During the last decade the proper training of operating and maintenance staff has been recognised as directly contributing to the successful startup and continuing operations of a metallurgical project. During this period Bechtel has assisted clients in the design, development and implementation of such training. The clients have been located in Australia, Papua New Guinea, Africa, China and North America. The programmes have addressed mobile and fixed plant operations and maintenance in coal, copper, gold, borax and other mining environments. The level of sophistication has varied from highly structured and documented instruction to less formal, yet controlled efforts to reorient and enhance the skills of experienced workers to training personnel with no previous work experience. Many lessons have been learned, some easier than others. Many changes have occurred in the world market for manganese over the last five years. Among these, the emergence of divided steel processes for the hot metal refining of pig iron is affecting the use of both ferruginous manganese ore and ferro manganese, at this stage particularly in the Japanese steel industry. Subsequent demand for higher quality manganese materials is promoting the use of thermally beneficiated products such as sinter. In addition, many processes are being developed for the direct smelting of fine manganese ores, of which plasma technology is the most advanced. Cost pressures and product quality requirements are encouraging pre- viously self sufficient countries such as The People's Republic of China and the USSR to import high grade manganese ores to supplement indigenous lower quality supplies. At the same time, Brazil has been provided with the impetus to convert its substantial reserves of ore to value added products.

Worldwide, hard coal mining is being carried out at ever increasing depth, and has, therefore, to cope with correspondingly increasing methane emissions. About seven per cent of global methane emissions are caused by coal mining. Beside carbon dioxide, chloro-fluorocarbons (CFCs) and nitrogen oxides, methane is one of the most significant `greenhouse' gases. It is mainly through the release of such trace gases that the greenhouse effect is brought about. Reducing methane emissions is therefore an important problem to be solved by the coal mining industry. This paper begins by highlighting some of the fundamental principles of methane in hard coal mining. The methane problem in German hard coal mining and the industry's efforts to reduce methane emissions are presented. The future development in German hard coal mining is illustrated by an example which shows how large methane volumes can be managed, while still maintaining high outputs at increasing depth.

Mine to mill optimisation is not a recently developed concept. It is one which is finally gaining greater acceptance in the Australian mining industry, possibly as a consequence of the downturn in markets and certainly made possible by the development of tools and techniques to measure and predict performance of mining equipment and milling plants. Fragment size after blasting has a major bearing on the performance of all aspects of mining and a major influence on the economics of the mine and mill. The process to optimise fragmentation consists of identifying the key factors, measuring their sensitivity through a modelling and trialing program and conducting economic evaluations on the changes on both the mine and mill. Management of the Ernest Henry copper-gold mine in Northern Queensland, Australia, has espoused the mine-to-mill concept and is actively pursuing excellence in blasting to drive down the total cost of mining. Ernest Henry has extremely hard, wet and heavily jointed geological conditions, and had high powder factors and a large percentage of oversize material reporting to the crusher or ROM stockpile. A blasting improvement program was undertaken between Ernest Henry Mining, Thiess Contractors and Orica Explosives to optimise the ore size distribution, particularly the oversize component, as a step to reducing production costs. Measures of success included bringing the rock breaker back from double shifts to part-time operation and increasing direct dumping into the crusher from 70 per cent to 92 per cent. Tools and technologies to predict and measure the performance of individual blasts are needed before it is possible to optimise fragmentation or the downstream processes. These include such specialised Orica Explosives tools as SABREX, POWERSIEVE, and POWERLINE and commercially available drill monitors. As important are the more common still and video camera, borehole loggers, measuring tapes, surveying equipment such as face profilers, and a high speed camera if possible. There are many tools which can be applied however it is rarely necessary or possible to use all of them due to time constraints and a point of diminishing returns. The critical point is knowing what the true parameters of the blast were compared to design -only then can the predictive tools be effectively utilised. Stage one of the program has seen gradual improvement as the understanding grew and practices have been implemented resulting in reduced bridging in the crusher, geological mapping with respective blast designs and the oversize component under control. This paper is about a process approach which links tools and technology to understand the fragmentation drivers and then to optimising the size distribution. On 8 July 1993, a landslide of about one million cubic metres of rock blocked the river Satluj near Sanjay Vidyut Pariyojana - Bhaba project and caused flooding into the Bhaba Power House (120 MW) resulting in suspension of power generation. The concerned authorities desired an early removal of the blockade by an underwater blasting operation into the over topping water to reduce the water level at the blockade and resume power generation in the power house. In the absence of underwater drilling, it was essential for the blasting technique to be used where no cavity to confine the explosive was required. For this reason mud capping and plaster shooting with directional throw were used and additional specially fabricated mild steel pipe charges were used under high current for an underwater trenching operation. By employing these techniques the river blockade was removed up to the required depth and on 8 September 1993 the Power House resumed the power generation.

