When a major mineral find has been announced the general perception is that a battle between Aborigines and the mining company involved will inevitably occur.It is a fact that many miners in the past have not had a good relationship with Aborigines because of their indifferent attitudes towards them. They saw no common future and went their particular way. However, attitudes have changed significantly since Noonkanbah and both miners and Aborigines are seeking common ground in order to achieve mutual benefits from the establishment of a mine on or near Aboriginal land. There are many obstacles that both miners and Aborigines need to overcome inordertofindthiscommongroundtoachieveawin/win situation. The obstacles can be found in entrenched ideas and practices which need overhauling, not the least of which emanate from government policy and requirements.Without going into specifics, the Noonkanbah incident during the 1970's where Aborigines and their supporters confronted miners who were ordered by the Western Australian governmentto drill on Aboriginal land, polarized Aborigines and miners. Since this incident, many Aborigines, particularly those in the cities, have had the attitude that mining and Aboriginal culture are in direct conflict. Aboriginal opinion is generally shaped in the larger cities through mass media coverage of the opinions of urban Aborigines and their supporters. Through no fault of their own, these Aborigines were removedfromthe land of their ancestors and have notlived atraditional Aboriginal life-style for a number of generations and most have little knowledge of, nor have had involvement in, traditional Aboriginal lore and culture. For the most part these people live in awestern life-style and few still know their language. They generally have high profiles, often giving viewpoints that are wrongly considered "Aboriginal" and supposedly representing all Aborigines. This group is very different with their thought processes and values from those Aborigines who live on their own traditional lands with a traditional life-style, and practise their age old ceremonies. Their tribal values are based in their relationship with the land, expressed through complex religious ceremonial rites of song, dance and legend. Today this group is very much diminished in numbers but nevertheless in the region of the Gulf of Carpentaria there is a high proportion ofpeople who practise their lore, speak their own languages and pass on traditions to their children. It is well documented in the history of Australia that Aborigines have been decimated in numbers and whole tribes have been wiped out. Certainly in this region the experience has been no different.

The results of a geostatistical analysis of geochemical data obtained from field measurements are described in the paper. Q values derived from seismic signal rise times for different travel paths in the rock masses were used in the study. Cross-hole seismic measurements made at surface and underground sites formed the basis for the work. Geostatistical estimation of average l/Q values for area of the rock were compared with geological interpretions of rock type distributions. Reasonable correlations were obtained between the two methods of rock quality estimation.

An established method exists for the computation of rope lifetimes for shaft hoisting applications in the mining industry. In an earlier study, during the 1990s, an initial comparison of the calculated and actual rope life for various types of hoisting plants showed reasonably good correlation. In the meantime the calculation method has been developed further. The rotation behaviour of the rope during hoisting and the effects of multilayer spooling on drums are now considered in the assessment of expected rope lifetimes. The ability to determine an estimate of rope life in advance is particularly useful for mining companies. Such analysis allows them to predict the effects of rope choice in their particular application and thereby reduce the total cost of rope ownership. Such calculation techniques also allow designers of winding plants to identify aspects of the hoisting configuration that may negatively affect rope life. Often small (low-cost) changes, like increasing the diameter of head sheaves, can result in considerable improvements in rope performance. This paper describes the extended lifetime calculation method and gives further examples of the comparison between actual and calculated rope lives for operational double-drum mine hoists.

Mr. President, Ladies and Gentlemen, it gives me great pleasure to welcome you, on behalf of the Council and Administration, to this University and extend to you our very best wishes for a most successful and stimulating symposium. We as a College of the University of N.S.W. were always proud of the excellent support we received from your Institute members and the close association that existed between our organisations. Now we have matured into the University of Wollongong and have to stand on our own feet, we will need all the support we can get from such bodies as yours to ensure that we are not only producing graduates but are also playing a vital role in the community. Although there is no planning for a school of Mining Engineering in the near future, we do look forward to this being a viable proposition eventually and we will then be able to offer to your Institute wider facilities for your activities and ones which will embrace both the Mining and Metallurgy phases. Thank you Mr. President.

Australia wide, over 40 fly-in/fly-out mining operations and other forms of long distance commuting now exist, with coverage of about 5000 employees. The substantial majority of these operations are in Western Australia, with some mines also located in Queensland and the Northern Territory. In recent years new large-scale mining operations have adopted the fly-in/fly-out approach and it is important to note that no new mining towns have been constructed in Australia since the township of Roxby Downs was built in the late-1980s to service the Olympic Dam mine. An examination of fly-in/fly-out mining operations in Australia has been undertaken. A detailed survey undertaken in 1990 has been reviewed and another intensive survey undertaken to establish emerging trends. Results from both company and individual employees point of view have been analysed. A section examines the views of professional employees and the influence of fly-in/fly-out on career development. Bus-in/bus-out coal mining operations are emerging in Queensland's Bowen Basin. These operations commute their employees into the mine site for compressed working schedules while the mine employees' families are domiciled in regional cities such as Mackay. A review of the issues associated with the development of long distance commute coal mining operations in Queensland's Bowen Basin is performed and two case studies examined.

