Powder metallurgy has been developed rapidly in the last twenty years by overseas metallurgists. The technique of making the powders and their subsequent pressing and sintering into useful forms has' only been introduced into Australia under the stress of war-time economic conditions.The technique involved has very little in common with our usual methods of fabricating engineering alloys by melting the ingredients to a homogeneous mass, followed by casting to shape or casting to ingot form and shaping by application of pressure-so-called mechanical working. On the other hand, the technique includes operations, such as milling and sizing, familiar to the primary metallurgists.The compacting of metal or other powders finds important application in two outstanding fields of engineering production: (a) in making porous bearings and contact brushes, in which such a material as powdered graphite can be incorporated; (b) in making cutting tool tips of hard -carbides, which have a melting point too high to make casting feasible, and which would be too brittle in the cast condition in any case. In both these cases; the final article can be made of the desired shape and size (subject to shrinkage allowances) whilst the compact is in a soft and readily machined condition a consideration of great importance in connection with the hard carbides.In order to develop the necessary equipment and technique and at the same time to assisil in the war effort, it was decided to divert the research work of the Metallurgy Department of the University of Melbourne to the problems associated with the production of hard carbides from local raw materials and the sintering of such into tips for cutting tools. Since this work was started at least two industrial concerns have started to produce these materials in the Commonwealth.The work. to date has included (a) the purification of crude cobalt oxide from Risdon and the reduction of this to metal Particles of less than 10 p. diameter; (b) the production of tungsten powder from King Island scheelite and its conversion into tungsten carbide with particle size less than 4 p. diameter; (c) the sintering of the latter product, using the former as a bond; (d) the production of titanium carbide from titanium dioxide; (e) the separation of columbium and tantalum oxides from a Northern Territory tantalite, and the conversion of these into the respective carbides.

Cement production in Australia approximates 6.5 million tonnes per year. Cement clinker is sourced from 15 plants which operate 28 kilns. Cement grinding is conducted at 14 of the clinker plants plus 7 grinding plants. Average annual capacity per kiln or plant is lower than in many overseas countries, but kilns introduced since 1970's have been of larger size more in keeping with size trends overseas, although still smaller than the large units overseas. Substantial economies in capital and labour costs can be achieved in large production units, particularly with dry process kilns using precalcination techniques in which part of the fuel is introduced in the static preheater section ahead of the kiln while the balance is added to the kiln in a conventional manner. Precalcination techniques have been introduced to the Australian cement industry but as cement transport costs form a major part of supplying diverse market areas, the size of kilns is likely to remain less than maximum owing to balance with distribution costs. The cement industry uses significant amounts of thermal and electrical energy which can be minimised by proper selection of equipment and technology. Labour costs are also significant and can be contained by automation and computer control of the process.

GOLD has played a part in the development of Australia. The total yield exceeds SIX hundred million pounds sterling, while the glamour of gold-mining and the unfailing demand for the product have enhanced its influence. The production is still considerable, but the yield is less than one-quarter of that twenty years previously, while the number of men employed has dropped from 70,000 to 11,000. Not only has there been a marked decline in production, but it is anticipated that thisdecline will continue, and continue more markedly. It is therefore desirable to ascertain the causes of the decline and inquire into means for diminishing or preventing it.The problem under discussion is far from being only local. Finlay states: The grand feature of the history of the business has been the progress of an economic cycle unfavourable to gold milling. The USA yield fell from $101,000,000 to $44,000,000.South Afriea has for some time produced one-half of the world's gold; yet in the Mining and Scientific Press of 11th February, IH22, General Smuts is quoted as saying that if the premium disappeared entirely 24 out of 34 mines would shut down. The HIsmelt technology was developed and proven in Western Australia (WA) after more than 30 years and several billion dollars of research and development. The HIsmelt technology was transferred to China and is now successfully operating at the Molong plant in Shandong Province, China using WA iron ore fines as the major feedstock. Several more plants are under construction in China, and the technology has been approved by the Chinese Government as an environmentally acceptable alternative to the blast furnace. The unique flexibility of the HIsmelt process offers multiple pathways to decarbonise the production of steel in the near future. These pathways include:  Use of sustainably grown biomass converted to Biochar to replace coal as the reductant.  Pre-reduction of iron ore fines using hydrogen or biomass to direct reduced iron (DRI) powder.  Capture of carbon dioxide from the HIsmelt off gas and geo-sequestration underground. These pathways are highly suitable for the Australian iron ore industry as they utilise:  The large areas of land and long growing season available in Australia for the production of large tonnages of sustainably grown biomass.  Coarse iron ore fines directly without the need for fine grinding and pelletising.  Existing oil, gas and other underground gas reservoirs to store carbon dioxide. The HIsmelt technology will allow Australia to transition from ‘Asia’s quarry’ to Asia’s supplier of low cost, low carbon and high quality metallics that are required to produce ‘green’ steel with net zero carbon dioxide emissions. In addition, HIsmelt pig iron can be converted locally into steel via electricarc or basic-oxygen steelmaking furnaces to supply all of Australia’s demand for green steel.

