Rehabilitation has been very effective in the short to medium term in providing a cost effective and reliable means of containing the side effects of land disturbance. However, there is still insufficient data to critically evaluate the sucess of rehabilitation in the long term. There is an urgent need to develop objective criteria to monitor the sucess of rehabilitation. The aim of rehabilitation in Australia has traditionally been to return disturbed land to natural vegetation compatible with the surrounding area. This objective has often been accepted instinctively without adequately addressing alternatives.

The financing of smaller resource projects has proven to be a difficult problem for promoters and financiers alike as very often such projects have not met the requirements of available financing methods and promoters have equally found it difficult to establish credibility, management and technical ability with potential financing sources. Solutions to the dilemma in which many of these projects find themselves are not readily apparent but will need to be found if the full potential of Australia's resources is to be realised. INTRODUCTION The growth of so called project financing in its present form is normally considered to be a phenomenon of very recent times, however, paradoxically there are references to what could be called financing in the old testament. Mining regulatory authorities worldwide mandate frequent inspection of winder ropes used in shaft-equipped underground mines and ski lifts. Visual inspections are effective in identifying and assessing the type and severity of damage found in the exterior of the rope. In addition, electromagnetic or permanent magnet-based methods are used to identify broken wires, corrosion damage and other anomalies that occur anywhere within the core of wire ropes made of steel, which is a ferromagnetic material. The magnetic methods yield the loss of metallic area due to wire breaks and other damage in the ropeÆs section as well as local flaws that give rise to discontinuities in the magnetic field. The quantitative measurement of the loss of metallic area is indirectly related to the loss of breaking strength that is commonly used as a rope discard criterion. The ropes used in a mine winder in the Goldfields of Western Australia are inspected using Meraster 120B permanent magnet-based rope tester and their condition is assessed against published discard criteria.

The role of automation in the environmental management of the various stages of mining projects is discussed. Remote sensing can be useful in the exploration phase, but tends not to have sufficient resolution for individual operations. Automatic samplers, whether for meteorology, air or water, are widely used, but can have operational problems. The environmental scientist, the electronics engineer and the computer programmer must combine in the future to develop products which are applicable, robust and simple to use.

The use of a 35mm non-metric SLR camera and an analytical plotter to prepare close range photogrammetric (CRP) plans of a quarry and open pit mine face is described. The plans, at scales ranging from 1:5 -1:1 000, were used to measure the orientation of geological structures and failure surfaces in the exposed faces.Details are provided on the equipment used and the field techniques. The method:ò is quick and relatively cheap to perform,ò allows the accurate orientation of specific geological features to be determined,ò provides survey results of suitable accuracy that may be used for detailed geotechnical analyses of pit wall failures,ò shows great potential as a rapid and accurate technique for monitoring changes in pit wall profiles with time.

At New Celebration Gold Mine the advent of treating primary sulphide ores resulted in decreased gold recoveries of four to ten per cent. The grind coarsened due to an increase in ore hardness and gold in the residue was found to be associated with pyrite. Finer grinding improved recoveries but was impractical as production rates would have decreased to unacceptable levels. An alternative approach that has proved to be viable combines both gravity separation, to recover the coarse gold bearing sulphides, and then regrinding the concentrate in a tower mill prior to releaching in the cyanide leach circuit. The tailings treatment plant was commissioned in December 1990 and details of the first 18 months' operations are Provided.

The Earth's Upper Mantle is dominantly peridotitic but in convergent margin regions, such as the S.W. Pacific, subduction of oceanic crust gives greater chemical and petrological diversity to upper mantle petrology and petrogenesis. Examination of currently active, Quaternary and Tertiary volcanism in the S.W. Pacific, particularly seeking information from ocean floor sampling to characterize the basement to island arcs and to investigate active spreading centres, consistently points to parental magmas of basaltic to picritic character. However, these parental magmas are chemically diverse and it is not possible to designate a characteristic 'island arc' or 'convergent margin' petrogenesis in the sense of a characteristic mantle source composition and a charactistic partial melting regime. In this respect, magma genesis at convergent margins contrasts with that at oceanic spreading centres. Our studies emphasize the importance of source peridotite ranging from 'fertile lherzolite' (i.e. compositions with 3-4% CaO, A12O3, 0.3-0.5% Na2O) to refractory harzburgite (

Coal exports are forecast to grow strongly, so that coal is likely to remain very important to Australia for the foreseeable future. However there is no sign that prices or profitability will rise of their own accord. Therefore the intense squeeze on costs will continue for the foreseeable future. This will mean lower manning, more outsourcing and probably an increasing rate of company attrition. As well, the political pressure from the greenhouse debate is only going to intensify and the pressure on the Federal Government after Kyoto is likely to be irresistible.