The O.K. deposit occurs within a belt of cherts and spilitised basic volcanics near the western margin of the Hodgkinson Province. The tabular to lenticular shape and gross conformability of the ore bodies; the common occurrence of colloform, framboidal and banded textures in the ores; the lack of significant alteration adjacent to the massive ore horizons and the apparent restriction of stockwork mineralization to the foot-wall side of the massive ore zone at the O.K. mine, all favour a syngenetic origin for the massive sulfide bodies. Furthermore, the micro- structural evidence suggests that the ores have undergone the same deformational history as the country rocks. The invariable association of the ores with spilites; the S isotope values and Co-Ni contents of the pyrites, together with the primitive metal assemblage (Fe, Cu, minor Zn) strongly favour a basic magmatic source for the sulfides. It is suggested-that the sulfides were probably precipitated sub aqueous- ly during a hiatus in volcanic activity. The O.K. deposit is of the cupreous pyrite variety, but unlike other well known occurrences of this type, it does not con- stitute part of an ophiolite complex. The operations of the Mount Morgan gold tailings retreatment plant were significantly improved in 1984 by the desliming of the CIP plant feed, which reduced cyanide consumption and increased percent gold dissolution. Subsequently, the development of slimes treatment, incorporating gold leaching from slimes solids by copper cyanide complexes in the process water, and gold adsorption on to carbon in an environment lacking free cyanide was successfully implemented. Mount Morgan was initially mined for gold commencing in 1882 on the auriferous ironstone cap to the sulphide ore body. During the history of mining and processing at Mount Morgan the operations have developed through numerous phases of gold and copper production, operating almost continuously through until the final closure in late 1990. The final phase of processing was the retreatment of tailings, predominantly flotation tailings accumulated since the 1930s, for the recovery of gold and minor silver. Tailings retreatment commenced in 1982 with the commissioning of a 10 000 tonnes per day CIP plant to treat some 40 million tonnes of tailings at an average grade of 1.08 g/t Au. The initial operations were hampered by high cyanide consumption and poor gold dissolution on the mixed siliceous/pyritic tailings. The successful development and implementation of the desliming of the CIP plant feed in 1984 (as described by Parsons and Hampshire, 1986) reduced cyanide consumption by 40 per cent, and raised gold extraction by 13 per cent points by virtue of significantly higher dissolved oxygen levels. The finer portion of the reclaimed tailings were deslimed by eighty 100 mm diameter AKW cyclones, with the desliming cyclone overflow thickened in a Warman 30 in diameter thickener for water recovery and slimes disposal. Operation of the desliming plant involved the discarding of a slime fraction representing about 15 per cent of the reclaimed feed. Although gold-bearing, the high content of cyanicides and oxygen consumers within the slime negated any conventional treatment of this stream with free cyanide for gold recovery. The natural lixiviant behaviour of the soluble copper cyanide complexes for gold, which was extremely evident at Mount Morgan, directed efforts in this area. Enhancement of gold leaching with a deficiency or near absence of detectable free cyanide, but with significant levels of copper cyanide complex from recycled process water were examined. Adsorption of this solubilised gold onto carbon in a similarly difficult environment required close examination.

The search for an efficient and economic machine to excavate hard rock continues. Development of the Robbins Mobile Miner commenced in 1983 with the formation of a joint venture between Mount Isa Mines Limited and The Robbins Company. Construction of the machine ensued and preliminary trials to verify the cutting action were undertaken in the USA prior to transportation to and assembly at Mount I-sa where mining commenced in September 1984. Initially, the machine was used to develop the S60 Decline which serves as a combined access and conveyor drive for the Southern 1100 Orebody Ore Handling System.

An understanding of the importance of the different components that comprise a rock bolt unit is necessary to ensure the proper use of rock bolts as a means of roof support. The various anchors, bolts and plates in use in Australia have been designed and adapted for Australian con- ditions. As mining conditions change, so will the types of bolts in use. This is apparent in the development of chemical anchors and other recent innovations.

