I was this morning an interested listener to the remarks of Mr. Ashbel Welch in regard to his designing a new section for steel rails, in 1866; and for the salze of the truth of history, and in order t:, give the credit to an American (and where it rightfully belongs) of higning the first section for steel rails, which was intelligently adapted to that material; I beg to state the following facts: On the 14th of August, 1866, Mr. Ashbel Welch gave me an order for 200 tons of steel rails, to be made bbr the Camden and Amboy Railroad, from a section designed by him. Events of the mid-1970s have materially affected US coal production and transportation by railroad. Coal, as a replacement or substitute for petroleum fuels, has been hauled in significantly increased tonnages. Concurrent with the new demand, the railroad regulatory environment has undergone major changes, especially in deregulation activity. Those two events have produced considerable litigation regarding coal rates. This paper discusses the factors involved with railroad rates and topics such as revenue adequacy, Ramsey Pricing, stand-alone cost, and differential pricing. In addition, an update on the western railroad merger situation and the implications for coal transportation are presented. The paper concludes with an evaluation of the current regulatory climate and future prospects.

WHEN the roughing tables operated in 1923 were abandoned, all the coarse iron pyrite for-merly removed by the tables had to be ground to flotation size, which caused an increased power con-sumption of 2 kw.-hr. per ton. Recently, by increasing the tonnage, this has been reduced to a total of 16.6 kw.-hr. per ton. The cost of repairs has been slightly reduced by using an alkaline circuit instead of the acid mine water used in 1923. Other economies from elim-inating roughing tables and the finishing tables have more than compensated for the extra grinding and the total costs have remained practically the same, until the first part of 1927, when, with increased tonnage, the total cost has decreased to 72 cents and the repair cost to 9 cents. In 1923, with a combined gravity and bulk flotation flowsheet, the grade of concentrate was only 4.38 per cent copper. With preferential flotation this has in-creased to over 17 per cent copper. The tailing has decreased from 0.29 per cent -copper to 0.18 per cent. The copper recovery, instead of decreasing; as might be expected, has increased from 87.4 per cent to, 91.5 per cent. BRINSMADE, Puebla, Puebla., Mexico (communication to the Secretary *) :-Though I heartily approve of several minor points emphasized by Dr. Raymond (such as the general desirability of local administration, rather than Federal, and the evils inseparable from the Federal Apex Law), I feel obliged to dissent from his four final propositions. As Dr. G. 0. Smith has already discussed these propositions from the standpoint of the experience of other countries, I shall base my criticism upon certain general economic principles, which will be grouped under the following five topics: 1. The dual theory of property. 2. The essential factors in fixing prices. 3. The relation of land ownership to the distribution of wealth. 4. The relation of land ownership to speculation and development. 5. The relation of land ownership to the political power. I shall give here only a brief outline of these topics, as they are fully treated in the standard treatises on political economy.1

FROM time to time metal-mine engineers have inquired why anthracite mines and their preparators are rarely operated on the two or three-shift basis. The subject may be approached as affecting: labor, development, the underground workers, the preparator, the outside workers, capital, the supply account, power consumption, the storage of coal over various shifts, railroad car supply, and the market. LABOR From the start, the adoption of a plan of three full-shift operations in a day would cause difficulty with the colliery employees, for they have never worked on that plan and would show their resentment by suspending work. Even if they could be induced to work according to this schedule they would not be as efficient, for they would be working more or less unwillingly at hours at which they are accustomed to rest. Operation on a three-shift basis would necessitate triple manning of each working place, and dissensions would arise between the men, for each shift would claim that the preceding shift had taken undue advantage and had not left as favorable conditions as it had found. To obviate these disputes it might be necessary to let out the work to a contractor, who would hire his helpers to mine out the chamber, or breast. The state mining law requires that a miner be put in charge of each working place. To conform with this provision he would have, to hire three helpers and two miners to mine the breast. The labor unions have been trying to abolish the subcontractor in mine work and any method of working that would cause his return, however innocent in purpose, would result in labor disturbances.

THE advent of curved jaw crusher wearing plates made an approach other than segmental layout analysis desirable for prediction of capacities. For some time it had been known that the drawing board capacities of crushers using these plates had to be considerably modified by complicated experience factors to achieve agreement with results. Because these apparent capacities could be readily increased severalfold by minor crushing chamber shape changes, it was necessary that the utmost precaution be taken in predicting capacities of jaw plates modified for nonchoking, special wear characteristics, or any other reason. To this end the laboratory and field tests outlined by the author in a previous paper' were made on Blake-type jaw crushers. The results of these tests were summarized in a simple first degree equation applicable to crushers using either straight or curved jaw plates. This equation first outlines the maximum capacity potential of a given crusher, then reduces this figure in accordance with installation circumstances by means of a realization factor.

