The current outlook for financing new copper production is not very encouraging. At a time when companies are slogging through a protracted period of low prices as well as having to accept lower profits due to more stringent tax and royalty schedules, banks are beginning to require companies to take a greater equity interest in new projects. Mineral resource financing, including copper, seems to have lost much of its appeal to the lending institutions, and loans of any kind to many of the developing countries -from which over half of new copper capacity could be expected to come-are being examined much more critically than they were in the late 1960's and early 1970's.

ONE'S JOB is the watershed down which the rest of one's life tends to flow write the Lynds in the first pages of their classic social study, "Middletown in Transition." Certainly engineers will confirm this statement after a check among those in their own profession with whose lives they are at all familiar. I have no hesitancy in acknowledging the truth of their observation for the men and women who are engaged in the profession of the law. It has been often remarked that American public life is overrun with members of the law profession. The highest public office in the land, that of President. has been occupied by lawyers almost to the exclusion of citizens of any of the other professions. Twenty-two Presidents of the United States out of the total of 31, were members of the bar. For the most part, members of Congress, the governors of the states, the state legislators and the mayors and other local leaders, men who occupy important positions of responsibility and public trust, have had legal training. Now this fact is no mere accident. Those who were fitted for the "job" of the practice of the law are favorably placed with respect to their participation in public life. Thus public service and public office is the watershed down which the "lawyer's" life tends to flow.

INTRODUCTION NOBODY will dispute the fact that the conservation in every legitimate manner of our valuable high-grade phosphate-rock deposits is a present-day problem of importance. The table and curve, given herewith, show. that during the past 10 years the exportation of high-grade rock has averaged very close to half the total output of the entire country. The bulk of this exportation is from Florida, for obvious reasons. It is plain that the deposits in this State, more particularly, are being wastefully depleted under a system of selecting the cream of the product for exportation to Europe, leaving the comparatively low-grade rock, running from 65 to 70 per cent., and under, in bone phosphate of lime, for our own n fertilizer manufacturers to work up when all the best rock is gone. In this paper the writer has endeavored to make a point of describing in some detail the important methods of production and conservation in Tennessee. These ought to prove of educational value to our American agriculturists and fertilizer manufacturers, and should result in a demand for the highest-grade rock, both for direct application to the soil and for use in making acid phosphate. I. INTRODUCTORY. INDUSTRIALLY, the most important service that geological science can now render to mining in the Upper Mississippi leadand zinc-fields is to devise some practical scheme whereby the productive ore-belts may be located with greater certainty than they have been in the past. Up to the present time there has been little service of this kind, and in spite of all that has been worked out concerning the geologic features of the region, and notwithstanding all that has been written about these ore-deposits, this particular phase of the subject has been, for some reason or other, the very one that has received the least consideration. The neglect by geologists in this respect has been all but complete. The following notes are suggestive of some practical solutions to the problems presented. As here suggested, the geologic relationships of the ore-bodies were surmised some years ago, though somewhat vaguely perhaps. No opportunity for securing critical data appeared until recent investigations of a private character were undertaken, which bad in view the extensive prospecting of undeveloped areas. Fresh from rather wide experiences of a decade in the principal mining-regions of four continents, and after a lenstrum's residence among the chief mining-camps of the West and of Mexico, under conditions which measured geologic hypotheses in meters and rigidly tested their values in, terms of dollars, the recent return to the Joplin field and a new survey of its ore-conditions were fraught with somewhat unexpected results. Aspects of the ore-deposition were presented of which previously there was no hint. Ten years' absence from the district had tended greatly to clarify former hazy impressions. It enabled many features, then only dimly outlined, to be considered more nearly in their true perspective and in their real relationships to their surroundings. The mineralogy and geochemistry of Pennsylvanian shales and underclays were studied to determine their suitability for lightweight aggregate and refractory ladle brick. Eighty percent of the variation in bloating of shales and clays was explained by the variation of Si02, A1203, and fluxes (Fe203, MgO, CaO, Na20, and K20); 60% by variation in quartz, kaolinite, illite, and chlorite. The best bloating was exhibited by marine shales, whereas freshwater shales and underclays experienced little or no expansion. Regional paleogeographic maps o f Pottsville and Allegheny shales permit bloating to be geographically predicted. It was found that clays meeting the specifications for refractory ladle bricks were obtained from underclays having over 34.5% mica, over 40% kaolinite and less than 15% quartz. Underclays of this composition are confined to the lower Allegheney outcropping along the near-margins of the coal basin. The best clay is that underlying the Lower Kittanning coal. Porosity of the first fired brick was found to be inversely correlated with reheat expansion.

