MINERAL Economics is the most recent profession to be recognized as a separate division of the mineral industries. It has originated from the increasing awareness of the importance of the economic aspects of industries concerned with discovery, extraction, and utilization of minerals. It is concerned with the interrelated fields of economics and technology. The individual trained in economics alone cannot qualify. The curriculum in the School of Mineral Industries at The Pennsylvania State College was approved in May 1946, and enrollment begun in September of that year. Due to the transfer of advanced students from other courses, particularly metallurgy and electrical engineering, it was possible to graduate the first seniors in June 1947. The next class was graduated in February 1948. From experience derived from placing these graduates in industry, and from information supplied by prospective employers, valuable data have been obtained in the organization and operation of the course of study.

First, the reasons why only silicon and sulphur were specified and not phosphorus, manganese and carbon; and second, why but little was said concerning the presence of iron oxide in the material.

The Occupational Safety and Health Act of 1970, although providing no precise definitions of safe and healthful working conditions, specifies mandatory duties, and methods and procedures -- "to assure so far as possible every working man and woman in the nation safe and healthful working conditions." The dynamics of the workplace ad the dynamics of this coextensive Act both spring from the same source. Both require at any given time an application of the then con- temporaneous highest state of the art. Both are flexible, ongoing, adaptive, changing; both advance by a blending of experience and research.

With a productive output growing at an annual rate of 8%, the Soviet mining industry should emerge as the world's leader in total mineral output during the 1980's. (The Soviet Union's share in the world's total mineral output in 1973 was estimated at 22 to 23%.) According to estimates by Soviet mining experts, the mineral potential of the Soviet Union will sustain the current 8% annual growth rate in the future.

MANY factors govern the value of dredging-ground, and much capital can be wasted by the mistaken policy of contracting for the purchase of property and the installation of machinery before a thorough, examination has been made. To the uninitiated investor the presence of gold is generally the criterion,, and very superficial evidence is necessary to satisfy him as to this point. He considers the comprehensive report of a competent engineer as a wasteful extravagance and cannot understand why the engineer requires so much time and money to ascertain the information on which to base his conclusions, when the promoter can furnish him such pleasing and satisfactory data with but little expenditure of time and money. The uninitiated investor will often optimistically risk capital for purchase and equipment, and not until the venture comes to grief does he learn that the conditions are wholly unsuited for dredging. In many instances, a short preliminary examination by a competent engineer would have disclosed these facts. The mere presence of gold is by no means sufficient; some of the other factors necessary to be ascertained in determining the value of placer-ground for dredging-purposes are : (1) character and distribution of gold, and how much can economically be recovered; (2) character of bedding underlying the gravel, its contour, and whether its gold can be recovered by ordinary dredging-operations; (3) area and depths of gravel, surface contour, over-burden, water-level, proportion of fine material and boulders, and the presence of any material which might interfere with the dredging-operations and the recovery of the gold; (4) water-supply, power available, labor, transportation, and supplies, and cost of these ; (5) climatic condi-tions; (6) title to property, cost and royalties, and legal obstacles to carrying on dredging-operations. WITHIN a period considerably less than two decades, the engineering view of alloy steels has greatly changed-both as to their composition, and applications. Inasmuch as the elements used in manufacturing alloy steels are substantially the same as those which have been used for the past two or three generations, a statement like the foregoing may reasonably call for some explanation. The first commercial use of alloy steels in this country dates back to the sixties of the last century, when one of the earliest alloy steel patents, covering the use of chromium, was taken out by Bauer. About ten years later, German and French toolmakers began to introduce tungsten into tool steels. Developments along this line were more or less static for 25 years or more, the tool steel, compositions progressing along lines worked out by Mushet and one or two others in Europe. The next step in advance, made by Taylor and White inn the late nineties, consisted of heat-treating the alloy steels to enable much higher cutting speeds, thus introducing what soon became known as "rapid" or "high-speed" steels. All these developments being aimed toward the improvement of cutting tools, the compositions made were essentially of a hard, brittle nature. Following a different line of development started in the seventies, naval ordnance material began to embrace the nickel steels. These were rapidly popularized, became, and still are, with the addition of one or more elements, as chromium, molybdenum, vanadium, standard for heat-treated armor plate. During that period, however, no notable uses were made of alloy steels for engine parts or other high-stress parts where they are now considered indispensable; moreover, the present-day use of metals in the chemical industries was probably not even imagined. After the turn of the century, the necessity for making heavy-duty. machine parts, and especially the develop¬ment of the automobile, caused alloy steels to rapidly supplant plain carbon steels for engineering purposes.