The use of Decision Analysis is becoming more widespread in industry as a whole, and there is considerable scope for its application in the mining industry. Wherever decisions have to be made, whenever risks have to be taken, whenever uncertainty exists or whenever judgements have to be made, then Decision Analysis can be used. In the mining industry we daily make many decisions involving risk, uncertainty and judgement. Expansion and diversity will only increase the need for balanced decision making techniques. This paper seeks to describe the history and principles of Decision Theory, and to illustrate the various modelling approaches using three fictitious yet realistic case studies. Decision Analysis logically integrates the quantifiable and seemingly non-quantifiable aspects of a decision problem into a coherent, explicit and rational solution. It also allows the decision-makers to see the full impact of each variable or uncertainty, and hence focus on the key aspects that influence the solution.

The underground mining of a narrow vein hard rock orebody is a capital and labour intensive method of extraction. Due to the nature of underground mining it is difficult for higher level managers to physically see the efficiencies and inefficiencies of a particular method. Extraction methods and sequencing often need to be altered from the original planned methods as a result of mine developent, providing more in depth information as it progresses. As a result of these issues contract mining of these orebodies is common practice. There are several types of contract structures for the purpose of underground contract mining with many complex permutations of them that reflect the different needs of each individual company and orebody. The different contracts are arranged dependent on the mining companyÆs desire to transfer or, alternatively, embrace risk. This presentation gives a brief overview on these different methods and their various advantages and limitations with regard to small scale and narrow vein underground mining. With respect to these different contracting methods, the presenter reviews the mutual growth benefits of emerging partnering opportunities, specifically with regard to smaller explorers exploring and developing prospective mining tenements. The specific advantages to small explorers include the resource flexibility and speed of project development that private mining contractors can provide. Given the contracting methods that are available, there is potential for small private mining companies to gain minor stakes in major projects and major stakes in medium sized projects by employing innovative contracting solutions to provide mutual benefits to the parties. I must tell you at the outset that I come to this conference deeply disturbed at the `role of Government in international dealings in mineral and energy resources'. I am disturbed by the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the con- stant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

Silica reacts with cryolite at 1010°C in two stages. The first stage is the formation of a sodium aluminosilicate of composition consistent with the mineral jadeite (Na20.AI20s.4Si02). The formation proceeds by atleast two different reactions. Formation of alumina or an aluminosilicate proceeds to its limiting value in the first 30 min while the formation of jadeite proceeds at a steady rate until quantitative conversion is achieved after 150 min. The net overall reaction can be expressed by the equation 6 Si02+2 Na3AlF6? (Na20.AI20s.4Si02) +2 SiF4 +4NaF.The second stage involves a slow reaction that proceeds with the evolution of a little SiF4, The net result is the formation of sodium aluminosilicates that are soluble in 30 per cent AlCIs-HCI solutions. While this could be explained by disproportionation of jadeite to form albite (Na20.Al203.6Si02) and nepheline (Na20. AI203.2Si02), it is more likely that it is due to further but limited reaction between the oxides and fiuoroaluminates.