THE observations here presented are those, not of an expert accountant, but of one who, while he has seen considerable service in the accounting departments of large companies, has spent more time in engineering and operating. This paper is intended to cover, in a measure, mine accounting for small mines, as distinguished from the elaborate systems, requiring many persons ;n the accounting department. I shall attempt to outline a system embracing the essentials of accounting, and simple enough in form to permit one or two persons to carry it on from month to month, in sufficient detail to be able to tell quickly the grade of ore, the prices received for metals, costs per ton for mining and milling, costs per foot for development, upward or downward tendencies in costs, ore settled or in transit, cash on hand, stocks of supplies on hand, efficiency of' labor, etc. As in all accounting, there are two main divisions: that of revenue received for what is sold, and that of disbursements made for what is bought, so in mine accounting we have to consider chiefly the income derived from sales of ore or concentrates, and the expenses incurred in producing the said ore or concentrates in a marketable condition.

The shaft-plant here described was put in operation in September, 1895, and the No. 6 slope-motor was started in May, 1896. The plant comprises : One Norwalk three-stage compressor l21/2, 91/2 and 5 in. diameters of air- and 20 in. diameter of steam-cylinder, all 24 in. stroke; capacity at 100 revolutions, 296 cu. ft. of free air per minute, compressed to 600 Ibs. per sq. in. A main pipe, 5 in. diameter, 4380 ft. long, with five charging-stations in No. 6 Shaft, and a branch of 3 in. pipe, 3100 ft. long, with three charging stations, in No. 6 Slope. These pipes on each line charge a Porter compressed-air motor, with 7 by 14 in. cylinders, and four 24 in. drivers, weighing about eight tons, with a tank-capacity of 130 cu. ft. of air at 550 lbs. pressure in the main tank, reduced to 160 lbs. in the 8-in. auxiliary tank of 4.2 cu. ft. capacity, supplying the cylinders. The No. 6 shaft run averages 4000 ft. each way on grades of $ to 23/4 per cent., and averaging close to one per cent. in favor of the loaded cars. The No. 6 slope run averages 2100 ft. with nearly the same grades. The mine-cars weigh 2800 Ibs. empty, and about 9800 lbs. loaded, and are hauled in trips of 12 to 20, averaging about 15 cars. THE PROBLEMS AND POSSIBLE SOLUTIONS Toward the end of the 19th century, American industry began a drastic reorganization. The many, small, often-regional firms were supplanted by large national corporations-often produced by mergers among the existing firms. Giant companies appeared throughout American industry and many of them were engaged in the mineral industries.a The largest combines, by far, to emerge during the period were United States Steel and Standard Oil. Long before the restructuring had run its course, widespread concern arose over the process of concentration. Efforts were made to control, if not stop, the transformation. The concern produced the Sherman Antitrust Act of 1890 and the first of many federal regulatory agencies-the Interstate Commerce Commission (see Refs. 24, 31, 42). The basic objectives of these policies remain unclear to this day. The crucial issue is whether the goal is primarily to insure development of a more competitive economy or to preserve a social structure leaving more scope for small businesses. Complications arise from difficulties in agreeing upon the meaning of these terms. Studies of the early years of the antitrust movement suggest that it involved no particular concern over the mineral industries. Objections were directed at big companies in general. To be sure, the conservation movement arose in roughly the same period and did stress the evils of monopoly control of minerals. However, direct, continuing influence of conservation policy on antitrust is not apparent. Many of the most important antitrust cases, nevertheless, involved minerals. This, of course, may be sheer coincidence; the choice of cases has never followed any obvious pattern. Certainly, no simple hypothesis can explain the interest consistently. Once it may have been true that mineral industries were more likely than other sectors to be dominated by a few large companies. Yet, often sharp reversals of such tendencies -e.g., in oil and aluminum-have not removed antitrust interest. INTRODUCTION Forecasting commodity markets is like predicting winners in a horse race: to get the answers right, one needs both luck and judgement. Commodity analysts bear some resemblance to racing tipsters as they try to convince interested parties that they have an inside track on which metal is going to win the great minerals race of the 1990s. Commodity analysts share some features with the gentlemen of the turf: • They influence other people in how to spend risk capital, • They don't put their own money at risk, and • If their tips consistently fail to deliver, then they end up looking elsewhere for employment. In order to find winners we need to know about the kind of race we are in and the strengths and weaknesses of all the runners. Miners are not interested in a five furlong sprint: their race is a long distance affair -- after all, the lead-times between discovery and start-up generally approach a decade for mines that will provide the staying power which leaders require in this industry. We need to look at the environment in which our commodities will be competing: in racing parlance, the going. Our equivalent is the economic background: just as some horses are at a relative advantage when the going is soft, so some commodities will do better than others if economic