Methods employed to beneficiate ores utilize relatively few fundamental principles to effect size reduction and concentration. In crushing and grinding only impact and compressive forces with a minor amount of shear are employed. In concentration, gravity, magnetic, electrostatic and flotation constitute the major methods of concentration with minor use of sizing, hand picking and adhesion. This industry, as all others, can expect in the near future to see the development of new techniques for improved efficiency, cost reduction, and exploitation of raw materials hitherto considered unmanageable. NATURAL AND INDUCED RADIOACTIVITY At the Canadian Department of Mines in Ottawa in 1946, C. M. Lapointe developed a picker belt system whereby radioactive ores could be concentrated by electromechanical means. This invention ultimately led to development of what is now refer- red to as the Lapointe Picker and which has been used commercially at Port Radium and Port Hope for the upgrading of jig concentrates. Basically, the system consisted of conveying sized uranium ore on a belt under a radioactivity detection device which in turn electronically operated a kicker or plunger that separated the ore from the gangue constituents. Thus, a new principle for mineral concentration, radioactivity, was introduced commercially.

THE phenomenon of air-hardening is well known in connection with special steels. It occurs when the rate of decomposition of austenite to marten- site is so retarded that it takes place on free cooling in air rather than on more rapid cooling in a quenching bath. If an air-hardening steel is quenched sufficiently rapidly it will remain in the soft austenitic state, while if it is cooled very slowly it will again become soft owing to growth of the carbide particles. It depends on a critical adjustment of the decomposition velocity and diffusion rate, and such alloys are rather rare, especially in the non-ferrous field. In carrying out some experiments on some copper- rich copper-cobalt alloys, the author found that these possess very marked air-hardening properties. The alloys are covered by a patent issued to M. G. Corson (1,723,022-1919), which states that an alloy containing between 2 and 5 per cent cobalt is hardened by simple quenching from above 850° C.

EVERETTE LEE DEGOLYER, past President of the Institute and Anthony F. Lucas Medalist, was presented with the John Fritz Medal at a dinner at the Wal-dorf-Astoria Hotel in New York, Jan. 14. Dr. DeGolyer is the third representative of the Institute in recent years to receive the John Fritz Medal which is awarded jointly by the four Founder Engineering Societies through a board composed of sixteen past presidents. In 1938 Paul D. Merica was given the award "for important contributions to the development of alloys for industrial uses" and in 1933 the distinction was given to D. C. Jackling "for notable industrial achievement in initiating mass production of copper from low-grade ores through application of engineering principles."

OUR colleges and universities have met many difficulties during the past year. From a period of small enrollments and depleted faculties, the educational institutions have passed quickly to a period of the largest enrollments in their history with inadequate facilities and staffs. The results of the shortsighted policy of the Selective Service system which drained the technical schools and universities of many of the students who were potential teachers are now being felt. The movement of faculty members into positions in industry during the war years has resulted in many of them forsaking permanently the educational field for the higher salaried positions they now occupy. Competition is keen between the educational institutions, and between the institutions and industry, for technically trained men. Dean Holbrook's statement in last year's annual review that he thought it would take three or four years to restore our engineering departments to their former level in quality of instructors is even more convincing today. Somehow, the institutions must not only reach their former level in quality of instruction but they must also increase the quantity of their staffs to meet the demands of the ex-service men and the high school graduates for engineering education. The enrollments in the mineral industry fields of mining, metallurgical, geological, petroleum, and ceramic engineering, although greatly increased, are not expanding as much as in the more widely known fields of electrical, mechanical, aeronautical, and civil engineering. In fact, many educators are tremendously worried about the segregation of so many young men in a relatively few fields while the needs of others will remain unanswered.

LEAD stocks at the beginning of 1943 were comfortable when compared with those of other base metals such as copper, zinc and tin. This situation was early recognized by W.P.B. and other Governmental agencies and every effort was made to encourage the substitution of lead for these latter metals in all essential uses. Despite this apparently healthy condition, lead was not denied participation in the various measures inaugurated by the Government to relieve metal shortages. Thus in the Mexican trade agreement, effective Jan. 20, the tariff on two important classes of lead importss was halved. Similarly, in the setting up of B quota premiums, a B base was allotted to lead, with all pro¬duction above this figure receiving an additional payment of 2.75c. per lb., or a total payment of 11.75c. per lb. At about the same time it was announced that all quota transactions would be based upon the lead content as shown by the smelter settlement sheets. This basis was 86 percent of the lead content for all ores shipped to custom milling plants and 95 per cent for ores and concentrates shipped to custom smelting plants. The importance of this action can be appreciated when in the Coeur d'Alene it was estimated as equivalent to a 5 per cent increase compared to the previous base.

