The Project Independence Evaluation System (PIES) is a complex evaluation, forecasting, and analysis system which represents the U.S. energy production, conversion, transportation and consumption activities. The system includes various models: An econometrically estimated energy demand model, used to evaluate the final demand functions for energy commodities ; A collection of supply models, used to evaluate the cost curves or supply curves for domestic crude oil, natural gas, coal ; An integrating model used to describe energy conversion and transportation activities and to calculate prices which equate energy supply and demand in each market. PIES has been used to generate conditional forecasts of the 1980, 1985, and 1990 states of the energy system--forecasts conditional upon the world oil prices, the energy policy environment, and other uncertainties. Scenarios have been structured to separately examine conservation initiatives, domestic energy supply enhancements, an extensive electrification strategy, and oil and natural gas well -head price regulation. This paper presents the basic model, discusses its use for examining policy options, and describes several forecast results. The paper draws heavily upon work completed for the 1976 National Energy Outlook, published by the Federal Energy Administration.

The Climax mine has a history of dealing with ground control problems caused by major stress concentrations in the orebody. These stress concentrations, called weight, can arise in a variety of ways. The general effects of depth, rock type, and mining method give rise to weight problems, but local geologic features and daily cave line management can have even greater effects. Over the years a number of techniques have been developed for identifying weight problems in advance and for cow with them. These techniques all help us to amid interrupting the pace of cave advance and minimize the loss of production.

There were two official representatives of Foreign Governments as guests at the Chicago Meeting. One was Frederick Goransson, managing director of the Saudvikens Steel Works, who represented the Jernkonteret, the Iron and Steel In-stitute of Sweden, and who came to this country especially for our meeting. The other distinguished guest was Commander Toublet, who repre-sented the French Embassy. Commander Toublet delivered a most polished address at the Banquet, dealing with the felicitous relations existing between this country and France for the last 150 years. Com-mander Toublet was accompanied by Mrs. Toublet, who won the hearts of all the ladies present, whose guest she was.

The results of this investigation show that in the system SnTe-PbTe l) the solid solutions have small exothermic heats of formation relative to the binary compounds, 2) solid-solution hardening is almost absent, 3) the tin and lead atoms are .randomly distributed on the sublattice occupied by them and do not undergo an ordering transition during a thermal treatment designed to promote such a transition, and 4) the lattice parameter changes linearly with composition. These findings suggest that the solid solutions of tin telluride and lead telluride approach ideal behavior. THE binary compounds SnTe and PbTe form a continuous series of solid solutions.' Information on several physical properties of these solid-solution alloys has been published.1"3 In the work reported here, the heats of formation, microhardness, and lattice parameters of these alloys have been measured and the possibility of an order-disorder transition has been investigated. Order-disorder transitions occur in some solid solutions of binary compounds. In the system Bi2Te3-BizSes, for example, the electropositive bismuth atoms and the electronegative tellurium and selenium atoms always occupy separate layers. In the disordered alloy Bi2Te2Se, the tellurium and selenium atoms are randomly distributed on the layers occupied by them, while in the ordered alloy they occupy distinct layers.4 The NaC1-type (Bl) structure of SnTe-PbTe alloys consists of two sublattices, one of which is occupied by the electropositive tin and lead atoms and the other by the electronegative tellurium atoms; any ordering would be expected to occur in the sublattice occupied by the tin and lead atoms. PREPARATION OF SPECIMENS Polycrystalline specimens of PbTe and Sn1-xPbxTe (x = 0.25, 0.50, and 0.75) were prepared by melting stoichiometric amounts of lead (99.999 pct), tin (99.98 pct), and tellurium (99.999 pct) in evacuated and sealed Vycor tubes. Because of the deviation of tin telluride from the stoichiometric composition5 this compound was prepared by melting 49.8 at. pct Sn and 50.2 pct Te. The tubes containing the melts were quenched into water; the solidified ingots were removed from the tubes and annealed for 2 weeks in vacuum (PbTe approximately 100°C below its melting point, the three alloys 100°C below their solidus tem-

A graphical technique by which the operating points for a two-fan ventilation system can be represented as the intersection of the modified fan curves is described. In constructing the diagram, the air quantities associated with the fans are considered to be independent variables and used as the axes of a rectangular coordinate system. The diagram may include, in addition to the modified fan curves, contour lines for resistances, pressures, and air powers. Procedures for drawing the diagram are discussed and illustrated with an example of the ventilation system.