growth is sluggish. If we are going to pick the winners for the late 1990s, and as an industry, make the right investment decisions, nothing is more important than being able to forecast (with at least a semblance of accuracy) how and where the world's economy is going to develop in the next decade. In addressing the question of whether minerals are going to be leaders in the 1990s, this paper considers the idea that it will increasingly be the world outside the industrialised OECD that will provide the incremental growth in demand for mineral products. Economic growth in the Developing World is fundamentally different from that in the OECD, and the pattern of demand for materials in relation to economic output is much more favourable than in the OECD. If we are to forecast the future, we need to be able to understand the past, both in the boom times of the so called Golden Sixties and in the lean years that followed them. This should help us to decide whether the future is going to be like one or other of these extremes or, on the other hand, a return to normality. Having forecast the going, we can look at individual competitors. • Which are best placed to take advantage of the economic, social and industrial trends that we can now dimly foresee? • Which can resist the continued onslaught of the new materials and technologies? • Which of them will best weather the economic storms (assuming that recessions have not yet been abolished)? If we can provide answers to these questions, we will be well on our way to picking winners, i.e., the metals and minerals that will reward their owners with growing demand, steady (and high) prices leading to profits beyond the dreams of avarice.

The beneficiation process at Northampton is described and reasons are given for installing a flotation plant. The economics of running the plant, the difficulties of operation, and subsequent remedial action are discussed. CEMENT rock from a quarry operated by the Northampton plant1, 2 of the Universal Atlas Cement Co. has a relatively low average CaCO³ content. To meet specifications required for cement manufacture it was formerly necessary, over succeeding years, to add increasingly larger amounts of high-lime, low-alumina rock, which was obtained from a quarry operated by the company at a point along the New Jersey-New York state border, 79 miles from Northampton. Previous to 1940, 8 pct of total kiln feed consisted of high-lime rock. From 1940 to 1943, this figure jumped to 13 pct. Today it would be necessary to use 18 pct of this high-lime to meet current specifications. Increasing transportation costs made this an expensive operation. In addition, this high-lime rock quarry was contaminated with granite and high magnesia pockets. As there was no available high-lime rock in the Lehigh Valley, it was decided in 1936 to install a pilot plant where experimental work was done on processing local cement rock with flotation and burning the resulting product in a small kiln. This plant was in operation for six months and at the end of that period a suitable method of flotation had been established. From these studies it was also found that if the proportion of shipped-in rock rose slightly above 10 pct it became economically advisable to use the flotation process. It is the object of this paper to present briefly the operation of the flotation system at the Northampton plant. It seems advisable to comment on the raw material used in this process. The Northampton quarry lies geologically in what is known as the Jacksonburg formation of Trenton limestone.' In Pennsylvania this extends in a southwesterly direction from Portland, through Nazareth, Bath, and Northampton and across the Lehigh River to Ormrod. This argillaceous limestone was formed from marine deposits laid down during the early Ordivician period when a shallow sea covered most of Pennsylvania. Carbonaceous matter in the original deposit formed graphitic carbon under later metamorphic forces. From this graphite the cement rock of the Lehigh Valley derives its dark color. Most of the graphite must be removed before lime flotation can proceed. The quartz in this rock is desirable from the chemist's point of view, as it furnishes him with a form of silica necessary in the calcining process, but its abrasive properties damage pumps and piping. Aluminum silicates of potassium, sodium, iron, and magnesium are found in the form of sericite. Cal-cite averages from 69 to 76 pct. Iron in the form of iron pyrites is also present and has no deleterious effect. Talc is present in minute quantities. The

During many years of service in the iron and steel industry I have frequently found, as have also many other engineers, that the common devices used for feeding coal into gas-producers are not what they ought to be in order to secure the best economy. The hopper-and-cone so generally used is familiar to all, and a brief study of its action will surely satisfy everybody that this device has several serious faults. In the first place, the charging is intermittent, and depends entirely upon an attendant. When the hopper is frequently emptied, it may work fairly well, but even then it suddeinly discharges into the hot producers a large body of coal, which is often violently converted into gas that rushes into the furnace, and, as the damper for the combustion-air cannot be regulated every time the producer is charged, there will be an excess of gas, which goes up the chimney unburned. Emphasis on publications related to coal mining subsidence and damages is appropriate at present in view of the energy crisis and increased coal production and public alertness. I have worked in Harrisburg with the state government Public Utilities Commission on energy-fuel matters and issues (Parate, 1978-80). I have participated in the communication on subsidence/ damage reviews and status with the Bureau of Mines Liasion Office (Kebblish, 1978-79). I have done research (Parate, 1965) and published papers (Parate, 1972; Parate, 1967) in Britain on coal mining subsidence and damages around Sheffield-Nottinghamshire coal fields. I have a few comments on the recent paper titled, "Pennsylvania Subsidence Control Guidelines," by C.J. Bise. 1) What is the basis of the empirical formula or guideline, LD _ (0.27 x D) ± 4.6, defining the support area? 2) The particular structure may not be damaged due to vertical uniform displacement caused by mining beneath unless the displacement is differential (King, 1964). 