The purpose of this paper is to outline the basic policy problems for good community relations programmes in the resource extraction industries of Papua New Guinea. The main focus of the paper will be on defining and analysing those problems which lie on the landowner side and which are still not widely understood within the resource extraction industries despite several decades of turbulent experience. Many of the companies operating in the resource extraction industries of mining and petroleum and gas have in recent decades adopted, by choice or necessity, 'good corporate citizen' policies. Some of these companies now pursue ethical business, environmental and community relations policies. Some have adequately funded and well-trained staff in their community relations departments. Although different industry sites scattered over Papua New Guinea show significant differences in their experience of social conflict, I argue here that a good deal of this variation has less to do with the differences between the companies' public relations policies and their effectiveness and more to do with the conflict causing features of indigenous society. Experience suggests that even a company well-equipped with good intentions, good policies and good staff may experience serious difficulties in maintaining good community relations in Papua New Guinea. Many of these difficulties, I argue, can be traced to causes that lie, essentially, within the structure of Papua New Guinean communities and in the customs and social relations of Papua New Guinean peoples. Accordingly the attention of this paper is focussed on the conflict causing aspects of Papua New Guinean society. It is true, to the point of being a cliche, that Papua New Guinean societies are oriented very strongly towards achieving consensus and social harmony. In this regard Papua New Guinean communities differ significantly from, say, Australian communities. My purpose here is not to denigrate this aspect of Papua New Guinean societies but, rather, to point out that the drive for consensus is driven by the desire to avoid its opposite, dissensus. This paper sets out to define the dissensual aspects of Papua New Guinean societies and my special interest is in those conflict producing aspects of Papua New Guinean societies that are most resistant to the mechanisms that are designed to create social harmony. A survey of the recent history of industry and community relations in Papua New Guinea indicates that there are three main factors present on the landowner side which are liable, separately or through their interaction, to cause difficulties. These factors are respectively generational challenge, social boundaries and custom variability and I shall discuss each of these in turn.

Mining is taking place at increasing depths of cover on the Southern Coalfield beneath predominantly massive sandstone strata. Within the next twenty years, there will be longwall mining at depths greater than 600 m. As the Sydney Metropolitan area continues to expand and as coal mining approaches these urban areas subsidence will continue to become an increasinglY important aspect of coal mining research. Investigations, commenced in the mid 1960's, allow prediction of subsidence in the Southern Coalheld with reasonable confidence. The work is showing that the characteristics of thc subsidence troughs over the deeper mining at Appin differ from the characteristics of mine subsidence at less cover.The longwall mining at Appin Colliery has resulted in a maximum measured subsidenee of 730 mm. The maximum strains were small because of the large radii of curvature of the subsidence profiles. There was no damage to any of the buildings in the township of Appin.

In previous papers (1, 2), the influence on the creep resistance of elements normally found in commercial lead has been recorded. The results in the present paper refer to the influence of calcium, an element which is not found naturally in lead, but which has been used commercially in the form of alloys. It was realised that calcium would act as a deoxidising agent for lead-and in fact it was with this feature in view that both calcium and magnesium were used as additions. Subsequent work (including the results given in the present paper) has tended to diminish the importance which at first seemed to be associated with the presence of oxygen in lead. The structure of the dilute calcium lead alloys has been worked out in detail (S) and the phase diagram shows the existence of limited solid solubility and a compound CaPbs.

The Waihi-Waitekauri region hosts numerous low-sulfidation epithermal deposits that both outcrop and occur at depth. Zones of intense hydrothermal alteration enclose the Au-Ag bearing quartz vein deposits. Hydrothermal alteration includes the destruction of magnetite by hydrothermal fluids, pervasive silicification adjacent to quartz lodes and potassium enrichment due to adularia and illite deposition. High-resolution airborne magnetic and radiometric, and new gravity data delineate distinct geophysical anomalies associated with hydrothermal alteration and mineralisation. Five magnetically quiet zones occur in the region varying in size from 3 to 34 km2 and in geometry from circular to irregular zones. These zones represent the near-surface extent of strong to intense hydrothermal alteration associated with fossil geothermal systems. All epithermal deposits in the region occur in magnetically quiet zones. Over 120 new gravity stations together with existing data across the Waihi district have defined a positive Bouguer gravity anomaly coincident with the magnetically quiet zone. Eastern and western gradients of 50 gu/km bound the anomaly that contains two flat gravity highs west and east of the Waihi deposit. Strong potassium signatures in airborne radiometric data correlate with outcropping zones of alteration and are consistent with the presence of adularia and illite minerals. Hydrothermally altered zones are represented by areas of low Th/K ratios as a result of low thorium concentrations in andesite and elevated potassium levels in altered zones.