The Bureau of Mines conducted laboratory research to determine the applicability of heavy liquid separation to the evaluation of certain mica ores and plant products. After careful standardization of the particular mica ores and associated gangue, accurate analysis of muscovite content could be obtained from results of heavy liquid separation. Where applicable, the method should be particularly suited to the analysis of ores and control of plant operations wherein savings in time would be of considerable advantage. Specifically, there are many instances where a quick plant control method should enable the production of a more uniform grade of mica concentrate. The laboratory use of various heavy liquids for separating minerals of different specific gravities has been recognized for many years.1-8 Sink-float procedures have proven their utility as a rapid and moderately accurate means for determining the mineral content of ores, test products, and plant products in certain nonmetallic concentrating operations. A standard method of analysis for mica in ore samples has not been published or generally accepted by the mica industry. Recently, the U.S. Bureau of Mines investigated methods for analyzing mica by heavy liquid separation. This report has been prepared to make the methods available to others who may need simple, relatively rapid methods of determining the mica content of ores and plant products. The heavy liquid method of mica determination has recently been adopted by one of the major mica producers for evaluating exploration and mill control samples. DESCRIPTION OF THE ORES AND HEAVY LlQLllD The weathered mica pegmatite ores used in the investigation were obtained from commercial mica op erations in Alabama, Georgia, and North Carolina. The major mineral constituents of the ores were muscovite, quartz, kaolin, and minerals of the feldspar group. The ores also contained minor quantities of biotite, limonite, and tourmaline. A comparison of the specific gravities of the major constituents of the ores (muscovite 2.76 +, quartz 2.65, kaolin 2.61, and feldspar 2.57), indicates that an effective separation of muscovite from the other minerals can be made in heavy liquids at a specific

DEVELOPMENT of the autoradiographic method in metallurgical research has been directed mainly toward gaining higher resolution, i.e., toward being able to locate segregation of a radioactive isotope on a finer scale. In the investigation reported, the liquid emulsion autoradiographic technique' used in the biological science was adapted to the autoradiography of metals. The distribution of carbon-14 in pure iron after various treatments was studied using this technique. Amorphous carbon uniformly labelled with carbon-14 at a specific activity of 6.95 microcuries per millimole was obtained from Tracerlab Inc. Carbon-14 emits P particles having a maximum energy of 157 kev and an average energy of about 50 kev. These ßs have a maximum range of about 30 mg per cm' and a half-thickness of about 3 mg per cm2. The iron used was spectroscopically pure electrolytic iron prepared by the Oak Ridge National Laboratory. Unhardened nuclear track emulsion, type NTB, was kindly supplied by the Eastman Kodak Co. (Read at Amenia Meeting, October, 1877.) AT the Wilkes-Barre Meeting of the Institute, Dr. J. Lawrence Smith, in the course of his remarks on some peculiarities in the composition of irons, alluded to the so-called " buckshot" iron, and exhibited a specimen of this material. He said that when the small granules, or shot, were separated from the mass, they could be flattened under the hammer, and inferred that these particles had been decarburized by the blast before sinking into the hearth of the furnace, and thus we had the exceptional production of wrought iron in the blast furnace. I have recently obtained a characteristic specimen of this variety of iron from one of the furnaces at Orbisona, Pa. Considerable uncertainty existed as to its true nature and the conditions of its production. Its weight seemed to preclude the idea that it contained much or any slag, yet its lack of strength indicated that it was not homogeneous cast iron. At times considerable quantities had been produced, which could only be utilized by charging in the furnace and remelting. The specimen, on the freshly fractured surface, appeared to consist of flattened globules of iron cemented together by a bluish material which one would naturally suppose to be slag, and qualitative examination for lime strengthened this supposition. It was quite difficult to obtain drillings, as there was a tendency to split in several directions as soon as pressure was applied ; but enough was obtained to undertake quantitative determinations. They were found to consist of two portions-one attracted by the magnet, and the other not. By repeated separation the magnetic portion was found to be 94.44 per cent., and the non-magnetic 5.56 per cent. Analyses of these gave the following results :