3) The author mentions the limited subsidence research in the US, and quite rightly so. But he fails to quote any work reference by continental investigators except the British or review work by the US. What are the reasons? 4) The author has not mentioned the importance and role of angle of draw for Pennsylvania, Kentucky, or Illinois coal fields. Is there any current research investigation on the relationship between subsidence research investigation, damage, and transference of strains to structures? There have been a number of newspaper reports on subsidence damage in Wilkesbarre and other areas in Pennsylvania. Is the author aware of such instances and traditional attitudes to such issues? Many times government agencies--due to lack of funds, technical expertise, and public policies--are unable or do not find it interesting to keep updates on these issues, as per the author's knowledge and experience with state governments. 5) What is the net effect and role of the D.E.R. Insurance Office on the monitoring, reducing, or controlling subsidence damage, particularly in Pennsylvania?

ALTHOUGH the main constituents of Portland cement are the oxides of calcium, silicon, aluminum, and iron, characteristics of the cement are seriously affected by such contaminants in the raw materials as magnesium, phosphorus, sodium, potassium, sulfur, and others of lesser importance. Sources of cement raw materials comprise a long list of minerals occurring in nature in various degrees of purity. The calcareous raw materials are generally limestone of purity varying from calcite to cement rock (a low-grade limestone of natural, almost correct chemical composition), chalk, marl, seashells, coral, and coral sand. The argillaceous raw materials supplying silicon, aluminum, and iron are mainly various forms of clay and shale, to which may be added silicious sand, iron ore, bauxite, or kaolin for minor adjustment of the chemical composition. The quality of Portland cement in this country, as in most parts of the world, is controlled by rigid specifications limiting both its chemical and physical characteristics, and cement manufacturers must comply with these specifications to market their products. Brandon Raw Materials: An unusual deposit of marl, limestone, and clay occurs 12 miles east of Jackson, Miss., near the village of Brandon. The deposit is of sedimentary origin and of relatively young geological age. Layers of marl vary from putty-like consistency to such hardness that it can be cut with a knife. Interspersed between the layers of marl are bands of limestone varying from very soft to hard. the compressive strength of the hardest layers exceeding 15,000 lb per sq in. The layers of marl range in thickness from a few inches to about 25 ft. The limestone bands seldom exceed 2 to 3 ft but often occur in thinner veins in the quarry face. Above the top layer of the deposit, which may be marl or limestone, a layer of clay ranges in thickness from a few inches to more than 20 ft. Part of this clay is harvested with the raw material to supply part of the argillaceous components, but most of it is stripped as overburden and wasted. A highly silicious clay of extreme fineness, harvested from the bottom of the quarry below the marl and limestone bands, is to correct the silica content. Fig. 1 shows typical examples of the interrelation of the various materials, based on drill logs obtained during exploration of the deposit. The marls vary in moisture content in the bank from 15 to 30 pct and contain up to 70 pct -200 mesh particles and up to 40 pct —10 p particles. A large percentage of the fine fraction is within the colloidal range, making the marl extremely sticky. The limestone beds range in hardness from that of the hardest marl to a medium hard limestone and in moisture content from 2 pct to approximately 14 pct. The line of demarcation is often difficult to draw and the moisture content is possibly the best means of classification. The ratio of soft to hard material is not constant throughout the deposit, but the average is approximately 70 pct soft to 30 pct hard material. Through the years this deposit had been repeatedly explored by cement companies and rejected as unsuitable for cement manufacture, mainly because of physical characteristics. In 1950, after careful exploration of the deposit and comprehensive laboratory and pilot plant tests of the raw materials, officials of Marquette Cement Mfg. Co. of Chicago were convinced that a practical and economical method of processing the raw materials had been devised and authorized construction of a new plant that began production in December 1951. Marl and limestone, common raw materials for Portland cement, usually occur in such a manner that they can be worked separately. Their harvesting and processing normally have presented no difficult problems, as standard equipment and methods are available for handling either sticky or hard materials. No other cement plant utilizes a