postcards. Most of these favored either Sidney J. Jennings or Philip N. Moore, each of whom received many cordial endorsements. Such a wide interest on the part of the members is a very wholesome sign, but where there is so much activity it is natural to expect a certain amount of criticism. Some of the letters indicate that the authors feel that the nomination of President should be left entirely to the Committee on Nominations without any effort by the members at large to influence them. Others feel that the nominations are largely controlled by a small group and that the members at large can have little influence. As the result; of the experience of the last few months; a majority of the Committee on Nominations begs leave to suggest that the method of making nominations be changed so that two candidates, at least, for the various offices to be nominated, and suggests that the Directors appoint a committee to investigate this question thoroughly with. a view to making definite recommendations. In accordance with its opinion that the best interests of the Institute would be served by a change in the Constitution, allowing the nomination of two candidates, and in view of the fact that this Committee has no authority to make more than a single nomination for each office, considering the high standing of both Mr. Jennings and Mr. Moore and the large number of members favoring each of these gentlemen, this Committee respectfully suggests the desirability of ,the immediate nomination of Philip N. GOOD will is becoming recognized more and more as a necessary business asset, and a successful concern must have the good will not only of its customers and the public, but of its employees. Management -enlightened management-recognizes this and will go the limit to get it. Progress depends on cooperation, and in industry cooperation must be based on the acceptance by employ-ers and employees of some practical application of the principle that capital and labor are interdependent. Capital cannot exist without labor, and labor without capital is helpless. The development of each is depen-dent on the cooperation of the other. Confidence and good will are the foundation of every successful enter-prise, and these can be created only by securing a point of contact between employer and employee. We feel that one of the most effective agencies for promoting good will between employers and employees is through some well organized method of conference and have consequently adopted, to accomplish this, a plan of employee representation. The plan inaugurated by the Bethlehem Steel Co. about four years ago, which provides for the election by secret ballot of representatives by and from among the employees, has for its purpose three fundamentals; namely, to give the employees a voice in the determina-tion of the conditions under which they work, to furnish machinery for the prevention and adjustment of differ-ences between employees and management, and, so far as possible, to provide and foster continuous employment. The constitution and by-laws adopted take care of the detail in setting up machinery for the functioning of the representatives of both management and men, but the spirit with which the plan has been carried out and the results which have been accomplished are of far greater importance than the plan itself. The Bethlehem plan, which has been in operation since October, 1918, can no longer be classed as an experiment. The original by-laws provided for amend-ments and, as was anticipated, changes and improve-ments have been made from time to time by mutual agreement. The operation of the plan for over four years shows it to be fundamentally sound and that it must therefore be conceded a success.