The A.A.E.C. is aiming to demonstrate production of nuclear grade uranium dioxide from Australian concentrates, improving technology where possible. Details are given of the dissolution, solvent extraction, precipitation, filtration, drying, and calcination-reduction steps. The Golden Cross, low-sulfidation, epithermal deposit shows a number of features that are directly or indirectly related to boiling hydrothermal fluids. Occurrences of lattice calcite and their quartz pseudomorph equivalents in veins, and occurrences of adularia in veins and in the surrounding altered rocks in the vicinity of ore, are both direct evidence of deposition in the presence of boiling hydrothermal fluids. Loss of carbon dioxide causes calcite deposition (platy variety) near the level of first boiling, while adularia deposits due to the attendant pH increase along the cooling flow path. Indirect evidence of boiling include crustiform-colloform quartz banding, late massive calcite veins, clay-carbonate alteration in the shallow and peripheral parts of the ore zone, and the restricted vertical interval of precious metal mineralisation. The colloform quartz banding strongly resembles the banding in amorphous silica deposits found in geothermal surface pipes. This implies that fluids ascending the Empire Vein structure were saturated in amorphous silica. If so, then they must have undergone phase separation, which initiated at considerable depth (e.g. =1000 m) and very hot temperatures (e.g. =300¦C). On the basis of stable isotope data, late massive calcite veins appear to have deposited from CO2-rich steam-heated waters. Calcite deposited along heating paths as these waters descended into the upflow zone during late stage collapse of the hydrothermal plume. In active systems, such steam heated waters form by deep boiling. The high CO2 contents of these waters promote hydrolytic alteration and the formation of clay-carbonate alteration. Reaction path modelling using CHILLER and a deep, Broadlands-Ohaaki water as an analogue, shows that minerals deposit along boiling flow paths over discrete spatial intervals. Calcite and adularia deposit near the site of first boiling, followed by gold and then by amorphous silica. For deep boiling starting at 300¦C, these minerals deposit over a path length that exceeds 1000 m. The distribution of banded quartz and gold at Golden Cross are consistent with such a boiling model. However, the elevation of first boiling must have fluctuated over 500 m to account for the coincidence of lattice quartz (pseudomorphs of platy calcite) and adularia, crustiform-colloform silica and gold over distances of a few centimeters in veins. We deduce that a downward propagating boiling front and expansion of two-phase flashing in a flowing water column occurred during episodes of high vertical permeability and fluid flux in the Empire vein structure.

The Professional Standards Act responds to the growing problem of professional liability by introducing a mechanism whereby professional associations can have schemes approved. Those schemes include a cap on liability; a requirement for compulsory insurance; the development of risk management strategies; and the establishment of a complaints and disciplinary system. The Act is also designed to support and develop the concept of self-regulation by the members of occupational associations who provide services to the community by providing them with those tools. It implicitly accepts that self-regulation is preferable to statutory regulation and that self-regulation serves the interest of the community and of the providers of services. The Act arose from a review of professional liability commenced in 1988. The Attorney General's Department produced an Issues Paper, released in September 1989, which outlined in detail the extent of the problem. This was widely circulated and an extensive number of comment were received.

