Over the last thirty years production of heavy minerals from Australian deposits has dominated the world market. The main incentive has been to suoply the raw material for titanium dioxide based pigments. These ~ninerals include ilmenite, rutile, leticoxene and more recently, synthetic rutile. Inevitably the viabilit/ of developing placer type deposits has seen influenced by other heavy minerals present, such as zircon and monazite, but these have been of secondary importance. For most of the sixties and seventies, Australia supplied the 'najority of free world rutile and zircon, and a large proportion of the ilmenite. With the run-down of rutile- rich reserves in eastern Australia, the emphasis has s:iifted in several countries, including Australia, to fill }the gap with i l Wen i to and its derivatives, leucoxene, synthetic rutile and titanium rich slag. over the next 15 - 20 years, as high grade beach placers in Western Australia are mined out, less traditional sources for mineral sands products will be opened up. Low grade placers (particularly those dominated by ilmenite) will be reassessed in Australia, U.S.A., Africa and Asia, and exploration will shift from beach and dune environment, to heavy mineral concentrations in alluvials, lake deposits and continental shelf deposits. At the same time, production of anatase and bastnaesite will be expanded, as required, from the huge resources contained in carbonatites in 3razil, U.S.A. and China.

In the retreatment of an old tailing dump containing five per cent of lead principally as lead sulphate, the lead sulphate was floated with liquid Aerofloat reagent after sulphidising with phosphorous pentasulphide in an acid circuit. A zinc middling product was removed by flotation before recovering the lead. Concentrate products were sundried in surface dams.INTRODUCTIONDuring the period between 1917 and 1928 the Junction North Broken Hill Mine N.L. deposited several tailing dumps on its leases, which were acquired by North Broken Hill Ltd.in 1931. One of these dumps lay alongside a main road close to a residential area. The high metal prices prevailing in the post-war years (1945 onwards) provided a strong incentive for retreating this dump and transferring it to a less objectionable site.SAMPLING AND TESTINGIn 1946 a sampling and testing campaign was instituted which culminated in 1949 in a decision being made to erect a tailing retreatment plant adjacent to the dump.The dump was sampled with a 3 in. post hole auger using extension lengths of -! in. pipe for drilling to 30 ft. The dump material was fine and moist and core recovery was excellent. Hole depths ranged from 14 ft. to 30 ft., with an average dump depth of 20 ft.Individual samples were prepared from successive 9 ft.lengths of core and each sample thus obtained was, submitted for sizing and assay.The sampling showed that the dump contained approximately 380,000 tons of fine tailing assaying:

The'treatment of the South Alligator valley uranium ores passed through three phases dictated by economic circumstances during the years 1956- 640 In the first phase high grade ores were treated by hand sorting and wet gravity separation for recovery of high grade concentrate to meet a United States Atomic Energy Commission (U.S.A.E.C.) contract for plus 50 per cent pitchblende concentrates. Secondly tailings from the gravity plant and some high grade ores were trucked to Rum Jungle and sold to the Australian Atomic Energy Comm- ission (A.A.E.C.). Thirdly solvent extraction plants were built at Moline (previously Northern Hercules) by United Uranium N.L. (UOU.N.L.) and at the South Alligator River by South Alligator Uranium N.L. (SOA.U.N.L.). These were the first solvent extraction plants designed in Australia, as earlier plants used the ion exchange process for recovery of uranium oxide. The plants were small, indeed the S.A.U.N.L. 15 ton per day plant was possibly the smallest commercial plant known, but they operated efficiently with good recoveries, and were placed on a care and maintenance'òbasis when contracts were filled. Sulphuric acid was supplied in bulk to both plants by the A.A.E.C. from the 30 ton a day acid plant at Rum Jungle. Gold was recovered as a by product of uranium ore from the Moline plant.