The Ministry of Commerce has been carrying out an evaluation of the resources of the Northwest Nelson region. In part this was to revisit the issues covered in the earlier proposal to close part of Northwest Nelson to mining under section 24 of the Mining Act (1971) initiated in 1990. In addition, the option of using GIS to integrate a variety of spatial data sets to aid policy formulation could be tested. The Northwest Nelson assessment would be a useful trial. The subsequent national park proposal provided a major impetus to the project and resulted in the scope of the study being broadened to include all energy and minerals resources.

In the deformation of a metal or a single-phase alloy all the crystals composing the metal after their shape in a similar manner as the metal in bulk and to about· the same extent. This is not the case in an alloy consisting of two phases of different resistance to plastic deformation. In such an alloy the two phases take part in the deformation approximately in inverse proportion to their hardness, at least at the beginning of the deformation. (1) The hardness difference becomes less in the course of the deformation and thereby the deformation more equal. The phenomena occurring during cold-rolling of some two-phase alloys have been investigated by H. Unckel who made statistical grain measurements of the degree of deformation of the two phases after various reductions by rolling and also microscopical observations of the flow in the neighbourhood of the grain boundaries. Because of the different relative flow of the two phases, the normal flow is disturbed in the vicinity of their boundaries, and some additional plastic flow must take place in these regions, the disturbance being levelled out at some distance from the boundary. The deformation of the two phases present simultaneously in the material should thus be different from that of each phase separately. The investigation of theimportance and the effects of this interaction of crystals of different phases is the subject of this paper.The deformation of crystals occurs as a gliding of crystal layers following crystallographic laws. In consequence of this slip the crystals composing the material tend to assume a common orientation, i.e. some crystallographic axes tend to become parallel to each other in all the crystals. The type of this preferred orientation depends on the type of the crystal and the working process. Any change in the mechanism of deformation results, therefore, in a change in the preferred orientation. Such a change in kind and degree of preferred orientation will, therefore, also occur if the interaction of crystals in a two-phase alloy gives rise to a mechanism of deformation different from that in the free phases.The present paper describes a study of the preferred orientation, the microstructure and hardness in wires of brass drawn to various extents.The development of preferred orientations in the two phases with increasing reduction was followed up in various layers of the wire.EXPERIMENTAL DETAILSThe experiments were carried out with a commercial 5 S.W.G. wire (0,212 in. diameter) containing: 62·7% Cu, 37·3% Zn, very faint traces...

Situated in the Greymouth Coalfield, the Mt Davy Block contains a significant resource of high quality bituminous coal suitable for use in metallurgical coking coal blends. The coal, which is all low sulphur, is seen as a complementary deposit to export coking coal at Stockton Mine.   Previous drilling by State Coal Mines (1948 - 1953) and Japanese interests (1970's) have been supplemented by Coal New Zealand drilling (1992 - 1993) and surface mapping. A mining feasibility study was completed in late 1993 and approval gained for the driveage of an exploratory tunnel to the target seam.   Following construction of surface facilities, tunnel driveage on a 1:5 decline commenced from Rewanui in May 1995 and to date about half the required length has been driven. When the seam is intersected a comprehensive geotechnical testing programme will be undertaken to assess the in-situ mining conditions. It is expected that the results will confirm the assumptions made in the feasibility study.   The Mt Davy Mine, at depths of 500 - 700 metres, will be the deepest underground coal mine ever inNew Zealand and in-situ stresses (orientation and magnitude) will be important considerations for mining engineering. The coal has a high gas content and suitable techniques for gas control and prevention/mitigation of coal outbursts will be necessary.   Mine development is scheduled to commence in mid 1998 and an annual production level of 500 000 tonnes is forecast. The coal seams will be developed by continuous miner and coal extraction will be by hydraulic monitor. Coal will be pumped to the surface and from Rewanui transported five kilometres to Dunollie either by truck or slurry pipeline. At Dunollie a coal dewatering plant, coal stockpile and rail loadout will be constructed.

