The Crown Minerals Act provides a new+framework for the management of Crown owned minerals and requires that regard be had for the principles of the Treaty of Waitangi. The Act requires the preparation of Minerals Programmes to achieve the Act's objectives of efficient allocation of rights and the recovery of a fair financial return on its minerals. Efficient allocation requires that a permit is allocated to the party which values it most highly. A fair financial return to the Crown must be considered in the context of the economic rent available from individual mineral projects, with the proviso that a nil return to the Crown as the owner of the resource will not be considered a fair return from the community's perspective.

Land rehabilitation at Golden Cross is reviewed, 8 years after mine closure in 1997/98, from the perspectives of a Peer Reviewer (land rehabilitation) and a Regional Council Officer (Resource Consents compliance). Land rehabilitation items we discuss include: management of restored pastures, native plantings (on-site riparian and block plantings and off-site environmental riparian enhancement plantings), wetlands (on-site tailings lake and sediment ponds littoral zone plantings, and basement of the open pit; and off-site wetlands enhancement plantings), pine plantations on-site and on surrounding land, stabilization of the Tailings Lake Embankment (landslide) and Open Pit capping, capping of acid-mine-rock, stability of discharge channels, buildings and amenities, public access for recreation, educational uses, and future management of the site. Pest control has helped to conserve the rare and endangered HochstetterÆs (Leiopelma hochstetteri) and ArcheyÆs (L. archeyi) frogs, and a regionally significant stand of rare swamp maire (Syzygium maire) has been conserved and fenced.

An underground storage and filling distribution system is presently being established at North Broken Hill Limited in the No.3 Shaft area. This has been necessitat- ed by the dependence of the present filling system on the No.2 Shaft and its imminent closure due to cessation of production. The storage will consist of three tanks excavated in low grade ore, between the No.20 and No.21 levels, at approximately 2700 feet below the surface. The tanks will each have a capacity of 1500 cu yds. Consideration was given for surface storage, although under- ground storage was thought to have greater merits. Two tanks have been excavated, and are in operation. Three or more outlets are installed beneath each tank, with horizontal connections into the No.21 level 'mixing box'. Water decants from the top of the fill in the tanks, and passes into a decant water sump, at the bottom of which is a borehole to the No.21 level. This is then connected to the mixing box and water used as make-up water with the semiwet solids for transport into the existing pipe distribution system. Preliminary results of the system have been satisfactory and it is envisaged that this system will readily cope with the filling demands of the future.

Production scheduling is often reliant on an estimation of a mineÆs trucking capacity. While this mechanistic approach is relatively simple, it often over-estimates actual throughput resulting in under-utilisation of downstream process and a shortfall in revenue. An alternate approach has been developed that recognises the interdependency between processes in the mine production system including materials loading, haulage and crushing. This approach incorporates a heuristic model based on queuing theory that accounts for the variability in performance of individual processes and that this paper presents the results of a study comparing the conventional approach to mine scheduling with a capacity constrained model at a large open cut mine having a truck and shovel fleet. The capacity constrained model consistently predicted a lower material throughput compared to the conventional approach. Differences in throughput between the two approaches were found to increase with loading time, for example when loading time exceeded 3.9 minutes there was a shortfall of up to 40 per cent in estimated throughput. Longer travel times tended to ameliorate any differences. When applied to a mine schedule that extended over a two and a half year period, the difference was equivalent to a shortfall of nearly eight per cent in total material movement.

Oxygen and carbon isotope mapping of hydrothermally altered wall rocks was applied to the blind ore prospecting of skam Pb-Zn deposits in the Kamioka mining district, central Japan, where the wall rocks consist of heterogeneous rock units. The results (8180sMow of -1.1 to +17.3%o and 613CPDB of -5.0 to +4.8%o for limestones, and 8180SMOW of -0.8 to +12.5%c for silicate rocks) show isotope zonations of the wall rocks with depletions in heavy isotopes (180 and 13C) toward the center of mineralization. The isotope zonations likely formed by interaction of migrating thermal waters with the wall rocks during the mineralization. The heavy-isotope depleted zone, which indicates higher temperature or higher water-to- rock ratio of the system, occurs in the footwall of a fault, indicating that the fault played the role of main conduit of the ore-forming fluids. A heavy-isotope depleted zone was also found in an area, where significant mineralization had yet to be identified. Recent drilling in this area has intercepted a zone with a grade of 16.0% Zn, 0.8% Pb, and 35g Ag per metric tonne at a depth of about 360m.