THE millng methods employed in the Mount Lyell Mining and Railway Company's mines are, perhaps, less known to the milling world than those of other important districts, due to the geographical remoteness and isolation of the Mount Lyell field,but they present many features which are unusual, and should be of interest to the mining engineer. Typical mining is carried out on an open-stope system, details of which are the result of local experience and evolution, and of which the outstanding feature is that the ground is so worked as to be largely self-supporting by virtue of domical form given to the stope roofs. It is locally termed "rill" stoping,' but differs widely from what is generally understood by that designation, chiefly in that the "rill" or slope is developed in every direction from a central focus, and not merely in directions followllig the strike of a lode or ore-body whose longitudinal dimensions are very much greater than its width. Such terms as "donie stoping" or "arched-back stoping" would be more appropriate and descriptive.The company's active operations' at the present time extend to the Mount Lyell and North Lyell mines, and, though the fundamental principles of stoping methods are the same in each, the dissimilarity of the ore-bodies, both in nature and mode ofoccurrence, necessitates considerable variation as to details to meet the respective conditions. The Mount Lyell pyritic body lends itself to the adoption of the .system in its simplest and almost ideal form, and a description of stoping in this mine willserve best to illustrate it, while later reference to details of practice in the North Lyell mine will indicate how it may be varied to meet more difficult circumstances.

With production at Olympic Dam scheduled to commence in June 1988, it has been necessary to install a complete underground ore handling system capable of removing two million tonnes of material annually from the mine. The system comprises mucking from stope drawpoints, truck haulage to underground storage, primary crushing, conveying and hoisting. On the surface, material is conveyed to stockpiles at the Metallurgical Plant. Mining of the numerous special excavations within the system was incorporated into the mine's ongoing development program prior to the underground construction phase. Utilisation of a decline from the surface enabled versatile construction equipment to operate at the underground sites as well as simplifying the transportation and delivery of construction Materials.

The ash content of coal can be determined using radioisotope X-ray techniques. A number of overseas applications of X-ray techniques are described; however these suffer from the disadvantage of either not compensating for iron variations or, if compensation is used, using X-rays of low penetration with consequent sampling difficulties. Current Australian Atomic Energy Commiss- ion (AAEC) research on X-ray techniques is aimed at overcoming the limitations of these methods. The AAEC method involves making measurements proportional to mass absorption coefficients of X-rays in coal at two energies. Calculations and experiments with X-rays up to 35 keV have shown that ash content can be determined to about 1 wt.%. This work is being extended to higher X-ray energies to enable the technique to be used directly on a conveyor belt or in a hopper. Neutron techniques can be used to measure the concentration of specific elements such as carbon, hydrogen and silicon in coal. Their con- centration is correlated to the coal parameters of interest. Methods of moisture determination based on hydrogen measurement and ash determina- tion based on silicon and aluminium measurement are described. The need to improve existing metallurgical processes and to develop new processes to meet the economic challenges that lie ahead requires the application of the tools of process analysis viz. mathematical models, physical models, pilot plants, laboratory measurements and plant tests. Examples of the application of these techniques to processes are described in this paper. Several of these techniques, combined with basic knowledge, are necessary to make improvements and for existing processes this always involves plant measurements. Also because metallurgical processes include extraction, refining, alloying, casting, mechanical working and heat treatment, an interdisciplinary approach to research and development is essential. This paper argues that metallurgical engineering is a discipline that is uniquely able to encompass the broad spectrum of chemical- and physical-metallurgy processes and is therefore essential to the health of the metallurgical industry.Regrettably many metallurgical engineering departments are not offering courses on process analysis, control, optimization, etc so necessary to meet modern industrial challenges.

The use of econometric models to assess the effects of a Government's policy on an industry is gaining momentum. This is particularly so for the Mineral Industry and it is important that mineral industry management understands the techniques involved in developing econometric models. Models are usually constructed outside the industry by either government departments or their consultants and used by the policy makers to investigate artificially the implementation and ramifications of new policies. This paper discusses the application of econometric models in Governmental policy determination, highlights the use of various models in Australia and gives an overview of the techniques involved using Australian examples.