The sharp deterioration in Au~tralia'S ternn of trade in recent years and the accumulating national debt highlight the need for a restructuring of the economy which is highly dependent upon primary agricultural and mineral commodity exports (figure 1). Table I gives an indication of the value that can be added to raw material by mineral processing. Significantly higher value is added through downstream manufacturing. In 1987, the mining and rural sectors accounted for 47010 and 38010 respectively of total exports valued at $35,782 million (figure 2). The export contribution from minerals comprised $12,266 mil- lion from unprocessed ores and concentrates and $4,668 million from metals and processed minerals including some simple manufactures. Coal accounted for 450/s of total primary mineral exports. Iron ore and alumina are other important mineral exports, while gold and aluminium are major metal exports. (Figure 3) Australia's minerals are now traded in a much more competi- tive and oversupplied market in contrast to the 1960's and 1970's period which was characterised by increasing exports of largely unprocessed ores and concentrates. During this period the emphasis on technology development was focussed on reducing costs through increased production effi- ciencies in order to maintain competitiveness.

The 5.6 km Canning Tunnel was constructed to improve water supply from Canning Dam to the Perth metropolitan area. The site area is in the Darling Range which is essentially a laterite-capped plateau-remnant underlain by Archaean granitic rocks, intruded by dolerite. Two arrangements were available. After geotechnical investigations which included geological mapping, seismic refraction geo- physics, diamond drilling and mechanical rock testing, a single tunnel was selected in pre- ference to two short tunnels and a connecting pipeline. The tunnel is hydraulically equivalent to a fully lined tunnel 1.83 m in diameter and 5 580 m long. The alignment diverged from a straight line so that the initial upstream section was almost normal to the contours which allowed for minimal support requirements in a weathered zone. Although steel and con- crete lining was needed at both ends, the main section of the tunnel was unlined except for a concrete floor. A sand and rock trap with a capacity of 46 m3 was constructed near the outlet portal to collect debris and sand down to a size of about 2 mm. Portal excavations were in highly to completely weathered rock which extended 56 m into the tunnel at the upstream end, and 18 m at the downstream end. When the writer first saw the square-set timbering, he was at once impressed with the fact that the frames made by the sets, along the lode amI across it, were composed of panels with rectangular openings, and it was puzzling to understand howsuch a collapsible construction could resist pressure that came unevenly on it. Later he learnt that the sets did not satisfactorily resist such pressure, but mullock filling had, to a great extent, to undertake this duty for them. So it appeared that the setswere practically an expensive scaffolding, enabling the miners to work in the face and carry the stope forward, till the filling was put in behind them to take the pressure of the roof and sides of the excavation. Of course some of the pressure is takenby the sets, but this is because the set timbers prevent the filling being done perfectly; if it were practicable to remove the sets before filling, the filling by itself would more effectively support the back and wall, than do the combined sets andmullock. On the whole, therefore, the sets can hardly be said to be of much benefit where pressure has to be resisted. The aim of the research was to investigate the feasibility of using an impedance cell and ratio-transformer bridge to measure solids content in coal slurry pipelines. It appeared that this technique could be developed to measure variations in conductance which correlate with solids content. Successful implementation of the measurement technique would have a variety of applications in existing coal wash plants and the potential for automatic process control. A small pilot plant was designed for a feasibility study. This was a closed loop system in which the coal was uniformly dispersed in a tank with a variable speed agitator and then circulated through an external pipe returning to the top of the tank. The impedance cell was located near the end of the external pipe. Slurry concentrations were varied from clean tap water to 50 per cent solids by weight with the addition of weighed quantities of dry coal dust. Ratio-transformer bridge measurements showed that variations in individual observations were equivalent to measurement errors of about two per cent. These probably reflect variations in concentration of the mixture in the pipe. Data for increments in concentration of one per cent indicate that this is about the limit of resolution of the current system. The paper discusses the principles of operation of the impedance cell and measurement system. Results from the pilot study and proposed improvements in the impedance cell design are examined.