Bivariate recoverable resource estimation aims at predicting the recovered metal for a secondary variable when a cut-off is applied to a primary variable. The choice of a consistent geostatistical model is advisable to allow a robust estimation from exploration data of the primary and secondary metal recovery functions on a generic selection block (selective mining unit û SMU) within large panels. Ore processing decisions at Lihir Gold LimitedÆs Lihir Gold Mine are based on the gold and sulfur estimates of SMUs from production (grade control) data. The predictive model from exploration data at Lihir is based on the estimation of a recoverable resource for gold by Uniform Conditioning (UC), with an estimate of the sulfur grade being provided by Ordinary Kriging of panels. While univariate UC is adapted to the diffusive nature of the gold mineralisation (Ladolam orebody) at Lihir, the independent estimation of sulfur, through ordinary kriging, fails to capture the potential spatial correlation that exists between gold and sulfur mineralisation. This paper presents a practical implementation of bivariate UC, which better represents in the resource model the spatial correlation between gold and sulfur. Incremental economic gains through improved definition of material categories and scheduling are investigated, and the particular impact on the process of geological interpretation and domaining is emphasised.

This paper investigates dry drilling as a feasible alternative to meet current requirements for improvements in mining productivity in an increasingly competitive world.A field test program was conducted in the surface facilities of a hard rock mine in Sudbury, Canada, to investigate the potential use of dry drilling in underground bulk mining as a conceivably faster and more economical method than wet drilling. The test work consisted of the monitoring of advance rates and bit life while a series of 165 mm diameter holes, wet and dry, were drilled with compressed air at both mine (0.69 MPa) and high (1.72 MPa) pressure levels. The results indicate that penetration rates can be increased by approximately 24 per cent by drilling dry with high air pressure and by approximately 27 per cent by drilling dry with mine air as compared with wet drilling under the same conditions. Dry drilling also has the effect of increasing bit life by up to 69 per cent. An economic analysis for typical hard rock mines indicated that drilling productivity and cost savings can be increased by approximately 23 per cent when dry drilling is utilised.The testing program indicates that dry drilling has the potential to become a feasible technique with regard to performance, productivity and costs.

The Imperial Smelting Process blast furnace (ISF) of the Sulphide Corporation Pty Limited zinc/lead smelter at Cockle Creek, New South wales, has in recent years greatly increased its consumption of low grade feed materials, and as a consequence has experienced periods of unstable furnace operation. Routine examination of production sinter, including softening characteristics and micro- examination, showed that the problems had been caused by an increasing silica content in sinter. The silica entered a low melting point glass phase containing calcium and lead oxides. The relative volume of this phase increased until it formed a continuous matrix in the sinter structure and this made the sinter more likely to soften at lower temperatures. Premature softening caused loss of operating stability in both the shaft and hearth of the ISr. The required sinter structure for ISF smelting was found to consist of a network of intermeshing, refractory crystals which provided skeletal strength for sinter lumps even after the glass phases had begun to soften and melt. With an understanding of the importance of microstructure and softening temperature of zinc/lead sinter and the progressive identification of those factors in sinter production which affect the microstructure, a significant improvement in stability of operations has been possible.

According to our experimental results, the following oxygen probe recommended, that is, the magnesia stabilized zirconia was employed as a solid electrolyte and Fe.FexO solid elect- rode was used as a reference electrode. Using such an oxygen probe, we tried to measure the oxygen potentials in molten metals, mattes and gases in the following fields of non-ferrous metal industry, molten copper in the side launder before casting, molten crude lead in the forehearth of ISP blast furnace, molten copper mattes in the forehearth of blast furnace and in the settler of flash smelting furnace, gas in the settler of copper flash smelting furnace and flue gas in the electric furnace for ferro-silicon. In the past ten years or so, many experi- mental results in the field of fundamental studies have confirmed that the equilibrium oxygen potential could be measured conveniently and accurately by an electrochemical method using a zirconia solid electrolyte. Recently, such an electrochemical technique has been also applied to a device for physicochemical invest- igation or process control in the non-ferrous metal industry. Such a device consists of an oxygen con- centration cell with stabilized zirconia, and it is commonly called an "oxygen probe" or "oxygen sensor".