The Porgera gold project is now in its seventh year of operation as one of the world's prime gold mining projects in one of the most underdeveloped and remote regions of the world. The unique gold deposit was development in stages to its present size of operation with an underground mine of 2000tpd, an open pit operation moving 210,000tpd and a complex metallurgical plant treating an average of 16,500tpd of ore. During the past years the operation had to address an array of issues relating to the "development" of the region and this is still ongoing. Development means different things to different people and though the parties that signed the different agreements relating to the Mining Development Contract were aware of this, none has real- ised the extent to which this is true. The developing company (a joint venture between Placer Pacific as the Manager, Goldfields Porgera, Highlands Gold and the Government of PNG), provided funds for risky exploration and the capital for development of the project. Its shareholders ex- pect an economic and viable mine operation from the deposit to ensure them returns on their investment. The local people gave up their land, their isolated way of living and accepted to be out of their comfort zone for some time in anticipation of a better lifestyle and economic benefits in support of that lifestyle. The PNG Government has a leg in both camps and expects both outcomes at the same time. The Government is also the regulator and expects compliance on top of that. If development in general is to be successful, all parties must substantially satisfy all expectations. It is evident that the outcome of some elements of development are reasonably defined (i.e. develop a viable mine to exploit the deposit), whilst other elements are moving targets (i.e. a better lifestyle). The seeds for conflict are thus abundantly present and to resolve them requires the will of all parties in all areas to come to a solution. This path to problem solving is many times torturous as each party comes from a different culture and background and has a different understanding of the parameters in the equation.

The Project Financing Industry is currently being expanded en- compassing greater competition due to the improved worldwide economy. This has meant that money is in greater supply than demand for both loan and equity investment and is available for larger and higher risk ventures. The consequence of this is that the Project Financing Industry should be better able to provide more innovative forms of financing to meet the needs of mining and petroleum companies, regardless of size. Large mining and petroleum companies in Papua New Guinea should therefore be looking for ways to raise equity funds for exploration in greenfield areas, diversifying their risks through acquisition, and seeking to reduce their costs of borrowings. The small to medium sized mining sector should be looking to raise equity for increased ex- ploration on tenements and, where possible, to raise borrowings to fund expansion and further development of their projects. In summary, it is a period during which companies should take ad- vantage of available funding to augment their strategic plans and increase their long term returns to shareholders.

Reasons for appointing a separate project team to manage a project are established. The selection of a project manager, based on the services they can provide and on their characteristics, skills and management style, is discussed. The consequences of selecting the wrong project manager are explored. A broad overview of the requirements for the project team is provided. Criteria for the selection of team members, and the role played by the project manager in this selection, are discussed. The levers that drive `on-time and on-budget' projects are discussed in terms of the project's vision, goals, controls, and incentives.

Following an underground coal mine explosion, it is important that ventilation is quickly restored to ventilate the mine and affect a mine rescue. To achieve this, surface ventilation fans must be suitably protected from explosion damage, but still able to be quickly restored.A review of all Australian coal mine regulations was carried out, revealing that Australia has no prescriptive regulations that specify the design of explosion relief panels and the protection of ventilation fans in the event of an underground explosion.To better define the level of protection required, this paper reviews and extracts details from relevant major international regulations and standards on the subject.A suitable design methodology for the protection of ventilation fans is presented that could be applied in Australia, using a combination of explosion relief panels, appropriate isolation of the fan, and ventilation shaft/mine design.CITATION:Rafferty, T and Bourcier, R, 2013. An accurate measure of the earth's magnetic field can be made in a few seconds with the portable proton precession magnetometer. Such an instrument increases the applicability of the long successful method of magnetic prospecting for minerals. As an example of the usefulness of the proton magnetometer, a survey over volcanic rocks near Apsley (Tas.) was made.INTRODUCTIONA completely portable magnetometer whose operation is based on the free precession of polarized protons in the earth's magnetic field, is now available on the market at a price competitive with magnetometers based on the classical physical principles. The ease, accuracy, rapidity, and reliability with which measurements of the earth's total magnetic field can be made with the proton precession magnetometer, led to the try-out of the instrument in an actual field problem so as to evaluate fully the capabilities of the instrument. Such evaluation is important, because the history of magnetic prospecting has shown that whenever significantly improved instrumentation has been introduced, prospecting costs have been substantially cut and many areas in which the prospecting costs were formerly considered excessive in relation to probable returns, have become economic mineral prospects. In the exploration of an area proposed for the establishment of an underground colliery, consideration of all land and mining titles and consents has early priority. Environmental aspects have become more meaningful. Preliminary assessments of previous geological knowledge, together with new geological and geophysical data from surface investigations, condition the decision to proceed with costly diamond drilling programmes. Methods other than fully cored diamond drilling have a useful application in appropriate circumstances. Drilling exploration is conducted in stages of increasing density of-hole spacing to the point where, with holes at 1 km centres, reserves are categorized as measured. The programme is subject to constant review in the light of market changes.
