The consumption of barytes in certain paints, polyurethane foams, seamless flooring, glass, brake linings, plastisol gaskets for food containers, and in fluids used for gastrointestinal X-ray examinations relies on the unique properties of barium sulfate. There are no readily available mineral substitutes. Barytes are also the essential raw material for the manufacture of industrially important barium chemicals. High quality barite ore has become scarce throughout the world. Processing ore into quality end products is both capital and energy intensive. These factors have tended to limit availability and increase Prices which have encouraged the use of alternative or competitive materials and restricted market growth.

Traditional uranium exploration techniques were utilized and comparatively evaluated in the Front Range, Colorado uranium province. Intense surficial leaching and thick colluvial cover render traditional airborne and ground radioactivity reconnaissance prospecting useless. Radon gas emanometry and sulfur gas emanometry were slightly more effective but the long and short term variations In soil gas emanation rates make it extremely difficult to gain useful information from these systems. The technique judged most useful was Track Etch radon prospecting. The excellent definition of the technique, as well as its repeatability, indicate that it is an ideal prospecting tool for narrow vein-type deposits similar to those of the Front Range, Colorado.

As the heart of a copper-producing complex, a smelter converts raw copper concentrates or leach-plant precipitates, or both, into blister copper. A typical smelter feed also contains matte chips, flue dust, flux, and lime. All these materials vary widely in their characteristics, ranging from sub-micron to lumps, from slurry to dust, from abrasive to corrosive, and free-flowing to adhesive. Handling all these materials becomes even more problematic since most of the world's open-pit copper mines are located in a semi-arid zone where rainfall is minimal.

Uranium metal with a purity of about 99.9 pct was produced on a large scale by fused salt electrolysis with a material efficiency of about 90 pct. The material efficiency depends mainly on bath composition, electrolysis temperature, electrode smothering, and elutriation during washing of the powder. RESEARCH and development work on fused salt electrolysis carried on by the Westinghouse Lamp Div. Bloomfield, N. J., was done under the Manhattan District Corps of Engineers and later under the Atomic Energy Commission for the commercialization of uranium production for the first atomic pile at the University of Chicago in 1942. From the conception of the atomic bomb project it was recognized that metals with impurity levels having little metallurgical significance would be required. Permissible impurity levels were based on neutron absorption. Of particular significance was boron, which could not be present in amounts exceeding 1 ppm. The electrolytic method as developed in 1930 by Driggs and Lilliendahl,1,2 and later improved, yielded uranium of very low boron and other deleterious impurity content. No other method was capable at that time of producing uranium metal of the required purity.' The low boron content of uranium produced by the electrolytic process resulted from the availability of the reactants which were low in boron content, and from the inherent elimination of boron in the fused salt bath. Since the heart of any electrolytic process is the electrolysis cell, this paper will deal with the development of the original bath composition for the efficient production of uranium from a batch process to one of continuous operation. Emphasis also will be placed on other factors which will affect the material efficiency of the process. With the laboratory cell the material efficiency of uranium powder recovery in the early electrolysis was relatively low, about 35 pct based on the ratio of uranium recovered to uranium added. This early process also had other defects. The electro- lytic bath could not be used continuously. After three runs from a freshly charged crucible, the deposit showed a tendency to slip off the electrode as it was raised from the bath. This condition necessitated pouring the charge every fourth run and preparing a new bath. It was assumed at that time that this condition was caused by the increasing fluoride concentration with each addition of uranium salt, which adected the mobility of the uranium ions. Experimental The electrolysis cells differed in size only. They were of the floating cathode type. The laboratory cells were 21/2 in. ID and 6 in. deep and operated at 30 amp and 5 volts. Production was about 150 g metal powder per 8 hr. The plant cells (5 units) were 9 in. ID x 21 in. deep and operated at 1800 amp at 12 volts. The total production unit was designed to produce 250 lb of uranium powder per 8 hr day. Because of the tendency of uranium fines toward spontaneous combustion, material efficiencies were based only on the recovery of useful coarser metal which could be safely handled. The reported efficiencies are of particular significance only as related to the same group of experimental procedures. At the start of the project no changes were contemplated until previous data could be definitely confirmed. Therefore, the first experiments were with the 50 pct CaCl2-50 pct NaCl mixture. The material efficiency of uranium deposition as a function of the number of electrolyses is shown in Table I. In Table I, the decrease in efficiency at 800°C with number of runs is apparent and confirmed the earlier data. Operating at 900°C enabled the number of runs to be doubled, but before pouring the charge the efficiency of recovery became poor. This test indicated that the improved efficiency might have been caused by an increase in the fluidity of the bath.

