Reports of delays and cost blowouts in major study and construction projects are becoming increasingly prevalent in the resources industry. This is mainly being attributed to an escalating cost environment associated with the increased number of projects in the development to construction pipeline and a scarcity of competent skilled resources to deliver these projects. However, not all this effect can be directly attributed to the current environment. Historically the mining industry has not performed well in its ability to deliver projects according to the financial and physical parameters forecast in the feasibility study process. To manage the risks associated with delivery of major projects, resource companies need to ensure they use a standardised approach to management of their project development to satisfy project objectives and enable more efficient use of the increasingly limited available resources. Each discrete step in advancing the project from scoping study to operations needs to be integrated, reducing the amount of rework and duplication. This paper is primarily a consolidation of existing ideas on project management systems but also introduces new concepts to solve current issues. It describes the basic components of a typical mining project, the issues that commonly arise, the key attributes, and critical steps required for an effective integrated project management system covering projects from initial scoping studies through to project commissioning and operation. This paper focuses on technical study components of the mine development project with allowance for transitioning to design and construction and operation phases.

Comb-layered textures preserve the cyclic accumulation and release of volatiles inside magmas that are temporally associated with large Cu-Au-Mo-rich porphyry ore deposits. Fluid inclusions in these textures sample pristine magmatic fluid. Microanalysis of this fluid helps constrain the physical models that operate at melt-fluid interface and in the broader magma system responsible for ore deposit formation. In recent times there has been a marked increase in public awareness of air pollution. Some of this has been induced by the Press but our own senses tell us that there is a visible haze over our cities on many mornings. The people are now demanding a clean environment and will no longer tolerate smoke and dust fall or gaseous and odorous emission which either soil building and furnishings or interfere with comfort and well being.

Many of the recent major achievements of our industry were visions of our forefathers in the 1800s. Only recently has technology been able to meet the vision of our predecessors. This paper follows the development of selected aspects of tunnelling from the 1800s to present day. It appears that, at the turn of the century, technology is beginning to catch up with our vision and we are able to put our ideas to work more quickly.

Details are given of the excellent performance, outside Australia, of steel slag in road pavement surfacing. Laboratory tests and plant trials have shown Port Kembla BOF steel slag to be a material with properties suitable for producing asphaltic concrete which will maintain a high skid resistance in service under heavy traffic. The high density of steel slag is a factor which will result in a cartage cost penalty likely to restrict usage to close to its source.

Papua New Guinea is geologically prospective for large, medium and small mineral discoveries. All profitable developments to date have been very large mines but for every large mine there should be many small mines which could be developed under appropriate circumstances.The Papua New Guinea Government should, with appropriate changes to fiscal, legislative and policy regimes, create a favourable exploration envir-onment to encourage a major increase in exploration by small exploration companies and subsequent discoveries and mine development.

Fluidised Bed Combustion technology has expanded since the first fluidised bed boiler steamed in 1974 with 58 companies currently supplying units. In Australia the market has been in small boilers and the goal of a limited attendance coal fired boiler has been achieved. On the world scene, the major incentive for development has been emission control with sulphur capture and low NOX. The potential of significant reduction in plant size is encouraging development of pressurised fluidised bed combustion.

The fundamental natural ingredient of any mining development is an ore reserve. The classical definition of an ore reserve has both technical and commercial components, each involving elements of risk. By definition the desposit must contain mineral values which are "extractable at a profit". Metallurgy supplies a vital link between these two basic requirements of a successful mining project; the metallurgical input establishes the process by which the contained minerals may be recovered and converted into marketable product(s).

The coking coal produced by Utah Development Company in the Bowen Basin is processed by a dual system of dense media cyclones for the 30mm x 0.5mm feed and flotation for 0.5 x 0mm material. Subsidence issues associated with historic mine workings have highlighted the need for enhanced geotechnical management of the Martha pit over the remaining life. The bureaucracy in Victoria has worked against exploration and mining development. There is no doubt that the new Mineral Resources development Act has simplified matters on the mining side of the system. However, WMC's Bendigo and Deep Lead experiences demonstrate that other parts of the bureaucracy can cause serious delays. The mining industry continues to view the approval process causal of excessive costs and delays compared with other States (and countries) and prohibitive to investment in Victoria.

The Lady Loretta lead-zinc-silver mineral isation of north-west Queensland was discovered first by Placer geologists in 1968 as a result of a geochemical soil survey. The stratigraphic position, mineralisation and rock associations of the deposit are very similar to those of the Mount Isa lead-zinc-silver orebodies. Aspects of the exploration history, geo- chemistry and structural geology of the Lady Loretta deposit, are discussed. A geometric model of the Ore Horizon is given.

Mathematical economic models for assess ment of technological progress in the mining industry in the USSR are discussed. The models are based on a simple index, TT which approxi- mates the rate of growth of the people's living standards. The paper outlines the philosophies and the methods applied to resource estimation by North Flinders Mines Limited at The Granites. These are based on recognition of the prime importance of quality data, accurate geological perception of the deposit, and the judgement of the estimator.