I am very pleased to be here at this seminar on carbon-in-pulp (CIP) technology for the extraction of gold as I am always interested to hear about any new development in any aspect of gold ore processing. We can expect to learn a great deal from the papers to be presented over the next few days. It is not my purpose to give a detailed description of the CIP process nor to give a complete historical review. However, in this opening address it was thought appropriate that I should mention some historical features and some technical factors to set the scene for subsequent papers. This address was delivered at the Annual Conference Presidential Dinner held in Sydney on 11 July 1988.The Australasian Institute of Mining and Metallurgy brings together, voluntarily, people with a professional interest in the disciplines and skills which are employed in the mineral industry, and in relation to that industry.We come together because we have a mutual interest in improving what is done by the mineral industry, in all its aspects. It is this sense of continuing improvement, of doing better, of doing as well as we can, as our knowledge and skills improve, that unites us in creating and fostering a professional association of likeminded people.We know from our professional training and experience that enormous progress has been made, at an ever-increasing rate, in the mineral industry, particularly this century. We know that the mineral industry has played a very major role in providing the means by which so many more people survive to live longer, healthier ,and more interesting lives, than ever before. Indeed, together with the oil and gas industry, which is an integral part of the mineral industry but has achieved its own commercial distinction, it is fair to claim that the mineral industry has played the major role in providing the means for the advancement of the human, quality of life.We do not need to make any great claims on human society in consequence of our statement of these contributions. The facts, for those who are aware of them, speak for themselves. Our more modest interest, as members of our professional association, is to look to the future, while conscious of our heritage as a guide to what more might be done, in that future.We certainly do not claim that this indisputable contribution made to human welfare by the mineral industry gives us some moral position of superiority from which to claim greater support or understanding from the wider community of people.On the other hand we know that as members of the mineral industry we have a responsibility to do what we can to help other people to be aware of, and to understand the significance of, those facts which will only speak for themselves if we take the trouble to make them known. And we have a number of organisations. The Institute itself, The Australian Mining Industry Council, the various State Chambers of Mines, the industrial relations body, The Australian Mines and Metals Association, and others, each of which in its own way endeavours to add strength to the individual efforts which we each should make.We may look at these facts about our mineral industry as simple dry statistics, even with their undoubtedly improving trends, or we can see them, and portray them to others, as expressing something which is much more. We can portray them as expressing the outcomes of our professional determination to strive to do better, whatever it i,s we find ourselves doing in this mineralindustry.We may seek to describe our efforts as being in pursuit of excellence, or by other such high-sounding phrases, but I prefer to describe those efforts as simply our strivings to make everything we do better next time-much as the dedicated golfer tries to do, but with, may I suggest, more evident success achieved in the mineral industry; which is one reason why I don't try to play golf.May I suggest to you that trying to do better, is very simply the true basis of professionalism? We are trained and practised to see the opportunity for improvement-not to be static in a world which we know is changing so rapidly in every aspect around us. We must be dynamic, which means optimistic, about improving the world in which we find ourselves.

Integrated continuous mining techniques such as fully mobile in-pit crusher and conveyor (FMIPCC) systems offer inherent labour, energy and environmental benefits to deep pit metalliferous mines. However, before such systems become commonplace, a number of barriers must be overcome.This paper outlines a number of commonly perceived barriers to FMIPCC application, together with a number of suggested solutions. The paper advances a design approach for specifying FMIPCC systems for deep pit metalliferous applications. A novel FMIPCC configuration is advanced using a hydraulic excavator in backhoe configuration. Because of the requirement to minimise belt extensions, a mine planning approach is presented based on a series of parallel and radial belt conveyor moves.The FMIPCC system does not fully replace truck-shovel systems. In the proposed mine plan, sinking is undertaken with truck-shovel systems using a series of box cuts, whereas pit ‘widening’ activities are accomplished via the FMIPCC system. Because of inherent differences in mine sequencing, the net present value derived from the FMIPCC mine will differ markedly from that derived from traditional, nested-pit, truck-shovel mining approaches. Gold was mined from quartz bodies at Ballarat East from the 1850s until closure of the last mine in 1917. The average depth of mines was about 350 m.Ballarat Goldfields Limited (BGL) carried out diamond drilling from surface between 1985 and 1987 which proved the continuation of gold-quartz mineralisation beneath the old mines.During 1989 an underground development program was commenced to access the mineralisation for detailed exploration. The program included two simultaneous shaft developments. These were known as B2 shaft and Llanberris No.1 shaft.

Excavation in underground jointed rock masses creates cavities into which the surrounding rock mass deforms. Deformations, besides intact rock deformation, include mechanistic deformations such as slip and rotation. In this paper deformational moduli were measured for prototype and blocky (jointed) models using elastic analogue methods for stopes from MIM LimitedÆs Lead Mine. The blocks for the models were defined in terms of the prototypeÆs joint sets, their spatial separations, orientations and average friction characteristics. From dimensional analyses, a relationship between prototype and model deformations was used to predict stope mid-span deformations. The results of this physical modelling work, conducted in the 1970s, motivated an investigation into the electro-treatment of tailings backfill to achieve improved strength and stiffness characteristics. Tailings backfill containing fines and having a high clay content can be electrically dewatered, and at times grouted, cemented, ion exchanged or agglutinated, to achieve relatively high magnitudes of strength and stiffness. These treated tailings stiffnesses can reduce the deformation magnitudes within a rock mass and, in doing so, reduce problems encountered in mine pillar extraction. The application of these tailings modification techniques is examined in relation to the elastic analogue methods.