Hidden under picturesque Bemic Lake, in Canada's eastern Manitoba, lies a highly fractionated pegmatite orebody, hosting a unique assemblage of minerals. Accidentally discovered in 1929, the orebody had a brief history as a tin producer, but it is now mined by Tantalum Mining Corporation of Canada, Ltd. (TANCO), for its cesium, lithium, rubidium and tantalum bearing minerals. The mine also has potential for mbidium-feldspar, amblygonite, gallium rich mica, and quartz production. This paper describes the geology of the orebody, and its mining and processing. Selective, concurrent, mining and milling of the various products necessitates a high degree of planning and control, and these aspects are also discussed. The introduction of Quality Control and SPC are discussed, for such are the keys to excellence.

The concept of "profit" is implicit in the definition of an ore reserve. It is suggested that the flexible concept "economic" is more appropriate. This allows different economic considerations to be taken to account when determining what is ore at the feasibility study stage; during actual mining production; before mine closure; and from the viewpoint of the national economy. Economic factors which are highly variable, and largely beyond a mining enterprise's control, affect the economic exploitation of a mineral resource. Major economic factors include: metal prices; operating costs; the cost of original and replacement capital equipment; the cost of capital; taxation and royalties; inflation; exchange rates and the state of the world economy. The paper suggests why a careful quantification of the average value, trend, and variation from the trend of major economic factors should be made and how this will lead to a better definition of ore reserves. The paper also discusses the necessity of reappraising economic factors during the life of a mine in order to maximise the economic surplus and to minimise the wastage of natural, economic and human resources employed in mining.

The influence of layering on the rate of heat transfer through a packed bed consisting of particles of two different sizes and heat capacities has been determined by measuring the heat front velocity through beds of quartzite particles and iron ore pellets. The heat front velocity through the layered beds was less than that through a bed consisting of a random mixture of the par- ticles. This is due to the formation of an interface in which the smaller pellets in one layer penetrate into the layer of quartzite Below.

The Knelson Concentrator is a centrifugal gold concentrator developed in Canada, which utilises the combination of high gravitational ("G") forces and a unique fluidising action to efficiently recover free gold particles from minus 6 mm to fine micron gold in both alluvial and hardrock applications.Operating parameters including water requirements, fluidising pressures and feed rates are given, as well as an indication of their various effects on gold recovery.Results include a Colorado School of Mines Research Institute (CSMRI) report comparing the Knelson concentrator with various other gravity concentrators.

This paper illustrates that sampling problems and difficulties are as common in an R&D environment as they are in an operating plant. Researchers need to be aware of the potential influence of poor sampling practices and when feasible determine the sampling and analytical precision at the start of any experimentation. Specific problems that have been encountered are discussed and the procedures implemented to overcome these difficulties are described. Examples from projects include the cyanidation of a Au/Ag ore, column leaching of refractory gold and oxide ores, the bioremediation of contaminated sites and the flotation of ore containing native copper.

Carbonation of reinforced concrete is a potential durability issue for vehicular tunnels. This is particularly the case where elevated carbon dioxide concentrations exist and when the design life is 100 years or more. The process of carbonation can result in loss of passive protection to embedded steel reinforcement and initiation of corrosion. Therefore, tunnel design needs to consider the potential for carbonation on internal surfaces and how design life can be achieved in severe environments. This paper examines methods for predicting carbonation and how deterioration can be mitigated through appropriate concrete mix design and construction practices.

It is good practice that the selection of survey parameters ensures that the signal to noise ratio is optimised, while minimising survey cost.Sampling considerations for any geophysical method include the size of the target, scale of observation, aliasing associated with station and line spacing, nature and extent of overburden, and the presentation of data.As a guide to survey design, the specifics are discussed for three geophysical techniques in common use in mineral exploration; these include the magnetic method, transient electromagnetics and induced polarisation.