The structure of the Bulli coal seam at Appin Colliery was detailed by the seismic reflection method. This unusual application of the seismic method was possible because there is a reflector near the seam as was revealed during exploration for petroleum in an area north-west of Appin. The reflector, which was at a depth of 1,500 ft, was shallow by normal reflection survey standards. Measurement of the seismic velocity at two ventilation shafts showed that the reflector was probably the Bulli coal seam. Accurate depth control was established from previous drilling results.INTRODUCTIONAppin Colliery, situated on the Southern Coalfield of N.S.W. (Fig. 1), is being developed to supply coking coal to the Port Kembla steelworks of Australian Iron and Steel Pty. Ltd. The colliery is mechanized and a detailed knowledge of structure, particularly faulting, is important in planning the workings.The Bulli seam, which is approximately 9 ft thick, and between 1,500 ft and 1,800 ft below the surface, is worked in the colliery. It is the uppermost member of the Permian Coal Measures and is overlain by Triassic rocks, which consist of thick sandstone beds containing beds of coloured shales, and which are subdivided into the Narrabeen Group, the Hawkesbury Sandstone, and the Wianamatta Group.In the early stages of development of the colliery, surface geological mapping and diamond drilling provided information on structure. Generalized results of the mapping are shown on Fig. 2. Drilling indicated that the physical and chemical properties of the Bulli seam are relatively constant, and that the seam is nearly horizontal, the average dipbeing about 1 in 25 to the west.

The Hidden Valley Gold Project is located in a remote and mountainous area of the Morobe Province approximately 30 km south of the township of Bulolo and approximately 90 km south-southwest of the provincial capital, Lae. The Hidden Valley deposit was discovered in 1984 with the nearby Hamata and Kaveroi deposits discovered in 1987 and 1992 respectively. Reserves (Harmony, 2009) at these three deposits are 42.1 million tonnes of ore containing approximately 2.9 million ounces of gold and 45 million ounces of silver. A further 5.4 million ounces of gold and 84 million ounces of silver are in the resources category. The process plant is designed to treat 4.2 million tonnes per year of gold/silver ore extracted by open cut mining methods. Ore is classified into three ore types according to oxidation state: oxide, transition and primary. The silver to gold grade ratio is high for the Hidden Valley and Kaveroi ores, generally in the range 15 - 20:1, and much lower for Hamata, typically 1 - 2:1: Primary ore is the dominant ore type at Hidden Valley with sulfur grades up to about two per cent sulfur. Oxide and transition ores are more prevalent at the Hamata deposit, but its primary ore has up to five per cent sulfur grades. Variable ore types, particularly in the initial years of operation, high silver to gold ratios and limited plant site area, due to the challenging terrain, present the main processing challenges for this project. This paper describes the operating strategies and process development for the main areas of this circuit, highlighting selections of processes and equipment that achieve cost effective, yet flexible solutions to the treatment of ores from these deposits.