Cataclysmic or flood-like release of gas-charged brines, hydrocarbons and slurries accompanied widespread mineralisation of Upper Devonian environments. These are well represented in the Canning and Burdekin Basins of Western Australia and Queensland respectively.The Burdekin Basin provides particularly instructive vein structural sequences. These fall into organic residue to carbonate paragenetic sequences which are known elsewhere to record progressive decarboxylation. Fibrous veins indicate overpressure in fractures with organic residues, acids and gas derivatives driven to overlying groundwater flows. This combination of large flow rates and potent organic mineralisers led to extensive arsenical rare-metal mineralisation which is similar to that concentrated in Upper Devonian extinction horizons of the Canning Basin. Organic-residue mineralisation appears concentrated by certain hvdrostructures and targeted upon particular species. These controls need to be understood to guide modern management stragegies for mineralised organic and nitrogenous wastes.

Primay (syngenetic and protogenetic) inclusions - i.e. minerals formed during or before diamond growth and encapsulated in the diamond - provide important information on the origin of diamond. Recent Rb-Sr and Sm-Nd dating of such inclusions has yielded crystallization ages older than their volcanic host, implying that diamonds are mantle xenocrysts. In this paper we report results of studies on the nature of syngenetic inclusions and the carbon isotopic compositons of the host diamond from the West Australian diamond deposits at Argyle and Elllendale. The Argyle diamonds are dominantly, of eclogitic paragensis and are characterized by strongly C depleted compositions. When a joint venture is established between a major and a minor, the co-venturers often have a number of divergent interests; the major may have put up significantly more capital into the project and will want to protect its investement; the major may have more financial resources and be more readily to commit capital to the project; the major may have more technical resources and expertise to provide to the project; the major may have other competing demands for its capital; the minor may be relying on rapid development of the project as its sole source of cash flow. Successful joint ventures arise when the co-venturers understand each others' interests and attempt to satisfy these interests. This could be achived by having a clear process and timetable for development of the project coupled with clear rules for distribution of income, the commitment of capital to the project and the provision of inter-company services. If divergent interests are either regulated clearly or eliminated, both co-venturers are more likely to seek common objectives in the joint venture with less scope for conflict. This paper, written from the perspective of a major, examines means of establishing successful joint ventures between majors and minors.

Qualitative measurement of respirable dust in metal mines is limited and an example of this is demonstrated at Northparkes Mine, where operational experience was sought for measuring dust standards and identifying exposure limits. However, relying on operational experience has limited value due to variation in observations from person to person and is based on visible dust (which is larger in size than respirable dust). However, with sophisticated dust measuring equipment, like the real-time aerosol monitor, dust concentrations can be accurately measured and recorded concisely. Research conducted as part of a collaborative agreement on behalf of Northparkes to launch an occupational dust monitoring program was implemented on the mine site. To form the basis of this research, it was hypothesised that no proper dust measuring testing at the mine site had been adequately identified. In addition, existing occupational hygiene monitoring programs did not adequately quantify employee exposures to these hazards. This project will outline the results of an occupational dust monitoring program, hence greatly improving the capacity to quantify the health risks posed to employees.

Subsequent to large scale trials in 1987, the installation of a submerged lance Sirosmelt furnace system was approved in late-1988 for the cupellation of retort bullion to dore silver. Commissioning work commenced in June 1990. During the process air is lanced into a molten slag bath contained in a cylindrical vessel to rapidly oxidise the granulated feed bullion from 15 - 25 per cent silver to rough dore grade. The process is now an integral part of the Precious Metals operation replacing the first stage reverberatory cupellation furnaces to achieve productivity improvements, lower silver inventory and increased silver Recovery.

Dump leaching at Teller in its present form began in the fourth quarter of 1988 as an adjunct to milling operations. Initial plans called for a dedicated dump leach facility capable of processing ore at an annual rate of 2.0 million tonnes. Construction of a dump leach pad, collection and process ponds, carbon adsorption system, elution plant as well as reagent addition and ancillary facilities was initiated in mid-1988. During the course of construction, additional reserves were proven. As a result, design throughput was increased to 4.0 Mtpa. Leach pad capacity and solution supply systems were upgraded to handle the larger throughput. However, the carbon adsorption/elution facilities were not upgraded due to space limitations. During 1990 it was decided to expand the dump leach operation to 6.0 Mtpa. Construction of a second leach pad was required which was initiated in early-1991. Plans were again upgraded prior to completion to a target annual throughput of 10.0 million tonnes was. A further two leach pads have been constructed. The first of these being completed during the latter part of 1992. Construction of the latest and largest pad commenced early in 1994.