deposit of the nature of that at Brandon, however, and for this reason no prior art was available for design. UNDERGRADUATES in mining engineering may be prepared for work by giving them sound instruction in the courses generally considered essential to the profession. The industry is not deeply concerned about the details of those courses. The average man in the coal industry does not wish to insist upon a rigid program. Therefore, he differs little from those in the teaching profession who evidently are not unanimous in their opinions, or all college catalogs would be alike. For the good of the profession, it is just as well that there should be differences in regard to details. It appears that students graduating in mining engineering from the accredited institutions receive similar instruction. It is taken for granted that the graduate will have a good understanding of English, mathematics, mechanics, electricity, chemistry, physics, geology, and surveying, in addition to his major courses in mining. Somewhat belatedly, industry hopes he will have had at least an introduction to the subject of labor relations, the importance of which is only too clear at present. The coal industry expects, of course, that students in mining engineering will be taught the strictly mining subjects by men who have had practical experience in the mines and who keep themselves well informed in regard to current methods. While the undergraduate is subject to the control of members of the teaching profession, industry expects him to be trained in certain ways that are not a part of his textbooks, but can be made an inseparable part of his development by the skillful supervision of his teachers. Of the desired characteristics, dependability is of the utmost importance. Probably most employers would overlook certain short-comings if the young graduate demonstrated that he was thoroughly dependable. If he always appeared at the right place at the right time with the proper equipment, he would soon be well established as a welcome member of his organization. The graduate who gets a reputation for being undependable will have little opportunity for advancement. Closely allied to dependability is loyalty. Athletic teams and social groups in college tend to develop loyalty which may well be carried over into industry. This does not mean that the graduate has to be satisfied with customary practices. The average manager is glad to see the graduate make constructive criticism as long as he demonstrates his loyalty at the same time. It is important that his loyalty keeps him alert arid ready to take helpful action for the benefit of his organization, and especially to stand with it during times of stress. With or without an introduction to labor relations in college, the graduate is expected to develop ability in this most important field. Beginning with himself, he will find it essential to deal agreeably with his immediate associates. Getting along in friendly fashion with his own small group will be a great help as his responsibilities increase and he is required to deal with larger numbers of persons. On a higher scale, his interest in his community may grow at the same time by voluntary work in any one of a great number of useful activities. Industry expects the graduate engineer to be a mature man at the time he gets his first job. Supposing that he has better than average intelligence, industry expects him to continue to grow intellectually and to fit himself for responsible jobs when they are offered to him. For this reason, employers are apt to look over his college record to see what he did that would indicate his fitness for leadership. There is interest in knowing what he did beyond the requirements. As evidence of his mental growth, it is expected that the graduate will do independent thinking; that he will not take too much for granted. When he reads a report, he should develop the ability to see whether the subject is new or whether it is just a description of an old method that has been superseded by something better. For the same reason, the graduate should be able to accept conditions that have been arrived at by sound experience rather than cling to something else that seems better in theory. In this connection, it may be remarked that the ability to operate successfully a personal budget will be noteworthy, as it may be assumed that a man who knows how to conduct his own affairs will be prepared to assume the larger responsibilities of industry. Membership in AIME will indicate to the employer that the graduate is interested in the mining industry as a whole. Therefore, it is good evidence of something more than a local outlook. Quite apart from college training and mental ability, the newly employed graduate will be expected to be willing to do hard manual labor for a time. This will give him an understanding of the actual conditions of work done by those he supervises later. He will gain their confidence and be able to see that the work is carried on in a safe and efficient manner. Part of this experience may be acquired in his summer vacations during his undergraduate career. Such work would make a favorable impression on a prospective employer, especially if the graduate showed a willingness to continue it until he was prepared for something better. To summarize, the man in authority in the coal industry will not quarrel with the professor of mining engineering over details of curriculum. He will be pleased if the school sends him graduates who possess a good foundation in the courses studied, and who may be depended upon to do their work faithfully and intelligently. Such men will be ready when the time comes to assume their places as leaders of an essential industry.