The marine portion of the Pacific Basin and Rim constitutes a significant part of the world's surface in which the mineral resources are virtually undeveloped. Indications of substantial resources have resulted in speculation and uncertainty with regard to their potential in the near term. The main issues are centered on the markets for the resource materials, the technology needs for their recovery, and the possible impacts of their development on the environment. While the governments of Japan, France, the Soviet Union, India, China, and Korea are financing new programs in deep ocean mining, the US is consolidating its early leadership by the continuation of NOAA's authority under the Deep Seabed Hard Mineral Resources Act and the Sea Grant Act, Interior's authority under the outer Continental Shelf Lands Act, and by the development of a new Marine Minerals Technology Center within the Department of Interior's mineral institutes program, managed by the U.S. Bureau of Mines. The Center has a Continental Shelf Division (CSD) located in Mississippi, and an Oceans Basin Division (OBD) located in Hawaii. Research and training in the divisions is directed toward the practical aspects of mineral recovery from the nearshore and deep ocean environments with a strong bias for the OBD toward industrial and international cooperative programs in the Pacific Basin and Rim. In terms of resource development, the marine minerals in the Pacific Basin may be favored in some cases, in competition with land sources, by political and environmental considerations.

Orebodies at Ok Tedi contain a number of different fluorine bearing minerals. Some of these minerals report to concentrate and are responsible for the presence of the penalty element, fluorine, within the concentrate. Previous analytical work has tended to examine geological samples for content, rather than determine the metallurgical behaviour of the different mineralogical species. This investigation utilised X-Ray Diffraction combined with Scanning Electron Microscope / Electron Microprobe to identify the fluorine bearing minerals in flotation test products. Seven fluorine bearing minerals were identified, viz., talc, phlogopite, amphibole (tremolite and actinolite), sphene, apatite, biotite and clay. Talc was found exclusively in the skam ore type. Phlogopite and amphiboles (tremolite and actinolite) were found to occur in both skarn and porphyry ores, while sphene, apatite, biotite and clay were found only in the porphyry ores. Of the fluorine bearing minerals observed, only talc exhibited natural hydrophobicity to any significant degree. Phlogopite and the amphibole minerals were found to be hydrophillic, whilst the remaining minerals occurred in insufficient quantities to determine the flotation behaviour. Ok Tedi copper concentrate fluorine content prior to skarn ore treatment in the mill (typically 350ppm) was previously identified as deriving from phlogopite, while talc was believed to be the source of intermittent high concentrate fluorine contents when skarn ores were treated. This paper provides supporting evidence for this belief, and reports the nature of fluorine bearing mineral flotation behaviour.

Eimco Great Britain, a division of Baker Mining Equipment Company, was contracted to develop a hardrock tunnelling machine in conjunction with British Coal. The objective: a machine to cut rock up to 170 MPa compressive strength yet retaining the flexibility of roadheader type machines. This flexibility to encompass mobility, wide range of excavation shapes and sizes, simplicity of design and use, compact size, and efficient cutting operation. Current roadheaders operating in hard material are characterized by: 1. Severe machine vibration 2. Bouncing of the boom away from the rock 3. Very high pick wear 4. Inability to sump head in bad floor conditions The reasons for this poor performance can be attributed in part to: 1. High speed of cutting head rotation 2. Inability to hold boom against rock while cutting variable hardness strata. To overcome the problems described, a new articulation method was developed utilizing four hydraulic rams to "lock" the boom in position on one axis and four hydraulic motors to rotate the boom for cutting via a turret arrangement. The slide mounted turret is hydraulically advanced for sumping into the face, independent of the machine base. To transfer cutting forces back to the rock, the machine base is held rigidly in the excavation by floor to roof or side to side rams. A cutting head mounted on the boom rotates at very low speed, but with very high torque.