In response to Dr. Ledoux's paper, a large number of metallurgical establishments and individual assayers expressed their willingness to co-operate in the plan he proposed. The necessary samples were prepared as follows : Matte.—A car-load of matte was put through a Blake crusher, then automatically subdivided into tenths by a Taylor and Brunton sampler, and one-tenth passed through Cornish rolls and through a 12-mesh screen. This was again subdivided by an automatic sampler into tenths, and a final tenth, representing 1 per cent. of the original lot, was finished by hand-sampling on an iron floor until 100 pounds remained. This was pulverized to pass a 40-mesh screen and then thoroughly mixed and divided in the presence of my assistant for distribution to the parties co-operating. Copper Borings.—These were taken from a lot of anodes, the dip-samples from several batches having been united, remelted and cast into a plate, which was proved by assay to be of uniform quality in its different parts. Borings from this plate were intimately mixed and divided in the presence of my assistant. Samples were sent out November 1,1894, with the following letter: New York City, November 1, 1894. Samples of matte and copper (about I pound each) carefully prepared in the presence of my assistant and sealed with his seal as below, are sent you by express for assay and report according to the plan of Dr. Ledoux. EXPERIMENTS performed in this laboratory on the flow of gas-liquid mixtures through unconsolidated sands have been described and discussed in an earlier paper.4 In these earlier experiments a definite relationship was found between the liquid saturation of a sand and its permeability to the liquid or gas phase. Furthermore, the nature of the sand, the permeabilities of the sands over a range between 17 and 260 darcies, appeared to have a negligible effect upon the saturation-permeability relation. Likewise experiments indicated that the viscosity of the liquid, or the substitution of an immiscible liquid for the gas phase, had only a very slight effect on the permeability-saturation relation. This con-clusion has since been definitely confirmed by the experiments of M. C. Leverett3 on the flow of oil and water through unconsolidated sands. The sands used by Leverett were of very low permeability (between 6.8 and 1.04 darcies), while the oil-water viscosity ratio varied between 90 and 0.057. Since the sands that constitute petroleum reservoirs are largely con-solidated, although of widely varying degrees of consolidation, it was desirable to extend the experiments on gas-liquid mixtures to consolidated sand. In the study of consolidated sands additional variables are involved, but for the initial experiments the only new variable to be intro-duced was the cementing material.

When I presented at the Chicago Meeting of the Institute, in May, 1884, a paper on Hadfield's manganese steel,* which had about that time been brought to the notice of steel manufacturers, I promised to furnish some physical tests of the steel for publication in the Transactions. The fulfilment of the promise then made has been delayed by various circumstances; but I have recently been put in possession of tests of this steel carefully made at the Woolwich, England, arsenal. Messrs. Hadfield & Co. prepared for the arsenal a series of twelve test-pieces, made from the same heat. An analysis of the steel gave the following results: Carbon,.........73 Silicon,.........37 Sulphur,.........06 Phosphorus,. .08 Manganese,...... 9.83 The test-pieces had been heated to a white heat and plunged into cold water prior to being put into the machine. Climax Molybdenum Co. operated a hydrometallurgical plant at Climax, Colo., from August 1966 to August 1968 to recover molybdenum from an oxidized ore. The feed, tailings from sulfide flotation, was first upgraded by cycloning. The concentration plant handled 6000 tpd of feed and produced 2000 tpd of slime concentrate. The concentrate was leached by a sulfuric-sulfurous acid solution at 65°C. The molybdenum was solubilized in the form of "molybdenum blue." Activated charcoal was added to the leach tailings in a resin-in-pulp type circuit. Molybdenum was adsorbed on the charcoal. The charcoal was screened from the pulp and washed. The washed charcoal was pumped to columns where it was ammoniated and air-blown. The oxidized molybdate then was washed from the charcoal. The eluate was evaporated until ammonium dimolybdate crystallized out. The ammonium dimolybdate was calcined to molybdenum trioxide.

JOHN ROY THOENEN, supervising engineer of the non-metal mining section of the U. S. Bureau of Mines, was one of the founding fathers of the Industrial Minerals Division. For the first three years of its existence, through 1937, he was its Secretary-Treasurer, and during 1938 serves as its Chairman. Jack was born in Ithaca, Mich., No\,. 8, 1886, attended high school at the Soo, and then spent a year and a half at Michigan State. Apparently this was when the mining bug bit him, for he set out for the Michigan College of Mines. After leaving Houghton in 1907 he tried the motion? picture business for a year and had he stuck to it might have been living in a Hollywood palace by now.

At the meeting of the Board of Directors held on October 25, the reports of the Treasurer and the Nominating and Finance Committees were received. Thirty-five members, seven associates, and six junior associates were elected; one change of status front junior associate to member was granted; six members were reinstated; and one resignation was accepted. An extension of' time was granted to fourteen members. The dues of forty-seven members were suspended on account of their being in active service. The application for formation of a Houghton Section was granted and the president was authorized to appoint a committee on organization. The courtesies of the Institute were extended to visiting engineers of France, Great Britain and Italy who are at present in the country on war missions. Votes of thanks were extended to the Committees of the .Milwaukee meeting. The proposed Survey of Engineering Organizations by Engineering. Foundation was approved. The Secretary was authorized to publish in the Bulletin an appeal from the American Ouvroir Funds. A petition signed by 110 members of the-Institute to change the name of the Institute was presented. Treasurer George C. Stone resigned on account of contemplated absence from the city, and George D. Barron was elected Treasurer in his place. Mr. Alexandre Gouvy, a distinguished French engineer, then addressed the Board.