The need for mechanized drilling to decrease mining costs has resulted in the development of the jumbo from column-and-bar drill by carriages to hydraulically controlled jib jumbos. Resultant savings from use of improved jumbos have been high enough usually to retire the machinery investment within a year. The jib jumbo unit has been and applied successfully to development and preparation programs and flat-bedded stopes, and an even wider field is forecast for its use.

Outcrops of coal have been discovered in many localities in the Philippine archipelago, and practically all of the larger islands contain deposits of this mineral. Very little prospecting has been done to determine the value of the various cod-bearing areas, but so far as known, the largest and most promising fields are found: (1) in northern Cebu; (2) in the small island of Batan, a part of the province of Albay in southeastern Luzon; (3) in the somewhat larger island of Polillo, off the east coast of Luzon, and (4) in southern Mindoro, near the small coast town of Bulalacao. Northern Panny, south-central Cebu, and various localities in southern Luzon, Masbate, Negros, and Mindanao also afford evidences of the existence of coal-beds, the extent and value of which have not yet been proved. The general position of these islands and districts is shown on the map of a portion of the Philippine Islands, Fig. 1. IN 1930 the late Dr. Reinhardt Thiessen set up a method of microscopic analysis and type classification of coal that has since been followed as standard practice in the coal-petrography laboratory of the Bureau of Mines. Thiessen's terminology which designated the constituent parts of coal in terms of botanical origin was introduced in 1920.l The technique, however, of preparing a completely representative series of thin sections from a column sample of coal for use in making quantitative determinations of coal components with a microscope was developed about 10 years later by Thiessen and coworkers G. C. Sprunk and H. J. O'Donnell.2 Complete thin-section analyses subsequently have been made of 126 column samples of various ranks and types of American coals. The data and information were assembled from these thin-section studies and published in a large number of reports dealing chiefly with investigations of the coking and hydrogenation properties of certain American coals. In the years following adoption of Thiessen's method, a considerable amount of work was done in collecting column samples of many coals, making routine thin-section analyses of these, interpreting the results, and finding practical application for the information in other fields of coal research. The many reports and papers covering the work in coal petrography, however, offer very little discussion that can be considered as critical appraisal of the technique. Criticism outside the Bureau most often has voiced questioning opinions concerning the accuracy of the method used of measuring coal components microscopically and classifying the coal into arbitrary types on the basis of the quantitative determinations. The principal purpose of this paper is to discuss in some detail and present data showing the results of certain investigative work done in the petrography laboratory on the accuracy of the Bureau's method of microscopic measurement of components in coal thin sections. Data from microscopic analyses on file made by G. C. Sprunk and H. J. O'Donnell were freely used in the investigation, and a table of columnar analyses from an unpublished manuscript by Sprunk is included in this paper for reference. In the course of the experimental work a method was developed for measuring instrumentally with a planimeter the components shown in micrographs of selected thin sections. Measuring coal components with a planimeter furnished useful information for studying the accuracy of microscopically measuring the same components in thin sections. Reissner's thick plate bending theory has been recast for rocks which exhibit the property of double elasticity: different Young's modulus and Poisson's ratio in compression and tension. The governing differential equation and other relevent expressions have been presented in a form compatible to the applied mechanics results so that they can readily be used. Effect of the ratio of Young's modulii in compression and tension, (Ec/Et), on the maximum plate deflection and the maximum bending moments has been evaluated over a wide range. It has been found that the inclusion of bi-modulus property through a parameter (ß = Ec/Et), changes the sheer deformation of the plate to such an extent that the bi-modular effect of rock cannot be overlooked in the thick plate analysis, especially when ß is expected to be greater than 2.