Iron oxide-copper-gold (IOCG) systems of the Carajás mineral province (Amazon craton, Brazil) are structurally controlled by regional-scale shear zones and have formed by multiple episodes of fluid circulation and hydrothermal alteration in the Neoarchean (2.71–2.68 Ga and 2.56 Ga) and Palaeoproterozoic (1.90–1.87 Ga).Collectively, fluid inclusion, boron, oxygen and hydrogen isotope data and Cl/Br–Na/Cl ratios in fluid inclusions reveal that regional circulation of non-magmatic brines (eg evaporative fluids/evolved sea water) and mixing with other fluid sources (eg meteoric or magmatic) is an important attribute in the genesis of the Carajás IOCG systems. The ?33S and d34S compositions of sulfides from the Neoarchean and Palaeoproterozoic IOCG systems suggest that the ore-bearing fluids have assimilated sulfur from crustal reservoirs. The Rum Jungle Uranium Province is lo cated on the western margin of the Pine Creek Geosyncline approximately 60km south of Darwin. Uranium was discovered in the Embayment area (Whites Deposit) in 1949, spurring active ex- ploration and leading to the discovery of the Rum Jungle Creek South Deposit in 1959. With the discovery of the Alligator Rivers Uranium Field, new criteria in the understanding of the controls for mineralization sparked a re- surgence of exploration activities in the Rum Jungle area. Uranerz Australia Pty. Ltd. (UAL) commenced exploration in the area in the late 1970's in joint venture and in its own right. Two domal Archaean granitic complexes, the Rum Jungle and Waterhouse Complexes, domi- nate the area. They are unconformably mantled by Lower Proterozoic sediments metamorphosed to middle to upper greenschist grade. The Lower Proterozoic sediments are unconformably over- lain by remnant blocks of Carpentarian sand- stone, generally preserved in downfaulted blocks. Over a six year period extensive geolo- gical, geochemical and geophysical programs were conducted to reinvestigate previous target areas and locate new prospective zones. Exten- sive shallow bedrock drilling showed that lo- cally the stratigraphic succession is quite variable and cannot always be divided into an ordered succession for correlation with groups and formations established by the Bureau of Mineral Resources (BMR). Deformational events resulting in intraformational recumbent folding and overthrusting also account for repetition of certain lithotypes.

A two year study into the effects of coal mining induced subsidence on cliff lines was undertaken by the Department of Mineral Resources with the support of a grant under the National Energy Research, Development and Demonstration Program. A new monitoring technique, using an Electronic Distance Meter and acrylic reflectors attached to the cliffs, provided safety for the surveyors and extensive and accurate three dimensional displacement data on the movement of the cliffs as they were being undermined. The study report included many graphs showing the measured vertical and horizontal displacements, differential subsidence, tilts and strains and included analysis of these movements with various parameters, such as, seam thickness, depth of cover and distances between the reflectors, longwall face and the edge of the chain pillar. Some of these graphs are presented in this paper and could be used, with caution, to predict subsidence movements around other cliff lines, after allowing for differences in geology and mining layout. A mechanism is suggested as an explanation for the observed high horizontal movements around the cliff lines. Sixteen percent of the overall lengths of cliffs that were undermined during the monitoring study fell and the contributions of various factors that appeared to influence the cliff falls are discussed. It is concluded that no single factor dominated as the major cause of the cliff falls and, often, many factors combined to cause cliff face instability.

Metal contamination of sediments can be an issue for minesites discharging water. Water sampling of receiving waters is frequently undertaken. Sampling and analysis of sediment is less common. The variability of receiving environments makes the formulation of a generic sediment sampling strategy virtually impossible. Each situation needs to be carefully assessed before sampling is undertaken. This paper outlines the approach taken for one such survey.The main factors that need to be considered in a survey of surficial sediments are sample representativeness and sample variability. A simple data set from one site within a regional survey is used to illustrate the importance of these factors. The metal content of sediment is shown to vary significantly over small spatial scales.The variability associated with the spatial distribution of samples within a site is shown to be the most significant source of variability in the study. This variability could bias the results of a study if not planned for in the sampling methodology. Taking multiple samples from within each site (sub-site samples) and combining the data gives a more representative indicator of overall conditions than a single sample. The optimum number of sub-site samples to be taken from each sampling site was found to be 15.It is shown that a composite of sub-site samples can give a good indication of the average site metal content, while considerably reducing the sample preparation and analysis effort.