UNDERGRADUATES in mining engineering may be prepared for work by giving them sound instruction in the courses generally considered essential to the profession. The industry is not deeply concerned about the details of those courses. The average man in the coal industry does not wish to insist upon a rigid program. Therefore, he differs little from those in the teaching profession who evidently are not unanimous in their opinions, or all college catalogs would be alike. For the good of the profession, it is just as well that there should be differences in regard to details. It appears that students graduating in mining engineering from the accredited institutions receive similar instruction. It is taken for granted that the graduate will have a good understanding of English, mathematics, mechanics, electricity, chemistry, physics, geology, and surveying, in addition to his major courses in mining. Somewhat belatedly, industry hopes he will have had at least an introduction to the subject of labor relations, the importance of which is only too clear at present. The coal industry expects, of course, that students in mining engineering will be taught the strictly mining subjects by men who have had practical experience in the mines and who keep themselves well informed in regard to current methods. While the undergraduate is subject to the control of members of the teaching profession, industry expects him to be trained in certain ways that are not a part of his textbooks, but can be made an inseparable part of his development by the skillful supervision of his teachers. Of the desired characteristics, dependability is of the utmost importance. Probably most employers would overlook certain short-comings if the young graduate demonstrated that he was thoroughly dependable. If he always appeared at the right place at the right time with the proper equipment, he would soon be well established as a welcome member of his organization. The graduate who gets a reputation for being undependable will have little opportunity for advancement. Closely allied to dependability is loyalty. Athletic teams and social groups in college tend to develop loyalty which may well be carried over into industry. This does not mean that the graduate has to be satisfied with customary practices. The average manager is glad to see the graduate make constructive criticism as long as he demonstrates his loyalty at the same time. It is important that his loyalty keeps him alert arid ready to take helpful action for the benefit of his organization, and especially to stand with it during times of stress. With or without an introduction to labor relations in college, the graduate is expected to develop ability in this most important field. Beginning with himself, he will find it essential to deal agreeably with his immediate associates. Getting along in friendly fashion with his own small group will be a great help as his responsibilities increase and he is required to deal with larger numbers of persons. On a higher scale, his interest in his community may grow at the same time by voluntary work in any one of a great number of useful activities. Industry expects the graduate engineer to be a mature man at the time he gets his first job. Supposing that he has better than average intelligence, industry expects him to continue to grow intellectually and to fit himself for responsible jobs when they are offered to him. For this reason, employers are apt to look over his college record to see what he did that would indicate his fitness for leadership. There is interest in knowing what he did beyond the requirements. As evidence of his mental growth, it is expected that the graduate will do independent thinking; that he will not take too much for granted. When he reads a report, he should develop the ability to see whether the subject is new or whether it is just a description of an old method that has been superseded by something better. For the same reason, the graduate should be able to accept conditions that have been arrived at by sound experience rather than cling to something else that seems better in theory. In this connection, it may be remarked that the ability to operate successfully a personal budget will be noteworthy, as it may be assumed that a man who knows how to conduct his own affairs will be prepared to assume the larger responsibilities of industry. Membership in AIME will indicate to the employer that the graduate is interested in the mining industry as a whole. Therefore, it is good evidence of something more than a local outlook. Quite apart from college training and mental ability, the newly employed graduate will be expected to be willing to do hard manual labor for a time. This will give him an understanding of the actual conditions of work done by those he supervises later. He will gain their confidence and be able to see that the work is carried on in a safe and efficient manner. Part of this experience may be acquired in his summer vacations during his undergraduate career. Such work would make a favorable impression on a prospective employer, especially if the graduate showed a willingness to continue it until he was prepared for something better. To summarize, the man in authority in the coal industry will not quarrel with the professor of mining engineering over details of curriculum. He will be pleased if the school sends him graduates who possess a good foundation in the courses studied, and who may be depended upon to do their work faithfully and intelligently. Such men will be ready when the time comes to assume their places as leaders of an essential industry.