DURING July 1941, a study was initiated at the Boulder City Experiment Station of the Bureau of Mines on proposed methods for the production of magnesium metal. The major emphasis was placed upon development of a process that required minimum reliance upon the sale or utilization of by-products to meet economic competition from processes already in operation. It was felt that only through the development of such a process could the nation's vast resources of dolomite and low-grade magnesite that are contiguous to large blocks of firm power be properly utilized. During the course of exploratory tests on electrolytic and electrothermic processes, it was noted that fused magnesium chloride would dissolve appreciable quantities of magnesium oxide in the presence of small amounts of boric oxide. The use of such a solution in an electrolytic cell employing a graphite anode and a steel cathode caused the deposition of magnesium at the cathode and the evolution of carbon oxides at the anode with minimal amounts of chlorine The original results were sufficiently encouraging to justify further investigation on an enlarged scale, since the process seemed to present advantages over other proposed processes 1.2 for the direct use of magnesium oxide in a fused chloride electrolyte. When work on a larger scale was initiated it was found that the addition of boric oxide to the electrolyte resulted in dispersion of metal and constantly decreasing current efficiency. However, by this time solubility studies had shown that magnesium oxide was sufficiently soluble in magnesium chloride melts containing no boric oxide to effect the same anode reactions, and development work was continued. Over two years of development work have been carried out, and considerable work remains to be done. It is desired to emphasize the fact that many of the difficulties met require a long period of continuous operation before they become serious enough to affect operation of the cell. INTRODUCTION Of all the numerous geological hazards that threaten the well-being of urban areas in the United States, probably none is so widespread, persistent, and diversified as surface subsidence (HRB-Singer, Inc., 1977). Simply defined, subsidence is the vertical displacement or sinking of the ground surface caused by either natural phenomena or man's activities. The downward movement, however, can be accompanied by horizontal movement, strain, tilt and even by a locally upward movement. Damage to structures and the environment can result from any of these movements. Extracting subsurface materials, fluids and solids, accounts for most man-induced subsidence in the United States. Among all the mining-related subsidences, the collapse of voids created by underground coal mining has been the major cause in inflicting surface damage (Comptroller General of the United States, 1979). Subsidence from coal mining may occur within a few weeks or be delayed for years, depending upon the mineral layer's depth below the surface, the overlying rock strata's characteristics, the extent and methods of mining that were employed, and the time deterioration of pillar and mine structure. Unless underground resources are not mined or control measures are implemented to prevent or minimize damage, some degree of surface subsidence and its accompanied deleterious effects are often inevitable. The ways to control the subsidence and minimize surface damage may include: 1. Precautionary measures built into new structures or surface features. 2. Preventive works applied to existing structures or surface features. 3. Mine design incorporating special underground layouts. 4. Any combination of the above measures. Upon the enactment of Public Law 95-87, the Secretary of the Interior, through the recently created Office of Surface Mining (OSM), was authorized to promulgate rules to regulate mining reclamation including subsidence control. Proposed on September 18, 1978, these rules were finalized, following public comment and hearings, on March 13, 1979, as part of the permanent regulatory program for the regulation of surface mining and reclamation operations which include the surface effects of underground mining. On January 28, 1981, Secretary Watt of the Department of the Interior issued an order to re- quire all agencies to identify with recommendations all regulations which are believed to be excessive, burdensome or counterproductive. Also on February 17, 1981. President Reagan issued Executive Order No. 12291 requiring all Federal agencies to conduct a regulatory review to make a determination that each promulgation of a regulation is clearly within the authority delegated by law and consistent with Congressional intent (Federal Register, 1981). As a result, OSM initiated the regulatory reform to revise the permanent regulatory program. Following a brief discussion of the technical aspects and the effects of subsidence on man and his environment, this paper presents a historical overview of how rules and regulations are used to govern the subsidence related problems. The development of the regulation of subsidence under Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act) are also discussed, including the new regulations being developed under the regulatory reform program. SOME TECHNICAL ASPECTS Am EFFECTS OF FINE SUBSIDENCE An extensive historical review of mining subsidence is given by Zwartendyk (1971) and Shadbolt (1978). Comprehensive technical presentations have been given by Henry (1956), King and Whetton (1957), Hall and Orchard (1963). Muller, et al. (1968). Grard (1969), Voight and Pariseau (1970). Kapp and Williams (1972), Cummins and Given (1973), Brauner (1973) , and NCB (1975). A theory of surface subsidence due to underground mining was perhaps first fundamentally stated by a French engineer, Toillez, in 1838, and formulated by a Belgian engineer, Gonot, in 1839 (Goldreich, 1913, cited by Zwartendyk, 1971). All mines have a finite life and the time comes when the ore is depleted, or it has become uneconomical, or for some other reason which may be peculiar to that particular mine, it must be shut down. The operation at that point of time still has some assets such as mining and milling equipment, workshops, and in the case of a gold mine, an unknown quantity of gold which has been trapped in the treatment plant. Recovering this gold can be done at small cost and can be extremely profitable. Recovery of these hidden assets requires a good knowledge of the treatment plant, i. e. , as say values of heads, tails, and of the products produced; and if mercury for amalgamation was used, where? A careful study of available plant records can be extremely valuable in forming a working plan for adequate recovery. In the following paragraphs the various unit operations and equipment where gold can collect are described and suggestions made for its recovery. Subsequently, a case history will be given for dismantling a gold plant which had a complex flowsheet and which had been in operation for many years. Looking for trapped gold in a crushing section would invariably not be worthwhile since crushing is normally a dry process and there would be few areas where free gold could collect. In the milling section, however, many areas can literally become small gold mines in themselves. Material in the bottoms of grinding mill scoop boxes can be high-grade, and even the scale on the sides of the boxes should be scraped off and collected. Mill liners should be removed and all scale, rust, and residue collected. Residue in the bottoms of rake or spiral classifiers, if they have been used, should be removed as should the scale and rust on the sides of pump sumps, launders, etc. The following procedures should be used to extract gold from these collected materials. All steel (ball scats) should be removed, screened out, and reserved. Fine material should be placed in an amalgam barrel, water added and ground with the amalgamation tailings being sampled and assayed. If high-grade, tails should be reserved; if not, discarded. The coarse material that was screened out should be placed in a heap, regularly sprayed with water and allowed to rust. After several months this material should be screened again and the fines amalgamated.