The Bendigo Goldfield is located in the state of Victoria, Australia, and is one of a number of fields that make up the Central Victorian Goldfield. Since 1993, Bendigo Mining NL has been carrying out an extensive re-evaluation of the goldfield and is currently well advanced in developing an underground mine. The sediment-hosted auriferous quartz reefs are structurally complex and closely associated with anticlinal axes and reverse faulting. The gold within the quartz reefs is characterised by both its coarse nature (100 up to >5000 ¦m) and its erratic distribution; as a result, the Bendigo Goldfield is classed as an extreme nugget effect system. This characteristic ensures that the Bendigo mineralisation is very challenging to sample and evaluate. In this case, diamond drilling is a good measure of structure and geological continuity, but a poor measure of grade and grade distribution. Drilling, combined with on-reef development, bulk sampling and detailed geological studies are required for resource evaluation. For grade control a balance has to be sought between sample representativness, cost, turn around time and practicality. Extreme nugget effect deposits like Bendigo, require the use of bulk samples in order to be representative. However, the cost and turn around time is significant. As a result, a micro-bulk sampling system has been introduced that attempts to overcome these problems by providing a fast, practical method that can define ore from waste. Bulk sampling and on-vein development are still necessary for resource and reserve estimation.

Water retention, water loss and delay in tailings storage rehabilitation are major challenges for many Coal Mines. Work by Stewart, Backer and Busch in the early 1980s suggested that there were improvements to be made in tailings dewatering and density by the addition of flocculant. This prompted ACARP, in cooperation with Bulga Coal Management (Xstrata), to initiate a research project investigating the impact of flocculant addition on tailings deposition density, water retention and the tendency for tailings to form surface crusts suitable for subsequent rehabilitation. A polyacrylamide-based flocculant (200 - 250 g/tds) was injected into the tailings line immediately prior to disposal into the impoundment area. The flocculated slurry rapidly released clear water and created a beach due to the immediate increase in deposition density. The deposition density increased from 35 per cent w/w to 61 per cent w/w solids within 24 hours and continued to increase to 75 per cent, seven days after treatment. The water capture at the tailings storage facility improved by more than 90 per cent; water which would otherwise be lost from the circuit through retention and evaporation. The impoundment capacity had nearly tripled due to the improvement in initial deposition density from 420 kg/m3 up to 1163 kg/m3. Four weeks after disposal surface crusts were forming on the storage facility, suggesting that there would be less delay between cessation and tailings storage rehabilitation.

Ion flotation involves the adsorption of ionic species, in association with surfactant molecules, at the surface of rising gas bubbles, for the purpose of recovering and concentrating those ions. The objective of this study was to optimise the ion flotation process using a heap-leach liquor, containing gold cyanide, and the surfactant cetyl trimethyl ammonium bromide (CTAB). The aim was to minimise the surfactant reagent dose, maximise the throughput of feed liquor in the process, and satisfy the dual constraints of a high gold recovery and a high volume reduction factor. Development of a first order model of the ion flotation process formed the theoretical basis for the test program procedure and the interpretation of the results. Batch tests were used in order to determine the ultimate recovery curve for the heap leach liquor-CTAB surfactant system. The results indicated that a surfactant dose of about 0.083 g/l would be necessary in order to achieve a satisfactory gold recovery. Continuous tests were then performed on a small-scale pilot plant at the Newcastle Laboratories. The optimum result achieved was a gold recovery of 85 per cent, a volume reduction factor of ten, and a feed throughput of 2.3 m3/m2-h. Recent work also indicates that very much higher volume reductions can be achieved using a larger diameter vessel. The improvement may be a consequence of a reduction in wall effects and hence an improvement in foam drainage.

The Mount Charlotte gold mine is located 0.75 km east of the General Post Office in Hannan Street, Kalgoorlie WA and about 3.5 km north of the Fimiston Operations on the famous Golden Mile.Mechanised underground bulk-mining at Mount Charlotte has been in continuous operation since 1963. For the 30-year period ending December 1992, the mine produced 22 million tonnes (Mt) of ore for a recovery of 2.73 million ounces. During 1991/92, the mine produced 1.53 Mt of ore at a head grade of 3.15 gramshonne (g/t) for a recovery of 135 822 ounces.The principal ore source at Mount Charlotte has been the Charlotte Orebody which is now largely mined out. Since 1990, approximately 75 per cent of production has been sourced from the Reward Orebodies. The Charlotte Orebody was a relatively homogeneous quartz stockwork with simple geometry and average bulked grades in the range of 4.0 to 5.5 g/t. This is in contrast to the Reward Orebodies and the more recently defined Charlotte Deeps and Maritana Stockworks, which have complex grade distribution and geometry with lower average bulked grades (2 to 4 g/t). The lower grades are principally due to the decreased density and volume of stockwork venation and related vein halo alteration. Typically, these stockworks comprise a patchy mosaic of quartz veins and vein swarms, with irregular distribution and geometry within the quartz gabbro host rock.