ONE of the phases of mining wide ore-bodies, such as are found in Broken Hill, is the laying-out and design of the sill floor gangway timber, When, in the above operation, a detail has to be repeated frequently, it is desirable in the interests of efficiency that that detail should be standardized as far as possible. Before arriving at a standard design e.g., a crosscut layout-it would seem necessary to compare its strength with some other unit of timber and see that the general design is at least as strong as the unit that has been taken for comparative purposes, In these notes no attempt is made to calculate the stresses to which timber underground is subjected, but merely to draw a comparison between the relative strengths of the various cross sections of timber in common use underground.It has been assumed for the purposes of comparison that the milling exerts pressure in a vertical plane only, and is uniformly distributed over any area. The Tennant Creek goldfield is situated in the Northern Territory, 360 miles north of Alice Springs, or a tot~l distance of 1,300 miles north of Adelaide, and 600 miles south of Darwin. The auriferous area extends 20 miles north and south by 50 miles east and west. The overland telegraph line and the AIice Springs-Darwin road pass through the centre of the field.HISTORY, PRODUCTIONThe country comprising the goldfield was traversed by J. MacDouall Stuart between 1859 and 1861 in the course of his last three exploring expeditions, which terminated respectively at Attack Creek, Newcastle Waters and at the mouth of the Adelaide River. The explorer named Tennant Creek and also Mount Samuel, on which mining operations are now in progress. The overland telegraph line was completed in 1872 and a relaying station established eight miles north of the site of the present township. There was no other settlement in the adjacent country prior to the opening up of the goldfield.Gold was discovered in 1926 on what is known as the Great Northern lease, three miles north of the township. The field was remote; the nearest plant at which gold ore could be treated was at Peterborough, in South Australia, 1,186 miles distant, and it was not until 1932 that the development of the field actively commenced.The production of the field from its inception to December 31, 1939, was 57,895 QZ. of gold, valued at £522,000, recovered from 61,793 long tons of ore, won from 98 mines. In 1940 seven of these mines had reached depths between 100 ft. and 230 ft., the workings of the majority being less than 60 ft. below surface.TOPOGRAPHY, WATERThe country is traversed by parallel and sub-parallel lines of hills trending east and west and rising to altitudes varying from 50 ft. to 100 ft. above the intervening valleys. The low ranges and isolated hills owe their survival to the resistance offered by their indurated, harder rocks to erosion which has removed the softer intervening formations. Their elevation and area depend to a considerable extent upon the presence of; and, the size of, the more or less exposed haematite formations, or are due to the influence of extensive siliceous dykes which traverse the locality.Watercourses head from the hills and either flood out on the flats within a short distance, or in a few cases follow longer courses to the northward. For thick seam extraction, the Blasting Gallery (BG) method is ideal for obtaining the maximum percentage of extraction at fast rates. The continued use of this mining method is threatened by strata control and spontaneous heating problems. The strata control problems are managed, to some extent, by supporting the roof with cable bolting and roof bolts of 2.5 m length and with regular induced blasting. However, a number of BG panels were sealed off prematurely due to spontaneous heating problems, losing 1.12 million tonne of coal. The use of compressed CO2 for controlling mine fires is not uncommon in the coal mining industry, but its use is something new for controlling active spontaneous heating in a BG working panel goaf. This method was attempted at the BG I/8 panel of the Godavarikhani (GDK) 8 Incline, Singareni Collieries Company Limited (SCCL). The spontaneous heating was effectively controlled and the remaining coal in the panel was completely extracted by continuous flushing of carbon dioxide (CO2) into the goaf for 40 days. One thousand and twenty four CO2 cylinders, each of 45 kg at 80 bar pressure were flushed into the goaf at the rate of 25 to 30 cylinders (350 m3 of CO2) per day. A quantity of 35 510 tonne of coal was extracted during the period from 30 July 2002 to 7 September 2002. The main objective of this paper is to present the complete process of controlling the spontaneous heating by CO2 flushing and to report on the study of the behaviour of gases and their analysis. The unique experience of controlling the active spontaneous heating in the working Blasting Gallery I/8 panel goaf at GDK 8 Incline with CO2 flushing (till the completion of the panel) will go a long way in establishing a working procedure for handling fire/spontaneous heating problems in BG panels.

Past successes of low impact mineral exploration and rehabilitation of mined areas in developed land of subdued contour provide little guidance for similar activity in more sensitive high country or mountain environments. Land management agencies and environmental pressure groups have expressed considerable concern about mineral development in these areas by land especially where the land involved has high environmental or productive values. Mineral explorers are responding with detailed proposals for integration of environmental assessment and mineral exploration at an early stage. A model programme for Fiordland National Park presented in this paper illustrates this approach.