The writer's first experience with flotation was during World War I, in the bene-ficiation of Alabama graphite schist ores. One plant used a cone with a peripheral overflow; dried ore was distributed by a rotating disk onto the surface of the water. No reagents were added' The flake-graphite film floated along with some fine silica. Dewatering screens separated the flake. Naturally unit capacities were low but results were satisfactory. Minerals separation mechanical flotation machines were used in another graphite mill. pine oil was added directly to the head cells, with very good results. All the graphite concentrates from both types of flotation were carefully refined after drying by passing through burr mills, followed by very close sizing on sifters. In March 1927, the writer ran a very successful flotation test on minus 28-mesh, deslimed, Tennessee brown phosphate "sand,"† using a mechanical laboratory machine built in the shops of the Anaconda Copper Mining Co., through the courtesy of Ernest Klepetko. The machine was soon converted to a subaeration type, with improved results. This phosphate research program was greatly enlarged and led to the formation of the phosphate Recovery corporation. The development of nonmetallic flotation followed rapidly. The first flotation machine for bene- ficiation of phosphate was installed in January 1928, in a pilot mill, by International Minerals and Chemical Corporation, at Mulberry, Florida. These machines were Minerals Separation, 24-in., sub-,,,tion types, with weir control of pulp between cells. The sand bleeders were very small—about 1¼-in. diameter. As the feed flake. The writer's first experience with flotation was during World War I, in the bene-ficiation of Alabama graphite schist ores. One plant used a cone with a peripheral overflow; dried ore was distributed by a rotating disk onto the surface of the water. No reagents were added' The flake-graphite film floated along with some fine silica. Dewatering screens separated the flake. Naturally unit capacities were low but results were satisfactory. Minerals separation mechanical flotation machines were used in another graphite mill. pine oil was added directly to the head cells, with very good results. All the graphite concentrates from both types of flotation were carefully refined after drying by passing through burr mills, followed by very close sizing on sifters. In March 1927, the writer ran a very successful flotation test on minus 28-mesh, deslimed, Tennessee brown phosphate "sand,"† using a mechanical laboratory machine built in the shops of the Anaconda Copper Mining Co., through the courtesy of Ernest Klepetko. The machine was soon converted to a subaeration type, with improved results. This phosphate research program was greatly enlarged and led to the formation of the phosphate Recovery corporation. The development of nonmetallic flotation followed rapidly. The first flotation machine for bene- ficiation of phosphate was installed in January 1928, in a pilot mill, by International Minerals and Chemical Corporation, at Mulberry, Florida. THE following notes were taken on a trip through northern Korea in the fall of 1910. We started with about 19 Korean ponies, and as many Koreans, from Shin Anju, on the railway from Seoul to Antung. We passed through the ancient walled city of Anju, and thence up the valley of the Anju river. We then crossed over to the north into the Kalsan drainage, thence over another divide to the Chasung river, and finally reached the old Korean copper-smelting camp of Tong Jom-in all a distance by trail of about 200 miles. The return trip was made with ponies to Mampochin on the Yalu river, and thence down the river in a junk to Antung. The route of travel is shown on the sketch map, Fig. 1.
