Over the past several years, copper prices have surged from under a dollar to over three dollars a pound. However, the long-run trend in real copper prices since at least the early 1970s has been sharply downward. While many now contend that the long-run trend in real copper prices is now upward, the result of structural changes in this market, others are sceptical. Nor is copper unique; the prices for a number of other metals, including aluminium, iron ore, lead, nickel and zinc, have followed similar patterns. This paper examines the forces behind short-run and long-run trends in metal prices. It first focuses on the short run, where it argues that shifts in demand are largely behind changes in prices. It then turns to the long run, where it concludes that production costs and supply largely govern price trends. Finally, it explores several implications of these findings, including those for diversification and market risk, for forecasting mineral prices, for assessing the growth of metal demand in China and elsewhere on metal prices, and for changes in the long-run price trends.

The three papers reviewed here consider different problems of mine management. Comparison of two of the papers demonstrates a marked contrast between the old and the new, in terms of mine management and impacts. The third paper discusses post-mining rehabilitation. The paper "The impact of a derelict base metal mine on the aquatic environment", by Brooks and Mclveen contrasts strongly with the paper "Narbarlek Uranium Mine design, construction, operation monitoring and decommissioning of the water management system" by McLoughlin, Grounds and Weatherhead. Brooks and Mclveen detail the contamination emanating today from the Conrad Mine in New South Wales which was mainly operated for 15 years at the turn of the century and later for 7 years in the 1950's. The mine was apparently developed over the years on an intermittent, ad hoc basis with no regard to contamination management, resulting Ti significant contamination persisting through time. This type of mining development is the antithesis to the type of planned mining and management operation which was carried out in Arnhem Land at Narbalek, and which apparently resulted in no uncontrolled contaminant release and successful decommissioning of the mine.

Alliance Gold Mines was established in the early part of 1994 to acquire the assets of Diamin Resources NL at Maldon, Victoria. These comprised Exploration Licence 3422, some 20 sq km in area and enclosing the main part of the Goldfield, and a CIP plant - with a nominal capacity of 250 000 tpa - which was commissioned in 1988. Between 1988 and 1992 Diamin had mined - by open pit methods - and milled around one million tonnes of low grade gold ore, and recovered 55 000 ounces of gold. By 1992 the known shallow resources had been depleted. Historical gold production from the Maldon field is about 1.75 million ounces, at the surprising average recovered grade of 28 g/t. The last significant mine closed in 1926: since then there has been no comprehensive exploration program, though Lone Star Exploration NL tested part of the field for shallow open-pittable resources in the 1970s and Carpentaria Exploration Company Pty Ltd carried out widely-spaced drilling on the three main reefs from 1979 to 1982. Diamin (1983 - 1994) commenced a careful compilation of old mine records and newspaper clippings, and drilled several cored holes.

The following is an outline of the main metallurgical process developments which have occurred at Port Pirie during more than 100 years of smelting. Emphasis is placed on those process developments which evolved from research and development at Port Pirie, rather than those based upon purchased or established technology and straightforward plant engineering. Most processes involved have undergone major change and improvement through the efforts of Port Pirie staff. A culture of metallurgical research and development evolved strongly during the years when G K Williams made such a great impact, and continued for half a century. This culture involved strong links with external research bodies, particularly universities. A near complete bibliography of these developments is provided, together with a listing of patents. Research and development by The Broken Hill Associated Smelters Pty Ltd commenced in 1918 at South Melbourne, and after transfer to Port Pirie in 1921, continued there until 1989. Three periods of highly successful innovation resulted ù that of G K Williams into the 1930s, the post-war period until about 1962 and the period with developments led by Denby H Ward from about 1970 to 1985.

Present capacity for molten iron production at Port Kembla is an average of 13 000 t/day from five blast furnaces. The most recently installed blast furnace, No.5, was commissioned in March 1972 with a design capacity of 4 500 t/day. For the first reline currently scheduled for 1977, plans are being finalized.for significant modifications and uprating of capacity. Achievement of the initial design capacity from No.5 blast furnace on a sustained basis was not realised until the third year of operation. Although the furnace is only 42% larger than No.4 blast furnace on an inner volume basis, the more stringent raw materials, operation and maintenance requirements of the larger furnace and more complex equipment have been found to be much more critical than anticipated in the planning stages. These problems have also been experienced by many other companies who have recently installed large new blast furnaces. Some of the principal problem areas are described together with measures taken to over- come the difficulties. Early in 1990, Pancontinental Resources (Base Metals) Pty Ltd commenced flotation treatment of ore from the complex copper-lead-zinc sulphide orebody at Thalanga, 65 km west of Charters Towers in North Queensland. The orebody consists mainly of primary sulphide ore but also contains a substantial proportion of supergene ores which are being processed during the first year of operations. The supergene ores are of three main types, designated as A, B, and C. Supergene A ores are essentially copper ores, containing little lead and zinc, while B and C ores are copper-lead-zinc ores with different degrees of alteration of the original chalcopyrite and different ratios of copper to zinc content. Copper is present in the supergene ores mainly as chalcocite, digenite and covellite. Lead and zinc occur mainly as galena and sphalerite respectively. This paper describes the development of flotation plant practice, aided by laboratory testing, to process the supergene ores. The major challenge in treating these ores is that a varying proportion of the sphalerite is naturally activated and is not easily depressed in flotation by the conventional zinc depressants.

A distinctive feature of the goldfields of Victoria was the extrac- tion of gold from deep leads, that is the buried river beds of Vic- toria's ancient rivers and streams. It is estimated that about 265,000 kg of gold was produced from Victoria's deep lead mines which comprises about 11.5% of Victoria's total production of gold (Bowen, 1974). The significance of deep lead mining for Victoria, however, went far beyond its economic contribution to Victoria. If Profes- sor Blainey is correct it was the frustrations of mining gold from deep alluvial leads in Ballarat during 1854 which precipitated the Eureka Stockade (Blainey, 1963, 46-52). This event resulted in the implementation of a fair mining administration and was an emphatic statement of the rise of democratic movements in Australia. Much of the technology and skill for mining deep leads had to be developed locally because at that time no other major gold- field elsewhere in Australia or the world had gold deposits with comparable problems. Deep lead mining in Victoria was there- fore largely a home grown industry and the equipment for that industry was often designed and produced in Victoria.

The mechanism of polysulphide action in the process of sulphidisation and formation of sulphur on the mineral surface is proposed. Sodium pentasulphide is shown to be the most effective modifier of chrysocolla flotation.

A geostatistical study is made of the drilling results available one stage prior to the present for a tabular deposit. The results show that the blocks required by the mining engineers could have been assessed by the earlier drilling grid with an accuracy significantly better than that obtained by applying conventional methods at the present stage.

An experimental investigation of the hydraulic cuttability of coal from the Theiss Dampier Mitsui mine near Moura, Central Queen land illustrated the ability of established cutting equations to describe the behaviour of the coal during cutting. The experimental equipment developed for the work proved reliable. The results of the experimental programme are consistent with accumulated experience from overseas.