Forty-six alloys covering the complete concentration range of the Nb-Rh system were examined by metallographic and X-ray methods; solubility limits of terminal ad intermediate phases and transformation and solidus temperatures were determined. There are nine intermediate phases; two eutectic, five peritectic, two eutectoid, and three peritectnid reactions were encountered. The experimental methods and the constitution diagram are described in Part I. Part 11 deals with the crys -tallography and relation of the intermediate phases. The Nb-Rh system was selected for study for three reasons: first, it was hoped that the anticipated similarity of the Nb-Rh phase diagram to the Ta-Rh1 and Ta-Ir2 diagrams treated earlier (see also Ref. 3) and to the Nb-1r4 diagram treated simultaneously would allow a crystallographic and comparative evaluation of the intermediate phases in these related systems; second, it was likely that the previous experimental methods could be carried over without significant change; and third, it was expected that the interesting mechanical properties of the a1 phase of the Ta-Rh and Ta-Ir systems would also be encountered in similar phases of the new systems, and that these phases could be investigated more closely. The phase diagram had not been treated fully in the literature; only brief surveys of some intermediate phases were found.5-7 It was attempted to cover the details of the phase boundaries, Part I, as well as to present the crystallography of the intermediate phases, Part 11. EXPERIMENTAL METHODS Specimen Preparation and Treatment. The following high-purity starting materials were used. 1) Niobium powder, 99.8 pct pure, mesh size -60 +200, from Wah Chang Corp., Albany, Ore. The analysis furnished by the supplier showed the following major impurities: Ta, <500 ppm; Zr, <500 ppm; 0, 300 ppm; Fe, 280 ppm; Ti, <I50 ppm; W, Si, <100 ppm; C, N, 30 ppm; all other impurities, <30 ppm. 2) Rhodium powder, ground sponge, 99.9+ pct pure, mesh size -80, from J. During recent years, oil producers have observed with interest the practical success which has attended the application of water as a medium for displacement of oil from its reservoir sands in the Bradford field of northern Pennsylvania and southern New York. Here, according to various authorities, additional recoveries of frorn 2,000 to 12,000 bhl. of oil per acre have heen secured by this method, after ordinary flowing and pumping. rnethods of production had practically reached the lower limit of economic operation. Notwithstanding the success which has attended the practical use of the flooding process in the Bradford field, oil producers in other regions are skeptical of its value when applied under physical conditions differing markedly from those which characterizc the Bradford field. Its usc would probably he construed as illegal in most of the oil-producing states. This general relnctance on the part of oil producers in other regions to accept the flooding process is due in large part to lack of infor-n~ation regarding the factors that influence its operation and efficiency. With the purpose of clarifying to some extent the issues involved, and of determining when the flooding proccess may or may not beeffee-tivcly ernployed, the writers have conducted a serics of laboratory exper-imentments under carefully controlled conditions, designed to indicate, the influence of various physical, chemical arid lithologic factors. These experments have not been conducted under conditions identical with those which exist at depths far below the earth&apos;s surface, so that direct quantitative comparisons with field results are not justified, hut it is believed that the experimental results at least warrant qualitative inter-pretations that may he applied to field conditions. The methods employed in the conduct of these experiments are briefly explained, and the results, together with the conclusions based thereon, arc presented. With the greatly expanding use of magnesium during the war, it appeared necessary to the War Metallurgy Committee that procedures of heat treating common magnesium casting alloys be investigated systematically. Accordingly, the National Defense Research Committee of the Office of Scientific Research and Development placed a research contract with the University of California, supervised by the War Metallurgy Committee. Research on the solution heat treatment and aging of magnesium alloy AZg2, (formerly ASTM No. 17; also known as Dowmetal C or AM26o) which was done under "Restricted" Project NRC-2I, in 1942-1943, and reported in detail in a final report to the OSRD on September 3, 1943, is the basis of this paper, which has been released for publication by the OSRD. American experience with magnesium alloys prior to World War II was limited, although some of these alloys had been in commercial use since 1909. Requirements of the aircraft industry for light alloys made it imperative to understand and utilize the advantageous strength-weight properties of magnesium castings. Magnesium casting alloys are commonly solution heat- treated to increase their ultimate tensile strength and ductility; this treatment may be followed by an age hardening at elevated temperatures, which raises the tensile yield strength but diminishes the ductility. In the present investigation, AZp was studied to determine the effects on properties of various solution heat treatment and aging schedules. The principles of heat treatment of magnesium alloys are the same as for other non-ferrous alloys. The alloy studied, AZp, has a nominal composition of 9 pct aluminum, 2 pct zinc, and minor constituents. Fig I shows, by the projection of isothermal sections on the concentration plane, the solubility surface1 of the ternary magnesium-rich solid solutions as determined by X ray &apos;analysis. From this figure it may be seen that above approximately 375°C (707OF), AZp alloy is a single phase alloy at equilibrium; below this temperature the equilibrium condition is a two phase alloy. The beta constituent which precipitates from the solid solution exerts a hardening effect. Because the zinc concentration is only 2 pct, ancl because of its solubility relations, AZqz resembles a binary alloy of magnesium with aluminum. The solubility curve1 of Fig 2 shows how rapidly the solubility of the beta phase decreases with decreasing temperatures. Unlike many aluminum alloys, magnesium alloys do not age harden at room temperatures; precipitation hardening of AZ² alloy is performed at about 177°C (350°F). POSTSCRIPT.*-Since the publication of my paper upon the blackening of the surface of rocks in desert regions, I have noted that similar views of the origin of superficial discoloration in the case of certain rocks from the Salt Lake basin of Utah have been expressed by Prof. George P. Merrill. In the pamphlet, he described the brown-coated weathered boulders from Tooele county, reaching the conclusion that the discoloration was due to the solution of the manganese and iron compounds &apos;in the interior of the boulder, while they were in the water, and the gradual bringing of this material to the surface through capillarity and its oxidation when exposed.