APOCRYPHAL, no doubt, but widely entertained is the proposition that top-flight mining geologists never agree with each other on anything. Being rugged individualists, they frequently seem intolerant of opinions that conflict with their own. However, one may suspect that controversy is often more apparent than real. For example, at last summer's meeting of the American Mining Congress, Ira B. Joralemon and Reno H. Sales, discussing "Mining Geology, Today and Tomorrow," seemed to be in serious disagreement over various phases of the subject; but much of this arises from the different angles of approach of the two distinguished and successful ore finders.

THE Board of Trustees, made up of three from each of the four societies, conducts the business com- mitted to United Engineering Society by its Founder Societies under its Charter, the Founder's Agreement and the Library Agreement. A draft of a budget of revenue and expenditures for the ensuing calendar year is presented each September to the secretaries of the Founder Societies for the information and comment of their governing bodies. After revision, the budget is adopted, by the incoming Board of Trustees at its meeting in January.

Further details of the 97th meeting of the Institute, at Spokane, have been sent to members in the Special Circular of May 8, 1909, and for convenience a summary of the additional information is given later in this announcement. In spite of the present small number who have joined the party, final arrangements have been made to complete the itinerary given in the circular. It is greatly to be desired, both in behalf of the Institute and in recognition of the special courtesies to be extended on the trip, that the party be made larger. Exceptional facilities to visit the many mines and smelters have been freely provided; and members are requested to make all reasonable effort to attend the meeting at Spokane and participate in the excursions. . For those who cannot take the entire trip, it may be possible to provide special Pullman accommodations after leaving the Yellowstone Park. In order to make the necessary arrangements, however, the names of members and guests contemplating this partial trip should be sent at once to Mr. Theodore Dwight, .39 West 39th St., New York, N. Y. A special train of Pullman cars will leave Chicago September 16. This train will be side-tracked at all places visited, and the sleepers will be available for lodging and the dining-car for meals (luring the entire trip, except while taking the tour through the Yellowstone Park. The general cost of the trip per member will be $300, which includes transportation, berth, and meals for the entire trip from Chicago back to Chicago, almost 6,000 miles, and the tour through Yellowstone Park, occupying in all about 30 days. Special accommodations on the train will be furnished at the following rates

REGISTRATION and licensing of engineers is now being given consideration by a special committee of the Institute, authorized at the March meeting of the Board of Directors. The subject is one that has recently been or is now actively before engineering organizations in many of the States of the Union. In Washington, D. C., the Washington Society of Engineers and the local sections of ten national engineering societies, including the A.I.M.E., recently had a joint committee investigate the subject: this committee formulating a proposed law that has been presented to Washington engineers for their consideration. At the same time, the committee has summarized the reasons for and against registration of engineers in Washington, D. C. As many of these reasons are of more than local application, they are here reprinted so that all members of the A.I.M.E. may be informed on the subject. It is expected that some report of the Institute's Committee on Registration, State Councils and Professional Development will he made at some forthcoming meeting of the Board of Directors.

I AM-glad to have the opportunity at this time to say that I consider it a very great honor to be elected President of the American Institute of Mining and Metallurgical Engineers. It fulfills the proudest hopes of my ambition. There is, ,however, one drawback to my personal gratification-a feeling of unworthiness to have my name placed on the list with former Presidents of the Institute, with the brilliant Raymond who guided our society for so many years, with the versatile and lovable James Douglas, my first employer and my friend, a most generous benefactor of our Institute, with the skilful Holley, who gave to the manufacture of steel in this country, its first great impulse, to mention only three of the accomplished men who have preceded me. I assume that the honor of my being elected President of the Institute is not merely a personal one but that it should be considered a tribute to the wonderful progress in the art of mining, both underground and in open pits, and in the beneficiation of native copper and iron ores, which have been shown in the Lake Superior District and also a recognition of our members there and elsewhere who are living at the mines and directing the operations, upon the success of which the whole mineral industry depends.