Questionnaires and special letters soliciting information were sent to a great many geologists, petroleum engineers, independent operators, and representatives of large companies in Arkansas, Louisiana, Texas and New Mexico. Replies to more than 50 per cent. of these letters were received. A survey of the facts and opinions presented in this correspondence will be made a little later, but first some of the general aspects of the problem will be reviewed. By "unit operation,"1 we mean the development and operation of a single entire pool, or reservoir, of petroleum by one management, on a systematic and scientific plan which is best calculated ultimately to extract from the pay sand and bring to the surface of the ground the largest possible amount of oil with the greatest possible total profit. No one, as far as the author has been able to ascertain, denies the advantages, both scientific and practical, of unit operation. All are agreed that it is sound in theory. It permits the proper distribution of wells, which should always be spaced on the ground according to a regular geometric plan with the intention of maintaining the same spacing all the way down and into the pay sand, or pay sands. This spacing will be different for different fields, depending on such variable factors as the lithologic character of the pay formation, the nature of the controlling structure, the depth of drilling, the viscosity of the oil, and so on. From the viewpoint of engineering practice, as applied to economical extraction of oil, there is no more important consideration than well spacing—well spacing in the pay formation, and not merely on the surface of the ground —for the method of well spacing has a direct bearing upon all such engineering practices as pressure control, repressuring by gas, the water drive, and SO on. FEDERAL regulation of the petroleum resources of the nation has long been an interesting topic for discussion. A plan to accomplish Federal control has now taken definite form. At the request of the President of the United States, a bill to be known as the Petroleum Conservation Act of 1939 has been presented to Congress-H. R. 7372, offered by Representative Wm. P. Cole, Jr., and more usually known as the Cole bill. It is an act ostensibly designed to conserve our petroleum resources, through regulation of production practices. Hearings are being held currently by a subcommittee of the Interstate and Foreign Commerce Committee, in compliance with the request of the President to report the bill early in the next session of Congress.

"The building stone industry of Utah has developed slowly on account of the limited market offered. The state has large and varied deposits of granite, limestones, marble and onyx.Three cement companies manufacture Portland cement in the Salt Lake valley. Brick clay, fire clay and clay for sewer pipe is found in the vicinity of Salt Lake City and Ogden.Large deposits of gypsum have been found in several localities in Utah. The gypsum deposit near Nephi has been developed to be one of the most important plaster producers in the western country. This gypsum occurs in large quantities and is exceptionally pure.Oil and Oil ShaleVast deposits of rich oil shale occur in the Green River formation of the Tertiary rocks in the Uintah Basin, northeastern Utah. It is estimated by the United States Geological Survey that the basin contains at least 92,159,000,000 tons of shale which will yield as much as 15 gallons of oil to the ton when distilled. These shale deposits indicate that ultimately Utah will be one of the leading shale oil producing states of the country. Some development work and considerable experimental work has been done, but overproduction of petroleum and general low prices afforded little incentive to the oil-shale operator, consequently no commercial production has yet been established in Utah."

In the extreme northeast corner of the State of Washington, on the Canadian border, lies the Metaline mining district. This district is old in history, but young in production. The Metaline district is a zinc-lead area of the replacement type in dolomite and limestone. The ore bodies of the Josephine horizon are in many ways similar to the ore bodies of the famous Tri-State zinc fields. The beds are faulted and folded and have varyng low dips in varying directions, and underlie large areas of the district. Production started in 1927 on a very limited basis. The property is now mining and milling 700 tons per day. The mine is opened by adit tunnels and a vertical shaft. As the ore horizons gained depth, it was necessary to sink inclines to follow the ore horizon (see Fig 1). From 1927 to date, approximately 600,000 ft of diamond drill was put down This work indicated that sufficient tonnage existed to justify a redesigning of the whole operation, surface and under- ground. After four years of general study, the following program was planned :