The past decade has seen the widespread implementation of computerised real-time operational management systems in open pit mines. While these systems have made a significant impact on operational efficiency at a process level, surprisingly little work has gone into integrating these systems with other IT systems, including those used for tactical planning and enterprise resource planning. As a result of this gap in the information hierarchy, the goal of optimising an entire operation, or multiple operations, remains elusive. Implementation of computerised operational management systems in underground mines has been much slower. This is a significant, though often overlooked, reason why the productivity for underground mining is generally so much lower than for open pits. The historical reluctance to implement computerised operational management systems underground can in part be attributed to the underground environment, particularly the difficulty in establishing effective communications. Another factor retarding the implementation of systems underground has been the perception that the nature and scale of underground mining does not lend itself to computerised operational management. This perception can be challenged, not only by a process level examination of the underground mining, but also by a holistic examination of the entire industry. In recent years, the mining industry as a whole has destroyed rather than created wealth and underground mines are major culprits. The degree of value destruct has been more pronounced with underground mines, as the usual problem û low commodity prices û has been exacerbated by the harsh environment, low productivity and a æfog of warÆ no longer generally found in open pits. Faced with these realities, underground mines will have to adopt modern management tools or suffer extinction at the hands of an unsympathetic investment community. All is not gloom and doom, however. Technological advances have largely overcome the difficulties associated with the underground environment. As a result, there is a small, but growing, number of underground mines using computerised operational management systems to directly improve the bottom line. Much greater improvements can be realised if the industry takes advantage of the recent convergence in technology, to integrate process information with tactical and enterprise resource planning systems in order to provide a solid platform for all decision-making. This would result in the æeÆ mine. Given that the underground fraternity is essentially starting with a blank sheet, they have the opportunity to æsteal a marchÆ on open pit mines, who may be constrained by legacy systems. The benefits of the æeÆ mine are presented through a hypothetical case study that examines the shortfalls of the non-æeÆ mine. The paper ends by presenting a future vision for the æeÆ mine.

These may result in civil or criminal proceedings and personal assets are at risk. Owners, company directors, managers and now employees are at risk, together with consultants, contractors and suppliers of equipment or consumables, as well as government inspectors. They are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control. This paper identifies the areas where such individuals in the open pit mining industry in Australia face the risk of personal liability and measures which can be used to minimise the risk or which can be used to make out a defence to legal action which could arise. There have always been a myriad of Commonwealth, State and Local Government laws and regulations with which to comply, and now international protocols are being used as a basis to impose greater obligations on all people. Once, the `corporate veil' gave some protection to the individual, but today there is negligible protection from the full force of the law. Not only are there various types of law enforcement officers, but public interest groups, shareholders, customers, suppliers, creditors etc may litigate. This paper is not intended to be an exhaustive discussion of the provisions of all the legislation or case law where individuals can be held) personally liable. These areas would include environmental, pollution and heritage law (including Aboriginal sacred sites); occupational health and safety (including workers' compensation) law; trade practices and fair trading law; contract law; corporations law (including the requirements of the Australian Stock Exchange [ASX] and Australian Securities Commission [ASC]); industrial relations law; anti-discrimination and sexual harassment law; taxation (including superannuation trustee) law; and the Common Law. The focus is on the following areas of regulation, which are outside the usual experience of those in the open pit mining industry (the Mining Acts and Regulations are specifically not dealt with here): ò Environment Law; ò Trade Practices Law; ò Occupational Health and Safety Law; and ò Corporations Law.