Owing the greater fluidity of the filling now in use, it is sometimes necessary to resort to square-sets, both at the ground floor and above, the roofs and walls are generally enough to permit stoping without timber, except for ground and occasional stacks on the rills.Sufficient area of ground floor has been beaten out to start overhead stoping, the dome back is partly formed, with its apex a rise which connects with the mullock-pass reticulation.(Sce 1 showing this reticulation in diagrammatic form.)

Gold recovered on the strikes at the Central Norseman mill, Norseman, Western Australia, has an approximate assay fineness of 850. Bullion recovered from the cyanide plant at the mine is of much lower value, and occasionally its assay fineness has been as low as 250. This indicates either that the fine gold particles in the ore consist of an alloy richer in silver than the coarse particles or else that a silver mineral, as well as the gold, is dissolved by the cyanide solutions.It had been observed at the mine that the amount of silver in the bullion appeared to increase when galena appeared to be more abundant in the stoped ore. Interest was, therefore, attached to the possible occurrence of a silver mineral associated with galena and, at the same time, soluble in cyanide.Four specimens of ore from different horizons in the mine were collected by the mine staff for examination as to whether any marked difference in the fineness of gold was apparent on a polished surface and for determination of the silver minerals. As the Norseman ore-body is a quartz reef containing a very small percentage of sulphide, the specimens were selected either because they cont;:lined free gold or because they were, relatively rich in sulphides. They were obtained from the following localities at the Phoenix shaft.1. Level 16, section 28.2. Level 16, section 31.3. Level 8, section 31.4. Level 14, section 38.Specimens Nos. 1 and 2 were thus obtained from different positions at the same mining horizon, while specimens Nos 2 and 3 were obtained from different levels in the same vertical section of the mine.All the specimens consist of quartz characterized by thin, discontinuous seams of sericite and the presence of a little ankerite. Gold and sulphides tend to be localized along these seams, but particles of gold and sulphides are also scattered throughout areas of white quartz. This scattered distribution of the sulphides in relatively wide areas of quartz has involved the preparation of two or more polished sections from each specimen.The outcome of the microscopical examination of these specimens has been to determine that there is no appreciable variation in the colour of the polished particles of gold and, therefore, no marked difference in the amount of silver alloyed with the coarse and fine particles. The presence of small quantities of the tellurides sylvanite, hessite and altaite has been revealed, and found to vary in abundance with the abundance of galena.

Continuing the systematic investigation of the influence of elements on the properties of lead(1). If the effects of additions of copper (up to 0.3%) on Port Pirie lead have now been determined in so far as creep rate is concerned.The results in the present paper contain also a survey of the influence of copper on the micro-structure of lead, a feature which has not appeared in the previous papers of this series. Further, it has now become known that creep is but little related to the more usually determined properties such as hardness and tensile strength. Since, however, these properties are of considerable importance in connection with the fabrication and use of this metal. Brinell hardness determinations have also been made and are here included.It is becoming more and more realised also that to be useful, creep data should refer to stresses of the order of those used in practice. This is due to the fact that as soon as deformation takes place, the properties of the metal are automatically changed. Lead does, of course, creep during industrial use, and probably (in lead chamber construction for example) extensions of the order of 5%...

A calibration of the Frantz isodynamic magnetic separator relates the current in the electromagnet and the transverse slope of the chute to the specific susceptibility at which separation is being effected. In addition to providing a rapid measure of the specific susceptibility of minerals and composite grains, the calibration provides a guide to operation of the Frantz isodynamic separator for mineral separation, and to the nature of composite grains. The most sensitive magnetic separation is obtained by using the highest practicable current and transverse slope, and the lowest practicable longitudinal slope.INTRODUCTIONProbably all minerals have a magnetic susceptibility measurable by sensitive techniques. However, magnetic separation between minerals which have low but different specific susceptibilities, and which for many purposes are considered essentially non-magnetic, has only become practicable with the development of the Frantz isodynamic separator.The construction and principle of this highly sensitive separator has been described by S. G. Frantz as an appendix to a description by 'Gaudin and Spedden (1943) of its application to the separation of sulphides constituting mill products.Various publications (e.g. Hess, 1949, Hutton, 1952) refer to its use in separating the mineral constituents of rocks, ores, and unconsolidated sands.As used in this study the Frantz isodynamic separator consists of a vibrating chute mounted centrally between the pole pieces of an electromagnet (Fig. 1). This unit may be inclined in any direction by the universal mounting, and the electromagnet current is continuously adjustable from 0 to 1·5 amperes.