For a long time there has been a known relationship between the northern Heavy Mineral (HM) deposits of the Murray Basin to the extensive north east trending ridges in the area. These ridges have been a targeting tool for exploration and have uncovered some significant discoveries, some of which have turned into mining projects. Bemax’s Ginkgo and Snapper deposits are good examples of how the faulting helped create an economic deposit but also result in significant planning issues in the exploitation of these deposits. Material balance, induration and pyrite issues have been made easier to manage through good geological understanding of the deposits.

The large, high grade 3000 and 3500 copper orebodies at Mount Isa lie greater than 1200 m below the surface, and partly beneath the silver-lead-zinc mining operations at the Isa Mine.Since discovery over 30 years ago, the primary data acquisition programs have been integrated with long-term copper production strategies. These potentially sizeable and distinctly separate accumulations of copper mineralisation are the only sources capable of supplementing a decline in output from the 1100 orebody in the 1990s. Within a decade these deeper copper orebodies will become the major source of copper ore.

The Bogong Hydropower Development is a 140 MW high head power project currently under construction in Northern Victoria. The project is the final link in the Kiewa hydroelectricity scheme, which was originally constructed in the 1950s. Due to its location in the Alpine National Park, the waterway for the Bogong project must be located entirely underground. A series of shafts and tunnels is being constructed to transfer the water from the headworks at McKay Creek to the new power station located on the shores of Lake Guy in Bogong village. The difference in elevation between the headworks and the power station is greater than 420 m, which poses particular issues for the design and construction of the waterway. The purpose of this paper is to describe the design and construction planning aspects of the tunnelling and shaft excavation and lining works for the waterway. The tunnelling works includes 5.7 km of hard rock tunnel boring machine (TBM) driven tunnel, 1.1 km of drill and blast tunnel and two deep shafts. The tunnels and shafts are lined with a mixture of permanent rock bolts and shotcrete, concrete lining and steel lining. The viability of the Bogong Hydropower Development relies heavily on the ability of the TBM to excavate at high speed through the East Kiewa Grandiorites. Particular attention was given during the construction planning stage to understanding the excavation characteristics of this material, and designing a suitable hard rock TBM that would be capable of meeting the program requirements of the project.

The State Electricity Commission of Victoria is Australia's largest single coal producer. Approximately 19 Mt of coal will be produced in 1989 from the SEC V's newest mine, Loy Yang Open Cut (LYOC), which com- menced overburden stripping operation in October 1982. When the adja- cent Loy Yang Power Station is completed in the late 1990's, LYOC will supply between 35 to 45 Mt/a, depending on power station performance and demand of coal for non-power generation uses. LYOC has been a major challenge for the SECV. It is the biggest single open pit coal mining development undertaken in Australia, with a whole of life capital cost approaching A$1 billion. The mine has supplied a very rapidly growing demand for coal from the expanding power station while developing in breadth, length and depth. Coal demand has consistently been above the figures anticipated during the initial planning because of the substantially improved performance of the 500 MW units of the Loy Yang A Power Station. The superior performance of the LYOC and power station has generated additional electrical energy during the first 5 years of power station operation compared with the initial planning targets- at almost no additional capital cost. This has been a major benefit to the SECV. LYOC will continue to present major challenges for the SECV, particularly in achieving overburden removal and coal reserve targets as development of the open cut continues to full depth over the next 15 years.

Estimation of productivity is a key factor in the design of hydraulic mines and in assessing their economic feasibility. A published Russian formula for hydraulic mining monitor cutting rates overstated productivity by up to 2 tonnes per minute (251%) when applied to Solid EnergyÆs hydraulic mines. A new formula, taking into account additional productivity factors, was derived by Solid Energy and produced an acceptable correlation between predicted and actual cutting rates inNew Zealand and overseas hydraulic mines, with an average error of approximately 0.1 tonnes per minute.   Another key factor in hydraulic mine design is the transport of coal slurry via flumes. Solid Energy carried out a series of 80 full scale tests in a surface flume installation, varying the gradient and coal:water ratio. Both steel flumes and plastic-lined flumes were evaluated. A modification of the Chezy Open Channel Flow formula, including a factor for slurry density, gave a reasonable correlation between actual and predicted flows. It is believed that this Solid Energy formula is suitable for the design of flume installations for hydraulic mining.