The influence of deoxidation practice, prior thermal history, and aging time and temperature on the strain-aging behavior of low-carbon open-hearth steels was investigated. The criterion of aging employed was the increase in yield strength in the tensile test, after straining and aging. Composition, prior heat treatment, and aging conditions were all found to be important in governing the strain-aging characteristics of these steels. THAT deoxidation changes the strain-aging propensities of low-carbon steels has been known for a long time, but there has been little agreement, and even contradiction, between results obtained by different investigators and between results obtained in the laboratory and in the mill. This investigation was begun in the hope that some of the uncertainties connected with the strain aging of commercial steels could be eliminated. In considering this problem, it was necessary to define strain aging and to examine the methods used to measure this property. Strain aging can be defined as the changes in properties of a metal or alloy with time, after cold working. The rate at which these changes occur increases as the temperature is raised above atmospheric. The requisite plastic strain is the principal distinction between strain aging and quench aging, the latter being due to precipitation from supersaturated solid solution. Strain aging is also characterized by rapid attainment of maximum hardness at high aging temperatures and lack of softening (overaging) at low aging temperatures. Several possible criteria of strain aging have been listed by Sachsl and by Davenport and Bain.&apos; Because changes in mechanical properties are the most easily measured and the most commonly used, consideration of methods to be used in this investigation was confined to three tests: tensile, notch-impact, and hardness. Hardness tests are the most economical and easiest to perform, but produce only one measure of strain aging. Also, as pointed out by Felmly, Hartbower, and Pellini,³ hardness changes due to aging are not pronounced for steels containing more than 0.15 pct C. Notch-impact tests require careful preparation of large numbers of specimens. Above and below the transition temperature the test lacks sensitivity; furthermore, it is extremely difficult to impart a uniform strain to the specimens, followed quickly by aging and final testing; machining must generally take place after straining. For these reasons, the tensile test was selected for use. Although this test requires a considerable expenditure of time, labor, and money in preparation of the specimens and performance of the test, more information can be gained than from any other single mechanical test, information which includes upper and lower yield points, yield-point elongation, tensile strength, strain-hardening exponent, reduction of area, and elongation. Low and Gensamer&apos; and Schwartzbart and Low5 lso used the tensile test, taking the increase in flow stress after straining in tension and aging as a measure of strain aging. Jennings, in opening the organization meeting on the morning of Feb. 20, 1917. The address follows: "Ladies: Friends from far and near, on behalf of the Women&apos;s Entertainment Committee of the A. I. M. E., I extend to you a hearty welcome. "Most especially are we glad to see our friends from the Pacific Coast and the middle West, .whose royal hospitality to the members of the A. I. M. Nanafalia aged bauxitic kaolins which straddle the Chattahoochee River in a NE-SW trending line anchored by Eufaula, Ala., and Andersonville, Ga., apparently derive from the same Piedmont source. A genetic interpretation is offered which describes the Nanafalia as a shoreline deposit in which the blanket elastics of the Andersonville area represent an ancient freshwater swamp and the lenticular Eufaula bauxites represent meander fills in an ancient tidal flat or barrier island. Mining operations in both areas are described and economic forecasts are presented.

[Secretary&apos;s Note.—At the Spokane meeting of the Institute, in discussion of President Brunton&apos;s address on "Modern Progress in Mining and Metallurgy in the Western United States," and at the request of members present, Mr. Ayres gave an oral account of his new separator, which is here published as an independent paper, partly because of its inherent importance and partly because it describes an improvement which did not originate in the Western United States, and therefore does not fall, strictly speaking, under the title of President Urunton&apos;s address.—R. W. R.] A brief history of the growth of the anthracite-coal preparation will give a better view-point from which to judge the present problem of separating slate from coal. At the beginning of the commercial value of anthracite, 70 years ago, only the pure portions, or " splits," of the veins were mined and shipped to market, and without any preparation or screening other than the selection, while loading, of the glassy lumps, and the rejection of the fine material and the slate that had strayed accidentally into the coal. The next step was the crushing or breaking of the coal (hence the name "breaker" as applied to the preparation-building), and the sizing of it by means of bars or revolving screens. This stage of its development marked the advent of the " breaker-boy " as a slate-picker, with his ever-increasing capriciousness. As the richer veins or a splits " became exhausted and the market demanded a still greater output, the less-pure " splits " and the thinner veins were utilized to produce the coal. Carrying as they do a far greater percentage of impurities, particularly when removing the pillars, it became necessary to build new and better equipped preparation-plants. Finally, we are now at the highest stage of complicatioii yet known to the art of coal-preparation.