The problem of ventilating an advancing drive which finally reached 5,550 ft from the fresh air base in rock with virgin temperature of 83°F was solved economically by the use of two 15 h.p. electric fans forcing ventilating air through 281/2 in. dia. fiexible polythene tubing of wall thickness 0·010 in. The saving in cost over conventional metal duct was estimated to be £3· 24 per ft of drive.INTRODUCTIONAs described by Dutton (1965) and Newton (1965) the existing 1,480' ft level drive at the South Mine, Broken Hill, was extended in two stages. The first extension was 3,790 ft, the face then being 4,790 ft from the fresh air inlet. Later, after a vertical ventilation connection was made 1,000 ft back from the face, the drive was extended a further 4,550 ft. The rate of face advance in both stages was about 15 ft per day (3 shifts of 5 ft), 5 days per week. Drive size was 8 ft by 9 ft 6 in. high.The Mines Inspection Act of New South Wales requires 6 hr shifts (instead of the normal 7 in Broken Hill) to be worked if the wet bulb temperature exceeds 80°F. Virgin rock temperature on the 1,480 ft level was 83°F. Inlet air temperature varied with seasons from 58 to 72,oF wet bulb.To adequately ventilate the face, a flow of air of about 11,000 c.f.m. was thought to be necessary.Re-entry time was about 75 min, being governed by the 7 hr length of shift (3 shifts per day) and travelling time.Blasting was permitted only at the end of the shift, in accordance with local industrial restrictions.

The Nokomai Gold Mining Project commenced production in January 1992. The Project continues a history of mining in theNokomai Valley which extended from 1863 to 1942. L & M Mining Limited have held interests in the valley since 1980. In 1990 the Nokomai Joint Venture was formed with the Hore family, the owners of Nokomai Station, to mine a large alluvial gold resource in the valley. The mine is located adjacent to the Mataura Brown Trout fishery and required extensive environmental studies prior to granting of permits. The mine is budgeted to work for 20 months, processing 460 000 m3 of wash material. During this period, contract miners, Downer Mining Limited, will move in excess of seven million cubic metres of overburden from the deposit.

Dust sampling is pivotal in estimating the ‘dose’ of dust exposure and in deriving dose-response curves in epidemiological studies. Over the last half century, gravimetric sampling has been the fundamental means for dust exposure monitoring using recognised respirable size-selective standards. In Australia, a gravimetric sampling technique has been followed since 1983 using the Higgins-Dewell (HD) type cyclones (AS2985). The re-emergence of ‘Black Lung’ or Coal Workers Pneumoconiosis (CWP) in Queensland, Australia has re-kindled the need for better understanding of personal dust monitoring, compliance determination, accuracy, timeliness of sampling results and dust control systems. Reporting dust levels in real time empowers miners and operators to take immediate action to avoid being exposed to excessive airborne dust. Two decades of intensive research in the USA has led to the introduction of gravimetric based continuous personal dust monitors (CPDMs) called PDM3700 as compliance tools. The new real-time mass based sensor is a continuous mass based dust monitor using the Tapered Element Oscillating Microbalance (TEOM) principle and is regarded as significantly superior to the current gravimetric sampling methodology.Recently the overall respirable dust standard in USA coalmines has been reduced from the historic 2.0 to 1.5 mg/m3. This paper provides the results of a comparative pairwise study of an existing gravimetric sampler and the PDM3700 carried out in 3 different Australian underground mines. The field results consistently suggest that there is a significant ‘measurement bias’ between the current gravimetric HD sampler and the PDM3700 monitor operated using a similar HD type cyclone. The results show that the currently used cyclone measurements are approximately 59 per cent higher than the ‘auditable’ PDM3700 monitor data at the current compliance limit of 3 mg/m3. Based on a review of the extensive data collected, the differences can in part be attributed to the aerosol size selectivity of the samplers with the current gravimetric sampler used in mines, collecting more larger sized particles (D90 of 15 µm).