Aberdare North Colliery is situated on the eastern boundary of the City of Cessnock in the Hunter Valley, New South Wales. Although the area is now noted for its wines and vineyards, the district has a long history based on coal mining. The richest coal seam in the Cessnock district is the Greta Seam, a low ash, high volatile steaming or gas making coal. The seam, up to 10 metres thick, extends over a large area surrounding the city of Cessnock and neighbouring townships such as Bellbird, Aber- dare, Kearsley, Neath, Ellalong, Kurri Kurri and Stanford Merthyr. The Aberdare Colliery, leases, which extend under Aberdare and Cessnock townships, were first worked in 1905 and continued developing pillar panels until the mine closed on 11 Nov- ember, 1960. Coal mining to this time consisted mainly of developing pillars to the 2.4 metre parting and, in some areas, dropping the top coal to the 6 metre parting, thus leaving the pillars intact, the top 1.8 metr-es of coal be- ing left untouched due to the high sulphur content. The mainline running tunnels for Legacy Way comprise two tunnel boring machine (TBM) driven tunnels. Both TBM drives commenced at the Launch Portal adjacent the Mt Coot-tha Road. Excessive surface settlement arising from tunnelling would have had a significant impact to the road infrastructure. The geological structure above the tunnel springline is a mixture of fill, residual soil and weak rock. Given the combination of low ground cover and weak ground materials, along with the use of an open face TBM, an oversize pipe umbrella system has been installed above the tunnels. This pipe umbrella system is similar to that commonly adopted in conventional mined excavation support in soft ground except that the steel pipes are substantially larger in geometry and filled with concrete. It is acknowledged that similar systems with oversize pipe umbrella have been adopted elsewhere in the world in other projects. These systems often comprise of a full arch formed by conjoining oversize steel pipes (in contact only). By aligning the pipes in contact, the arching behaviour of the steel pipe would have been enhanced. However, this poses a degree of construction difficulty due to excavation and installation method of the pipes. The Legacy Way pipe umbrella system only consists of a partial arch at the tunnel crown and each pipe is spaced approximately 1200 mm apart with 900 mm diameter pipe, leaving a gap of approximately 300 mm between pipes. A reinforced concrete portal block was used to support the exposed ends of the pipes.This paper reviews the design analysis, the recorded deflections from the pipe umbrellas and surface monitoring during TBM launch and revisits the analysis using the newly available RS3 program, from Rocscience for 3D analysis of geotechnical structures.CITATION:Norbert, M and O’Connor, D, 2014. Magnetic separator operation in the recovery of magnetite in heavy medium circuits was studied by conducting a series of tests on a full size wet drum magnetic separator.The significant operational variables were found to be feed pan clearance, squeeze pan clearance, dry magnetite feed rate and separator drum speed. With feed and squeeze pan clearances optimized for typical primary separator operation, magnetite loss and concentrate specific gravity were found to be related in a regular manner to dry magnetite feed rate at any drum speed.A two component model of magnetite loss is proposed, relating total magnetite loss to losses in the feed pan and squeeze pan zones. The experimental curves relating magnetite loss to dry magnetite feed rate at the various drum speeds are interpreted in terms of the two component model.The magnetite particle size distribution in the separator was also examined. The tailings magnetite was found to be finer than the feed magnetite only when the dry magnetite feed rate was low, or immediately following the introduction of a new charge of magnetite when the separator was fed at an intermediate dry magnetite feed rate.

Part of the PT Freeport Indonesia (PTFI) mine production is in the process of transitioning from the deep ore zone (DOZ) mine to the deep mill level zone (DMLZ) mine. The DMLZ mine is the next lift in the caving series and lies 500 m below the current DOZ footprint.In order to reduce the need for a very expensive additional ventilation system for the DMLZ mine, it was decided to reconfigure some infrastructure and upgrade the performance of the three existing DOZ mixed flow ventilation fans in situ, reducing the new fans required to two. This was far less costly than providing complete new installations.These fans are installed in individual underground chambers in DOZ mine exhaust drifts and connected to the DMLZ mine exhaust drifts system in 7 m × 7 m airways size, through sets of 6 m diameter by 500 m high raises.The upgrade process involved replacement of motors, fan shafts and bearings. The existing 1600 kW DOZ mixed flow fans are 3500 mm diameter and operate at a speed of 595 rev/min and were originally designed to deliver 390 m3/s at 3.3 kPa. Efficiency optimisation may be required at a later date.The upgraded DMLZ fans are required to deliver 425 m3/s at 3.7 kPa and it was necessary to increase in motor size and speed to 2200 kW at 710 rev/min. OWING to two large falls of ground which resulted in serious accidents occurring towards the end of 1908, it became evident that the "open chamber" system then in use was unsuitable for the conditions existing in the Mount lVIorgan mine. It will be admitted that in all mining operation, the first consideration is the economy of the system adopted, combined with its safety and ability to give the desired output. A sectional system with square sets has been introduced into the mine, in which due attention has been paid to these factors. In this paper a brief description of this system will be given. An outline of those previously used will be ineluded, as it is necessary to understand the eonditions which existed in the mine at the initiation of the sectional system. Outside the actual mining methods employed, various points that might prove of interest will be touched on.The square set system of mining has been in use throughout the stopes in the gold ore in the upper levels of the mine since underground operations were started in Mount Morgan.

Grade uncertainty can have a number of important implications for a mining operation. One of the most significant risks in not considering grade uncertainty in planning is the over or under allocation of processing or mining capacity when compared to realised grades. This could lead to wasted capital expenditure or missed opportunities to add value. This paper demonstrates a method that optimises production capacity and mining schedules in the presence of grade uncertainty. Applying this method to the case study of a nickel deposit recommended a reduction in processing capacity, an increase in mining capacity and more extensive utilisation of stockpiles than optimisations completed with traditional methods. As a result, average NPV improvements of between seven per cent and 27 per cent were gained.

In this work, preheating and roasting tests of pellets made from blends of Western Australia ultra-fine (WAU) magnetite concentrate and Chinese domestic magnetite concentrate or Brazilian hematite concentrate were carried out. The results showed that pellets made from 100 per cent WAU magnetite concentrate possesses inferior preheating and roasting performance when preheating at 1050°C for 20 minutes and roasting at 1300°C for 40 minutes, the compressive strength of preheated and fired pellets is 502 N/pellet and 2313 N/pellet, respectively. When 40 per cent Chinese domestic magnetite concentrate or 20 per cent Brazilian hematite concentrate was blended with 60 per cent or 80 per cent WAU magnetite concentrate, the appropriate preheating temperature of the pellets are reduced from 1050°C to 950°C and 975°C, and also the firing temperature of two types pellets are decreased from 1300°C to 1250°C and 1280°C respectively. Moreover, the compressive strength of fired pellets is obviously improved up to 2746 N/pellet and 2630 N/pellet respectively. Microstructure analysis of the fired pellets made from 100 per cent WAU shows its poor growth of Fe2O3 grains, low interlinkage degree of hematite grains, small size of crystallised grains and high porosity of pellet; however, the fired pellets that blended with domestic magnetite concentrate or with Brazilian hematite concentrate have fully growth of Fe2O3 grains, closer interlinkage of hematite grains, lower porosity and stronger consolidation. The history of the reduction of iron from its ores is lost in antiquity. Archreologists state that man has practised it for over four thousand years. Until comparatively recent times charcoal was the principal reducing agent for making metallic iron from its various oxidised ores. Coke was first used by iron founders in England in 1619, and its use spread gradually throughout the civilised world from then onwards. Indeed, the destruction of forests to obtain the requisite charcoal made the iron founders, both in England and America, extremely unpopular, and this hampered the iron industry to a considerable extent, until coal provided the metallurgist with a new and better fuel--coke which is used by most pyro-metallurgists today. The transition from wood to coal products for iron smelting had a profound effect on the location of iron works. Particularly was this the case in America where, in the infancy of the industry, practically each of the early States had its own iron producers, but as coal and coke replaced charcoal, there came about a concentration of the iron and steel industry around the coking coal deposits, and so today there are huge steel plants clustered around the soft coal basins in Pennsylvania and Illinois.The development of the iron and steel industry in Australia, which is comparatively recent by world standards, has been cradled in the coal basins of New South Wales. The first steel works of any consequence in this country were built near Lithgow, close by the mines which produced the coal for coking.Incidentally, these works were rather unique in that the three essential materials for iron and steel manufacture-ore, coal, and limestone-were found virtually at the works' back door.When, in 1912, the location of the proposed steel works for The Broken Hill Pty. Co. Ltd. for smelting ore from Iron Knob in South Australia was considered, the site ultimately chosen was at Newcastle, almost on top of seams of satisfactory coking coal. One of the major factors which had determined the site of the steel works was the fact that, about 1912, three tons of coal were required to produce one ton of finished steel product, and the relative economics of ore and coal haulage were much in favour of bringing ore to the coal.

Western Australia (WA), alongside Brazil, has remained at the forefront of the global seaborne traded iron ore market for over 40 years. Despite this apparent stability and strong market position, WA continues to face strong external international supply-side competition, mainly from Brazil, but also periodically from often marginal, non-traditional sources of iron ore. Additionally, WA iron ore supply has undergone significant decadal change internally, both of an evolutionary (brownfields expansion) and revolutionary nature (major new greenfields projects). Since 2006, a new generation of WA-focused iron ore explorers, developers and producers have emerged.The majors, BHP Billiton and Rio Tinto, have expanded mine production to record levels and the Roy Hill project is now approaching nameplate capacity. Fortescue Metals Group (FMG) is, however, the largest new market entrant of the last decade, delivering upon their vision of becoming the ‘new force in iron ore’. Unlike most of the other new WA market entrants, FMG’s operations are substantive. Most of the other smaller, new WA iron ore miners have struggled during the period of falling prices, though it is worth noting that collectively they have made a material supply-side impact during the price boom – typical of marginal supply. Finally there have been some contributions from new magnetite projects, however, the delivery and economics of these projects have not met expectations.In this paper, we touch briefly upon the key global market changes of the last decade, namely China-driven demand growth and the changes to the pricing mechanisms for iron ores – before reviewing the rise in WA iron ore supply in response to these markets. We finish by focusing on the most significant WA-focused supply-side development of the last decade, the rise of FMG as a major new supplier and the strategic situation that facilitated its rise. The unprecedented China-led rise in iron ore prices felled many traditional barriers to market entry into an oligopolistic industry, allowing many new market entrants (in WA and around the world). However, the downturn in iron ore prices resurrected these barriers to entry, with only FMG (thus far) breaking the entry barrier with significant scale. Difficult corporate decisions have been forced upon the smaller WA iron ore miners who, in some cases, will now struggle to further expand, or indeed continue to operate in the longer run.The changes that have taken place over the last decade of WA iron ore production hold insights for other emergent mineral commodity exports from the state. Successful market entry, even when industry barriers are high, does not always require an immediate low-cost production assumption alongside a strong balance sheet. FMG could see a new market, within an established commodity market, target an appropriate and new product at it, overcome temporarily-felled barriers to entry in infrastructure and finance, then innovate and aggressively cut costs ensuring it was behind the barriers to entry when they rose again after the price boom.CITATION:Barrere, L, Trench, A, Sykes, J P and Davies, R S, 2017. As the theme of this conference is æRediscover OtagoÆ it would seem appropriate to revisit the era of the gold rushes and subsequent mining industry which rapidly advanced settlement and economic prosperity for Otago, and left permanent reminders in the form of historic mining sites, many of which are now encompassed within the Otago Goldfields Park. I have been invited to give a paper at this conference on the subject of æHistoric Goldfields of Central OtagoÆ. As well as having a working involvement with historic areas through my employment with the Department of Conservation, I have a personal interest in the early goldmining industry of Central Otago as my grandfather came out from Scotland in the 1890s to help construct gold dredges on the Molyneux. My grandfather made headlines in the local paper in 1920 when he believed he saw a New Zealand otter at Island Block near Beaumont - but that's another conservation trail that I will not pursue any further today! For this paper I intend to divide my time to cover the following topics. Firstly, I would like to sketch a mental picture of the characteristics that make up the Central Otago landscape, and the general perception that early miners must have had when viewing this foreign land. Then I would like to briefly discuss the changes and the consequences in the early gold rush to Central. Finally, I would like+ to discuss the establishment of the Otago Goldfields Park, which I will illustrate with several slides.

The mining licence for the Macraes gold mine places emphasis on the progressive rehabilitation of the land to a state compatible with the landscape and environment that existed prior to mining activities taking place. The shallow soils and hostility of the environment dictate that choices of plant species should focus on persistence rather than high productivity, choices that are made easier by observing the vegetation patterns that have developed naturally within the area, by recontouring landforms to integrate with the surrounding countryside and the use of appropriate plants and establishment techniques.
